What is the TRC?
The Technology Resource Center
• A government-owned and controlled corporation (GOCC) founded in
February 23, 1977 under Presidential Decree 1097.
• Mandated to transform the country’s technology assets into
business success stories that redound to better business and better
life for Filipinos.
• Lodged under the Office of the President since 1987, the
administrative supervision of the TRC was transferred in 2007 to the
Department of Science and Technology (DOST).
• Formerly TLRC (Technology and Livelihood Resource Center), TRC
is committed to provide avenues for technology transfer, livelihood
training, business development and job creation

Brief Background
• Originally established in 1991 as part of the
short-term Mt. Pinatubo Rehabilitation Program.
• Eventually evolved into a long-term program
for the creation of sustainable sources of
income for its local communities.

• The TRC manages eight (8) TechnoCenters
(TCs) located in various parts of Pampanga,
Bataan, Tarlac and Zambales.
• They offer SMEs affordable office spaces,
warehousing and production areas for small to
medium-sized enterprises.

FOSTERING THE FUTURE:
The DOST-PEZA Open TBI
Focus : Technology-oriented start-ups.
Target : Entrepreneurs with innovative ideas
but lack experience and resources to
run their chosen businesses.
Goal:
To develop the business of incubatees until they can be freestanding, thus ensure high likelihood of success in the real world.
Incubation Period: Normally 2 to 3 years.

ENABLING THE COUNTRYSIDE:
The TLDC System
The TRC partners with LGUs all over the country
to establish Technology Livelihood
Development Centers (TLDCs).
To date, there are 52 active TLDCs nationwide .
Community-based Business Incubators
The TRC partners with select SCUs to establish
business incubators Technology Livelihood
Development Centers (TLDCs).

NURTURING HOPE IN THE GRASS ROOTS:
The TRC engages in socialized or subsidized
training programs for marginalized urban
communities thru its SOCTECH Program.
Goal: ensures the dissemination of livelihoodenhancing technology even to those who can
least afford it.
Means: Done in partnership with charitable
foundations, & other government and nongovernment organizations.

ENJOINING PRIVATE INVESTORS:
To encourage private investors venture into
promising but untried technology-based
businesses, the TRC takes the risk with them
through joint venture (JV) arrangements.

transfer of mature and socially relevant
technologies from reliable R&D institutions
into the able hands of the private business
sector.
