Sky Sox Stadium gets new look,
new name
As part of a partnership
agreement reached between the
Sky Sox and Security Service
Federal Credit Union, Sky Sox
Stadium’s name will be changed
to Security Service Field effective
immediately, team and credit
union officials have announced.
The stadium will also undergo a
$4 million privately funded
renovation before opening day.
The 12-year agreement
between the Sky Sox and Security
Service includes stadium
sponsorship and advertising
inventory; stadium benefits for
Security Service members and
promotional and community
partnerships.
The two
organizations have also come to
together to create a new logo.
“Security Service Federal
Credit Union is excited to be part
of a new era in Sky Sox Baseball,”
said Security Service Chief
Operations Officer Jim Laffoon.
“Security Service is the perfect
partner for us in this venture
because their presence and
reputation in the community is
second to none and we are proud
to call them our partners,” said Sky
Sox Owner Dave Elmore.
The $4 million modernization
of the stadium will provide the
southern Colorado area with a first
class entertainment destination.
The construction project will
include a state-of-the-art home
clubhouse area with underground
batting/ pitching cages, new
umpire facilities, enclosed and
upgraded luxury suite level,
creation of an enclosed and
decorative main gate area, 2,536
new box seats with cup holders in
the stadium’s lower bowl and the

Liberals, Conservatives oppose
‘anti-immigrant’ bill
A controversial bill passed by
the House of Representatives has
spurred a unique coalition between
liberal and conservative groups
who oppose the measure.
Religious and immigrant rights
groups, conservatives and
conservationists are joining forces
against the REAL ID Act, a bill
introduced by House Judiciary
Committee Chairman James
Sensenbrenner (R-WI).
Sensenbrenner’s bill received
the backing of the Bush
administration in what La Opinión

calls “a hard blow to the nation’s
immigrant community.”
The bill “tries to paint
immigrants as potential terrorists,
and slam the door on them,” says
Jeanne Butterfield, executive
director of the American
Immigration Lawyers Association.
Religious organizations are
particularly opposed to a provision
in Sensenbrenner’s bill that would
make it more difficult for persons
fleeing religious or political
persecution to attain asylum in this
country.
“We believe that our faith
requires us to stand behind those
who have been oppressed,” says
Dori Dinsmore, executive director
of World Relief-Chicago, a project
of the National Association of
Evangelicals, one of more than 20
interfaith religious organizations
opposing the bill. Other groups
include the Hebrew Immigrant Aid
Society, the Episcopal Migration
Ministries and the US Conference
of Catholic Bishops.
The REAL ID Act would make
it harder for asylum seekers to
prove they have been persecuted.
Specifically, it allows judges to
deny asylum to anyone who is
unable to provide documentary
evidence of persecution, a

make it harder for genuine

eliminate due process for many
immigrants and impose a
complicated driver’s license
mandate on states (in addition to
many other harmful provisions).

The Domestic Violence
Enhanced Response Team
(DVERT) is currently recruiting
citizens interested in joining their
Advisory Panel. The mission of
DVERT is to create a community
free from domestic violence by
providing
an
effective
collaborative, multi-agency
response through intervention
and education focused on safety
and accountability. DVERT’s
primary service to the
community involves providing a
multidisciplinary response to
cases that are either high-risk or
politically and/ or socially
sensitive.
The Advisory Panel, formed
in 2002, meets monthly to review
DVERT policies and procedures
and offer feedback and
suggestions. The panel acts as a
sounding board for DVERT,
focusing on the potential impact of
DVERT operations on victims. As
of December 2004, the panel
included 15 citizens. Of these
citizens, eight are survivors of
domestic violence, two are male,
five are from culturally diverse
backgrounds and one is fluent in
Spanish. Currently, there are
several openings on the panel.
DVERT hopes to expand
membership to become more
representative of the entire
community.
Feedback from panel participants
has been overwhelmingly positive.
As one member – a survivor of
domestic violence and sexual
assault – remarked, the most
rewarding aspect of being a
member has been “being able to
share my experiences so that
others can have better options in
the future.” Another member
commented that he appreciates
being involved because he is
able to “see the changes take
place, be a part of a lifechanging organization, and give
back to the community that has
given so much to my family and

Latino students invited to Paying for
College
Lamar-area high school
students and their families are
invited to attend Paying for
College, a free workshop on
planning and paying for college,
on Saturday, March 5th from 9
am to 1 pm in the auditorium in
the at Lamar High School, 1900

The workshop will be
presented in English with

Paying for College will
provide students and their
families information to help
them with one of the biggest
hurdles facing college-bound
students: planning and paying for
the college of their choice.
Students and their families will
learn about the benefits of
continuing an education beyond
high school, the affordability of
college due to various types of
financial aid available (i.e., grants,
scholarships, and loans) and
resources available to help
families prepare for the college
admissions and financial aid
process. One high school student
will win a $1,000 scholarship
toward the cost of a higher
education. Lamar Community
College will be providing a $1,000
match through its Todd/ Burch
Residence Hall Scholarship,
which will provide free oncampus rooming for one school
year. The Sallie Mae Fund, the
Pueblo Hispanic Education
Foundation and Lamar
Community College will
present the event in partnership

Counseling.

Vehicle crashes claim 96 teens in 2004
Updated preliminary traffic
crash statistics for Colorado show
that 96 teen drivers and passengers
ages 16 to 20 died last year,
compared to 91 such deaths in
2003, reports the Colorado
Department of Transportation
(CDOT). The revised statistics
also showed that nearly two-thirds
of the teenage victims were not
using seat belts and nearly 80
percent of the teen passengers who
died were in crashes that involved
teen drivers.
“It is tragic to lose so many
young lives on our highways,” said
Tom Norton, CDOT’s Executive
Director. “Inexperienced young
drivers and a lack of seat belt use
have proved to be a deadly
combination.”
The updated statistics from
CDOT’s Fatality Analysis
Reporting System (FARS) shows
that the 96 victims included 57
teen drivers and 39 teen
passengers. The increase in deaths
came in ages 16 and 17. In 2004,
there were 44 victims ages 16 and
17, compared to 37 such deaths in
2003. In 2004, there were 52
victims ages 18, 19 and 20,
compared to 54 such deaths in
2003.
Of the 96 teen drivers and
passengers killed last year, 63 or
nearly two-thirds were not using
seat belts. Of the victims who did
not buckle up, 45 (71 percent)
were ejected from their vehicles
and died.
Teen traffic deaths in 2004
include Conejos (1), El Paso (7),
Las Animas (1) and Pueblo (5).
Colorado has two seat belt laws
CSU – Pueblo records highest spring
enrollment in ten years
Colorado State University –
Pueblo recorded the highest
enrollment for a spring semester
in the past 10 years, according to
census figures released this week.
Student headcount for spring
semester stands at 4,026, a gain of
128 students, or 3.3 percent more
than the 3,898 students enrolled in
2004. The 2005 headcount is the
highest spring census in the last 10
years. Full-time equivalency
numbers, upon which funding is
based, rose 2.6 percent from 3,103
in Spring of 2004 to 3,182 in
Spring 2005. The FTE figure is
the highest since the spring of
2001, said CSU-Pueblo President
Ron Applbaum.

Some colleges will require writing
scores from students entering
college in the fall of 2006.
Students should check the
admissions requirements of
colleges they are considering
before deciding whether to register
for the ACT with or without the
writing test. The cost is $28
without and $42 with the writing
test.
Students can receive
registration information from their
high school guidance counselors
or they can register on the ACT’s
website at www.actstudent.org.
The website also features test tips,
practice tests and a database for
students to find out if a prospective
college requires a writing score.
Virtually all colleges and
universities in the nation,
including all Ivy League schools,
accept ACT scores.
Scores are used, along with a
student’s GPA, high school
courses taken, extracurricular
activities and other information to
help determine if a student is
academically ready for collegelevel coursework.
ACT encourages eleventh
graders to examine their ACT
scores for academic weaknesses
and to take courses that are more
challenging or receive extra help
to grow stronger in important
academic areas.
The ACT Assessment includes
four tests: English, Reading, Math
and Science. Students who opt to
take the writing test will add 30
minutes to the three-hour normal
testing time.

minimum fine is $18.
Colorado’s child passenger
safety law applies to teens under
age 16 and requires them to use
seat belts in the front and back
seats. The driver can be stopped
and ticketed for violating the law
and the minimum fine is $58.80.

Los choques automovilísticos
son la principal causa de muerte
de niños entre 2 y 14 años de edad.
Pero los niños de 4 a 8 años de
edad que usan un asiento elevado
“booster” junto con el cinturón de
seguridad tienen un 59% menos de
probabilidad de resultar heridos en
un choque automovilístico que los
niños que usan solamente el
cinturón de seguridad.

Seguridad del Tráfico en las
Carreteras (NHTSA, por sus siglas
en inglés), al Consejo de
Publicidad (Ad Council en inglés)
y otras organizaciones para
conmemorar, el Día de San
Valentín y la Semana Nacional
para la Seguridad de Niños
Pasajeros (13 al 19 de febrero). El
propósito es el de hacer un énfasis
especial en recordarle a todos los
padres y otros adultos que tengan
niños a su cargo mientras viajan
en automóviles que “si los niños
miden menos de 4 pies 9 pulgadas
de altura necesitan un asiento
elevado “booster.”
“Si bien el 94% de los niños
menores de 4 años ahora viajan
adecuadamente sujetados en
Estados Unidos, el número de
niños de 4 a 8 años que están
sujetados en forma adecuada y
segura no es suficiente. Sólo los
están usando entre un 10% y un
20% de los niños de 4 a 8 años de
edad que deberían usar un asiento
elevado “booster” junto con su
cinturón de seguridad para su
protección,” dijo Bill Watada,

niños en un riesgo innecesario de
resultar lesionados o hasta de

sources on the advertising and

Age Magazine, announced that
Hispanic Print Media will grow
the fastest in the next year,
reaching a 12% increase,

Human rights advocates say the
bill would empower judges to

asylum seekers’ claims. The
demeanor of the person seeking
asylum could be used as a key
method in evaluating a claim,
which may not take into account
cultural differences. US officials,
for example, could take avoiding
eye contact, as a sign that someone
is lying though in many cultures it
is considered a sign of respect,
Dinsmore says.
In addition, many victims of
torture and other traumas have a
“flat” expression, and often
describe traumatic events in an
unemotional way that could be
misinterpreted by an immigration
judge.
The REAL ID Act is named
after a part of the bill that prohibits
states from issuing driver ’s
licenses to illegal immigrants, a
provision opposed by the National
Governors Association and the
American Motor Vehicles
Association. The bill requires
states to enforce federal
immigration laws, and penalizes
states that wish to determine for
themselves who should receive
driver’s licenses.
Margaret Stock, professor of
law at the US Military Academy
at West Point, says the federal
requirements in the provision are
so rigid that virtually no state
currently meets all of them.
If a state does not comply in
three years, all driver’s licenses
from that state will be invalid for
federal purposes.
Anyone
presenting that state’s driver’s
license would not be allowed on
planes, military bases or anywhere
that has a federal checkpoint.
The driver’s license database is
the single largest database in the
country, and is shared by police
officers between states and
federally, says Stock. “To tie legal
status to driver’s licenses hurts law
enforcement,” she says, by placing
limits on who can receive a
driver’s license and reducing the
number of records police officers
can access.
The provision also omits
several categories of people that
are currently eligible for driver’s
licenses, including US nationals
from American Samoa, temporary
residents and people granted a
suspension of a deportation order,
Stock says.
The bill makes donating to
“terrorist organizations” a
deportable offense. If legal
permanent residents contribute to
a group that is later deemed a
terrorist organization, they would
be retroactively deportable, unless
they prove they did not know it
was a terrorist group.
The definition of a terrorist
organization is so broad, says
Butterfield, that it could include
such organizations as the African
National Congress or a tsunami
relief organization in Banda Aceh,
Indonesia.

waives state and local
environmental laws and treaties
that limit the construction of
fences along the US-Mexico
border. Butterfield doubts whether
the bill would make the United
States any safer although it is
proposed as a national security
measure. “We could build a Great
Wall around this entire country and

leading cause of blindness in
American adults. According to the
American Diabetes Association,

The disease develops due to

results in swollen, brittle walls that

monthly adjustment, we will be
able to respond to market price
trends earlier by either lowering or
raising energy costs. This will help
alleviate large changes in the
adjustments on an annual basis. It
also ensures that customersare
paying the appropriate price point
for the appropriate period.
Through monthly cost
adjustments, we’re able to more
closely match the revenue stream
with our fuel costs. This can mean

presented a request to the Colorado
Springs City Council to decrease
electric bills for customers for the
month of March.
The proposed electric cost
adjustment would reduce the
typical residential electric bill by
$1.74. No change was proposed
for natural gas rates.
In November 2004, City Council
approved a change in the way
Springs Utilities adjusts energy
rates. The March adjustment is
based on changes in costs and cost
offsets from October 2004 to the
end of January 2005. Future cost
adjustments for electricity and
natural gas will be made on a
monthly basis, if needed.
Energy cost adjustments reflect
Springs Utilities’ cost for natural
gas, fuel for power plants and for
power that the community-owned
utility purchases. Cost adjustments
generate only enough revenue to
cover the changing cost of fuel and
purchased power. As costs for
purchasing energy increase or
decrease, Springs Utilities adjusts
customers’ bills accordingly.
“Previously, we made energy
cost adjustments only once or
twice a year,” said Richard
Comerford, chief planning and
finance officer for Springs
Utilities. “Due to the everchanging market prices for natural
gas and electricity, we felt we
could better respond to market
price trends with monthly
adjustments and hopefully reduce
some of the burden on our
customers.”
The City Council will now
review cost adjustments for natural
gas and electricity for the
upcoming month at their formal
meeting on the fourth Tuesday of
each month. Specific information
about natural gas and electricity
rates will be posted on Springs
Utilities’ Web site and various
news outlets.

see slightly more variation in your
energy bills from month-to-month.
However, your natural gas and
electric use will remain the biggest
factor affecting your energy bill.
The weather, your conservation
measures and the efficiency of
your home and appliances cause
your bill to fluctuate from monthto-month and, to a greater extent,
from season-to-season.
How will I be informed of each
month’s cost adjustments?
We will publish the rate
information on the first day of each
month in the Colorado Springs
Gazette. Changes to the cost
adjustments will also be available
on our Web site (www.csu.org) or
by calling customer service at4484800.
Does this mean my prices are
increasing or decreasing?
Depending on market energy costs
and other factors, the price could
go up or down. This gives you a
chance to react to price trends,
primarily if prices rise, by
conserving energy or making other
changes.
Is this a new charge item?
No. The costs are the same as those
previously reflected in annual
price changes.They are simply
being adjusted monthly.
Does this mean that annual rate
changes are a thing of the past?
Customers may still see annual
base rate adjustments to cover our
costs to deliver energy and
maintain our service levels. The
monthly adjustments only cover
our wholesale energy costs.
With wholesale natural gas costs
fluctuating so dramatically, how
does Springs Utilities keep rates
relatively stable for customers?
We havedeveloped a hedging
program and negotiate long-term
contracts. Through these
measures, about 80 percent of our
natural gas supply is insulated
from
short-term
market
fluctuations.
What can I do to level out my
energy bills?
Qualified customers may sign up
forBudget Billing, which allows
you to average your yearly utility
bill into equal payments each
month.
Can my bill be paid
automatically?
Yes, sign up forElectronic Funds
Transfer (EFT)and you will never
have to write a check for your
utilities bill again. With EFT,your
payments are automatically
withdrawn each month from your
bank account. There is no charge
for this service. You will still
receive a statement detailing your
utility use, the payment amount
and the date the amount will be
withdrawn from your account.
When combined with Budget
Billing, EFT allows customers to
plan for expenses and better

Division is responsible for maintaining
over 1,550 miles of paved roads and more
than 900+ miles of stormwater drainage
system in the beautiful community of
380,000 at the foot of the Rocky
Mountains. The Street Division is looking
for a self-starter and team player with
strong organizational, management and
communication skills, including oral,
written, and public presentation skills. In
this responsible management position,
you’ll develop general and specialized
maintenance plans for both roadway and
drainage programs; ensure compliance
with pertinent federal, state, and local
regulations; plan, direct and coordinate
staff work assignments; establish
schedules, priorities and timetables;
manage services and supply contracts and
develop and administer an assigned
budget. Other responsibilities include:
providing senior management with
accurate forecasts of required staffing,
equipment, materials and supplies,
monitoring and approving expenditures,
writing statement of work for contracts,
processing change orders and acting as a
key liaison with other public and private
agencies. Additionally, this position is
responsible for approximately $4.0 million
in contractual obligations allocated for the
Street Division’s roadway resurfacing
program. Effective training, motivation
and evaluation of assigned division staff
are also priorities.
MINIMUM QUALIFICATIONS:
Bachelor’s degree from an accredited
college or university with major
coursework in civil engineering,
construction management or a related field.
Four yrs of increasingly responsible
roadway and/or stormwater maintenance
exp. including two years of management
and/or high-level supervisory exp.
DESIRABLE QUALIFICATIONS:
Exp. in construction management.
Demonstrated understanding of the design
methods, materials and equipment used for
infrastructure maintenance. Knowledge of
organizational and financial management
principles and proficiency in public

In loving memory of “Chico” James Joseph Martinez
“Chico” James Joseph Martinez, native of Trinidad and resident of Colorado for the past 55 years passed away on Friday, February 18, 2005.
Chico Martinez was the Operating Officer for Seniors, Inc, a family man, a local crusader, role model, leader, educator, organizer, a Charro and Mariachi musician, case
manager, humanitarian, cowboy, disc jockey, broadcaster and businessman.
Prior to his moving back to Trinidad in 1984, he was a high school graduate from St. Mary’s High School in Colorado Springs, attended Southern Colorado College in
Pueblo, graduated with a Bachelor of Arts degree from Colorado State University and currently was attending Adams State College working on his Masters Degree in
Counseling.
Some of the community organizations & activities to which Chico rendered his life and services were Canción Mexicana on KCRT, Upward Bound, Assets for Youth,
CHIC Chicana, the Hispanic Genealogical Society, La Confederación, the youth programs at Trinidad High School & Trinidad Junior High School, including Spanish classes,
Trinidad/ Las Animas County Chamber of Commerce, TLAC Network Council, Action 22, Inc, Regional Coordinator for National Medicare Training Program, Colorado
Workforce Youth Council Certificate of Achievement, National Latino Conference Healthcare Recognition Award
Winner, National Senior Citizens “AIDES” Program Certificate Achiever and so many more.
Survivors include his wife, Marie, his mother, Eralia, Colorado Springs; son, Jose Rosendo (Angel) Albuquerque;
daughters, Deana, Denver; Luz, Golden; Carri Ann Garcia (Roger); Kim Morales (Esteban); Five grandchildren Audriana, Mariah, Roman, Sophia & Ileana.
Three brothers; Tom Jr (Dolly) Trinidad; William George (Carolina), San Diego; John Francis (Cheryl), Colorado
Springs; sisters, Mary Bernadette Guzman (John), Colorado Springs; Linda Marie Wilson (Wayne) Coos Bay,
Oregon and his aunt Rose Byland (Ray) Henderson, Nevada; several nieces, nephews, cousins and countless
friends.

Funeral services will be held Friday, February 25, 2005 at 3 pm at Faith Christian Fellowship Church, 2608
Santa Fe Trail, Trinidad.
Honorary Pallbearers are Andy Lopez, Larry Joe Zappanti, Tomas Ornales, Jay Alire, Ric Jaramillo, Violeta
Hernandez, Adrian Lopez, Crystal Romero and Henry Trujillo.
Following the services family and friends are invited to gather with the family at the home address at 6:30 pm.

incluyendo asuntos de defensa.
“Europa y Estados son socios
verdaderos, así que necesitamos
dialogar
y
escucharnos
mutuamente,” dijo Chirac en la
cumbre. “Y también debemos,
como ya lo comentó el canciller
alemán, tomar en cuenta los
cambios que han ocurrido en el
continente europeo,” agregó.
El secretario general de la
OTAN, Jaap de Hoop Scheffer,
logró el apoyo de sus 26 miembros
para contribuir de alguna manera
a la misión de entrenar y equipar a
oficiales iraquíes, como signo de
una redescubierto y nueva unidad
del bloque.
Sin embar go, hay amplias
divergencias en el nivel de ayuda.
Mientras que Estados Unidos
ofreció unos 60 entrenadores de un
total cercano a los 160, Scheffer
dijo que Francia permitió que sólo
uno de sus funcionarios en el

personal enviarán a Irak.
