Thank you for your participation in Riverside Transit Agency’s (RTA) efforts to provide
world-class transit service in western Riverside County. We are pleased to present you
with this summary of proposed changes that will improve our service and create a
better travel experience for years to come.
Customer feedback is crucial to shaping a transit network that works for you. That’s
why we welcome your comments on these proposed enhancements and will use your
input to develop the final 10-Year Transit Network Plan. Below is a list of ways you can

About the Proposed 10-Year Transit Network Plan
The 10-Year Transit Network Plan is being developed as part of an ongoing, 18-month
study called the Comprehensive Operational Analysis (COA), which is expected to be
completed this fall. The purpose of the study is to create a plan to guide RTA service
over the next ten years. Pending RTA Board of Directors’ approval, the final proposed
transit plan, based on the public response, would be implemented over a ten year
period with some changes taking effect as early as January 2015.
What Improvements are Most Important to Customers?
At the start of the COA project, we asked customers what improvements were most
important to them. We read comments from over 12,000 surveys and talked to
customers at major transit hubs, colleges and public open houses. You told us that,
more than anything, you wanted more frequent service followed by better-timed
transfers and later service.
HOW THE PLAN WILL BENEFIT YOU
Improved Frequencies: Based on the proposed enhancements, frequencies would
improve on 80 percent of local routes. All routes would have a frequency of 60 minutes
or better on weekdays and weekends. Route 1 and the UCR - Moreno Valley College
portion of Route 16 would have frequencies of 10 and 15 minutes, respectively. Routes
3, 15, and 28 and the Perris portion of Route 16 would have 30 minute frequencies.
The table on Page 5 shows proposed frequency changes for all routes on weekdays,
Saturdays and Sundays.
Better-Timed Transfers: Improving frequencies would also improve transfers
between routes by reducing wait times between services. With all routes operating at
10, 15, 30, 45 and 60 minute frequencies, schedules could be consistent throughout
the day, meaning it would be easier to schedule timed transfers between less-frequent
routes.
Later Service: After frequencies and better transfers, your third priority for service
improvements was to have access to later service. We propose extending weeknight
spans on six key routes to accommodate late-night class schedules, work shifts and
social activities.

Shorter Travel Times: RTA wants to improve your travel experience by reducing
the time it takes you to get to your destination. By straightening routes and taking
out deviations, we could reduce the amount of time it takes the bus to get from A
to B, making your travel time shorter. We would straighten routings on many routes
to decrease route mileage and running times, speeding up service between major
destinations and in some cases improving frequency at no additional cost.
Enhanced Amenities and Better Technology: By summer 2016, RTA will have fully
implemented real-time passenger information technology. You will be able to use
your mobile devices to get real-time estimates of when your next bus will arrive.
Additionally, RTA has plans to enhance amenities at selected bus stops.
Enhanced Connections: The proposed network would also provide improved
connections to existing and planned Metrolink stations, including stations on the
new Perris Valley Line (PVL) opening in December 2015. CommuterLink service would
be increased on certain routes to provide more regional connections to San Diego,
Orange and San Bernardino counties.
Maintaining Easy Access to Stops: Our survey found that 80 percent of riders walk to
access RTA service. We wanted to make sure that these route changes would provide
relatively easy walking access to bus stops in the new network. These proposed route
changes would permit 99.6 percent of riders at existing stops to remain within half a
mile of a proposed route and 97.8 percent of riders to remain within a quarter of a mile
of a proposed route.

encourage you to take the time to read through the enhancements and submit your

Servicio Más Tarde: Después de las frecuencias y mejores transferencias, su tercera
prioridad en el mejoramiento de servicio era tener acceso al servicio más tarde.
Proponemos extender tramos entre semana en seis rutas clave para conformar con los
horarios de clase de última hora, los turnos de trabajo y las actividades sociales.
Tiempos de Viaje más Cortos: RTA quiere mejorar su experiencia en reduciendo el
tiempo que se tarda en llegar a su destino. En enderezar rutas y sacando desviaciones,

MODERNIZATION OF SERVICE IN
DOWNTOWN RIVERSIDE
The Riverside Downtown Terminal was opened in 1983 and has since outgrown its
limited space due to the growing number of passengers and increased bus activity.
That’s why the Riverside Transit Agency proposes an ambitious plan to enhance and
modernize service in the downtown area. The plan would direct some routes to a
proposed new transit facility on Vine Street near the Downtown Metrolink Station as
early as 2016. Other routes would use enhanced stops along major downtown streets.
The move, which is pending the approval of RTA’s Governing Board, would come with
a spectrum of benefits, including extended hours, and faster, more frequent service in
the downtown area, as well as a continued emphasis on customer safety.
The new proposed Vine Street facility would be served by RTA routes 15 and 22, as
well as CommuterLink Express routes 208, 210 and 216, and Omnitrans Route 215 and
SunLine Route 220. One of the greatest benefits of the move is the opportunity for
seamless travel between RTA buses, Metrolink trains and other regional transit service
providers.
All other RTA routes would continue to serve downtown Riverside at enhanced stops
along major streets, where customers would benefit from more frequent and direct
service to destinations. Of the 37 total bus stops planned in the downtown area,
20 would be new or upgraded stops, transformed into modern shelters equipped
with real-time passenger information showing when the next bus will arrive, as well
as solar-powered lights that will keep the stops illuminated during evening hours.
Looking ahead, RTA believes that a new service strategy is necessary to meet current
and future transit needs in the downtown core, while improving traffic flow, service
frequency and efficiency.
This strategy is also aligned with the City of Riverside’s vision for a sustainable
downtown where people can live, work and entertain in an urban center dedicated to
culture, education, retail and commerce.

Avenue between Murrieta Hot Springs and Winchester roads. Unproductive portions
of the route would be eliminated to improve frequency to every 60 minutes from the
current 80 minutes. Routes 61 and 79 would travel to some areas no longer served by
Route 23. School trips will continue to operate for Vista Murrieta and Murrieta Valley
high schools.

The existing Route 27 would be split into two separate routes: Route 27 and a new
Route 28. Route 28 would connect Hemet with Perris with service every 30 minutes,
improving from the current 60 minutes. Route 27 evening service would be extended
to 11 p.m. on weekdays. The revised service would no longer travel to the community
of Sun City due to low ridership and to shorten the travel times of passengers traveling
between Hemet and Perris. Instead, Sun City would be accessible via Route 61 and
CommuterLink Route 208. Route 27 would connect Perris with Riverside with service
every 60 minutes. The new service would no longer travel on portions of Orange
Terrace Parkway and Wood Road.

College campus in San Jacinto, covering portions
of the former Route 32. In the south, service to
Old Town Temecula would be discontinued due
to low ridership and the route would instead terminate at the Promenade Mall. Old
Town Temecula would continue to be served by Route 24. The route segment from
MSJC San Jacinto to Hemet Valley Mall and Winchester Road would have 30 minute
service frequency (combination of routes 74 and 79).

Ruta 79 se extendería hacia el norte pasando el Hemet Valley Mall para servir al Mt. San
Jacinto College campus en San Jacinto, cubriendo porciones de la Ruta 32 del anterior.

Route 204 would provide faster service between Riverside and Montclair to improve
connections at Montclair Transcenter and UC Riverside. Running time would be
improved by eliminating low-ridership portions of the route that serve Country Village.

Route 206 would be enhanced with a new stop at Tom’s Farms between Corona and
Lake Elsinore. The new stop is designed to provide service to the residents of Temescal
Valley.

Route 202 would remain the same with expanded service during the summer.

28, CommuterLink Route 208, and Metrolink’s future Perris Valley Line (PVL).
