A STATEMENT AS TO WHY THE 10% MAINTENANCE AND
OPERATION BUDGET OVERRIDE ELECTION HAS BEEN CALLED
This informational report has been published by the Office of the County
School Superintendent in conjunction with Mingus Union High School District
#4 in order to provide voters with factual information regarding the Special
Election. The County School Superintendent shall review all factual
statements contained in the written arguments and correct any inaccurate
statements of fact. The superintendent shall not review and correct any
portion of the written arguments which are identified as statements of the
author’s opinion. The Office of the County School Superintendent believes
strongly that District voters should be fully informed before casting their
votes. You are urged to carefully read and consider the information
contained in this pamphlet and exercise your right to vote on Election Day.
The Governing Board of the District has called a special budget override
election to be held on November 5, 2013 to request voter authorization to
continue exceeding the Maintenance and Operations Budget limit by 10%
to fund existing programs, such budget override to be in effect for a period
of seven years. The increase authorized by this election shall be funded
from a levy of taxes on the taxable property within the District.
The renewal of the 10% Maintenance and Operations Budget Override
would continue funding for programs currently serving District students. This
continuation of the current override supports the District’s efforts to help
maintain present levels of services in all Maintenance and Operations
programs. State funding cuts have reduced the District’s budget by over $3
million in the six most recent budget years. The funding pressure has made
it necessary to continue the override in order to continue to include these
programs; during the first year the budget override will be in effect it will:

With voter approval to continue the override, it is estimated that the total
amount of the override for fiscal year 2014-15 will be $594,071. If the
override is not approved for continuation, the existing override (10%
Override) will be phased out by reducing one-third ($198,024) in 2015-16
and another one-third in 2016-17 and be eliminated as of July 1, 2017. Each
one-third reduction would lower the property tax rate by $0.08 per $100 of
assessed valuation used for secondary purposes. The tax rate needed to
fund the full override is $0.23, but the tax increase over the existing rate is
zero, as this override is a continuation and it will maintain programs that
have been in place with the prior year’s override approvals.
The average cost of the full override to an owner of a home with full cash
value of $111,940, the average home value in the District, would be
approximately $26 per year.

(1) The 10% maintenance and operation override authorization is a continuation of the existing 10% maintenance and operation override
authorized by the voters on November 3, 2009. If the override is not approved the existing 10% maintenance and operation override will phase
out by reducing one-third in fiscal year 2015-2016 and an additional one-third in fiscal year 2016-2017. The proposed and alternate 2014-2015
budgets represent the District's best estimate based on various assumptions relating to student growth and other factors affecting revenues
and expenditures. The alternate budget will be adopted by the District's Governing Board if the override is not approved by the qualified
electors of the District. In adopting such alternate budget, the Governing Board shall follow the procedures prescribed in A.R.S. Section 15-905

ARGUMENTS FOR AND AGAINST THE BUDGET OVERRIDE
QUESTION
ARGUMENTS FOR
Shall the Governing Board of Mingus Union High School District No. 4 of
Yavapai County, Arizona, adopt a General Maintenance and Operation
Budget which includes an amount that exceeds the revenue control limit
specified by statute by ten percent for fiscal year 2014-2015 and for six
subsequent years as described below. The 2014-2015 budget override
authority represents an extension of the existing budget override authority
which is scheduled to phase down by one-third for fiscal year 2015-2016 if
the voters do not approve the override.
The Governing Board of Mingus Union High School District encourages you
to vote “YES” on the override. Over the past five years, Arizona has led the
nation in cuts to education at 28%. With less support from the Legislature,
local support is critical. With continued funding cuts, it is important now to
ask voters to renew the 10% override originally approved in 1985 and
renewed in 2009. Renewal of the override will help us maintain:

The amount of the proposed continuation of the budget increase of the
proposed budget over the alternate budget for fiscal year 2014-2015 is
estimated to be $0.00. In fiscal years 2014-2015 through 2018-2019 the
amount of the proposed increase will be ten percent of the District’s revenue
control limit in each of such years, as provided in Section 15-481(P) of the
Arizona Revised Statutes. In fiscal years 2019-2020 and 2020-2021 the
amount of the proposed increase will be six and two-thirds percent and three
and one-third percent, respectively, of the District’s revenue control limit in
each of such years, as provided in Section 15-481(P) of the Arizona Revised
Statutes.
Music, art and extracurricular programs
Class size at an effective level for instruction
Alternative education programs
Extraordinary athletic programs
Elective courses
Teacher and staff salary levels to attract and retain quality staff
Without this override, music, art, extracurricular and athletic programs are at
risk. Furthermore, class sizes will increase and staffing for current programs
will be reduced or eliminated. The elimination of any program will seriously
impact the education of our children.
The Mingus Union High School District Board asks you, as a voter and
community member, to authorize passage of a 10% override. Since this is
a continuation, this is not a new tax. Please vote “YES” and continue to
show your support for our students – our future.
Any budget increase continuation authorized by this election shall be entirely
funded by a levy of taxes on the taxable property in this school district for the
year for which adopted and for six subsequent years, shall not be realized
from monies furnished by the state and shall not be subject to the limitation
on taxes specified in Article IX, Section 18, Constitution of Arizona. Based
on the current assessed valuation used for secondary property tax purposes,
to fund the proposed continuation of the increase in the school district's
budget would require an estimated continuation of a tax rate of $0.23 per
one hundred dollars of assessed valuation used for secondary property tax
purposes and is in addition to the school district's tax rate that will be levied
to fund the school district's revenue control limit allowed by law.

The Mingus Union override election is not an additional tax. This override
provides a continuation of funding that has been supported by this
community since I moved here in 1982. State funding cuts have reduced
Mingus Union High School’s budget by over $3 million in the past six years.
This override is critical for our community’s high school to continue its
comprehensive and excellent offerings in education.
My sons graduated from Mingus, I worked over 25 years at Mingus and now
am honored to be serving on its governing board. It is my belief that every
Mingus student deserves the best education this community can offer. We
need your support.

election. I am quite familiar with this form of raising revenue in the public
sector.
I am now retired and I am eighty-one years old. My children and most of my
grandchildren are now raising new families. I thank the many taxpayers that

supported their educations in the past. Now is not the time to stop.
I am proud to say I am an MUHS alumnus! My four years at Mingus
presented opportunities that helped foster my passion for learning and
provided a strong foundation for my character development and
good-citizenship. I was able to explore my interest in the medical field
through Sports Medicine classes, the CNA Program, and my participation in
the Health Occupations Student Association club. I was prepared for college
with courses like AP Chemistry and Advanced Math Concepts. I was able to
express myself through art, from beginning to advanced. I participated in
volleyball and spiritline. I had caring teachers who supported me and
modeled community stewardship. I have learned to appreciate the
opportunities I was given and realize that many were only made possible by
the support of our community and its desire to help provide children with a
top-notch education. I am truly thankful for those who supported the override
when I was in school. I am now living and working in the Verde Valley as a
medical professional, caring for those in our community. As a tax payer
myself, I support the current override whole-heartedly. I know a community
is only as strong as its educational system.
I have been on many sides of the issues surrounding these override
elections—as an educator having retired from the Phoenix Paradise Valley
School District—and as a taxpayer--and last, but not least, as an
appreciative parent and grandparent.
Overrides and other means of supporting public education should be a
welcome and necessary gift we owe and need to give back to our
communities.

roles since 1975. I graduated from the school in 1979. After completing my
English degree, I returned to start my teaching career, and have continued
in that role to this day. Additionally, my wife and all three of my children are
Mingus graduates.

A lot has changed at Mingus over the decades, but the one constant is the
high level of support from the community. The state critically underfunds all
Arizona schools. However, because of the continued support of the voters
of the Verde Valley, our high school still offers a plethora of curricular and
extracurricular opportunities for our students. It is not a coincidence that
Mingus ranks among the top schools in the state in verifiable student
achievement.
Please vote “yes” in support of the Maintenance and Operations budget
override for Mingus Union High School District #4. This is not a new tax or
a tax increase. A “yes” vote simply renews the long-standing tradition of
voter support for MUHS.
This budget override renewal will help ensure a continued commitment for
smaller class sizes, improved technology for and in support of our students,
student intervention and dropout prevention programs, honors and advanced
placement courses, fine arts and music, and support for extra-curricular
programs.
My children are all graduated and I am not far from retirement, so some
would say that I have little vested interest in the continuation of the override.
That would be true if I did not have such a genuine concern for the continued
health and success of our high school. I encourage you to join me in voting
to continue the district’s budget override.

Making this year’s override renewal especially important is the fact that since
2009 MUHS has lost over $3 million in funding alone due to the state
legislature’s unwillingness to compensate our district for inflation.
Keep in mind, the district is not requesting that additional funds be provided
by the local taxpayer, only that your current support for the district be
maintained. As a teacher at Mingus for over 25 years, I have witnessed
first-hand the positive impacts of this budgetary support and strongly
encourage you to continue your commitment to quality education at MUHS
with a “yes” vote for our override renewal.

As a teacher for 17 years at Mingus Union High School, I have seen the
devastating effects of the cuts in education funding first hand: larger class
sizes, elimination or suspension of programs, and the difficulty in recruiting
and/or retaining the highly qualified teachers that nurture, guide, and teach
the children of our community. All voters should know that this is not a new
tax, but a continuation of a tax the citizens of the Verde Valley have been
supporting for more than three decades. At Mingus, as well as the other
schools in the Valley, teachers invest countless hours in programs that
inspire students to explore as many opportunities as possible. You’ve seen
the fruits of these efforts in the arts, athletics, vocational endeavors, and
more. Because Mingus is able to offer a comprehensive education, including
Advanced Placement courses, I have seen countless students receive
scholarships they might not have otherwise received. I am asking you to
continue your support of these programs by voting YES once again on the
Mingus Union High School Maintenance and Operations Budget Override.

It seems just like yesterday that Ron Barber hired me to teach Science and
coach at Mingus. As I start my 26th year at Mingus I am grateful for each and
every day that I get to spend with the students, staff, administration, and
community. During this time span I have experienced many over-rides and
bond elections.
Our community has always rallied around our schools and the high quality
of education that exists in the Verde Valley. Being a coach, I have witnessed
many wonderful examples of how our over-ride money directly affects our
kids. We are one of the few remaining districts in Arizona that doesn’t have

a “pay for play” fee for our extra-curricular students. This has allowed many
of our students to flourish during and after High School. Over the past twenty
five years our students have accepted hundreds of college scholarships,
played in Rose Bowls, play professional baseball, wrestle at the highest
level, play in college softball world series,etc.
Our students have gone on to become doctors, lawyers, professors, leaders
in the business and construction world, and most importantly, become
successful Mothers and Fathers.

10% existente autorizada por los votantes el 3 de noviembre de 2009. Si no se aprueba la anulación la anulación de Mantenimiento y operación
de 10% se eliminará en fases al reducirse un tercio en el año fiscal 2015-2016 y un tercio adicional en el año fiscal 2016-2017. Los presupuestos
propuestos y alternativos de 2014-2015 representan el mejor cálculo del Distrito basado en varias asunciones en relación con el crecimiento
estudiantil y otros factores afectando los ingresos y los gastos. Si los electores habilitados del Distrito no aprueban la anulación el Consejo Escolar

¿Deberá el Consejo Escolar de Mingus Union High School District No. 4 del
Condado Yavapai, Arizona, adoptar un Presupuesto de Mantenimiento y
Operación que incluye una cantidad que excede el límite de control de
ingresos especificado por la ley por el diez por ciento para el año fiscal
2014-2015 y por seis años subsiguientes como se describe abajo. La
autorización de la anulación del presupuesto 2014-2015 representa una
extensión de la autorización de la anulación del presupuesto existente que
esta programada a reducirse en fases por un tercio para el año fiscal 20152016 si los votantes no aprueban la anulación.
ARGUMENTOS A FAVOR
El Consejo Escolar de Mingus Union High School District lo anima votar “SI”
por la anulación. Durante los últimos cinco años, Arizona ha llevado la
delantera de la nación en reducciones de educación al 28%. Con menos
apoyo de la Legislatura, el apoyo local es crítico. Con la continuación de
reducciones de financiamiento, es importante de hoy pedirles a los votantes
renovar la anulación de 10% aprobada originalmente en 1985 y renovada
en 2009. La renovación de la anulación nos ayudará mantener:
La cantidad de la propuesta continuación del aumento del presupuesto del

fiscal 2014-2015 se calcula a ser $0.00. En los años fiscales 2014-2015
hasta 2018-2019 la cantidad del propuesto aumento será el diez por ciento
del límite de control de ingresos del Distrito en cada un de dichos años,

Arizona. En los años fiscales 2019-2020 y 2020-2021 la cantidad del
propuesto aumento será el seis y dos tercios por ciento y tres y un tercio por

Sin esta anulación se encontrarán en peligro, música, arte, programas
extracurricular y de atletismo. Además, los tamaños de clases aumentarán
y el personal de los programas actuales se van a reducir o eliminar. La
eliminación de cualquier programa tendrá un serio impacto en la educación
de nuestros niños.
Cualquier continuación del aumento del presupuesto autorizado por esta
elección se pagará totalmente por una exacción de impuestos sobre la
propiedad sujeta a impuestos dentro del distrito escolar para el año para
cual fue adoptado y por seis años subsiguientes, no se realizará de fondos
proporcionados por el estado y no será sujeto a la limitación de impuestos
especificada en el Artículo IX, Sección 18, Constitución de Arigona. Basado

La elección de anulación de Mingus Union no es un impuesto adicional. Esta
anulación provee una continuación del financiamiento que ha sido apoyado
por esta comunidad desde que yo me mude aquí en 1982. En los seis años
pasados las reducciones del financiamiento del estado ha reducido el
presupuesto de Mingus Union High School por más de $3 millones. Esta
anulación es crítica para la high school de nuestra comunidad de continuar
sus ofertas de educación completa y excelente.
Mis hijos graduaron de Mingus, por más de 25 años yo he trabajado en
Mingus y estoy muy orgullosa de servir su consejo escolar. Es mi creencia
que cada estudiante de Mingus merece la mejor educación que esta

Desde 1975 yo estado orgullosamente asociado con Mingus Union High
School en varios papeles. Yo me recibí de la escuela en 1979. Después de
completar mi licenciado de Inglés, yo regrese para comenzar mi carrera de
enseñanza, y he continuado en ese papel hasta este día. Adicionalmente,
mi esposa y todos mis tres hijos son graduados de Mingus.
Sobre las décadas mucho ha cambiado en Mingus, pero el único constante
ha sido el alto nivel de apoyo de la comunidad. El estado no les provee
críticos fondos a todas las escuelas de Arizona. Sin embargo, por razón del
continuo apoyo de los votantes de Verde Valley, nuestra high school
siempre les ofrece una plétora de oportunidades curriculares y
extracurricular a nuestros estudiantes. No es una coincidencia que Mingus

Mis hijos todos se han graduado y yo estoy cerca de jubilarme, así que

Como maestra por 17 años en Mingus Union High School, yo he visto de
primer mano los efectos devastadores de las reducciones del financiamiento
educacional: tamaños más grandes de aulas, eliminación o suspensión de
programas, y la dificultad de reclutar y/o retener los maestros de alta
capacitación que cultivan, guían, y enseñan a los niños de nuestra
comunidad. Todos los votantes debían saber que esta no es un impuesto
nuevo, sino una continuación de un impuesto que los ciudadanos de Verde
Valley han apoyado por más de tres décadas. En Mingus, también como en
otras escuelas del Valle, los maestros invierten horas incontables en

como posible. Usted ha visto los frutos de estos esfuerzos en el arte,

¡Yo declaro orgullosamente que soy un alumno de MUHS! Mis cuatro años
en Mingus presentaron oportunidades que ayudaron fomentar mi pasión de
aprender y permitió una base sólida de mi desarrollo de carácter y buena
ciudadanía. Tuve la oportunidad de explorar mis intereses en el campo
médico a través de clases de Medicina de Deportes, los Programas de CNA,
y mi participación en el club de Asociación Estudiantil de Ocupaciones de
Salud. Yo estaba preparada para el Colegio con cursos como Química AP
e Ideas Avanzadas de Matemática. Puede expresarme a través del arte,
desde el comienzo a avanzado. Participe en voleibol y la línea de brillo.
Disfrute de maestros humanitarios que me apoyaban y formaron
administración de la comunidad. He aprendido a apreciar las oportunidades
que se me ofrecieron y reconozco que muchas fueron posibles por el apoyo
de nuestra comunidad, y su deseo de ayudar en ofrecerles a los niños un
educación de primera. Verdaderamente estoy muy agradecida de aquellas

La renovación de esta anulación del presupuesto ayudará en asegurar un
compromiso continuo de tamaños de clases más pequeñas mejorar la

no compensar la inflación de nuestro distrito.

Nada menos parece ayer que Ron Barber me empleó para enseñar Ciencia
y dirigir en Mingus. Al comenzar mi 26 año en Mingus estoy muy agradecido
por cada día que llego a pasar con los estudiantes, personal, administración,
y comunidad. Durante este período de tiempo yo he visto muchas
anulaciones y elecciones de bonos.
Nuestra comunidad siempre se ha juntado en cuanto nuestras escuelas y
la alta calidad de educación que existe en Verde Valley. Siendo un director,
yo he visto muchos maravillosos ejemplos de como nuestros fondos de
anulación afectan directamente nuestros jóvenes. Somos uno de los distritos
que quedan de Arizona que no tiene el cargo de “pagar para jugar” de
nuestros estudiantes extra curricular. Esto le ha permitido a muchos de
nuestros estudiantes prosperar durante y después de la High School. Sobre
los últimos veinticinco años nuestros estudiantes han aceptado miles de
becas de colegios, jugado en Rose Bowls, jugar béisbol profesional, luchar

etcétera.
Nuestros estudiantes se han recibido como doctores, abogados, profesores
líderes de negocios, y el mundo de construcción, y más importante han sido
