The few people who attended
the hearing held last Thursday
heard City Manager Don Dawson make a counter proposal to
the Disposal Company.
The disposal company proposed a 20.5 per cent rate hike
have realized a savings of
$38,930 for the 1974-75 fiscal
year. He took the proposed
increase of $53,304 and subtracted from it the savings to
the company, or $38,930, to
arrive at the total allowable
revenue. This is $14,374, which
is 6.28 per cent of the gross
amount. $228,000, paid to the
company last year.
Dawson said he attended the
Las Vegas hearing on the rate
hike for Silver State, and he
said they based their decision
on Henderson and North Las
Vegas.
"We have a different situation than the' do," Dawson
said. "Las Vegas receives
money for franchise fees, we
receive none."
H.W. Polk spoke up stating
that Henderson is not like the
other cities and county
because in some instances they
haul the garbage 15or 16miles.

According to Dawson's proposal, the city would allow the
rate increase, but would collect the additional five per cent
of the gross sales for a business
license and five per cent for
billing services. The city then
would return the rate increase
amount directly to the consumers in the form of a rate
relief.
Henderson's rates would go
from $2.31 per customer to
$3.09 if the disposal company
received its request.
Joe Arnstett, representing
the company, cited soaring fuel
costs, increased laborcostsand
increased costs in insurance as
needs for the rise in rates.

It doesn't seem reasonable
that we don't take advantage of
our new indoor swimming
pool, but we don't.
Discussion at the city recreation board meeting centered
around increasing attendance
at the Lorin Williams Pool.
Some of the suggestions
included giving the 12 and
under a reduced rate along
with those paying 25 and 50
cents. The original intent of
the discount night was to
encourage families to utilize
the pool on these special days,
along with groups and organizations.
Discussion included setting
aside a night for adults only;
offering free swim lessons to
encourage parents to bring
their children swimming;
putting a high dive in the pool;
offering a day for each elementary school to swim free.
Dundee Jones said the
guards can teach boys and girls
to swim but they cannot guard
and teach at the same time.
This would increase the
expenses to the department by
having to increase tbe staff for

The Building and Safety
Department feels that this
will certainly better the
appearance of the streets in
Trailer Estates.
Attention is called to the
fact that garbage pick up in
Trailer Estates is on Tuesday
and Friday. On these days
only is it permi5sible to have
the garbage cans out on the
curb. At all other times, these
cans must be back inside your
yard so that they are not visible from the street.

on charges of burglary, infamous crime against nature,
rape, robbery, and use of a
deadly weapon in commission
of a crime
Henderson is charged in the
rape of a young Henderson
housewife on July 14. She had
been doing yard work and
came inside her home to find
a man in her home. He
allegedly pulled a knife and
threatened her and raped her,
taking some small coins when
he len.
The altercation happened
in the early afternoon in the
Townsite area of the city.
Henderson is being held in
Las Vegas and is expected to
have a preliminary hearing in
Henderson Justice Court
Wednesday.

Santini Finds Washington Exciting-Frustrating—

Congressman James Santini
says his experiences in
Washington are everything he
had anticipated and "much
more "They areexciting, frustrating, challenging, rewarding, and all these things in any
given day.
"We're always behind never ahead." Santini said of
the work in Washington which
sometimes looks mountainous
to him.
"We learn to live by buzzers," Santini said. "There is
a buzzer for committee meetings, another means the congress is convening, then there
are others." Santini proves his
point by having lost 22 pounds
since he went to Congress in
January.
Santini was in Henderson
last Friday to meet the people
here. He met the men at the
industrial complex, talked to
the senior citizens and met
with the city council.
Although they were getting
ready for the drive through
the state and back to Washington the next day, Mrs. Santini
was in Henderson also.
Santini has been particularly close to Henderson
because of his association
with the Southern Nevada
Museum. He served on the
board for about seven years
and then served as chairman
of the board.
He commends the job being
done by Marj Ivary. Mary Stafford and Jess Bachman and
says the location of the new
museum is '"like a dream come
true."
Because Santini is Nevada's
lone representative in the
Congress, he gets probably
more contact with the people
at home than others where
there are several representatives. He also has the advantage of knowing many people
of the state so they feel they
are on a first - name basis with
them.
"Nevadans are some of the
most enthusiastic letter writers in the U.S.," Santini said.
One week they took a count
and he had received 143 letters " all to be answered.
Committees
Although he is a newcomer
to the Congress, Santini has
worked himself into a number
of inportant committees. He
serves on the interior committee which he feels is very
important because 87 per cent
of Nevada's land is owned by
the Federal government It
also takes in mines and mining, which is the second top
industry in Nevada, and water
and power.
He also serves on the commerce committee and is the
only representative on that
committeeofasmallstate.This
committee includes transportation and tourism and investigation and oversight.
Too Many Bureaus
"Idon't think the founding
fathers ever contemplated the
country's graduation to four
bureaus of government," Santini said, "but we now have the
executive branch, judicial,
legislative and bureacratic."
Santini says he gets frustrated when he can't help
someone but feels very
rewarded when he can.
It isn't all work though, and
Santini can keep his very good
sense of humor by many things
that hppen.
A woman in Sparks called
his office and wanted him to
do something about a nude
hippie who appeared on her
lawn every night at 10 p.m.
His office politely told her
that this was out of his jurisdiction but they would notify
the proper authorities. He
doesn't know if the hippie was
captured or not.
Santini's Family
Because of his long hours.
Santjni has to squeeze time in
for his family. He works an
average of ten to 12 hours a
day then "feels guilty" when
he leaves the capitol because
there are still people working
there.
His day begins about 7 a.m.
and drives to work at around
8 am. He doesn't arrive home
until 8 or 8:30 at night and
from then until about 10 p.m.
he can spend some time with
his family.
Santini is impressed with
how much better the Western
way of life is over the Eastern
seaboard
"I'm going to do everything
in my power to not jeopardize
the way of life people in Henderson and other parts of
Nevada have. Statistics showthat Nevadans care, Santini
said, because over 72 per cent
of the people turned out to
vole in the last election. Nevadans also still care about their
environment, and "this is
worth fighting for - and that's
why I got out of the judiciary,"
he said.
It's A New Way Of Life
For Mrs. Santini

Why would an attractive,
youthful devotee of the wide
open spaces of Nevada
exchange her surroundings for
that of crime ridden, smoggy
Washington D.C?
Well, in this case tbe Nevadan didn't have a cboice: Her
husband, Congressman Jim
Santini, was elected to ofHce
last November. And for Ann
Marie Santini, things, like tbe
sultry, cbangable D.C.
weather, have never been tbe
same.
Mrs. Santini met ber bus-
band back in tbe days when be
served in the district attorney's
office in Las Vegas. This was
in 1966. Two years later, tbe
two were married. And Jim's
careen skyrocketed.
However, bis election to congress came as a complete surprise to tbe couple, though
they'd botb worked bard in
first gaining, and then winning this state's nomination.
"It was probably tbe nigbt
that Jim found out he'd won tbe
election that it finally bit
home," Ann recalled. "You
knoAT, all that time we'd
worked so bard just to get tbe
nomination, we really never
thought how it would be to
actually pack up and go to
Washington. I said to him that
nigbt, 'Jim, we're going to have
to move.' However, it wasn't tbe
kind of move that you'd usually
expect from a couple that was
still basking in tbe glory of a
successful
political
campaign. For instead of shipping
their household belongings
from Las Vegas to tbe East
coast, Ann and two neighbors
decided to rent a truck and bandie tbe switch all by themselves. Tbe trip was not an

Mrs. .Santini was later to
experience the full impact of
Washington's soaring crime
rate. She had a doctors appoint
ment in the inner city, and
drove to a parking lot that was
next door to the clinic. .She discovered that an armed guard
was always on duty, and
escorted visitors to and from
their destinations.
"I was astounded at this,"
she said. "The guard came to
my car before I got out, and
escorted me to the front door.
Things like that are sometimes
very frightening. I mean, to
think it has become so bad that
police have literally given up.
and are instead providing
armed guards where people
gather, such as in parking lots,
or large department stores."
In the summer, Washington
D.C. turns into a sweltering,
humid no man's land. And for
Ann, who bad never experienced smog alerts before, it
had begun to hit home what she
bad lost by leaving her native
Las Vegas.
"I never thought that you
could live somewhere, and
then be warned not to breathe
the air. I thought that was just
a joke." she said. "P-jt the first
smog alert I'd ever sfen came
duringthe summer, and people
were told to avoid doing anything tiring. It was then that
I really started to miss Nevada,
and our clean, dry air. You can
never get used to what they
have back on the east coast."
But everything wasn't completely negative for Ann. One
thing she did like were the
schools.
"They have a special school
for the handicapped that basjustdone wonders for my yonngest, Mark," Ann said about

While Roy worked on
the murals at Chloride
entirely enjoyable one.
"Of rourM* it was In the dead
of winter that we had to make
the move, " she said. "And the
weather was atrocious. It took
us nearly a week to net there.
We had to completely avoid the
central plains because of bliizard warnings, and take a
detour all the way through
Texas, and then back up north
again. But we finally made it.
"Vou know, a lot of people
didn't realize that the expense
of relocating isn't paid for by
the government. We had to fit
the bill ourselves. Even flying
back and forth between here
and Washington we have to pay
for."
Marie and her three children, Lisa. 13, Lori, 11 and
Mark, 4, arrived at their new
home in the suburban community of Potomac. Maryland,
in late November. She had
earlier visited friends in the
area, who had suggested that
she take a home in this attractive, middle class area.
"One thing that I liked about
the house was that it was so
comparable to our Las Vegas
borne," she said. "It's on one
half acre of land, and has four
bedrooms."
Finding that home, however,
wasn't easy. Mrs. Santini was
warned of the high crime rate
intheinnercity,andthat many
areas of Washington p.C. were
dangerous to live in.
"1 knew, somewhat, of the
crime problem in that area."
she said. "But it never hit home
until I asked people where a
suitable place to live would be.
Tbey merely told me where we
shouldn't live, instead of w here
we coould. I couldn't believe it.
Coming from Nevada the way
I was, and actually finding out
that there were places where
it was literally dangerous to
live.'

Association
on
capital hill. They have been
instrumental in acclimating
Ann to the rigours of being a
congressman's wife. They also
conduct regular tours of the
city. With her activities in the
group, and her work in Jim's
office is a part time secretary
Ann has molded herself into
life as a politician's wive.
However, she still considers
herself a Nevadan.
"The biggest difference
between here and Washington,
is the inpersonal attitude of
most people, and their reactions when I tell them I'm from
Las Vegas," she said. "Tbey
naturally suspect that I'm a
retired coctail waitress or a
nightclub dancer. People just
don't have any idea of the wide
open spaces and the varied
activities of the west But then,
that's been my most enjoyable
experience about living in the
east. l\e gotten to know different people with differing
points of view. It's been quite
an education."

said Stanfill. *M'm rather
at fault because of that.
Really, the offense should
alwavs follow the defense
in getting ready because
of the intricacy separating
the two units. But we've
been pushing thinj^s. You
know, Clark won't open
their season for another
tHo weeks yet. We only
have a few more davs. It's
been hectic."
On the score board,
Clark
oatscored
the
Wolves, four touchdowns
to one. But then, Stanfill
wasn't looking for an
upset. He expected his
club to be nenous and
they were. The Chargers
got into the endAonc on
the first series of downs,
but after that,
Basic
calmed down and, psychologicallv, played
them
evenlv the rvst of the way.
"We accomplished
what we came for," said
the Basic head man.
"Psychologicallv,
the
team now know& what
they hav e to do to defeat a
good team, and Cairk is •
good club. They were
nervous about playing In
front of so many Clark
supporters, but after the
first few plays, we were
executing."
Basic might have been
somewhat ahead of Clark
offensively.
They
had
some physical breakdowns on the four occasions that the Charger first
unit made It Into the end
zone. Bat all four scoring

strenuously the rate
increase that both
Nevada Power Company
and California Pacific
Utilities have combined
to impose on the citizens
of Henderson, Nevada
Together, they comprise
more than one hundred
percent increase To any
rational mind this is an
exorbitant rip off
In August, 1974 I used
5.853 kilowatt hours of
power for which I paid
$67,08. This August, I
used 5,314 kilowatt hours
of power; by utilizing
every known energjsaving trick in the book
I used 539 kilowatt hours
less than the preceding
year. Yet my bill for August 1975 was $137.97 more than double what
it was in 1974.
As a representative of
middle America and as
part of the silent majority I am forced to break
the silence and to do
something. The revolution that was started two
hundred years ago was
begun because of "taxation without representation." I feel much like
those colonists. I feel
that none of my elected
representatives are representing me. I want
somebody to hear me
Ihave di.scovered that
only seventeen percent
of the power generated
by Hoover Dam stays in
Nevada, and one half of
t hilt goes to Lincoln
County. We have the
cheapest source of
power in the country
being generated twenty
miles from us, but we
cannot get it It goes to
California, who sells it
back to us at whatever
rate they choose while
the power rates in South
em California declined,
according to an article
that recently appeared
in our newspaper 1
would say some shortsighted politicians sold
us down the river fifty
years ago. This angers
and frustrates me
Here are some possible solutions, one or
more of which needs to
be
acted
upon
immediately:
1 Somehow get us
power from Hoover Dam
2 There are two proposed dam sites for the
Colorado River that
could supply our needs.
Build one or both of
these dams.
3. Construct nuclear
power plants near here
4 Put our scientists to
detoxifying the burning
of coal so our power
plants can use the abundance of coal at our fingertips withoui polluting
our air. It seems to me
that a country that can
put a man on the moon
with such precision
could certainly solve
this problem
I also suggest a windfall profit tax on oil
companies, who seem to
be the ultimate culprits
in this problem, and that
the tax be refunded to
consumers And if necessary, a similar tax should
beput on the power companies

Administrator this week.
Broadbent was joined by
Commissioner Thalia Dondero...and later by Commissioner R.J. Ronzone in opposing a vote to keep Henry in
his post.
Henry came under the
Commission's lire last week
after Dr. Albert Johns accused him of granting himself
$11,000 in pay raises over an
18 month period. He was
hired at a flat salary and
ineligible for step raises.
However, he allegedly put
himself and others in a
classified rating, thus opening the door for step raises.
The action apparently was
taken without the consent of

dealing with the salary Increases for Henry. Commissioner Broadbent's response
is printed below:
"Analysis of AI Haines"
August 18, 1975 memo on
review of the County Administrator's salary increases.
1. It should be noted that
the entire memo is based on
established County rules and
procedures.
2. Roman numeral I on the
first page is entitled "Rules
Infractions. '
3.
By ordinance [Clark
County Code 240.040 (b) the
"County Administrator shall
recommend, for the approval
or modification by the county
commission, such new or
revised personnel rules and
regulations as deemed desirable;... The county administrator shall submit them to
the commission with his
comments and recommendations."
4. The first Rule Infraction
or violation of County Code by
the county administrator is:
A. Classification of County
Positions
[a] "Results of the review
indicate that no rules and
regulations were drafted and
presented to the Board of
County Commissioners for
approval
governing
the
placement of M- class employees on individual salary
ranges on July 6, 1970.
Furthermore, no rules and
regulations governing that
issue have been presented to
the commission since that
date."
[b] "No documentation can
be located to determine that
the
Board
in
any
way
intended to place any of the
flat salaried employees on a
salary schedule, particularly
in light of the fact that the
motion which was passed
made reference only to a
salary increase."

merit step advancement, and
be processed by the Personnel Office, must have a
performance evaluation review conducted by that env
ptoyee's supervisor. Evidence
that such performance evaluations have t>een conducted
for Mr. Henry is not apparent.
The Personnel Office also
requires the signature of the
employee's supervisor on the
accompanying paperwork before an increase is granted. In
July, 1970, and again in
December, 1970. then-chairman of the Board, James
Ryan, signed the required
paperwork to accomplish a
merit
step
increase.
No
paperwork since that time
carries the signature of a
County Commissioner.
In meeting with Mr. Bar»ner, it was determined that
the Personnel Office processed all paperwork for the
Commission Department,
which Included the County
Administrator, until approximately July, 1971. The two
[2] signed forms, according to
Mr. Banner, were the result
of his personal solicitation
for Commissioner Ryan's signature. From July 5, 1971, to
the present, all paperwork for
the Commission Department
was initiated out of the
County Administrator's office. Although all of the forms
from that date to the present
bear the County Administrator's signature, none bear the
signature of a County Commissioner.
7. It should also be noted
the following items in the
development of the PAS
report in 1973.
A. The County Administrator position was not studied
by PAS.
B. He was placed in Class
51, Step 3 by his own
administrative action.
C. He made no comments
or recommendations on his
own class as required by
Clark County Code.
D. There were a number of
positions and/or salary ranges not included in the PAS
study which appeared by
administrative directive in the
1973-74 pay plan with no
explanation.

By the Summary on
page 5 of Mr. Haines' menio,
we see that five [5] salary
increases were obtained by
Mr. Henry with no repeat, no
authorization of tt>e Board.
From Mr. Haines' memo
he lists three board rules
infractions. The County Administrator has violated the
Clark County Code by violations of these rules. The
questions to be determined
follows. Does violation of
these rules and the Code for
his own financial benefit
constitute
malfeasance or
misfeasance in office? This
should t>e answered by the
appropriate county law vnforcement agency."

ideales van convirtiendose en
realidad. Poco a poco lo que
era un sueno, hace 4 anos.
hoy ya va siendo una realidad
punzante para otros que han
visto no con buenos ojos su
forma de trabajar. Son varios
los hombres de buenos sentimientos que han tratodo de
hacer algo por los Latinos,
pero que, sus suenos, esperanzas. ideales los han visto
truncados por algo que todos
llevamos, pero que algunos lo
llevan muy cimentado: El
Egoismo.
Gente que bien las puedo
definir como unos buitres, los
cuales estan esperando que
su victima o victimas den el
menor tropiezo para atacar. y
hacer su festin. No los culpo
ya que esa es su forma de ser
y su forma de atacar.
Gente que quiere aprovechar lo que otros han hecho,
con base de su propio
esfuerzo. sacriflcio, dedicacion y especialmente deseo de
servir, para poder asik salir
avantes sin el menor riesgo o
esfuerzo. Quien no ha hablado, ya sea aceptando o
criticando, lo que "aquel"
con su esfuerzo y sacrificio a
llegado a hacer?
El ha sido el "Pionero" del
servicio y comunicacion para
la Comunidad Latina de este
Valle, el ha sabido llenar,
bien o mal, los medios mas
necesarios para comunicarnos

la Corte Superior, hallandose
entre estos el licenciado y
Juez de la Corte Municipal
Philip M. Newman, de madre
mexicana y el mismo native
de Mexico: el licenciado
Richard A. Ibanez, presidente

MALDEF [Mexican American
Legal Defense and Educational Fund], Armando O.
Rodriguez, fue nombrado
Juez de la Corte Municipal de
Fresno, y Raul Rosado, a la
Corte Municipal de San
Diego.

conocidos son los licenciados
Philip Newman y Richard A.
Ibanez. Ambos han activado
en la comunidad mexicoamericana desde hace muchos anos. El juez Newman

distinguido asimismo por su
labor en las actividades de las
agrupaciones mexicanas y
mexicoamericanas de mas
prestigio en la vasta colonia.
El licenciado Ibanez fue el
unico de los designados ayer
por el gobernador, a la Corte
Superior, que no ocupaba ya
un puesto como juez municipal.
El juez Newman era, ademas, al ser elevado a su
nuevo puesto en la Corte
Superior, juez presidente de
la Corte Municipal, desde
donde ha patrocinado mejoras
para el sistema de jurados a
fin de dar la oportunidad de
servir en posiciones de jurado
a muchos que por razones
economicas han tenido que
rehusar dicho importante servicio^
