PURPOSE:
The purpose of this Memorandum is to provide information to schools regarding
parent training that is being offered during the 2014-2015 school year for parents of
children with disabilities. Schools are required to publicize and disseminate this
information to all parents of students with disabilities. The information includes a
calendar and training topics of: monthly parent presentations from the Special
Education Parent Training Information Office (PATIO), the Complaint Response
Unit (CRU), PACE/ Educational Service Centers (ESC)/Parent Community Student
Services Branch (PCSB), and the Division of Special Education.
MAJOR
CHANGES:
This Memorandum has been updated to include parent training information and
dates for the 2014-2015 school year.
PROCEDURES:
School site administrators are to download the monthly PATIO calendars
(Attachments A-1, A-2, A-3, A-4) and post in a prominent location. In addition, site
administrators should disseminate the calendars the first week of each month to the
teachers and parents of students with disabilities. The PATIO calendar includes
meeting and training information on the following:


The Modified Consent Decree (MCD) mandates one six-hour or two threehour parent trainings every fall and spring semester in each of the ESCs.
Topics covered include the following: parent participation at IEP meetings;
how parents can support their child both at home and school; behavior
supports; tips on how to eliminate a hostile environment; and parents as
leaders. The PATIO calendar will indicate the dates, times, and locations for
the fall 2014 and spring 2015 semesters (Attachments C-1 and C-2). It is
imperative that parents of students with disabilities new to special education
receive notice of the Fall 2014 training no later than October 15, 2014 and
notice of the Spring 2015 training no later than January 19, 2015.

PROCEDURES
(Continued):

The Community Advisory Committee (CAC) is a state-mandated committee
composed of: special education parents of a child with a disability, general
education parents, student/adult with a disability, special and/or general
education teachers, administrators, classified employees, community
members and other individuals concerned with the needs of individuals with
exceptional needs enrolled in LAUSD schools who act to support students
with disabilities and advise the District on issues related to the Special
Education Local Plan. CAC membership meets quarterly. All CAC-related
meetings take place at the Parent Community Student Services Branch
(PCSB). A map of the location is included. (Attachment D)

The Complaint Response Unit (CRU) was established by the MCD. The
CRU sponsors monthly presentations to inform parents about information
related to special education instruction and/or services and other relevant
topics. CRU meetings take place at the LAUSD Beaudry Building.
Attachments C-1 and C-2 contain the CPU topics and dates for the fall 2014
and spring 2015 semesters.

MCD Parent Training Topics and Dates/English
Fall/Spring 2014-2015
The Modified Consent Decree (MCD) requires that these trainings be provided for parents of students with
disabilities. These trainings will be provided on a variety of dates from Fall 2014 through Spring 2015.
Training will be conducted in each Educational Service Center through two three-hour trainings. It is
imperative that parents of students with disabilities receive notice of the fall training no later than
October 15, 2014 and notice of the spring training, no later than January 19, 2015. These trainings provide
basic information to parents who are new to the Special Education process.
The following topics will be covered:
1. Parent Participation at IEP Team Meetings
a) What to expect and how to effectively participate at an IEP/ITP meeting.
b) Explanation of Least Restrictive Environment, including a description of special education
placement options and related services available to students in LAUSD.
c) Review of parental rights, safeguards and procedures.
d) How to use an interpreter effectively.
e) How parents can access their child’s educational records.
f) Using the ITP and You pocket guide, provide information to parents on what to expect in
participating in the development of the ITP.
2. Supporting my Child at Home and at School
a) How to describe a student’s learning interests and challenges within the home.
b) Information on how parents can access educational resources through the internet.
c) Help for parenting a child with special needs.
3. It’s all about Behavior – A Presentation for Families
a) Special education behavior supports and interventions and discipline procedures, including the
roles of parents and school staff, designed in such a way as to consider and address diverse
cultural and linguistic factors in behavior and discipline.
4. Eliminating Hostile Environments
a) Information on strategies that eliminate hostile environments, as well as procedures for reporting
disability-based discrimination / harassment that creates hostile environments.
5. Parents as Leaders
a) Leadership skills for parents to participate in DVR teams, District Advisory Committees and other
Division of Special Education activities.

Capacitaciones del MCD para Padres de Educación/Especial
Otoño/Primavera del 2014-2015
El Decreto Modificado de Consentimiento (MCD por sus siglas en inglés) requiere que se les provean
capacitaciones a los padres de estudiantes con discapacidades. Estas capacitaciones se proveerán en
varias fechas durante Otoño 2014 hasta la Primavera del 2015. La capacitación tomará lugar en cada
Centro de Servicio Educativo por medio de dos capacitaciones de tres horas. Es importante que los padres
de estudiantes con discapacidades sean informados acerca de estas capacitaciones a no más tardar del 15
de octubre del 2014 para las capacitaciones ofrecidas en el otoño, y a no más tardar del 19 de enero del
2015, para las capacitaciones ofrecidas en la primavera. Estas capacitaciones proveen información básica
para padres que son nuevos al proceso de Educación Especial.
Estos temas serán presentados:
1. Participación de Padres en las Reuniones del Equipo del IEP (por sus siglas en inglés)
a) Qué esperar y cómo participar eficazmente en la reunión de IEP/ITP.
b) Explicación del Entorno Académico de Restricción Mínima, incluyendo una descripción de las
opciones de colocaciones en educación especial y servicios relacionados disponibles para los
