NOTICE OF APPLICATION
You are hereby notified of the opportunity to submit written comments and/or request a notice and comment hearing concerning the Initial Issuance of FEDERAL OPERATING PERMIT (FOP) APPLICATION NUMBER 807 by
Texas Gas Plants, Inc. for operation of the Houston Central
Plant, County Road 225 in Sheridan, Colorado County,
Texas. The location of the addressed in the FOP application is County Road 255, Sheridan', Texas.
The purpose of the FOP is to improve the overall compliance with the rules and regulations governing air pollution
control by clearly listing all applicable requirements, as
defined in Title 30 Texas Administrative Code § 122.10 (30
TAC § 122.10). The FOP will not authorize new construction or authorize the site to increase emissions.
A copy of the completed application, draft FOP, compliance certification, and if required, the compliance plan and
monitoring reports are available for inspection and reproduction at the Texas Natural Resource Conservation Commission (TNRCC) Houston Regional Office, 5425 Polk
Avenue, Suite H, Houston, Texas, phone (713) 767-3500
and at the TNRCC Central Office, 12100 Park 35 Circle,
Bldg. C, Room 108W, Austin, Texas.
Individual members of the public who wish to inquire
about the information contained in this notice or to inquire
about other agency permit applications or permitting processes should call the TNRCC Office of Public Assistance,
toll free at (800) 687-4040.
All written comments or hearing requests concerning the
permit application or draft permit shall be sent to TNRCC,
Operating Permits Division, Technical Operating Permit
Support (MC 163), P.O. Box 13087, Austin, Texas 787113087. All written comments received within 30 days after
publication of this notice shall be considered by the Executive Director in determining whether to issue or not to issue
the permit. All comments received will be responded to, in
writing, by the TNRCC. However, only comments pertaining to whether the draft permit provides for compliance with
the requirements of 30 TAC Chapter 122 can initiate
changes in the permit. All written comments will be made
available for public inspection at the TNRCC Central Office
in Austin. This notice is to be published February 11,1999,
through March 11, 1999.
Any person who may be affected by emissions of air
contaminants from the area addressed in the FOP application may request the TNRCC to hold a notice and comment
hearing on the permit application pursuant to 30 TAC §
122.340(c). All requests for hearing must be received in
writing within the 30-day comment period. If a request is
received, a separate notice, detailing the hearing, will be
published at least 30 days in advance of the hearing. If a
hearing is requested, anyone who submitted comments or
a hearing request within the 30-day public notice period, will
be notified of the scheduled hearing in writing, by the
TNRCC. To verify whether a hearing will be held, if you did
not submit comments or a hearing request, please call the
Office of Public Assistance at (800) 687-4040 within 2-4
weeks of March 13, 1999.

NOTICE TO BIDDERS
Colorado County invites sealed bids for the furnishing of
all labor, materials, equipment and/or incidentals required
for the following:
(1) Road paving, (2) MC.30 road oil and (3) fuel for all
County Precincts and Sheriff's Department. Specifications to be obtained from County Judge Al Jamison's
Office, First Floor, Colorado County Courthouse, Columbus, Texas 78934.
Bids must be received on or before Monday, March 22,
1999 at 10:00 a.m. and are irrevocable for 60 days from that
time. Bids will be opened and read in Commissioners' Court
of Colorado County at that time and date.
Bidder for the road paving shall include in its bid proof of
Workers' Compensation Insurance and General Liability
Insurance Coverage in the amount of one million dollars
($1,000,000). The successful Bidderforthe road paving will
be required to furnish a Performance Bond if the contract is
in excess of $100,000 and a Payment Bond if the contract
is in excess of $25,000. For those contracts for road paving
that are $50,000 or less no money will be paid to the
Contractor until completion and acceptance of the work.
Road paving Bidders will be required to provide bid bonds
for five percent (5%) of the bid amount.
Bidder will use lump sum or unit pricing as per specifications! Payment will be made no later than 30 days after
application for payment and proper processing by Commissioners' Court.
Colorado County reserves the right to reject any and or all
bids or to accept any bid advantageous to the County

Thank You All
It has been 18 months since my husband, Jerry,
died. In a matter of seconds, our lives had changed
forever. It seems as though this tragedy affected
everyone, even the people who did not know Jerry.
After losing my husband, I was unable to write
the many thank you notes. You all helped in so many
ways... giving food, flowers, pi ants, cards, your time
and your prayers. There was so much... I don' t know
who to thank or for what. All I know is that you all
were there for us and I thank everyone for that from
the bottom of my heart.
In the last 18 months, I have stumbled and fallen
many times only to find that my friends, acquaintances and people I didn't know were standing there
holding out their hands to help me up again. You all
have blessed Ann and me with your love and support.
I also know that Jerry thanks you for taking care of me
and his daughter, Ann.
I want to give a special thanks to the Eagle Lake
Police Officers and Chief Webb, Eagle Lake EMS
staff, Rice Hospital staff, Thomas Clinic doctors and
staff, Larry Dulany and Dulany Funeral Home, the
Parish of Nativity choir and parishioners and Father
Eddie for taking the extra steps, the extra efforts and
giving yourself to Jerry, Ann and me.
Then, there's my best friends, Sherry and Mike
Gould, Marilyn Morgan, Steve and Linda Balas and
Dr. Russell, who have held my hand, my heart, and
listened and talked to me. We've cried and laughed
as well as wiped each others tears. They've lighted
many candles to help me see and have carried me
until I could walk.
Thank you for helping me pave a new road so I
can walk forward and for giving me the strength and
courage to survive.
Now... there's one more person who has given
unselfishly and unconditionally her love, understanding, the willingness to help and carry a big
burden. Every day she shows me and gives me a
reason to keep going... she is my friend, she is my
daughter, she is my Ann. I am very proud of who she
is and what she gives to my life.
The best way I know to say thank you is to be
strong and return the blessing.
