Everywhere you look, it is an ocean of flags! This is no accident. There is a reason for this emotional attachment. There is a reason why Que Bonita Bandera and Preciosa bring tears to our eyes…and sometimes we don’t even know why. It is because this flag represents an ideal…the ideal of lost youth and forgotten illusions. There is an ever-receding horizon behind that flag: a horizon just beyond our grasp, forever vanishing at the precise moment that we reach for it…just like last night’s dream, or tomorrow’s TV advertisement. But there is one more reason, why this flag is the emotional heart of the parade. It is the secret, which explains everything. We are crazy about this flag because for many years, any Puerto Rican who owned one, would go to jail for ten years. In order to suppress Pedro Albizu Campos and the Nationalist movement in Puerto Rico, a law was passed in Puerto Rico. It was called Public Law 53, and also known as the Gag Law, and La Ley de la Mordaza.This law made it a felony to utter a word, sing a song, whistle a tune, or say anything against the US government, or in favor of Puerto Rican independence. This included singing La Borinqueña, or owning a Puerto Rican flag. Own a flag, ten years in jail. This was enforced very seriously. The FBI and Insular Police continuously raided people’s homes (without a warrant), searched for flags, and hauled people off to jail. In many cases the flag, all by itself, was the principal piece of evidence against the Puerto Rican who owned it. Own a flag, ten years in jail. Public Law 53 was passed in 1948. Even though it violated the US constitution, it took nine years to repeal it, in 1957. The very next year, in 1958, the first Puerto Rican Day Parade was held in New York City. The flags and celebration were everywhere. The passion was astonishing. New York had never seen anything like it. The Puerto Rican Day parade exploded into New York City, with the emotion and power of an entire people…that had finally found a voice…for one day…on Fifth Avenue. The politicians couldn’t explain it, but they did know one thing…that they better get in front of it, and yell “¡Que viva Puerto Rico!” That much they did understand. By: Carlos DePonce As the first phase of a $16.3 million project aimed at dramatically changing a portion of Niagara Street that cuts through Buffalo’s lower West Side and some of its Black Rock neighborhood will soon get underway. A news business called Kamila’s Urban Fashion, which specializes in handbags, watches, jewelry and fashion accessories opened at 490 Niagara Street in Buffalo, NY. It’s owner, Desire Morales said she was encourage by the city to open on Niagara street and that she hoped to reach a niche market on the Westside and around the city looking for up to date fashion accessories. Kamila’s Urban fashion in one of the many new businesses and project announced since the city and Congressman Higgins announced improvement to Avenida San Juan, along Buffalo’s Hispanic Corridor. In all, it will take crews through the end of 2017 to complete the project that begins at Niagara Square north to Ontario Street, with the work done in four phases. “It was a lot of dollars and it wasn’t easy to assemble,” Brown said. A portion of the $16.3 million includes a $4.5 million allocation from the Niagara Frontier Transportation Authority for a series of transit-based improvements, including building a 25-car park-and-ride lot at the corner of Niagara and Ontario streets where an abandoned gas station currently stands. The NFTA is adding revamped bus shelters, a community informational bulletin board and adding five compressed natural gas buses to the six routes that touch that stretch of Niagara Street. “There will be a significant multiplier effect with this project that will fundamentally change an important street in downtown Buffalo,” Higgins said. Pero ¿sabes qué? ¡Es complicado el que sea sencillo! ¿Te digo por qué? Porque si fuera sencillo olvidar las cosas que te han herido, no aprenderías lo que debes de esas malas experiencias y cometerías el mismo error muchas veces. Porque si fuera sencillo perdonar sin preguntar ni reprochar, la gente continuaría ofendiéndote una y otra vez como si el ofender fuera algo bueno. Porque si fuera sencillo tenerlo todo sin realizar ninguna clase de trabajo ni sacrificio, entonces no serías capaz de luchar por algo en tu vida. Porque si fuera sencillo el estar siempre sanos, no lo apreciaríamos, pues es gracias a la enfermedad es que valoramos la salud y nos cuidamos. Porque si fuera sencillo el no extrañar a alguien amado, le restaríamos la importancia que realmente tienen en nuestras vidas. Como dice ese famoso dicho; "nadie sabe lo que tiene hasta que lo pierde". ¡Imagínate si fuera sencillo para los demás el no extrañarte! ¿Cómo te sentirías? Porque si fuera sencillo el no importarte nada en lo absoluto, el mundo no existiría, ¡pues ya los seres humanos se hubiesen extinto hace mucho tiempo atrás! Si fuera sencillo vivir en paz y sin preocupaciones, ya estarías viviendo en el Cielo junto a Dios y eso está por venir... Pero hasta hoy ¡no ha llegado! Debemos estar conscientes de que debemos pasar y vivir por situaciones difíciles para aprender a preciar, valorar, luchar, tomar impulso, y continuar caminando más fuertes y más inteligentes. Rochester's Poverty Worse Than Most Comparably Sized Cities An analysis of recently released U.S. Census data for a five-year period shows that the City of Rochester’s poverty has gotten worse. The report, released by Rochester Area Community Foundation and ACT Rochester, compares Rochester to 17 other principal cities in similarly sized metro areas. Benchmarking Rochester’s Poverty: A 2015 Update and Deeper Analysis of Poverty in the City of Rochester by Edward J. Doherty finds that: • The city’s poverty rate continues to rise, and is now at 32.9 percent; • The childhood poverty rate has increased to 50.1 percent, ranking highest among the 18 benchmark cities. In that group, Rochester is now the only city where more than half of the children live in poverty; and • Among those benchmark cities, Rochester now has the highest rate of extreme poverty (16.2 percent), defined as people living below 50 percent of the federal poverty level. In December 2013, the Community Foundation and ACT Rochester releasedPoverty and the Concentration of Poverty in the Nine-County Greater Rochester Area, which was primarily based on data from the U.S. Census Bureau’s American Community Survey over the five-year period from 2007-11. Since that time, the Census Bureau has released one-year survey data estimates for 2012 and 2013 that also signaled poverty increases. The newest five-year survey, which covers 2009-13, is based on a larger sample and considered more reliable and precise. The Census Bureau released the data in December 2014 and it provided the basis for this update and comparison with benchmark cities. “The first poverty report and its startling statistics were a wake-up call for our entire region to better understand the depth of poverty that exists in every city, town, and village,” says Jennifer Leonard, president and CEO of Rochester Area Community Foundation. “Benchmarking Rochester’s Poverty provides an opportunity to update key data from that report and take a deeper look at the realities of poverty in the City of Rochester.” The Census Bureau data estimates that 66,312 poor people live in the City of Rochester, with more than 95,000 spread across suburban Monroe and the surrounding eight counties. In an effort to put Rochester’s poverty into context, report author and researcher Doherty developed a list of 18 principal cities in similar-sized metro areas (within plus or minus 200,000 of the Rochester population). Included in the benchmark group are Buffalo, Hartford, Conn., Richmond, Va., Birmingham, Ala., Tulsa, Okla., Louisville, Ky., and Honolulu. In 28 charts at the back of the 20-page report, the benchmark cities are ranked based on their rates of overall poverty and extreme poverty, as well as poverty rates for children, adults, seniors, and female-headed families. The charts also compare poverty data based on gender and race, educational attainment, disability, employment, age, and family size and income. “Several of the report’s child-related poverty statistics are the most troubling,” says Doherty, who retired in 2014 as the Community Foundation’s vice president of community programs. • More than 25,000 children under age 18 in Rochester are living in poverty; • In the top 75 metro areas, only three cities — Detroit, Cleveland, and Dayton — have higher childhood poverty rates than Rochester; and • Rochester’s poverty rate for families headed by females is the highest among the benchmark group of cities. “Developing a deeper understanding of poverty includes knowing the statistics, but also going beyond the data to seek out poor people’s perspectives that would provide a better grasp of the complex causes and effects of poverty,” says Ann Johnson, director of ACT Rochester. Johnson also believes that gaining insight into what it is like to be poor is essential to making our community more understanding of the issue and related problems. El humillarse NO significa que eres menos y que tu autoestima está baja.El humillarte y pedir perdón cuando hay que hacerlo, en lugar de rebajarnos, nos ensalza. Aprendí a que si uno no se valora como uno es, nadie más lo hará tampoco. Así como nadie puede ponerle valor a tu trabajo, nadie tiene el derecho de decirte a ti cuánto vales. La persona que te diga que no vales nada, es porque ella misma se está valorando, pues ella no está sobre ti. Mis amigo/as, cada uno/a de nosotros/as tiene un valor incalculable. Y uno mismo lo demuestra con nuestras actitudes y acciones. Con nuestra manera de hablar, y con nuestros sentimientos. No hay NADIE que te valore más que TÚ mismo/a. El que NO sabe valorar lo que tiene cuando tiene la oportunidad, se da cuenta cuando lo ha perdido. ¡Que el sol no se ponga sin haber perdonado, pues eso engrandece aún más tu valor! ¡Que el sol no se ponga sin aclarar malos entendidos, pues eso engrandece aún más tu valor! ¡Que el sol no se ponga sin hacer la paz con tu enemigo, pues el rencor es ácido que corroe el alma, tu mente y tu salud. ¡Valórate haciendo lo correcto! ¡No estés triste! ¡Alégrate! ¡Porque tú vales mucho! Si las personas NO saben apreciarte, es porque ni ellas mismas se saben valorar. La persona que realmente debe valorarte eres tú mismo/a y si no te das tu puesto, ni te valoras como un ser especial que Dios ha traído al mundo con un propósito. Nada ni nadie más lo hará. ¡Ríe, vive, ama! Según existen personas que NO te valoran, SÍ habemos muchas más que te admiramos y te valoramos como te mereces. Y el principal de todos ellos está allá arriba. Somos sus diamantes y cada día nos pule haciéndonos resaltar hermosos colores que aún no se han podido nombrar. ¡No te arrepientas! No te arrepientas de lo que has hecho en tu vida porque cuando lo has hecho, lo has hecho a consciencia y siempre por un motivo. No te arrepientas porque aunque no obtuviste lo esperado, sí aprendiste una lección. Una lección de crecimiento; una lección de vida. Muchos le llaman fracaso a las malas experiencias. Pero yo les llamo enseñanzas. Hemos pasado por muchas situaciones gracias a decisiones tomadas que nos llevaron a donde estamos.Quizá no estamos donde quisiéramos, pero tampoco estamos donde muchos quisieran.Estamos donde debemos estar por ahora. No somos perfectos ni pretendemos serlo, porque debemos estar conscientes de que nadie lo es, pero vivimos cada día tratando de ser un mejor ser humano. Hablo por mí y por muchos. Lo que vivimos en nuestro pasado debía ocurrir para estar donde estamos y con las personas que nos rodean. Por mi parte, he aprendido mucho en el camino pedregoso de mi vida. No sería capaz de juzgar al que camina en esta vida cargando su pesado equipaje, porque sus zapatos me pueden quedar apretados o muy grandes. Aprendí a hacer silencio cuando debo; a ver la ignorancia de los demás, la cual también me cobijó en un pasado; a continuar mi camino con confianza, porque NADIE más puede darme lo que yo misma me puedo dar. Es por eso que si hay que llorar, lloraremos.Si hay que ayudar ayudaremos.Si hay que aprender, continuaremos aprendiendo.Si hay que perdonar, perdonaremos. Pero si debemos apartarnos, también hay que hacerlo... porque cuando estuvimos ni siquiera notaron nuestra presencia. Es hora de regalar nuestra ausencia. Aunque todos nos juzguen, nos señalen y nos apuñalen, no estaremos solos. Nada nos faltará.Podremos volar tomando impulso desde bien abajo. Recuerden mis corazones hispanos que si nos echan tierra nos sacudiremos, pero saldremos y volaremos muy alto, ya que nuestra morada está arriba. La morada de uno esta donde uno ponga su mirada. The Dunkirk-Fredonia area continues to take it in the gut punch as local manufactures continue closing plants and move jobs. As the canning plant and ConAgra have left the city others that served as suppliers have had no choice by to close the doors. In the last three years more that 1100 jobs have been lost in the city as companies blame the city for high taxes and bad services which make companies unprofitable. Local resident have moved with the companies to other plants around the country, which has resulted in a spiraling drop in the cities population. “These are decent-paying jobs, and there are no jobs available. It’s going to devastate the area.”Dunkirk Mayor A.J. Dolce echoed that concern “This is extremely tough, as there just are not avenues to place 1100 employees in the local workforce,” he said. The closings are ominous for local small businesses. At the Mancuso Service Station on Route 20 in Fredonia, Anthony Mancuso, 38, is part of the third generation in his family’s business that has served plant employees for years. The closings “will impact every business in Fredonia,” he said. Kevin Russo, owner of Mary’s Deli in Dunkirk and Fredonia, called the news, “another terrible hit.” Russo has operated the pizza and sandwich shops for 35 years, and many of his customers worked at the local plants. In addition, he catered and sent food over to the plants for special occasions. “I don’t know how much more we can take,” said Russo, who added that his family’s history of running businesses goes back to his grandfather’s fruit stand in Fredonia about 100 years ago. “These are hardworking people who are going to be putting their hands in their pockets and coming up empty,” he said. Mayor Dolce office Mishandled Federal HUD Grant Funding The under the administration of current mayor DOLCE City of Dunkirk spent more than $1 million from the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) program on unauthorized or questionable activities, according to an audit issued by State Comptroller Thomas P. Auditors found the city could not provide adequate documentation to support claims paid with CDBG funds or demonstrate how federal program requirements were being met. Several transactions were recorded in a manner to apparently hide the true nature of the transactions. “These funds were spent on questionable activities such as travel and staff bonuses rather than rebuilding neighborhoods and helping low income residents as intended,” said DiNapoli. “City officials have mismanaged this program and failed to put in place effective controls to safeguard grant funds. DiNapoli’s auditors found that, from April 2010 through June 2013, the city disbursed more CDBG funds than properly authorized, spent funds on items that are not eligible under the CDBG program, and spent more than $500,000 for no legitimate CDBG purpose. In addition, nearly $400,000 in loans were made without obtaining appropriate documentation such as a signed loan document. During the four-year grant period reviewed by the Comptroller’s office, the Dunkirk Local Development Corporation (DLDC), created by city officials to administer the revolving loan program, was provided CDBG grants to fund various economic development projects. Auditors, however, found the DLDC operated with little oversight. For example, DLDC spent more than $500,000 for two property acquisitions – a vacant building and a former car dealership – that officials could not justify as an eligible CDBG activity. Additionally, $41,000 was spent on ineligible equipment, $15,000 on unauthorized travel expenses and conference registration fees for the DLDC chairman, and $6,600 on bonus payments to the DLDC chairman and treasurer. There were a number of CDBG funds distributed directly by the city that were not in line with community development goals. This included $76,000 in grant funding to a hotel for various improvements and renovations. The money was used to construct an outdoor wooden pavilion, for vinyl wall coverings and restroom renovations, and for the purchase of a commercial laundry machine. "Los números publicados ayer por el BGF ponen en evidencia su inminente insolvencia. ¿Cómo es posible que el gobernador y la presidenta del BGF (Melba Acosta Febo) lleven meses negando que el Banco tuviera una crisis de falta de dinero o liquidez?", cuestionó Pierluisi, en una declaración escrita. A solo días de que tenga que hacer un nuevo pago a sus bonistas, el BGF anunció ayer que su liquidez neta se redujo en 25% el mes pasado, ubicándose en su peor nivel desde que comenzó a divulgar el efectivo que maneja en caja. By: David Rotman We’re in the midst of a jobs crisis, and rapid advances in AI and other technologies may be one culprit. How can we get better at sharing the wealth that technology creates? The way Hod Lipson describes his Creative Machines Lab captures his ambitions: “We are interested in robots that create and are creative.” Lipson, an engineering professor at Cornell University (this July he’s moving his lab to Columbia University), is one of the world’s leading experts on artificial intelligence and robotics. His research projects provide a peek into the intriguing possibilities of machines and automation, from robots that “evolve” to ones that assemble themselves out of basic building blocks. (His Cornell colleagues are building robots that can serve as baristas and kitchen help.) A few years ago, Lipson demonstrated an algorithm that explained experimental data by formulating new scientific laws, which were consistent with ones known to be true. He had automated scientific discovery. Lipson’s vision of the future is one in which machines and software possess abilities that were unthinkable until recently. But he has begun worrying about something else that would have been unimaginable to him a few years ago. Could the rapid advances in automation and digital technology provoke social upheaval by eliminating the livelihoods of many people, even as they produce great wealth for others? “More and more computer-guided automation is creeping into everything from manufacturing to decision making,” says Lipson. In the last two years alone, he says, the development of so-called deep learning has triggered a revolution in artificial intelligence, and 3-D printing has begun to change industrial production processes. “For a long time the common understanding was that technology was destroying jobs but also creating new and better ones,” says Lipson. “Now the evidence is that technology is destroying jobs and indeed creating new and better ones but also fewer ones. It is something we as technologists need to start thinking about.” Worries that rapidly advancing technologies will destroy jobs date back at least to the early 19th century, during the Industrial Revolution in England. In 1821, a few years after the Luddite protests, the British economist David Ricardo fretted about the “substitution of machinery for human labour.” And in 1930, during the height of the worldwide depression, John Maynard Keynes famously warned about “technological unemployment” caused by “our discovery of means of economising the use of labour.” (Keynes, however, quickly added that “this is only a temporary phase of maladjustment.”) Now, technology is once again under suspicion as rising income inequality confronts the United States, Europe, and much of the rest of the developed world. A recent report from the Organization for Economic Cooperation and Development concluded that the gap between the rich and poor is at a historically high level in many of its 34 member countries, driven largely by a drop in earning power for the bottom 40 percent of the population. Many of the lowest earners have seen wages decrease over the last few decades, and the OECD warns that income inequality is now undermining economic growth. Meanwhile, the erosion of the American middle class and the pressure on the lowest-paid U.S. workers has been painfully evident for years. Only 68 percent of men between 30 and 45 who have a high school diploma were working full time in 2013, according to a recent report by the Hamilton Project at the Brookings Institution, a Washington-based public-policy group. Earnings for the typical worker haven’t kept up with the growth of the economy for decades. Median earnings for a man without a high school diploma fell 20 percent from 1990 to 2013, while wages for those with only a high school diploma dropped 13 percent. Women have fared somewhat better, though they still generally earn less than men. Over the same period, earnings for women without a high school diploma dropped 12 percent, while earnings for those with a high school diploma actually rose by 3 percent. Do today’s rapid advances in artificial intelligence and automation portend a future in which robots and software greatly reduce the need for human workers? t is notoriously hard to determine the factors that go into job creation and earnings, and it is particularly difficult to isolate the specific impact of technology from that of, say, globalization, economic growth, access to education, and tax policies. But advances in technology offer one plausible, albeit partial, explanation for the decline of the middle class. A prevailing view among economists is that many people simply don’t have the training and education required for the increasing number of well-paying jobs requiring sophisticated technology skills. At the same time, software and digital technologies have displaced many types of jobs involving routine tasks such as those in accounting, payroll, and clerical work, forcing many of those workers to take more poorly paid positions or simply abandon the workforce. Add to that the increasing automation of manufacturing, which has eliminated many middle-class jobs over the past decades, and you begin to see why much of the workforce is feeling squeezed. These are long-term trends that began decades ago, says David Autor, an MIT economist who has studied “job polarization”—the disappearance of middle-skill jobs even as demand increases for low-paying manual work on the one hand and highly skilled work on the other. This “hollowing out” of the middle of the workforce, he says, “has been going on for a while.” Nevertheless, the recession of 2007–2009 may have sped up the destruction of many relatively well-paid jobs requiring repetitive tasks that can be automated. These socalled routine jobs “fell off a cliff in the recession,” says Henry Siu, an economist at the University of British Columbia, “and there’s been no large rebound.” This type of work, which includes white-collar jobs in sales and administration as well as blue-collar jobs in assembly work and machine operation, makes up about 50 percent of employment in the United States. Siu’s research also shows that the disappearance of these jobs has most harshly affected people in their 20s, many of whom seem to have simply stopped looking for work. That’s bad enough. But there’s an even more fundamental fear. Is this a harbinger of what’s to come for other sectors of the workforce, as technology takes over more and more of the jobs that have long been considered secure paths to a middle-class life? Are we at the beginning of an economic transformation that is unique in history, wonderful for what it could do in bringing us better medicine, services, and products, but devastating for those not in a position to reap the financial benefits? Will robots and software replace most human workers? Scaring children No one knows the answer. Many economists see little convincing evidence that advances in technology will be responsible for a net decrease in the number of jobs, or that what we’re undergoing is any different from earlier transitions when technology destroyed some jobs but improved employment opportunities over time. Still, over the last several years, a number of books and articles have argued that the recent advances in artificial intelligence and automation are inherently different from past technological breakthroughs in what they portend for the future of employment. Martin Ford is one of those who think this time is different. In his new book, Rise of the Robots: Technology and the Threat of a Jobless Future, Ford points to numerous examples of new technologies, such as driverless cars and 3-D printing, that he thinks will indeed eventually replace most workers. How then will we adapt to this “jobless future”? Ford recommends a guaranteed basic income as part of the answer. Simply put, his prescription is to give people a modest amount of money. It’s not a new idea. One version of it, called a negative income tax, was popularized by the conservative economist Milton Friedman during the early 1960s as a way to replace some of the growing government bureaucracy. And Ford quotes the economist Friedrich Hayek, who in 1979 described assuring a minimum income as a way to provide “a sort of floor below which nobody need fall even when he is unable to provide for himself.” Both Richard Nixon and his 1972 presidential rival George McGovern, a liberal Democrat, championed some form of the policy. The idea went out of fashion in the 1980s, but it has returned in recent years as a way to help those people shut out of the labor markets. In the libertarian version, it’s a way to provide a safety net with minimum government involvement; in the progressive version, it supplements other programs to help the poor. Whether it is good politics or good social policy has been endlessly debated. Recently, others have suggested a related policy: expanding the Earned Income Tax Credit, which would give some extra money to low-paid workers. These ideas probably do make sense as a way to strengthen the social safety net. But if you believe that the rapid advance of technology could eliminate the need for most workers, such policies do little to directly address that scenario. Allowing a large number of workers to become irrelevant in the technology-centric economy would be a huge waste of human talent and ambition—and would probably put an enormous financial burden on society. What’s more, a guaranteed basic income does not offer much to those in the middle class whose jobs are at risk, or to those who have recently fallen from financial security in the absence of well-paying jobs. It might also be premature to plan for a dystopian future of hardly any jobs. Ford’s Rise of the Robots offers many examples of impressive achievements in automation, software, and AI that could make some jobs obsolete—even those requiring highly trained professionals in fields like radiology and law. But how do you assess just how specific technologies like these will affect the total number of jobs in the economy? In fact, there is not much evidence on how even today’s automation is affecting employment. Guy Michaels and his colleague Georg Graetz at the London School of Economics recently looked at the impact of industrial robots on manufacturing in 17 developed countries. The findings tell a mixed story: the robots did seem to replace some low-skill jobs, but their most important impact was to significantly increase the productivity of the factories, creating new jobs for other workers. Overall, there was no evidence that the robots reduced total employment, says Michaels. If it’s difficult to quantify the effect of today’s technology on job creation, it’s impossible to accurately predict the effects of future advances. That opens the door to wild speculation. Take an extreme example raised by Ford: molecular manufacturing. As proposed by some nanotechnology boosters, most notably the author K. Eric Drexler, the idea is that one day it will be possible to build almost anything with nanoscale robots that move atoms around like tiny building blocks. Though Ford acknowledges that it might not happen, he warns that jobs will be devastated if it does. The credence Ford gives to Drexler’s vision of nanobots slaving away in molecular factories seems less than warranted, though, given that the idea was debunked by the Nobel-winning chemist Richard Smalley more than a decade ago (see “Will the Real Nanotech Please Stand Up?”). Smalley saw great potential for nanotech in areas such as clean energy, but his objection to molecular manufacturing as Drexler described it was simple: it ignores the rules of chemistry and physics governing the way atoms bind and react with each other. Smalley admonished Drexler: “You and people around you have scared our children. I don’t expect you to stop, but … while our future in the real world will be challenging and there are real risks, there will be no such monster as the selfreplicating mechanical nanobot of your dreams.” Though Ford does note Smalley’s criticism, one begins to wonder whether his conjuring the “rise of the robots” might not indeed be needlessly scaring our children. Speculating about such far-fetched possibilities is a distraction in thinking about how to address future concerns, much less existing job woes. A more realistic, but in its way more interesting, version of the future is being written in the downtown Chicago offices of Narrative Science. Its software, called Quill, is able to take data—say, the box score of a baseball game or a company’s annual report—and not only summarize the content but extract a “narrative” from it. Already, Forbes is using it to create some stories about corporate earnings, and the Associated Press is using a rival’s product to write some sports stories. The quality is readable and is likely to improve greatly in coming years. Yet despite the potential of such technology, it is not clear how it would affect employment. “As AI stands today, we’ve not seen a massive impact on white-collar jobs,” says Kristian Hammond, a Northwestern University computer scientist who helped create the software behind Quill and is a cofounder of the company. “Short-term and mediumterm, [AI] will displace work but not necessarily jobs,” he says. If AI tools do some of the scut work involved in analyzing data, he says, people can be “free to work at the top of their game.” And as impressive as Quill and other recent advances are, Hammond is not yet convinced that the capabilities of general-purpose AI are poised for great expansion. The current resurgence in the field, he says, is being driven by access to massive amounts of data that can be quickly analyzed and by the immense increase in computing power over what was available a few years ago. The results are striking, but the techniques, including some aspects of the natural-language generation methods that Quill employs, make use of existing technologies empowered by big data, not breakthroughs in AI. Hammond says some recent descriptions of certain AI programs as black boxes that teach themselves capabilities sound more like “magical rhetoric” than realistic explanations of the technology. In a document released by an Italian magazine on, the pontiff warned that failure to act would have “grave consequences for all of us”. Francis also called for a new global political authority tasked with “tackling … the reduction of pollution and the development of poor countries and regions”. His appeal echoed that of his predecessor, pope Benedict XVI, who in a 2009 encyclical proposed a kind of super-UN to deal with the world’s economic problems and injustices. According to the lengthy draft, which was obtained and published by L’Espresso magazine, the Argentinean pope will align himself with the environmental movement and its objectives. While accepting that there may be some natural causes of global warming, the pope will also state that climate change is mostly a man-made problem. “Humanity is called to take note of the need for changes in lifestyle and changes in methods of production and consumption to combat this warming, or at least the human causes that produce and accentuate it,” he wrote in the draft. “Numerous scientific studies indicate that the greater part of the global warming in recent decades is due to the great concentration of greenhouse gases … given off above all because of human activity.” The pope will also single out those obstructing solutions. In an apparent reference to climate-change deniers, the draft states: “The attitudes that stand in the way of a solution, even among believers, range from negation of the problem, to indifference, to convenient resignation or blind faith in technical solutions.” The leak has frustrated the Vatican’s elaborate rollout of the encyclical – a papal letter to bishops – on Thursday. Its release had been planned to come before the pope’s trip to the US, where he is due to address the United Nations as well as a joint meeting of Congress. Journalists were told they would be given an early copy on Thursday morning and that it would be released publicly at noon following a press conference. Cardinal Peter Turkson, who wrote an early draft of the encyclical, and Hans Joachim Schellnhuber, a noted climate scientist in Germany, were expected to attend the press conference. On Monday evening, the Vatican asked journalists not to publish details of the draft, emphasising that it was not the final text. A Vatican official said he believed the leak was an act of “sabotage against the pope”. The draft is not a detailed scientific analysis of the global warming crisis. Instead, it is the pope’s reflection of humanity’s God-given responsibility as custodians of the Earth. At the start of the draft essay, the pope wrote, the Earth “is protesting for the wrong that we are doing to her, because of the irresponsible use and abuse of the goods that God has placed on her. We have grown up thinking that we were her owners and dominators, authorised to loot her. The violence that exists in the human heart, wounded by sin, is also manifest in the symptoms of illness that we see in the Earth, the water, the air and in living things.” He immediately makes clear, moreover, that unlike previous encyclicals, this one is directed to everyone, regardless of religion. “Faced with the global deterioration of the environment, I want to address every person who inhabits this planet,” the pope wrote. “In this encyclical, I especially propose to enter into discussion with everyone regarding our common home.” According to the leaked document, the pope will praise the global ecological movement, which has “already travelled a long, rich road and has given rise to numerous groups of ordinary people that have inspired reflection”. In a surprisingly specific and unambiguous passage, the draft rejects outright “carbon credits” as a solution to the problem. It says they “could give rise to a new form of speculation and would not help to reduce the overall emission of polluting gases”. On the contrary, the pope wrote, it could help “support the super-consumption of certain countries and sectors”. The document is not Francis’s first foray into the climate debate. The pontiff, who was elected in 2013, has previously noted his disappointment with the failure to reach a global accord on curbing greenhouse gas emissions, chiding climate negotiators for having a “lack of courage” during the last major talks held in Lima, Peru. Francis is likely to want to influence Republicans in Washington with his remarks. Most Republicans on Capitol Hill deny climate change is a man-made phenomenon and have staunchly opposed regulatory efforts by the Obama administration. The encyclical will make for awkward reading among some Catholic Republicans, including John Boehner, the Republican speaker of the House. While many Republicans have praised the pope, it will not be unprecedented for them to make a public break with the pontiff on the issue of global warming. Former nuncio will face Vatican trial on charges of abuse, child porn By Carol Glatz A former Vatican nuncio will stand trial in a Vatican court on charges of the sexual abuse of minors and possession of child pornography. Jozef Wesolowski, the laicized former nuncio to the Dominican Republic, is accused of "a number of offenses" committed between 2008 and the date of his arrest in September 2014. Giuseppe Dalla Torre, president of the tribunal of Vatican City State, ordered the trial, the Vatican announced June 15. The first hearing will be held July 11. "The serious allegations will be scrutinized" by the Vatican City State's judicial system, "which will be assisted by both technical appraisals of the IT systems used by the defendant and, if necessary, international legal cooperation for the evaluation of testimonial evidence from the competent authorities in Santo Domingo," the Vatican's written statement said. The former archbishop is accused of sexually abusing minors during the years he spent as nuncio to the Dominican Republic and apostolic delegate to Puerto Rico from the date of his appointment in 2008 until his resignation Aug. 21, 2013. The charge of possession of child pornography is an allegation based on the archbishop's activity once he was back in Rome, the Vatican said. The evidence was collected from the period spanning the time he was ordered by Pope Francis back to the Vatican in 2013 until the day of his arrest Sept. 22, 2014. Wesolowski was dismissed from the clerical state in June 2014 after a separate investigation by the Congregation for the Doctrine of the Faith. Vatican City State authorities carried out their own criminal investigation, which included a number of sessions of interrogating the former archbishop. The criminal charges against the Polish national were possible after Pope Francis approved new and expanded criminal laws, which became applicable to all Vatican employees around the world. Any direct employee of the Holy See, which includes those working in a Vatican office or nunciature, can face a criminal trial at the Vatican as well as face criminal prosecution in the country where the crimes occurred. The new amendments, which went into effect in September 2013, also brought Vatican law into detailed compliance with several international treaties the Vatican has signed. In complying with the U.N. Convention on the Rights of the Child, the Vatican's new laws defined and set out penalties for specific crimes against minors, including child prostitution, sexual violence against children and producing or possessing child pornography. Previously, those specific crimes would have been dealt with under more generic laws against the mistreatment of minors; the old laws did not contemplate, for example, the crime of child pornography. The sex abuse accusations against Wesolowski, which were alleged to have occurred prior to 2013, will be tried according to the old laws, the Vatican said. Vatican City civil laws are separate from the universally applicable canon law, norms and sanctions, which require bishops around the world to turn over to the Congregation for the Doctrine of the Faith cases of priests accused of child sexual abuse or possession of child pornography. The canonical penalties include the possibility of the priest being expelled from the priesthood. The order for the former nuncio's Vatican trial comes just a few months after the sentencing of the related case of the former Polish priest, Wojciech Gil. Gil was sentenced March 25 by a court in Poland to seven years in jail after being convicted of sexually abusing children in Poland and the Dominican Republic. Gil had been arrested in February 2014 during a home-visit to Krakow. A Warsaw court spokesman, Przemyslaw Nowak, had said the case against Gil was linked to investigations into crimes by Wesolowski while he served as nuncio. Gil spent a decade as a parish priest in the Dominican Republic. The 10 charges filed against Gil followed testimony from more than 100 witnesses and covered sexual offenses over a 12-year period as well as counts of child pornography and illegal possession of ammunition. Gil had been suspended from active ministry in May 2013. Synod Resolution Calls For Genetically Engineered Food Labeling By:Emily Schappacher Connecticut Conference of the United Church of Christ is concerned about the genetically modified ingredients found in the food available in grocery stores throughout the United States. Through a resolution submitted to the 30th General Synod, the conference is calling upon the denomination's members to advocate for legislation that would require mandatory labeling of genetically engineered food to allow consumers to make informed choices about what they eat. General Synod 2015 will take place June 26-30 in Cleveland. "We want people to be more aware of the issue [of genetic engineering] and also to support legislation to label GMOs in their own states," said Ian Skoggard, a member of the Environmental Ministry Team of the Connecticut Conference. This resolution calls on the UCC to support the labeling of genetically engineered foods, and urges people of faith to be more aware of the new world of genetic engineering, known as the ability to combine genes from different species outside of naturally reproductive methods and create new forms. The resolution also encourages members to be aware of unethical government and business practices that have hindered public access to knowledge and independent studies of GE foods. The resolution aims for everyone to live healthier lives, and to understand the connection between good health and good food. While genetic engineering may have benefits, according to the resolution, there are concerns about how the science is being applied, and faith communities must ensure that this power is responsibly exercised for the common good and not just for profit. Because the long-term health effects of consuming GE foods is still unknown, consumers should take responsibility to learn more about GE foods and make informed choices about what is best for their health and the health of their loved ones, especially vulnerable groups such as the young, the elderly, and those with special health conditions. "There are a lot of concerns about GMOs (genetically modified organisms)," Skoggard said. "We don't have all the answers and there are some risks. We want people to be able to decide for themselves if they want to take those risks." The Connecticut Conference has been part of the grassroots efforts that helped the Connecticut state legislature pass GE labeling bills. Similar efforts have taken place in Maine and Vermont that show the effectiveness of grassroots organizing, state lobbying, social media and public education. California, Colorado and Oregon have also seen ballot initiatives on GE food labeling, which have helped bring the issue to the forefront in those states. The General Synod resolution urges UCC leadership and members to engage in similar actions, and collaborate with other organizations to educate state representatives who have the power to introduce legislation, such as right-to-know labeling laws. "This new science has given humankind God-like powers to create new forms of life. With that new power comes responsibility not to harm the least of us, those most vulnerable to radical changes in the nature and quality of our food supply," the resolution states. "We must exercise the precautionary principle and not risk harm for the sake of profit." RPCI President and CEO Candace Johnson, PhD, and I traveled to Havana to formalize an agreement with CIM — the first step toward seeking FDA approval for a phase I clinical trial of the vaccine. How things have changed! Until 2010, when the FDA approved Provenge — a vaccine for advanced prostate cancer — initial results made it appear that cancer-treatment vaccines led to a dead end at every turn. But clinical trials of Provenge turned on a light bulb and revealed something we hadn’t seen before. In earlier research, researchers tried to measure the vaccine’s effectiveness the same way they measure the effectiveness of other cancer therapies. After a patient completes chemotherapy or radiation treatments, the medical team waits about six weeks and then looks at medical imaging to find out whether or not the tumors have shrunk. Tumor size is used as a yardstick: If the tumors are larger or have stayed the same size, the treatments aren’t working. If they have shrunk, the treatments are effective. Using that method, vaccine researchers were discouraged by the results of early clinical trials, because the tumors didn’t get any smaller. But then they realized something: although the tumors didn’t shrink in patients who received Provenge, the patients lived longer. The tumors grew a lot slower in patients who had been vaccinated, so they took a lot longer to reach a size where they would cause problems or potentially lead to death. It turns out that the effectiveness of vaccines can’t be measured the same way as chemotherapy and radiation treatments. That means that many of the vaccines tested earlier might have been effective, but researchers weren’t looking at the right things to realize that. Thanks to the Provenge clinical trials, we understand now that we need to measure the effectiveness of cancer-treatment vaccines in a different way. Propelled by that promising discovery, vaccine research is taking off. Powered by our Center for Immunotherapy, Roswell Park researchers have introduced three vaccines that are being studied in clinical trials: NYESO-1, for ovarian cancer, many other types of solid tumors, and acute myeloid leukemia (AML) HSP, for stage III/IV melanoma SurVaxM, for malignant glioma (a type of brain tumor) and multiple myeloma Our partnership with CIM in Cuba promises to bring another new and hopeful treatment option to our patients with the CIMAvax-EGF vaccine. Según la web de salud LiveScience, el uso de chancletas estira la fascia plantar causando inflamación, dolor, protuberancias y cansancio, sobre todo en personas con sobrepeso. Markets like San Francisco and New York City are home to some of the world's most recognizable startup success stories. And with good reason - being the top dog in a competitive market brings with it the advantages of recruiting top talent, visible press, and the ability to raise the innovative bar. But as billion dollar companies set up shop in big markets, a new generation of innovators is turning to midmarket cities to incubate their bold ideas. Cities like Buffalo, NY are making this possible. Buffalo is channeling its legacy of hard work - dating back to its heyday as a turn-of-the-twentieth-century giant - into a new push for entrepreneurial progress. Satish K. Tripathi, co-chair of the Western New York Regional Economic Development Council, and President of the University at Buffalo, perhaps said it best. The city is "open for business." Taking a step back, Buffalo's innovative future is rooted in its time-tested work ethic. Last December, I reposted a video that discussed Buffalo as a city of firsts. From Frank Lloyd Wright to Theodore Roosevelt, the city boasts an impressive list of big thinkers with lasting impact. Of course, the city has experienced more than its fair share of setbacks. And at least one economist thinks inflation might already be here. So fa, of course, there's been no inflation to be found anywhere. "Core" inflation — which excludes the more volatile cost of food and gas — has been running at around 1.7% or so over the last couple years, below the Federal Reserve's 2% target. But looking at consumer prices isn't enough. What really needs to be in place for prices to take off are wages, which have also been more or less flat compared to consumer prices over the last several years. Recent data, however, suggest that this paradigm has shifted, and Deutsche Bank economist Torsten Sløk argued on Tuesday that the moment at which wages — and as a result inflation — begin to really take off has already passed us by. In an email on Tuesday, Sløk asked, "What if we are all wrong?" "The market believes inflation will not be a problem and the Fed believes inflation will not be a problem," Sløk wrote. "But the risks are in my view rising that we are underestimating the amount of inflation in the pipeline. Why? Because the economy is moving closer and closer to full capacity and once we hit full capacity inflation takes off. We are already seeing this in wages." What Sløk is talking about when he describes an economy as "full capacity" is an economy in which each job and production increase that the current business cycle is going to create without stoking an increase in wages and consumer prices has already been created. Over the last year we've seen about 3 million jobs created while the unemployment rate has marched down to 5.5%. And in the last month, a number of measures have indicated that wages are finally starting to take. Additionally, the number of job openings exceeded the number of jobs filled last month and the average number of days to fill a job has risen to 26 days, more than the 23 days it took to fill a job in 2006. Both of these stats indicate a labor market that has begun to really "tighten," or see the balance of power shift from employers to employees. On Wednesday, we'll get the latest monetary policy decision from the Federal Reserve. We'll also see the Fed's latest economic projections, which include its outlook for GDP, inflation, and the unemployment rate. Right now, the Fed sees the economy hitting NAIRU, or the non-accelerating inflation rate of unemployment, at 5.1%. This means that until the unemployment rate hits 5.1%, there will be no inflation — in prices or wages — in the economy. But in Sløk's eyes, we may have already passed this moment. "In my view we have already hit the NAIRU sometime in 2014 and that is why wages are moving straight up," Sløk argues. "Or put differently: Why did the Employment Cost Index begin to trend higher a year ago? Because the labor market reached full capacity and as a result prices started going up." Sløk takes this even further, writing, "The risks are rising that we are all wrong with our benign inflation outlook and that higher labor costs will begin to spill over to services inflation in the economy, with the same hockey stick pattern we are seeing in the ECI." Unlike average hourly earnings, the employment cost index captures things like employee benefits in addition to wages and salaries, which gives, in Sløk's view, a more complete picture of what it really costs to employ people. In March, this measure rose 2.6%, which for Sløk is a harbinger of things to come. In his email, Sløk outlines that we ought to recall that NAIRU, or this idea of a labor market at "full capacity," is not one we some come and go in a clean process. Once wages and inflation start to take off, these things are here to stay. The question, of course, is whether what we've seen in wage growth is a head-fake or the future of the economy. The answer means everything for the Fed, which will likely raise rates sooner and faster than the market expects if we're really taking off, or will decline to act quickly if recent data doesn't hold up under further scrutiny. And while Sløk's specific view that the economy is exactly where the Fed wants it to raise interest rates is a minority one, his framework for thinking about inflation is worth considering. Inflation is the kind of thing you don't know until you see, and so it is at least worth asking if that moment for the US economy has come and gone. It's So Bad in Greece, People Are Moving Back in With Their Parents Moving out of the house you grew up in is a rite of passage. Moving back in with your parents is a cry for help. In Greece, it's come to just that. The number of people too broke to afford their own place has ballooned since 2010, when the Mediterranean nation's economic woes began. The share of momma's boys (and girls) between the ages of 18 and 34 has grown to 63.5 percent, according to Eurostat, the European Union's statistics agency. More than half of those between 25 and 34 live at home. The only country that can hold a torch to Greece is Italy, where it's a cliché how much kids love their mothers. Yet the reasons why so many adult children live with their parents is very much grounded in hard economic facts. Two factors are critical: Zero job prospects Looking at Greece's youth unemployment numbers, where more than half of people under 25 are out of work, it's hardly surprising many of them settle for free home-cooked meals and their childhood rooms. Declining fertility People in Greece just aren't making babies. And who can blame them? Raising a family is expensive. What that means is that the population just keeps getting older, which leaves a shrinking workforce bearing the brunt of higher pension costs as more people retire. For now, the parents are sustaining their adult children, but pretty soon it's going to be the other way around. Warriors were best team all season, title is fitting By: Jarett Bell CLEVELAND – The long wait is over for the Golden State Warriors After 40 years, the NBA title is back in the Bay Area. And after six games of a grueling NBA Finals series, there is no argument that the best team earned their stripes as the new champion. The Warriors survived the last, desperate shots from LeBron James and the Cleveland Cavaliers on Tuesday night – and the raucous environment at Quicken Loans Arena – to finally claim a new slice of history with a 105-97 victory. It was never easy, not when the Warriors were compiling the NBA's best regular-season record and certainly not when they were faced with the possibility of having the series extended to a Game 7. Yet when it mattered most, they never crumbled. They merely grew up some more. Fittingly, led by regular season MVP Stephen Curry, they exploded in the fourth quarter – which they pretty much owned all series – with a downpour of three-point baskets. It they didn't come from Curry, it was series MVP Andre Iguondala. Or Klay Thompson. In short, with Curry scoring 25, Iguodala posting 25 and Draymond Green notching 16, hey kept the heat on the Cavs by playing up to their image. Still, you knew James, who finished with a game-high 32 points, and the Cavs would fight, and they did. Cleveland fell behind by 13 points in the first half, then took the lead early in the second half. But the Warriors have proven to be gritty and resilient, too. For all the sizzle and splash that make the Warriors so much fun to watch, they demonstrated over the course of the series – and the entire playoff season, for that matter -- just how tough they are. It was quite the foundation for a finishing touch. And no doubt, Warriors coach Steve Kerr, realized what an essential element it needed to be to secure the title. Since winning the pivotal Game 5, Kerr cautioned that the closeout game of an NBA Finals series is always the toughest victory to achieve. Something about taking a team's best shot. Mental toughness. Who can argue with the source of that position? Kerr won five NBA championship rings as a sharp-shooting guard with the Bulls and the Spurs. We'll take his word for it. For all of the history attached to the crowning moment – hello, Al Attles, Rick Barry, Clifford Ray and the rest of the 1975 champions – Kerr also knew that it would do no good for his players to consume themselves with the long drought the franchise and its fans have endured. How many of the Warriors players were even born in 1975? Zero. The drought did not belong to them, although Steph Curry, Klay Thompson, Draymond Green and their brethren have everything to do with the franchise's rebirth. That said, Kerr – who pushed one button correctly after another in becoming the first rookie coach to win the NBA Finals since Pat Riley in 1982 – thought it was essential that his team stayed in the moment. That was his message before Game 6. This is about now. "It's not about anything beyond tonight," Kerr said before the game. Well, for as brilliant as Kerr has been, that point is debatable. Just ask some of the fans who have flocked to Oracle Arena for decades in support of a franchise that provided no shortage of deflating episodes. They endured the disappointment of Joe Barry Carroll, the embarrassment of Latrell Sprewell choking his coach, P.J. Carlesimo and even the dashed hopes that came with Run TMC – the teams led by Tim Hardaway, Mitch Richmond and Chris Mullin who dazzled, but never to the point of becoming a serious contender. It was about the moment, for sure, but the moment carried the past on its back, too. Barry, the star of the '75 team, has been struck by the similarities between the current Warriors and the title team of 40 years ago. He told reporters this week how he was moved to research his hunch, which goes deeper than the Splash Brothers comparing to the scoring exploits that Barry and Jamaal (then Keith) Wilkes provided. The '75 team had a deep rotation, too, with nine players averaging 10 minutes per game. The current team has 11 players averaging 10 minutes. The '75 team, like the current squad, had two All-Stars willing to accept bench roles. And they had a two-headed monster at center, too. Guess it's a case of what goes around, comes around. Barry, though, mentioned one key difference. The '75 team wasn't expected win. These guys, the expectations are off the charts – and for future years, too – after posting the NBA's best regular-season record and becoming the model for a sleeker, more versatile style of fast-paced basketball. And now the discussion of demolihising The Marine Drive Apartments on Buffalo’s Waterfront has stirred even more concern. Some of the largest population gains since 2000 were recorded in places that not long ago might have been considered marginal, including downtown, the Westside and the Niagara district neighborhoods, as well as the Medical campus area, registered large gains. The number of Hispanic and African American residents declined in tracts in Ellicott, Niagara, but increased in the Blackrock, Riverside, upper Delaware districts and in the towns of Tonawanda and Grand Island. The black population shrunk by double digits in the Ellicott and Fruit belt area but jumped north of the city and in Cheektowaga. The non-Hispanic white population swelled on the Lower Westside, downtown, Elmwood Village but declined in Blackrock, Riverside and Delaware. Diverse racial, ethnic and immigrant enclaves have proliferated in Buffalo and especially its suburbs since 2000, but that increase generated only negligible inroads against historic patterns of racial segregation, according to analyses of the new data. Most whites in the metropolitan area and most blacks in the city still live where a majority of their neighbors are of the same race. The latest figures are the single largest data release in the Census Bureau’s history, providing a look for the first time since 2000 at a variety of characteristics, including income, race, immigration and commuting habits for people in areas as small as just a few square blocks. Based on samples taken from 2005 to 2009, the five-year American Community Survey is separate from the 2009 survey, which probably better reflects the full impact of the recession, and from the 2010 Census, which is supposed to count people at every address. Since 2000, decades of white flight eased and the proportion of non-Hispanic white Buffalo resident increased slightly, to 46 percent. So did Buffalo’s proportion of Hispanic residents, to just over 15 percent. The proportion of blacks declined by a percentage point, to 37.0 percent, and the share of Asian residents rose to nearly 2 percent. Buffalo foreign-born population increased since 2000, about 16 percent.. But many of the biggest gains in diversity were in the suburbs, generated by newly arrived Hispanic and Asian immigrants, and their American-born children. Their population increased in every ring town surrounding Buffalo. In 2000, on average, a black suburbanite lived in a neighborhood that was 47 percent black. In 2005-9, that neighborhood would have been 53 percent black, the analysts found. In 1970, whites in the metropolitan area were likely to live in a neighborhood that was 92 percent white, a figure that declined to 86 percent in 2000, and to 83 percent in 2005-9. Buffalo is among a group of metropolitan regions where the Great Migration created large black ghettos, and where very high levels of segregation have proved very resistant to change. BMHA is failing in its task of serving residents of Marine Drive Apartments Broken pipes that leak sewage into apartments, smelly stairwells and hallways, crumbling sidewalks, inadequate snow plowing, poorly maintained landscaping and littered grounds, mold, missing window screens, malfunctioning elevators and heating systems, insufficient security, slow response to maintenance problems. That describes conditions at the Marine Drive Apartments on Buffalo’s waterfront, as reported by Dan Herbeck in Sunday’s Buffalo News. The situation in the complex for low- and middle-income residents is intolerable. The Buffalo Municipal Housing Authority has an obligation to properly maintain the Marine Drive Apartments. If it can’t, changes must be made. Among those who spoke to The News was Kewpy McCullough, 20, a fast-food restaurant worker who lives at Marine Drive with her 9-month-old baby, Jordyn. “I had mold in my apartment,” she said, adding that it took three weeks before the maintenance staff “cleaned it up. Now it is growing back again.” They live on the fourth floor, which means struggling up and down the stairs with her baby when the elevators are broken. Housing authority officials say some stories are exaggerated. That means the BMHA acknowledges that many of the stories are accurate, but is not doing enough. Officials say they are on a tight budget because operations are funded by rents, with no government subsidies. And yet, work desperately needs to take place at the 64-year-old complex of six 12-story buildings just to make it presentable, and then more needs to be done to ensure that its aging infrastructure is updated and running efficiently. There is little evidence of comprehensive care over the years, and its blemishes are showing against the now-glimmering downtown waterfront. It would cost an estimated $42 million to renovate the complex, an impossible number to squeeze out of monthly rents that range from $305 to $565, including most utilities. To continue muddling along only reinforces the fears that the BMHA is encouraging tenants to leave so the complex can be turned into pricey apartments and condos. Raising the rents high enough to cover the backlog of issues is not the answer. The apartments are restricted to low- and middle-income residents, and that needs to continue. The poor physical state of the buildings is a result of years of dysfunction, from charges of discrimination after the authority turned over operations to a tenants’ association in the 1960s to accusations that apartments were reserved for higher-income individuals with political connections. These disgraceful practices went on for years and amounted to one of the worst-kept Buffalo secrets. Scott Gehl, executive director of Housing Opportunities Made Equal, called the practice “publicly subsidized segregation.” The nonprofit’s legal action in 2002 prompted a federal investigation that ended up giving minorities a better chance to live at Marine Drive after a federal judge ordered the tenants’ association to revise its rental policies. It would be a cruel twist if development interests trumped those of low-income residents, who deserve their views of the lake and downtown just as much as those living in expensive condos nearby. Some residents and their advocates are understandably concerned that there is an underlying message about the waterfront’s changing demographics. The presence of the run-down complex is an unusual juxtaposition to half-million-dollar condos and multimillions in private and public investment on the once-neglected waterfront. The city and authority have a huge task in figuring out how to upgrade the complex for the sake of residents who deserve decent conditions and before it starts to represent the “ugly house” in an otherwise blossoming neighborhood. It won’t be easy to reverse the decades of neglect at the complex, but it has to begin now. The U.S. Department of Housing and Urban Development, which has in the past hinted at a takeover of the BMHA, should step in to investigate. If the BMHA board is not up to the task, the mayor, who appoints five of the seven commissioners, has a responsibility to shake up the leadership. It’s possible that a private operator may have to be brought in to run the complex. Swift action must be taken to improve this deplorable situation. LA GUERRA INTERMINABLE No hay guerra buena. La guerra en Irak fue una invención del ex presidente George W. Bush. Aseguró, sin confirmarlo, que el dictador Saddam Hussein tenía armas de destrucción masiva y en marzo del 2003 decidió atacar.Los inspectores de Naciones Unidas no pudieron terminar su trabajo antes de que empezaran a caer las primeras bombas.Al gobierno estadounidense y a sus aliados, claramente, les urgía comenzar esa guerra. Saddam, por supuesto, era un sanguinario dictador pero en ese momento no tenía armas de destrucción masiva ni tuvo nada que ver con los actos terroristas que mataron a casi 3 mil norteamericanos el 11 de septiembre del 2001. Es imperdonable e indignante que Bush haya comenzado una guerra sin estar seguro de lo que decía. Y jamás sabremos si Bush, en realidad, siempre supo que en Irak no había armas de destrucción masiva, nos engañó y atacó por otras oscuras razones. Ese error lo arrastraremos por décadas. En esos días el ex secretario de Defensa, Donald Rumsfeld, dijo en una entrevista con PBS que los soldados norteamericanos serían “bienvenidos” en Iraq. No fue así. A mí me tocó ver en la población iraquí de Safwan, en la frontera con Kuwait, cómo los civiles de Irak vieron llegar los tanques de Estados Unidos sin flores, sin cantos y sin sonrisas. Hoy Irak, lejos de ser una democracia, es un país donde existen varios grupos terroristas -incluyendo Al Kaeda e ISIS- que amenazan a Estados Unidos dentro y fuera de su territorio. Esa guerra creó mil pequeños Osama bin Ladens. Aún hay un pequeño grupo de soldados norteamericanos en Irak -cerca de tres mil, no en labores de combate, apoyando al débil gobierno en turno- pero la guerra continúa. Si los yihadistas de ISIS terminar por controlar Ramadi, su siguiente objetivo será Bagdad, la capital. Se ha perdido una buena parte del territorio que tanto costó ganar el principio del conflicto y, ahora, nadie sabe cómo terminar esta guerra. El gobernador Jeb Bush, hermano de W., regresó esa guerra a las noticias cuando dio varias respuestas distintas sobre lo que él hubiera hecho como presidente. Al final, como todos los candidatos presidenciales, Jeb concluyó que no hubiera invadido Irak como su hermano. Esto nos lleva a varias conclusiones. La primera es que no podemos creerle a los presidentes y muchos menos cuando se trata de un asunto de vida o muerte. Periodistas y políticos debimos haber sido más firmes y duros al exigir evidencias de lo que decía el gobierno norteamericano antes del primer disparo. La otra conclusión es que Irak sí debe ser un tema de campaña en el 2016. Muchos de los candidatos, incluyendo a Hillary Clinton, autorizaron en el congreso o apoyaron públicamente la injustificada invasión.Esa negligencia no debe repetirse. La tercera conclusión es que muchos presidentes comienzan guerras que impactan nuestras vidas. Si no queremos en la Casa Blanca a otro guerrerista, hay que decirlo y salir a votar. Una de las razones por las que me convertí en ciudadano de Estados Unidos en el 2008 fue para votar en contra de cualquier candidato que propusiera una guerra injustificada como la de Irak. Irak es la guerra interminable.A pesar de que Estados Unidos oficialmente ya la dio por terminada, nos sigue atormentando y sufriremos sus consecuencias por muchas décadas más. Hay más de 32 mil veteranos que resultaron heridos y desde Irak fácilmente podría planearse el próximo ataque terrorista contra Estados Unidos. Lo más absurdo de la guerra en Irak es que si tú le preguntas a soldados o a políticos de Estados Unidos si esa guerra se ganó o se perdió, nadie sabe. No existe ningún consenso. Nadie sabe con certeza cómo definir victoria en Irak.Eso pasa cuando se inicia una guerra por las razones equivocadas. El republicano Jeb Bush envió en las redes sociales un mensaje en un perfecto español sobre cómo ha aprendido a amar y respetar a México, el país de origen de su esposa Columba. Y la demócrata Hillary Clinton, en inglés, pronunció un fuerte discurso sobre cómo ayudaría a los inmigrantes indocumentados. La verdad, Hillary fue mucho más allá de lo que se esperaba. Prometió -como Barack Obama- luchar en el congreso por una reforma migratoria que le permita hacerse ciudadanos norteamericanos a la mayoría de los 11 millones de indocumentados.
