M
y name is Julie Marmon and I
work at Child Action, Inc. as a
Child Development Specialist.
When my sister and I were 8
years old, the economy was not so good. Only
three dads in the neighborhood were working.
School ended on May 1st that year and by midJune the kids on Tamara Avenue had driven
our moms and grand-folks bonkers. Something
had to be done…quick! The grownups got
together and decided to do camp. They divided
us into two groups. Green Hornets were kids
with two digits in their age. Dolphins were kids
9 and younger. Working in pairs, our moms
created stuff for us to do.
Part of every day was spent in the vegetable
gardens our parents grew. Pressed into
service, neighbor kids
picked beans and
peas, dug potatoes,
beets and turnips and
Julie Marmon
loaded zuchinni into
wheelbarrows. Tomatoes were the best. A
beefsteak variety warm off the vine tasted like
ambrosia while its juice stained our shirts, often
dripping onto our bare toes.
Mrs. Perry and Mrs. Chesnut had been to camp
as girls and knew all kinds of camp crafts. In
their backyards we learned to weave lanyards,
make rock necklaces, create friendship bracelets
and more. Mrs. Gerhold and Mrs. Borror took us
hiking in the fields and woods. They taught us
the names of trees, birds and constellations. We
gathered milkweed pods, willows, dandelions

Camp Tam

and all manner of natural items we then
pressed into scrapbooks.
Mrs. Naeder’s backyard wasn’t sodded. There
was a tremendous sand pile in the middle of
the yard. Thirty-three kids lugged Tonka trucks,
buckets, spades, sifters and all manner of
things over there to dig in the sand. Our yard
was on an acre with lots of green grass so
Mom declared it the “getting wet” zone. She
and Grandma set up sprinklers and water
hoses and hot humid days found us soaking
each other in ice cold well water!
Mr. and Mrs. Palmer lent their yard for long
games of whiffle ball; taught the big kids to
play croquet and badminton and led the little ones in
Red Rover, Color Eggs and Mother May I. In the evening
everyone played Hide ’n Seek; after dark it morphed into
flashlight tag. Miss Wirth liked to sing. She played the
autoharp while everyone sang camp songs and hymns.
Miss Wirth could tell a spooky story too! There were
several nights when even the Green Hornets avoided
peering into their closets or looking under their beds.
Everyone had a great time that Summer. When we
get together someone is always likely to say, “Do you
remember that time at Camp Tam when we…” Good
memories indeed.

Kinder Kamp 2010
To prepare children who will be entering kindergarten
in August 2010, the Twin Rivers Unified School District
is offering Kinder Kamps at Allison, Madison and
Noralto schools. Kinder Kamp is five weeks long (June
14 – July 15), 4 days per week, for children with little or
no preschool experience. The goal is to help children
and their parents better prepare for the transition into
the elementary school environment. Mastery of the
four goals listed will aide children in their transition,
but mastery is not expected. Each child develops
according to their own biological plan. Twin Rivers staff
members provide the opportunities for experiences
and learning. What a child doesn’t understand today,
she may understand tomorrow when she is ready.
Repetition of activities and stories helps children in this
process and makes opportunities available for them
when they are ready. It also helps
those who have already learned
the concept to make it concrete and
celebrate their learning. To sign up
for Kinder Kamp, call (916) 566-1600, extension 1553
(for Spanish use extension 1293).
Goal 1: Social and Emotional Readiness
Children will view school as a positive, loving, place to
learn and grow. Children will productively participate in
a group atmosphere.
Goal 2: Language and Literacy Readiness
Children will learn and practice knowledge of language
arts skills.
Goal 3: Mathematics Readiness
Children will learn and practice knowledge of
mathematics concepts.
Goal 4: Learning Through Play
Children will learn and practice language and
mathematics concepts through play!
The Sweet Taste of
Summer
Up and down the central valley there are fruit and vegetable
farms, growing the backbone of our communities – and
healthier children. Summer time in Sacramento is a great time
to get children interested in eating more fruits and vegetables,
since many growers will let children sample the fruit to see just
how sweet it is. Check out farm tours, fresh fruit and vegetable
stands, and of course, farmers markets.
Soil Born Farms is an organic certified farm and operates
a farm stand open through November 20, 2010. Both are
located at 2140 Chase Drive, Rancho Cordova, 95670. The
farm stand operates 8am to 1pm on Saturdays. The farm is also
open to the public to walk through. Growers live on site, so
they ask that the public only walks the farm on weekdays, but
they are available for walk-throughs on weekends if your family
can’t make it out during the week. Soil Born Farms also offers
classes to local youth and adults. For more information you can
contact the farm’s main office at (916) 363-9685, or visit www.
soilborn.org.
Another fun farm is Davis Ranch at 13211 Jackson Road,
Sloughhouse, 95683, just thirty minutes east of Sacramento and
south of Folsom. The Ranch opened in 1972 when they first
started selling their famous sweet corn, which was hand-picked
and brought straight in from the fields to the market stand.
While they still grow and sell their sweet corn, the ranch has
expanded to grow a variety of fruits and vegetables, as well as
a variety of “Choose and Cut” Christmas trees, and seasonal
fruits grown on other local farms and ranches. Davis Ranch
hosts a variety of festivals each month from June to October
including the Annual Corn Festival, July 17-18, 9am to 4pm, and
will offer a variety of activities including arts and crafts, farming
demonstrations and live music. There will be a Chili Cook
Off in August, a Gourd Festival in September, and the Harvest
Festival in October, which will include tractor rides, a corn
maze, and scarecrow building and pumpkin carving contests.
Call (530) 503-9292 or visit www.davisranchproduce.com for
information.
The Oak Park Farmers Market at the corner of Broadway
and 35th Street in Oak Park’s historic district offers locally
grown fruits and vegetables, flowers and other local products.
There is also live
music and fun
for the whole
family. It is open
Saturdays, 9am
to 1pm, through
October 16,
2010. For more
information

HEALTH & safety
New Incentive Program
Connect families to affordable health insurance for kids
Many children in Sacramento County are eligible
for low cost health insurance, but their families
don’t know it. Now licensed child care providers
can refer families to Child Action, Inc.’s Health
Insurance Coordinator and become eligible to
earn curriculum kits valued at $200. The kit
includes curriculum and activity ideas on
fitness, nutrition, safety, healthy habits and
more. A maximum of 2 kits can be
earned each year by referring a
total of 12 families. Deadline is
June 30, 2011.
Providers can also host a health
insurance survey event. At these events,
all the families in a program are surveyed to
determine if they are eligible for free or
low-cost health insurance for children.
Child Action, Inc. provides all the materials
necessary to host the event, including parent
give-away items and make and take activities
for the children.
Did you know…
• Emergency room services for uninsured children cost 10X more than
primary care services with insurance.
• 20% of uninsured children have at least one unmet health care need
that impacts their healthy development.
• 2/3 of uninsured children are eligible for children's health insurance
programs.
Funding Loss Impacts Local Children’s Health
Insurance Program
Changes to the Healthy Kids Healthy Futures Program
F
amilies who are over income for the Healthy
Families program and/or have children who
do not have immigration documentation are
eligible for the Healthy Kids Healthy Futures (HKHF)
children’s health insurance program, administered
by Cover the Kids, Sacramento’s Children’s Health
Initiative. Unfortunately, this program lost funding for
children 6 years and older and can no longer continue
their coverage after October 31, 2010. Cover the Kids
and Certified Application Assistors (CAAs) are working
to transition these children into other eligible programs
by contacting the families impacted for application
assistance appointments. Please contact Nicole Ullrich
for more information about this program change.
Be connected to the free and low-cost children’s
health insurance programs in Sacramento County.

Be informed about how to access these programs
and what they have to offer. The goal is that all
Sacramento children can be healthy! Contact the

¡Campamento Tam!
H
ola, me llamo Julie Marmon,
Especialista en Desarrollo
Infantil, en Child Action,
Inc. Cuando tenía 8 años,
la economía era mala. Solamente
tres papás en el vecindario estaban
trabajando. La escuela terminó el
1º de mayo ese año, y a mediados
de junio, los niños en la Avenida
Tamara habíamos vuelto locos a
nuestras mamás y abuelos. Algo tenía
que hacerse…¡rápido! Los adultos
se reunieron y decidieron abrir un
campamento. Nos dividieron en dos
grupos. Los Avispones Verdes eran los
niños con dos dígitos en sus edades.
Los Delfines eran niños de 9 años de
edad y menores. Trabajando en pares,
nuestras mamás crearon actividades
para que nosotros las hiciéramos.
Una parte de cada día la pasábamos
en las hortalizas que nuestros padres
cultivaban. Persuadidos para trabajar,
los niños del vecindario cosechaban
frijoles y chícharos, sacaban papas,
betabeles y nabos de la tierra y
cargaban calabacitas en carretillas.
Los jitomates eran los mejores. Una
variedad de jitomates jugosos recién
cortados de la viña sabían a manjar
de los dioses, mientras que su jugo
manchaba nuestras blusas, a menudo
escurriendo hasta nuestros pies
descalzos.
La Sra. Perry y la Sra. Chesnut habían
estado en un campamento de niñas,
y sabían hacer todo tipo de trabajos
manuales de campamento. En sus
patios, aprendíamos a tejer collares
con cordones, a hacer collares de
piedras, a crear pulseras de amistad,
entre otras cosas. La Sra. Gerhold y la
Sra. Borror nos llevaban en caminatas
por los campos y los bosques.
Ellas nos enseñaban los nombres
de los árboles, los pájaros y las
constelaciones. Recopilábamos vainas
de algodoncillos, sauces, dientes de
león y todo tipo de productos naturales
que después prensábamos en
álbumes de recortes y fotografías.
El patio posterior de la Sra. Naeder
no tenía pasto. Había un tremendo
montón de arena en medio del patio.
Treinta y tres niños jalaban camiones
de carga, cubetas, palas, cedazos y
toda clase de cosas hasta allí para
excavar en la arena.Nuestro jardín
estaba en un acre con mucho pasto
verde, así que mi Mamá lo declaró
la zona para “mojarse”. Ella y mi
Abuela pusieron regaderas rotativas
para césped y mangueras, y durante
los días de calor húmedo ¡nos
empapábamos con agua de pozo, fría
como el hielo!
El Sr. y la Sra. Palmer prestaban su
patio para largos juegos de whiffle
ball (béisbol con bate y pelota de
plástico perforada); enseñaban a los
niños más grandes a jugar croquet
y badminton y dirigían a los niños
pequeños en juegos infantiles, como
Red Rover, Color Eggs y Mother May
I. Por las tardes, todos jugábamos a
las escondidas; al obscurecerse, este
juego se convertía en la “roña” con
linterna. A la Srta. Wirth le gustaba
cantar. Ella tocaba la cítara de cuerdas
(autoharp), mientras que todos
cantábamos canciones e himnos de
campamento. ¡La Srta. Wirth también
podía contar cuentos de espantos!
Había varias noches en que los
Avispones Verdes evitaban mirar en
sus armarios o mirar debajo de sus
camas.
Todos nos divertimos mucho ese
verano. Cuando nos reunimos, alguien
siempre dice: ”¿Recuerdas aquella vez
en el Campamento Tam cuando…”
Verdaderamente buenos recuerdos.

How to Open & Operate a
Financially Successful Child
Care Service
by Tina Musial
This simple, yet comprehensive how-to
guide breaks down the complexities of
child care center ownership into clear
and manageable
steps. It
covers the
standards and
requirements
child care
centers
must meet
and explains
the proper
paperwork
that must be filed in order to do so.
Tina Musial doesn’t end her book after
owners have opened their child care
center doors. She further outlines
essential knowledge needed to run a
successful center well after opening
day, with suggestions concerning what
to charge patrons, what to feed the
children, and how to compete with
both the fancy and low-cost child cares.
For anyone who has a dream of owning
and effectively running a child care
facility, Tina Musial’s guide should be

Consumer Survey on
Child Care
What do parents look for when
selecting child care?
When choosing child care parents are
faced with some of the most difficult
decisions they will ever make. Parents
want a provider who will provide high
quality, loving care for their child. But
just what do parents consider “quality
care” and is the quality of the care more
important to them than the location or
the rates?
The Sacramento County Local Child
Care & Development Planning Council,
in collaboration with Child Action, Inc.,
will seek answers to these questions
through the 2010 Child Care Consumer
Survey. Data from this survey informs
local and state policy makers in
understanding the expectations and
needs of parents using child care in
Sacramento County. The Council will
use the data
from the
survey in
developing
the Council’s
2012-17
strategic plan.
Data from
the survey
will also
assist Child
Action, Inc.
in identifying
areas of
service and
advocacy to
best serve
the families and children of Sacramento
County.
Your input is important. Look for the
survey in late summer at www.sac-lpc.
org, www.childaction.org, or with your
child care provider.
For any questions about the survey,
please contact Marianne Knoy, Council
Coordinator at (916) 369-0191 or

З
Child
Action, Inc.
Tamara Avenue
Tonka»,
Red Rover», «Color
Eggs» и «Mother May I».

Twin Rivers»

Stand for Children
March and Rally, May 2010
Over 500 parents and children marched for high quality, affordable child care on Wednesday, May 12 at the State Capitol. Speakers
included Senator Carol Liu and Assemblymembers Tom Ammiano, Mark Leno, Hector De La Torre and Sandré Swanson who
supported the need for child care services. The event was led by parents and this year, for the first time, included a youth speaker,
Mariah Valencia, a 9-year old from Sonoma County. After the rally, parents met with their local elected officials to explain the role
child care plays in economic stability for California families.

most, if not all, the adults in her life. Her story is one of a child who prevails against all odds, whose
resilience shines through each attempt to break her, and whose sheer will to not only survive, but
to thrive, is a beacon to us all. Author of the bestselling memoir, Somebody’s Someone, regina

It Takes a Village to Raise a
Child Care Provider

SUMMER 2010
Family Child Care Provider, Tamara Stevens with her village of kids
aren Taylor, a family child care provider in Sacramento County, was
honored by the Child Care Coalition in May 2010 as Family Child
Care Provider of the Year. In her acceptance speech she listed the
community support and resources she uses to provide high quality
child care services to her families. She believes that it takes a village to raise
a child care provider. Fortunately, in Sacramento we have that village, the
Quality Child Care Collaborative (QCCC). Sponsored by First 5 Sacramento,
the QCCC is an integrated system of training, resources, on-site support and
consultation that is free for any child care center or family child care home
CHILD ACTION, INC.
Are you curious about how your
home or center compares with
national standards for high quality
child care? You can have the
nationally recognized Early Childhood
Environmental Rating Scale (ECERS)
Assessment conducted at your home
or center. A child care coordinator will
review the results with you and your
staff. If you choose, they will help you
develop a quality improvement plan
and provide resources to help you
meet your goals.
Do you suspect a child in your
care may be a victim of abuse or
family violence? A Child and Family
Specialist is available to answer
your questions, develop a plan to
help the family and child and provide
in-service training about child abuse
reporting and working with families.
serving Sacramento children. You
can begin to build your own village
by using any of the QCCC services.
Are transitions from home to care
leaving children inconsolable? Are
certain behaviors unmanageable?
Mental health consultants are
available to explore these issues and
help you develop strategies that help
children adjust to group care.
Are you caring for a child
that seems to have delayed
development, but you’re not sure?
Special education therapists are
available for consultation either on
the phone or at your center or home
to help you answer your questions
and talk with the family.
Would you like to be better
prepared for the flu season or
prevent breakouts of pinkeye or
lice? A health educator will bring
you a binder of resources, provide
in-service training and answer your
health prevention questions by
phone or in person.
Are the business aspects of
running a center taking all your
time? Do you need the counsel of
other directors? Managing a child
care center is difficult in these times.
Join with other directors to participate
in a new Leadership Coaching series
for Child Care Center Directors to
build a support system or enroll in
the business workshops sponsored
by the Small Business Development
Center (SBDC).
Are working mothers in your
program struggling to breastfeed
after returning to work? Do you
wonder how you might help them?
A Lactation Consultant can provide
consultation to both you and working
mothers at your program. Call for
information on parent workshops,
in-service staff training or individual
consultation.
Are you or your staff enrolled in
higher education? Would you
like to have a Child Development
Permit? Attend a CARES Orientation
and learn how you can develop an
education plan, reduce turnover and
receive a cash stipend to help with
educational expenses.
The Quality Child Care Collaborative
(QCCC) provides all of these
resources and more. Just call (916)

help you access these services so
you can begin to build your own
