Dear Unit Owner:
I am writing on behalf of the Board of Directors for the Grand Bel 11 Condominium to
advise you that new parking permits will be distributed as noted below.
The Vehicle Parking Rules and Regulations (copy enclosed) require that A L L vehicles
parked on the property must display a valid parking permit at all times

form. Please be sure that the entire form is completed prior to your arrival at the
scheduled parking permit distribution times. Forms that are not completed will
not be processed for permit distribution.

You must be current in your assessment, further assessments, or other sums
due to the Condominium. If you are not sure if you are current in
obligations owed to the Condominium, you may contact the offices of The
Management Group Associates at 301-963-3958 and ask for Lizet Coreas,
who will advise you of the balance owed on your account. All outstanding
balances must be paid in full no later than March 31, 2014. Payments will
not be accepted on the day of permit distribution.

Vehicle Parking Rules and Regulations
Policy Resolution 2012-1
WHEREAS, Article I I I , Section 2 of the Bylaws of Grand Bel I I Condominium (the
"Condominium") states that the Board of Directors (the "Board") of the Condominium shall
have all of the powers and duties necessary for the administration of the affairs of the
Condominium except those powers and duties expressly reserved to the unit owners by the
Condominium's Bylaws or applicable law; and
WHEREAS, Article I I I , Section 2(f) and Article V, Section 10 of the Bylaws of the
Condominium ("Bylaws") and Sections

of the Maryland Condominium Act
(the "Act") provide the Board of the Condominium with the power and duty to make and adopt
rules and regulations governing the use of the Condominium's property; and
WHEREAS, Article V, Section 14 of the Bylaws states that "[a]ll parts of the Common
Elements identified as parking areas in the Plat of Condominium Subdivision recorded
simultaneously with the Master Deed and [the] Bylaws shall be used by the Owners for selfservice parking purposes on a first-come, first serve basis (unless the Board of Directors decides
to assign spaces);" and
WHEREAS, Section
of the Condominium's Rules and Regulations states that vehicles
parked in violation of the Rules and Regulations or other applicable regulations may be towed at
the violating Owner's risk and expense, and
NOW THEREFORE, be it resolved that the following parking procedures shall be
adopted and shall replace and supersede any and all prior resolutions regarding parking rules and
regulations:
1.
A l l vehicles parked on the Common Elements must display a valid parking permit
on the rear-view mirror. Any vehicle not displaying a valid permit on the rearview mirror will be subject to immediate towing from the community.

2.
Parking permits will not be issued to any unit owner who is delinquent in the
payment of assessments or other sums due to the Association.
3.
Parking permits
be issued semi-annually. Permits are non-transferable to
owners or residents of other units. Each owner will be issued three numerically
sequenced parking permits. Each numbered permit will be assigned to a
particular unit. Parking availability is subject to space availability and the
issuance of a permit does not guarantee a space.

Permits found to be transferred will be deemed void and the vehicle displaying a
transferred permit will be subject to immediate tow. In addition, the owner who
transferred his/her permit(s) will have all of their permits deemed void and any
vehicles displaying those permits will also be subject to immediate tow.
4.
Any unit owner who is in violation of the Master Deed, Bylaws or rules and
regulations of the Grand Bel I I Condominium will not be issued a parking permit,
or
have their parking permit revoked until the violation is corrected.
5.
I f a unit owner, after being issued a permit, becomes delinquent in their
assessments or is deemed to be in violation of the Master Deed, Bylaws or rules
and regulations of the Condominium, their permit(s) will be deemed invalid and
the vehicle will be subject to immediate towing.
6.
Parking permits may be issued to unit owners who bring their assessment account
current.
7.
Parking permits may be issued to unit owners who remedy violations of the
Master Deed, Bylaws or rules and regulations of the Condominium to the
satisfaction of the Condominium's Board.
8.
Only Approved Vehicles may be parked on the Common Element parking spaces.
An Approved Vehicle is defined as any conventional passenger vehicle,
motorcycle, personal van or pickup truck of less than one ton gross capacity. The
Board shall have authority to designate by resolution individual vehicles not
fitting this definition as Approved Vehicles.
9.
The Board will assign one parking space for the exclusive use of the residents of
each unit. Such assignments may be changed or revoked by the Board at any
time.
Only the owner/resident may call the towing company to have someone towed
from their assigned parking spot. The Board advocates the unit resident/owner's
respect and cooperation with each other in regard to parking spaces. A polite
request or an apology will go a long way. Neither the Management Company, the
Board of Directors, nor the Maintenance Engineer are to be called by an
owner/resident requesting them to call the towing company to tow away a
violating vehicle parked in their assigned parking space. The owner/resident is to
call the towing company directly. A reasonable amount of time should pass
before the towing company is contacted.
11.
Visitor vehicles parked on the Common Elements must also display current and
valid parking permits. The permit shall be displayed on the vehicle as described
in paragraph #1 above.

12.
Commercial vehicles with valid permits can only park in the designated
commercial vehicle spaces marked in yellow against the back fence.
13.
Vehicles operated on the Common Elements shall be operated in a safe and
prudent manner, at a speed not exceeding posted speed limits and in compliance
with all traffic and parking control signs.
14.
No vehicle shall be parked in such a way as to occupy more than one parking
space or so as to obstruct any other parking space, any walkway, any driveway or
any other portion of the Common Elements. No parking
be permitted in
lanes, on sidewalks, or on the grass. These vehicles will be subject to immediate
tow.
A l l vehicles on the Common Elements must display current license plates.
Recreation vehicles, campers, trailers, boats and similar vehicles are not permitted
to be parked on the Common Elements.

A l l vehicles must be in working condition to be parked on the Common
Elements.
b.
No junk, inoperable, derelict or stored vehicle (30 days) shall be parked on
the Common Elements.
c.
Parking spaces shall not be used for storage or for any purpose other than
the parking of vehicles in accordance with these Rules.
Except for minor emergency repairs that take less than two (2) hours to repair,
maintenance or repair of vehicles, including the drainage of any vehicle fluids, is
prohibited on the Common Elements.
19.
Vehicles may be washed using only a bucket and water. No hoses shall be used
to wash vehicles.
20.
No signs, numbers or other marks or symbols shall be displayed on the parking
areas except for those approved or required by the Association or required by any
governmental authority.
Oversized commercial vehicles (defined to be: any vehicle with a load capacity
greater than one (1) ton and/or having any of the following conditions: having
more than two (2) axles, or having rims with a diameter which exceeds sixteen
and one-half
inches, or having four (4) wheels in the rear [two (2) each
side, side by side], duals or having equipment that extends either beyond the cab
or rear of the vehicle, or standing taller than seven (7) feet from the street surface
to the highest point of the vehicle or any attachment to the vehicle), with valid
permits, can only park in the designated commercial vehicles spaces (marked in
yellow) against the back fence.
22.
A l l vehicles that belong to the unit must be registered with the Board of Directors
with proof of ID submitted with a valid
license and a current registration
for the vehicle to be registered. Renters must show a valid and current lease. A l l
vehicles must comply with Maryland State laws.
23.
When a resident/owner moves from the Condominium, all parking permits must
be returned to the Property Manager. Permits not returned
be deemed invalid
and any vehicle displaying an invalid permit will be subjected to immediate
towing.
ENFORCEMENT
Vehicles parked in violation of posted Rules shall be

Towing enforcement-warning signs shall be visibly posted in the parking areas of
the Common Elements.
2.
Vehicles in violation of these Parking Rules, other than those posted for
immediate towing, will be notified of the violation by having a violation sticker
placed on the vehicle. The owner/resident will have 72 hours to correct the
violation. I f the violation is not corrected within 72 hours, the vehicle will be
subject to immediate towing.
3.
When a vehicle is towed from the property pursuant to the Rules, the police shall
be notified of removal of the vehicle.
