This is in response to your letter inviting
dialogue on the ballot measure you have
introduced.
As you are aware, there is a retirement
crisis in California. A study released just
this week noted that 42 percent of Americans say that saving money for retirement
and paying their bills is not possible; 37
percent say they will never be able to afford to retire, continuing to work until they
are sick or die.
Your measure would further undermine the retirement security and health
benefits of millions of Californians, and
accelerate the race to the bottom for
California’s middle class. At a time when
six million Californians have no retirement
plan at all, and millions more face the
threat of retiring into poverty, your measure would pull the rug out from under
hundreds of thousands of middle class
Californian’s with no recourse.
We represent nearly two million Califor-

nians who keep our streets safe, fight our
fires, teach our children, keep our water
clean, and serve our most vulnerable
communities. Your proposed measure
would allow employers to unilaterally cut,
or even completely eliminate the retirement benefits and retiree health care of
those public servants in the middle of their
careers.
You assert that your measure requires
employers to comply with applicable collective argaining law. You assert that you
do not seek to blame public employees.
You assert that you seek dialogue.
We question whether your communication is sincere or simply politically expedient.
First, you misrepresent your measure,
which allows employers to unilaterally abrogate collective bargaining after 180 days
and punishes the middle class workers
who teach our children, build our roads,
and keep our communities safe and prepared.
Second, you have participated in numerous forums where unions were denied
the opportunity to participate, including
the recent “dialogue” on pensions at the
ultra-conservative Hoover Institution at
Stanford University where you made your
announcement. You have traveled across
the nation shopping your measure to out
of state extremist organizations and you
have attended conferences conducted by
the right-wing interests supporting your
effort.
The 2013 Public Employees Pension
Reform Act (PEPRA) signed by Governor
Brown has already reduced the pensions
of many workers, saving the state more
than $100 billion. Yet you insist on further
abrogating the rights of public employees.
Sadly, your “Ready-Fire-Aim” approach
to dealing with our state’s pension challenges flies in the face of actions by more
than 500 other elected leaders in the
state who have settled their differences
through mutual agreement. Recent polling

indicates that 63 percent of Californians
oppose unilateral cuts in the benefits
of teachers, nurses and firefighters for
example- the heart of your proposal. That
poll also shows only 30 percent of the
state’s voters support pension issues being dealt with at the ballot box.
The retirement security of Californians
is a California issue and the “dark money”
behind your efforts leads us to question
your motives. According to news reports,
you have accepted more than $200,000
from an out-of-state foundation funded by
a Texas billionaire, who made his fortune
at Enron ripping off Californians through
the energy crisis and walked away from
bankruptcy with a golden parachute,
while other Enron workers lost their
life savings. Now, after introducing this
draconian measure you decide to invite
dialogue.

The San Jose Police Department is currently seeking Juan Carlos Huerta and
Santiago Cabuag on warrants charging them with burglary. According to detectives, on October 19, 2013, Huerta and Cabuag allegedly entered a home on
Archglen Way through an unlocked rear window. The home-owner had a video
camera recording from inside the home. Once inside, they were allegedly seen
taking items and placing them into bags. It appeared as though the suspects
were listening to a scanner during the burglary. They were seen making a phone
call shortly before exiting the home, indicating a probable getaway driver in the
area.

The two suspects also allegedly fit the description of a prowler call in the same
area on October 10, 2013. In that case, they allegedly knocked on a front door
and walked to the backyard after no one answered. They were scared off and
last seen running to a waiting vehicle similar to a 2005 Blue Chevy Tahoe.

extend retirement options to our friends
and neighbors who need it, not hastening
the race to the bottom through attacks on
what little retirement security remains in
this economy.
Meaningful dialogue can only occur in
an environment of trust and sincerity. Your
choice, to first introduce this draconian
and flawed measure and then invite dialogue, shows a lack of both.

would be willing to meet with you to discuss how we can insure that our public retirement systems are sustainably funded,

For the first time in decades any person
in possession of a green card (“sponsor”,
or “petitioner”) can petition for a spouse
or minor child (“beneficiary”) and that
spouse or child has absolutely no wait in
the preference system.
For example, until last month a beneficiary had to wait at least two years in the
preference system. Now there is no wait
at all. Green card holders should apply
now for their wife, husband, or minor child
and take advantage of this unusual opportunity.
Below are some common questions
and answers regarding the family-based
immigration system, which accounts for
nearly 80% of all legal immigration to the
United States.

Green Light To Petition
What is the USCIS?
USCIS stands for U.S. Citizenship
and Immigration Services. It is the key
agency of the U.S. government responsible for matters dealing with immigrants in
the United States. USCIS has jurisdiction
over immigrant petitions for family based
Immigration. Prior to March 2003, the
USCIS was called the Immigration and
Naturalization Service (INS).
Who can be a Sponsor?
A United States Citizen (USC) or Lawful permanent Resident (LPR) can be the
sponsor of a family based immigration
petition. The sponsor has to meet some
requirements and legal obligations, such
as executing a legally binding affidavit of
support for the beneficiary. The sponsor
must guarantee to maintain the standard
of living of the beneficiary at a level not
lower than 125% of the national poverty
level.

Who can a USC sponsor?
A USC 21 years of age or older can
immediately immigrate his or her parent,
minor child under 21, or spouse. US citizens under 21 can petition for a spouse
also under certain circumstances. As
“immediate relatives” there is no waiting
period for these persons.
Is there a wait for those who are not
immediate relatives sponsored by a
USC?
Yes. In the preference system a US
citizen can also petition for unmarried
children over 21 years old, married children over 21 years old, and brothers or
sisters. In these cases the waiting period
is 7-12 years for immigrants from Latin
America and most of the world. Mexicans
have a 17-20 year wait.

Who can an LPR sponsor?
As mentioned above, all LPRS from
anywhere on the planet can immigrate
their spouse or minor child under 21 immediately, for the first time in decades.
In addition, an LPR from Latin America
and most of the world can sponsor an
unmarried child over 21. There is about
an 8 year wait. For Mexicans the wait is
about 19 years.

The San Jose Police Department is asking for the public’s help in identifying the suspect in this
police sketch. According to Detective Emilio Perez, on Oct. 6, 2013, at about 5:22 pm, a female
victim was standing in line inside the Ball Liquor store at 1068 Story Road. At that time, this
suspect came up behind her and sexually assaulted her. He fled the scene on a white bicycle
westbound Story Road.
The suspect is described as a Hispanic, male, 40-50 years old, 4 to 5 feet tall, white hair and
beard. He was wearing an army hat, black long sleeve shirt and khaki pants.

Failure To Appear
Por No Presentarse En Corte
The Milpitas Police Department is currently seeking Alfredo Lopez Quiroz on a warrant charging
him with Failure to Appear in court on charges of Domestic Violence.
Detectives report that on December 27, 2012, Quiroz allegedly assaulted the victim and was arrested by police officers. He was later released from jail and was supposed to appear in court.
He is still allegedly calling the victim and threatening to kill the victim.
Quiroz is still believed to be in the south bay area and is known to use the alias of Alfredo
Quiroz Lopez.

In the summer of 2000, “Carlo” or “Carlos”, an itinerant
homeless drifter, had been given shelter, clothing and work
as a handyman by Hunting Park, Philadelphia, resident Jorge
Contreras. On August 3, five days after she had been reported
missing, the body of five year-old Iriana DeJesus was found in
the basement of an empty apartment building where “Carlos”
is believed to have stayed. She had been sexually assaulted,
strangled and wrapped in a trash bag. A T-shirt bearing a distinct
political logo was found near DeJesus’ body with her blood on it.
When police questioned Contreras about the shirt, he recognized it
as one of the articles of clothing he had lent to Carlos, who had not
been seen in the area since the girl was reported missing.
In 2006, Flores’ DNA sample taken in Arizona was added to the
Combined DNA Index System. In March 2007, his DNA sample
positively matched to “Carlos’” DNA left at the crime scene in
Philadelphia, Pennsylvania. It has been determined that “Carlos”
and Alexis Flores are the same person.

The Santa Cruz County Sheriff’s Department is currently seeking Miguel Loza on a warrant
charging him with the murder of 17 year old Jessica Sheridan. Detective Henry Montes
reports that in February 2003 Loza allegedly stabbed Jessica in a vacant pre-school near
Cabrillo College. As Jessica lay bleeding to death, Loza then sexually assaulted another
women. Loza then urinated on Jessica. Loza fled to Mexico and was arrested by Mexican
police in March 2004 for stabbing and robbing a man. In September 2004 Mexican police
arrested him again for kidnapping and sexually assaulting a 13 year old girl. Loza did spend
a month in jail for the stabbing and robbery, and 5 months in jail for the kidnapping and rape
of the little girl. The Mexican government refuses to extradite Loza and Santa Cruz deputies
believe he may return to the U.S. Loza was raised in Santa Cruz County and may visit or stay
with relatives in Watsonville.

Detroit Police Department
End of Watch:
October 19, 2013
Detroit Police Officer Patrick Hill succumbed to an accidental gunshot wound
sustained six months earlier following a
high speed pursuit of a murder suspect.
The vehicle they were pursuing was
boxed into another police car at the intersection of Linwood and Hooker Street.
The murder suspect immediately opened
fire on officers from inside the vehicle
wounding one officer. Other officers on
the scene returned fire, killing the subject.
It is believed that shrapnel from a shotgun
pellet fired by another officer struck Officer Hill in the head.
Another person in the vehicle attempted to flee on foot but was arrested.
Officer Hill was transported to a local
hospital in critical condition. He succumbed to his wounds on October 19th,
2013.
Officer Hill had served with the Detroit
Police Department for 13 years. He is survived by his wife and four children.

Stafford, Texas Police Officer Ann Carrizales was shot in face and chest during a traffic stop
and it was caught on tape from the police car dash camera. The shooting the happened after
she pulled over a car for traffic violations just before 4 a.m. One of the three men shot her in
the chest and face.
Officer Carrizales was still able to get back in her patrol car and chase after the suspect car.
The pursuit ended in Houston, Texas.
Police officers established a perimeter and eventually found and
arrested the shooter.
Police are now on a manhunt for the driver of the car who escaped,
Freddy Henriquez.

A woman was reporting her car as
stolen, and mentioned that there was a
car phone in it. The policeman taking
the report called the phone and told the
guy that answered that he had read the
ad in the newspaper and wanted to buy
the car. They arranged to meet, and the
thief was arrested.
A motorist was unknowingly caught in
an automated speed trap that measured
his speed using radar and photographed
his car. He later received in the mail a
ticket for $40 and a photo of his car. Instead of payment, he sent the police department a photograph of $40. Several
days later, he received a letter from the
police that contained another picture... of
handcuffs. The motorist promptly sent
the money for the fine.
Drug Possession Defendant on trial
in March in Pontiac, Michigan, said he
had been searched without a warrant.
The prosecutor said the officer didn’t
need a warrant because a “bulge” in the
defendant’s jacket could have been a
gun. Nonsense, said the defendant, who
happened to be wearing the same jacket
that day in court. He handed it over so
the judge could see it. The judge discovered a packet of cocaine in the pocket
and laughed so hard he required a five
minute recess to compose himself.

Oklahoma City: A man was on trial
for the armed robbery of a convenience
store in a district court when he fired his
lawyer. Assistant district attorney Larry
Jones said the defendant, was doing
a fair job of defending himself until the
store manager testified that the manwas
the robber. The defendant jumped up,
accused the woman of lying and then
said, “I should of blown your (expletive)
head off.” The defendant paused, then
quickly added, “if I’d been the one that
was there.” The jury took 20 minutes to
convict teh defendant and recommended
a 30 year sentence.

Union City police are asking for the public’s help in locating a suspect who robbed a female
victim at gunpoint in Union City. The robbery occurred around 6:30 p.m. in the 33900 block of
10th Street, according to police. Police said the suspect approached the victim, pointed a semiautomatic handgun at her and demanded her property. The victim handed over her belongings
and the suspect ran away, heading west on J Street, police said.
Police are releasing an artist’s rendering of the suspect, who is described as a black man
between 35 and 40 years old. He stands bout 6 feet tall with a very thin build.

The San Jose Police Department is asking for the public’s help in identifying the suspect in
this sketch. According to detectives, the victim was in her front yard on Piedmont Road in San
Jose watering her plants. When the victim went to go into her residence, she saw the suspect
on her porch with his pants down and touching himself.
The victim screamed and ran into her residence called the police. The suspect fled in an
unknown direction. The suspect is described as a White Male, about 25 years old, 5’11” tall
and 170 pounds.
He was wearing a “funny” hat, a dark T-shirt, possibly brown or burgundy w/ a logo on it, and
dark pants.

The San Jose Police Department is asking for the public’s help in identifying the suspect in
this police sketch. Detective Emilio Perez reports that on September 12, 2013, at about 8:00
am, a sexual battery occurred in the area of Tradewinds Drive and Eagles Lane in San Jose.
The juvenile victim was walking eastbound on Tradewinds Drive. The suspect approached
the victim from behind and grabbed her upper right arm. The suspect was with two other
unidentified males.
The suspect reached around and grabbed the victim’s right breast over the clothing. The
suspect tried to push the victim backwards into the other two males and onto the ground. The
victim resisted and prevented the suspect from doing so.

Carlos Perez-Melara
Computer Fraud
The FBI has added Carlos Perez-Melara to the FBI’s Cyber Most Wanted list. According to
agents, Perez-Melara is accused of manufacturing and selling online a software program
intended to allow customers to catch cheating lovers by monitoring their emails passwords
chat sessions instant messages and visited websites. He was indicted by a federal grand jury
in San Diego in July 2005 and a warrant was issued for his arrest. According to the indictment
from July to mid-October in 2003 he ran the business from his apartment in downtown San Diego and about 1 000 people purchased an $89 program marketed as “Email PI” and “Loverspy.”
The program would send the victim an electronic greeting card. When opened, it would install
software that collected keystrokes and email messages. The spyware also allowed customers
to turn on computer web cameras, “allowing the spy to peep into victims’ homes or businesses,” the indictment said.
His last known location was in San Salvador, El Salvador but he may have returned to the
United States.

Juan Carlos Chavez
Car jacking
robo
On October 8, 2013 at approximately 11:37 P.M., an armed
robbery occurred on the 700 block of Story Rd in San Jose.
The victims placed an advertisement on E-BAY showcasing
the sale of a 9 week old, female Pomeranian dog. The suspect,
later identified as Juan Carlos Chavez, called the victims and
arranged a meeting at the above location.
The victims went to the above location and were flagged down
by the suspect. The victims allowed the suspect to hold the dog.
While holding onto the dog the suspect brandished a handgun
and demanded their car. The victims feared for their life and
quickly drove off. The suspect fled with the dog and is still
outstanding.

Thomas Robert koch
Auto theft

The CHP is currently seeking Thomas Robert Koch in connection with several vehicle thefts.
According to the CHP, Koch allegedly showed up at the Santa Cruz County courthouse in a
stolen pickup truck. Monterey and Santa Cruz county auto theft investigators are also searching for him in connection with the theft of several vehicles.
They located him at the Santa Cruz County Courthouse, where he was scheduled to be in
court. As they approached the courthouse, they spotted his girlfriend, Shyanne White allegedly sitting in the stolen pickup.
Koch spotted the officers and fled the area on foot. Police arrested White on a warrant for
drug possession and booked her into jail. Koch has a tattooed “L” on his right cheek.

outlet selling merchandise in bulk. This
film is skillfully shot and is each image is
completely captivating in it’s own unique
way. Director Rob Fricke does a phenomenal job focusing on both the individual
and the collective; intermingling footage
of beaming skylines, engineering marvels
and earthly landscapes with shots of enchanting cultural groups in portrait shots.

This movie defies explanation and really
must be experienced to truly grasp its concept. A collection of mesmerizing footage
from a vast pallet of cultural sources from
five continents makes for one of the most
fascinating cinematic experiences I’ve
witnessed in some time. Samsara should
