For 24th District Congresswoman Lois Capps, it has been
a good run. After twenty years
working as a nurse and public
health advocate for the Santa
Barbara School District, she was
sworn in as a member of the 105th
Congress in March 1998. This
after her husband, University of
California professor and Congressman Walter H. Capps, died.
Now after 18 years in Congress,
she is retiring and it turns out she’s
made many friends along the way,
especially at the Mexican Consulate in Oxnard.

Hernández and his staff honored
Capps on Friday, November 18 at
the Mexican Consulate. Hernández presented her with a certificate of recognition for her service,
particularly within the Latino
communities in her district.
The gathering was large and
varied in background. Evident
among the crowd were many
citizens and public officials who
knew Capps and spoke highly of
her leadership abilities.
Carpinteria City Councilman
Wade Nomura has had a long
working relationship with Capps.
“We do a lot of things in conjunction with Lois Capps,” he said.
“She’s always there when special
recognitions are to be had. She’s
a strong supporter of our voice in
the government.”
Santa Paula Mayor Martin
Hernandez also spoke highly
of her Congressional career.
“She’s highly respected by her
colleagues, not only at the federal
level, but at the state and county
level,” he observed.
Hernandez believes that Capps’
healthcare background has helped
her immensely in her Congressional career. “I know that her
nursing career has given her the
compassion and the empathy
for serving the real needs of her
constituents in the district,” he
said. “So that combined with her
legislative knowledge has been a
great asset.”
Capps has been active as a
Oxnard School Board Member Denis O’Leary, Consul Roberto Rodriguez Hernandez, Consul de
Comunidades Méxicanas Jonathan Elías Alvarez-Alzua.
Federal legislator. Currently
she serves on the Committee on
Energy and Commerce and sits
on subcommittees for Health,
Energy & Power, and Environment and the Economy. From
these subcommittees, she has
focused on Medicare reform, the
national nursing shortage, cancer
care and research, mental health,
energy policy, and environmental
protection.
For Cónsul de Comunidades
Méxicanas Jonathan Elías Alvarez-Alzua, he stressed that these
issues have had a direct impact on
the local Mexican communities in
the tri-county area: “Lois Capps
has had a remarkable career of
leadership in California for the
communities of the Central Coast,
and for fighting for the cause of
immigration, health, and education. We consider Lois Capps a
great friend of Mexico.”
He cites a few issues that are
of immediate concern to the
Consulate, including immigration reform, shortening visa wait
times, and addressing the shortage
of nurses.
Her impact, however, goes beyond legislation. For one member
of the audience, Capps’ influence
was personal. Carla Castilla,
District Director for State Senator
Hanna-Beth Jackson, ran in November 2016 for Ventura County
Supervisor. She lost, but she cites
her time with Capps as one of the
reasons for her determination to
pursue a local public career. “I
served in her office for more than
seven years,” Castilla recalled.
“In that time, not only was she
my boss, she was my friend and
mentor. Little did I know then
that she was planting the seed in
me for this greater good of public
service.”
For Castilla, it was Capps’ mentoring of a young Latina woman
from an immigrant family that
most influenced her willingness
to risk running for public office.
“Congresswoman Lois Capps
gave a kid from Oxnard, whose
parents are Mexican immigrants,
the chance to stay here and serve
here in this community,” she
stated, “and I’m eternally grateful because probably my job and
profession would have taken me
elsewhere in life.”
Vianey Lopez, District Director
for Congresswoman Capps, stood
in for Capps as her representative
at the ceremony. She emphasized
that what drove Capps to stay in
Congress was to “help families
and those that she has been able
to help through her work in Congress to have a better life here in
California.”
Consúl Roberto Rodríguez
Hernández felt strongly that the
Mexican Consulate should recognize Capps for her work with
the Latino community and her
friendship with the Mexican government. “We want to recognize
her,” said Hernández, “because
she represents the element of the
great America.”
Asked why he thought so highly
of her, he replied, “She is a good
example of one of the best leaders
from California who was an ally
of the Mexican people here and a
friend and ally of the government
of Mexico.”
He cited one important issue—
her work to help undocumented
workers get driver’s licenses as a
necessary document, particularly
for people driving and working
in the area. “She knew that it
was better if they had a driver’s
license and insurance, something
which is of benefit to the whole
community,” he responded.
Capps term in office will end
in January 2017. Her successor
will be Democrat Salud Carbajal.
Capps’ District Director, Vianey
Lopez, said that after Capps retires, she looks forward to returning and seeking out more ways to
personally partner and work with
the Consulate.

When Americans on Thanksgiving Day join with their families
and their friends to give thanks for
all the blessings that they have
received individually and as a
nation, they probably will do so
without thinking too much about
the real meaning of the holiday,
seeing the latter more as an opportunity to once again renew family
bonds and friendships.
But too often Americans celebrate their holidays ritualistically
and even mechanically, as if simply going through some pro forma
exercise. I would beg to differ
with this unfortunate attitude as
we observe the sixthteen Thanksgiving of the New Millennium.

FICTITIOUS BUSINESS NAME
in 1628 had much to be thankful
for, and our own holiday descends
from the very first Thanksgiving
in 1621 observed by the Plymouth
colonists. The Pilgrims, as we
have come to know them, were
essentially refugees from England
and Northern Europe fleeing the
persecution of the Church of England and the Catholic Church.
They were Calvinists who believed in original sin, predestination and salvation through grace.
Good works were obligatory and
the Sabbath was strictly enforced.
There existed a covenant between
Man and God and between Man
and Government, which fulfilled
the Covenant. Puritanism was a
religious movement which began
during the reign of Elizabeth I that
sought to “purify” the Anglican
church of such evils as vestments
and images and which eventually
opposed the authority of the bishops and then of the monarchy. The
“Protestant Ethic” and probably
the “Spirit of Capitalism” we can
trace back to these early pioneers
and settlers of the New World.
It is of course universally
known that the Pilgrims could
not have survived the harsh winters of New England without the
aid of the indigenous peoples. On
December 10, 1607 Captain John
Smith of the London Company
left Jamestown to ask for food
from the Natives for the starving
colonists, but instead two of his
fellows were slain by the Natives
and he was saved from a similar
fate by Pocahontas, the daughter
of Chief Powhatan.
The following year, the Indians
taught Captain Smith how to grow
corn and in the spring he planted
forty acres of Indian corn which
helped the Colonists to survive.
John Rolfe then succeeded in
planting and harvesting a native
crop called tobacco, which became the main export crop and
moneymaker for the English
Colonies for years to come. The
survival of the Virginia Colony
(Jamestown, Plymouth, Massachusetts Bay, etc.) was thus
ensured.
The Plymouth Colony was
established when the Mayflower
reached Cape Cod on November
9, 1620, but before disembarking
the forty-one men aboard signed
the Mayflower Compact on November 11, which in essence was
an agreement to abide by Majority Rule as well as an attempt to

Democracy and Self-Government
were thus planted well before the
American Revolution of 1776.
On December 21, 1620 the Colonists begin to go ashore and by
March 21, 1621 the final group of
Colonists had left the Mayflower.
The Colonists in Jamestown,
Plymouth and Massachusetts Bay
endured very harsh winters and
suffered tremendous casualties
from disease, starvation and Indian attacks, but Indians instructed
the Plymouth Colonists how
to grow certain crops enabling
them to survive. Their diet was
supplemented by the rich bounty
of the Atlantic Ocean in the form
of fish, lobster, etc. The Colonies
were continually fed new reinforcements from the Old World
and in the years to follow there is
a huge wave of Puritan migration
into New England that more than
compensates for the diseases and
the other deprivations that the
Colonists suffered at the beginning of their colonizing effort.
The Pilgrims were not the first
immigrants to the New World,
as the indigenous people of the
Americas preceded them by at
least thirty to fifty thousands
years, and possibly more. They
too were in search of a better
life and may have been also persecuted and hounded by other
tribes of hunters and gatherers.
The European Discovers and
Conquistadores beginning with
the Vikings in the tenth century
and then with the Spaniards and
Portuguese of the late fifteenth
century and early sixteenth century inaugurated a new era of
migration in World History that
has lasted to the present day. The
Pilgrims were nothing more than
immigrants themselves, a fact
which seems to have been lost
as a result of their romanticizing
and glorification, as great as their
achievement obviously was. Yet
this latter achievement could not
have been possible, or at least
it was ameliorated, by previous
immigrants to the New World, the
Native Americans, who paved the
way for succeeding generations of
immigrants so many thousands of
years ago.
So as we sit down to break
bread and dig into our turkey,
mashed potatoes, dressing and
cranberry sauce, let us not forget, and let us all be thankful for
the contribution that the original
settlers of the Americas made, for
as the original Pilgrims in 1621
thanked the Almighty for their
bounty, and feasted alongside
their Indian neighbors in friendship and community, we should
do the same and thereby celebrate our common humanity and
brotherhood. The irony when we
celebrate Thanksgiving is that we
forget that America was founded
and strengthened and enriched
by generations of immigrants
seeking a better life and escaping
persecution and hence is born the
misconceived idea of a WASP
America, when nothing could be
further from the truth. When we
all sit down at the dinner table on
Thanksgiving Day, that is something worth remembering.

chosen to participate in the
Whole Person Care (WPC)
regional pilot program, which
was a competitive process. The
WPC regional pilot focuses
on the coordination of health
care, behavioral health, and
social services in a patient-centered manner with the goals of
improved beneficiary health
and well-being through more
efficient and effective use of
resources.
“Every day many people in
our community face obstacles
to accessing health care,” says
Johnson Gill, Health Care
Agency Director. “The WPC
program will drive a collaborative effort to enhance the
connection to and coordination
of care for those who have shown
the highest need.”
WPC is part of California’s 1115
Waiver Renewal, called Medi-Cal
2020. The waiver has four initiatives that apply to designated public hospitals, and will be in effect
for five years; WPC is one of those
initiatives. It will provide support
to integrate care for particularly
vulnerable Medi-Cal beneficiaries who have been identified as
high users of multiple systems
and continue to have poor health
outcomes. Persons in this group
are often homeless or at risk of
homelessness, have substance use
disorder or mental illness, and/
or have several chronic health
conditions.
It is anticipated that 2,000 total
Medi-Cal beneficiaries will be
served Countywide over the five-
year project period. Individual
beneficiaries in the target population will be provided a multilayer of services coordinated by
the County, which can include
access to a multidisciplinary
care teams, field-based care
coordination, mental health and
substance abuse services, social
services, life skills and job
readiness training, and housing
support services.
Whole Person Care will
allow the VCHCA to increase
collaboration within its agencies and groups, as well as
various county departments,
the Gold Coast Health Plan,

Worldwide Cleanup Campaign in
celebration of winning the Queen’s
Award for Volunteer Service in the
United Kingdom.
Although the cleanup was
planned to last for just a couple
hours, the volunteers worked
tirelessly until they collected 123
large bags of trash, along with rolls
of carpet, car parts, and a mattress from the highway shoulders
and median. Numerous motorists
drove by, honking their car horns
as a sign of support and gratitude.
Officials now hope that other
residents can be moved to follow
this example. “The residents of
this city are its biggest assets, and
it’s proof that the members of the
Church of God are living it, doing
it, and making this world a better
place,” said Oxnard Councilwoman Dorina Padilla.

attention and cleanup efforts, but
always lacked the volunteers to
carry out an expansive revival of
the highway, which is considered

de Gracias usualmente ocurren
alrededor de cuatro veces más incendios por cocinar que en un día
normal. Dejar la estufa desatendida durante la preparación de los
alimentos es el mayor problema,
pues ocasiona una tercera parte de
esos incendios.
Además, las estufas eléctricas
contribuyen en una cantidad desproporcionada a tales incendios. A
pesar de que el 60 por ciento de los
hogares cocina con electricidad,
la National Fire Protection Association indica que el 80 por ciento
de las estufas involucradas en los
incendios por cocinar que se reportan funcionan con electricidad.

un dispositivo de comunicación
de dos vías”.
Las autoridades utilizaron a un
informante para la localización
de los dos puntos de venta ilegal
de carne de caballo en el condado
de Miami-Dade, uno de ellos la
propia vivienda de Coto-Martínez.
En uno de estos puntos de venta
fue donde un detective encubierto compró 20 libras (9 kilos) de
carne de caballo el pasado 10 de
noviembre por una suma de 140
dólares.
Coto-Martínez también vendió
carne de caballo al detective en
septiembre pasado y su mujer hizo
lo mismo en octubre, ausente su
marido.
El detective encubierto que trató
con Coto-Martínez la compra de

la carne le dijo que esta era para
su hijo anémico. Posteriormente,
los laboratorios de la policía analizaron la carne y confirmaron que
era de caballo.
Actualmente no hay ningún
matadero autorizado para la producción de carne de caballo en
Estados Unidos.
De ser declarado culpable, Coto-Martínez afronta una condena
de hasta cinco años de cárcel por el
delito de venta de carne de caballo.
Son frecuentes las denuncias de
los activistas para la defensa de
los derechos de los animales por
el hallazgo de restos de caballos
descuartizados en el condado de
Miami-Dade.
Este tipo de delitos “ocurren
con demasiada frecuencia aquí
en Miami-Dade”, debido a la
“demanda de carne de caballo
para su consumo entre los que
creen que tiene valor medicinal
o cualidades mágicas”, explicó
Kathleen Monahan, presidenta de
Sociedad para la Prevención de la
Crueldad contra Animales, SPCA,

Los episodios de maltrato animal en mataderos, muchos de
ellos ilegales, o sacrificio ilegal de

En octubre de 2015, una docena
de personas fueron arrestadas y
cerca de un millar de animales,
entre caballos, cerdos y cabras,
fueron rescatados en el condado
de Palm Beach, al norte de Miami.
En la misma operación, considerada una de las mayores en el
país por las autoridades, fueron
cerrados tres mataderos ilegales
que vendían carne de caballo para
consumo humano.

Ella inmediatamente se levanta,

Abogados aconsejan
calma a los “soñadores”
Abogados de inmigración aconsejan calma a los “soñadores”
ante la promesa del presidente
electo Donald Trump de eliminar
la Acción Diferida y afirman que
hay mecanismos para combatir el
posible uso de la información personal que los jóvenes facilitaron
al aplicar a DACA para futuras
deportaciones.
Con sus declaraciones, Trump
tiene en vilo a más de 750,000
jóvenes que se beneficiaron con el
estatus transitorio otorgado por el
presidente Barack Obama en 2012,
y en la comunidad reina “un miedo
pulsante”, declaró el activista y
“soñador” Juan Escalante.
En opinión del ex presidente
de la Asociación Americana de
Abogados de Inmigración (AILA)
Víctor Nieblas, el temor de los jóvenes es justificado, no solamente
por lo expresado por Trump sino
por la gente que lo asesora en los
temas de inmigración.
“Son los peores que se pueda
imaginar”, dijo Nieblas, quien
señaló en particular al secretario
de estado de Kansas, Kris Kobach, y al senador por Alabama,
Jeff Sessions, que fue nominado
por Trump como próximo fiscal
general.
“Contra ellos hemos peleado durante años por sus propuestas migratorias estrictas y restrictivas”,
dijo Nieblas, a quien le preocupa la
autonomía que puedan tener estos
asesores en la elaboración de las
futuras políticas.
A su vez, Ignacia Rodríguez, del
National Immigration Law Center,
llamó a estar preparados para la
eliminación de DACA, pero aseguró que los soñadores no están
solos y pueden contar con la ayuda
de una coalición de abogados,
activistas y gente de la comunidad
“dispuesta a luchar y defender los
derechos de los inmigrantes”.
Rodríguez cree que Trump puede cumplir su promesa de abolir
DACA y no compartir la información con la Oficina de Inmigración
y Aduanas (ICE), puede permitir
que el programa continúe hasta
el vencimiento de los permisos
o decidir que no se acepten más
incorporaciones.
La abogada de inmigración de
Chicago, Mony Ruiz Velazco, dijo
que lo mejor es “estar preparados
para las peores consecuencias”,
porque es posible que el Gobierno
use la información personal de
los estudiantes indocumentados,
desde las huellas digitales, a domicilios y antecedentes laborales.
“El miedo es legítimo, porque
todavía hay muchas cosas que
no sabemos”, expresó mientras
aconsejaba a los jóvenes y a sus
familias mantenerse conectados
para recibir la información correcta y el apoyo necesario.
“Vamos a enfrentar a un gobierno radical, no sabemos cómo se
van a manejar las cosas y tendremos que cambiar nuestra forma de
análisis”, agregó.
Trump “es alguien que cambia
de opinión en la misma oración”,
opinó Nieblas, quien sugirió calma y paciencia, porque aún en el
caso de llegarse al extremo de las
deportaciones, el proceso sería
largo y “no se hace de un día para
el otro”.
Se necesitarían audiencias en las
cortes de inmigración, “que están
completamente atoradas” por la
cantidad de casos que manejan
actualmente, nuevos espacios para
alojar a las personas detenidas y
más fondos, agregó.
La también abogada Lourdes
Monteagudo manifestó que la actual “etapa de pánico” no permite
ver las cosas “de una manera más
objetiva”, y considerar que los
jóvenes estarían amparados por
las leyes de inmigración y las leyes
generales del país.
“Son una categoría privilegiada
y no los van a ir a buscar a sus
casas para deportarlos”, afirmó
Monteagudo, porque según su interpretación “la ley establece que
los niños no pueden ser culpados
por delitos cometidos por sus
padres”, que son los responsables
de su presencia indocumentada
en el país.
Inclusive opinó que el nuevo
Congreso, dominado por los republicanos, podría avanzar en un
acuerdo bipartidista para aprobar
la tan ansiada reforma migratoria,
que le negaron a Obama.
No tan convencido se muestra
el venezolano Escalante, traído
por sus padres a Estados Unidos,
pues, aunque tiene permiso de
trabajo gracias a DACA, la llegada
del nuevo Gobierno lo encuentra
“transitando un territorio desconocido”, por el futuro del programa y

Crean una cápsula nueva
para los medicamentos
Una nueva cápsula capaz de
dosificar un medicamento durante
dos semanas promete facilitar tratamientos de larga duración como
el de la malaria, según un nuevo
estudio publicado por la revista
Science Translational Medicine.
Los medicamentos de ingesta
oral no suelen durar más de un
día, mientras que esta nueva
cápsula, probada hasta ahora en
puercos, resiste hasta dos semanas en el estómago.
Los investigadores usaron la
cápsula para dosificar ivermectina, que se cree que puede reducir
la transmisión de la malaria, pero
consideran que la cápsula podría
aplicarse para muchas otras enfermedades.
En su prueba, la cápsula dosificó ivermectina durante diez días a
los puercos sin dañar el estómago
u obstruir la ingesta de comida.
La cápsula, con forma de estrella, podría adaptarse para administrar otros tratamientos como
el de la tuberculosis.
“Esto realmente abre la puerta
a sistemas de ingesta oral de larga
duración, que pueden tener efecto
en todo tipo de enfermedades,
como el Alzheimer o los desórdenes de salud mental”, indica Robert Langer, profesor del Instituto
de Tecnología de Massachusetts
(MIT), una de las instituciones
responsables del estudio.
“Conseguir que los pacientes
se tomen su medicina cada día
es realmente un reto. Si conseguimos que la medicina tenga
efecto durante un largo periodo
de tiempo, podremos mejorar
radicalmente la eficacia de las
campañas masivas de administración de medicamentos”, explicó
Andrew Bellinger, uno de los
autores principales del estudio y
cardiólogo en Brigham and Women’s Hospital.
Solo en el país, el que los pacientes no sigan sus tratamientos
como es debido cuesta 100,000
millones en gastos de salud, según el estudio.
Además, la falta de seguimiento en los tratamientos supone una
“gran barrera” para combatir
enfermedades como la malaria.

Según una encuesta el 49% de los estadounidenses creen que Trump hará más
para dividir el país que para unirlo.

La encuesta de la consultora
Gallup indica también que el 49%
de los estadounidenses creen que
Trump hará más para dividir el
país que para unirlo, frente al 45%
que opina lo contrario.
El porcentaje de estadounidenses que perciben al país como
dividido es el más elevado desde
que Gallup comenzó a hacer esta
encuesta periódica, en 1994, y
supera el récord marcado en 2012,
cuando el 69% veía más división
que unidad en el país.
Durante los 22 años estudiados,
no obstante, quienes percibían
división siempre han sido más
que los que creían en la unidad,
con la única excepción de dos
encuestas desarrolladas después
de los ataques terroristas del 11
de septiembre de 2001 contra el
país, cuando el 74% y el 69% de
la población consideraba que el
país estaba unido.
Apenas el 21% de los estadounidenses opina que el país está
“unido y de acuerdo respecto a
sus valores”, según lo consultado
por Gallup.
Por afiliaciones partidistas, los
más proclives a creer que el país
está dividido son los demócratas
(83%), seguidos de los independientes (78%) y de los republicanos (68%).
La confianza en la capacidad de
Trump para unir al país es inferior
a la que Gallup detectó las dos únicas otras veces en las que ha hecho
esa pregunta en las encuestas: tras
la reelección de Barack Obama en
2012 y después de la de George W.
Bush en 2004.
En 2012, el 55% de los estadounidenses apostaban por que
Obama conseguiría unir al país,
mientras que en 2004, cuando
Bush logró otro mandato en la
Casa Blanca, el 57% opinaban que
avanzaría hacia la unidad, según
las encuestas de Gallup.
Solo el 45% de los estadounidenses opina ahora lo mismo
de Trump, aunque en su caso
debe añadirse el factor de incertidumbre que implica el hecho
de ser elegido por primera vez, y
no reelegido, como en los otros
ejemplos.
La encuesta se llevó a cabo
entre el 9 y el 12 de noviembre,
justo después de las elecciones
presidenciales del día 8, sobre
una muestra de 1,019 adultos, y
tiene un margen de error de más
o menos 4 puntos porcentuales.
