Invitations The local consultation was programmed to count with the participation of organizations, institutions and government representatives. Invitations were sent to NGO, government, civil society agencies and individuals known to have experience and deep knowledge in improved cookstoves. Nevertheless, an open invitation was published at a local wide-range newspaper. We also had the support of the Grupo de Apoyo al Sector Rural (Rural Sector Support Group), a division of the Engineering School of Católica University (Pontificia Universidad Católica DEL Perú – PUCP). They helped us with the setting of the event, lending us the auditorium were it was held, and broadcasting information about it (with designed posters, flyers and press notes made by Microsol) This way, we counted with the participation of 70 people that attended the meeting. The principal means of invitation were: a) sent invitations by e-mail to listed organizations and people (stakeholders); b) published advertising (newspaper, poster, flyers). The stakeholder consultation was held on August the 20th of 2009 at 9.30AM, at the Auditorium of the Engienieering School of PUCP. A.1. Invitation tracking table In this table we will present all participants that were invited by different means of invitation. The following chart includes all mandatory categories proposed by GS methodology. It is a long list because, as this is a national programm (not a project) many actors are involved and so, their participation was required. The means of invitations for this event were: a. E-mail invitations: As our field of action is the whole country. There were many guests to keep in mind and we couldn’t send invitations to all of them. Therefore, a mail research phase previous to the event was necessary. b. Printed invitations: We wanted the presence of certain policy maker groups, such as ministries, international government agencies, etc. This needed printed invitations as part of their protocols. c. Personal invitations: Mainly made to beneficiaries, as they didn’t count with email accounts nor telephone connection. Invitations were made by Microsol LPP’s. d. Advertisements: A newspaper add was published on August 14th. Also, we printed posters and flyers that were distributed at Catolica University. The event was also published at our website. We didn’t have the attendance of many beneficiaries of the program, only of 2 of them. This can be explained because: a) The event took place in Lima, Peru’s Gold Standard Passport version 2.0 July 2008 Developed by Ecofys, TÜV-SÜD and FIELD 2 Gold Standard Local Stakeholder Consultation Report capital, and most of current beneficiaries live in far away provinces. We had the participation of 2 of them because of coordinations we had with ADRA, NGO that is one of our LPP for 2008 POA, b) For Qori Q’oncha Program we consider organized institutional groups as our LPP, and so main actors with whom we work, and institutions. Our LPP can be NGO, Local Government, and other organized institutions. Therefore, they are our main focus to whom we direct our job. Notice that we consider in this chart general people that confirmed their attendance because of the different publications we had (under the code G – people in general). Not all of them came the day of the event, but some others, of which we didn’t have any record, did. Also, keep in mind that invitations are sent to institutions, although we place as name of the invitee the people with highest in the institution (such as Mayor, Manager, etc.). Therefore when they answered back they confirmed the participation not only of one member, but sometimes even 3 or 4. Because of the amount of people invited, we created one more code called H, which refers to exclusive research institution & press. Programa Qori Q’oncha – Difusión de cocinas mejoradas en el Perú ‐ Resumen ‐ El Programa Qori Q’oncha busca coordinar diversas iniciativas voluntarias de difusión de cocinas mejoradas en el Perú, funcionando como un VPA (Voluntary Program of Activities). Las actividades son coordinadas MICROSOL, empresa social francesa que trabaja en Perú como coordinadora de los procesos de valorización en el mercado del carbono, y Myclimate, fundación suiza de protección climática, con base en Zurich. El marco geográfico del programa corresponde a todo el Perú. Por ejemplo, durante el 2008 se realizó la difusión de actividades en Cuzco y Ancash. Cada iniciativa de difusión de cocinas se incluye en un VPA (Voluntary Programm of Activities). Un VPA puede incluir uno o más proyectos de difusión de cocinas mejoradas en regiones definidas del Perú. Cada VPA se divide en clusters (población objetivo). Para que un VPA sea incluible en un POA, debe seguir varios criterios que deberán ser revisados a nivel de cada cluster, completando un formato denominado “VPA cluster elegibility form”. Dentro de los criterios más importantes se destaca: - Cada nueva cocina emite menos GEI (Gases de Efecto Invernadero) que la reemplazada. - La cocina tiene una chimenea para liberar el humo fuera de la vivienda. - La construcción de la cocina favorece el uso de materiales locales (menos barro y adobe). - La población destinataria es de nacionalidad peruana y pertenece a los sectores más pobres de la población. Programa Qori Q’oncha – Difusión de cocinas mejoradas en el Perú ‐ Resumen del VPA 2008‐ Este proyecto es parte del programa de actividades del POA del Programa Qori Q’oncha. Las actividades del proyecto están diseñadas para mejoras en el largo plazo de condiciones de vida de habitantes locales. Esto se permite por el uso de cocinas mejoradas en sus viviendas Las actividades del proyecto son la diseminación y transferencia de 3’624 cocinas mejoradas en dos regiones del Perú: Ancash y Cuzco. Estas actividades se realizarán entre el 2008 y 2014 (la transferencia de tecnología fue realizada durante el 2008). Los principales actores que implementan las actividades del proyecto son: - Fondo Minero Antamina, fondo financiero de la compañía minera Antamina y dedicado a la inversión en proyectos sociales en la región de Ancash. Est fondo financia parte de las actividades el proyecto. - ADRA PERÚ, LPP1 de este VPA, rama peruana de la ONG internacional ADRA. Many people attended the meeting with great theorethical knowledge and as usual there was no opportunity to make the analysis with the involved ones since they were not present, the NGO representatives contributed a lot since they know each respective influence area, but there was people that delayed the workshop with out of context proposals because they don’t know the real conditions our peasants live. La sensación de que las cosas se quieren hacer lo más práctica posible sin complicarse la vida como se suele hacer en los proyectos SNIP los cuales aún cuando han sido flexibilizados varias veces, por la misma entidad, con el fin de que el objetivo se haga realidad lo más pronto posible hay evaluadores que no entienden el porqué de las mencionadas flexibilizaciones y ponen trabas innecesarias causando demoras en el gasto del dinero. Answer: About air quality, we understand it as including also patricular material and chemical substances but the machines to mesure are very expensive and, as assessing it it not the main purpose of the monitoring program, we have limited the monitoring to assess the presence or not of a chimeney, that is to say the capacity to evacuate gases relate to combustion. Q2: Do you monitor the eventual parallel use of the older stove? If the older stove remains, health impact could not be lower ? How to guarantee that the older model of cookstove is not being used and that the new one is successfull? How will you know that people are not using both cookstoves? And what about people’s rights? Because it wouldn’t be appropriate to just go inside their houses and replace their older models of cookstove. Answer: Through the project, populations are informed of the negative impact of using the older stove. We do follow up the presence of the other cookstove through monitoring nevertheless we do not make it mandatory and leave it to the LPPs criteria. From our experience and the LPP’s, we can say a great majority of cookstove are removed. If the older stove is still used, eventual loss in health impact should actually appear whith monitoring the health impact. As far as GHG reduction is concerned, quantitative monitoring is made on the general wood consumption in the house so, loss in wood consumption is also included in the monitoring. Q3: Usually, people in the highlands want to keep the smoke of the cookstoves within their household because it warms them up and it is part of their culture. How do we go against it? Answer: In the workshops, the benefits of having an improved cookstove are demonstrated, specially because of health problems: having the smoke out of the house improve health and reduces risks of respiratory problems. Again, we do not impose the installation of a cookstove, we try to talk together and see how our efforts can be complemented. On the other side, the need for heating has to be assessed and it is included in the monitoring, if populations would use any other device for heating, such use would be assessed and its corresponding effect on wood consumption and health would appear. It shows also that when the user is well trained, the emission of certain gases is almost disappearing from the house. Intra-domiciliary smokes being a major cause for respiratory diseases3, the health of the children and the women is therefore highly improved thanks to the appropriate use of their improved cook-stove. A World Health Organization report7 on the emissions related to the use of cook-stove in the Cusco region of Peru show a positive impact on the intra-domiciliary air quality. It shows also that when the user is well trained, the emission of certain gases is almost disappearing from the house. 8 Intra-domiciliary smokes being a major cause for respiratory diseases , the health of the children and the women is therefore highly improved thanks to the appropriate use of their improved cook-stove. Besides, the poverty is therefore reduced thanks to an economy of time or money (the fuel is either gathered or bought). The purpose of the activities is to disseminate as far as possible the knowledge of the technology and of the proper ways to implement / use it. Firstly, the empowerment will focus on the workers of the LPPs. Then appropriate training programs will empower directly specific persons of the communities. In the end, all families will be given the possibility to understand / maintain & take care of / replicate / use properly their cookstove. An appropriate level of involvement of the poorest is then implemented, as the final beneficiaries are actors and not only beneficiaries of the project. Projects induce personal contracting for coordination and for technical profession on the fields. For this job local people of the community are often contracted. Those job mean income generation. As well as wood savings mean direct (when buying fuel) or indirect (saving time) income. The level of importation due to project activity should be assessed. As a requirement is to favor local materials and the one and only material that could be produced with imported material is iron spare parts (that definitively could not be considered as significant in relation with general iron importation) an impact on balance of payment is very unlikely. LPPs are due to transfer knowledge at community level so impact is positive for project participant.
