Personas profesionales. Se alcanzaron 120 PVS con las metodologías de cambios de comportamiento. De los cuales 40 son El Salvador, 10 de Honduras, 32 de Nicaragua y 38 de Panamá. En S3 se tenía a 98 PVS capacitados y en S4 se capacitaron a 102 PVS, llegándose a una meta acumulada de 200 PVS capacitadas. Aunque la implementación está programada para iniciares en la Fase II (año 3), en la Fase I se debe dejar los planes listos para empezar con su implementación en las fechas programadas; en el informe de S3 se reportaron los 4 planes de asistencia domiciliar, los cuales fueron verificados por el ALF. A su vez, de este plan se benefician indirectamente los otros tres (3) países que conforman REDCA+ y que no son beneficiarios del proyecto. para determinar el incremento sobre la línea base (se toma como incremento, la cantidad de denuncias que se han interpuesto y respondido adecuadamente según la Ley en comparación al número de denuncias interpuestas y respondidas adecuadamente según la Ley, Línea Base). Sin embargo, sólo se logró recabar informar información de tres de los 4 países (Honduras, El Salvador y Panamá) imposibilitándose recabar la información en Nicaragua. El % consolidado en estos tres países es del 42 %; de los casos reportados a septiembre de 2010. Es de destacar que 98% de los casos han sido resueltos. Así mismo es importante señalar que este indicador no hará parte de la Fase II del Proyecto. En S3 el ALF verificó 56 PVS alcanzados, cumpliéndose una meta del 112%. En S3 se llegó a una meta de 46 PVS alcanzados, lo cual superó la meta propuesta por encima del 120%. En S3 El Salvador realizó la evaluación; en S4, se cuenta con las evaluaciones de Honduras, Nicaragua y Panamá; llegándose a la meta de los 4 países con las evaluaciones a los establecimientos de salud de la Red Pública, que brindan TAR. Los porcentajes reflejados representan la LB determinada en Fase I, la cual concluyó en Septiembre de 2010, a excepción de El Salvador que la LB se reportó en S3. Overall evaluation of performance Para este semestre, se considera que todas las actividades programadas se realizaron, lo que se traduce en una ejecución presupuestaria del 95%; en donde a su vez, la mayoría de los indicadores contractuales fueron cumplidos en más de un 100%, a excepción del indicador 1.8. Número de casos de violación de derechos humanos de las PVS que fueron documentados y respondidos adecuadamente según la Ley. El cual aunque el porcentaje de meta resulte más del 100%, se considera que se cumplió en un 75% debido a que no se logró tener información de Nicaragua, pese a las múltiples solicitadas a este país tanto de parte de la UCP como del Secretario Regional REDCA+.Se hace mención a que dentro de la ejecución de la Fase I se estableció la Carta de Implementación No. 3 que modifico los montos presupuestados para el año 2 de la Fase I, tomando los fondos disponibles del año 1 y reprogramándolos en el año 2, lo cual no modifica el monto original de USD$1,722,700 aprobado por el Fondo Mundial. Ver Informe Narrativo v. Planned changes in the program, if any. Debido a que la Fase I terminó el 30 de septiembre, no existen cambios planeados, a su vez la Fase II inició el 1 de octubre de 2010 el cual durará tres años más. Los cuales están enmarcados en una nuevo marco de desempeño y una reajuste presupuestario, siendo presupuesto aprobado para Fase II de $3,329,597 lo cual representa un reajuste del 13,08% del Total aprobado de Fase II, siendo el presupuesto final de los 5 años de $ 4,918,580.60. A su vez, en Fase II la REDCA+ ha solicitado al Fondo Mundial la firma del convenio con la Secretaría de la Integración Social Centroamericana como Receptor Principal Único, cuyo convenio fue firmado por la Lic. Ana Hazel Escrich, como Secretaria General de la SISCA. Ver Informe Narrativo vi. Other program results, success stories, issues or lessons learned 1. Las coordinaciones realizadas con los Programas Nacionales de Sida de El Salvador, Nicaragua y Panamá permitió: - La potencialización de las actividades del Programa Regional REDCA+, en cada uno de estos países. - La conformación de los equipos nacionales para la evaluación de la calidad de los servicios. - Dar a conocer el alcance del Programa Regional REDCA+ con los PNS. 2. La REDCA+ en su estructura de funcionamiento para la gerencia estrategia del Programa creo la Figura de REDCA+ Ampliada, la cual además de la Asamblea de la REDCA+ están representados los MCP de los países beneficiarios; sin embargo, sigue haciendo falta una coordinación efectiva entre la REDCA+ Ampliada y los MCP de los países beneficiarios, ya que algunos MCP refieren desconocer los resultados del programa y logros del mismo, pese a que sus representantes tienen la información. 3. Para el éxito de la primera fase de ejecución, el Programa Regional REDCA+ contó con el apoyo técnico del Proyecto Regional de VIH-Sida subvencionado por el Banco Mundial a través de la SG-SICA / SISCA. 4. La SISCA asumió la responsabilidad de ser el Receptor Principal único del Programa Regional REDCA+, por lo cual en el periodo de negociación de Fase II se contó con el apoyo técnico financiero de la SISCA. B. PR COMMENTS ON THE FULFILLMENT OF CONDITIONS PRECEDENT AND/OR SPECIAL CONDITIONS UNDER GRANT AGREEMENT Conditions Precedent and/or other special conditions Fulfilled? (Yes/No) The first disbursement of Grant funds by the Global Fund to the Principal Recipient is subject to the the delivery by the Principal Recipients to the Global Fund of a letter signed by the Authorized Representative of the Principal Recipients setting forth the name, title and authenticated specimen signature of each person authorized to sign disbursement requests under Article 10 of the Standard Terms and Conditions of this Agreement and, in the event a disbursement request may be signed by more than one person, he conditions under which each may sign. Yes The letter was sent by e-mail on July 30th, 2008 The second disbursement of Grant funds by the Global Fund to the Principal Recipient is subject to the Principal Recipient delivering to the Global Fund a manual, in form and substance acceptable to the Global Fund, which contains the following: a. Procedures and criteria for the assessment and selection of Sub-recipients; b. Procedures for training Sub-recipients; c. Procedures for monitoring and evaluating the performance of Sub-recipients; and d. A system for the administration of fixed assets purchased by or on behalf of Subrecipients. Yes The Manual for sub-recipients was sent by e-mail on March 12th, 2009. Observations to the manual were sent to us by the Global Fund which were included in the document and sent back to Global Fund on May 30th, 2009. On June 2nd, 2009 we recieved acknowledge receipt of the document and up to this date we have not received any further information. The disbursement of Grant funds by the Principal Recipient to each Sub-recipient shall be subject to the delivery by the Principal Recipient to the Global Fund of evidence, in form and substance acceptable to the Global Fund, to show that the Grant funds that will be disbursed to the Sub-recipient over the Program Term shall not duplicate any funding that the Sub-recipients shall receive under any other Global Fund grant or from other donors. The Principal Recipient acknowledges and agrees that iff selects Sub-recipients to implement any Program activities during Phase 2 of the Program Term, the disbursement of Grand Funds by the Principal Recipient to each Subrecipient shall be subject to: a) the delivery by the Principal Recipient to the Global Fund of evidence, in form and substance acceptable to the Global Fund, that the Principal Recipient has assessed the capacity of the relevant Subrecipient in accordance with requirements of Article 14(a) of the Standar Terms and Conditions of this Agreement ; and b) the delivery by the Principal Recipient to The Global Fund of evidence, in form and substance acceptable to the Global Fund, to show that Grands fund that will be disbursed to the Sub-recipient in Phase 2 of the Program Term shall not duplicate any funding that the Sub-recipient receives under any odther Global Fund grant or from other donors. El rubro de Asistencia Técnica se ejecutó un 125%, debido a que se reprogramaron consultorías para este semestre relacionadas a el levantamiento de base de datos para perfil socio demográfico en Panamá, la elaboración de metodologías de cambios d comportamiento y la elaboración del perfil sociodemografico. En el rubr de Entrenamiento se ejecutó el 93% del cual no se completaron ciertas actividades según lo presupuestado. En el rubro de Materiales de Comunicación se ejecutó un 52%, debido a la elaboración y reproducción de documento de análisis con la información; diagramación e Impresión de Documentos de metodologías; y reproducción de la información con información de evaluación de atención. En el rubro de Monitoreo y Evaluación se ejecutó el 94% porque existen actividades que fueron combinadas en las cuales se compartieron los costos de las mismas, por otra parte algunas de las actividades se ejecutaron con un monto menor al estimado. En el rubro de Apoyo de Población Meta se ejecutó un 77%, debido a que existen actividades que no se realizaron de acuerdo a lo establecido. En el rubro de Planificación y Administración se ejecutó el 96%, debido a que los gastos operativos reales son menores a lo presupuestado y el pago por la evaluación de auditoría externa fue menor a lo establecido. En el rubro de Materiales de Comunicación se ejecutó un 56%, debido a que ciertas actividades de diagramación y reproducción no se realizaron, además algunas actividades se realizaron con un menor costo al programado. En el rubro de Apoyo de Población Meta se ejecutó un 109%, debido al costo de la actividad de formación de facilitadores fue superior a lo programado y la reunión regional de REDCA+ se sobrepasó del monto presupuestado, porque se realizó la elección del Secretario Regional de la REDCA+ , por lo que era necesario convocar además de los miembros de la REDCA+ al grupo asesor de la misma y a la REDCA+ Ampliada, además se realizaron 2 reuniones extraordinarias. En el rubro de Planificación y Administración se ejecutó el 73%, debido a que los gastos operativos reales son menores a lo presupuestado; además la sede entró en funcionamiento un mes posterior a la fecha de inicio del Programa y su implementación se completo hasta enero de 2009, además el monto presupuestado para auditoría externa fue superior al ejecutado. En el rubro de Recursos Humanos la ejecución fue del 94%, debido a que la contratación del motorista no fue necesaria porque la ubicación de la sede del Programa está relativamente cerc a la sede de la SG-SICA/SISCA y las necesidades de mensajería no requerirían de este recurso; al mismo tiempo se atrasó el proceso de contratación del Contador de la UCP por 2 meses.(Ver Anexo 4 Informe Financiero) 1b.
