WORLD URBAN FORUM 3: LOCALIZING THE MILLENNIUM DEVELOPMENT GOALS IN THREE CARIBBEAN CITIES: PORT-OF SPAIN, TRINIDAD AND TOBAGO; CASTRIES, ST. LUCIA AND GEORGETOWN, GUYANA. VANCOUVER, CANADA PRESENTED BY: DR. KERRY SUMESAR-RAI 19TH June 2006 THE PORT-OF-SPAIN EXPERIENCE PROJECT STARTUP • • On 10th March 2006 the University of the West Indies (UWI) team met with: His Worship the Mayor of Port-ofSpain, Alderman Murchison Brown and The Chief Executive Officer, Port-ofSpain City Corporation The meeting was held at City Hall, Knox Street, Port-of-Spain, Trinidad. • The UWI team comprised of: • Dr. Bishnu Ragoonath, Coordinator of the Project and • Dr. Kerry Sumesar-Rai, Local Consultant- Port-of-Spain. • The UWI team prior to this had met with Ms. Winifred David, Regional Consultant to discuss the project. • This meeting took place on the UWI campus. Brief on Port-of-Spain • Port-of-Spain is the capital city of the twin island Republic of Trinidad and Tobago. • It is one of the larger cities in the Anglophone Caribbean. • It is also scenic with the foothills of the Northern Range and the communities of Belmont, Cascade and Laventille forming its northern and eastern backdrop. • To the south and west is the Gulf of Paria. Location of Trinidad and Tobago • Trinidad and Tobago consist of two main islands, with Trinidad by far being the larger of the two. • They are located in the southern Caribbean just about 7 to 9 miles of the western coast of Venezuela. • The islands were initially inhabited by Amerindians, but were colonised by Spain and then captured by Great Britain. Location of Port-of-Spain • Port-of-Spain is located on the northwestern part of the island in a sheltered bay. • It has a natural harbour and occupies all the flat areas of an otherwise hilly northern terrain. • The city mushroomed as time went by and is mainly unplanned. • It covers and area of approximately 13.45 km² • It has a resident population of about 49,000 people and a transit population of about 300,000 on working days. • The population density is about 3,650/km • The City itself is scenic and it enjoys a tropical climate. • Daily temperatures vary between 29 degrees Celsius to 34 degrees Celsius. CONSULTATIONS • The main consultation took place on 5th April 2006 at the Normandie Hotel (north of the city center) involving members of government ministries, the City Corporation and civil society. • Before this consultation attempts were made to sensitize key stakeholders: – 14th March 2006; Councillors and key Managers of the City Corporation. – 1st April 2006 a briefing was scheduled for stakeholders from the communities. WHAT WAS EXPECTED TO BE ACHIEVED FROM THE FIRST LARGE CONSULTATION? • • • • Presentation of the MDGs Selection of MDGs for action Identification of Targets Agreement on Indicators • Information for establishment of BASELINE • Information for the development of City Profile in the context of the baseline and indicators. PROCEDURE • Plenary sessions- work as an individual then as a group. • Each individual then group examined the items before him/her/them and formulated a position. • Groups selected: – A time keeper – A presenter – A coordinator PROCEDURE • Read the list of eight MGD goals. • Identified the priority of each Goal • Examined the targets that were at the side of the Goals. • Determined the Targets they felt were necessary • Determined the indicators they wanted: added or deleted as necessary. Process for localising MDGs • Add locally-relevant indicators. • Identify data sources and collect the baseline data. • Use the results to prepare the MDG City profile. • Use the results in identifying priorities, formulating the action plan and setting localized targets. STATUS OF THE EXERCISE ? POST MAIN CONSULTATION • THE ACTIVITIES WE PURSUED SINCE THEN WERE: • ATTEMPT TO HAVE FOCUS GROUPS MEETINGS • COLLECT DATA FROM: Central Statistical Office; The Ministry of Social Development; The North-West Regional Health Authority. The focus groups meetings have not been very successful as only a few members of the communities attended. RECENT INITIATIVES • We met with a representative from the United Nations Resident Representative Office (Trinidad) who gave some information. • We are attempting to get a meeting with the Permanent Secretary, Ministry of Planning. • We continue to try to get information on Port-of-Spain, but it is very difficult.
