ZONING HEARING BOARD
FEBRUARY 3, 2014
On Monday, February 3, 2014 at 7:30 P.M., after due advertisement according to law, a public
meeting of the Zoning Hearing Board was held in the Municipal Building, 550 Washington
Road. Board members Don Lambert and Andrew Rembert were present. Also present was Ellen
Wallo, Recording Secretary. Absent was Member John Burgess.
REORGANIZATION
Mr. Rembert made a motion to nominate Mr. Lambert as Chairman of the Zoning Hearing
Board. The motion carried.
Mr. Lambert then made a motion to change the time of the meeting from 7:30 P.M. to 7:00 P.M.
Mr. Rembert then seconded the motion and it carried.
PUBLIC HEARING
Wil Sanders
This agenda item is re-consideration of the application of Wil Sanders for a variance to the
Zoning Ordinance, Article 601, Section A.1, to erect a storage garage at 1525 Lakeview Drive,
zone R-2.
Mr. Sanders had attended the December 16, 2013 meeting and stated that he owns the property at
1525 Lakeview Drive and would like to build a 60 ft. x 80 ft. storage garage on such property.
Mr. Sanders plans to store supplies to equip rental properties he owns.
The motion was tabled at the December 16, 2013 meeting so that Mr. Sanders could provide
drawings showing the design and aesthetics of his planned building to the Board.
Mr. Sanders was unavailable for tonight’s meeting. Herbert Terrell, Mr. Sanders’ attorney,
spoke in Mr. Sanders’ place and presented the design drawing.
Mr. Terrell stated that the building will be built to enhance the area and will have a stone and
brick façade. The building will have the appearance of a single-family residence.
Mr. Lambert then asked for comments from the audience.
James and Mary Helicke of 670 Lakeview Drive stated that they are against this project as they
chose to live in a residential district and feel this building will detract from their neighborhood.
Paula Nicolella of 657 Lakeview Drive stated that she is opposed to this project also because she
and her husband chose to live on Lakeview Drive because it is a residential district and do not
want that to change.

Gaylord Plants of 432 Vance Station Road stated that he owns land surrounding the Lakeview
property and he is not in support of this project. He stated that a storage garage does not fit in a
residential area.
Rebecca Booher of 1530 Lakeview Drive stated that her property is directly across from the
proposed storage garage. She feels it will detract from her property and the neighborhood in
general.
After further discussion, Mr. Lambert made a motion to deny Mr. Sanders’ application for a
variance to the Zoning Ordinance, Article 601, Section A.1, as it is not in compliance with
zoning guidelines, to erect a storage garage at 1525 Lakeview Drive, zone R-2. The motion was
seconded by Mr. Rembert and carried.

The next agenda item was re-consideration of the application of Wil Sanders for a variance to the
Zoning Ordinance, Article 601, Section A.1, to erect a storage garage at 333 Vance Station Road,
zone R-2.
Mr. Sanders had attended the December 13, 2013 Zoning Hearing Board Meeting and stated that
he has plans to build a smaller garage at this location than at 1525 Lakeview Drive. Mr. Sanders
was asked at that meeting to return to the Zoning Hearing Board with drawings showing the
design and the aesthetics of his planned building.
Herbert Terrell, Mr. Sanders’ attorney, is present for this application. Mr. Terrell showed the
design drawing.
Neighbors of the surrounding areas were in attendance and spoke against both Sanders’
applications.
After further discussion, Mr. Lambert made a motion to deny Mr. Sanders’ application for a
variance to the Zoning Ordinance, Article 601, Section A.1, as it is not in compliance with
zoning guidelines, to erect a storage garage at 333 Vance Station Road, zone R-2. The motion
was seconded by Mr. Rembert and carried.

Washington City Mission
This agenda item is for consideration of the application of Washington City Mission, 84 West
Wheeling Street, Washington, PA 15301, for a Special Exception to Zoning Ordinance, Article
1201, Section C, 1.b and Article 1503.16 (Comparable Uses Not Specifically Listed in the I-1
District) to erect a donation/recycling center at 430 Crile Road, zone I-1.

Alice B. Mitinger, Esquire, representing the Washington City Mission, presented the Special
Exception application and stated that the Mission, which is outgrowing their space at their
current location, is looking into purchasing property on Crile Road to relocate their
donation/recycling center.
Dean Gartland, President and CEO of Washington City Mission, stated that the Mission has a
great need for beds for the homeless and that the donation/recycling center takes up a great
amount of space that could be used for such beds. Moving the donation/recycling center would
allow them to expand the room for such beds and provide for the homeless in a much greater
way.
James Roos, RSSC Architecture, was present and stated that RSSC has been working with the
Mission to find a suitable building site. The site on Crile Road is a 40,000 square foot property
in an I-1 Light Industrial District. The Mission proposes to erect a metal building much like the
other buildings already on Crile Road.
Jerry Oxford, Director of Business Enterprises for the Washington City Mission, stated that the
main work done at this site will be sorting and distribution of items donated to the Mission.
They would also like to build a repair center for woodworking so that they can make light repairs
to furniture before sending such furniture to their thrift shops. Mr. Oxford stated that there
would be about 3 or 4 tractor trailers per month at the site and the Mission’s vans would be
making deliveries to and from the site several times a day.
The hours of operation will be 8 A.M. to 4 P.M. and they plan to have 19 employees. There is
no plan to have a retail operation at this site at this time.
There were no comments from the audience.
After further discussion, Mr. Lambert made a motion to approve this Special Exception to the
Zoning Ordinance Article 1201, Section C,1.b and Article 1503.16, for the Washington City
Mission to erect a donation/recycling center at 430 Crile Road, zone I-1. The motion was
seconded by Mr. Rembert and carried.
PUBLIC COMMENTS
None.
ADJOURNMENT
A motion was made by Mr. Lambert and seconded by Mr. Rembert to adjourn the meeting at
8:30 P.M. The motion carried.
