Success
Apparently the word
is out: the schools
in Vieques have an
unbelievable drop out
rate. While this may
not be news to some,
it does make a good argument for continuing the
work of organizations like Reach for Success and
other organizations which are dedicated to helping
the youth of Vieques.
In addition to the abysmal academic standards,
there is the lure of drug and alcohol use and
crime. If these trends are to be improved, it is our
responsibility to provide the youth of Vieques with
positive alternatives. Reach for Success has made
a difference in all of the lives of its members..
RFS is an after school program which serves
students ages 12-18. With an emphasis on formulating goals and fulfilling necessary requirements
to achieve them,
Reach has enabled 65 students to further their
education with the help of scholarships and an
active mentoring/training program.
Workshops in English, alternative energy, psychology, photography, art, health care, business
entrepreneurship, and hospitality have broadened
the students horizons and made them aware of
possible careers they didn’t know existed.
Many local volunteers like Chuck Tephner and
Eric Schmell, have helped to inspire and influence
students who are interested in subjects which
are not offered in schools in Vieques. By working
together on special projects under the capable
guidance of professionals, students develop responsibilty, leadership and useful skills which will
become assets throughout their lives.

Reach for Success
Aparentemente la voz se ha regado: las escuelas de Vieques tienen una incidencia increíble
de fracasos. Si bien ésto no es nuevo para algunos,
es una buena excusa para continuar con el trabajo
de organizaciones como Alcanzando el Éxito y
otras organizaciones que se dedican a ayudar a la
juventud de Vieques.
Además de los pésimos estándares académicos, se encuentran la tentación del uso de drogas
y alcohol y la criminalidad. Si estas tendencias
deben ser mejoradas, es nuestra responsabilidad
ofrecer alternativas positivas a los jóvenes de Vieques. Alcanzando el Éxito ha hecho la diferencia
en todas las vidas de sus integrantes.
RFS es un programa extracurricular que trabaja
con estudiantes entre las edades de 12-18. Enfatiza el establecimiento de metas y el cumplimiento de los requisitos necesarios para alcanzarlas.
El programa ha permitido a 65 estudiantes
continuar con educación universitaria, con la

ayuda de becas y un programa activo de orientación y adiestramiento.
Talleres de inglés, energía alternativa,
psicología, fotografía, arte, cuidado de la salud,
negocio empresarial, y hospitalidad han ampliado
el horizonte de los estudiantes y les han hecho
conscientes de las posibles profesiones que no
sabían que existían.
Muchos voluntarios locales como Chuck Tephner
y Eric Schmell han ayudado a inspirar y han influido en los estudiantes, quienes están interesados
en materias que no se ofrecen en las escuelas de
Vieques. Al trabajar juntos en proyectos especiales, bajo la experta dirección de profesionales, los

Vieques Baila 2012 –
It takes a Village and the
Love of Vincent Tozzi for Vieques
Vieques Baila was created in 2007 by Vincent
Tozzi. Vinny has known to his friends were talking
to Maritza Peréz in 2006 and she complained that
there is not a place to dance on Valentine’s Day.
Voilá, Vinny thought, why don’t we create a dance
party for your birthday and celebrate the good
things Vieques has to offer.
Vieques Baila is a night that everybody enjoys.
The celebration is about the good things of Vieques.
No cultural clash, no religious differences nor
political views are shared, just dance, smiles and
of course wonderful food and desserts. Oh my God
the desserts!- all kinds and flavors.
Everything is donated except the roast pig and
the DJ which are paid for by Vinny. But one of
the most beautiful things about this event is the
generous support of the community by various
groups and organizations that help throughout
the year. This year’s theme is – It takes a Village
(taken from Hilary Clinton’s book). The concept
is self-explanatory but is a way to celebrate how
the Vieques community unites for a night and just
celebrates. It is about caring for your neighbor,
gatherings with your loved ones, your friends, and
helping out the community.
So with open arms let us celebrate the upcoming of Vieques Baila and we thank Vincent Tozzi for
his dedication, efforts and love of Vieques. Hope
to see you all there and of course I hope to see you
dancing!

Se necesita un pueblo y el Amor
de Vincent Tozzi por Vieques
Vieques Baila fue creado en el 2007 por Vincent
Tozzi, Vinny como lo conocen sus amigos, hablaba
con Maritza Pérez en el 2006 y ella se quejó de que
no había un lugar para bailar el Día de San Valentín.
Voilá, Vinny pensó en por qué no hacer un baile
para su cumpleaños y celebrar las cosas buenas
que Vieques tiene que ofrecer.
Vieques Baila es solo una noche en la cual
todo el que asiste la disfruta. La celebración es
acerca de las cosas buenas que tiene Vieques. No
hay choques culturales, ni diferencias religiosas
o políticas, solo baile, sonrisas, y por supuesto,
maravillosa comida y postres. Oh por Dios, los
postres – de todas clases y sabores.
Todo es donado, excepto el lechón asado y el DJ,
pagados por Vinny. Una de las cosas más hermosas acerca de este evento es la generosa ayuda
de la comunidad a través de varios grupos u organizaciones que ayudan a los viequenses durante
todo el año. Este año el tema es –Se necesita un
Pueblo (tomado del libro de Hilary Clinton).
El concepto se explica por si solo, pero es una
forma de celebrar cómo la comunidad de Vieques
se une por una noche para celebrar; se trata de cuidar a su vecino, compartir con sus seres queridos,
sus amigos, los animales y cómo puede ayudar en
la Comunidad.
Así que, con los brazos abiertos, celebremos el
próximo Vieques Baila y agradecemos a Vincent
Tozzi por su dedicación, esfuerzo y amor por
Vieques. Espero verlos a todos y por supuesto,
espero verlos bailando.

Ernesto Peña, a local artist in Vieques lent
his talent to create a new mural at the High
School. W Retreat & Spa donated the paint
and materials, and the High School offered
the space for Ernesto Peña to bring this wall
to life. The mural took a total of two months
to create and is a wonderful addition to the
school, sure to add enjoyment to students for
years to come. See the finished mural in the
Feb. issue of Vieques Events!

Ernesto Peña, artista local en Vieques donó su

Superior. El W Retreat & Spa donó la pintura y
los materiales, y la Escuela Superior proveyó el

y es una maravillosa adición a la escuela, para

Caribbean Lady Charters • Tom and Ann have
been sailing and chartering in the Caribbean
for the last six years. He taught high school
Earth and Space Sciences in Miami Dade Public
Schools. Captain Tom is a Navy veteran and
holds a 100 to power and Sail Coast Guard
License. He come from a long line of Caribbean
mariners and is fluent in English and Spanish.
Ann is a graduate level Home Economist who
taught food preparation. Her creation will be the

Hutchinson, Artist and Gallery Director, opened the
doors to her new gallery location at the historic Hotel
Carmen on Main Street (Calle Munoz Rivera), Isabel II.

montón de cosas diferentes, pero este año 2012 vamos a hacer
todo lo necesario para transformar a Vieques en una isla verde.
El experimento verde es la esperanza de girar los esfuerzos que realizan las organizaciones, empresas y todos
aquellos interesados en hacer pequeños cambios, ya que van
a ser grandes cambios para nuestro futuro. Inspirado por el Fideicomiso de
Conservación e Historia de Vieques, y un grupo de voluntarios dispuestos para
ayudar a desarrollar respuestas eficaces y posibles que reduzcan la basura que
producimos y colaborar con todas aquellas organizaciones y personas que ya
están haciendo un esfuerzo para nuestro ambiente. Estamos abiertos a ideas y
la colaboración y también vamos a promover algunas iniciativas durante todo el
año. Busque oportunidades para apoyar a la oficina de reciclaje, para involucrarse en la limpiezas de la playa con MANTA, la creación de El Vaso de Vieques
Reusable con logo de los patrocinadores y muchos otros proyectos nítidos y
fácil de hacer para lograr cambios ahora. El súper kit verde es para reducir los
residuos de plástico y los diez primeros de la lista verde te pueden hacer más

The Vieques Green Experiment is hoping to swirl the
ongoing efforts of the agencies, businesses, and everybody else interested into doing small changes now that will grow to big changes for our future. Inspired by The Vieques Conservation & Historical Trust and
a group of dynamic volunteers to first help develop quick, practical solutions
to help reduce the trash we produce and team up with the organizations and
people who are already doing a lot of good for our environment. We are open to
ideas and collaboration and will be promoting initiatives throughout the year.
Look for opportunities to support the recycling office, get involved in beach
cleanups with MANTA, the creation of the Vieques Reusable Cup with sponsor
logos and many other fresh and easy projects to make positive changes now.
The super green kit to reduce plastic waste and the top ten green list can make
you “greener” overnight. We are seeking the involvement of businesses and
schools to ensure the changes not only make sense but also work.
We will also feature “the green corner”, a monthly column in the Vieques
Events with news and practical information on new projects in Vieques. This
month’s green corner features the Bring Your Own Cup campaign.

Plastic cups are sold by the millions at restaurants and cafés, taken to
the beach (and sometimes left there), and all too often tossed in the
trash after a single use! Imagine...that plastic cup that you are enjoying
a margarita in now and then throw in the trash bin, will be in the Vieques
landfill for over a hundred years – yet you used it for (on average) 20
minutes or less. If it was water that you were drinking it could be less
than 30 seconds! If you flew to Vieques on a major airline, think about
1 million plastic cups used every 6 hours on flights in the US. Vieques
and the earth cannot sustain this waste. It’s time to change. Find a
cup that you like and stick with it! You don’t leave your house without
your cell phone --now don’t leave without your reusable cup!

Vieques ha estado sufriendo severas restricciones presupuestarias y extremo desempleo que han ocasionado miseria y verdadera depresión
económica. Hay algunas buenas noticias y motivos para ser optimistas acerca de nuestra situación en el año 2012. A pesar de los esfuerzos de los
gobiernos para estimular la economía, ha tomado tiempo llevar a cabo proyectos a través de las etapas de planificación y construcción. Finalmente,
sin embargo, las cosas están evolucionando bien; hemos llegado al comienzo de una explosión de nuevos proyectos y programas comunitarios. La

Vieques has been suffering from severe budget constraints and extreme local unemployment that have created economic misery and a true
depression. But there is some good news and reason to be optimistic about our situation in 2012. Despite governments’ efforts to stimulate the

Las Marias ha visto la terminación de 83 unidades

vivienda en Coca González (Proyecto del Gobierno de
PR de $11,700,000).

units for low income families. So far, 33 families have
completed the screening process and are currently
enjoying life in Coca González ($11,700,000 PR government project). Vetting of the applicants is quite
thorough. All units are expected to be filled by March.

egún reportado en el Vieques Events
durante el verano 2010, la Alcaldesa Evelyn
Delerme Camacho se ha sentido frustrada
tratando de luchar por un mejor sistema
de transportación marítima para Vieques, debido
a la arrogancia y agresividad de la Junta de la ATM.
Ella ha llegado al punto donde piensa que una
demanda es la única forma de lograr algo de justicia
para nuestra isla. A través de la intervención del
Gobernador y algunos legisladores, ella se echó
para atrás para darles la oportunidad de arreglar
las cosas.
Bien, un nuevo director fue nombrado y, con
la ayuda de la Administración Federal de Transportación (FTA), un enfoque mas profesional (y de
larga duración) fue adoptado y se han contratado
consultores para ayudar. Desafortunadamente, los
problemas sistemáticos en la ATM son tan severos
que las operaciones se han desintegrado. Luego de
4 meses de un indescriptiblemente horrible sistema
de transportación, la alcaldesa presentó una demanda contra la ATM alegando incumplimiento para
desempeñar sus servicios contratados y pidiendo
una indemnización por daños de $1,000,000.
El sistema de transportación se supone que
opera para beneficio de Vieques y Culebra. La administración de la ATM continúa ignorando las verdaderas
necesidades de Vieques. Derrochan millones de
dólares otorgados por el gobierno estatal y federal.
Compran embarcaciones de pasajeros en vez
de una combinación de embarcaciones de carga/
pasajeros. Operan con itinerarios que favorecen
a sus empleados y no a los clientes (incluso acortando el servicio durante las festividades navideñas
para que los empleados pasen más tiempo con sus
familias). Su sede es en Fajardo en vez de Vieques,
para así poder emplear mayormente a personas de
la Isla Grande. Asignan 12 ferries a la semana para
Culebra (1800 personas) y 15 para Vieques (9300).
No hacen ningún esfuerzo por utilizar la ruta corta
(Ceiba) porque el alcalde de Fajardo lucha por ello y
su equipo no quiere ningún cambio.
Mientras tanto, nuestros negocios no pueden
transportar productos, equipo o materiales debido a
que el sistema está bien limitado. Los suplidores de
la isla grande no envían sus camiones y empleados
debido a la falta de confiabilidad de los servicios
regulares que conllevan grandes horas extras y
gastos adicionales. Las reservaciones anticipadas
se han convertido en imposibles y cada viaje es un
riesgo. Incluso nuestro servicio telefónico (PRT/
Claro) se está afectando, ya que los instaladores y
técnicos no pueden llegar de forma confiable. Cualquier trabajo que requiera nuevo cableado desde los
polos ha sido suspendido por meses y meses.
Cuando los negocios no pueden adquirir los materiales necesarios de construcción e instalación,
tienen que suspender a sus empleados. Cuando los
compradores no pueden adquirir sus productos, no
compran. La economía cae cada vez más. Vieques
sufre. Los daños reales son más de $1,000,000.

Camacho had become very frustrated
trying to fight for better ferry services
for Vieques due to the arrogance and aggressive
ignorance of the ATM Board. She had reached a
point where she thought that a lawsuit was the
only way to achieve any justice for our island.
Through the intervention of the Governor and
certain legislators, she backed off to give them
a chance to set things right.
Well, a new director was put in place and,
with the help of the Federal Transportation
Administration (FTA), a more professional
(and long term) approach was adopted and
consultants were hired to assist. Unfortunately,
the systemic problems at the ATM are so severe
that the operations have disintegrated. After
4 months of unspeakably horrible cargo ferry
service, the mayor filed suit against the ATM
claiming a failure to perform their contracted
services and asking at this time for damages of
$1,000,000.
The ferry system is supposed to operate
for the benefit of Vieques and Culebra. But, the
ATM management continues to ignore the real
needs of Vieques. They squander the millions of
dollars provided by both the federal and PR governments. They buy passenger boats instead
of combination cargo > passenger boats. They
operate on schedules that favor their employees
instead of their clients (even cutting needed
holiday service to allow employees more time
with their families). They base themselves in
Fajardo instead of Vieques so that they employ
mostly main island people. They allocate 12
ferries per week to Culebra (1800 people) and
15 to Vieques (9300). They won’t make any effort to use the short route (Ceiba) because the
mayor of Fajardo fights it, and the staff doesn’t
want any changes.
In the meantime, our businesses can’t get
product, equipment, or materials because the
system is so constrained. Vendors on the main
island won’t send their trucks and employees
over here due to the lack of reliability of the
scheduled service leading to extreme overtime
and added expenses. Reservations ahead of
time have become impossible and every trip is
a gamble. Even our phone service (PRT/Claro) is
suffering because installers and linemen can’t
get here reliably. Anything requiring running
new wires from the poles has been on hold for
months and months.
When businesses can’t get the materials
they need for construction or installation, they
lay off their workers. When shoppers can’t get
product, they don’t buy. The economy just spirals down more and more. Vieques suffers! The
real damages are more than $1,000,000.
We are the tail of the dog; the colony of the
colony. Our representatives pay lip service to us.
Let’s hope that the lawsuit works some magic.

Héctor Meléndez, Coordinador del Programa de Reciclaje de Vieques dijo:
“si miras a la naturaleza puedes ver el reciclaje en acción.” Su esperanza es
que cada uno de nosotros saque tiempo y preste atención a la naturaleza y
aprenda cómo hacer del reciclaje una parte de nuestras vidas. Héctor ama
el reciclaje, lo que va más allá de sus 40 horas de trabajo. Rápidamente
aclara que no está solo en su dedicación, mencionando que varios de sus
empleados regularmente dan el 110% de esfuerzo en su trabajo. Cuando
le preguntamos acerca del Árbol de Navidad de 40’ ubicado en la plaza,
rápido nos dijo que su realización fue un esfuerzo familiar. Cada año,
luego de las Fiestas Patronales, en algún momento durante el mes de julio,
un comité de 7 personas se reúne para planificar las festividades navideñas
de ese año. Este año se decidió unánimemente la creación de un árbol y las
decoraciones con material reciclado. Cuando dijo ésto, que fue un esfuerzo
familiar, él no estaba bromeando – amigos y miembros de la familia se
unieron al comité de 7 miembros para llevar a cabo todas las decoraciones.
Cada noche que trabajaron, alguien cocinaba la cena para ellos, para que así
pudieran continuar con su trabajo, muchas veces hasta la medianoche.
El árbol de 40’ contiene 5,317 botellas. Esto significa que hay más de
400 libras de material que no terminaron en el vertedero de Vieques o
llegaron al océano, lo cual es bien perjudicial para la vida marina. Mientras
que la mayoría de este árbol puede ser roto y reciclado, en vez de ésto, vivirá
nuevamente, con algunos adornos durante la próxima temporada navideña.
El comité usualmente trata de crear decoraciones que se puedan usar por

Todo el trabajo para crear el árbol fue realizado en su tiempo personal,
luego de horas de trabajo. El árbol y las decoraciones fueron hechas en
el centro de reciclaje, con la excepción de algunas de las flores que fueron
creadas por varios participantes del Centro de Envejecientes. Al principio,
el grupo de trabajo estaba sacando las etiquetas de las botellas, pero luego
decidieron dejarlas para que llamara la atención el echo de que las botellas
eran reutilizadas. Héctor dijo: “queremos que las personas vean el verdadero concepto de reciclar y reusar. Lo que las personas ven como basura,
no tiene que permanecer como basura”.
El globo bajo el árbol representa a la Tierra – y a través de la tecnología
de la fotografía, el árbol ha llegado hasta el otro lado de la Tierra a Japón,
donde también están disfrutando de la creatividad de la gente de Vieques.
Nuevamente, todo el trabajo para crear las decoraciones navideñas de
este año fue realizado durante tiempo personal, con gran amor, orgullo
y entusiasmo. Héctor dice: “Amo mi trabajo. Nos divertimos.” Él es
defensor de ser el cambio que ustedes quieren ver en el mundo, dándo el
ejemplo correcto.
Héctor Meléndez, Coordinator of the Recycling Program here on Vieques
states that, “if you look to nature you can see recycling in action.” His
hope is that we all take some time to pay attention to nature and learn how
to make recycling a part of our lives. Hector has a love of recycling that extends way beyond his 40 hour a week job. He is quick to say that he is not
alone in his dedication, mentioning that several of his employees regularly
give 110% effort to their work. When asked about the 40’ recycled Christmas tree in the plaza, he replies that it was a family effort to bring this
about. Every year after the Fiesta Patronales, sometime in July, a committee of 7 people gathers to plan the Christmas festivities for that year. This
past year it was a unanimous decision to create a tree and decorations out
of recycled materials. When he said that it was a family effort he was not
joking - friends and family members joined the 7 committee members to
create all of the decorations. Each night that they worked, someone would
cook up a meal for them, so that they could continue their efforts on into
the night, sometimes as late midnight.
The 40’ tree is made up of 5, 317 bottles. That means that there is
more or less 400 pounds of materials that will not end up in the Vieques
landfill or breaking down in the ocean where it is very harmful to sea life.
While most of this tree could be broken down and recycled, instead it will
live again, with some embellishments for the next holiday season. The
committee usually tries to create decorations that can be used for a couple
of years, with some additions for the subsequent year. In order to collect
enough plastic bottles, the Recycling group offered free t-shirts in exchange
for plastic bottles at the environmental fair that was held this past summer.
They deliberately did not tell people what the bottles were to be used for
because they wanted the tree to be a surprise.
All of the work to create the tree was done on their own personal time,
after working hours. The entire tree and decorations were fabricated at
the recycling center, with the exception of some of the “flowers” that were
created by some of the participants at the Elderly Center. At one point the
construction crew was taking the labels off the bottles, but later decided to
leave them on so that it would draw attention to the fact that the bottles
were re-purposed. Hector said: “We want people to see the true idea of
recycling and repurposing. What people see as garbage doesn’t have to stay
as garbage”.
The round bottom under the tree represents the Earth - and through
the technology of photography the tree has made it’s way to the other side
of the Earth to Japan, where they too are enjoying the creativity of the
Vieques people.
Again, all of the work to create this year’s holiday extravaganza was done
on personal time, with great love, pride and enthusiasm. Hector says, “I
love my job. We have fun”. He is a strong proponent of being the change
that you want to see in the world, by setting the right example.

The Recycling Program has a very dedicated staff consisting of 7 at present,
with 3 employees that are employed for only 6 months. The staff is comprised
of Coordinator Hector Melendez, 1 driver, 2 secretaries, 2 permanent employees
and the 3 non-permanent employees.
El Programa de Reciclaje tiene un personal muy dedicado que consta de 7
empleados, de los cuales 3 trabajan por 6 meses. Este equipo está compuesto
por el Coordinador Héctor Meléndez, 1 chofer, 2 secretarias, 2 empleados
permanentes y 3 empleados a tiempo parcial.
OUR PURPOSE
NUESTRO PROPOSITO
The current Administration and recycling team, is committed to improve the
recycling program and look for better ways to protect our environment. The purpose of law 70 is to provide feasible alternatives for solid waste accumulation
at the Municipal dumps, extending the life of them, and reducing environmental
contamination.
La actual Administración y equipo de reciclaje están comprometidos a mejorar el programa de reciclaje y en buscar mejores medios para proteger nuestro
ambiente. El propósito de la Ley 70 es ofrecer alternativas viables para la
acumulación de desperdicios sólidos en los vertederos Municipales, alargando
la vida de éstos, y reduciendo la contaminación ambiental.
WHAT WE RECYCLE
QUE RECICL AMOS
The recycling program currently collects: cardboard, aluminum, plastic,
scrap metal, scrap tires, and paper. Glass is not currently being recycled but
they hope to do so in 2012. Tires are collected and given to people who ask for
them for retaining walls. Hector and his crew built two retaining walls for two of
the schools on the island. Used cooking oil is received at the dump site and is
being used to fuel some of the earth-moving vehicles at the dump.
El programa de reciclaje actualmente colecciona cartón, aluminio, plástico,
chatarra, neumáticos y papel. Actualmente no se recicla cristal, pero se espera
hacerlo en el 2012. Los neumáticos son recogidos y entregados a las personas
que los solicitan para construir muros de contención. Héctor y su equipo
construyeron dos muros de contención para dos escuelas locales. El aceite de
cocinar usado es recibido en el vertedero y se está utilizando como combustible para algunos de los vehículos que mueven la tierra en el vertedero.
WHAT YOU C AN DO
With limited staff out on the street and in the processing center, the program
has a huge undertaking with little resources.
They provide service to businesses, federal, state and municipal agencies,
and to the residents upon request. One obstacle to overcome is not having
neighborhood recycling deposit bins where individuals would be able to sort
and dump their recyclable materials for pick up. There is a plan in place with
strategic sites already identified to implement this program. But it will need
the support of Vieques residents to make it work. A major problem is that often
times trash is mixed in with the recyclables which, with limited staff and equipment, makes it difficult to sort. Please do not combine trash with your recycled
materials.
Recycling bins are now available for commercial establishments by calling
Hector’s cell phone at 787/646-4180 or by calling the Municipality and leaving a
message 787.741.4442. Serena Brosca from N. Carolina Coordinator of Keep Vieques Beautiful has gotten 200 house-hold recycling bins from N.C. that are on
their way here. Hector plans to get another 700 bins and begin a pilot recycling
project in the barrios of Esperanza, Florida and Las Marias.
The Vieques Municipality and the Recycling Office are committed to protecting our environment and preserving our natural resources; but it is the
responsibility of the community as well. We urge you to participate in recycling
programs. It takes commitment from you and all of your family. It takes diligence, effort and it might even take time out of your day to drive to one of our
drop-off locations. Or to organize your neighbors and community to establish a
neighborhood drop off site. But it is a necessary step to the future health and
consciousness of Vieques. Please participate.

For Hector and his staff, recycling is not just a job...it’s also how they live. One of the
first projects for the new office was to fabricate a fish pond in front of the office that
is made from a “repurposed” 600 gallon water tank. The filter was created using found
objects and with instruction found on the internet.

QUE USTED PUEDE HACER
Con un grupo limitado de empleados en las carreteras y en el centro de
procesamiento, el programa tiene que llevar a cabo una enorme tarea con una
gran limitación de recursos.
El programa ofrece servicios a los negocios, agencias federales, estatales
y municipales y a los residentes, a petición de los mismos. Un obstáculo a
superar es el no tener contenedores para reciclar en los barrios, donde las
personas puedan dividir y botar sus materiales reciclables para que éstos sean
recogidos. Hay un plan en proceso, con lugares estratégicos ya identificados,
para la implementación de este programa. Pero para que funcione, necesita la
ayuda de los residentes de Vieques. El principal problema es que en muchas
ocasiones, la basura se mezcla con los artículos reciclables, lo cual, con un
limitado personal y equipo, hace difícil la separación de los mismos. Por favor,
no mezcle la basura con los materiales reciclables.
Los contenedores de reciclaje están disponibles para los establecimientos comerciales llamando a Héctor al 787-643-4180 o llamando al Municipio
787.741.4442. A Serena Brosca de Carolina del Norte y Coordinadora de “Keep
Vieques Beautiful” le han donado 200 contenedores para reciclaje en los hogares desde Carolina Norte, los cuales llegaran pronto a la isla. Héctor planifica
establecer un proyecto piloto en los Barrios Esperanza, Florida y Las Marías.
El Municipio de Vieques y el Programa de Reciclaje están comprometidos
a proteger nuestro ambiente y a preservar nuestros recursos naturales; pero
ésto también es responsabilidad de la comunidad. Le exhortamos a participar
en los programas de reciclaje. Se necesita el compromiso suyo y de su familia.
Se necesita diligencia, esfuerzo y quizás parte de su tiempo, para llevar el
material a uno de los centros de acopio. Puede ayudar a organizar con sus
vecinos y su comunidad un centro de acopio en su vecindario. Es un paso
necesario para conservar la salud futura y crear consciencia en Vieques. Por
favor, participa.

Cardboard- Flatten or cut boxes and stack.

Cans- Recycle aluminum cans and steel cans—including clean & dry paint
cans, and empty aerosol cans. Also recycle aluminum foil.

Plastic Containers - Recycle plastic bottles, jugs, and jars marked
1 or 2, and all beverage containers labeled “CA Redemption Value” or
“CA Cash Refund” including:
Food & Beverage Containers — Milk, soda, water, salad dressings,
cooking oil, etc.
Jars & Canisters — Peanut butter jars, mayonnaise jars, aspirin bottles
and 35mm film canisters.
Cleaning Products & Detergents — Bleach, detergent, soap, shampoo,
drain cleaners, etc. (Containers must be empty and clean.)
Automotive & Yard Care Products — EMPTY and clean motor oil, antifreeze, plant food and herbicide containers.
If the plastic container has the “chasing arrow” symbol with a number in
the center please recycle it.
Mixed Paper - Recycle virtually all clean and dry paper including: writing
paper (all colors), computer paper, Xerox paper, “no carbon required” (NCR)
forms, catalogs, brochures, magazines, junk mail, phone books, post-it
type notes, and shredded paper. PLUS if those items have staples, window
envelopes, or even those little metal clasps on legal envelopes, they’re OK,
too! But, please, no large metal items like large clasps or 3-ring binders.
You can also recycle cereal boxes and other clean food packaging,
including cake boxes, flour bags, frozen dinner boxes, paper egg cartons,
and soda/beer 12-pack carrying boxes. Also recycle paper grocery bags, gift
boxes, shoe boxes, paper gift wrap, calendars, and core tubes from paper
towels, etc.
“Keep Vieques Beautiful” (KVB) ha tenido
éxito en la adquisición de 200 (18 galones)
contenedores plásticos para reciclaje, a
través de la Ciudad de Concord, en Carolina
del Norte. KVB! pidió reutilizar estos obsoletos contendores para Vieques y con el voto
unánime del Consejo de la Ciudad, los contenedores fueron donados generosamente.
La próxima tarea es tener estos contenedores en Vieques para Año Nuevo. Luego
de meses de logística, KVB! y Héctor Meléndez, Coordinador de Reciclaje del Municipio de Vieques, logramos que los contenedores fueran enviados por una compañía
de mudanzas desde Concord, NC hasta Vieques, PR vía Orlando, FL. Vieques pagó el
53% de los costos de envío y DVB! El 47%. La donación del contendor y los costos
estimados de envío presupuestados sumaron 37% del costo de comprar y enviar
uno nuevo. La Ciudad de Concord apiló, envolvió y ató los contendores en paletas de
madera y están a la espera de ser recogidos. KVB! contactará a la compañía de mudanzas para hacer los arreglos y pagos finales del envío. Este va a ser un Feliz Año
Nuevo de Reciclaje para Vieques. Favor de llamar a Serena Broska si tiene preguntas

THE DEPOSIT CENTERS ARE LOC ATED AT:
Embases plásticos – Recicle las botellas plásticas y jarras marcadas 1
o 2, y todos los envases de bebidas etiquetados “Valor de Recuperación” o
“Reembolso de Dinero en Efectivo”, incluyendo:
Envases de Comida y Bebida – leche, refresco, agua, aderezos para
ensaladas, aceite de cocinar, etc.
Jarras y latas – envases de mantequilla de maní, mayonesa, aspirina y
rollos de 35mm
Productos de limpieza y detergentes – blanqueador, detergente, jabón,
champú, limpieza de tuberías, etc. (envases deben estar vacíos y
limpios).
Productos de cuidado de auto y patio – VACIE y limpie los envases de
aceite de motor, antifreeze, alimento para plantas y herbicidas.
Si el envase plástico tiene el símbolo de la flecha con un número en el centro,
por favor, recíclelo.
Papel mezclado – Prácticamente recicle todo el papel limpio y seco
incluyendo: papel de escribir (todos los colores), papel de computadora,
papel de fotocopiadora, “formas que no requieren papel carbón”, catálogos,
folletos, revistas, propaganda de correo, guías telefónicas, post-it, y papel
triturado. MAS si esos artículos tienen grapas, sobres con ventanilla, o
hasta aquellos sobres legales que tienen los pequeños broches de metal,
no importa. Pero, por favor, no incluya los que tienen grandes broches de
metal o carpetas de 3 anillos.
También puede reciclar cajas de cereal u otros empaques limpios de
comida, tales como cajas de bizcocho, fundas de harina, cajas de comida
congelada, cartones de huevo, y cajas de refresco/cerveza. También recicle
las fundas de papel, cajas de regalo, cajas de zapato, papel de regalo, almanaques, tubos de cartón del papel toalla, etc.

Keep Vieques Beautiful! (KVB!) succeeded in acquiring 200 (18 gallon)
plastic recycling containers through the City of Concord, North Carolina.
KVB! requested the repurpose of these obsolete bins for Vieques and upon
a unanimous City Council vote, the bins were generously donated.
The next task is to have the bins shipped to Vieques for the New Year.
Upon months of logistics, KVB! and the Municipality’s, Hector Melendez,
Vieques Recycling Coordinator have arranged for the bins to be shipped
via a moving company from Concord, NC to Vieques, PR via Orlando, FL.
Vieques has paid 53% of the shipping costs and KVB! 47%. The bin donation and budget shipping estimate amount to 37% of the cost to buy and
ship new. The City of Concord has stacked, wrapped and strapped the bins
onto two wooden shipping palates and they are awaiting pick-up. KVB!
will contact the moving company to make final shipping payments and
arrangements. It is going to be a Happy New Recycling Year for Vieques!
