Introduction
Introducción
The Counter IED International Workshop, in its
2nd edition, was organized by the Excellence
Counter Improvised Explosive Devices (NATO
COE C-IED) in collaboration with the Explosive
Ordnance Disposal Centre of Excellence (NATO
EOD COE) of Slovakia.
El Congreso Internacional sobre Tecnología
contra Artefactos Explosivos Improvisados
(IED), ya en su segunda edición, estuvo
organizado por el NATO Centre of Excellence
Counter Improvised Explosive Devices (NATO
COE C-IED) en colaboración con el Centro de
Excelencia EOD de la OTAN en Eslovaquia.
This joint organization was one of the main
developments, with the celebration of initial
restricted conferences about the current
IED threats characteristics in detail, and the
use of Ministry of Defence’s facilities for the
celebration, specifically the Military Sport
Centre of Spanish Army ‘La Dehesa’, in Madrid.

principales novedades, junto a la inclusión
de una jornada inicial de carácter restringido
dedicada a la exposición detallada de las
características actuales de la amenaza IED, así
como el empleo de instalaciones del Ministerio
de Defensa, concretamente el Centro Deportivo
y Sociocultural Militar del Ejército de Tierra ‘La
Dehesa’, en Madrid.
The symposium and exhibition took place
during 9-11th of June below the title The
Technology in support to the fight counterIED. Joining forces, gathering representatives
of Armed Forces, Security Corps, industry,
Universities, research centers and intelligence
agencies worldwide.
Regarding the panels programme, the
conferences approaching ten major issues
in which more current items related with last
C-IED technologies and innovations were
presented and discussed.
The conferences provided, then, a reflexive
environment which allows the exchange of
information and knowledge and, after that,
to discuss and to offer answers, logical and
consensual proposals, in order to solve the
security problems caused by IED.

durante los días 9-11 de junio bajo el
epígrafe La tecnología en apoyo a la lucha
contra IED. Sumando esfuerzos, reuniendo
a representantes de las Fuerzas Armadas,
Cuerpos de Seguridad, empresas del sector,
universidades, centros de investigación y
agencias de inteligencia de todo el mundo.
En cuanto al programa de sesiones, se abarcaron
diez ámbitos temáticos en los que se expusieron
y discutieron los asuntos más candentes
relacionados con las últimas tecnologías e
innovaciones aplicadas contra los IED.
Las jornadas facilitaron, así, un clima
de reflexión que permitió intercambiar
información y conocimientos para después
debatir y ofrecer respuestas, propuestas
lógicas y consensuadas, que solucionen los
problemas de seguridad causados por los IED.
During the exhibition and live demonstrations,
major aim of this document, the C-IED
industry presented solutions and the most
innovative projects.
En la exposición y demostraciones, objeto
principal del presente documento, la industria
C-IED presentó sus soluciones y proyectos
más innovadores.
More than 20 companies and international and
national institutions attended the Congress’
exhibition. All of them showed to the
participants a wide range of solutions offered
by this sector to face such threats.

The Counter-Improvised Explosive Devices
Centre of Excellence was founded in 2010 to
provide subject matter expertise in order to
support the NATO Alliance, its Partners, and the
International Community in the fight against
the IED. In addition, the COE will collaborate
with all entities so as to increase the security of
Allied Nations and troops deployed in theatres
of operations; as a result, causing the reduction
or elimination of threats from IEDs used by
terrorists or insurgents.
El Centro de Excelencia Contra Artefactos
Exposivos Improvisados (C-IED COE, por
sus siglas en inglés) se fundó en 2010 para
proporcionar experiencia con el objetivo de
apoyar a la OTAN, sus aliados y a la comunidad
internacional en la lucha contra los IED. Además,
el COE colabora con todas las entidades para
incrementar la seguridad de los países aliados
y de las tropas desplegadas en teatros de
operaciones; con el resultado de conseguir la
reducción o eliminación de las amenazas de los
IED utilizados por terroristas o insurgentes.
The C-IED COE must maintain its ability to
provide SMEs in the three pillars of the C-IED
approach. As the IED environment evolves the
COE has an obligation to assess emerging IED
threats by providing technical analysis of the
device, Intelligence analysis of the networks’
dynamics and ensure that the current training
prepares forces to defeat emerging threats.

The LongTerm Vision of the C-IED COE is to have
a solid capability to co-operate with military and
civilian international organizations and industry
to increase security of Nations and troops
deployed in theatres of operations, to assist
in reducing or eliminating the threat of attacks
with IEDs and to provide information to national
and international organizations to combat the
IED as a weapon of strategic influence.
C-IED Technology Workshops
The constantly evolving, unpredictable nature
of the IED threat will continue for the foreseeable
future. C-IED COE personnel constantly witness
the transformation of current threats and the
emergence of new ones.
This inexpensive, yet highly effective weapon
of choice by countless international terrorist
organizations continues to have a strategic
impact against both military and civilian
targets. While it is true that there are no silver
bullets, the Centre of Excellence has made
vast improvements in C-IED technologies
over the last decade that have led to
significantly increased survivability rates,
advanced detection assets, and innovative
approaches to attacking enemy networks.

workshops to ensure the continuation of the

IEDs will not only be the tools of insurgents

The C-IED COE challenges
The IED as a weapon of our adversaries is here
to stay. The C-IED COE is positioned to counter
this threat by leveraging our status as an
International Military Organisation to access
pre-eminent sources of innovative C-IED
expertise from across the world. The C-IED COE
is a multinational, interagency information hub
that supports global C-IED operations and is
the focal point for C-IED education and training
for NATO and other Allies.
An effective and rapid
interagency information
exchange is a key factor
within the global C-IED
fight. This applies not only
to intelligence sharing,
but also to technological
advances. The military
developed a plethora of
technologies to counter
IEDs over the last 14 years.

How do you evaluate the 2nd Counter IED
Technology Workshop?
The CIED Technology Workshop has been a
great chance to gather all latest technology
and operational views and perspectives of
this evolving area. We have joined the CIED
Technology Workshop since its first edition
in 2014 and, as well as we did in the past,
we have found that this event is also an
excellent meeting point for all C-IED and EOD
key players.
How is the relationship between EXPAL and
the NATO COE C-IED?
We have been working closely with the NATO
COE CIED since its creation as we have been
traditionally supplying and supporting Defense
and Police / Guardia civil Units with tools
and solutions for their day-by-day activities.
So, when the COE was founded in Hoyo the
Manzanares (Madrid), we had the great chance

turning point in the safety and readiness of all
these operations.
The SHEPHERD-MIL, our lightweight micro
UAV, is a very effective solution in surveillance
missions preventing the IED placement due to its
easy deployment and its bird-shape that provides
it with a differential advantage in camouflage.
PROTECTOR is an outstanding EOD robot that
represents a new generation of medium-scale
robots, providing versatility and modularity
to deal with the growing and changing IED
threats, increasing the capacity to fulfill the
requirements of EOD in almost all kind of

is an International Military Organization,
multinationally manned and funded by
contributions from 9 sponsoring NATO nations.
Although it is accredited by NATO, a COE is
not part of the NATO Command Structure
(NCS), but forms part of the wider framework
supporting NCS.
El Centro de Excelencia de Contra-Artefactos
Explosivos Improvisados (C-IED COE, por sus
siglas en inglés) es una Organización Militar
Internacional dirigida a nivel multinacional y
financiada con las contribuciones de nueve
países de la OTAN que la patrocinan. Aunque
está respaldado por la OTAN, el COE no forma
parte de la Estructura de Mando de la OTAN
(NCS), pero sí de su amplio marco de apoyo.
The COE fosters the use of a Comprehensive
Approach to face up the challenge, with the
support of not only military personnel, but also
the contribution from law enforcement and
civilians from research & technology industry.The
synergy of all these elements will contribute to the

EOD COE is one of the tools of the NATO
Supreme Allied Command for Transformation
aiming to improve military capabilities, value
and efficiency throughout the Alliance and for
the benefit of NATO partners. It deals with the
whole EOD/IEDD spectrum as advise, expertise,
support, EOD info management and EOD tasks.
Its ambition is to become a multinational
hub for EOD/IEDD issues, bearing on four
pillars (education and training, technology
management, doctrine and standardization,
lessons learned) likewise to provide support
to NATO operations and transformation efforts
with EOD expertise and assist in development
of NATO wide EOD/IEDD tactics, techniques

SEDET is a technology company founded
in 2008 with the aim of developing a new
generation of equipment for detection of vapor
traces of explosives through the analysis of
the ambient air. The initial developed product
is optimized for screening of air cargo in sizes
up to 100m3.
Now the company has started to develop new
solutions to apply the same technology to cope
with scenarios such as detection of buried
explosives or cleaning of minefields. It is worth
to highlight that the system’s flexibility allows
it to be adapted to detect other substances
such as war chemicals and drugs.

Technical University of Valencia (UPV) has
wide expertise in development of Defense and
Security systems. UPV developed in 2008 the
Spanish Army Friendly Force Tracking System,
SIMACET FFT, in use in all Spanish international
missions; and Tactical Video Server of Spanish
Army, also in use since 2009.
UPV is working together with COE C-IED since
2013 in different fields as Information Knowledge
Management (IKM), Advanced Distance
Learning and Defeat the Device and Attack the
Networks applications. UPV developed the
C-IED Equipment and Assets Database which
includes a complete system to insert, index,
retrieve, filter and visualize existing C-IED
equipment in multimedia records.
