SUMMER PROGRAMS 2016
Elementary Programs:
3rd Grade Summer Reading Camp: Intensive reading camp for third grade general education, ESOL, and
ESE resource students who scored a level 1 on FSA Reading. Instruction will include intensive reading
instruction focused on developing phonics, oral reading fluency, comprehension of literary and
informational text, and connecting reading and writing. The camp provides an opportunity to complete
a reading portfolio or achieve a passing Alternative Assessment score.
ESE 3rd Grade Reading Camp (Separate Class): This intensive reading camp is for third grade VE Mild/
Moderate students who scored a level 1 on FSA Reading and receive their reading instruction in a
separate ESE class. The focus of this program will include intensive reading instruction to develop
foundational skills, oral language, vocabulary, and comprehension.
ESOL – Grades K-5: The ESOL program offers an intensive English acquisition curriculum with a focus on
academic language in all content areas. The goal of the program is to deepen our ESOL student’s
academic language development through intensive hands-on activities while at the same time building
their English oral language development.
ESY: ESE and related services provided to students with disabilities beyond the regular 180-day school
year are called extended school year (ESY) services. Under the Individuals with Disabilities Education
Act, school districts must provide ESY services if the student requires those services in order to receive
a free appropriate public education (FAPE). Only ESE students with Individual Education Plans (IEPs)
reflecting “ESY” may attend. The ESY Determination of Need form is used to determine eligibility by the
IEP committee.
Migrant: Students in the Migrant Program are eligible to participate in any of the various programs,
such as: Grades 9-12 Online Learning for Credit Retrieval, and K-5 Enrichment Program that meets
their academic needs. The Migrant Program will provide services, resources, and materials to support
the students in addition to those offered by the District.
Title I CSI (Comprehension and Science Investigation) – Grades Pre-K, K, 1, 2, 3, & 4 : CSI
(Comprehension and Science Investigation) is an engaging, hands-on integrated science and reading
program. All Pre-K through fourth grade will be using the Florida Standards curriculum. CSI will focus
on science content, centered on themes with the practice of science, water cycle, weather, matter, and
energy. Hands-on Foss and Delta experiments, iPad technology, problem-solving math questions, and
writing will also be incorporated. The goals of this program are to strengthen reading and math
strategies, as well as pre-teaching science content for the coming year.
Title I Project STEM- Present 5th graders going to middle school: Project STEM (Science, Technology,
Engineering and Math) is a program where students identity a need, research a problem, design a
solution, build and test a prototype, find problems and redesign and then communicate the solution.
Each week students will work on Building a Super Sneaker, Designing Bridges, Building for Erosion
Control, and Designing a Greener Cleaner. The goals of this program are to prepare students to
collaborate with their peers and to learn about different engineering careers. These STEM activities

will enhance their upcoming middle school experience while reinforcing the Florida Standards
curriculum in math, science and ELA, along with iPad technology.
VPK (Voluntary Prekindergarten): A child living in Volusia County may enroll if the parent has a valid
2016 Summer Certificate of Eligibility from the Early Learning Coalition of Flagler and Volusia Counties.
School district personnel cannot determine the eligibility for the VPK program. The program’s
instructional focus will address the following: physical development, approaches to learning, cognitive
development and general knowledge, language communication and emergent literacy, and social and
emotional development.
Title I SEA (Summer Enrichment Adventure) Lab – Grades K, 1, & ESOL K/1- Only at Discovery and
Ortona Elementary sites: SEA (Summer Enrichment Adventure) Lab is a math and reading enrichment
program that takes place two weeks in June. Students participate in hands-on math and science
activities while researching informational text. This program also provides the opportunity for teachers
to participate in a model classroom under the supervision of a lead teacher. Teachers will receive
experience in small group instruction, center management, differentiation, and technology integration.
NOTE: Students in nearby Title I schools (Discovery and Ortona Elementary) may attend if parent’s
provide transportation. The program takes place Monday-Thursday, on June 13-16 and June 20-23
from 8 a.m.-11.am. Please call Gail Filson at 33211 for applications due to limited space.

Secondary Programs:
STEP UP 2 STEM CAMP: Step Up 2 STEM is a summer program opportunity for students finishing their
6th, 7th and 8th grade years. The program aims for students to create STEM projects of real-world
challenges. Students will research and design solutions to problems presented to them. This program
allows students to grow in mathematical understanding along with Science and Language Arts. The
program caters to all students with an emphasis on differentiation. This student-driven program is
packed with fun and learning in a manner where students will be engaged and excited for each new
day.
Driver Education: Provide students the opportunity to complete Driver Education during summer
programs. Upon successful completion of the course, the student can earn .5 credits in Driver
Education.
End of Course Summer Program - Algebra I EOC: Intensive camp for high school students who scored
a level 1 or 2 on the spring state EOC test and passed the course during the regular school year.
Instruction will include a review of the benchmarks tested on the spring EOC.
Jumpstart Biology: Engaging camp for rising 9th and 10th grade students who will be taking 9th or 10th
grade Biology I in the fall and have passed Algebra I.
Secondary Credit Retrieval Online Labs: Secondary sites will host online credit retrieval courses for
students who failed language arts, math, science, and/or social studies.
Volusia Virtual School HS Credit Retrieval: VVS will host two summer sessions for students needing a
high school course for credit recovery in order to be eligible to graduate with the student’s class.
Session A: June 13-July 7, 2016; Session B: July 5-28, 2016. Students work in courses from any
computer with an internet connection. Students are required to participate in proctored summative
exams at a designated computer lab and will have access to face-to-face academic support, as needed.
Students must submit an online application for each session. Students may only request one course per

ONLINE LAB PLACEMENT
PROCEDURES FOR STUDENT IDENTIFICATION & PLACEMENT INTO ONLINE LAB:
 Students who have not passed a core class may be scheduled for their school’s online lab
during the district’s summer term. Report STD_C00142 – Students with an ‘F’ in a Core Course
is available in VCS Reports & Downloads in CrossPointe.
 Based on overall grades and preponderance of data from the current school year, a student
may be scheduled for a portion of (quarter for middle and semester for high school) online
course in the lab as a means for course recovery during the summer.
 For MIDDLE SCHOOL COURSES ONLY, the current classroom teacher will identify students not
meeting proficiency for a specific nine-week period and submit a Summer Online Learning Lab
Remediation Agreement (Appendix A) for each student to the school counselor for proper
placement in a summer online lab. If the school does not receive an Agreement from the
current teacher, the student should be enrolled in the entire course and the summer lab
teacher administers diagnostic assessments to determine instructional focus.
 Any online coursework completed in the lab in the summer or the following year is reported by
the lab teacher as the teacher of record. The teacher of record must be certified in that content
area.
 The Online Learning team will assign a “virtual” teacher of record to schools to cover areas in
which the school’s lab teacher is not certified.

 ESE services will be provided as needed
End of School Year Reminder Regarding Outstanding Grade of 'I' Incompletes:
At the end of the regular school year, any outstanding grade of 'I' (Incomplete) in an Online Credit
Retrieval Lab should be changed to an 'F'. If the student completes the online lab course in summer or
the next grading period in which there is a seat available for the student, the grade of 'F' should be
given a credit value of 000 in both the attempted and earned fields. It will not count as an additional
attempt. If the course is never completed or is not completed in the next available grading period, the
grade of 'F' will stand and will count as an attempt.

2016 SUMMER CLINIC COVERAGE
As in the past, clinical coverage for summer programs is made based on the medical needs of the
students. If a student requires licensed staff, one will be assigned full time to that school or a float
nurse will come by at an assigned time to perform a necessary procedure. In addition, schools will
have adequate staff trained in the administration of medication for students attending Extended
School Year and Voluntary Pre-K. The district health office will be available to assist schools that

MEALS FOR SUMMER PROGRAMS
A free breakfast and lunch will be made available for children participating in the summer
programs at eligible sites. Sites classified as Open-Restricted will make meals available to children
18 or under who are not participating in a school program. Parents or guardians of children not
participating in a school program will need to place an order for meals requested, one day in
advance, by contacting a designated person at each school site between 8:45 am and 11:45 am.
We are required to advertise the availability of summer meals. Local newspapers will be sent the
list of schools providing meals.
We have a skeletal crew over the summer months, so we do request a little help from
administrators, teachers and/or paraprofessionals during the actual serving of the meals to the
students.
We also ask that the number of children in attendance be given to the manager on a daily basis by
10:00 a.m. because the lunches are made to order. Administrators will need to discuss times of
service with the manager assigned to their school.
Adults may purchase breakfast for $1.50 and lunch for $3.25. Please inform adults that they must
have exact change since School Way Cafe employees will not have any money with them.
School Way Café will be offering online training via MyPGS for CSI, Step Up 2 Stem (Middle), VPK,
EDEP and district staff who are assigned to help mark off meals at breakfast and/or lunch. (Note:
This training does not take the place of the training offered by Volusia County Human Services
that will be providing meals for the VPK and Extended day programs). School Administrators - In
order to become familiar with the summer meal program, it is recommended to take the online
School Way Café Summer training. This training will become available May 2nd.
Additional information will be given or sent to each site administrator before summer school
starts.

Althia Thompson, organizer for summer programs, will provide lists of recommended Summer
Teacher and Paraprofessional applicants to site principals for approval.

Principals review lists, consult with District Specialists, and approve lists or make
additional recommendations.
No later than May 20th
District Specialists contact approved summer applicants to inform them of being authorized for a
summer position, to provide pertinent information (start date, times, etc.), and to answer
questions. These summer employees must be informed that all summer staffing allocations are
tentative pending student counts.
After May 25th
District Specialists must submit any teacher or paraprofessional staff changes to Grace Thompson
for submission to Human Resources.
June, 2016
Human Resources staff processes electronically the NPA’s (Notice of Personnel Action) for each
teacher and paraprofessional approved for a summer program position.
NOTE: If allocations increase due to student enrollment, it may be necessary to carry out the
above activities after the scheduled dates.
Leave requests to attend in-service activities or conferences during summer programs should not
be submitted and will not be approved by summer site principals/principal designees.

PAYROLL DEPARTMENT INFORMATION
 Sign-in sheets are required for all summer program employees and all VPK employees. The
actual time of arrival and departure are to be entered by the employee.
 All time must be accounted for on the sign-in sheets. Time worked should equal the number
of scheduled hours for an employee for the pay period and pay group.
 Employees will be paid for the hours assigned to their program position. The sign-in sheets
must be initialed by each employee and signed by the administrator.
 All leave will be unpaid for summer program employees and VPK employees.
 Requests for temporary duty/professional leave to attend in-service activities or conferences
during summer programs WILL NOT BE APPROVED.
 Paychecks will continue to go to the employee’s regular school year disbursal site. Direct
deposits for partial (fixed) amounts will not be processed for summer program payments. It is
the employee’s responsibility to arrange with the payroll clerk at their normal disbursal site as
to how they will obtain their paychecks and/or direct deposit sheets.

Extended School Year

ESY Summer Program

There is no requirement that ESY (Extended School Year/Summer Program) be made part
of every student’s IEP even if there would be some educational benefit. There is, however,
an obligation for the IEP Committee to discuss and determine each student’s eligibility for
ESY at the annual and/or interim IEP review meeting.

The ESE teacher should not make a unilateral decision regarding ESY services without an
IEP Committee meeting. The IEP Committee should include representation of all
services/programs in the discussion of ESY eligibility.

Only those students whose IEP reflects “Extended School Year” as a related service may
attend ESY during the summer. The IEP must be current throughout the summer programs
period.

During the annual IEP review in which ESY is being discussed, the IEP Committee must
review the current goals/objectives for the student and determine what instructional
need(s) the student has relating to the current goals/objectives. On an individual basis,
ESY services must be provided only if the IEP Committee determines that the services are
necessary for the student to receive FAPE. The data that shows significant regression in
skills after school breaks or data reflecting an emerging skills breakthrough needs to be
documented.

The IEP Committee must develop an ESY Instructional Plan in order for the student to
attend ESY.

Secondary students do not earn credits for attending ESY.
Responsibility of HOST Summer Administrator is to provide ESY teachers with access to a
computer for updating and inputting the ESY Instructional Plan.

Responsibilities of the ESY REFERRING TEACHER:
o Meet with the IEP Review Committee to assess the student’s current progress,
and/or determine ESY need, and develop the instructional plan, including at least
one targeted behavioral goal for students with an FBA/BIP.
o Determine and gather appropriate materials based on instructional plans
including FBA/BIP Info, if applicable.
o Follow the developed ESY equipment transfer process.

Responsibilities of the ESY SUMMER PROGRAM TEACHER:
o Print instructional plan for ESY students and create work folder.
o Develop a daily schedule of activities based on students’ instructional plans.
o Work with related service providers to coordinate services.
o Complete ESY Instructional plan (last column) based on instruction provided in the
ESY
Handbook, providing data and progress information for all goals listed.
o Send home a copy of the student’s completed Instructional Plan at the completion
of summer programs.

When the student returns to the sending school, the completed Extended School Year
Instructional Plan and ESY levels of performance can be viewed/printed by going to the Main

Select date, final copy and follow the print instructions in the IEP Handbook.
The completed ESY Instructional Plan is placed in the student’s ESE audit folder by the
student’s case manager.

Summer 2016
School districts must:
 Provide 300 VPK instructional hours
 Not deliver the program to a child earlier than the summer before kindergarten eligibility
 Determine which public schools in the district are eligible to deliver the summer VPK program
 Use educational facilities available in the public schools during the summer term VPK
 Provide for the admission of every eligible child within the district whose parent enrolls the
child in a summer prekindergarten delivered by a public school and continue enrolling until
fewer than 30 hours remain in the program
 Have at least one instructor per classroom per 12 children
Who may enroll?
A child living in Volusia County may enroll if the parent has a valid Summer 2016 Certificate of
Eligibility from the Early Learning Coalition of Flagler and Volusia Counties. School district
personnel cannot determine eligibility for the Voluntary Prekindergarten Program.
What age must the child be?
The child must turn 5 on or before September 1 and be eligible to attend kindergarten in the fall.
How does a parent obtain a Certificate of Eligibility?
Families need to contact the Early Learning Coalition of Flagler and Volusia Counties at (386) 3232400 or 736-5010 or complete an application on-line at www.elcfv.org
May an Exceptional Student Education Pre-K student take advantage of both the Extended
School Year summer Pre-K program and the VPK program this summer?
Possibly, but families need to:

Education Program” to understand what services will and will not be available
during the VPK time.
What is the curriculum for VPK?
Scripted, sequential lessons are correlated to the state standards and are expected to be followed
completely and in order. This allows for children who transfer due to reduction in classes or other
circumstances to have the complete curriculum. It also helps when there is change in teachers
half-way through the summer. This procedure reduces unnecessary repetition and ensures that all
standards are covered. Teachers are encouraged to enrich the scripted lessons with additional
instructional activities based on the new Florida Early Learning and Developmental Standards for
Four-Year-Olds (2011).

The Summer VPK Program is a developmentally-appropriate program based on the Florida Early
Learning and Developmental Standards for Four-Year-Olds (2011). These Department of Education
Standards are located at http://www.fldoe.org/earlylearning/perform.asp These standards
provide guidance to promote learning through instruction and the classroom environment. The
program’s instructional focus addresses the following areas:





Physical Development
Approaches to Learning
Social and Emotional Development
Language Communication and Emergent Literacy
Cognitive Development and General Knowledge
What are the parent sign-in/sign-out procedures for VPK?
To assure that each child is supervised carefully while in the school’s care, the following system is
employed:
 The summer site principal designates a parent sign-in/sign-out area. Late arrivals
and early withdrawals must report to the office.
 Each child is signed into and out of the classroom daily by parent/guardian or
other authorized, responsible person.
 Only persons 18 years or older, who are authorized on the emergency card by the
parent/guardian, are permitted to sign-in/out a child. For each child’s safety,
identification is required for anyone to sign-out a child.
Children are not released from areas other than the designated sign-in/sign-out area.
Late pick-up is not acceptable, but a child’s safety is of the utmost importance. Parents are
directed to contact the school prior to the end of the day if they will be late to pick up a child.
Failure to follow this direction could result in a child’s termination from the program. Allowances
should be made for unexpected emergencies. Repeated late pick-ups should not be tolerated.
Sign-in/sign-out time is determined by the clock at the school. The following steps are taken if any
child remains at the school 5 minutes after closing.
 The school attempts to contact person(s) permitted to pick up the child as
identified on the emergency card.
 If no authorized person is reached, the school contacts the local police authority
to pick up the child.
The sign-in/out forms are found at http://schools.volusia.k12.fl.us/vcsforms/pdf2008/2008124.pdf. The form number is 2008-124-VCS and titled VPK Parent Sign-in/Out Sheet Summer 2016.
One sheet for each child per month is to be printed and parents are to sign-in and out daily. These
sheets are to be kept in the school’s office for five (5) years for audit purposes.
Parent/Guardian Responsibilities
The cooperation of parents/guardians/family members, school personnel, and students is
essential if good discipline in the school is to be achieved. Parents/guardians and family members
may contribute to good discipline by:
1. maintaining a positive attitude toward education;

2. showing an interest in their children’s progress through regular communication with their
children and the school;
3. assuring that their children are neat, clean and appropriately dressed;
4. ensuring their children’s timely daily attendance;
5. reporting and explaining promptly to the school officials any absence;
6. teaching their children respect for authority of school personnel;
7. informing the school immediately of any condition or circumstance, which may affect
their children’s ability to learn, to attend school regularly, or to participate in school
activities;
8. cooperating with school personnel in solving disciplinary problems; and
9. not allowing their children to disrupt the education of others.
Application of the Code:
This code applies to EVERY student who is under the jurisdiction of the School Board of Volusia
County. It will be in effect on school property and at other places where teachers and school
administrators have jurisdiction over students.
What is the Rilya Wilson Act?
Please note that the Rilya Wilson Act applies to prekindergarten-aged children (VPK and ESE) who
are under court-ordered protective supervision or custody. In brief the law states:

LEGISLATIVE INTENT.--The Legislature recognizes that children who are in the care of
the state due to abuse, neglect, or abandonment are at increased risk of poor school
performance and other behavioral and social problems. It is the intent of the
Legislature that children who are currently in the care of the state be provided with an
age-appropriate education program to help ameliorate the negative consequences of
abuse, neglect, or abandonment.
(4)
ATTENDANCE AND REPORTING REQUIREMENTS. -(a) A child enrolled in a licensed early education or child care program who meets the
requirements of subsection (3) may not be withdrawn from the program without the
prior written approval of the Family Safety Program Office of the Department of
Children and Family Services or the community-based lead agency.
(b)1. If a child covered by this section is absent from the program on a day when he
or she is supposed to be present, the person with whom the child resides must report
the absence to the program by the end of the business day. If the person with whom
the child resides, whether the parent or caregiver, fails to timely report the absence,
the absence is considered to be unexcused. The program shall report any unexcused
absence or seven consecutive excused absences of a child who is enrolled in the
program and covered by this act to the local designated staff of the Family Safety
Program Office of the Department of Children and Family Services or the communitybased lead agency by the end of the business day following the unexcused absence or
seventh consecutive excused absence.
Technology Services has a system to automatically report the absences of children who fall under
this program. The Coordinator for School Social Services sends a daily report to the Missing
Children Specialist for Community Partnership for Children for follow-up. The Technology Services
system works only until mid-July.

What happens after mid-July?
The computer no longer generates the attendance reports for the children under the Rilya Wilson
Act. Sites are notified to check daily attendance of any child enrolled who is under the protection
of the Rilya Wilson Act. Absences are reported to the office of the Coordinator for School Social
Services, ext. 20755.
How is transportation arranged for VPK students?
Transportation is not provided for the Summer Voluntary Prekindergarten Program. It is the
parents’ responsibility to ensure safe and reliable transportation for each child.
How does the administrator assign VPK classrooms?
Kindergarten classrooms with bathrooms are the best for VPK. Rooms should be set-up with
developmentally appropriate centers: blocks, art area, home-living, reading, computers, etc.
Review the Voluntary Prekindergarten Material Check-out List which follows for items that should
be available and checked out to the classroom.
Personal items belonging to teachers should be removed from the area; however school district
materials should be readily available. Non-consumable materials purchased with district funds to
supply kindergarten classrooms (puzzles, Unifix® cubes, Waterford computers, counting blocks,
puppets, easels, trucks, etc.) should be available during the summer. Consumable items (paint,
paper, glue, paste, etc.) are provided by VPK.
Bulletin boards should be decorated for summer instruction to make the classroom attractive.
Playground equipment (balls, sand toys, pedal toys) should be available and stored safely at the
end of each day.
What kind of training is available to obtain some background with young children?
VPK teachers are required to take the online Emergent Literacy course and the Standards for FourYear-Olds training. An online Emergent Literacy course is available at the following website:
http://www.dcf.state.fl.us/programs/childcare/vpk.shtml. Registration with the DCF training
portal may be required: https://training01-dcf.myflorida.com/studentsite/admin/login.jsf.
Standards for Four-Year-Olds training may be taken with DCF or with VCS led by Wendy Sydeski,
VPK Project Manager. Participants should print out two certificates once the course is completed.
In addition, teachers should register for the VPK Emergent Literacy course on MyPGS, course #
22615, section #22055. Submit one certificate to the Herbert Street Center and keep the other as
documentation. Once the VPK office receives the certificate, participants will receive 3 in-service
points. The DOE also has great resources for standards, instruction and assessment at:

How is each classroom staffed?
Each room has 2 teachers and up to 24 students. The school assigns twelve students to each
teacher for a student-to-teacher ratio of 12:1.
There are no paraprofessional positions for VPK. Due to the varied nature of enrollments, it is
possible that there will be a classroom with only 1 teacher and 12 children.

How does the administrator schedule VPK teacher breaks?
There is a VPK Teacher-On-Assignment (TOA) who provides each teacher with an equivalent of 30
minutes of break time per day. These individuals should begin their day somewhat later in the
morning to allow for restroom breaks throughout the day. When substitutes are needed, schools
must hire fully-certified teachers for TOAs to ensure coverage for essential breaks.
Also, it is anticipated that in most cases there will be 2 teachers to each classroom of 24 children.
During naptime, teachers provide each other a break because it is not required to maintain the
ratio of 1 teacher to 12 students during naptime.
What are the criteria for employment?
Teachers with certification and experience in prekindergarten/primary/early childhood education
receive preference for hiring. Individuals with elementary education certification with recent
experience in primary grades are prioritized next for hiring. This program is highly intense and
should not be considered as an on-the-job training opportunity. All teachers must complete the
online Emergent Literacy course and the Standards for Four-Year-Olds training.

What is the Teacher-on-Assignment position?

These individuals need demonstrated expertise in working well both with adults and with
children. They also need to be highly-organized and attend carefully to details to complete
documentation and recordkeeping to satisfy the requirements of the Early Learning Coalition of
Flagler and Volusia Counties.
This documentation and recordkeeping is subject to audit by the early learning coalition. Payment
to the district for providing the VPK program is dependent upon accuracy of these duties.
Hours vary depending upon the VPK enrollment at each site. The TOA works two hours, plus one
hour per unit (section) of VPK students. A unit is earned based on enrollment of 12 children.

The VPK teacher-on-assignment provides two 15-minute breaks per teacher or one 30-minute
break as determined jointly with the teachers and administrator.
A couple of teachers would like to swap off a few weeks or take a few long weekends so that
they can each have vacation time. How is that handled?
This is not allowable. Because of the intense nature of the program, the needs of students are
paramount. Inconsistency of instructors is to be avoided if at all possible. Teachers are notified at
application time that it is expected that all absences are for emergency purposes only. Planned
vacations should not be taken during employment with summer VPK. Notice of Personnel Action
forms are completed based on the teacher’s schedule and should be honored as submitted and
approved.
What if a teacher needs a sub due to an unavoidable circumstance?
All subs hired for the VPK program must be fully-certified teachers who are current, fulltime
employees of the district and listed on the Approved Summer Programs Substitute List. There is a
limit as to the number of consecutive days a VPK teacher can be absent in order not to jeopardize
payment for services from the early learning coalition. Please send an email notifying the VPK
Project Manager each time a sub is needed so that absences can be monitored for compliance
with policies from the Florida Office for Early Learning. The district may be required to submit
additional paperwork to the Early Learning Coalition for Flagler and Volusia Counties for subs to
ensure screening compliance.

Four hours of post planning take place during the final week of the program at the discretion of
the site principal.
Code of Student Conduct and Discipline
The Code of Student Conduct and Discipline defines student rights and responsibilities as well as
violations of conduct, which could lead to disciplinary responses up to, and including, expulsion.
Discipline problems not listed in the code shall be within the jurisdiction of each school. Each
school is authorized to attach local school rules to the Code of Student Conduct and Discipline as
long as such rules and regulations do not conflict with this Code.
The purpose of this code is to make available to school personnel, students, and
parents/guardians rules governing student conduct and discipline adopted by the School Board of
Volusia County in order to ensure that:
1. Students will understand what behavior is expected of them as well as the range of
consequences for misbehavior; and
2. Students will be assured of fair and consistent treatment and will understand the
procedures for discipline and appeal.
3. Schools will identify students in need of additional behavioral support and provide
positive intervention(s) matched to their needs.
4. Schools will inform parent/guardian if more intensive, positive behavioral interventions
are required.

SECONDARY ONLINE LAB FOR CREDIT RECOVERY
DATES:
July 5 - July 28 (16 for total instructional time of 48 hours)
FOUR-DAY WEEK (Monday - Thursday)
TIME:
8:30 A.M. - 11:30 A.M.
(3-HOUR LAB SESSION)


Students may work on course content after hours from any location with an Internet
connection.
Students MUST complete all assessments in the lab under supervision of adult proctor.
Any assessments completed outside of lab will not receive a grade. Students will be reassessed as per instructor discretion.
Important Note: Transportation and lunch are not provided
LAB TEACHER SUMMER SCHEDULE
DATES:
June 30 - 8:30 A.M. - 11:30 A.M.
Pre-planning meeting/training at Atlantic HS eLearning Lab
July 5 - July 28 (16 DAYS)
Four-day work week (Monday – Thursday)
3.25 hours per day (8:20 a.m. – 11:35 a.m.)
July 28 – 11:30 A.M. - 2:30 P.M.
Post-planning at assigned school site
(Final summer grades submitted and online course close-out procedures
completed by 2:30PM)
Notes:
 No transportation or lunch is provided during summer session.
 Online lab teachers will sign-in daily at their assigned summer school.
Completion: Summer lab teacher submits completion form and grade change to identified school
contact. When students complete their course, they no longer need to attend.
Attendance: Schools work with their student population to document daily attendance and
ensure student completion of courses. It is recommended that students who are absent more
than one day or tardy more than two times may be dismissed from the program.
Cell Phones: Schools should follow District policy.

PROCEDURES FOR STUDENT IDENTIFICATION & PLACEMENT INTO ONLINE LAB:





Students who have not passed a core class may be scheduled for their school’s online lab
during the district’s summer term. Report STD_C00142 – Students with an ‘F’ in a Core
Course is available in VCS Reports & Downloads in CrossPointe.
Based on overall grades and preponderance of data from the current school year, a
student may be scheduled for a portion of (quarter for middle and semester for high
school) online course in the lab as a means for course recovery during the summer.
For MIDDLE SCHOOL COURSES ONLY, the current classroom teacher will identify students
not meeting proficiency for a specific nine-week period and submit a Summer Online
Learning Lab Remediation Agreement (Appendix A) for each student to the school
counselor for proper placement in a summer online lab. If the school does not receive an
Agreement from the current teacher, the student should be enrolled in the entire course
and the summer lab teacher administers diagnostic assessments to determine
instructional focus.
Any online coursework completed in the lab in the summer or the following year is
reported by the lab teacher as the teacher of record. The teacher of record must be
certified in that content area.
The Online Learning team will assign a “virtual” teacher of record to schools to cover
areas in which the school’s lab teacher is not certified.
PRIORITIZING STUDENT PLACEMENT IN SUMMER LAB
 Credit/Course retrieval only for core subjects
 Priority given to students in the following order:
HIGH SCHOOL LABS:
 12th grade students working toward graduation requirements
 Rising seniors who need to recover a course
 Rising juniors who need to recover a course
 Rising sophomores who need to recover a course
MIDDLE SCHOOL LABS:
 8th grade students working toward promotion
 7th grade students working toward promotion
 6th grade students working toward promotion
IMPORTANT NOTE:
 ESE services will be provided as needed
End of School Year Reminder Regarding Outstanding Grade of 'I' Incompletes:
At the end of the regular school year, any outstanding grade of 'I' (Incomplete) in an Online Credit
Retrieval Lab should be changed to an 'F'. If the student completes the online lab course in
summer or the next grading period in which there is a seat available for the student, the grade of
'F' should be given a credit value of 000 in both the attempted and earned fields. It will not count
as an additional attempt. If the course is never completed or is not completed in the next
available grading period, the grade of 'F' will stand and will count as an attempt.
