Important Improvements to Sanitation Services Effective July 2016 The City of Tolleson and Right Away Disposal (RAD) are excited to announce their new partnership in providing improved sanitation services. We are confident that the level and frequency of services will be ideal while keeping rates competitive. Our goal is to make this transition as seamless as possible. Below are highlights of your improved services, please visit www.tollesonaz.org/ sanitation for more detailed information. All residential Trash and Recycle will be picked up on Mondays. Since the 1st Monday falls on a holiday, the 1st pickup will begin Tuesday, July 5th. Bulk Trash services will increase from quarterly to MONTHLY, the last Wednesday of every month. Curbside bulk services will now be extended to Tolleson Meadows. Bulk trash pickups must be scheduled online on the City’s website or by calling the Field Operations Department. Charges for residential customers will remain at $15.00 monthly for a black and blue container. Additional containers are available for $7.50/month each. Green containers will no longer be meant for green waste. Instead, it will be treated as an additional trash container and can be used for all acceptable trash. The billing and payment process will remain the same. If you have any questions, comments and/or concerns, please contact the Field Operations Department at (623) 936-7141. Emergency Hydration Station According to the Arizona Department of Health Services, “Arizona is one of the hottest places on earth from May to September. Heat-related illnesses are common during the summer.” Last year there were 84 heat-related deaths in Maricopa County, according to county Department of Public Health statistics. The average since 2001 is 66.9 deaths each year. This summer’s heat has already taken the lives of valley residents. It is crucial that people take precautions to avoid illness and/or even fatalities. The City of Tolleson has designated an emergency hydration station at the Fire Department for individuals who are in need. The Tolleson Fire Department is located at 203 N. 92nd Ave, Tolleson 85353. Residents are encouraged to take precautions and resort to air conditioned areas to keep cool. Government buildings, community churches, malls, or any public locations are ideal. This is a FREE event with an amazing firework display, water slides, watermelon, contests (registration required), food & craft vendors and much more. First Day of School, Are You Ready? Summer is not over yet but the start of the school year is only a few weeks away. The first day of school for the elementary schools in Tolleson is August 1st. Tolleson Union High School has start dates of August 8th for freshman, August 9th for all upper classman. Registration begins the week prior. Help your child this school year by: 1. Establishing a routine; creating a calendar at home with important dates to remember. 2. Creating a homework space (big or small) 3. Communicating with teachers 4. Being involved when possible Summer Reading The Tolleson Summer Reading Program is in full swing! The program is available to all ages and offers a variety of clubs and activities to participants. Ages 8-18 can choose from 10 clubs to join, catering to every interest. In Cooking Club, participants learn the valuable skill of healthy cooking. During their first week, participants eagerly learned how to make a parfait through cutting fruit and making their own pudding. In Code Club, members practice the skill of coding and have fun creating their own computer games. One Code Club member described coding as, “Learning a second language”. Early Ballot Request To request an early ballot for upcoming elections, voters can complete an online form at https://recorder.maricopa.gov/earlyvotingballot/earlyvotingballotrequest.aspx. A ballot will be mailed to you upon verification of registration. If you desire a ballot to be mailed to an address that is not on your voter registration record (e.g. temporary or out-of-state address), you must submit a written request that contains your: Name, Residence Address, Temporary Mail-to Address, Date of Birth, Party Affiliation (if request is for a partisan Primary Election), Election (s) requesting ballot for and your Signature. In 1980, Arizona voters approved a tax reform package that placed a limit on what funds cities and towns can use for maintenance, operations and/or community services. This legislation also allows local voters to approve whether the state or the local government (cities and towns) determine what is funds can be used, known as Home Rule. (Arizona State Constitution-Article IX, Section 20, subsection 9) 2. WHY IS IT ON THE PRIMARY ELECTION BALLOT? Home Rule must be approved by the voters at a regularly scheduled election for the nomination or election of members of the City Council. The fall primary is such an election. 3. HAVE OTHER CITIES AND TOWNS AUTHORIZED HOME RULE? YES, as of 2013, 55 Arizona Cities and Towns have adopted Home Rule. 4. HAVE THE VOTERS OF TOLLESON APPROVED HOME RULE IN THE PAST? YES. The Tolleson voter s appr oved Home Rule in 2013. It became effective in the 2013-2014 fiscal year. Because of timing and the consolidation of elections by the state, Tolleson and other cities are required to approve Home Rule again at the next eligible regular election in 2016. 5. WHAT HAPPENS IF HOME RULE IS NOT CONTINUED? If Home Rule is not approved, the City of Tolleson can only use funds that are permitted under the state-imposed expenditure limit. Under this limit, the City of Tolleson may not be able the funds it collects to provide services such as Police, Fire, Wastewater and Water to City residents. In other words, the City will be required to cut services even though it has the money to pay for the expenses. The current estimated state-imposed limit for FY2016-2017 is $4,596,478. The current FY2015-16 budget is $49,828,124. The $4,596,478 is only an estimate and subject to changes in population figures and the % change in GDP deflators. 6. DOES APPROVAL OF HOME RULE GIVE THE CITY AUTHORITY TO IMPOSE NEW TAXES? NO, approval to continue Home Rule only allows the City to spend the funds it collects as approved in the annual budget. Home Rule does not change the property tax or sales tax that the City currently collects. 7. IF HOME RULE IS CONTINUED, WHAT WILL IT MEAN FOR CITY RESIDENTS? With Home Rule, City residents and the Mayor and Council will continue to decide what level of service is best for Tolleson. Home Rule allows the City to expend the funds it receives to provide services to residents. Each year, the City will continue its current practice of establishing a budget after citizen input through the budget and public hearing process. Because the City is required to have a balanced budget, use of funds will be restricted by available funding. City of Tolleson 9555 W. Como el primer lunes de julio cae en un día festivo, el primer día de recogida comenzará el martes, 5 de julio. Los servicios de basura de bulto aumentarán de trimestral a mensualmente, el último miércoles de cada mes. Tolleson Meadows tendrán servicio a la acera para su basura de bulto.
