the Top 100.”
To break through, Víctor Estrella Burgos
(Estrella) and his team wouldn’t have to focus
on iTunes, but on tuning up.
His physical trainer Matias Rizzo recalled
how, in 2013, he met the Dominican
professional tennis player in Ecuador as the
latter recovered from sports injuries. Estrella
Stepping up.
hired Rizzo explicitly to crack his way into
the elite rankings of the Association of Tennis
Professionals (ATP).
Their partnership paid off.
In February 2014, roughly eight months
after he began training with Rizzo, and at an
age when many players think of retirement,
Estrella broke into the top 100 of the ATP.
He is the first Dominican player to do so.
This past Fri., Aug. 28th, Estrella, who
is currently ranked #50 in the world, took a
break from his training for the U.S. Open to
meet and visit the students of the Washington
Heights Tennis Association
(WHTA) at the tennis courts
of Inwood Hill Park. Estrella
has been affiliated with the
group from its founding.
“I am happy to be here
today. Inwood Hill Park is
very special to me,” said
Estrella. “I used to come in
the summer to train and help
out. It is a great honor to
come back to give a clinic.”

WHTA’s mission is to
provide free year-round
tennis lessons for children
aged 5 years and older. The
program is open to all.
Estrella first met Reynoso
in 1994 at the National

established a strong friendship based on their
shared love of the sport and their mutual
desire to make it more accessible to those
from low-income communities.
“Tennis for all, all year round, is what
makes us successful,” said Reynoso. “We
have helped thousands of young players. We
have done very much with very little.”
At Friday’s clinic, Estrella lobbed and
served tennis balls to the children who took
turns aiming to strike across the net.
He also signed autographs and posed for
pictures.
His visit served as occasion to sing a few
choruses of “Happy Birthday” and cut into a
classic Dominican bizcocho.
Estrella turned 35 on August 2nd.
Reynoso lauded Estrella for remaining
humble and remembering his roots. His
success story, he said, demonstrated that
tennis should not be considered a pastime
merely for the privileged.

E
arlier this year, Wayne Cion
was making a turn at less than
a mile per hour at 9 p.m. on 174th
Street and Vyse Avenue in the Bronx
when he heard a strange sound.
The bus operator, a veteran of over nine
years, had accidentally struck a pedestrian in
the intersection.
He immediately called 911, and emergency
medical personnel arrived moments later.
So did officers from the New York Police

He was shocked.
“I didn’t get up that morning to drive the
bus and hurt somebody,” said the operator.
Cion is among six bus operators arrested
for violating the “Right of Way” provision
under Mayor de Blasio’s Vision Zero Action
Plan. The law made it a misdemeanor if a
driver seriously injures or kills a pedestrian,
and does not exercise “due care.”
Under the original provision, a driver
would be charged with a criminal
misdemeanor if a pedestrian or bicyclist
was killed or sustained serious injury.
The misdemeanor charge, which had
previously been classified
as a traffic infraction, also
carried a fine of up to
$250 and 30 days in jail.
In turn, the Transit Workers
Union Local 100 (TWU),
the city’s largest transit
workers union, filed a
federal suit in April against
Mayor Bill de Blasio and
the City of New York,
claiming that Vision Zero
was
“unconstitutionally
vague.”

he is said to have never learned
how to read or write.
But now, lessons will be taught to hundreds
of children in her name.
The Mamá Tingó Childcare Learning
Center, operated by the Dominican Women’s
Development Center (DWDC), celebrated its
grand opening on Sat., Aug. 22nd.
The festivities included the playful antics
of clowns; arts and crafts; live performances
by Folclórico Espíritu de México, a children’s
dance troupe, and musicians from Kumba
Carey; and a blessing from Father Richard
Marrano from the Saint Rose of Lime Church.
For some, it was a homecoming.
Located at 2346 Amsterdam Avenue
in Washington Heights, the center stands
where once another child care center, La
Familia Unida, once operated. Many of
the administrators and staff members who
worked at the former facility have now
returned; among them is Felix Arias, who is
now Administrative Director at Mamá Tingó.
“We feel successful. I have a lot of
experience working with families, which I
love,” he said. “This is something incredible.”
Established in 1994, La Familia Unida
closed its doors in 2012,
when the Bloomberg

for child care services
throughout the five
boroughs.

gran inauguración el sábado, 22 de agosto.
Las festividades incluyen las travesuras de
payasos; artes y manualidades; actuaciones
en vivo del Espíritu Folclórico de México, la
compañía de danza para niños y los músicos
de Kumba Carey; y una bendición del Padre
Richard Marrano de la Iglesia Santa Rosa de
Lima.
Para algunos, fue un regreso a casa.
Ubicado en el No. 2346 de la avenida

Legislation. Rodríguez has co-sponsored
a bill limiting the number of methadone
clinics within a 500-foot radius of schools and
churches. He is seeking to pass the legislation
this coming session.
5. Audit Rehabilitation Programs.
The plan calls on State Comptroller

rehabilitation facilities to ensure they are
properly operated and are complying with state
and local laws, and that patients are optimizing
treatment.
6. Review Transportation/
Streetscape Plan. Rodríguez is calling on
the DOT to consider 125th Street for street
improvements, including the addition of lights,
designation of plaza status, bulb outs, etc. in

7. Refocus the joint City/State/
Community Task Force. There must
be greater collaboration between city and
state agencies, in partnership with community
stakeholders and legislators.

at community meetings, forums,
town halls and even in the grocery
store. I hear the same message
time and again: every parent
wants to see their child graduate
ready to conquer the world—and
every child wants to follow their
dreams and achieve.
I took this job specifically to make
success a reality for every child and every
family across New York City.
This summer, superintendents, principals,
teachers and central staff have been working
tirelessly to ensure that students and families
begin the school year with necessary
supports and services so parents can help
their student both inside and outside the
classroom.
I’m excited to bring on new leadership to
bring my vision to fruition—a veteran Bronx
educator, Yolanda Torres, who will serve as
Executive Superintendent of the Division
of Family and Community Engagement
(FACE).

of Pope Francis during his Central Park
processional on Fri., Sept. 25th will now be
able to enter a lottery conducted by the city.
In anticipation of the Pope’s first visit
to New York, thousands of tickets will be
distributed for residents to witness the historic
procession. The Catholic pontiff will travel
along the park’s West Drive from West 60th
through 72nd Street. During his visit to the
city, the Pope will also visit an East Harlem
school and celebrate Mass at Madison Square

The Dance Project of Washington Heights
(DPWH) is conducting an online GoFundMe
campaign to purchase needed apparel and
equipment such as ballet and tap shoes,
mirrors and a waiting room for parents and
caretakers.
DPWH, a community-based dance
program, provides affordable and high
quality dance education
to
children
and
adolescents. In adhering
to the philosophy that
opportunities for creative
expression should be
affordable and accessible,
classes are funded by a
pay-what-you-can, dropin system.
“Our mission is to offer
classes to all families
regardless of background
or income,” explained
DPWH co-founder and instructor Heather
White Godfrey.
Founded in 2012 by Godfrey and fellow
dancer Susan Dodge, the DPWH first offered
two classes a week at the Fort Washington
Collegiate Church. It has since expanded to
29 classes and over 250 students across three
spaces which include
the United Palace and
Mind Body Soul Yoga
Studio.
“We are looking
to be a diverse
community
within
the community,” said
Godfrey.
Godfrey says collaborations with local
community partners have been critical.
The United Palace and Mind Body Soul
charge nominal rental fees, for example,
and Fort Washington Collegiate Church
waives them altogether. The Venture Crew,
a Boy Scout troop at Holyrood Church, has
volunteered its time during classes and STN
Media, a local media production company,
has provided free videography services for
performances.
The program also boasts professional
instructors and a range of creative classes
for students ranging from toddlers to teens.
Dance styles include hip hop, ballet, modern,
and jazz.
“[We are] about moving a community as
one,” said Godfrey.
Created on August 1, the DPWH campaign
is currently at $1,700 of its $10,000 goal.

“W
e were both sleeping,”
said Christian, recalling
what came to be the last moments
he and his younger brother would
spend in their home.
He, his four siblings and his mother
Maribel Polanco had lived in apartment
#C16H at 3333 Broadway for the past 11
years.
Lasst week, a fire tore through the
family’s high-rise apartment building near
135th Street on Sun., Aug. 23rd.
Though no one was killed, the blaze hurt
22 people, including 10 firefighters, and
displaced approximately a dozen residents,
including Christian and his family.
They were sleeping when the fire began
before 11 a.m.
“The smell woke me up,” recalled
Christian. “Everything was catching fire, so
I grabbed my brother and called 911.”
They escaped unhurt, but their apartment,
and the adjacent unit C17H, were destroyed.
This past Fri., Aug. 28th, community
leaders and residents came together to assist
victims of the fire. Among those distributing

Alicia Barksdale, President of the
3333 Broadway Tenants Association.

Wright, the Port Authority Police Benevolent
Association (PAPBA), and the Network of

Street to bring in clothes, furniture, toiletries,

PAPBA parked a truck by the damaged
building, and offered cold water, juice and
snacks to its residents.

Vice-President of the Bi-State
Coalition at the Port Authority
Police Department.
The Network of Black
Employees (NBE) provided
children from the building
with
school
supplies,
including backpacks, pencils,
crayons, and notebooks.
The Blanco family lost
all their possessions, and
are temporarily staying with
relatives.
“I
lost
everything,”
lamented Blanco. “I have to
start anew.”
The management has
promised to relocate the
family in another unit within
the same building, as soon as
the apartment was ready for
occupancy.
The high rise building
is part of Riverside Park
Community, a large complex
of 1,200 units, home to
over 5,000 residents. It
was originally built in the
1970’s as a Mitchell-Lama
development, a housing
program created to provide
affordable rentals and cooperative
housing to low and moderate-income
families.

Of late, says Rodríguez, there has been an
increase in unlawful behavior and quality of
life issues that have threatened public safety.
Consumers of alcohol and others drugs,
including synthetic marijuana (known more
commonly as K2 and Spice), have been drawn
to the area, and the intersection was recently the
site of a street brawl which ended in a fatality.
Rodríguez insisted that the plan, which
consisted of seven steps, would be successful
in reversing the downward trend. Greater
collaboration, he added, was necessary
between law enforcement, residents,
merchants and community organizations, and
legislators needed to actively participate in
seeking solutions.
“We need a renewed sense of urgency
from city and state government to make this
happen,” he remarked.
As outlined, the plan seeks to enforce
stronger synthetic marijuana laws; increase
police presence; remove subway grates; audit
rehabilitation programs; and review urban
planning designs to promote pedestrian
safety.
“We are not a community that is complaining
about these problems,” added Rodríguez. “We
have solutions that will make a difference.”
Members of the New Harlem East
Merchants Association also took part in the
conference and distributed information on
local amenities and programs, such as lowcost farm-fresh food and the renovated 125th
Street Plaza at Park Avenue, which will be the
site for Zumba classes and other events.
Rodríguez said that it would require
sustained efforts on the part of all partners to
rehabilitate and reanimate the corridor, and for
it be transformed into a safe and vibrant space.
“We need [everyone] here now,” he argued.
“If we get a fraction of what we are asking
for here on 125th Street, we can make a real
difference.”

Local drivers also welcomed the news.
“This had put a particular burden on a lot
of people because once you’re arrested, you
can’t drive a bus,” said Howard Davis.
Davis has been a bus operator for 30 years
and is the Vice Chairman of the West Farms
Bus Depot.
“Having this on your record also affects
other opportunities in your livelihood, your
family, your morale.”

of Buses. “It’s a very humiliating and tragic
thing to go through for people who have never
been arrested before.”

know] were not due to my negligence.”

The center, which is licensed by the city’s
Department of Health, will operate from a
9,200 square-foot space, equipped with 6
classrooms, 25 employees, including teachers,
assistant teachers and classroom aides.
Two classrooms are designed for Universal
Pre-Kindergarten (UPK), where children
ages 4 and 5 will receive instruction from 8
a.m. to 12:30 p.m. Nearly 40 children have
already been registered for the UPK program.
Families can apply in three ways. The
Administration for Children’s Services
(ACS) application, which determines fees
based on household income, is one option.
For parents receiving public assistance, there
is the Health Reimbursement Account
(HRA) childcare application. Finally,
families can opt to cover the weekly costs
directly.
The center will officially open its
doors when the school year begins, on
Sept. 9th, to serve a total of 110 children
and families.
When they arrive, they will be greeted
with a large mural in the lobby painted,
in part, by María Contreras Guzmán. The
colorful display celebrates the community’s
diverse families.
“We are trying to prepare children for
school, to make them competitive and
[productive] for this society, in all areas of
learning,” explained the art teacher, who
was joined in the mural work by her sister
Virginia Ayress.
“Art plays a very important role for
pre-school children,” added Guzmán.
“Through art, we can teach letters, science
and mathematics.”
Like Arias, Simona Santos was a former
staff member at La Familia Unida. She is
now the Educational Director at Mamá
Tingó.
“The community is in great need of a
center, especially so that mothers can go
out and work,” said Santos. “It is [only] fair
to offer a place like this to the children in
the community. This is fantastic.”
