CPI en Horizon 2020. Definiciones
• PCP: ‘Pre-commercial procurement' means procurement of research
and development services involving risk-benefit sharing under market
conditions, and competitive development in phases, where there is a
clear separation of the research and development services procured
from the deployment of commercial volumes of end-products
• PPI: ‘Public procurement of innovative solutions' means
procurement where contracting authorities act as a launch customer
for innovative goods or services which are not yet available on a
large-scale commercial basis, and may include conformance testing

CPI en Horizon 2020. Instrumentos
La Comisión Europea subvenciona la preparación y realización de PCPs
y PPIs conjuntas transfronterizas. ¡Agregación de demanda= ↑ Innovación!
Beneficiarios:
Consorcios de al menos 3 entidades indep. de 3 Estados
Miembros/Asociados, de los cuales al menos 2 compradores públicos. Deben
tener capacidad legal y financiera, y capacidad de tracción de la demanda
Potenciales suministradores de la solución a comprar
Temáticas financiadas:
- Networking, buenas prácticas, análisis de necesidades,
coordinación de estrategia de compras, … - CSA
- Compras conjuntas (Joint Calls – PCP o PPI)
Sectores diversos como salud (ej. health aging), TICS (ej. cloud
computing), transporte sostenible, eficiencia energética, etc…

•
Intensidad de subvención: máximo 70% de los costes directos para PCP y 20%
para PPI. Los costes elegibles directos incluyen:
o Coste de los servicios de I+D (PCP) o suministro de soluciones innovadoras
(PPI)
o Actividades de coordinación y networking
o Contribuciones en especie: ej. Terceras partes aportando recursos a
disposición de los beneficiarios, por ejemplo para testeo de soluciones
o IVA, a no ser que los beneficiarios se lo puedan deducir.
o Resultado: especificaciones para la licitación, acuerdo de compra pública
conjunta y confirmación de compromisos financieros para lanzar la
PCP/PPI
• La ayuda de la UE es FLEXIBLE: los compradores pueden imputarla en mayor o
menor medida a la parte de CSA/licitación siempre y cuando no supere el total
de la compra y el 70% (PCP)/20% (PPI) del total
• El % dedicado a la parte de networking/coordinación será como máximo el 30%
del total para PCP y el 50% para PPI.
• Costes indirectos del 25% (excluyendo el presupuesto de la propia PCP/PPI y las
terceras partes que no estén presentes en las instalaciones de los beneficiarios).

CPI en Horizon 2020. Normas de participación
Cumplir con las normas para compra pública de la UE y también:
Cumplir con los principios de transparencia, no discriminación, tratamiento igualitario,
proporcional y en los casos que sea necesario cumplir con las normativas 2004/17/EC,
2004/18/EC y 2009/81/EC.
Las actividades financiadas con PCP deben realizarse obligatoriamente en los países
miembros de la EU o en países asociados a Horizon 2020
Deben adjudicarse por el criterio de oferta económicamente más ventajosa en su conjunto
Condiciones sobre IPRs bien fijadas en el contrato de compra.
El suministrador que genere resultados deberá poseer al menos los IPRs derivados
El comprador deberá tener acceso libre para el uso de los resultados así como para el
soporte necesario generado para llegar a los mismos
El comprador podrá proporcionar (o requerir al suministrador lo haga) licencias a terceras
partes para la explotación de los resultados (estas terceras partes no podrán a su vez
conceder sub-licencias)
Si el suministrador no explota adecuadamente los resultados en un período de tiempo
determinado tras la compra (especificado en contrato), deberá transferir la propiedad de los
IPRs al comprador

CHARM is a cooperation between 3 road authority procurers: Rijkswaterstaat (NL), Highways Agency (UK),
Department Mobility and Public Works - MOW (BE)
CHARM contracting authorities jointly procure R&D services via the PCP to move towards an open modular
traffic management architecture by getting modules developed that will optimise network performance,
increase road safety and reduce CO2 emissions by improving network management, incident prediction and
prevention and cooperative ITS.

The PCP will be executed in 3 PCP phases, expecting

conducting a market consultation to consult industry on these aspects.

The IMAILE PCP will focus on new technologies and services for e-learning which address the challenge of
providing the next generation of Personal Learning Environments (PLE) for primary and secondary school.
This should address students within the topics of Science, Math and Technology, support different learning
styles in an individualized way and be accessible from any device including to bring your own device (BYOD).

UNWIRED HEALTH aims to introduce a mobile care path for consumers in order to enable patientcentric care, using mobile devices and converging interoperable platforms across multiple nations. The PCP
focuses on services (1) to improve vaccination coverage and adherence (2) to coach patients with heart
failures enabling education, motivation, remote monitoring and other functionalities, integrating and
coordinating care provided by a hospital and the primary care physician.

In NYMPHA-MD, 3 procurers representing mental care hospitals from Italy, Denmark, and Spain will do a PCP
for the provisioning of next generation services advocated for mental health treatment with a special focus
on bipolar disorder based on the use of new technologies, open standards and open platforms. The PCP aims
to provide a set of pilot experimentations implementing mobile ehealth services for bipolar disorder
treatment in a real-world context.

The PREFORMA PCP addresses the challenge faced by memory institutions of increasing transfers of
electronic documents and other media content for long term preservation. PREFORM intends to establish a
long-term sustainable ecosystem of innovative tools and to provide a reference implementation of the most
common file format standards for the assessment and for the correction of the collections to be archived.

between public procurers undertaking PCPs and PPIs and venture capital activities.

P4ITS will create a network experienced or planning to shortly embark on deploying cooperative ITS, willing
to improve the market roll-out of innovative transport systems through public procurement of innovative
solutions (PPI). The network will enable explore common issues and themes with counterparts from in other
countries, with a view to developing a more concerted approach for ITS deployment in Europe.
