Environmental Assessment (EI R/EA) &
Invitation to Attend Public Hearing for the Proposed
North Spring Street Viaduct Widening and Rehabilitation Project
The City of Los Angeles, in cooperation with the California Department of Transportation (Caltrans), proposes to improve
the North Spring Street Viaduct (Bridge Number 53C-0859) and a portion of North Spring Street between Baker Street to
the southwest, and Avenue 18 to the northeast, in the City of Los Angeles.
The proposed project would eliminate existing and
geometrical design deficiencies and correct existing seismic
vulnerability issues associated with the Viaduct. In addition,
the proposed project would widen the existing 50-foot
Viaduct by approximately 20 feet on each side and
reconfigure the existing intersection of Baker Street and
North Spring Street, a northwesterly extension of Wilhardt
Street to create a new intersection with Baker Street, and the
creation of a cul-de-sac by closing Aurora Street and its
existing intersection with North Spring Street.
Pursuant to the California Environmental Quality Act and the
National Environmental Policy Act, the City and Caltrans
have studied the effects that the proposed project may have
on the environment and community. The results of these
studies are contained in the Draft EIR/EA.
The Draft EIR/EA for the proposed project is now available for a 45-day public review period
ending on April 28, 2010. The Draft EIR/EA is available for your review at the following locations.

A PUBLIC HEARING will be held to provide an opportunity to learn about the project and to provide comments on the
adequacy of the EIR/EA. You will have an opportunity to discuss project details with City and Caltrans representatives,
and Consultants before the final design and alternative is selected and prior to project approval by Caltrans and the Los
Angeles City Council.

Proyecto Propuesto de Ia
Ampliacion v Rehabilitacion del Viaducto de Ia calle North Spring
La Ciudad de Los Angeles, en cooperaci6n con el Departamento de Transporte de California (Caltrans), pro pone mejorar
el viaducto en Ia calle North Spring (Numero de puente 53C-0859) y una parte de North Spring Street, entre Ia calle Baker
hacia el suroeste, y Ia Avenida 18 al noreste, en Ia Ciudad de Los Angeles.
El proyecto propuesto eliminaria las deficiencias existentes y
el disefio geometrico y corrige los problemas existentes de
vulnerabilidad sismica asociada con el viaducto. Ademas, el
proyecto propuesto ampliaria el actual viaducto de 50
metros par aproximadamente 20 pies en cada lado y
reconfiguraria Ia intersecci6n actual de Baker Street y North
Spring Street, una extension hacia el noroeste de Ia calle
Wilhardt para crear una nueva intersecci6n con Ia calle
Baker, y Ia creaci6n de una calle cerrada con el cierre de Ia
calle Aurora y su intersecci6n existente con el norte de Ia
calle Spring.
Conforme al Acto de Calidad Ambiental de California
(CEOA) y al Acto Nacional de Politica Ambiental (NEPA), Ia
Ciudad y Caltrans han estudiado los efectos que el proyecto propuesto pueda tener sabre el media ambiente y Ia
comunidad. Los resultados de estos estudios estan contenidos en el Reporte del EIR/EA.
