Alexandra Ames Brachowicz Directora del Centro de Progreso Social CENTRUM Futuro Director of the Center for Social progress CENTRUM Futuro Strategia | País La Importancia de Medir el Progreso Social de Nuestras Regiones The Importance of Measuring the Social Progress of our Regions Foto: www.piperreport.com 58 En esta línea, se desarrolló el Índice de Progreso Social, que mide la calidad de vida de los ciudadanos a partir de 52 indicadores relacionados con necesidades básicas y de generación de bienestar como: (a) nutrición, (b) acceso a atención médica, (c) calidad de la vivienda y de los servicios básicos, (d) seguridad personal, (e) educación, (f) comunicaciones, (g) cuidado del ecosistema y (h) oportunidades vinculadas a la posibilidad de elección para mejorar nuestra posición en la sociedad. Una de las características más interesantes de este índice es que al utilizar solo indicadores de resultado (indicadores que midan el impacto propiamente dicho) y no de esfuerzo (indicadores que miden el esfuerzo de los recursos pero no el resultado obtenido de ello), permite conocer la situación real en la que se encuentran las personas y a partir de ello, contar con una línea de base que permitirá que se siga midiendo y diseñando pensando en los resultados que se van logrando. Al contar con indicadores que identifican el resultado final, independientemente del esfuerzo que se pueda hacer, es posible, tomar acción hacia un horizonte más claro. Este enfoque accionable es una característica que llevó al índice a desarrollar una estrategia más eficiente para lograr mejores transformaciones en una sociedad en un menor tiempo y en un menor esfuerzo. Así, los creadores de este Índice hablan del desempeño de los “países” y no de los “gobiernos” porque la situación en las que viven las personas, hoy en día ya no es responsabilidad El Índice de Progreso Social mide la calidad de vida de los ciudadanos a partir de 52 indicadores relacionados con necesidades básicas y de generación de bienestar. The Social Progress index measures the quality of life of citizens from 52 indicators related to basic needs and generation of welfare. H ow can you improve the performance of countries to generate higher quality of life in our citizens? This concern led professors Michael Porter of the Business School of Harvard and Scott Stern of the Massachusetts Institute of Technology to question, first of all, the ways in which we are measuring welfare or progress in a society. It is clear, for example, that GDP is an important indicator to measure the progress of a country in economic terms, but we know that you can not measure quality of life itself and to take decisions on social issues - from public-sector or private - it we need to rely on metrics that can be measured well-being in all its essence. From this, these professors developed a global initiative, called Social Progress Imperative, with the aim of providing tools that improve the performance of countries, guide social investment, and achieve results of great impact for the benefit of citizens. To achieve that, it was necessary, as a first step, create a measurement system that would more accurately reflect the real situation in which people live. In this line, the index of Social Progress was developed, which measures the quality of life of citizens from 52 indicators related to basic needs and generation of welfare as: (a) nutrition, (b) access to health care, (c) quality of housing and basic services, (d) personal safety, (e) education, (f)communications, (g) care of the ecosystem and (h) opportunities related to the possibility of choice to improve our position in the society. One of the most interesting features of this index is to use only indicators of outcome (indicators that measure the actual impact) and not indicators of effort (indicators that measure the effort of resources but not the result obtained from this), allowing to Strategia | País ¿ Cómo mejorar el desempeño de los países para generar mayor calidad de vida en nuestros ciudadanos? Esta preocupación es la que llevó a los profesores Michael Porter de la Escuela de Negocios de Harvard y Scott Stern de la Massachusetts Institute of Technology a cuestionar, en primer lugar, las diversas formas en que estamos midiendo bienestar o progreso en una sociedad. Está claro, por ejemplo, que el PBI es un indicador importante para medir el progreso de un país en términos económicos, pero sabemos que no puede medir calidad de vida propiamente dicha y para tomar decisiones en materia social – desde el sector público o privadonecesitamos basarnos en métricas que puedan medir bienestar en todo su esencia. A partir de ello, estos profesores desarrollaron una iniciativa global, llamada Social Progress Imperative, con el objetivo de brindar herramientas que permitan mejorar el desempeño de los países, orientar la inversión social y lograr resultados de gran impacto para beneficio de los ciudadanos. Para lograr eso, era necesario, como primer paso, crear un sistema de medición que permitiera reflejar con mayor precisión la situación real en la que viven las personas. 59 exclusiva de los gobiernos sino también de la sociedad civil organizada, de la academia y cada vez más de las empresas del sector privado. Sin embargo, el desafío del sector privado por contar con más herramientas que permitan diseñar sus programas sociales con la seguridad de implementar transformación social aún sigue en el tintero pese a los grandes esfuerzos y notables experiencias que tenemos en el Perú y el mundo. 60 Si bien este índice se mide a lo largo de 133 países, es posible trabajar mediciones al interior de cada país, siguiendo una metodología especialmente diseñada para ello, lo que permite, a su vez, identificar cuáles son los indicadores más importantes que deberíamos tomar en cuenta para diseñar nuestros proyectos de Responsabilidad Social. Esto, también nos ayuda de manera significativa a identificar las reales brechas de una forma más focalizada y, a partir de ello, empezar a construir una estrategia común con los actores involucrados. Durante el segundo semestre del 2015, CENTRUM Católica, consciente de la importancia de promover el desarrollo del bienestar de la sociedad, se sumó a la iniciativa del Social Progress Imperative y creó el Centro de Progreso Social, un laboratorio en donde se está trabajando para medir la calidad de vida en las 26 regiones del país y promover, con la metodología multistakeholder del Progreso Social, que las empresas responsables con su entorno, junto con la sociedad civil, comunidades, Estado y por su puesto con la academia, empiecen a desarrollar una estrategia conjunta, que permita, en primer lugar, identificar las prioridades y urgencias que motivan el esfuerzo colaborativo y en segundo lugar, a desarrollar un proceso de diseño y toma de decisiones compartido que permita tomar acción, para logar un impacto efectivo que permita transformar positivamente en la calidad de vida de las personas en las zonas de injerencia. Este enfoque permite minimizar los recursos o esfuerzos que cada una de las distintas organizaciones involucra cuando realiza proyectos vinculados a la generación de bienestar pero de manera aislada. This actionable approach is a feature that led the index to develop a more efficient strategy for achieving the best transformations in a society in a shorter time and with lesser effort. Thus, the creators of this index talk about performance of “countries” and not “governments” because the situation in which people live, today is not sole responsibility of Governments but also of organized civil society, of the academy and more and more of the companies in the private sector. However, the challenge of the private sector for having more tools that allow designing its social programs with the safety of implementing social transformation even remains in the pipeline despite big efforts and remarkable experiences that we have in Peru and the world. Working with a multi-sectoral logic and clear objectives and shared by everyone, allows to develop a more efficient collaborative work with greater chances of success in the results. Although this index is measured over 133 countries, it is possible to work measurements inside each country, following a methodology specifically designed for that purpose, which allows, in turn, to identify the most important indicators that we should take into account to design our Social responsibility projects. This also helps us significantly to identify real gaps in a more focused way and, from this, start building a common strategy with stakeholders. During the second half of the year 2015, CENTRUM Católica, awared of the importance of promoting the development of the welfare of the society, has joined the initiative of the Social Progress Imperative and created the Center for Social Progress, a laboratory where they are working to measure the quality of life in the 26 regions of the country and promote multistakeholder of the Social Progress with the methodology that responsible companies with its surroundings, together with civil society, communities, State and of course with the Academy, begin to develop a joint strategy, which will allow, first, identify priorities and urgencies that encourage collaborative and second, to develop a shared design and decision-making process that will allow to take action to achieve an effective impact that positively transform the quality of life of people in the areas of interference. This approach minimizes resources or effort involving each of the various organizations when it carries out projects related to the generation of well-being but in an isolated manner. Likewise, this approach allows to develop consensus faster and allows you to implement strategies with greater clarity. Finalmente, así como estar alineados con la estrategia país, es importante no perder de vista las estrategias de desarrollo propuestas por los organismos multilaterales. Los Objetivos de Desarrollo Sustentable de las Naciones Unidas, que también hacen un llamado a trabajar de manera colaborativa para el desarrollo, calzan perfectamente son los indicadores que mide el Índice de Progreso Social, por lo que esta herramienta no solo puede convertirse en el tablero de control de los ODS sino que permite ir midiendo el avance que vamos dando año a año en cada región y diseñar trabajos colaborativos que permitan minimizar riesgos y recursos, implementar el proyecto con gran facilidad y por supuesto, maximizar el impacto en beneficio de las personas y del país. In this same line, it is very important that the programs of social responsibility of enterprises could develop a strategy that will enable them to be permanently aligned with national development policies since this will allow our social indicators improve in less time. Hence, social responsibility policies must not lose sight of the vision of collaborative work and have serious strategies that allow to measure their work and design based on ambitious and attainable results. Finally, as well as be aligned with the country strategy, it is important to not lose sight of the development strategies proposed by multilateral institutions. The objectives of sustainable development of the United Nations, which also makes a call to work cooperatively for the development, that fit perfectly are the indicators to measure the Index of Social Progress, that is why this tool can not only become the control panel of the ODS but that makes it possible to measure the progress that we are giving every year in each region and designing collaborative work that will minimize risks and resources, implement the project with great ease and of course, maximize the impact for the benefit of the people and the country. Strategia | País En esta misma línea, es muy importante que los programas de responsabilidad social de las empresas puedan desarrollar una estrategia que les permita estar alineados permanentemente con las políticas de desarrollo nacionales pues ello permitirá que nuestros indicadores sociales mejoren en menor tiempo. De ahí que las políticas de responsabilidad social no deben perder de vista la visión de trabajo colaborativo y contar con estrategias serias que permitan medir su trabajo y diseñar sobre la base a resultados ambicionaos y alcanzables. 61
