Bader On bitter cold afternoon, parents and elected officials gathered outside P.S. 173 on Ft. Washington Avenue near W. 173rd Street to protest a Department of Education (DOE) plan to add as many as 300 students to this kindergarten through fifth grade school. “What does the Department of Education intend to do? To create a high school that will eventually grow to 300 kids with all these little kids,” said City Council Member Robert Jackson during the Fri., Feb. 6 rally. “This plan was put forth without discussion with the district leadership team or even the district superintendent.” Parents learned about the program, called “Eight Plus,” at a meeting in the school on Feb. 4. Eight Plus is aimed at students who have not met the requirements to move into high school, and may need a different learning environment to achieve those standards. Input from parents may never have been heard had the Feb. 4 meeting not been called by principal Dawn Boursiquot. She invited John White, the chief operating officer of the DOE’s portfolio development, to explain the reasons behind the move. Among a number of responsibilities, his office opens new schools, monitors charter schools and creates “Small Learning Communities” within existing schools. “The DOE finally held a meeting two days ago to present their proposal. He complained that there was no paperwork on the proposal, nothing to look over and comment on. Jackson said that parents quizzed White and his colleagues for 25 minutes before they began to understand the proposed changes. Lilliam Perez, chief of staff of district operations for State Senator Eric Schneiderman, said there was no plan presented for how to share common space, and no indication that additional security would be available. “We know what happens when a fiveyear-old and a 16-year-old have to share common areas. How are they going to share the bathroom? How are they going to share the lunchroom?” she asked. The additional school at P.S. 173 is being proposed, said Community Education Council Treasurer Josh Karan, because the DOE mistakenly views the building as underutilized. “According to the DOE. this building should have 1,000 students in it,” he said. “Why? Because about 10 years ago, you did have 1,000 students in this building. They didn’t have any art room then, they don’t have any music rooms, you don’t have any dance studios, you don’t have any science labs.” Whether District 6 needs a program P.S. 173 currently has 700 elementary school students. The Department of Education plans to add a school for up to 300 underperforming eight graders. PHOTO by Daniel P. Bader like Eight Plus is not at issue, Karan said. The question is whether any school of 300 students should be put in P.S. 173. “Doing so would then end all the educational programs that this building has struggled to obtain in the last 15 years.” Karan suggested that White and his department should work with parents instead of talking down to them. “Let us all figure this out together. Don’t come in with the attitude that you know what’s better and that we don’t matter,” he said. In an added bit of drama in an already tense situation, Karan said White was allegedly overheard saying after the Feb. 4 meeting that the parents of District 6 “Don’t know how to behave.” Jackson, the chair of the City Council Education Committee was outraged by the remark, calling for whoever said it to be fired. “That representative needs to be fired because he knows nothing about Washington Heights. Yes, we are emotional because when you impact our children, you impact us,” Jackson said. Calls to the Department of Education to comment on the Eight Plus plan were not returned by press time. Javits Playground When: Wed., Feb. 11 Digital television conversion delayed Congress has pushed back a February 17 deadline that would have required all television stations broadcasting over the air to switch from an analog to a digital signal. Viewers with older televisions now have until June 12 to purchase a special converter box that will enable them to continue to receive television for free over the air. The switch is expected to impact Hispanic and elderly populations the hardest, as these groups are among the least likely to pay for cable or satellite television service. A federal program that handed out $40 coupons to dull the pain of buying a converter box has run out of money. Part of economic stimulus plan before Congress would provide funds to replenish the program. According to a recent New York Times article about the transition, even though the deadline was extended, some stations will stop broadcasting after Feb. 17. Schneiderman addresses MTA On Feb. 4, New York State Senator Eric Schneiderman delivered testimony to the Metropolitan Transportation Authority on the impact of the proposed cuts to service for the bus and subway lines in his district, which covers parts of the Upper West Side, Harlem, Northern Manhattan and Riverdale in the Bronx. The BX20 bus, which runs between Riverdale and Inwood, faces elimination, and service on the A-, C- and 1-trains would have reduced services on top of a significant fare hike. Weight Loss to refund customers after closure Attorney General Andrew Cuomo announced on Feb. 5 an agreement with the now-defunct L.A. Weight Loss centers to provide $275,000 in refunds to clients who had paid for services they never received. According to a statement from Cuomo’s office, the company closed its gyms abruptly in 2008 and never refunded customers who had paid in advance. Members who feel they are entitled to a refund should call the Attorney General’s office at 800-771-7755 and ask for a L.A. Weight Loss claim form. Forms must be returned by March 2. A casual glance, past photo-ops of the businesswoman smiling next to trays of baked goods, reveals hints at the enormity of her story, or stories rather. A single mom who went from baking cakes in her apartment in Inwood to being hailed as an example of free enterprise in a McGraw Hill social studies textbook, her life reads like a screenplay. But as the articles suggest, if Hollywood were ever set to immortalize her life on the silver screen, the variety of approaches to her story would be overwhelming. The narrative that is perhaps less detailed in the news clippings on the wall is the woman’s life before baking. It’s a tale serendipitously sprinkled with major moments and figures in history, an odyssey through black America in the last 50 years. “I’m a part of history,” she explains while seated in the window of her bakery with a view of the Malcolm X and Dr. Betty Shabazz Memorial, Educational and Cultural Center across the street. She reminds herself, out loud, to make a few donations to the memorial. She recently found a bag of old uniforms, from when she made clothes as a member of the Nation of Islam. And there’s definitely a few books kicking around her home that would pique the interest of the history-minded, particularly the one signed by Malcolm X. Born in 1948, Mancino was in the third grade when schools were desegregated in her hometown of Cleveland, Ohio. As a teenager in the 1960s, she became politically active, identifying herself as a black nationalist. “This was back when the Afro had just come into fashion,” she said. She volunteered for the mayoral campaign of a man named Carl Stokes, who became America’s first black mayor. Mancino witnessed the race riots that followed. She moved to New York in her 20s and, after attending a few meetings in Harlem and liking what she heard, joined the Black Panthers. It was 1970 and the party had since distanced itself from black nationalism and was more concerned with developing programs to address problems in the community. Mancino remembers the Panthers doing a lot of positive things. “The Black Panthers were not a militant group,” she said. “We weren’t Renee Mancino, owner of Carrot Top Bakery on Broadway and W. 213th Street, was involved with the Nation of Islam and the Black Panthers. Her involvment with the Nation of Islam led to the founding of Carrot Top. This is the second in a series of stories celebrating how the AfricanAmerican experience continues to shape Northern Manhattan. into turning the other cheek, but we were more activists than anything else.” Two years later she changed her name to Renee 17X and was accepted into the Nation of Islam. Still, she said, it was a disciplined organization that had its faults and its merits. “The Nation of Islam were capitalists,” she pointed out. “We had our own schools, bakeries, we were our own entities.” The NOI fostered a spirit of self reliance, she said, which resulted in Harlem becoming saturated with Muslimowned businesses. It was there that she was exposed to carrot cake, an item as prevalent as the bean pie in the black Muslim menu, she said, which was based on natural foods, avoiding pork and any foods connected to slavery (which some might call soul food). It was around this time that her husband passed away and she was left to provide for her young daughter. She began baking cakes for restaurants out of her apartment on Post Avenue off of W. 207th Street. After a friend asked her to bake a cake for a family member upstate in prison, she hatched the idea that would launch her business. She wrote letters to the Imams of six different nearby prisons with a list of cakes she could produce and their prices. At the time she explained, black Muslims in jail were responsible for changing a lot of lives, many converted to the religion behind bars. “It was a very powerful movement, at the time, of getting black men together,” she said. She began receiving orders and many thank you letters. Soon she connected with a group in the city, called Operation Prison Gap, which organized trips to the prisons for family visitors. The group took on the distribution of her cakes. And things continued to grow. Eventually many of her loyal customers, who had a penchant for letter writing, began sending fan mail to Richard Pryor and touting Mancino’s cakes. Someone close to Pryor began ordering cakes from Mancino which further raised her profile. And in a twist of fate, around this time Mancino’s brother from Ohio was in town. He desperately wanted to meet Richard Pryor and one day when Mancino said she couldn’t make it happen he grew so agitated that the police were called. The officer from the 34th Police Precinct who reported for the call was Robert Mancino, the man who would later marry the carrot cake queen. After patrolling one day Mr. Mancino spotted a vacancy on Broadway near W. 215th Street in Inwood. The two decided to open what is now the original Carrot Top in the location. After the spotlight of a Channel 7 reporter who highlighted the couple’s wholesale business in a story on business owners who live in their shops, the couple broke into retail and never looked back. Usted tiene solo una vida para vivir, así es que trate de hacer lo mejor que pueda. 10 Manhattan Times February 12, 2009 Bald eagles find Inwood Hill Park cozy for the winter by Sherry Mazzocchi On a crisp, cold Saturday morning, Urban Park Ranger Robert Mastrianni leads a group of hopeful bald eagle watchers on a tour through Inwood Hill Park. The eagles aren’t night owls – they are up early looking for breakfast, and to see one, you have to be up early too. With their seven-foot wingspan the birds are unmistakable gliding high in the sky or zipping out of Inwood Hill Park on their way to feast. They can also be seen perched on ice flows under the George Washington Bridge. The neighborhood seems to suit them in the winter. Migrating south from the frozen north, eagles settle for the winter in spots with open water – a resource in abundance here. They land on chunks of river ice to hunt, grasping fish right out of the water with their talons. A sure sign that an eagle has been around is the leftovers they leave on the ice. “It’s a raft, a hunting perch and a dinner plate all in one,” said Mastrianni. The rangers have been leading the tours since 2007, but Mastrianni said he’s seen more eagles this winter than any other. In 2002, the rangers started an eagle release program in the park that was based on a similar project in Washington, D.C. Over the course of four years the eagles were raised, tagged and released in Inwood Hill Park, tracked by satellite signals. The data they’ve collected tell the rangers that, even though the birds were raised in captivity, they’ve closely follow the migratory paths of eagles raised in the wild. They’ve also found that the eagles are returning to Northern Manhattan for the winter, and the rangers are hopeful they will eventually settle down and raise their young here too. “Eagles tend to stay where they have fledged [taken care of their young]. If we released them in Inwood, there is a good percentage they would come back. It hasn’t happened yet, but it did in Washington, D.C.,” said Urban Park Rangers Director Sarah Aucoin. With its old growth forest and easy access to the Hudson River, Inwood Hill Park is prime raptor real estate. The park’s tall trees are perfect for perching to get a lay of the land. The salt marsh inlet is an excellent location for young ones learning to fish and practicing soaring and diving. Once abundant throughout all of North America, bald eagles were nearly decimated by loss of habitat, hunting and Dichloro-Diphenyl Trichloroethane (DDT). The deadly pesticide poisoned land and marine animals alike. Eagles are at the top of their food chain so nearly everything they ate was affected and DDT accumulated in their bodies. It thinned the walls of eggs and Urban Park Rangers have been leading bald eagle tours since 2007, but this year rangers have spotted a whole lot more than in previous years. Known for their keen eyesight and binocular vision, they can see fish in water from two to three miles away. Fierce hunters, they are also gentle, attentive parents who mate for life. In the wild, eagles live up to thirty years. When they maintain the same nest for nearly three decades, it can end up weighing over two tons. It seems as though they may also get along with the neighbors. Inwood Hill Park is already home to falcons and red-tailed hawks. If bald eagles settle into the park permanently, the birds can coexist because their diets are different. Hawks and falcons eat primarily rodents and smaller birds, while eagles prefer fish. Aucoin, who previously lived in Missouri, would travel two hours to see bald eagles. “But here, you can walk right outside of your house and see them.” The Eagle Watch tours meet Saturday mornings at 8 a.m. by the Dyckman Ballfields in Inwood Hill Park through the month of February. Reporter Corinne Ramey reports that the take out and eat-in restaurant started dealing with Tristate Biodiesel after the city stopped taking the oil in the regular trash. Originally, the service from Tristate was free, but now Golden Star pays a small monthly fee to dispose of the oil. Tristate said they have several accounts in the Northern Manhattan area. Try the tuna, and keep the water coming Guadalupe, the Mexican-Dominican restaurant on W. 207th Street has some knock-out fire-breathing tuna tacos on the regular menu. The two, unassuming tacos, folded into warm, soft, yellow shells are easily one of the hottest items on the menu. In her own words: “Being an artist is a very strange job.” One reason, she explained, is the almost obsessive pull of the creative spirit, when it feels like no sacrifice is too great to make to achieve artistic endeavors. When economic times are tough, she added, “Sometimes you have to decide if you are going to eat or buy art supplies.” As Washington, D.C. debates how many hundreds of billions of dollars to pump into the national economy, the arts service organization Northern Manhattan Arts Alliance (NoMAA) has quietly put $100,000 into the hands of local artists and organizations over the last 12 months during two grant cycles, providing a stimulating jolt to the local creative community. The latest round of checks totaling $50,000 was distributed to 55 grantees on Feb. 5 at the Malcolm X and Dr. Betty Shabazz Memorial, Educational, and Cultural Center on Broadway at W. 165th Street. Selections were made by panelists from the arts and culture industry who awarded amounts ranging from $500 to $1,000 for individuals and $1,000 to $2,000 for groups. In all, 98 applicants, both individuals and organizations, sought funding for visual arts, literary arts, performing arts and media projects that must be completed within the next year. The grants cover a wide range of creative endeavors, helping fund Raquel Cabrera’s second book of poetry, Margarita Zelenaia’s Byzantine chants for solo cello, Felipe Galindo’s five-minute animated video, Jose Luis Decena’s series of mixedmedia sculptures of baseball players and the Inwood Shakespeare Festival’s 10th theater season. Gayle Jennings O’Bryne, the Foundation’s vice president for Upper Manhattan and the Bronx, said at the grant ceremony that she was pleased to add NoMAA to the Foundation’s arts and culture portfolio. “I’ll go back and tell them about all the great things you are doing,” she said. Many artists spoke about how difficult it is to find the money to sate their creative muses. “It’s hard to apply for grants and money,” said mixed-media artist Jessica Laguna, who has received grants both years. “The competition is fierce in New York City.” Alain Maridueña, whose street name is Ket, said he had been a self-funded street artist and painter for 20 years before receiving his first grant last year when he saw a flier for “Free money” outside the Parkview Diner on Dyckman Street. This year’s grant will help fund a new antiwar mural. “It’s large and will create some controversy, which is what I love to do,” he said. NoMAA begins planning the 7th Uptown Arts Stroll, announces poster contest by Mike Fitelson In supporting and promoting the arts in Washington Heights and Inwood, the Northern Manhattan Arts Alliance (NoMAA) has taken on the role of lead organizer for the annual Uptown Arts Stroll, the region’s June-long visual and performing arts festival. This year, NoMAA is relaunching the popular poster contest to design the artwork that will be used to promote the Stroll (see complete details below). Last year the design was created by master artist Knox Martin, one of the Stroll honorees. This year the public will help choose the final image at an artists salon held Mon., March 30 at Manhattan Mini Storage – 5030 Broadway at W. 213th St. from 6-8 p.m. While details about the Stroll are still being firmed up, NoMAA intends to launch the festival on Sat., May 30, possibly with a series of events in local parks. No date has been set for open studios, but organizers are considering expanding it from one day because of the number of artists who participated last year. The Museum of Modern Art has already signed on as a supporter for the second year. One date is locked in: June 6 will be the annual Hike the Heights event where children from all over Northern Manhattan walk through local parks to an arts-filled celebration in Highbridge Park. Does part of the secret slip out? The answer, according to local brokers, is: sort of. “Definitely, they call,” said Andrew Shell, owner of A.N. Shell Realty In Inwood. Shell’s business is a rough 60/40 split between rentals and sales and he has offices in Inwood and Harlem. “It’s hard to track because usually we don’t ask,” he said, but he has had people say their interest was piqued by an article. However, he said, “Mostly it’s word of mouth.” Still, he believes in the power of the press so much that he hangs articles about Northern Manhattan in the windows of his offices, and the home page of his Web site prominently display a Daily News story about Food Network Pastry Chef Patrick Coston buying an Inwood apartment. Other brokers say they receive a less enthusiastic response when the citywide press covers Northern Manhattan. “I personally have not gotten that,” said Stein-Perry broker Gus Perry. “I’m sure it’s out there.” He’d heard that one article Inwood seen from Ft. Tryon Park. Local real estate professionals say that word of mouth and advertising have a far greater effect drawing downtown buyers to Northern Manhattan than newspaper stories about the neighborhood. in The New York Times about renegotiating rent with landlords stirred up trouble, but, as a landlord himself, he has not been confronted by a tenant holding a newspaper asking about lowering the rent. “Picking up the Times is not what it used to be,” he said. Kelly Cole, a senior vice president for the Corcoran Group, said positive stories about the neighborhood help sell apartments, but do not drive people to the neighborhood. “It takes a little more than that,” she said. “But I guess you’ll pluck a few off that way.” Instead, she said, she keeps clippings, like a recent Time Out New York article describing Indian Road as one of the “hippest” places to live in the city, to help seal the deal. “It can be a certain catalyst,” Cole said. Simone Song agent David Libchaber said the people who find the office usually get there through the Internet. “If they research the area, they find us,” he said. But the agency does advertise with the Manhattan Times and the New York Times and their listings end up in a section, similar to the Manhattan Times’ “What They Paid” feature (page 22), roughly four or five times a year – and that brings people in. If it’s not from the Web site or from advertising, people find Northern Manhattan through word of mouth. “Many people who work on Broadway are here. There’s a fair amount of artists,” he said. And, he added, “There’s a fair amount of religious to very religious Jews” that come to the area based on what they’ve heard from family and friends. “I moved to Washington Heights about 11 years ago,” Cole said. Where did she hear about the neighborhood?
