1. WELCOME
1.1. Governor of Guanajuato
In my first year in office as Governor of the great State of Guanajuato, I am delighted
to welcome the worldwide rallying community to the 2013 Rally Guanajuato México, in
its 10th anniversary as part of the FIA World Rally Championship.
It fills me with pride to know that this is our rally. Nowhere else in the country can we
witness such a fantastic event, or of such importance. There is not a single State in
Mexico that hosts a social, cultural, sporting and economic happening of this calibre.
To have a round of the FIA World Rally Championship visit our mountains and cities is
an absolute honour.
To be so fortunate as to inherit the responsibility and privilege of being part of this
marvellous enterprise, and at such an auspicious moment, is truly wonderful indeed. I
look forward to doing my part to ensure that the rally is run safely and successfully,
and that everyone -from spectators, to competitors and volunteers- have a great time.

1.2. Introduction
Hello everyone, and welcome to the 2013 Rally Guanajuato Mexico.
This year is quite special, for it marks the 10-year anniversary of our arrival into the FIA
World Rally Championship. We can scarcely believe it. Looking back on that decade, it
has been a journey of excitement, learning, growth, pain, success, failure, fun, and
ultimately, a sense of accomplishment. We're here, and we owe it all to you: the
worldwide rally community. Thank You.
To celebrate this momentous occasion, we've prepared a few surprises for the crews.
First, we have a new Special Stage: it's 30 Km in length, and it's called El Chocolate.
Some people don't know this, but chocolate was invented in Mexico over 3,000 years
ago. The word chocolate comes from the Aztec word xocolatl. This particular stage is
named after the little town half way into the stage. It's an interesting challenge and we're
sure the drivers will enjoy it.
Second, we've streamlined the route even more than we have in the past. We have the
same 400 Km. of Special Stages, but we've reduced the liaison distance by 15%. We
have achieved the most compact and efficient route in the history of the sport.
Finally, we listened to the positive comments our long stages garnered last year, and
decided to do more. The competitors will face a true test of their stamina in 2013: four
stages of 30 Km., two stages of 42 Km., and one stage of 54 Km. We encourage
everyone to pace themselves over the winter holidays and to not neglect their visits to
the gym.
One other event is on the horizon: the arrival of Volkswagen as an Official Manufacturer
Team into the WRC. We are also delighted to welcome such an important partner to this
great celebration, and to announce their role as the Official Car of Rally Guanajuato
Mexico. We're sure they'll find a warm reception in every corner of Guanajuato.
We owe an enormous thanks to Corona, for being our sponsor through all these years,
and to the marvellous people and government of the State of Guanajuato for giving us
such a fantastic home every March. We also extend our heartfelt appreciation to the
thousands of volunteers who have stood with us through thick and thin for the 13 years
that the Rally Mexico project has been in existence. Thank You.
Now, a new decade begins, and we have set ourselves a new challenge: We will aim to
become the best rally in the WRC. We hope you will join us in that effort.

Rally Guanajuato México made its debut in the FIA World Rally Championship in 2004. Since then, the event has

1.5. Rally México 2012 Edition
In 2012, the French duo of Sébastien Loeb and Daniel Elena confirmed their sixth victory in Rally Guanajuato
México and extended their lead in the 2012 FIA World Rally Championship.
Leading by 36.2s overnight, the eight-time World Champions mastered their tactics to perfection over the final day
and Loeb avoided trouble and took no risks on his way to a 42.4s victory over Citroën Total World Rally Team
colleagues, Mikko Hirvonen and Jarmo Lehtinen.
I am very happy,” said Loeb. “I always win here! It is a great result for the team as well, with Mikko finishing
second, a one-two for us.” Hirvonen was also delighted: “I am quite happy with the result. It is my first time with
this car on gravel and I was able to stay on a good pace with Sébastien all the way.”
Finland’s Jari-Matti Latvala looked comfortable in third position in the leading Ford Fiesta RS WRC until he was
distracted by Evgeny Novikov’s stricken Ford in the daunting Guanjuatito stage. The Finn took avoiding action,
thinking that the Ford was in the stage, but the Russian had actually left the road himself and Latvala crashed
heavily with the loss of over seven minutes. After an FIA inspection of the damaged Fiesta, the devastated Finn
was not able to continue.
Norwegian Petter Solberg and his Ulster co-driver Chris Patterson – leaders of the event after the opening stage
– were promoted to the final podium position and managed to take the three bonus points for winning the final
Power Stage. “I am delighted with the position but I am still disappointed that I had the four punctures and the
brake problem,” said Solberg.
Norwegian Mads Ostberg punctured on SS22 and completed the stage on the rim, but managed to finish in a fine
fourth overall and Estonia’s Ott Tänak was fifth. Qatar’s Nasser Saleh Al-Attiyah, partnered by the Italian co-driver
Giovanni Bernacchini, was delighted to confirm sixth overall on an event where he won his first ever WRC special
stage.
Portugal’s Armindo Araújo confirmed seventh in his Mini JCW WRC. “I started the rally with the electronic problem
and then we improved from the first day,” said Armindo. “I am pleased with the Mini. It is the best result of my
career in Mexico.”
Sébastien Ogier enjoyed his run in the Skoda Fabia S2000, entered by Volkswagen Motorsport, and finished in
eighth overall. Ken Block confirmed ninth in the Monster Ford Fiesta. “A nice event, but I did not enjoy sweeping
the roads,” said the American. “I think the new qualifying system kind of screws the privateers, but I learned some
new stuff with the car.”
Benito Guerra confirmed his first victory in the PWRC category with a fine 11th overall.

5. SERVICE PARK
Service for all four days of Rally México will take place at Rally Campus in the Poliforum Expo Center.
The GPS reference for the Service Park is:

The Service Park for all WRC and WRC 2 & WRC 3 Crews is a covered, unobstructed area measuring 18,144
square meters and has power outlets (110 V standard and 220 V upon request) and other amenities. The general
height to the ceiling is 11 meters and the main lobby has a load capacity of five metric tons per square meter on a
concrete surface. It is air-conditioned.
The Service Park for other entrants is located outside the main Expo Center over a level hard surface.
Competitors wishing to use a joint service area with another competitor must inform the organizers by Thursday

February 14 , 2013 by completing the Joint Service Request form.
All teams with service space indoors will be required to use a ground protector for each of the vehicles
serviced.
It is recommended to send a service area and/or workshop layout for the placement of containers according to
requirements, thus avoiding extra use of cranes. This information should be sent to [email protected] or
by fax to: +52 (55) 5570 3824 prior to the arrival of the containers.
NOTE:
A 6-meter “no visual obstruction zone” will be implemented at the front of the Manufacturer and WRC
Teams’ service areas. No containers, non-competing vehicles or other divisions higher than 1 meter will
be permitted in this area. This improves greatly the visual impact for spectators.
We kindly ask WRC teams to take this zone into account when designing their individual service areas.

5.2. Access to the Service Park

Competitors can access the service park from Monday March 4 2013 at 08:00 hrs. Only competing cars and
vehicles with special windshield decals “Servicio” and “Auxiliar” issued by the organizers will be allowed inside the
Service Park.
Depending on the Poliforum’s availability schedule, special arrangements can be made to access the Service
Park earlier. Please contact the organizers at [email protected] with this or any other special requests.

5.4. Security and Medical

The service park will be under surveillance 24 hours a day starting from Monday March 4 , 2013.
Special security can be hired through the organizers.
A branch of the “Aranda de la Parra” Hospital will be open and on-call in the Service Park during Rally HQ
opening hours.
5.5. Promotional Stands

6. TWO-WAY RADIOS
Cellular phones, GSM mobile stations and FRS stations (Motorola Talkabout) are exempt from radio license,
provided they comply with the national regulations. The use of all other kind of radio transmitters is regulated by
the SCT (Secretaría de Comunicaciones y Transportes) and requires a radio license. Upon request, the SCT will
grant the license for use of specific frequencies in the commercial UHF and VHF wavelengths.
The SCT will provide the use of frequencies if the request is done through the organizers at a cost of $150.00
USD per frequency (Duplex) requested.
Throughout the rally, the use of amateur radio frequencies is prohibited.
7. FUEL
All participants, without exception, may only refuel at the zones designated by the Organizers. The main refueling
zone for Priority Crews will be located after the Exit Time Control of the Service Park. For other crews, refueling is
only permitted in the refueling stations designated in the Road Book as Refueling Zones.
7.1. Refueling Points

For crews not using FIA fuel, the supplementary refueling zone in Guanajuato and San Juan de Otates will be
established in close proximity to the priority drivers’ refueling zone in a Pemex station. These are clearly indicated
in the Road Book.
No service station is available at the refueling zones in Nuevo Valle de Moreno. The organizers will provide the
needed fuel for non-priority drivers. A request form will be available at the Secretariat. A deposit will be required
for the amount of fuel ordered. The price per litre will be the same as in the petrol station. The completed form

8. IMPORT OF VEHICLES AND SPARE PARTS
8.1. General
To make temporary imports into México, these instructions should be fully observed by all participants to avoid
unnecessary delays and subsequent extra costs.
These instructions must be acknowledged and accepted as requested herein by all participants.

8.2. Customs Clearance
Customs clearance and checking of goods is mandatory for temporary import into México. It must be completed
at the seaport or airport of entrance.
Inland transit to León will only be allowed after customs clearing. Authorities may check papers and cargo during
transit. The Consignee must register the customs broker in order to be allowed to perform temporary importation
of vehicles and parts for the event.

reference number including vehicles. One individual “import form” per vehicle must be completely filled
and checked. All numbers must be correct to prevent any delays for clearing.
PACKING LIST
In order to facilitate custom checking it is very important to complete this document. It must indicate net
and gross weights of each box or container and should detail every major item as indicated in the
proforma invoice. Hand tools and small elements such as bolts, nuts, etc may be indicated as kit of (…)

IMPORTANT NOTICE
For both SEA and AIR shipments, the shipper must send, via fax/e-mail, copies of all documents AT LEAST
SEVEN DAYS BEFORE ARRIVAL OF GOODS TO MEXICO. Failing to do this could cause unnecessary
delays and extra costs in customs and warehousing.
RE-EXPORTING
Participants must note that all goods sent to México with temporary import status must be re exported. If not
so for any reason, the status should be changed as final import and, if allowed, the participant must pay all
duties and taxes within the legal timeframe.
In case of total or partial relocation of goods, or change of shipment method (air to sea or vice versa)
participants should notify the Agent in advance and with sufficient information in order to fulfill all custom
procedures.
8.3. Ro-Ro Vessel Operation (If any)
Team members will be required to be at the designated berth area - port of Veracruz - to unload vehicles off the
vessel. In case of late afternoon arrival of the RO-RO vessel we strongly recommend to leave vehicles at the port
facility until the next morning.
8.4. Inland Logistics Procedures
After customs clearance is completed, vehicles and goods will be able to proceed to their final destination in León,
in the State of Guanajuato.
A standard inland transit time from Veracruz to León is 15 hours with private custody, and 24 hours with police
custody.
A standard inland transit from México City to León is 7 hours with private custody, and 12 hours with police
custody.
At the time of arrival in León containers can be immediately delivered to workshops previously designated by
teams, or sent to temporary holding areas within the Rally Campus.
It is recommended to send a service area and/or workshop layout to place containers according to requirements,

CONVOYS
All vehicles arriving at México City or Veracruz will be able to be driven to León in convoys escorted by police.
Nevertheless any participant will be free to drive unaccompanied to the final destination in León or hire private
custody. These convoys will depart with specific schedules according to the time of arrival of the ship. Ten
vehicles maximum in convoy will be integrated according to participant’s requests. Arrangements will be provided
as to refueling, toll payments and food.
DRIVERS DOCUMENTATION
In order to drive on Mexican roads, drivers will be required to carry the following documents:
Valid international driver’s license
Copy of vehicle title of ownership
Copy of insurance (see below information)
Copy of port release and summary entry
IMPORTANT: Customs offices are closed on Saturdays and Sundays, and only extractions with complete
documents may be done on these days. Port working hours are from 08:00 to 19:00 hrs on weekdays. Extractions
can be arranged off-hours. Other off-hours operations will involve extra charges applied by port authorities.
Insurance bonds, covering at least third party (liability) damage, must be issued by a Mexican insurance company
or by a foreign company with proper representation in México.

8.5. Carry-On Imports
When traveling to México by plane, each person is allowed to bring in $300 USD worth of imported goods taxfree. If any person will be carrying goods destined for the rally they should advise us at [email protected]
stating the name of the passenger, the flight number and a description of the goods to make sure that entry is
permitted through customs.
8.6. Payments
The AGENT has prepared a flat fee for teams importing goods through different ports for import and re-export of
goods, or per container or vehicle. This fee will have to be paid to extract goods from the port of entry.

9. HELICOPTERS
9.1. Registration Procedure
All helicopters operating in the rally area during the event must be registered with the organizer at a cost of

€1,300.00 (+VAT 16%) and have completed the registration form by February 14 2013. To be permitted to enter
the airspace prohibited to normal air traffic, pilots must be familiar with the special flight guidelines.
All landing areas, including those at the service park and in the special stages, will be identified on maps and in
the helicopter guidelines, including all the GPS positions.

Attendance at the pilots’ briefing on Thursday March 7 2013 at 20:00 hrs is mandatory for all pilots. After
registration and payment of the appropriate fee, all pilots will receive additional information at least one week
before the event.

11.
HOTEL / ACCOMMODATION RESERVATION
Since 2007, a special agreement has been established with all the major hotels in the region. This agreement has
helped stabilize prices and allows for better control during the event.
Part of the agreement with hotels allows for special rates for teams running the Rally México in 2013.
The organizing committee will give each team a password that will be recorded with all hotels signing the
agreement. This will allow independent reservation for each team at a preferential rate.
Please contact the organization for your preferred rate code and then contact the hotel of your choice directly.
• León: The city of León is the epicenter of the rally and where all activities, excluding the start ceremony,
take place. Although there are many hotels in León, these are the ones that get booked up early.
• Guanajuato City: Guanajuato is a colonial city located approximately 45 minutes from León and very close
to Friday’s stages. It has many hotels and is a very good place to stay and combine tourism with the rally.
• Silao: Silao is a small industrial city located approximately 30 minutes from León. From here you can easily
access most of Saturday’s stages. Silao does not have many hotels so reservations should be made early.

All entrants taking part in the reconnaissance must register at the Rally Secretariat to get all the necessary
documentation before starting reconnaissance. Registration for reconnaissance can be done according to the

All under-body protection must be un-mounted before technical scrutineering.
The drivers' equipment (helmet, FHR and flame resistant clothing) will be checked at scrutineering. All safety
equipment must comply with the FIA Sporting Code Appendix L, Chapter III.
All crews must report to scrutineering with number plates and optional advertising (if accepted) affixed to the car,
as defined in the Supplementary Regulations and the official bulletin regarding optional advertising.
NOTE: A detailed map and plan of the Scrutineering Hall can be found in Appendix 5.
13.2. Final Scrutineering

SHAKEDOWN / PRACTICE AND QUALIFYING STAGE
14.1. General Information
All crews must wear the same FIA approved safety equipment as required for the rally.
The Shakedown, FP & QS Road Book is available within “Road Book 1” and on the website and includes all
directions from Rally Campus and back.

15.
START PROCEDURE
15.1. Start of the Rally

The start of Section 1 will be at Time Control 0 located at the Service Out control on Thursday March 7 2013.
There will be no holding area prior to the start of Section 1. Competitors must cross TC 0 at their published start
times.
Section 1 Time Cards can be collected at the TC 0 Control table 15 minutes before the first car is due.
NOTE: No refuelling will be available at the Start of Rally after TC0 in Section 1. All crews must make sure
to refuel before taking the start.
15.2. Guanajuato Ceremonial Start
The Ceremonial Start will take place in front of the “Alhóndiga de Granaditas” in the city of Guanajuato on

Thursday March 7 2013, starting at 20:00 hrs as part of Section 1 of the Rally.
Competitors will have 6 minutes on the Ceremonial Start stage before going on to TC1.
Due to the narrow nature of the streets of Guanajuato, repositioning of competing cars will be very difficult. We
kindly ask competitors to maintain their running positions and not overtake other competitors during the road
section from TC0B (Silao OUT) to the pedestrian street leading to TC0C (Teatro Juarez)
NOTE: Please see Appendix 6 for detailed plan of Silao.

15.3. Ceremonial Start Programme
Detailed directions will be available for media, VIPs and guests from the Rally Secretariat and Media Centre in
Rally Campus. A dedicated parking area has also been allocated near the Ceremonial Start for vehicles
displaying FIA and Media parking plates. This area is extremely limited.
We ask all media tabard holders and PR representatives to arrive at the ceremony at least 1 hour prior to the start
of the first car.
The precise Starting Protocol will be distributed to the media upon registration. The provisional programme is as

FINISH PROCEDURE
The finish of the rally is at TC 23C, Service Out. The prize giving ceremony will take place at the podium at the
Foro del Lago, Explora Park in Rally Campus at 14:00 hrs. The following is the prize-giving set-up and procedure.
1. An area has been reserved for TV and Radio only to undertake interviews in the holding area before the
Finish Ramp (in holding area immediately after TC 23C).
2. An area for television crews and photographers has been established in front of the Finish Ramp.
3. The highest placed Mexican Crew (If not in the top 10 positions) drives to the top of the ramp, opens doors,
climbs out, receives an award, waves and then drives to Parc Fermé.
4. The P3 winning crews drive alternatively to the top of the ramp. The crews get out of the car and are
interviewed, receive two bottles of pre-opened champagne, mount the bonnet and spray the Champagne for
the benefit of visual media. The crews may be joined by team personnel if agreed with the FIA WRC Media
Delegate and then, drive to Parc Fermé. The crews are to go immediately to the final FIA Press Conference.
5. The crews positioned tenth to fourth overall drive to the top of the ramp, open doors, climb out, receive an
award, wave and then drive to Parc Fermé.
6. The crew finishing third overall drive onto the ramp for visual media. The crew get out of the car and wave as
they stand either side of the car with the doors open. Depart ramp and park as directed. The crew will be
escorted to a waiting area.
7. The crew finishing second overall drive onto the ramp for visual media. The crew get out of the car and wave
as they stand either side of the car with the doors open. Depart ramp and park as directed. The crew will be
escorted to a waiting area.
8. The winning crew drive onto the ramp. The crew gets out of the car and is interviewed, receive two bottles of
pre-opened champagne, mount the bonnet and spray the Champagne for the benefit of visual media. The
crew may be joined by team personnel, if agreed with the FIA WRC Media Delegate. The car remains on the
finish ramp, team personnel depart and the crew is escorted to a waiting area.
9. The ‘Olympic’ podium is moved into position, in front of the ramp/winning car, and the three winning crews are
escorted to the podium where they stand behind their appropriate level.
10. The crew finishing third is invited to mount the podium, immediately followed by the second placed crew and
then the winner.
11. Dignitaries approach the podium and simultaneously present the winning crews with their trophies.
12. A representative of the winning manufacturer is invited to the podium to receive an award.
13. The national anthem of the winning crew is played as simultaneously the flags of the nations representing the
three first crews are hoisted. If different to the winning driver, the national anthem of the winning manufacturer
will then be played while its flag is raised.
14. After the playing of the national anthem, each of the six crew members are immediately handed a bottle of
pre-opened champagne for spraying.
15. The winning car is driven by a team member from the ramp to Parc Fermé. The three winning crews and a
representative from the winning manufacturer are then driven to the press conference in the Media Room.
16. The remaining crews will then directed to the finish ramp for the presentation of any awards. They will then
proceed to Parc Fermé.

18.3. Media Accreditation Procedure and Deadlines
As a round of the FIA World Rally Championship, Rally Guanajuato Mexico 2013 follows the regulations and
procedures set out by the FIA for media accreditation. Please make sure to read these guidelines and follow them
closely. It is very important to provide all the requested documentation and to send it the correct office. Errors in
procedure will result in delayed requests.
18.3.1.
National publications, national photographers, national websites and national radio stations.
Requests for accreditation for publications, photographers, websites and radio stations in Mexico must be sent by
post to Mauricio Gutiérrez no later than 9 February 2013. Please read section 5 for the required information for
each accreditation and the special notes for photographers. The necessary forms can be found at

using the online accreditation system on www.fia.com in accordance with the stated procedure. International radio
broadcasters should apply using the form on www.fia.com (media section).

The FIA Communications Department will send the result of the accreditation request to the publication's
headquarters at least two weeks before the rally. If the request is accepted, an agreement will be included, to be
signed by the Editor. No accreditation will be finalized without this signature. If the representative of the
publication is unable to attend, the National Press Officer needs to be notified at least seven days before
registration opens.
18.3.4.
FIA WRC permanent pass holders
No accreditation request is needed, but both the National Press Officer and the FIA Media Delegate need to be
informed of the pass holder's intent to attend the event. Please do so by fax or e-mail at least five days before
Scrutineering. Should a permanent pass holder wish to apply for one or more additional passes for a special
event, the following steps must be followed: 5.2 a), b), c), e) and h).
18.3.5.
Principles for accreditation, documentation and photographers
A) Principles
a) A maximum of three representatives (journalists or photographers) per publication will be accredited.
b) A publication will need to comply with the distribution and quality established by the FIA, and be for sale to
the public. Internal and club publications cannot be accredited as media outlets. Accreditation decisions
are based on the market of the requesting country. The minimum circulation numbers for a national
publication, weekly or monthly, is usually 20,000 copies, and 50,000 for a national newspaper.
c) Promoters of any kind, such as PR or marketing personnel, cannot be accredited as media
representatives. Such requests must be sent directly to the FIA.
d) Private teams with established drivers may apply for accreditation for a media representative directly to the
FIA Media Delegate.
e) Central and local offices of large international press agencies (AP, AFP, Reuters, ANSA, UPI, DPA, LUSA,
BELGA, JIJI, KYODO, EFE, Press Association, SAPA, Australian AP, APA, etc) will always be accredited
directly by the FIA.
B) Required documentation for each request
a) An accreditation request on the publication's official stationery, signed by the Managing Director or
Editorial Director. Any request signed by staff will not be accepted.
b) An accreditation form properly filled out.
c) The name(s) of the representatives who will cover the event.
d) A copy of the National Press Card (if it applies) of the representatives who will cover the event.
e) The representatives' post.
f) General information about the publication, such as frequency and distribution.
g) An original copy of the publication.
h) Copies and originals of material published about Rally Mexico 2012 or the FIA World Rally Championship.
i) A fax number to serve as point of contact for the publication. (Without this, the publication will not be
accredited.)
j) A formal letter of intent stating the publication's commitment to publish a piece on Rally Mexico and a
possible publication date.
k) Any request by a freelance journalist must be accompanied by a list of articles published during the
previous 12 months, including the publication name and date.
Note: f), g), y j) do not apply to large international press agencies. h) does not apply to those publications
applying for the first time.

Late, incomplete, faxed or emailed requests will not be considered.
A pass request must include a written confirmation that neither the publication, agency, journalist nor
photographer who will receive the accreditation, will seek other FIA accreditations for any other use, including
work for radio or television stations.
C) Accreditation for photographers
National Press Photographers
Publications or agencies seeking accreditation for a single WRC event must provide proof of independent
coverage in the form of at least 15 photographs taken of Rally Mexico 2012. If they have not been accredited
previously, Rally Guanajuato Mexico will submit their request to the FIA Media Delegate for discussion.
In the case of an agency, the pictures must have been sold at regular commercial prices to publications that
comply with FIA criteria.
For publications, the published pictures must be demonstrated to be original work by the author accreditation
for the publication.
The amount of passes for National Press Photographers is limited by the FIA to 12.
International Press Photographers
Publications or agencies seeking accreditation for a single WRC event must provide proof of independent
coverage in the form of at least 15 photographs per pass taken of each event where they attended as
accredited media during the previous year.
In the case of an agency, the pictures must have been sold at regular commercial prices to publications that
comply with FIA criteria.
For publications, the published pictures must be demonstrated to be original work by the author accreditation
for the publication.
The amount of passes for National Press Photographers is limited by the FIA to 30.

of your own roaming service within the country. Do note however that roaming charges can be considerably more
expensive than hiring locally. As a general rule, coverage in the mountains, with either a digital or GSM mobile
telephone, is intermittent.

21.1. México
Our country is the natural link between the United States and Latin America. And, through the signing of 12 trade
treaties that grant a preferred access to 44 countries - among them the North American Free Trade Agreement
with the U.S. and Canada, as well as those signed with the European Union, Chile, Brazil and Argentina - México
has access to a potential market of more than 860 million consumers and is consolidating itself as one of the most
important emerging economies in the world. (Mexico)
21.2. León & Guanajuato
Guanajuato is one of the best-communicated states in México, with a complete network of roads. Its rail network
is located in the area of confluence of the main trade routes of the country, and by air it is well connected to the
main destinations in México and the United States.
León is the biggest city in the State of Guanajuato, with 1.6 million inhabitants in the metro area, and is the fifth
biggest city in México. In an area of 400 kilometers surrounding the city, there are approximately 50 million
people, including the population of México City and the State of México.
León is near three of the most important tourist and colonial cities in México: Guanajuato, a UNESCO World
Heritage Site; Dolores Hidalgo, the birthplace of the National Independence, and San Miguel de Allende, one of
the most popular tourist and colonial cities visited by foreigners.
Guanajuato City, the capital of the State of Guanajuato and venue for the start of Rally Guanajuato México, is
considered to be the most beautiful colonial city in the Americas and owes its fame to rich veins of silver and gold
discovered by the Spanish years ago. It is one of the most important cities in the country, both traditionally and
culturally. Old world charm lures visitors from around the world, and strolling minstrels, known as “estudiantinas”,
enrich the medieval atmosphere with music from a bygone era. The extensive underground tunnels and walkways
also make Guanajuato a beautifully unique and captivating city. Construction of the Teatro Juárez, began in 1873
and it was finally opened in 1903 by President Porfirio Diaz. It is one of the most beautiful theaters in México with
a variety of architectural styles.
León's pre-Hispanic legacy can be seen in its architecture, monuments and parks. Founded in 1576, it is now a
modern urban center with the necessary infrastructure, public safety, universities, transportation and roads
necessary to project this city in the new millennium.
León is well known for its infrastructure and organizational capabilities for any kind of international event. The city
not only has the biggest infrastructure for international events within its convention center (CONEXPO), but also
offers a wide range of services like theaters, museums, restaurants, recreational centers, hotels, shopping and
financial centers beyond comparison in central México.
Its shoe and leather industries are the most important in the country, since it contributes 50 per cent of the total
national production. It also has a complete infrastructure of hotel services and of purveyors for the fair and
exposition industries. Furthermore, in close proximity to the city via excellent roads, visitors can access historical
places like Guanajuato, San Miguel de Allende and Dolores Hidalgo. León is linked directly to other political and
economical centers in México via road and air. As a platform to launch commercialization or production strategies,
León offers the best infrastructure and unquestionable capacity as tourism, commercial and business center.

21.3. Tips From A to Z
AIRPORTS
It is not possible to take baggage carts out of the arrivals hall at México City airport, although there are porters to
assist with luggage. A tip will be expected. It is also wise to reconfirm all flights in advance.
BANKS & CREDIT CARDS
Banks are generally open from 09:00-16:00 hrs Monday to Friday and a few from 09:00-13:00 hrs on Saturday.
All international credit cards (Visa, Master Card and American Express) are commonly accepted in major cities
(Guanajuato and León).
Most Automatic Teller Machines (ATM) are open 24 hours a day and can be found curb side in banks, some hotel
lobbies and shopping centers. Small businesses in small towns will not take credit cards.
Changing Travelers’ Checks is best done in the morning, as a number of banks will not accept them after
14:00hrs. A passport is also required. For the most favorable rates, change money through banks.
It is somewhat difficult to exchange European currencies in Guanajuato (including the Euro). The US Dollar is
more easily accepted and exchanged.
BARGAINING
Bargaining is common practice in tourist areas where quoted prices can often be double the value of the goods. In
smaller towns away from the tourist sites, bargaining is not recommended as it can be seen as a lack of civility.
BEHAVIOUR
Basically it is not difficult to act respectably in México; in general people are friendly and quite informal. As with
travel to any foreign country, friendliness and a desire to respect local customs is appreciated.
CLIMATE
The climate is typically tropical, although varies in the different regions of the country. March is the dry season
and normally warm and windy. Occasionally, short tropical rains can be followed by warm sunshine and 30°C
temperatures, while the altitude in Guanajuato can see temperatures drop below 15°C at night.
CLOTHING
Although dress code is not an issue in México, we do not suggest any liberal attire.

Notes in circulation are: 20, 50, 100, 200 and 500 pesos. Coins in use are 0.10, 0.20, 0.50, 1, 2, 5, and 10 pesos
(20 and 100 pesos coins exist but are very rare). You should be aware that 1 and 2 pesos and 10 and 20 pesos
coins are similar and can be confused.
CUSTOMS
All things of personal use do not incur duty. Other articles are allowed with some limitations: 2 liters of alcohol,
souvenirs and gifts not exceeding USD$ 300 (€ 220). Foreign currency is limited to USD$ 10,000 or equivalent
without declaration.

A branch of the Aranda de la Parra Hospital will be open and on-call in the Service Park during Rally HQ opening
hours.

DRIVING
Cars are left-hand drive in México and you drive on the right side of the road. Remain aware of possible road
hazards such as animals crossing, potholes and the omnipresent speed reducer bumps called “TOPES”. The
right of passage in corners and roundabouts is not observed in México City and surrounding areas and usually
the biggest, or the bravest, goes first. In León, nonetheless, stop signs are “mostly” respected and the roundabout
traffic has always the right of way.
The speed limit in towns is 40 km/h and is indicated everywhere else by road signs.
Highway speeds can vary between 80 to 110 km/h. Speed limits are usually posted.
Carry your Driving License at all times.
Wearing seat belts is compulsory. Mobile phones are not to be used while driving. Hands-free is permitted.
ELECTRICITY
The electrical current in México is 110 volts (60 Hz) and sockets accept plugs with two flat parallel pins (American
specification). Most laptop computers operate equally on 110 or 220 volts and only require a travel plug adaptor.
ELEVATION
The mean elevation of the city of León is 1,786 meters above sea level (5,860 ft). The elevation of the special
stages varies from 1,800 to 2,737 meters above sea level.
FESTIVALS
Mexicans celebrate a number of festivals and seasonal events throughout the year and it is worthy of note if
planning a vacation. Any festivals or holidays during the week of the rally will be notified in advance.

Gas stations (PEMEX) are normally open 07:00-22:00 hrs, although those in major cities tend to be open 24
hours.
You should tip the attendant approximately 10 pesos.
All gas stations are full-service and prices are fixed throughout the country.

LANGUAGE
The official language in México is Spanish although many dialects are still used in different regions.
English is spoken in most hotels and tourist destinations. Most members of the Organizing Committee speak
good English.
MEDICINE
Many international brands can be found in pharmacies. (Please note that some brand names are different:
Maalox to Melox, Zantac to Azantac etc…) However it is always wise to take an adequate amount of your
personal medicines with you.
MOCTEZUMA’S REVENGE
Food in hotels and good restaurants is safe. Be aware that spicy dishes are common in menus and can be VERY
spicy. Foreign visitors should avoid “roadside” restaurants and sub-par eateries. Many visitors get sick by not
sticking to this simple rule. Mexicans call it “Moctezuma’s Revenge”.

OPENING HOURS
Most shops are open from 09:00 to 18:00 hrs Monday to Saturday. Major department stores or shopping malls
open from 10:00 to 20:00 hrs seven days a week. In small towns some shops close for lunch from 14:00 to 16:00
hrs. Please note that in México, normal lunchtime is from 14:00hrs to 16:00hrs.
PHOTOGRAPHY
México is a colorful country to photograph. It is of course polite to ask permission before photographing people.
Pictures in some temples are forbidden, and should never be taken during a ceremony.
POPULATION
The total population of México is 112 million, 5.5 million of whom live in the State of Guanajuato and 1.4 million in
León. 29.3% of the country’s population is under 14 and 9.2% is over 60.

PROTECTION
The high altitude and gentle winds mean sunburn can happen surprisingly quickly. Sunscreen (SPF 25+), a hat,
sunglasses and long sleeve shirts are greatly recommended.
SAFETY
Special caution must be taken when in México City. Avoid unauthorized airport taxis and ask the hotel concierge
for any special safety tips around the area you’ll be staying. When in León, normal safety behavior is
recommended.

México extends over three time zones. The zone in which the rally will take place is at GMT - 6 hrs.
TIPPING
Tipping is common practice in México and can get you a long way. Normal tipping in restaurants is 10-15% while
porters, taxi drivers, parking and gas station attendants will expect about 10 pesos.
WATER
Tap water is not recommended for drinking. Most hotels provide bottled water in the room at no charge. Soft
drinks, bottled water and juices are commonly available and safe to drink.
