The Pueblo Health Expo,

Mr. King I too, have a dream
As many of us recalled the movement and much that went with it.
We are reminded of many horrible things that occurred doing that
period. I must admit, perhaps I was trying to forget, trying to forget
that those individuals I saw on the screen were real people with real feelings.
It is easy to fall into a false sense that all is well. It is the little things that we tend to
overlook, the little things that are real. Ever notice how men of color are not as free to have
a discussion with a Caucasian woman, like any other male. All one has to do, is experience
that look, that says, “How dare you speak to me as if we were equal” on occasion that is
followed by cries of sexism.
I have a dream also, and it is enhanced from some of today’s nuances, such as XM radio.
I, as a Colorado native tend to listen to country music as well as others. I enjoy it more
when I hear Bobby Flores, Justin Trevino and of course Johnny Rodrigues and I know that
for most listeners they don’t care if they are from Texas or Tejas. There is an interesting
channel on XM, it is part of the Spanish channels and they claim to play oldies, what a
surprise when one hears, Julio Iglesias, Camilo Sesto, Rafael, Armando Manzanero mixed
with the Beatles, Barry White, Matt Monroe and others.
Gov Richardson of New Mexico was asked recently about how political candidates
communicate with Hispanics. “They need to start talking to Hispanics” he said” not like
an ethnic minority, but as main stream America who are part of the American Dream”
Some of us learned in Vietnam that on certain occasions, one didn’t care if the medic was
black, or spoke with an accent. The important thing was we all had the same uniform and
the same purpose.
Next time you are at a city or county gathering, is 20 percent of that crowd minority? Why
not? Yes, I too have a dream.

College-Bound Students Can Get Help Filling Out Federal
Financial Aid Form
High school seniors planning
to attend college as well as
current college students will
have an opportunity to get
assistance in filling out their
Free Application for Federal
Student Aid (FAFSA) form.
On Sunday, Feb. 10, financial
aid experts will be on hand to
provide free help to students
from 2 to 4 p.m. at Pueblo
Central High School.
Filling out the FAFSA form is
the critical first step for
students who plan to pay for
college with the help of grants,
scholarships,
student
employment and student
loans. It is used by the U.S.
Department of Education to
determine a student’s “need
analysis” based on financial
information such as household
income, assets and other data.
Ron Swartwood, Financial
Aid Director at Pueblo
Community College, said
College Goal Sunday is a great
vehicle for students to get their
FAFSA forms processed early.
“The whole idea behind
FAFSA is to have students get
all their paperwork done
ahead of time so they don’t run
into
problems
later,”
Swartwood pointed out. “If
you have never applied for
financial aid, you might be
missing out on a wonderful
opportunity designed to help
you achieve your education
goals.”
In order to complete the
FAFSA form at College Goal
Sunday, students and their
parents should bring the
following items with them:
• 2007 federal income tax
records
• Social Security number
• Driver’s license
• 2007 W-2 forms and other
records of income earned
• 2007 untaxed income records
- Social Security, Temporary
Assistance to Needy Families,
welfare, or veterans benefits
records
• 2007 bank statements

• Alien registration card if you
are not a U.S. citizen
Students and their parents are
invited to attend the event in
the Central High School
library. The school is located at
216 E. Orman Ave., and those
attending should enter
through the main doors, where
volunteers will direct them to
the library. A total of $15,000 in
scholarships will be given
away in $1,000 amounts for use
at one of 15 colleges in

According to the Colorado
Department of Human
Services, year to date,
approximately
43,700
Colorado households have
received LEAP payment
assistance.
To qualify for LEAP,
applicants must be responsible
for paying heating costs, either
to a utility company or to a
landlord as part of rent.
Applicants must also be
permanent legal residents of
the United States and Colorado
or have household members
that are U.S. citizens.
Recent Colorado legislation
now requires LEAP applicants
to provide a copy of valid
identification and a completed
affidavit indicating that they
are lawfully present in the
United States with their
program applications.
Currently, the following valid
forms of identification are
accepted.
1. A Colorado Driver’s License
or Colorado Identification
card; or,
2. A United States military card
or military dependant’s card;
or,
3. A United States Merchant
Mariner card; or,
4. A Native American Tribal
document.; or,
5.
Appropriate
INS
documentation.
As defined by the Colorado
Department of Revenue, other
forms of identification may be
required as well. For more

LEAP applications are
accepted until April 30 of each
year. Potential program
applicants can apply several
ways:

department of social/human
services across the state.
3. LEAP applications can also
be downloaded from the
program’s Web site at http://
www.cdhs.state.co.us/leap/
apply.htm. Applicants may
then fax, mail or deliver a
completed application to their
appropriate county office.

The anticipated average LEAP
benefit for 2007-2008 is
approximately $316 per family.
“During these freezing winter
days everyone should have the
heat they need to stay warm in
their home,” said Scott
Barnette, LEAP Director.
“We know there are over
200,000 people in our state that
meet our income requirements,
so the need is out there and this
increase in funding ensures
that all eligible Coloradans can
receive the gift of warmth.”
Other benefits provided to
LEAP eligible households are
the Crisis Intervention
Program, which assists with
the repair or replacement of the
home’s primary heating
system such as a furnace or
wood-burning stove and the

businesses and communitybased organizations have
collaborated to ensure that the
Pueblo Health Expo has

be drudgery. We hope the

Reclaman Braceros Su Dinero Retenido En EU
Desde que el Gobierno
Federal censó en el 2005 a miles
de braceros que reclaman las
retenciones de dinero que se les
hicieron cuando trabajaban en
Estados Unidos en distintos
periodos que van desde la
década de los 40s, sólo unos
cuantos
han
recibido
indemnizaciones o apoyos por
38 mil pesos.
En el caso de Chihuahua con
16 por ciento de los braceros
del país, la cifra no llega a 300
y en Ciudad Juárez apenas
alcanza unos 12, señaló Carlos
Marentes, líder del Centro de
Trabajadores
Agrícolas
Fronterizos, cuya sede está en
El Paso, Texas.
“No ha habido ningún
avance, nosotros estamos muy
preocupados porque en
noviembre del año pasado, nos
decían que se habían aprobado
varios cientos de millones de
pesos para pagar a los
braceros, pero nos preocupa
que todavía no aparezca en el
Diario Oficial de la Federación
esos presupuestos para
entender como se van a
realizar esos pagos”, manifestó
Marentes.
Además, no existe ningún
contacto con el Gobierno
Federal que informe a los
braceros que en su mayoría son
personas de la tercera edad, lo
que siembra incertidumbres ya
que son pocos los que han
recibido recursos.
En el país, la cifra de
trabajadores agrícolas que
fueron braceros alcanza las 100
mil personas, de esas 16 mil
son de Chihuahua y 6 mil de
Ciudad Juárez y áreas
aledañas.
“De hecho, Gobernación en el
2005, 2006 y 2007 en el padrón
que levantó, registró alrededor
de 9 mi braceros que pueden
probar que fueron braceros,
pero ninguno de ellos ha
recibido su pago hasta ahora”,
dijo.
Lo recibido, unos 38 mil
pesos, no es la cantidad que les
fue retenida cuando fueron
braceros ya que el monto
original se ignora ya que por
cuestiones desconocidas el
Gobierno mexicano se niega a
esclarecer que ocurrió con ese
dinero y en Estados Unidos se
asume que es un problema de
México, señaló Marentes.
“En Estados Unidos el
Gobierno norteamericano ha
asumido que esto es un
problema del gobierno
mexicano y han dejado que el
problema crezca. Hay muchos
braceros en Estados Unidos
que reclaman su dinero.
Entonces el gobierno hasta
Bush no ha reconocido ningún
adeudo con los braceros”,
indicó.
Sin embargo, la esperanza en
el caso estadounidense se
centra en el cambio de
administración y en las
demandas que se tienen en
cortes civiles.
“Hay dos o tres procesos
legales, civiles en Estados
Unidos y estamos empezando
que se consoliden en una sola
demanda. El proceso judicial es
lento pero hay posibilidades de
ganarla si se valora los
argumentos de los braceros”,
apuntó.

Augustine “Augie” Martinez is current General Manager of nationally syndicated television show Hispanics Today®.

Augustine “Augie” Martinez
as interim President and CEO

Urban Institute Studies Confirm SBA Loans
Fill Market Gap
A package of studies released
today by the nonpartisan
Urban Institute has found that
SBA programs are more
effective than conventional
loans in reaching minorities,
women and start-ups, and that
SBA loans are a key financing
tool for creditworthy small
businesses that nevertheless do
not meet conventional
underwriting standards.
In its most recent fiscal year,
nearly a third (32.1 percent) of
all SBA-backed loans went to
start-up businesses, a third
(33.6 percent) went to minority
borrowers and 22.3 percent
went to women.
Overall, loans to businesses
in underserved areas –
including
designated
Enterprise Zones, HUBZones
and Low and Moderate
Income areas – represented
more than 36 percent of total
loan approvals.
The study also found that
during the period studied –
2001-2004 – 18.8 percent of
firms that received a
conventional small business
loan with a term greater than
one year got an SBA-backed
loan. When firms that received
loans of shorter maturities are
included, the percentage is 11.6
percent.
The Urban Institute also
found that for variable rate
loans, borrowers who received
SBA-backed loans were willing
to pay higher interest rates
than
borrowers
of
conventional loans in order to
secure commercial credit.
The studies were
commissioned by SBA three
years ago to study the agency’s
lending effectiveness and its
value
to
underserved
communities. These studies
are necessary to establish an
initial baseline for evaluating
the outcomes achieved
through SBA lending.

future accomplishments.
“These reports validate our
essential role in getting capital
to underserved communities
and our success in doing so,”
said SBA Administrator Steve
Preston. “They also support
the recent initiatives we have
rolled
out
to
enable
entrepreneurs who are not
receiving capital through the
conventional market.”
The studies found that
borrowers who get SBAbacked loans are more likely to
be minorities, women and
start-up entrepreneurs than
those who get conventional
loans, and find little overlap
between
SBA
and
conventional lending. The
Urban Institute also reported
that commercial lenders,
consistent with program
intent, use SBA guarantees to
support borrowers who are
creditworthy but don’t meet
conventional underwriting
standards.
On the other hand, while the
studies found that average
sales and employment
increased over time for SBAfinanced
businesses,
researchers were unable to
identify any strong, consistent
predictors of success.
The findings support the
conclusion
that
SBA’s
programs are, in fact,
supporting small businesses
that cannot obtain “credit
elsewhere.”
Among the specific findings
were:

women or minority-owned
businesses and start-ups than
conventional small business
loans.

La temporada de la gripe ha llegado. ¿Se han vacunado usted, sus niños y sus nietos?
De acuerdo con un informe
divulgado por el la Encuesta
Nacional de Salud del Hospital
C.S. Mott de Niños, de la
Universidad de Michigan, las
tasas de vacunación contra la
gripe entre los niños y los
adultos de alto riesgo son más
bajas que lo esperado en todo
el país, lo cual deja a millones
de personas en Estados Unidos
sin protección en el caso de que
ocurriese un brote mayor.
A esta altura 26 Estados han
informado de actividad
moderada de la gripe.
Habiendo 40 millones de dosis
de vacuna para la gripe

azar de 2.131 adultos mayores
de 18 años, que forman parte
del KnowledgePanelSM en
Internet de Knowledge
Network. La muestra se sopesó
posteriormente para que
reflejara las cifras de población

Orthopaedics 2008 Colorado
Springs Metro Wrestling
Championships features the
best high school individual
and team talent from the
metropolitan area. The twoday tournament jump starts
the championship season and
is a major highlight of local
prep sports.
Colorado Springs-area high
school wrestling teams will
gather together for bragging
rights for the eighth straight
year, competing for team titles
and individual medals. Each
weight division will feature
outstanding competition by
the area’s best wrestlers.
The
Front
Range
Orthopaedics 2008 Colorado
Springs Metro Wrestling
Championships will be held at
Doherty High School on Friday
January 26 and Saturday,
January 27. The competition is
sponsored by USA Wrestling
and
Front
Range
Orthopaedics.
All-Tournament passes cost
$15 for adults and $5 for
students. Tickets to watch
Friday’s wrestling cost $5 for
adults and $3 for students. The
cost of tickets for all-day
Saturday is $10 for adults and
$5 for students. The price for
Saturday night finals only is $5
for adults and $3 for students.
Admission is free for children
who are nine years old and
under.
Competition is scheduled to
begin on Friday, Jan. 25
beginning at 4:30 p.m.
Competition will resume
Saturday, Jan 26 beginning at
9:00 a.m. and continuing
throughout the day, with the
championship
finals
tentatively set for 5:30 p.m.
A total of 23 local high schools
are expected to take part in this
year’s tournament. The field
includes: Air Academy,
Coronado, Discovery Canyon,
Doherty, Falcon, Fountain/
Fort Carson, Harrison, Hilltop
Baptist, Lewis Palmer, Liberty,
Manitou Springs, Mesa Ridge,
Mitchell, Palmer, Pine Creek,
Rampart, Sand Creek, Sierra,
St. Mary’s, The Classical
Academy, Wasson, Widefield
and Woodland Park.
Pine Creek will look to threepeat as tournament champion,
after edging out host Doherty
in 2007 to take a second
straight team title. Both
Widefield (2001, 2002, 2005)
and Doherty (2003, 2004) have
also claimed multiple team
championships in the event’s
seven-year history.
Four 2007 individual
champions return to defend
their titles: Gabrian Martinez
of St. Mary’s (103 pounds),
Ethan Martinez of St. Mary’s
(125), Ely Martinez of St.
Mary’s (130), and Brandon
Martz of Liberty (160).
Competition will feature
many athletes ranked locally
by the Gazette, and those with
state individuals ranking.

Gabrian Martinez of St.
Mary’s, and at 125 Ethan
Martinez, also of St. Mary’s,
are all ranked first in 3A.
The event will crown
individual
metropolitan
champions, and will serve as a
key tune-up event prior to the
regional
and
state
championships
in
the
following weeks.
The event has been organized
through a cooperative effort by
USA Wrestling, Front Range
Orthopaedics, and Doherty
High School. USA Wrestling is
the national governing body
for wrestling in the United
States, and is headquartered in
Colorado Springs.
USA Wrestling’s goal is to
have every single Colorado
Springs metropolitan team
compete in the future.
Medals will be awarded for
the top eight place winners in
each weight division.
Attractive team awards will
be presented to the top four
schools. Outstanding Wrestler
awards will be presented in
both the lower and upper
weights.
Special awards include
Coach of the Year, Assistant
Coach of the Year, Manager of
the
Year,
Outstanding
Underclassman
and
Outstanding Student Athlete
of the Year (senior).
The competition will be
broadcast by District 11 on
cable channel Comcast 16.
Broadcast dates and times have
yet to be determined.
This event provides sports
fans in Colorado Springs an
opportunity to see the best
high school wrestlers in the
city compete for individual
and team titles.
