Modernization

The City of Richmond recently released
the environmental impact report (EIR)
for the Refinery Modernization Project,
which describes how modernization
will protect the environment, enhance
safety and create 1,000 new local construction jobs.
We’re excited because the publication of the EIR marks
a major milestone in our efforts to create a newer,
safer, cleaner refinery.

The EIR details how the $1 billion investment will
replace some of the refinery’s oldest processing
equipment with modern technology that is inherently
safer and meets the nation’s toughest air quality
standards. Modernization also underscores our
commitment to reducing emissions overall and
ensuring that there is no net increase in greenhouse
gas emissions.

The city has committed to a permitting process that will

time to understand the EIR will see how modernization
benefits the entire Richmond community.

FREQUENTLY ASKED QUESTIONS
Q: What are the components of refinery modernization?
A: The vast majority of modernization includes replacing
some of the refinery’s oldest equipment with newer
technologies that are inherently safer and will help meet the
nation’s toughest air quality standards. Additional upgrades
include replacing the existing 1960s hydrogen plant with a
modern plant that is 20% more energy efficient and
produces higher-quality hydrogen. The project also provides
the refinery with the flexibility to process crude oil blends and
gas oils containing higher levels of sulfur while meeting
safety and environmental standards.
Q: Is modernization connected to projects proposed by
other Bay Area refineries?
A: No. Modernization is not related to the other proposed
refinery projects in the area. Modernization is not about
refining Canadian tar sands or heavy crude. Modernization
will not allow the refinery to bring in crude oil by rail or
pipeline.
Q: How does modernization make the refinery safer?
A: Modernization includes important safety enhancements to
ensure the refinery fully complies with all safety standards
and regulations. Specific updates include installing new,
upgraded piping circuits with greater resistance to corrosion
throughout the refinery. Modernization also adds significant
regulatory oversight, including additional independent safety
inspections and annual reporting to refinery workers and the
community.
Q: What’s next?
A: The environmental review process includes a 45-day
public comment period. Details about how to participate are
available on the City of Richmond’s project website,
www.chevronmodernization.com. A final decision on the
project is expected this summer.

Celebrating Community in Richmond

The Scientific Art Studio creates public art projects
for institutions around the Bay Area, including the
four-fingered baseball glove at AT&T Park in San
Francisco and Aesop’s Playhouse at Children’s Fairyland
in Oakland, to name a few. We relocated to the
Richmond’s Iron Triangle in 2006 and, from the moment we arrived,
I have been so impressed by this community. Richmond offers a
welcoming environment for a wide range of businesses and it has been
truly wonderful to meet new people who are sincerely happy to have
us here. I’m proud to be part of the Richmond community and
sincerely impressed by the work of our neighbors in the Iron Triangle
who are renovating Pogo Park. It’s been my pleasure to help in that
effort and participate in the creation of a space, which will benefit
