Mariana Aylwin
Chilean, born in 1949,
Married, three daughters, one son.
Activities in education, labour and political fields.
University Degree: Qualified High School Teacher in History, Geography and
Civic Education . Universidad Catolica de Chile, 1976.
During thirteen years she worked as a high shool teacher. At the same time, she
developed and intensive academic activity as a member of an historian research
team, which did several investigations about Chile in the twentieth century. She
also participated in the publication of school texts and in gender topics.
Between 1979 and 1980 she obtained a grant from the Instituto iberoamericano de
Cooperacion in Madrid, Spain, to do a study about the Spanish Transition to
Democracy, that was later published in Chile in 1981 under the title “El Camino
de Espana hacia la Democracia”.
In 1986 she was the Executive Secretary of the non profit Foundation, “Centro de
Estudios Laborales Alberto Hurtado”, dedicated to education and training of
workers.

In the political field, M. Aylwin was one of the founders of the “Concertacion de
Mujeres por la Democracia” in 1987. Then she was elected as Vice President of
Partido Democrata Cristiano, where she leaded the technical commission in charge
of the government program, specifically in education.
In the period 1994-1998 she was a deputy representing a county of the
Metropolitan Region (La Florida). As a deputy, she integrated the Educational
Commission where she participated actively in the discussion and the approval of
the Chilean Educational Reform. She also integrated the Family Commission,
where she was one of the promoters of a new Civil Marriage Law, including
divorce, which is still under discussion in the Senate.
During this time she collaborated as a columnist in the national newspaper “La
Tercera” and the magazine “Ercilla”.
In 1998 she was nominated to be the National Coordinator of Quality
Improvement in High School Education “MECE Media” in the Ministry of
Education. This program had the support of the World Bank.
She became Minister of Education in 2000 until 2003. The most important

Significant increasing of the access to pre-school and the beginning of a new
curriculum for this level
Design and implementation of a Literacy, Writing and Numeracy Campaigns
to improve learning in primary level
Presentation of a bill to establish twelve years of free compulsory education
and the creation of a subsidy to keep students at risk in primary and high
school. A program, High School for Everyone, was also implemented
Design and launching of a Long Life Learning Program, called “Chile
Califica” with the support of the World Bank
Presentation of a bill to improve the skills of Principals and a program in the
public school education system, introducing accreditation and more
decentralisation
Implementation of the “Marco de la Buena Ensenanza” a framework for good
teaching to guide and establish in assessment system for teachers.
Design of a new financial system to cover the university, professional and
technical education, with a credit and subsidy to family saving
Design of a National System to Assure the Quality of University and College
Education
Expansion of informatics education and creation of “educarchile” site
She was the President of the Chilean National Commission of UNESCO

General Assembly in Guadalajara, Mexico

Advisor on gender policies in Paraguay in a program to strengthen the
social Society.
Special guest at the Educational Forum in Lima, Peru.
Participation in the HD Week of the World Bank in Washington DC, USA.
Vice President of the 46th International Conference on Education:
“Education for All for Learning to Live Together”, OEI, Geneva,
Switzerland.
Invited to expose the Chilean experience in Informatics education, in the
annual assembly of Microsoft, Seattle, USA.
Invited by the Minister of Education of Ecuador to share and discuss the
Chilean Educational Reform.
She gave the inaugural conference at the opening of the Feria del Libro
LIBER of Spain. Authority representing Chile and co-openening the fair.
