David Rivera Calls for Moratorium at Peace Bridge

successful eleven-month pre-inspection
project in Fort Erie, Canada showed that

Mayor Lovely indicates that City is on Right Path

Despite all its challenges, Rochester is on
the right path.
This was Mayor Lovely Warren's
overarching theme in her State of the City
address.
She acknowledged the city's deep-seated
problems — the third highest childhood
poverty rate in the nation, too much crime,
too few students leaving school prepared
for college or a career.
But Warren painted an optimistic picture of
a city starting to overcome these struggles.
Her evidence: New statistics show that
violent crime is at its lowest level in a
decade. Development is sprouting, from
downtown to the CityGate project. The
city is investing in educational programs
for youths at its recreation centers and
libraries.
"Some may say that our future does not
seem that bright," Warren said. "But to me,
our best days are ahead."

remained skeptical in light of the recent demolition in the community and the Major
reconstruction at the Peace Bridge begins this summer, so if traffic jams inconvenienced
your crossing into Canada last year, chances are your wait won’t be any shorter this
summer – or the next two.
But when an $80 million portion of the project is completed three years from now, bridge
officials say you will enjoy the experience, in large part because it will be quicker.
But also because:
• Crews will replace the international span’s deck (roadway plus underlying steel) for the
first time since its 1927 construction as part of an overall $167 million capital plan.
• Pedestrian walkways up to eight feet wide will allow cyclists to ride across the bridge
instead of walking their bikes as now required.
• New curbs, railings and historic lighting will enhance what many already view as an
architecturally significant structure.
• Overhead electronic signs will better direct traffic flow.
• A new observation platform will provide spectacular views of the Niagara River below.
“You will have a view of the water rushing around the piers underneath that will be really
a unique experience,” Facilities Manager Anthony D. Braunscheidel said during Friday’s
Peace Bridge Authority meeting.
All of the improvements, he promised, will restore “the original charm of the bridge.”
“We are very proud of the plan for what will be our ‘magnificent mile,’ ” added Peace
Bridge Authority Chairman Anthony M. Annunziata.
In the meantime, bridge officials seek to ease this summer’s congestion by first widening
the Canada-bound approach. Beginning in July, a fourth lane will be added to expedite the
movement of trucks off the bridge into Canada.

Warren spoke at Joseph C. Wilson Magnet High School, her alma mater. She described
a rocky start there, but said the school helped prepare a "girl from the neighborhood" to
become the woman who is now mayor.
The State of the City speech was a first for Warren, who began her first term last year. The
address is traditionally a mayor's opportunity to take credit for accomplishments in the
past year and lay out a vision for the next.
Warren said she took office after shootings had risen and as neighborhoods felt abandoned
by the city in favor of downtown development. She said she has pursued three core goals,
which have become Warren's mantra: More jobs, safer streets and better schools.
On the employment front, the mayor vowed to deliver 1,000 jobs during her first term.
He described efforts ranging from the regional — helping the Finger Lakes area gain
access to $1.3 billion in federal funds for high-tech manufacturing jobs — to the
local, including a new initiative to offer high-speed, fiber-optic Internet to downtown
businesses.
Warren detailed development not just at Midtown and the Sibley building, but in
neighborhoods, including a $284,000 grant to revamp Bulls Head.
On safety, Warren said new statistics show that major and property crimes are at their
lowest levels in Rochester in 25 years.
She acknowledged afterward that crime also has dropped nationally, but credited Police
Chief Michael Ciminelli for contributing to progress.
Warren said nonetheless, too much crime remains, and she touted efforts to improve
relations between police and the community, including plans for a new model for police
patrols. She also acknowledged slain Officer Daryl Pierson; his partner, Officer Michael
DiPaola; and Pierson's widow, Amy, who was in the crowd.
"I choose not to accept any more children dying in our streets," Warren said. "And I do
not ever want to attend another funeral for a fallen officer in our city."
The mayor often touched on the subject of poverty, speaking highly of her
administration's plan to create worker-owned businesses in poor neighborhoods and of a
new state task force charged with eradicating poverty.
"The time for more studies and committees is over," Warren said.
The mayor, a Democrat, also credited a politician across the aisle: Republican County
Executive Maggie Brooks. Warren said they worked together to overcome a political
impasse over the CityGate project last year.
As she ended her speech, Warren struck a personal note, describing herself as a product of
the city who knows firsthand what it means to be poor.
"It's not something I'm just talking about," she said. "I get it."
Warren said she ran for office to be a champion for people in poverty.
"With all of you as my witness, the one thing this mayor will never do is allow us to stop
moving forward," she said.
Robert Duffy, the former mayor and lieutenant governor and now head of the Rochester
Business Alliance, attended Warren's speech. Afterward, he credited her for the city's
progress, particularly on development and crime.
Today, several changes in the region have made a hemispheric partnership both possible
and necessary. The key challenges faced by the United States and the hemisphere’s other
countries—such as securing sustainable energy supplies, combating and adapting to
climate change, and combating organized crime and drug trafficking—have become so
complex and deeply transnational that they cannot be managed or overcome by any single
country. At the same time, the LAC countries are diversifying their international economic
and political relations, making them less reliant on the United States. Finally, the LAC
countries are better positioned than before to act as reliable partners.

Pero Pierluisi rechaza todo impacto negativo de la estadidad.
“Este informe confirma que la estadidad es beneficiosa, tanto para Puerto Rico, como para
Estados Unidos. Esto no es de quién se beneficia más… ambos, Puerto Rico y Estados
Unidos se benefician claramente con la estadidad”, dijo Pierluisi.
En su presentación, Hernández Mayoral citó del informe del GAO la obligación
contributiva de $2,300 millones que las personas en Puerto Rico deberán asumir, si en
el corto plazo la isla se convirtiera en un estado de Estados Unidos. Esta obligación
contributiva federal requeriría una reducción significativa en la tasa contributiva individual
que actualmente tiene el gobierno. Según el Senador Jorge Suárez, quien es Secretario
General del PPD, el efecto sobre el presupuesto de la isla sería “devastador”.
“Para mitigar ese impacto [de la contribución federal], lo que dice el informe es que el
Estado Libre Asociado debe rehacer sus tasas [contributivas] para que sean menores, para
que el impacto federal, que es el primero que se va a pagar, se tenga que cumplir. Lo que
significa eso es que Puerto Rio tendría que bajar sus tasas en un 50 por ciento”, señaló
Suárez, quien aseguró además que la perdida en el presupuesto de la Isla sería de unos
$4,500 millones.
Suárez estimó que la estadidad pondría en riesgo unos 120 mil empleos gubernamentales,
más unos 86 mil empleos que pudieran perderse en el sector de las corporaciones foráneas
con el cierre de operaciones al perderse los beneficios contributivos.
Sobre la posibilidad de que las empresas de capital foráneo puedan cerrar operaciones
en la isla, si ésta legara a convertirse en estado, Pierluisi descartó cualquier impacto
económico negativo.
“Por cada una que se pueda ir [empresas], van a venir dos. Lo que hay que tener claro es
que el modelo de estar dependiendo de beneficios contributivos ya no pare más… ya no
funciona”, señaló el comisionado.
Suárez extrapoló el efecto del cierre de empresas foráneas, principalmente farmacéuticas y
de equipo médico, a los municipios y la correspondiente pérdida en patentes municipales.
Usando de ejemplo al municipio de Juncos, Suárez señaló que en caso de que la
farmacéutica Amgen cerrara operaciones allí, el municipio perdería $15 millones por
concepto de esa sola patente municipal.
“Esto es la Ley 7 con esteroides”, aseguró el senador Popular.
Tanto Hernández Mayoral, como Suárez reiteraron que los costos de la estadidad superan
por mucho los beneficios que pudiera derivar el país, según lo establece el informe del
GAO.
Para Pierluisi, en la medida en que Puerto Rico esté pagando más contribuciones va a ser
positivo porque “eso va a significar que nuestra economía va estar creciendo”.

ever-larger underclass that lives and works at the margins of the law. Finally, the countries
around the hemisphere, including the United States, will lose valuable opportunities to tap
new markets, make new investments, and access valuable resources.

Mayoral Control of Buffalo Schools
(Buffalo, NY) As Buffalo discusses Mayoral control, research shows hope!
In many cities across America, it’s not just schools that are failing—it’s the entire school
district as well. Huge numbers—if not the majority—of students throughout these districts
are not reading at grade level and lack basic math skills.
This is a problem greater than any one school. In response, some cities have shaken up the
way their school districts are run, giving greater control to their mayors and implementing
what is called “mayoral control” of schools. School districts are traditionally controlled
by a locally elected school board, which makes decisions about how schools are run,
including hiring and firing the school superintendent.
Mayoral control, however, is a shift in the power structure wherein mayors are given a
greater degree of authority over schools. Often, though not always, mayors are given the
power to appoint members who will replace some or all members of the elected school
board.
The move to mayoral control is one element in the larger discussion about who should
run our schools, but it is also a significant and potentially impactful alternative to the
traditional structure—and it comes at a time when schools and students are desperate for
alternatives.
The Center for American Progress recently released a new report analyzing the impact of
mayoral control. The report, titled “Mayoral Governance and Student Achievement: How
Mayor-led Districts Are Improving School and Student Performance” by Kenneth K. Wong
and Francis X. Shen, looks at the impact of mayoral control on resource management and
student achievement in 11 different school districts across the country.
Based on CAP’s new report, here are the top five things to know about mayoral control of
schools:

Some of the most notable gains in achievement were among minority and lowerincome students. For Latino fourth graders in Boston, for example, the percentage
that was proficient in reading rose from 12 percent to 23 percent—an increase of 11
percentage points—under mayoral control. Black students in Washington, D.C., and
New York City saw gains among fourth graders in math proficiency of 8 percent and 7
percent, respectively. In Chicago the percentage of students eligible for free or reducedprice lunches that were proficient in fourth grade math increased from 8 percent to 16
percent—a gain of 8 percent. To give you a sense of what this means, there are roughly
22,000 fourth graders in Chicago eligible for free or reduced-price lunches, meaning that
an increase in proficiency of 8 percentage points would result in 1,700 more students being
proficient in math. That is a significant jump.
It doesn’t work everywhere, but it can be a catalyst for reform
Mayoral control was less successful in cities such as Cleveland, Ohio, and Yonkers, New
York. In Cleveland student achievement on the National Assessment of Educational
Progress improved just slightly, if at all, and the gap between the average among large
cities and the district’s achievement widened—not narrowed—for almost every grade,
subject, and student population. This is exactly the opposite of closing the achievement
gap.
To be clear, it’s impossible to know why achievement stagnated in these cities, and
certainly numerous factors other than mayoral control are involved. But it is important to
recognize that mayoral control may not be the right solution for all districts.
In the right cases, however, mayoral control can be a catalyst for reform.
Mayoral control is most effective when the mayor is ready, equipped, and dedicated to
providing strong educational leadership and to setting a clear and cohesive vision for
educational improvement and innovation. A great example of this potential for reform is
the much-acclaimed district-teacher contract negotiations in New Haven, Connecticut.
Working together on a collaborative effort, the district leadership led by Mayor John
DeStefano and the New Haven Teachers Union reached an agreement to adopt a new
teacher evaluation system that incorporates student performance, to implement new school
turnaround efforts, and to increase teacher salaries. This agreement moved New Haven to
the forefront of the educational improvement efforts—something all districts should aspire
to achieve.
It’s been done all across the country in cities of all sizes

range of urban cities, from New York City to Indianapolis to Los Angeles and many places
in between. These cities have different student populations, structures, and histories, but
empowering the mayor to make at least some of the decisions about schools has been tried
in all of them.
Though the adoption of mayoral control in big cities such as New York City or
Philadelphia may get the most press attention, being “big” isn’t a precursor to pursuing
mayoral control.

Youth Violence Concerns Mayor Lovely
Para todas esas mujeres fuertes
A Rochester teen has been charged following an incident at the RTS Transit Center
Wednesday morning.
Ezekiel Panton, 16, is charged with two counts of assault.
Rochester Police say officers saw a fight between two males inside the RTS Transit Center
just before 8 a.m. During the altercation, police say 18-year-old Dana Bouie of Rochester
sustained non-life threatening injuries. We’re also told an innocent bystander, a woman,
was knocked to the ground and injured. She was taken to Rochester General Hospital for treatment.
Following the latest act of violence at the transit center, Mayor Lovely Warren is speaking
out. She demanded no students be transferred downtown before and after school. She says
that is going to stop the fights we've been showing you since the transit center opened last year.
The latest fight was Wednesday morning and police say an innocent bystander was
knocked to the ground and taken to Rochester General Hospital. People we talked to say
they know these students and say some of these fights, including the one Wednesday, are
between district schools and charter schools.
The student arrested, Ezekiel Panton, goes to University Prep Charter School. In video
obtained, a person, who we're told is Panton, is pushed from behind into a moving SUV
at the center. The people we talked to, who know these students, say Panton was fighting
district students from Edison Tech. This is what the mayor is trying to stop right now.
Mayor Lovely Warren says, "For me, common sense and logic dictate that the school
district and the bus company need to stop creating this situation on a daily basis by no
longer busing students through downtown."
The mayor wrote letters to the city school superintendent and the CEO of the bus company
telling them to stop transferring students downtown.

Summer of Opportunity Program/ Jobs – (SOOP) 2015
The Summer of Opportunity Program (SOOP) is an employment and training program for
youth ages 14-20 and who are still in high school. The program
is designed to provide training and employment opportunities to youth while
making a direct connection to success in school.
Summary of Activities
After an application is submitted, youth attend the following sessions:
Job Readiness Training (JRT): Youth will receive employment training that develops
communication, interpersonal, and interviewing skills that help with preparedness for
employment.
Prescreening: Youth will have the opportunity to practice and apply learned Job Readiness
skills in a mock interview. Students are expected to demonstrate the knowledge of
professional attire, behaviors, and interview techniques that they have learned. They are
rated on their interview and given useful tips and feedback for future use.
Parent Orientation: Bureau of Employment Skills Training and Youth Services provides
parent support and family development as a core component of its offerings. SOOP seeks
to involve and inform parents as partners in their children’s development. One-hour parent
orientations provide necessary information that help youth be successful in the process,
and also provide question and answer opportunities.
Interviews: Students who complete all requirements will have an opportunity to
competitively interview for appropriate summer employment opportunities.
Employment: Youth employees earn hands-on training and work experience during a 6-8
week summer employment opportunity with area employers.

Debemos Creer
¡Qué tristeza tan grande es ver en lo que se ha convertido esta sociedad! Ya no existe
el compromiso, la palabra, la verdadera amistad. Donde las promesas son palabras que
vuelan en el viento. Donde el trabajo sólo existe entre los que han hecho favores, o entre
los conocidos, en lugar de tomar en cuenta la preparación. Donde sólo se trabaja por ganar
un sueldo en lugar de trabajar por compromiso y por amor a lo que se hace y para quien
se hace. Donde la corrupción es la orden de día. Donde el agresor tiene más derechos que
el agredido. Donde la mentira ya suena como verdad. Donde la verdad no tiene voz. ¿A
dónde vamos a llegar? ¿Dónde quedó el respeto? ¿Dónde están los valores? ¿Dónde está
la palabra de honor, el compromiso? ¿Dónde?
A veces perdemos la fe en las personas, pero veo una lucecita a lo lejos que dice: "aún
queda algo en algún lugar".
Debemos creer que éste no es el final de una sociedad. Debemos creer que como una
pequeña flor que crece en el pavimento, hay esperanza. Sólo debemos creer que existe
gente que aprecia esas bendiciones no valoradas que todo ser humano tiene y no ve.
Sólo debemos creer... y eso es algo que nadie nos lo puede quitar. Debemos creer... Sólo
debemos creer, porque lo más importante de todo habita en nosotros y es el sentimiento
más poderoso. El amor. No sabemos dónde está el de los demás... Sí sabemos dónde está
el nuestro. Eso nos impulsa a seguir aunque a veces nos sintamos desfallecer perdiendo
la fe. Allá los demás que quieren perderse en las sombras de ésta sociedad cegada por el
dinero y la codicia. Por nuestra parte, seguimos aquí... Y sobreviviremos. Yo invito a los
demás a sobrevivir con nosotros.
Simplemente vive y deja vivir
Saludos a toda nuestra gente hispana, de sangre caliente como el sol caribeño que inunda
nuestras venas. Aquí me presento nuevamente para traerles un poco de fortaleza y de
aliento en medio de la adversidad. Los tiempos actuales son difíciles, pero aportaré mi
granito de arena para llevar un poquito de luz y no ver las situaciones negativas tan
oscuras, como suele suceder. Todos somos maestros y todos también somos alumnos. En
algún momento dado en nuestra vida hemos cuestionado las diferentes dificultades vividas
en el pasado, o estamos viviendo en nuestro presente. Inclusive, existen personas que
hasta se lamentan por problemas que aún no han llegado.
Hay días en que abrimos los ojos en nuestra cama y deseamos quedarnos allí hasta tarde.
Nos aborrece la rutina. A veces todo lo que intentamos nos sale mal. En otras ocasiones
nos levantamos tan animados, que nos preguntamos; "¿me sucederá algo malo hoy?
¿Significa ésta alegría que más tarde sufriré y lloraré?" La negatividad ya está incrustada
en nosotros. Así pensaba yo. Inclusive, puedo decir que me sentía vacía a pesar de todo
lo que poseía. No soy rica, pero tengo un techo donde vivir. Me quejaba a pesar de que
no moría de hambre. Me sentía enferma a pesar de que no padecía enfermedad alguna.
Me aturdía por no haber logrado más, a pesar de haber logrado aspiraciones que otros
quisieran lograr. Me faltaba amor a pesar de que estaba rodeada de él. La mayoría de las
personas no está conforme con lo que tiene o con lo que ha logrado y buscan más y más.
Hay que aprender a apreciar las pequeñas cosas que hacen grande nuestra vida.
Eso me sucedió. Las aguas del estanque de mi vida estaban revueltas y turbias, hasta que
comprendí que del dolor viene la esperanza; de lo negativo florece lo positivo. Pienso
que quizá no podré salvar al mundo ni tampoco ayudar a todos, pero sí puedo aportar ese
grano de arena a las vidas de aquellas personas que así lo permitan, estando abiertas a
cambiar su manera de pensar de una manera pesimista y negativa a una manera optimista
y positiva. Así también me enriqueceré en sabiduría aprendiendo también de los demás.
No tengo las contestaciones a todas las preguntas de la vida, pero puedo darte un abrazo
o una palmadita en la espalda y decirte: "continúa tu camino, pues puede que tu respuesta
aparezca frente a ti en algún momento de tu caminar". Comencemos a respetar. Debemos
recordar que el respeto de los demás comienza donde termina el nuestro. Practiquemos el
respeto y veamos los resultados mientras continuamos nuestro caminar por ésta vida tan
difícil.
Todos tenemos una responsabilidad y también un derecho. Nuestra responsabilidad es
respetar y nuestro derecho es vivir en paz. Todo está entrelazado. Nuestra vida es corta.
Es para vivirla, no para comprenderla. No es malo aspirar a más de lo que tenemos.
No es malo aspirar a más de lo que somos, pero debemos tener presente que debemos
disfrutar de lo que hasta ahora somos y de lo que hasta ahora tenemos. No nos ceguemos
en la avaricia. No presumamos superioridad. No importa la raza a la que pertenezcamos,
nacimos de una mujer y cuando llegue el día de nuestra muerte, iremos al mismo lugar.
Seguimos siendo seres humanos, con las mismas necesidades. Sabiendo esto, las aguas del
estanque de nuestra vida se aclararán y por fin veremos nuestro reflejo en él.
Simplemente vive y deja vivir. Que tus aspiraciones no consistan en derrumbar las
aspiraciones de otro. Comprende que si estás vivo, lo tienes todo.

Lake Pollution
On Monday, April 20, New York State Attorney General Eric Schneiderman released
a report that details the hazard of plastic microbeads in the Great Lakes and other
waterways, in an effort to re-introduce legislation that would ban their production and sale
in cleansing and other products across the state.
The study was supervised by Fredonia Environmental Sciences Professor Sherri "Sam"
Mason, and if the law is approved, New York would join Illinois and New Jersey, which
have already enacted such laws.

Senator Young Secures Economic Development Funding For Her Region
Senator Catharine Young (R,C,I – Olean) announced today that communities across her
region will have access to economic development funding included in this year’s state
budget.
Among the positive investments included in the final budget were $1.5 billion for the
Upstate Revitalization Initiative, $400 million for transformative investment programs,
$500 million to support the statewide expansion of broadband access, and $7 million for
the Workforce Development Institute.
“The budget includes many policies that grow our economy, boost jobs and support
workers in every region. Supporting job creation and business growth was a priority for
my Senate Republican colleagues and I throughout the budget negotiations,” said Senator
Young.
“We were able to open up economic development funds for all areas of the state, so that
regions weren’t subjected to the 'winner takes all philosophy' proposed by the governor.
If a project is good, we should be supporting it, and that’s exactly what this budget aims
to do. We will be able to grow jobs, so that people of all ages, especially our young
professionals, do not have to leave the state to find quality, high-paying jobs,” said Senator
Young.
The Upstate Revitalization Initiative will provide assistance for business growth, tourism,
infrastructure, and other efforts to revitalize upstate communities. The program will build
upon the success of other regional investment plans, revitalizing the state’s economy by
investing in major capital projects that create new jobs.
The Transformative Investment Program is a $400 million multi-year investment in
regionally significant economic development initiatives that create or retain private sector
jobs. This funding will help support manufacturing and agriculture, grow businesses,
encourage main street revitalization, and strengthen small businesses, a backbone of our
state’s economy.
“The Senate fought to ensure that all regions of the state would be able to take part in
these economic development programs. Providing residents the skills they need to meet
the demands of employers is fundamental to be sure that businesses in our region can
compete in the global marketplace,” said Senator Young.
Under the “New NY Broadband Initiative,” $500 million will be invested to launch a
statewide broadband program that will establish high-speed broadband access by the end
of 2018. This investment, which is the largest and most ambitious state investment in
universal broadband deployment in the country, will incentivize private sector providers to
expand high-speed broadband access in underserved communities.
“To compete in today’s digital economy, our local employers need broadband
infrastructure. Broadband will increase jobs, economic growth and enhanced quality of
life by opening the door for development and job growth, so businesses will be able to
respond to their client’s needs and grow their operations,” Senator Young said.
As of July 2014, more than half of the population in Allegany, Cattaraugus, Chautauqua,
and Livingston Counties did not have access to broadband at 25 Mbps, and much of the
population had no access at all. The New NY Broadband Initiative will work to eradicate
this disparity, by providing access for businesses, hospitals, and schools to indispensable
information.
Under this new initiative, priority will be given to projects that bring high-speed internet
access to underserved areas of the state, public libraries, and education opportunity centers.
Workforce development funding also took precedence in this year’s budget. Senator
Young, a member of the Senate’s recently established Taskforce on Workforce
Development, secured a restoration of $7 million in funding for the Workforce
Development Institute (WDI). The state support will allow WDI to continue its
constructive work with businesses and manufactures across the state to provide focused
workforce training and transition support services for existing employees to help prevent
jobs from being outsourced to other states.
“Job training services are essential to building a strong, capable workforce, as well as
a prosperous economy. The Workforce Development Institute has been an outstanding
partner with businesses in my district. Their work ensures that our businesses and
their employees have the expertise and training needed to be on the cutting edge of
their industry. These partnerships will go a long way toward improving Western New
York’s manufacturing economy and providing hardworking New Yorkers with valuable
opportunities,” said Senator Young.

García Padilla oficializa su candidatura a la reelección
El gobernador buscará revalidar en los comicios de 2016
(Puerto Rico)El gobernador Alejandro García Padilla “oficializó” su intención de aspirar a
la reelección en el 2016 con la radicación de un documento con cambio de nombre de su
antiguo comité de campaña al de “Comité de Amigos de Alejandro García Padilla 2016” y
la introducción de una nueva tesorera para dicho organismo político.
El documento, copia del cual obtuvo este medio, fue radicado durante el día de ayer, 16
de abril, en la Oficina del Contralor Electoral y es el que se conoce como “Declaración de
Organización”.
En el mismo se marcan los encasillados que corresponden a “enmendado”, “cambio de
tesorero” y “cambio de nombre del Comité”.
La nueva tesorera del Comité Amigos de Alejandro García Padilla 2016 es Camil
Hernández, a quien se identifica como vecina de Carolina y de ocupación “administrativa”.
Se establece en el documento que el referido comité está adscrito al Partido Popular
Democrático (PPD) y que la información que se ofrece se hace en cumplimiento con el
Artículo 7,000 de la Ley para la Fiscalización del Financiamiento de Campañas Políticas
de Puerto Rico y la reglamentación aplicable.
En el mismo documento de la Oficina del Contralor Electoral se define al comité de
campaña como aquel “comité designado como tal por un partido político, aspirante
o candidato con el propósito de dirigir, promover, fomentar, ayudar y asesorar en su
campaña con la anuencia del propio partido político, aspirante o candidato”.
En el apartado correspondiente a la identificación del comité de campaña se indica que el
nombre del candidato o aspirante es Alejandro J. García Padilla, el puesto que aspira es
del de gobernador y el partido de afiliación, el Partido Popular Democrático (PPD). La
dirección que se ofrece es la que corresponde al Comité Central del PPD.
La juramentación de Hernández Santiago como nueva tesorera del comité de campaña de
García Padilla se hizo ante el propio gobernador y candidato, quien dio fe de conocerla
personalmente y emitió el afidávit correspondiente, con fecha del 10 de abril pasado.
La gestión de García Padilla ante la Oficina del Contralor confirma su reiterada intención
de buscar un segundo término en la gobernación de Puerto Rico.
El dólar, en ascenso; se vende hasta en 15.75 pesos

El Banco de México (Banxico) fijó en 15.3973 pesos el tipo de cambio para solventar
obligaciones denominadas en moneda extranjera pagaderas en la República Mexicana.
El banco central fijó la tasa de Interés Interbancaria de Equilibrio (TIIE) a 28 días en
3.2955, con un avance de 0.0005 puntos porcentuales respecto a la víspera, en tanto que la

ejecutivo sobre la reelección presidencial, y a que cerca del lugar, diputados leonelistas
esperaban el resultado del encuentro, Pared Pérez fue enfático en señalar que "hubo
una decisión del Comité Político, de ahí en adelante, el Comité Político a través de sus
mecanismos informará y dirigirá ese proceso".

Informes obtenidos por DL indican que en contra de la propuesta votaron Leonel
Fernández, Rafael Alburquerque, Franklin Almeyda, Radhamés Jiménez, la vicepresidenta
Margarita Cedeño de Fernández, Julio César Valentín, Abel Martínez, César Pina Toribio y
Bautista Rojas Gómez.

En los debates hablaron cerca de 20 integrantes del CP, que sesionó con la matrícula
completa de 35 miembros.
El único tema tratado en la reunión, que se inició a las 10:35 a.m., y concluyó a las

PLD someterá reforma a la Constitución para la reelección
(Santo Domingo)Tras ponderar los altos niveles de popularidad de que goza la gestión
del presidente Danilo Medina y el propio mandatario, el Comité Político del Partido de la
Liberación Dominicana (PLD) aprobó ayer elaborar un proyecto de reforma constitucional,
para que el jefe del Estado pueda optar por un nuevo período en las próximas elecciones.
La decisión fue aprobada por mayoría de votos, según informó en rueda de prensa,
Reinaldo Pared Pérez, secretario general del PLD, en un salón del Metro Country Club, en
Juan Dolio, donde se realizó la reunión del organismo de dirección peledeísta.
El vocero del partido de gobierno dijo además que de forma unánime se decidió aplazar
la discusión del calendario del proceso electoral interno, hasta esperar los resultados de
lo que podría ser esta reforma a la Constitución para permitir una reelección presidencial
consecutiva, como el sistema de los Estados Unidos.
A los fines de elaborar el proyecto de ley que convocaría a la Asamblea Nacional para
reformar la Carta Magna, el CP designó una comisión integrada además de Pared Pérez,
quien la coordinará, por Abel Martínez, y Cristina Lizardo, titulares de la Cámara de
Diputados y el Senado, respectivamente; así como de Lidio Cadet, y los diputados
Radhamés Camacho, y Miriam Cabral, y el exvicepresidente de la República, Rafael

Estudiantes boricuas ganan competencia de la NASA
La escuela especializada en ciencias y matemáticas University Gardens se coronó
campeona con su vehículo lunar en la división de escuelas superiores del “NASA Human
Exploration Rover Challenge”, celebrado este fin de semana en el U.S. Space & Rocket
Center en Huntsville, Alabama.
El equipo de módulo lunar estuvo compuesto por la estudiante de undécimo grado
Genna Dávila Montero (mecánico) y los estudiantes de duodécimo José Estruche Santos,
Yancarlos Maysonet Hernández, Jean A. Pérez Verdejo, Steven Márquez y Rolando
Fernández.
La representación puertorriqueña compitió contra más de 80 equipos de escuelas
secundarias y universidades de 18 estados de Estados Unidos, así como de Alemania,
India, México y Rusia, se informó este domingo mediante comunicado de prensa. En la
competencia obtuvieron el segundo mejor tiempo de todo el evento, por lo que fueron
premiados como campeones del nivel superior.
Estos estudiantes tuvieron que diseñar y construir un vehículo que simulara un “Rover de
exploración espacial”. Luego compitieron en una pista de 900 metros con 18 obstáculos de
alta competitividad, para someter a prueba la eficiencia del vehículo.
Por otra parte, el equipo de robótica de University Gardens también se destacó en el

Preparation
Heat a large nonstick skillet over medium-high heat. Sprinkle pork with salt and
black pepper. Add oil to pan. Add pork, and sauté 4 minutes or until browned.
Remove pork from pan; place in a bowl. Add onion and jalapeño to pan; sauté 5
minutes or until tender. Add broth; reduce heat, and simmer 1 minute, scraping pan to
loosen browned bits. Stir in tomato; simmer 2 minutes.
Return pork and accumulated juices to pan. Stir in cilantro and lime juice; cook 1
minute or until pork is done.
Heat tortillas according to package directions. Spoon 1/2 cup pork mixture into each
tortilla; roll up.

Pope OKs resignation of US bishop for not reporting abuse
Pope Francis accepted the resignation Tuesday of a U.S. bishop who pleaded guilty to
failing to report a suspected child abuser, answering calls by victims to take action against
bishops who cover up for pedophile priests.
Bishop Robert Finn, who led the Diocese of Kansas City-St Joseph in Missouri for nearly
10 years, resigned under canon law that allows bishops to resign early for illness or some
"grave" reason that makes them unfit for office. But his resignation did not provide a
specific reason.
Finn, 62, is 13 years shy of the normal retirement age of 75.
In 2012, Finn pleaded guilty to a misdemeanor charge of failure to report suspected abuse
and was sentenced to two years of probation, making him the highest-ranking church
official in the U.S. to be convicted of not taking action in response to abuse allegations.
Prosecutors say the diocese did not notify police until six months after concerns were
raised in 2011 about the Rev. Shawn Ratigan, whose computers were found to contain
hundreds of lewd photos of young girls.
Since the convictions, Finn has faced pressure to resign, including local and national
petition drives asking the pope to remove him from the diocese.
The removal was praised by Marie Collins, a prominent member of Francis' own sex
abuse advisory board who had called for Finn to go and demanded that the Vatican hold
bishops accountable when they fail to protect children.
Islam Could Become the World's Largest Religion After 2070
Who can predict what the world will look like in 55 years? If there's one group willing to
go boldly forth into the statistical unknown, it's demographers. Armed with regressions,
piles of data, and many a chart, the researchers at Pew have projected that after 2070, the
world's Muslims will outnumber the world's Christians.
"In the process of gathering all the data to think about the future of religion in the world,
we learn about differences between religious groups that exist today," said Conrad
Hackett, the lead demographer on the massive new report. Researchers looked at census
data, surveys, and population registers for 234 countries to estimate the future sizes of the
world's religious groups. They advise readers to interpret the data with caution—there's a
page-long section called "disclaimers"—but offer insight into what demographers know
best: how births, deaths, and migration define peoples over time.
Latino Catholics Increasingly Drawn To Pentecostalism
When Fabiola Briones entered a Pentecostal church for the first time, she was in crisis,
recently divorced and bitter from abuse she suffered as a child. A Mexican-American
Catholic, she had never seen anyone fall to the ground while praising God or speak in
tongues, which is common at Pentecostal services.
But she liked the church and she went back. On an Easter Sunday two months later, she
was transformed.
"A hand went inside of me, and I felt God was pulling out roots," she said from the pew of
a Pentecostal service here last week. "I know now that they were the roots of bitterness. I
forgave my ex-husband, and I was healed from the abuse."
Briones is one of thousands of Latino immigrants who have left behind the ritual and
perceived formality of the Roman Catholic Church for the personal experiences and
boisterous services of Pentecostalism. The mass migration of Latinos to charismatic
Christian movements, such as Pentecostalism, is more than a religious transformation. It
also could have strong political ramifications.
Democrats once counted on lockstep support from Latino voters, but the GOP has been
making inroads, and analysts say that Latino voters who switch religion tend to be more
conservative.
National surveys show that Latino Catholics are more likely to vote for Democratic
candidates than Republicans. The reverse is true for Latino evangelicals, including
Pentecostals.
"Because Latinos, both Catholic and Protestant, tend to have strong family values, they're
much more morally conservative overall," said Edwin Hernandez, director of the Center
for the Study of Latino Religion at the University of Notre Dame in Indiana. "But the
Pentecostals and evangelicals are much more conservative than the Catholic Latinos are."
Thirty years ago, about 90 percent of Latinos in the United States were Catholic,
sociologists estimate. Today that number is about 70 percent, and it remains steady
only because of high birth rates and new immigrants filling the pews. Most other Latino
Americans -- 9.5 million of them -- are Protestant, usually Pentecostal or another
evangelical denomination. Their numbers are fed by the conversion of second- and thirdgeneration immigrants, whose families become more likely to convert the longer they are
in the United States.
The Pentecostal movement was sparked in Los Angeles on April 12, 1906, when William
J. Seymour preached a sermon for a small group of followers and was so overcome that he
spoke a strange babbling language. Seymour taught that the Holy Spirit could enter into
anyone, giving the believer power to heal others and communicate directly with God. He
told followers that "end times" were near and that God would soon "do a great shaking,"
said Anthea Butler, an assistant professor of religion at the University of Rochester, N.Y.,
at an academic panel on Pentecostalism here.
Six days after that sermon, the San Francisco earthquake struck. African Americans,
whites, men and women flocked to a month-long series of meetings. One of the hallmarks
of the Pentecostal movement from the beginning was evangelism. Enthusiastic believers
spread across the globe.
Today, Pentecostalism has between 250 million and 500 million adherents, most of them
in developing nations such as Brazil, China, the Philippines and Nigeria. It is the fastestgrowing Christian movement in the world. Thirty years ago, Pentecostals or similar
charismatic groups represented 6 percent of all Christians; today that figure is 25 percent,
according to the World Christian Encyclopedia.
More than 31,000 Pentecostals visited Los Angeles last week to commemorate the
centennial of the movement's beginning here.
Researchers have found that Latinos have been drawn in by aggressive proselytizing and
the practical help small Pentecostal churches offer. Protestant evangelicals were twice as
likely as Catholics to say that their church has helped them or a family member get a job,
or provided money, housing, food or clothing, according to a recent survey of hundreds of
churchgoers in Chicago.
"It's not that the Catholic Church does not serve the needs," Hernandez said. But
"Catholic parishes in large cities are connected to these large bureaucratic social service
organizations. . . . It suggests that one of the ways people are brought in is, if you help
somebody get a job, that's a connection people make. It's a personal relationship they
establish."
As a part of Pentecostal services, church members are urged repeatedly to greet one
another, lay hands on one other, call out and communicate directly with God as they feel
moved to do so. At a memorial service last week, believers wept and embraced one another
in the aisles.
For Catholics used to less demonstrative services, the experience can be overwhelming.
"In the Catholic Church, they teach you the word of God, but it's a different type of
language that's not understandable to the people," said Marcos Roman of Santa Ana, Calif.
Roman converted from Catholicism to Pentecostalism 16 years ago. He attended aSpanishlanguage rally at the Los Angeles Convention Center with his wife, two daughters, sisterin-law and her husband. "This is the word of God."
Latinos who move to Pentecostal churches usually take their children. According to
research by Notre Dame's Latino religion center, 15 percent of first-generation Latino
immigrants to the United States are Protestant. By the third generation, that number climbs
to 29 percent.
The trend has not gone unnoticed by the Catholic Church. "I think that the evangelicals and
Pentecostals, among other groups, were doing something that was very important: They
were reaching out," said Alejandro Aguilera-Titus, associate director of the Secretariat for
Hispanic Affairs at the U.S. Conference of Catholic Bishops. "They were being missionary.
The Catholic Church was not doing that as intentionally as it needed to."
During the past 20 years, the Catholic Church has increased the number of Masses said in
Spanish, and encouraged the spread of apostolic movements, which feature small-group
worship and music to create community within larger parishes, Aguilera-Titus said.
But Notre Dame's Hernandez said the defections continue. The Catholic Church has
had some success in reaching out to its Latino adherents, he said. "But whether that has
reversed the tide? No. Absolutely not."

Quitting smoking can be difficult; it might even seem impossible. But the experts at
Roswell Park Cancer Institute (RPCI) can help you do it, and the rewards are well worth
the effort.
Why is it so hard to quit? For one thing, smokers get a relaxed feeling when they smoke or
use other tobacco products. That relaxed feeling comes from nicotine and other chemicals
in the tobacco — the same chemicals that can lead to cancer, heart disease, emphysema,
and other life-threatening illnesses.
Nicotine is addictive, and the speed of delivery of an addictive drug is one of the things
that causes a person to become dependent on it. Cigarettes are similar to crack cocaine,
because the nicotine is inhaled into the lungs and reaches the brain very quickly, in seven
to 10 seconds.
Urea — a substance found in urine — alters the smoke to make it milder and easier to

Leading the Way to Create a Talent Pipeline for Hispanics in Healthcare
Like many healthcare providers in the Los Angeles area, and well beyond to healthcare
organizations throughout the United States, City of Hope has recognized the growing
need for clinical professionals and staff that more closely mirror the patients it serves in
its catchment area. And with a local population that is nearly half Hispanic, that means
recruiting more Hispanics into the industry, as well as providing much needed career
development opportunities. But whereas most in the industry are just beginning to
acknowledge the need, City of Hope has taken the lead to recruit more Hispanics into the
industry and also has started to build a Hispanic talent pipeline for the immediate and not
so distant future.
According to Ann Miller, senior director of talent acquisition and workforce development,
"Even when people in the industry recognize the need for more Hispanics, or just a more
diverse workforce, it can feel overwhelming trying to figure out what actions to take and
how to build a strategy around it. But once you see the data laid out in front of you, and see
that 46 percent of your primary service area is Hispanic, you realize it would be optimal to
figure out how to recruit a workforce that looks more like the population you are serving.
Beyond that, it's also important to employ a bilingual staff that can speak the language and
understand the culture to best meet the needs of the community being served."
Once you recognize the need, it's time to start asking the questions that will help you fill
the gaps:
How do you find and appeal to the types of people you need to start building relationships
with? Who are the influencers and the connectors?
How do you get your recruitment team looking toward the future and building a pipeline,
when limited resources are focused on more immediate needs?
How do you get buy-in from senior management and enlist other departments throughout
the organization?
How do you partner with others in the industry who recognize the need but have yet to
become active in the pursuit of common goals?
Here's how City of Hope has started to answer these questions as it takes the lead in
addressing these timely industry issues. Stephanie Neuvirth, Chief Human Resources and
Diversity Officer, has said that it's not easy to build a diverse healthcare or biomedical
pipeline of talent, even when you understand the supply and demand of your primary
service area and the business case becomes clearer. "Few in the industry are taking
the helicopter perspective that is needed to really see the linkage between the different
variables that must be factored in to solve the problem," she says.
Even in healthcare, it's not simple, and it takes time to develop the paths, the relationships
and the pipeline to cause real and sustainable change. It takes linking a workforce talent
strategy to the broader mission and strategic goals of the organization. And it takes
collaboration with the community, schools, government, parents and everyone who touches
the pipeline to help achieve the necessary and vital missing pieces of the puzzle.
Talent Acquisition and Workforce Development
What you first have to realize is that there is an immediate but also a long-term gap to fill,
which represent two sides of the same coin: talent acquisition and workforce development.
We know we can best serve our community by mirroring the community that we serve, and
that doesn't stop with the talent that we attract today; it's an imperative that depends on the
talent pipeline that we build for the future.
City of Hope's approach has been to start fast and strong with some immediate steps that

can then be built upon and cascaded out into a longer term strategy for the future. The good
news is that if your goal is to look like the community you serve, you don't have to look
far for the talent you need. It's right in your own backyard. But there's still a lot of work
to be done in terms of educating people about potential careers in healthcare -- clinical
and otherwise -- developing the workforce skills and knowledge that they will need, and
planting the seeds in the next generation.
It's particularly disheartening to hear about the young people graduating from high
school and college who can't get jobs, when there are growing shortages in the healthcare
industry - the nation's third largest industry, and projected to be its second largest in just
seven years. According to a recent report by The Economist, U.S. businesses are going to
depend heavily on Latinos - the country's fastest growing and what it calls "irreversible"
population -- to fill the gaps not just in healthcare but across all industries.
If you look just at nursing, the single largest profession in California, you can see how far
we have to go. Only 7 percent of the 300,000 nurses in the state are Hispanic. The clinical
gaps extend to doctors, just 6 percent Latino; pharmacists, less than 6 percent; and the list
goes on and on.
Teresa McCormac, nurse recruiter, is one of the people at City of Hope working to build
the Hispanic talent pipeline, beginning with the need for Spanish speaking nurses. She is
responsible for elevating City of Hope's presence in the community through word of mouth
referrals and by getting active in broader outreach online, in publications and at local,
college and national events, such as the National Association of Hispanic Nurses (NAHN)
annual conference taking place in Anaheim, CA this July.
"It's important to have a passionate champion for the candidates, as well as our hiring
managers and the organization. My role is to get the word out into the community about
City of Hope and connect with the talent we need to fill our current and future openings,"
she says.
This requires a multi-prong approach to recruitment efforts, where you must act to attract
candidates not only for current needs, but down the road five-ten years, and even further
into the future.
This begs the question: how do you get more Hispanics and other diverse students
interested in the sciences and considering careers in healthcare?
Traditionally, recruiters focus on those currently working in healthcare to fill immediate
gaps, as well as those working in other industries with transferable skills, who might be
interested in working in healthcare in a non-clinical capacity, such as IT or marketing.
They also look at colleges with nursing and other clinical programs -- particularly those
with high concentrations of Hispanics and other diverse students -- where they can conduct
outreach efforts, build partnerships and establish a presence.
But building a talent pipeline requires that you reach students well before the college years,
when they are still in high school, and even earlier as middle and grade-schoolers. It takes
time to get the message out there and have it stick, so the bigger and bolder you can go,
the better. That was City of Hope's thinking behind the launch of its Diversity Health Care
Career Expo in September 2014, which made quite an impact with the community and
opened eyes to the variety of career opportunities within healthcare. It also opened City of
Hope's eyes to the level of interest from the community when 1500 people showed up for
this first of its kind event.

Why 52% of Americans think the Obama economy is good
Americans are the most optimistic since before the Great Recession, and it's good news for
the White House and Democratic presidential candidate Hillary Clinton.
On top of that, Americans think the sunny economy will keep going. Over two-thirds of
those polled believe the economy will be in good shape a year from now, compared with
38% who say it will be in poor shape.
Rising confidence can be self-reinforcing, driving stronger growth in the future as people
and businesses spend more.
So what's causing the happier feelings about the Obama economy?

1.Jobs, jobs, jobs: It's no secret that people feel better about the economy when they're
confident they can get a job.
After years of sluggishness, more than 2.95 million jobs were created last year, making it
the best year of employment growth since 1999.
To put it another way, in 2009 the unemployment rate hit as high as 10%. Now it's 5.5% -not far from what is considered normal and healthy.
Another upbeat signal is that more Americans are voluntarily quitting their jobs. Most
people only quit a job when they believe they can find something better -- or higher
paying.
All of this may help explain why people in the CNN/ORC poll are feeling better about
their personal situations: 42% say they are better off financially than a year ago, compared
with 34% who are worse off and 23% who are in the same situation.

2. Americans love cheap gas: Everyone loves a surprise windfall -- and that's exactly what
millions of drivers received when oil and gasoline prices crashed last year.
The average price of a gallon of gasoline has plunged 34% over the past year, according to
Federal Reserve data.
So far consumers don't seem to be spending this extra cash, choosing instead to save it and
pay down debt. But that's still making people feel better about their finances.
"It's a de-facto tax cut. Everyone has extra money in their pockets," said Greg Valliere,
chief political strategist at the Potomac Research Group.
It would be tough for Obama to take credit for cheap energy prices, but he may be
benefiting from it anyway. The crash in oil prices from over $100 a barrel to below $50
earlier this year was fueled by America's shale oil boom that's left the world awash in too
much oil.
3. Healthier growth: The U.S. economy is growing again. Yes, it could be better, but it's
certainly come a long way from the financial crisis doldrums.
Gross domestic product, the broadest measure of growth, rose 2.4% in 2014. That's up
from 2.2% in 2013. There's reason to believe growth will be even strong this year. During
the third quarter of last year GDP soared by 5%, the fastest pace since 2003.
4. Other factors: Economic confidence has also been driven by countless other forces,
including the stock market. Despite a so-so start to 2015, the Dow and S&P 500 are sitting
near all-time highs. They've skyrocketed since the bull market began in March 2009.
Consumers are also benefiting from the soaring U.S. dollar. It increases people's
purchasing power, especially when traveling overseas.
Thanks to the Federal Reserve's unprecedented policies, borrowing money to buy a house
or car remains extremely cheap. The 30-year fixed mortgage rate is sitting at just 3.77%,
down from 4.34% a year ago.
U.S. economy isn't growing fast enough
Room for improvement: Of course, not even the White House would argue the economy is
close to perfect shape.
One obvious area that needs to improve is wage growth, which is starting to pick up but
still falling shy of healthy levels.
Consumer spending also remains tepid, despite the fall in gas prices. That's a problem
because 70% of the U.S. economy is dependent on people opening their wallets and
spending.
So who deserves credit for the better economy?
Valliere said it's "debatable" whether Obama, the Federal Reserve or plain old cyclical
factors should take the lion's share of the praise. But it's common for presidents to enjoy
bumps in their approval ratings when the economy improves -- and vice versa.
"Obama got scathing criticism when the economy was doing poorly. It's only natural when
things improve he'll get some of the credit," said Valliere.
Buffalo Sees Largest Drop Nationwide in Charitable Giving
BUFFALO –The rate of charitable giving dropped by a larger percentage in Buffalo than
any other major metropolitan area in the United States between 2006 and 2012, according
to a new report released this fall by a renowned nonprofit publication.
The Chronicle of Philanthropy found that in 36 of the 50 largest metro areas, residents
were donating a smaller portion of their income to charitable foundations. In Buffalo,
the rate of giving fell by 10.6 percent, outpacing Philadelphia (10.3 percent drop),
Washington, D.C. (9.5 percent drop), Los Angeles (9.5 percent drop) and Minneapolis (9.4
percent drop).
Cumulatively, Buffalo residents gave 2.3 percent of their income to charity in 2012, which
fell below the national average of three percent. By comparison, Detroit (2.7 percent),
Cleveland (2.7 percent) and Pittsburgh (2.4 percent) all had higher rates of charitable
giving in 2012.
Joe Curatolo, the president of Georgetown Capital Group, said it's probably a product of
Buffalo's socioeconomic environment.
"Buffalo, unfortunately, just came out with bad numbers," Curatolo said. "It could be
the demographics here. You've got a high property tax area, so we've got to pay higher
property taxes than the rest of the country. So that's going to suck more money out of us
being able to give more. That's a good part of the answer. But also, you've got an aging
demographic."
Nationwide, the Chronicle reported that wealthier Americans have started to donate less
of their income to charity. Among people who made more than $200,000, IRS records
revealed that this upper-income bracket's rate of giving dropped by 4.6 percent from 2006
to 2012.
"People were earning more money, but they weren't giving more. So the percentage of
charitable dollars was less for the last several years. And that's surprising," Curatolo said.
"One would think that people earn more money, they give more… it's a feel good thing.
But it hasn't happened in Buffalo or around the country."
The Chronicle also analyzed rates of giving by county. In Western New York's eight
counties, people in Chautauqua County gave the highest portion of their income in 2012
(2.8 percent). Niagara County had the lowest rate at 2.26 percent.
However, it's not as though all charitable foundations in Western New York have fallen on
hard times. At Catholic Charities, for example, overall donations have gradually increased
during the past five years.
Sister Mary McCarrick, the Diocesan Director of Catholic Charities, said her organization
relies heavily on large donors. About 22 percent of its donation money comes from
individuals who give more than $5,000 at a time. Interestingly, the amount of individual
donors giving money to Catholic Charities has actually decreased lately, due to a drop in
the overall population of registered Catholics in the area.
"The database of registered Catholics over the five years I've been here, has decreased by
60,000 people," McCarrick said. "And the Catholic Charities donors have decreased by
10,000. So actually, we have a slightly larger percentage of a shrinking base."
McCarrick also noted that Catholic Charities receives a lot of donations from family
foundations, which would fall into a different classification than individual donors. In
Western New York, the Ralph Wilson Foundation made headlines this fall for leaving an
enormous donation for both Detroit and Buffalo in honor of the late Bills owner.
But this is no time to get complacent.
"Now the Wilson Foundation, and two other foundations coming on within the next year,
I hope that people aren't cutting back and kind of thinking, 'well, they'll take care of it',"
McCarrick said. "Because we really do count on the broad base and very generous people
in Western New York."
That's why it's a bit troubling to see Buffalo's rate of charitable giving drop so
dramatically.
"How do we get it higher? Maybe as more people come in… downtown Buffalo, we've got
a resurgence going on, I think those numbers will definitely pick up," Curatolo said. "But
it'll take a couple of years for the census to pick up all of it."
Being Right and Wrong About Buffalo

Just west across the Niagara River from Buffalo is a place where the income tax rate on
individuals is higher than in New York or any of the other 49 United States. It is a place
where national and provincial taxes on consumption are higher, and where there are more
public employees per capita than in Buffalo. Comprehensive land-use and infrastructure
planning there restricts development to specific corridors, in sharp contrast to the free-forall, every-town-for-itself ways of Western New York. In the Ontario region immediately
bordering us, the population is not only growing but actually outpacing projections, while
we and the rest of Upstate New York shrink. If our community premise is that we need
to grow rather than to shrink, and to become richer rather than poorer, then it’s logical
that we’d look around to see how the neighbors are doing, and then see what we could do
either to avoid their sad fate or to replicate their happy success.
The numbers suggest that prosperity in the Regional Municipality of Niagara is spreading,
that violent crime is almost nonexistent except for the occasional murderous weirdness
that somehow randomly emanates from the Welland Canal and makes headlines. We
have for decades watched a growing stream of Canadian shoppers exercise their growing
purchasing power at Buffalo-area shops, and our Niagara and Erie County green-eyeshade
types rub their hands as those Canadians supply between three percent and as much as
six percent of the sales tax revenue collected hereabouts. Immigration to the Greater
Toronto Area is still strong, and some happens in Niagara Region, too. Manufacturing in
the Canadian Niagara as a share of total economic activity is higher than in the Buffalo
metropolitan area, where goods-making accounts for about 24 percent of all that transpires
here. Tourism is stronger there than on our side of the ditch, where 85 percent of the
wagerers in the Seneca-owned casinos are locals, while a larger share of the trade in
Ontario’s provincially owned dens is from outside the market. In the summertime, major
tourism dollars go there from Asia. Not so much here.
It’s no paradise in the Regional Municipality. The planning looks like a planful mess
as Fort Erie sprawls out into usable farmland that is still mainly farmland, but less so.
There’s intense planning for people-moving surface rail cars in Hamilton, which is on the
way to becoming a miniature of Toronto in terms of density, educational sophistication,
public green space, and diversity, but it’s hard to identify density in Niagara except in the
concrete-encased Fallsview hilltop.
But growth is indeed happening there. Strangely, though, we tend never to get to the
neighbor-to-neighbor comparison, because instead, we swirl round and round in the
circular eddy of the American discourse on policy. Democrats and Republicans alike all
swear that they hate taxes. They both vow to cut back public employees. Both parties
avoid any talk of land-use planning. And they both embrace the notion that endless
economic growth is a matter of win-win, never a matter of choices. Democrats bravely talk
about distributional fairness, Republicans sneer at the F word, but it’s all about the grow—
and when grow doesn’t happen, the ranting begins.
We don’t do growth here very well in Upstate New York. Nor do we grow anyplace
else in the Rust Belt—notwithstanding the recent protest of a University of Rochester
official, who explained that the bankruptcy of Kodak was no big deal because of all the
entrepreneurship underway in what a journalist of a previous generation there called
Smug City. (The U of R guy did not mention those Brookings Institution studies showing
Rochester as having had the greatest increase in concentrated poverty of any American
metro for years on end.) But even if the Census data show Rochester muddling along at a
one percent population growth rate while the Buffalo-Niagara Falls metro, the Cleveland
metro, the Pittsburgh metro, the Detroit metro, and just about every other Great Lakes
metro shrinks, the experience of robust economic progress is highly localized…mainly elsewhere.
So despite our income and corporate taxes being lower than across the Niagara, our
non-growth environment here makes us willing listeners to a much-circulated critique of
Governor Andrew Cuomo’s proposed $1 billion Buffalo economic development fund. It’s
a critique of any potential thought that might enter our cute little Buffalo heads that the
exemplary path to growth at this notch on the Rust Belt might ever be found in Ontario
rather than in the foreclosure fields of Florida, or in the drought-stricken stretches of Texas,
or in the hurricane-hammered hills of Oklahoma, despite the cross-Niagara evidence that’s
right in front of our lyin’ eyes.

Optimismo para los cubanos en Grandes Ligas
Yasmany Tomás realizó sus últimos swings del día, guardó su bate en un bolso con su
número 24 y enfiló hacia el camerino.
De camino, una docena de fanáticos esperaban al otro lado de una reja. Gritaban el
nombre del toletero cubano, un imponente jugador de más de 6 pies 2 pulgadas de
estatura, mientras extendían bolas y guantes con la esperanza de conseguir una firma o
tomarse un selfie.
"¿Dónde está el gordo?", preguntó el jugador de 24 años, de repente algo incómodo con el
pequeño frenesí.
Volvió a llamar a su intérprete y asistente Ariel Prieto. "¡Gordo! ¡Gordo!", gritó.
Al darse cuenta que su compatriota estaba en otro terreno en las instalaciones de práctica
de los Diamondbacks de Arizona, Tomás se detuvo un instante y caminó solo hacia los
fanáticos. Agarró una pelota de una pequeña niña de pelo rubio, la firmó y se alejó rápido.
"Gracias", respondió la niña, con un marcado acento estadounidense.
Para Tomás y las decenas de cubanos que han llegado en los últimos años a las Grandes
Ligas, incluso momentos aparentemente triviales pueden ser parte de una complicada
adaptación. Aprender inglés, acostumbrarse a las leyes y costumbres de un nuevo país.
Lidiar con la presión de sus nuevos equipos mientras están lejos de sus familias por
primera vez. El nuevo astro de los Diamondbacks tomó una de las tres decisiones que
encaran los peloteros en Cuba: quedarse allí y, en el mejor de los casos, ganar hasta
$2,500 mensuales; jugar en países como Japón con la aprobación del gobierno, con
contratos que pueden superar el millón de dólares y la posibilidad de volver a la isla al
terminar la temporada; o renunciar a la vida en Cuba con la esperanza de conseguir un
contrato en las mayores, donde el salario promedio es de cuatro millones de dólares.
Y desde que Cuba y Estados Unidos empezaron el año con medidas para normalizar sus

apoyarlo como siempre lo hemos hecho", dijo la madre de Tomás, Melba Rosa Bacallao,
sentada en un sofá en su casa en La Habana mientras ojeaba un álbum con fotos de Tomás
y luchaba para contener las lágrimas. "Siempre me dice que nosotros y su hija somos lo
más importante para él, y que quiere echar pa'lante por nosotros".
La situación para jugadores como Tomás y sus familiares todavía está llena de trabas, a
pesar de los avances recientes y del creciente interés de los equipos de las mayores por los
peloteros cubanos. Cuba y Estados Unidos han implementado pocas medidas orientadas
específicamente al béisbol, y la organización de Grandes Ligas maneja la situación con
delicadeza, siguiendo la pauta de las negociaciones diplomáticas.
Al comienzo de esta temporada había 74 jugadores cubanos en los rosters de las Mayores
y las Ligas Menores, 11 más que el año pasado, y más del doble que en 2008, según
Grandes Ligas.
El canto de sirena del béisbol se escucha fuerte en Cuba, donde la percepción de Estados
Unidos ha mejorado en años recientes a medida que la isla abre sus puertas a cambios
sociales, políticos y económicos. El presidente Barack Obama se reunió hace poco con el
mandatario cubano Raúl Castro, y Cuba fue sacada de la lista de países patrocinadores del
terrorismo.
Hoy en día, los peloteros en Cuba hablan sin tapujos sobre su deseo de jugar en Estados
Unidos, comentarios que hasta hace poco eran considerados pecaminosos por las

"Claro que sí me gustaría jugar donde mejor se juega en el mundo", expresó Yulieski
Gourriel, estelar infielder de la selección cubana, durante la Serie del Caribe en Puerto
Rico. "Siempre que tengamos permiso, siempre estaríamos dispuestos".
Gourriel ganó $1 millón la temporada pasada en Japón, antes de regresar a su país para
jugar con Industriales de La Habana. Tras pagar impuestos en Japón y una comisión de
10% a la federación cubana de béisbol, que actuó como su agente, el jugador se quedó
con una cifra casi inimaginable para el cubano promedio, aunque las alternativas para
gastar e invertir ese dinero en Cuba todavía son muy limitadas.
Salir de Cuba ya no es tan difícil y traumático como solía ser. Yoan Moncada, quien en
marzo recibió una bonificación sin precedentes de $31.5 millones de los Medias Rojas
de Boston, se fue de la isla en 2014 cobijado por las recientes leyes que permiten a
cualquier ciudadano cubano viajar al extranjero sin necesidad de contar con una visa de
salida. Nada de embarcarse en bote hacia México en medio de la noche.El joven pelotero,
ahora de 19 años, fijó su residencia en Guatemala, donde solicitó para los equipos de las
mayores.
Cualquier jugador que sea dado de baja de su equipo local por la federación cubana puede
viajar al extranjero, dijo Antonio Díaz, un vocero de la federación. Moncada solicitó su
baja y el organismo se la otorgó "porque no era de interés de la selección nacional", agregó.
Pero, para cumplir con las estipulaciones del embargo, los que deseen fichar en Estados
Unidos tienen que firmar una declaración jurada que establece que no volverán a Cuba.
Una vez en Estados Unidos, ver a los familiares es difícil. La ley cubana permite a los
desertores volver a la isla ocho años después de salir, un estatuto que aprovecharon
expeloteros de las Mayores como José Contreras y Rey Ordóñez para visitar hace dos
años. Sin embargo, el gobierno estadounidense no ha cambiado las estrictas medidas
migratorias y para otorgar visas de turista a los cubanos.
"Es algo muy difícil, porque en Cuba si tú quieres pedir la visa para tu familia se tarda
mucho para que se la den", comentó el pitcher de los Marineros de Seattle, Roenis Elías,
quien salió de Cuba en 2010.
Los cambios de política internacional entre Cuba y Estados Unidos implementados
desde diciembre han sido mayormente desde el bando norteamericano. En enero,
Estados Unidos cuadriplicó la cantidad de dinero que se puede enviar a personas en
la isla, a $2,000 trimestrales. También eliminó muchas restricciones de viaje para los
estadounidenses, y ciertos controles que existían sobre empresas estadounidenses, con la
idea de fomentar el pequeño sector privado en la isla. Netflix, MasterCard y la compañía
de alquiler de casas Airbnb ya entraron al mercado cubano, aunque pocos en el país
cuentan con internet de alta velocidad y la mayoría de los bancos que emiten tarjetas de
crédito todavía prohíben las transacciones desde Cuba.
Por ahora, nada de ver partidos de béisbol de Grandes Ligas por internet.
"Todos estamos descifrando esto sobre la marcha, siguiendo los pasos de las

negociaciones diplomáticas", comentó el gerente general de los Dodgers de Los Angeles,
Farhan Zaidi. "El panorama más optimista es que habrá más apertura".
Los equipos han demostrado que no les tiembla el pulso para gastar enormes cifras de
dinero para conseguir al próximo astro como Yasiel Puig o José Abreu. Boston fichó a
Rusney Castillo por $72.5 millones el año pasado, el contrato más grande otorgado a un
pelotero cubano, mientras que Tomás fichó con Arizona por $68.5 millones.
"Ese grupo de jugadores cubanos en los últimos años han demostrado que pueden
jugar, que están listos para jugar en Grandes Ligas, y que pueden jugar en un corto
tiempo o inmediatamente", señaló el dominicano Junior Noboa, vicepresidente de los
Diamondbacks para América Latina.
El próximo que podría recibir un jugoso contrato es Andy Ibáñez, quien fue el jugador
más joven de Cuba en el Clásico Mundial de Béisbol de 2013 y desertó del país.
Salir de Cuba y firmar un contrato en las Mayores son apenas los primeros retos para los
jugadores y sus familiares.
"Están en cero, ellos no entienden nada", señaló Prieto, un ex pitcher de 45 años que
fue contratado por los Diamondbacks para servir como mentor a Tomás, después de
desempeñar una labor similar con Yoenis Céspedes en los Atléticos de Oakland. "Vienen
de un cambio completo, de cero en el idioma. Conocen de béisbol, pero no conocen las
filosofías de las organizaciones".
Tomás relató que tuvo ofertas de equipos japoneses, pero que finalmente se inclinó por
salir de Cuba con su pareja para buscar suerte en Grandes Ligas. Atrás dejó a su madre,
padre, un hermano menor y una hija que entonces tenía ocho meses.
Ahora navega los cambios en su vida: fanáticos que lo esperan después de los
entrenamientos para pedirle autógrafos, leyes tributarias diferentes y una situación
económica que jamás siquiera soñó. El deporte que conoce desde la infancia, y su
lenguaje universal, le ayudan en la transición. Después de todo, béisbol en inglés es
"baseball", un jonrón es un "home run", y un strike es un "strike".
Cuando está fuera del terreno, su mente se transporta a su hogar en La Habana, donde
un televisor de pantalla plana y un nuevo refrigerador chino son algunos de los pocos
lujos que ha brindado a su familia. Tomás cree que las nuevas relaciones diplomáticas
facilitarán que los peloteros puedan reunirse con sus familiares.
"A todos los cubanos que están en Grandes Ligas pienso que les gustaría estar con sus
familias", comentó. "Sería algo bueno, algo bonito, que uno vuelva a reunirse con su
familia después de tanto tiempo sin verlos".
Su madre sólo quiere asegurarse que esté comiendo bien, cuidándose y sacando el mayor
provecho de esta oportunidad.
"Él me dijo que le parecía mentira ser millonario, de ese mundo de dinero él no sabe
nada", expresó "Rosita", como conocen a la mujer de 43 años en su barrio en la periferia
de la capital. "Creo que no sabe lo que significa esa cantidad de dinero, yo ni me lo
imagino".
¿Y qué hay de la imagen de ese pelotero algo tímido, intimidado por una chica de edad
preescolar que le pidió un autógrafo? Nada más lejos del Tomás que ella recuerda.
"Siempre hablaba muy alto, él como que siempre grita, parece un trueno", relató. "Espero
que allá hable más bajito".
Noquean por primera vez a Julio César Chávez Jr
El mexicano Julio César Chávez Jr sufrió el primer nocaut en su carrera, y cayó el sábado
ante el polaco Andrzej Fonfara, en el noveno asalto.
Fonfara (26-4 con 15 nocauts) asestó potentes golpes durante todo el combate realizado
en el StubHub Center. Un zurdazo derribó al hijo de la leyenda homónima del boxeo por
primera vez en su carrera.
La campana sonó, pero la esquina de Chávez indicó que el púgil no podía continuar, y el

Cotto dijo el jueves antes de la conferencia de prensa en la que anunció su duelo del 6
de junio contra el australiano Daniel Geale, que piensa que todavía no es el momento de
darle una oportunidad al invicto titular de la Asociación Mundial de Boxeo (AMB), el
kazajo Gennady Golovkin.
El boricua dijo que Golovkin -en lugar de pregonar sus deseos de enfrentarlo- debería
sentarse pacientemente a esperar de la misma forma en la que él espero por los grandes
combates.
Golovkin (32-0 y 29KO's) se convirtió en el campeón interino del CMB al derrotar por
nocaut técnico en el undécimo asalto a Martin Murray en su último combate, celebrado en
Monte Carlo, Mónaco.
"Yo esperé mi tiempo muchas veces durante mi carrera", dijo Cotto. "Golovkin tiene que
sentarse a esperar al igual que yo esperé mi momento. Las cosas vienen solas", sostuvo.
Sin embargo, para Cotto luce cada día más cercana la posibilidad de enfrentar a 'Canelo',
con quien estuvo negociando desde finales de 2014 hasta principios de 2015, pero
con quien no pudo concretar el tan esperado choque que avivará aún más las rivalidad
boxística entre México y Puerto Rico.
"Se estuvo conversando anteriormente para ésta pelea", recordó Cotto. "Hubo ciertas
trabas en la negociación, pero esperamos que antes de que se finalice el año se dé",
aseguró el campeón del peso medio.
'Canelo' abandonó el pasado mes de enero la negociación con Cotto ante la posibilidad
de que el boricua aceptara una alegada oferta proveniente de Floyd Mayweather, quien al
final terminó por aceptar el esperado combate.
Álvarez enfrentará a James Kirkland el 2 de mayo en Texas. El tapatío, al igual que Cotto,
necesitará una victoria para poder ver materializado un combate que podría cobrar vida
entre los meses de septiembre a noviembre.

INVISIBLES Y CONFUNDIDOS
Están ahí pero muchos no los ven.
Son invisibles para la mayoría de los norteamericanos a pesar de que son más de 11
millones y hacen para ellos los trabajos más difíciles, los que nadie quiere hacer.Les
llaman ilegales y criminales.
Sí, es cierto, rompieron la ley al entrar sin permiso a Estados Unidos o cuando se
quedaron más allá del tiempo que les concedía su visa. Pero no es ningún crimen.Vienen
porque miles de empresas norteamericanas los contratan y porque su trabajo beneficia a
millones de personas.Por eso vienen.Todos somos sus cómplices.
Comemos lo que ellos cosechan. Dormimos en casas y apartamentos que ellos
construyeron. Y muchas veces cuando vamos a un hotel, restaurante o negocio, alguno de
ellos nos atiende. Son parte de nuestras vidas pero no los vemos. Son invisibles.
De hecho, ellos tratan de hacerse invisibles. No hacen ruido. No se pelean. Se esconden.
No quieren que la policía los detenga por una infracción de tráfico porque pueden perder
el carro y hasta ser deportados. Siempre se están despidiendo; cuando salen de sus casas
no saben si van a regresar en la noche a ver a sus hijos.
El gobierno del presidente Obama ha deportado a más de dos millones de inmigrantes
desde que llegó a la Casa Blanca. Más que cualquier otro presidente. Pero al menos
protegió de la deportación a cientos de miles de Dreamers -estudiantes indocumentadosy con su acción ejecutiva pretende hacer lo mismo con más de cuatro millones de
inmigrantes. Si lo dejan.
Actualmente hay mucha confusión. La acción ejecutiva de Obama está atorada en las
cortes. Veintiséis estados lo demandaron y los indocumentados, como siempre, no tienen
más remedio que esperar. Y esperar.
Para variar, esto se ha convertido en tema de campaña. Ocurre cada cuatro años. No hay
nada más fácil que atacar a quienes no se pueden defender públicamente.
Muchos precandidatos Republicanos y comentaristas conservadores hablan de los
indocumentados como si se tratara de seres desechables, que puedes empacar y enviar a
cualquier parte del mundo. Se les olvida que sus familias también vinieron de otro lado.
Pero ese olvido podría costarles muy caro en las urnas.
En una elección muy cerrada, los votantes latinos decidirán quién será el próximo
presidente de Estados Unidos. No es magia. Son matemáticas. Barack Obama ganó la
pasada elección con apenas cinco millones de votos más que Mitt Romney. El próximo
año se calcula que voten 16 millones de latinos, más que suficientes para elegir al
ganador. Y no van a votar, en su mayoría, por un deportador.
Es, en realidad, un concepto muy sencillo. Ningún hispano va a votar por un candidato
que quiera deportar a su papá y mamá, a sus amigos, a sus vecinos, a sus compañeros de
trabajo o a estudiantes jóvenes.
El líder histórico de los hispanos, Cesar Chávez, dijo hace 31 años: “He visto el futuro
y el futuro es nuestro.” Ese futuro es hoy. Cada año 800 mil latinos cumplen 18 años, la
edad para votar, según el centro Pew. En el 2050 uno de cada tres norteamericanos tendrá
apellido hispano. Sí, el futuro es nuestro e incluirá, pronto, al primer presidente latino.
Los latinos en Estados Unidos saben que no hay nada más difícil que ser inmigrante. Lo
dejas todo -casa, amigos, familia, idioma- por una apuesta: que tú y tus hijos van a vivir
mejor. (Por eso hay más de 230 millones de inmigrantes en el mundo. Tres de cada 100
personas en el planeta se van a vivir a otro lado.)
Los grandes países son medidos, no por la manera en que tratan a los ricos y poderosos,
sino por su forma de cuidar a los más vulnerables.Y los inmigrantes son los más
vulnerables. Estados Unidos tiene ahora que decidir qué tipo de país quiere ser. Solo
espero que trate a los inmigrantes que llegaron después de mí con la misma generosidad y
respeto con que me trató a mí.

EL PRIMER PRESIDENTE LATINO
Pronto, muy pronto, un presidente de Estados Unidos va a tener un apellido Martínez,
Perez, Castro, Cruz o Rubio.
El argumento es sencillo. Ya hay más hispanos que afroamericanos. Barack Obama es el
primer presidente afroamericano.Ahora nos toca a nosotros.
Ya nada es imposible para los latinos. Seguimos creciendo y tenemos cada vez más poder.
Actualmente hay 55 millones de hispanos y seremos más de 100 millones para el 2050.
Uno de cada tres habitantes de Estados Unidos será latino. Es decir, estamos pasando de
grandes números a tener un poquito de poder. Esto es nuevo.
Todo esto viene por el anuncio del senador de Texas, Ted Cruz, de que quiere ser
presidente.Fue el primero en anunciarlo pero no será el único.Es muy probable que el
senador de la Florida, Marco Rubio, también se lance por la Casa Blanca. Será la primera
vez en la historia que dos latinos busquen simultaneamente la presidencia.
La gran ironía es que los dos son del partido Republicano (a pesar de que la mayoría
de los latinos vota por el partido Demócrata). Y tanto Cruz como Rubio son hijos de
refugiados cubanos (aunque más de la mitad de los hispanos son de origen mexicano).
Algo que los distingue, también, es que su posición sobre la legalización de
indocumentados no coincide con la de la mayoría de los latinos. Ambos dicen apoyar
una reforma migratoria y reconocen que el sistema no funciona. Pero, por ahora, tanto
Cruz como Rubio se oponen a ofrecerle un camino a la ciudadanía a los 11 millones de
indocumentados. (En contraste, según encuestas del centro Pew, la mayoría de los latinos
sí quiere darle la ciudadanía estadounidense a los inmigrantes sin papeles.) Para ellos
primero hay que asegurar la frontera con México y promover la inmigración legal.
¿Por qué Cruz y Rubio, hijos de inmigrantes, no quieren un camino a la ciudadanía para
todos los indocumentados? ¿Por qué no ofrecerle a casi todos los inmigrantes la misma
posibilidad que tuvieron sus padres cuando llegaron de Cuba?Los dos senadores tienen la
misma respuesta. En entrevistas ambos me han dicho que tanto el padre de Cruz, como el
padre y la madre de Rubio, llegaron legalmente a Estados Unidos, no como la mayoría de
los indocumentados. (Aquí están las entrevistas con Cruz y con Rubio)
También hay, seguramente, consideraciones políticas. Ni Cruz ni Rubio podrían ganar
la nominación del partido Republicano a la presidencia si promueven abiertamente
un camino a la ciudadanía para indocumentados. Necesitan el apoyo de votantes muy
conservadores.
La apuesta de Cruz y Rubio es que los votantes los vean como estadounidenses integrados
cultural y políticamente a Esados Unidos, no como candidatos latinos. Sin embargo, ser
hispanos les debe ayudar. Ningún candidato Republicano ha podido ganar la Casa Blanca
sin obtener, al menos, una tercera parte del voto latino. John McCain perdió en el 2008
con el 31 por ciento de los votantes latinos y Mitt Romney perdió también con el 27 por
ciento en el 2012. Cruz y Rubio apuestan a que ganarían más del 33 por ciento del voto de
los 16 millones de hispanos que irán a las urnas en el 2016.
Los senadores Cruz y Rubio no son los primeros hispanos en buscar la presidencia.
El Republicano Ben Fernandez lo hizo en 1980. Por mucho tiempo se habló de Henry
Cisneros -quien fuera alcalde de San Antonio y Secretario de Vivienda- como posible
candidato presidencial. Y el exgobernador de Nuevo México, el Demócrata Bill
Richardson -de madre mexicana- se lanzó en el 2008.
Lo que antes hubiera resultado imposible -dos latinos buscando la presidencia- hoy es casi
normal. Además, si Hillary Clinton no tuviera tan amarrada la candidatura Demócrata,
posiblemente alzarían la mano un par de hispanos más, como el ex alcalde de Los
Angeles, Antonio Villarraigosa, y el actual secretario de vivienda, Julian Castro.
Si en la popular serie de televisión de Netflix, House of Cards, jugaron con la idea de un
primer presidente latino -llamado Hector Mendoza y que estaba retando al temible Francis
Underwood- entonces, todo es posible. Hollywood va, generalmente, un paso adelante que
Washington. Para llegar al poder, primero hay que imaginárselo.
Estoy absolutamente convencido que el primer presidente o presidenta hispano ya nació.
Podría ser el hijo de un exiliado cubano o de una indocumentada. Podría ser un niño o
una jovencita que vieron cómo Gloria Estefan, Jennifer Lopez, Shakira y Ricky Martin
se hicieron mainstream, que oían noticias en español en su casa, que comieron más salsa
que ketchup, y que crecieron leyendo en la internet sobre la magia de la democracia
estadounidense.
Esa magia consiste en creer que los de hasta abajo podrán, algún día, llegar hasta arriba.

CUBA POR DENTRO (Y CON MIEDO)
No hay nada que asuste más a los dictadores que darse cuenta que la gente, de verdad, no
los quiere. Los dictadores, en su burbuja, se creen amados, temidos y necesitados.
Bueno, en Cuba se acaba de romper la burbuja con la primera encuesta independiente en
más de 55 años.
Los encuestadores, por supuesto, no pidieron permiso.Empleados de la empresa Bendixen
& Amendi entrenaron a cubanos de la isla para hacerle 79 preguntas a 1,200 personas en
16 provincias. La encuesta -para las empresas Univision y Fusion (donde trabajo) y para el
diario The Washington Post- es el mejor y más preciso retrato que existe sobre la dictadura
cubana. Por fin conocimos a Cuba desde dentro (y no las versiones encontradas del exilio
y del gobierno).
“No les pedimos permiso porque ese no es el protocolo en ningún país”, me dijo Fernand
Amandi, uno de los coordinadores de la encuesta. “Acabamos de hacer tres encuestas en
México y tampoco le pedimos permiso a Peña Nieto. Pero nuestro temor es que nos fueran
a descubrir e interrumpir en Cuba. El otro miedo es que fueran a detener a las personas
que entrevistamos.”
Se le ofreció absoluta anonimidad a los encuestados –no hay registros de nombre,
teléfonos o dirección- y, por fin, después de dos intentos fallidos en el 2004 y en el 2006,
se realizó el trabajo de campo durante 10 días.
Una de las principales conclusiones es que Cuba es una isla con miedo. Por eso es difícil
saber lo que realmente piensan los cubanos. Tres de cada cuatro cubanos tienen temor de
expresar sus opiniones en público. No es para menos en una isla donde no hay democracia
ni elecciones multipartidistas, con prisioneros políticos y una constante represión contra
los disidentes.
Otro dato fuerte es que los cubanos rechazan su sistema económico (79%) y a sus dos
líderes principales. Un 48 por ciento tiene una opinión negativa de Raúl Castro y un 50
por ciento también rechaza a Fidel Castro. Por eso hay urgencia de un cambio.
“La encuesta demuestra a una población hambrienta de un cambio radical y total”, me
dijo Amandi. Eso no es algo que quieran escuchar los dictadores.Barack Obama y el Papa
Francisco son dos veces más populares que Raúl y Fidel.
Además de cambiar de sistema de gobierno, los cubanos quieren lo mismo que todos
nosotros: internet –solo el 16 por ciento tiene acceso-, buenos empleos y dinero -34 por
ciento dependen de las remesas desde el exterior- y ¡sorpresa! irse a vivir al exterior.
Cincuenta y cinco de cada 100 cubanos se quieren ir a vivir a otro lado. (Para ser justos,
si le preguntáramos lo mismo a los venezolanos, mexicanos u hondureños, seguramente
veríamos cifras igual de altas.)
Cuba dirá que todo esto es propaganda del imperio o, peor aún, una campaña de
desprestigio coordinada por la CIA. No es cierto. La encuesta también es durísima contra
el gobierno norteamericano: 96 por ciento de los cubanos rechaza el embargo o bloqueo
de Estados Unidos contra la isla.
La encuesta nos deja ver cómo es una dictadura por dentro y cómo, poco a poco, se le
están rompiendo las costuras. Por eso, durante 55 años, los Castro no habían permitido
una. Pero no hay nada que pueda detener una idea cuando su tiempo ha llegado. Y para los
cubanos en Cuba, esta es la liga de la encuesta (http://huelladigital.univisionnoticias.com/
encuesta-cuba/). Ojalá la puedan leer allá…sin miedo.
Posdata de los Ex. Los ex son muy valientes. Ahora se atreven a hacer cosas que antes ni
siquiera consideraban. Me refiero, por supuesto, a los 25 expresidentes latinoamericanos
que enviaron una carta para denunciar la “alteración democrática” en Venezuela.
Traducción: que en Venezuela se violan los derechos humanos y que Nicolás Maduro
gobierna como un dictador. Muchos de estos ex, cuando estaban en el poder, jamás le
alzaron la voz a Maduro o a Hugo Chávez.Tarde, cierto, pero su intención se agradece. Es
vergonzoso que la gran mayoría de los actuales presidentes latinoamericanos no se haya
atrevido a denunciar los atropellos en Venezuela durante la Cumbre de las Américas. Pero
ya los conocemos.
Lo mismo ocurrió con la legalización de la mariguana. El único presidente en funciones
que se ha atrevido a legalizarla fue José Mujica de Uruguay. Todos los demás llegaron
tarde a la fiesta. Cesar Gaviria de Colombia, Fernando Henrique Cardoso de Brasil y
Vicente Fox de México se esperaron hasta dejar el poder para apoyar la despenalización
de las drogas. Qué triste tener que esperar a ser un ex para decir lo que de verdad piensas.
