PRESIDENT CRISTINA FERNÁNDEZ DE KIRCHNER VIDEOCONFERENCE AT INAUGURATION OF THE NÉSTOR KIRCHNER HOSPITAL IN HAITI, JUNE 4TH 2013 For the Argentine Republic, South-South Cooperation is a fundamental pillar of its foreign policy. It is through South South, bilateral and Triangular Cooperation that our country cooperates with other countries partners’ unconditionallity, on the basis of solidarity and on an equal footing. In this context, the purpose of this document is to provide practical information on the functioning of the Argentine Fund for SouthSouth and Triangular Cooperation (FO.AR), which is the instrument chosen by the Argentine Republic to carry out bilateral and triangular South-South Cooperation projects. This manner of connections linkages with the world is consistent with our foreign policy, aimed at achieving a more balanced, equitable and multilateral world, with respect for sovereignties. It should be noted that the South-South Cooperation projects described below are but a few of the projects that we have carried out in conjunction with different countries in the fields of Administration and Governance, Human Rights and Sustainable Development, areas in which we regard it as essential to enhance our cooperation. One of the greatest challenges the world faces today is to work on reducing asymmetries, both at a regional and global level. SouthSouth Cooperation is an essential tool in this regard, as it allows States to share their best public policies, which (through horizontal, joint and consensus-based work) are adapted to their own idiosyncrasies and specific needs. In doing so, we strengthen the capacities of our States, which are responsible for building and guaranteeing social, cultural, economic and political equality for our populations. National needs and priorities certainly vary from country to country and are not universal. Thus, this presentation is intended only as a starting point for a joint process that we must embark upon in order to identify areas of mutual interest in which we can pursue cooperation. We hope that this document serves that purpose and becomes a useful tool in building closer ties and enhancing our cooperation. 5 THE ARGENTINE FUND FOR SOUTH-SOUTH AND TRIANGULAR COOPERATION (FO.AR) Through this Fund, the Argentine Ministry of Foreign Affairs finances and develops bilateral and triangular technical cooperation projects, by means of partnership, collaboration and mutual support mechanisms. Throughout its 20 years of life, FO.AR has received over 6000 requests for technical cooperation on fields in which Argentina has vast experience, such as agriculture, cattle farming, food security, health, education, labour, productive development, administration, governance and human rights. WHAT DOES IT DO? WHAT DOES IT FINANCE? The South-South Cooperation financed by FO.AR seeks to: Through FO.AR, Argentina finances: • Form and consolidate partnerships for • • development with other countries, pursuant to their strategies and domestic priorities, and ensure the participation of all interested parties. Generate and support the strengthening of spaces and mechanisms that promote the exchange of knowledge, technology and best practices between Argentine organizations and their counterparts in other countries, with a view to continually reinforcing the development capacities of each organization. Develop methodologies and instruments in order to dynamize technical assistance processes and maximize the use of human and financial resources. • The sending of Argentine experts abroad. • • The sending of experts from Argentine institutions makes it possible to assist and cooperate with technicians from foreign institutions in their development techniques and the design and implementation of various public policies. Hosting of foreign professionals. This makes it possible to welcome professionals from other countries in Argentine institutions, so that they may acquire firsthand knowledge of Argentina’s specific processes, practices or experiences that may be useful for their institutions. The holding of seminars. Through this component, FO.AR cooperates in the organization and holding of international Seminars on various matters of common interest. 7 HOW ARE PROJECTS IMPLEMENTED? • Results-based management. For the purpose of ensuring the greatest possible transparency and effectiveness in the cooperation provided, FO.AR attaches special importance to the assessment of activities. At the end of each mission, Argentine and foreign experts must submit a report to their respective institutions, containing an analysis of the tasks performed and their recommendations. Likewise, at the end of a project, both the Argentine and the foreign institution must submit a report assessing the results and impact of the project. HOW TO REQUEST SOUTH-SOUTH COOPERATION FROM ARGENTINA • With a view to moving forward in the design of a cooperation project within the framework of FO.AR, you must contact the Embassy of the Argentine Republic in your country or the General Directorate for International Cooperation in Argentina. They will inform you about how to make the request, which may require an assessment mission from our experts, as well as the submission of Form A1 available in five different languages at www.foargentina.cancilleria.gov.ar. • Costs. FO.AR finances the trips of techni- cians by paying their tickets, travel costs and medical insurance, but it may also share those costs with its foreign counterparts, where so agreed. • Local Support Network. Argentine representations in the world are key actors in the provision of the Cooperation offered by the country. APPLICANT INSTITUTION INTERNATIONAL COOPERATION A UTHORITY OF THE APPLICANT COUNTRY ARGENTINE EMBASSY IN THE APPLICANT COUNTRY GENERAL DIRECTORATE OF INTERNATIONAL COOPERATION FO.AR SPECIALIST 8 SPECIALIST ARGENTINE FUND FOR SOUTH-SOUTH AND TRIANGULAR COOPERATION (FOAR) IMPLEMENTING AGENCY ARGENTINA ARGENTINE SOUTH-SOUTH COOPERATION AXES Argentine cooperation officials design, develop and implement projects based on the principles of South-South Cooperation and joint work and bearing in mind the strategies, interests and needs of the partner country. In this context, we include below a sample of some of the projects carried out throughout the 20 years of life of our Fund, which summarize the different capacities that the Argentine state has and offers for the purpose of international cooperation. 1 ADMINISTRATION AND GOVERNANCE In this field, South-South Cooperation seeks to support the efforts made by the institutions of partner States in order to recover, consolidate and extend the management capacity of their government structures. Therefore, the projects carried out in this area help to strengthen the capacities of government officials and institutions for the management and/or making of public policies. This work has gradually given rise to fruitful development partnerships, with great potential for growth, between requesting organizations and cooperating Argentine organizations, which cover a very wide range of sectors. 2 HUMAN RIGHTS Ever since the restoration of democracy in Argentina, this field has become a State Policy and a cornerstone of our foreign policy. It rests on four pillars: memory, truth, justice and reparation. The technical development achieved in this field by professionals and organizations in our country is well-known and has made it possible for Argentina’s South-South Cooperation to provide technical assistance to various peoples whose rights have been violated by similar political processes in other parts of the world. 3 SUSTAINABLE DEVELOPMENT This is the longest-standing and most developed area. South-South Cooperation Projects grouped under this heading are aimed at favouring the development of the agroindustrial, healthcare, industrial and service sectors, as well as scientific-technological capacities, while guaranteeing quality employment and social inclusion. Thus, they also seek to promote the preservation of natural resources, without jeopardizing the ability of future generations to satisfy their needs. Furthermore, the purpose of these projects is for organizations receiving assistance to be provided with the necessary installed capacity to continue with this approach on development. 1 ADMINISTRATION AND GOVERNANCE JUSTICE AND SECURITY METHODS FOR ADDRESSING THE LIABILITY OF ADOLESCENTS UNDER CRIMINAL LAW Advice for the implementation of digital image storage systems and the creation of a cadastral database. Development of new social support and rehabilitation methods for adolescents who have committed offences. IMPROVEMENT OF MARITIME SECURITY Adolescence and Family of the Ministry of Social Development. MODERNIZATION OF THE CADASTRAL INFORMATION SYSTEM Development of legal and management tools with a view to improving its quality. Training in port management for coastal authorities. The project addresses international port regulations, the use of technology for maritime police, installation of radars for ship control and operating aspects of ship rescue. • Host country: Kenia. • Argentine institution involved: Argentine Coast Guard. EDUCATION, CULTURE AND COMMUNICATION TRAINING OF SPANISH LANGUAGE TEACHERS STRENGTHENING OF RADIO AND TV REGULATION AND MANAGEMENT Training programme for teachers of Spanish as a foreign language. The instructional aspects of teaching and assessment are addressed with a view to improving the academic and technical tools of teachers. Training for officials in charge of organizing public, radio and TV events with a view to strengthening audiovisual practices, coupled with a debate on social and cultural practices relating to the media. • Host country: Trinidad and Tobago. • Argentine institution involved: School of Philosophy and Letters of the University of Buenos Aires (UBA). 10 • Host country: El Salvador. • Argentine institution involved: Telam News Agency. ADMINISTRATION AND GOVERNANCE PRESIDENT CRISTINA FERNANDEZ DE KIRCHNER MANAGEMENT AND REVITALIZATION OF NATIONAL CULTURAL ASSETS PRESERVATION OF ARCHAEOLOGICAL ASSETS Training in the use and application of the Geographic Information System (GIS) for the management of cultural assets. The aim is to help design cultural management plans, as well as an institutional portal with maps and databases for general use. Training in restoration and preservation of pre-Hispanic sculptures and structures, from cleaning and restoration to revitalization, including preservation methods to prevent the danger of future erosion. • Host country: Chile. • Host country: Bolivia. • Argentine institution involved: Cultural Agency of the • Argentine institution involved: Ministry of Education. IMPROVEMENT OF CAPACITIES FOR PLANNING, MONITORING AND ASSESSMENT OF COOPERATION PROJECTS Planning, monitoring and assessment of projects under the PCM (Project Cycle Management) methodology. ADMINISTRATION AND GOVERNANCE DEVELOPMENT OF SMALL AND MEDIUM-SIZED ENTERPRISES Development and drafting of State policies for the development of Small and Medium-Sized Enterprises (SMEs), in order to reinforce their role as generators of jobs and social inclusion. • Host country: Ecuador. • Argentine institution involved: National Institute of Industrial Technology (INTI in the Spanish acronym) of the Ministry of Industry. BRASIL – CREATION OF A REGIONAL PHARMACOPOEIA HEALTHCARE STRENGTHENING OF STRATEGIES FOR ORGAN DONATION Development of a donor information system, medical techniques and regulations on this practice. Design of promotion and information strategies with respect to organ donation, with a view to obtaining a higher number of donors through the participation of the State. • Host country: Ecuador. • Argentine institution involved: National Central Institute different preparations and medications that are useful in the fields of medicine and pharmaceutics, in all of their aspects. • Host country: Brazil. • Argentine institution involved: National Drug, Food and Medical Technology Administration (ANMAT in the Spanish acronym) of the Ministry of Health. STRENGTHENING OF CAPACITIES IN HEALTH ECONOMICS for Coordination of Ablation and Implantation (INCUCAI in the Spanish acronym) of the Ministry of Health. CREATION OF A REGIONAL PHARMACOPOEIA Project developed together with Brazil and consisting in research for the development of a regional pharmacopoeia, for the purpose of guaranteeing more egalitarian access to medications in MERCOSUR member states. A pharmacopoeia is an official compilation of the most common drugs, as well as Strengthening of institutional capacity in health economics, which refers to the best use of resources for the treatment of diseases and the promotion of health. The project is aimed at assessing the efficiency of health care services as regards their organization and suggesting ways of improving such organization. • Host country: Ecuador. • Argentine institution involved: Ministry of Health. 13 DEVELOPMENT OF A FOOD SAFETY SYSTEM Development of capacities for the implementation of general food safety guarantee systems, with a view to having an effective and efficient registration, inspection and information system that may be accessed easily for health control of food production facilities, schools and soup kitchens. UTERINE CANCER CONTROL Improvement of professional skills for interpreting gynecological cytological samples in Pap smear tests, with a view to reducing the impact of and mortality from uterine cancer. • Host country: Bolivia. • Argentine institution involved: National Programme for Prevention of Cervical-Uterine Cancer of the Ministry of Health. • Host country: Bolivia. • Argentine institution involved: Ministry of Health. IMPROVEMENT IN THE DIET OF PREGNANT WOMEN IMPLEMENTATION OF THE PHARMACOVIGILANCE SYSTEM Cooperation in the implementation of National Pharmacovigilance Systems. Pharmacovigilance systems make it possible to control adverse responses to medications and to assess how safe their use is. The project helps to disseminate tools that will make it possible to assess the amount of calcium ingested by pregnant women, as calcium is vital during the third trimester of pregnancy for the formation of the baby’s bones. • Host country: South Africa. • Argentine institution involved: Department of Health of the National University of La Matanza. • Host country: Bolivia. • Argentine institution involved: National Drug, Food and Medical Technology Administration (ANMAT) of the Ministry of Health PREVENTION OF THE HAEMOLYTIC-URAEMIC SYNDROME Implementation of a system to monitor Escherichia coli, the producer of the Shiga (STEC) toxin, which is the causal agent for the infectious form of the HaemolyticUraemic Syndrome (HUS) in various cities. In recent years, the inclusion of this type of assessment in important projects has been a requirement. DEVELOPMENT OF INDUSTRIAL ECO-EFFICIENCY TECHNIQUES DEALING WITH AGRI-ENVIRONMENTAL CONFLICTS IN ENVIRONMENTAL MATTERS Assessment and development of strategies to prevent and solve agri-environmental conflicts in agro-industrial areas, particularly in arid and semi-arid climates. Industrial monoculture and the misuse of land have resulted in soil degradation due to the loss of natural fertility. Optimization of the use of raw materials and energy in the industrial sector, and creation of efficiency models for environment services and the use of renewable energy. PRODUCTION OF BIOFUELS WITH SATURATED YEASTS Exploration of techniques to increase the amount of biofuel that can be obtained from sugar cane. BOLIVIA – APPROACH OF AGRO-ENVIRONMENTAL CONFLICTS ECONOMY AND FINANCE TECHNICAL ASSISTANCE IN CUSTOMS MATTERS STRENGTHENING OF TAX COLLECTION AREAS Development of mechanisms to coordinate and reinforce custom checks along common borders. The project is aimed at identifying improvements that can be directly implemented on customs management in order to contribute to the simplification of trade and control in general. DEVELOPMENT OF RULES FOR PUBLIC TRUST FUNDS Public Trusts are legal instruments by which the State transfers property to a third party so that this last one executes or manages it in the benefit of a group of people. Creation of rules for Public Trust Funds. Soft loans will be granted to SMEs in order to contribute to production and job creation. The regulation of public trust funds will provide each State with another tool to promote economic and social development. EXCHANGE OF KNOWLEDGE ON PEPTIDES THAT REGULATE INSECT PHYSIOLOGY Biological analysis of various insect hormones in order to detect insect vectors of disease and control their reproduction and immune systems. MÉXICO – PEPTIDE REGULATORS OF INSECT PHYSIOLOGY 19 DEVELOPMENT OF NEW FERTILIZERS BASED ON MYCHORRHIZA Sharing of knowledge on the isolation and culture of Mychorrhiza Arbuscular fungus. Enhancing knowledge about this fungus that helps plants increase their capacity to absorb minerals from the soil will contribute to its marketing for productive crops. TRAINING ON THE PRODUCTION OF HIGH ADDED VALUE MATERIALS IN THE PHARMACEUTICAL FIELD Exchange of knowledge to obtain, prepare and characterize porous solid materials.
