Religious and immigrant rights groups, conservatives and conservationists are joining forces against the REAL ID Act, a bill introduced by House Judiciary Committee Chairman James Sensenbrenner (R-WI). Sensenbrenner’s bill received the backing of the Bush administration in what La Opinión writer Lilian de la Torre-Jiménez calls “a hard blow to the nation’s immigrant community.” The bill “tries to paint immigrants as potential terrorists, and slam the door on them,” says Jeanne Butterfield, executive director of the American Immigration Lawyers Association. Religious organizations are particularly opposed to a provision in Sensenbrenner’s bill that would make it more difficult for persons fleeing religious or political persecution to attain asylum in this country. “We believe that our faith requires us to stand behind those who have been oppressed,” says Dori Dinsmore, executive director of World Relief-Chicago, a project of the National Association of Evangelicals, one of more than 20 interfaith religious organizations opposing the bill. Other groups include the Hebrew Immigrant Aid Society, the Episcopal Migration Ministries and the US Conference of Catholic Bishops. The REAL ID Act would make it harder for asylum seekers to prove they have been persecuted. Specifically, it allows judges to deny asylum to anyone who is unable to provide documentary evidence of persecution, a requirement that has ignited criticism by such conservative are Cont. on page 11 Created by PRACO Advertising, this powerful new campaign focuses on the critical role men play in the prevention of family violence. Until recently, the victim was the focus of prevention media campaigns, but research today shows that reaching men is crucial in our nation’s efforts to stop violence against women and children. Men have the opportunity to serve as role models for other men and boys concerning the treatment of women and girls. Fathers have enormous influence over the development of their children. Boys need to be taught at a young age that using violence against women is wrong and will not be tolerated. Men are in a unique position to communicate this message in a strong, compassionate and meaningful way. Together, men and women can make enormous strides toward changing attitudes and perceptions around family violence. Media campaigns across the country and internationally are highlighting men and their role in violence against women and children with tangible outcomes, including • men stepping forward for help for their violent behavior, • men serving as role models in their respective communities, and • men supporting and encouraging other men to create healthy, nonviolent relationships with Cont. on page 11 Page 2 24 de febrero 2005 - 3 de marzo 2005 Religious leaders denounce Citizens wanted for domestic violence REAL ID Act panel Religious leaders ranging from Writes Stan Guthrie, senior Catholic bishops, to Jewish organizations, to evangelical groups have criticized the REAL ID Act (HR 418) as antithetical to both American and religious values. The REAL ID Act is a bill that recently passed the House of Representatives, which would make it harder for genuine refugees to get asylum, further eliminate due process for many immigrants and impose a complicated driver’s license mandate on states (in addition to many other harmful provisions). associate news editor for Christianity Today, “legislators must know that throwing refugees under the bus in the name of national security is not an option… Exploiting concerns over immigration may make a good a wedge issue, but it is terrible theology. The mission of DVERT is to create a community free from domestic violence by providing an effective collaborative, multi-agency response through intervention and education focused on safety and accountability. DVERT’s primary service to the community involves providing a multidisciplinary response to cases that are either high-risk or politically and/ or socially sensitive. The Advisory Panel, formed in 2002, meets monthly to review DVERT policies and procedures and offer feedback and suggestions. The panel acts as a sounding board for DVERT, focusing on the potential impact of DVERT operations on victims. As of December 2004, the panel included 15 citizens. Of these citizens, eight are survivors of domestic violence, two are male, five are from culturally diverse backgrounds and one is fluent in Spanish. Currently, there are several openings on the panel. DVERT hopes to expand membership to become more representative of the entire community. Feedback from panel participants has been overwhelmingly positive. As one member – a survivor of domestic violence and sexual assault – remarked, the most rewarding aspect of being a member has been “being able to share my experiences so that others can have better options in the future.” Another member commented that he appreciates being involved because he is able to “see the changes take place, be a part of a lifechanging organization, and give back to the community that has given so much to my family and I.” For more information or to see about joining the panel, please contact Caroline Holmes (DVERT Program Coordinator) at 719-444-7811. The revised statistics also showed that nearly two-thirds of the teenage victims were not using seat belts and nearly 80 percent of the teen passengers who died were in crashes that involved teen drivers. “It is tragic to lose so many young lives on our highways,” said Tom Norton, CDOT’s Executive Director. “Inexperienced young drivers and a lack of seat belt use have proved to be a deadly combination.” The updated statistics from CDOT’s Fatality Analysis Reporting System (FARS) shows that the 96 victims included 57 teen drivers and 39 teen passengers. The increase in deaths came in ages 16 and 17. In 2004, there were 44 victims ages 16 and 17, compared to 37 such deaths in 2003. In 2004, there were 52 victims ages 18, 19 and 20, compared to 54 such deaths in 2003. Of the 96 teen drivers and passengers killed last year, 63 or nearly two-thirds were not using seat belts. Of the victims who did not buckle up, 45 (71 percent) were ejected from their vehicles and died. Teen traffic deaths in 2004 include Conejos (1), El Paso (7), Las Animas (1) and Pueblo (5). Colorado has two seat belt laws CSU – Pueblo records highest spring enrollment in ten years Colorado State University – Pueblo recorded the highest enrollment for a spring semester in the past 10 years, according to census figures released this week. Student headcount for spring semester stands at 4,026, a gain of 128 students, or 3.3 percent more than the 3,898 students enrolled in 2004. The 2005 headcount is the highest spring census in the last 10 years. Full-time equivalency numbers, upon which funding is based, rose 2.6 percent from 3,103 in Spring of 2004 to 3,182 in Spring 2005. The FTE figure is the highest since the spring of 2001, said CSU-Pueblo President Ron Applbaum. Applbaum attributed the enrollment gains to a variety of enhancements both to academic and student life programs as well as increased efforts to retain Nationwide ACT test is April 9th for college-bound students College-bound high school students can take the ACT Assessment on April 9, 2005. The registration postmark deadline is March 4. Late registration postmark deadline is March 18 (an additional fee is required for late registration.) The ACT Assessment now contains an optional writing test. Some colleges will require writing scores from students entering college in the fall of 2006. Students should check the admissions requirements of colleges they are considering before deciding whether to register for the ACT with or without the writing test. The cost is $28 without and $42 with the writing test. Students can receive registration information from their high school guidance counselors or they can register on the ACT’s website at www.actstudent.org. The website also features test tips, practice tests and a database for students to find out if a prospective college requires a writing score. Virtually all colleges and universities in the nation, including all Ivy League schools, accept ACT scores. Scores are used, along with a student’s GPA, high school courses taken, extracurricular activities and other information to help determine if a student is academically ready for collegelevel coursework. ACT encourages eleventh graders to examine their ACT scores for academic weaknesses and to take courses that are more challenging or receive extra help to grow stronger in important academic areas. The ACT Assessment includes four tests: English, Reading, Math and Science. Students who opt to take the writing test will add 30 minutes to the three-hour normal testing time. currently enrolled students. Graduate enrollment increased by 29 thanks in part to the addition of a master’s degree program in English offered collaboratively with CSU in Fort Collins. The new graduate program began last month with 11 students. Enrollment growth also was spurred by continued interest in both the undergraduate and graduate nursing programs. “It is gratifying to see that the new academic programs the University has chosen to add are attracting students. We will continue to research the educational needs both of the region and our students in an effort to provide opportunities that help students reach their personal and professional goals and that provide employers with a sufficient number of qualified workers,” Applbaum said. that address teens aged 16 to 20. The first is a provision in Colorado’s Graduated Driver License (GDL) law that restricts drivers under age 17 to only one passenger in the front seat and only as many passengers in the back seat of the car as there are seat belts. The driver and all passengers must be buckled up and the driver can be stopped and ticketed for violating the law. The minimum fine is $40 and two points against the minor driver’s record. The seat belt law for adults requires the driver and front seat passengers to buckle up. The law is a secondary offense, meaning a driver must be stopped for another offense before receiving a ticket for a seat belt violation. The minimum fine is $18. Colorado’s child passenger safety law applies to teens under age 16 and requires them to use seat belts in the front and back seats. The driver can be stopped and ticketed for violating the law and the minimum fine is $58.80. Para mayor información sobre el uso correcto del asiento elevado “booster,” visite el portal www.boosterseat.gov Page 6 24 de febrero 2005 - 3 de marzo 2005 NEGOCIOS-BUSINESS The Home Depot forms hiring partnership with leading Hispanic organizations The Home Depot announced that the company has formed a hiring partnership with four of the country’s leading national Hispanic organizations, The ASPIRA Association, Hispanic Association of Colleges and Universities (HACU), National Council of La Raza (NCLR), and SER - Jobs for Progress National. When he is invited to read his letter on Radio Voz del Immigrante, his heartfelt homage to home spurs a surprising chain of events that even the imaginative Beto could not have expected. In this book, readers discover a young character whose vision and tenacity allow him to accomplish a feat that once seemed nearly impossible. Through the character’s memories of El Salvador and his classroom experiences, the reader also gains insight into the tense political ramifications of war in a country and how that war impacts its survivors. For Beto and the reader, Waiting for Papá is an educational lesson. Rene Colato Laínez was born in El Salvador but moved to the United States in 1985. The mother of the narrator in the first passage asks, “Do you believe what the president says?” The young narrator listens agape at the president’s statements, while his work-weary parents contemplate a trip to el Norte. When the promised prosperity doesn’t reach the corners of San Luis Potosí, the narrator sets out with his father to try to improve their finances. With the dream of the wealthy Hollywood that he sees on television tucked in his pocket, he, along with the other narrators in this collection of Spanish language testimonials, struggles to reach the United States. Radio personality Alicia Alarcón invited listeners who had migrated to the United States to call and share their stories. In these pages, Alarcón collects the footsteps of these travelers, through their flight and their falls. Their stories highlight the true American experience for immigrants from all over South and Central America who decide to leave their respective homelands. These intriguing but heartbreaking passages reveal young and old, men and women, who must overcome the impossible as they hope to find a better place than the one they’ve left behind. These difficult and gritty stories are the stories of the successful, the ones who make it across, past the natural and the bureaucratic obstacles along the border, only to scratch together lives on the other side. Alicia Alarcón was born in Jocotepec, Jalisco, Mexico. Her parents moved their large family to Mexicali, on the border of the United States, to provide a better living for their children. She has been a journalist for La Opinión, Univisión, and CNN Radio in Los Angeles. She currently hosts a program on Radio Unica 1580 AM in Los Angeles. Her writing is universal and timeless. Princess Papaya is beautifully rendered, chilling, touching, and haunting.” - Isabel Allende Roberto Lobo receives anonymous calls in the night. Voices whisper threats in his ear. His fear drives him to seek the help of Ideliza Mercado, Princess Papaya and Priestess of the Barrio. Roberto hopes Princess Papaya’s powerful knowledge of Santeria will end his torment. Hiding in the shadows is Ideliza and Roberto’s deaf-mute son, Bembé. Across the city, Victoria Lobo, a Jewish, Cuban-American poet, mourns the death of her husband, Francisco, until a chance meeting with Bembé brings her closer to her brother and the disappearance that has plagued her family for twenty years. From this web of characters spins an intense story of desire and intrigue, forging the lives of Roberto and his sister, Victoria; Ideliza Mercado and her son, Bembé; and Cooper, a mysterious stranger who is more involved in their stories than they may guess. A corral of unique characters populate this rhapsodic, magically real tour de force: a hydrocephalic child with uncanny spiritual powers, a doctor whose greed precipitates a descent into his worst nightmares, a grieving poet struggling to regain her muse, and a man who fights to survive torture and the neglect of his family. Taking us from the 9-11 Heartwarming bilingual picture book about a boy’s reunion with his father As Beto looks at the eight candles on his birthday cake, he knows that his wish is always the same. Beto wishes that he could be with his father every chance he gets. It has been three years since he and Mamá left El Salvador. Lurking in his mind are the memories of the losses they suffered before leaving: the bombing of a factory, the burning of the family home, the loss of all their possessions, but most of all, he thinks of the father that he has left behind. In the United States, Mamá has found a job in a sewing factory making jeans, and they are trying to bring Papá to the United States with the help of an immigration lawyer. But this is only the beginning, and for Beto, it seems that his father cannot come fast enough. Judge Michael Chertoff, the Bush administration’s nominee to head the Homeland Security Department, has spoken out in the past against the practice of demanding corroborating documents from repressive regimes, reports the American Civil Liberties Union. The ACLU statement also cites Larry Pratt, executive director of Gun Owners of America, who wrote in a November Washington Times op-ed that the measure would force “Christians and others fleeing persecution to provide written ‘corroboration’ from the very officials they are fleeing.” Human rights advocates say the bill would empower judges to make subjective evaluations of asylum seekers’ claims. The demeanor of the person seeking asylum could be used as a key method in evaluating a claim, which may not take into account cultural differences. US officials, for example, could take avoiding eye contact, as a sign that someone is lying though in many cultures it is considered a sign of respect, Dinsmore says. In addition, many victims of torture and other traumas have a “flat” expression, and often describe traumatic events in an unemotional way that could be misinterpreted by an immigration judge. The REAL ID Act is named after a part of the bill that prohibits states from issuing driver ’s licenses to illegal immigrants, a provision opposed by the National Governors Association and the American Motor Vehicles Association. The bill requires states to enforce federal immigration laws, and penalizes states that wish to determine for themselves who should receive driver’s licenses. Margaret Stock, professor of law at the US Military Academy at West Point, says the federal requirements in the provision are so rigid that virtually no state currently meets all of them. If a state does not comply in three years, all driver’s licenses from that state will be invalid for federal purposes. Anyone presenting that state’s driver’s license would not be allowed on planes, military bases or anywhere that has a federal checkpoint. The driver’s license database is the single largest database in the country, and is shared by police officers between states and federally, says Stock. “To tie legal status to driver’s licenses hurts law enforcement,” she says, by placing limits on who can receive a driver’s license and reducing the number of records police officers can access. The provision also omits several categories of people that are currently eligible for driver’s licenses, including US nationals from American Samoa, temporary residents and people granted a suspension of a deportation order, Stock says. The bill makes donating to “terrorist organizations” a deportable offense. If legal permanent residents contribute to a group that is later deemed a terrorist organization, they would be retroactively deportable, unless they prove they did not know it was a terrorist group. The definition of a terrorist organization is so broad, says Butterfield, that it could include such organizations as the African National Congress or a tsunami relief organization in Banda Aceh, Indonesia. Finally, the REAL ID Act waives state and local environmental laws and treaties that limit the construction of fences along the US-Mexico border. Butterfield doubts whether the bill would make the United States any safer although it is proposed as a national security measure. “We could build a Great Wall around this entire country and it will not make us more secure.” “Nothing in this bill would have stopped 9/11,” adds Stock. The bill, which Sensenbrenner claims has 125 co-sponsors in Congress, was approved today 261 to 161 by the House of Representatives. Now imagine that you knew all along what you could have done to prevent it. If you have diabetes, make sure this does not happen to you. Diabetic retinopathy is the leading cause of blindness in American adults. According to the American Diabetes Association, more than 5.3 million Americans are affected by it. Everyone who has diabetes is at risk. The disease develops due to elevated glucose levels in the blood that react within the capillaries of the retina. This results in swollen, brittle walls that lead to blood leaking into the retina. Gradual vision loss then occurs. Unfortunately, you hardly see this disease coming. Diabetic retinopathy develops without symptoms or pain, and it usually goes unnoticed until vision loss occurs. From here, there is no turning back; the damage is irreversible. There are ways to significantly reduce your risk of developing diabetic retinopathy, however. According to the National Eye Institute, the first step in reducing your risk is having a dilated eye exam at least once a year. It is highly recommended that everyone with diabetes do so. Major studies have shown that better control of your blood sugar level slows down the onset and the progression of the disease. This also can reduce the need for sight saving laser surgery. Controlling blood pressure and lowering cholesterol are important in reducing the risk of developing diabetic retinopathy as well. By doing this, you not only reduce your risk of vision loss, but also improve your overall health. There is strong evidence that an antioxidant called Pycnogenol protects blood vessels and capillaries. Made from the bark of the French maritime pine, this chemical compound keeps blood vessels in diabetics functioning properly. Pycnogenol binds to certain proteins, such as those exposed in damaged areas of capillaries, and seals them to suppress further outflow of blood. Studies have shown that intake of the antioxidant can reduce blood leakage in the eye and may stop the progression of vision loss. Many patients also look to Pycnogenol to further reduce their risk of long-term complications from type 2 diabetes. In a clinical study, type 2 diabetes patients had lower blood sugar and healthier blood vessels after supplementing with Pycnogenol. Visit www.pycnogenol.com to get further information on diabetes and how Pycnogenol can help. 24 de febrero 2005 - 3 de marzo 2005 Page 13 COMMUNITY NEWS CSU answers some frequently asked questions What are electric and natural gas cost adjustments? There are two major components to your energy bill - energy cost adjustments and the base rate. Energy cost adjustments reflect our cost for natural gas, fuel for power plants and for power that we purchase. Other costs, such as replacing old pipes and wires, expanding the system and delivering energy to your home are covered in the base rate. What are monthly cost adjustments? Colorado Springs City Council approved a change in the way we charge customers. Starting March 1, cost adjustments for electricity and natural gas will be made on a monthly basis instead of once or twice a year, as has been done in the past. Why is Springs Utilities changing to monthly adjustments? Market prices for natural gas and electricity change more frequently than once or twice a year. With a monthly adjustment, we will be able to respond to market price trends earlier by either lowering or raising energy costs. This will help alleviate large changes in the adjustments on an annual basis. It also ensures that customersare paying the appropriate price point for the appropriate period. Through monthly cost adjustments, we’re able to more closely match the revenue stream with our fuel costs. This can mean CSU sends rate decrease to city council Colorado Springs Utilities presented a request to the Colorado Springs City Council to decrease electric bills for customers for the month of March. The proposed electric cost adjustment would reduce the typical residential electric bill by $1.74. No change was proposed for natural gas rates. In November 2004, City Council approved a change in the way Springs Utilities adjusts energy rates. The March adjustment is based on changes in costs and cost offsets from October 2004 to the end of January 2005. Future cost adjustments for electricity and natural gas will be made on a monthly basis, if needed. Energy cost adjustments reflect Springs Utilities’ cost for natural gas, fuel for power plants and for power that the community-owned utility purchases. Cost adjustments generate only enough revenue to cover the changing cost of fuel and purchased power. As costs for purchasing energy increase or decrease, Springs Utilities adjusts customers’ bills accordingly. “Previously, we made energy cost adjustments only once or twice a year,” said Richard Comerford, chief planning and finance officer for Springs Utilities. “Due to the everchanging market prices for natural gas and electricity, we felt we could better respond to market price trends with monthly adjustments and hopefully reduce some of the burden on our customers.” The City Council will now review cost adjustments for natural gas and electricity for the upcoming month at their formal meeting on the fourth Tuesday of each month. Specific information about natural gas and electricity rates will be posted on Springs Utilities’ Web site and various news outlets. Salazar Cont. from page 11 They also discussed the importance of the military on the economy and housing in Colorado Springs. Several commented on the absence of a Veterans’ cemetery in this city, one of the largest military cities in the United States. Salazar has been appointed to the Energy, Agriculture, and Veterans Affairs committees in Washington D.C., putting him in an influential position regarding many issues that concern Southern Colorado. Senador Salazar Cont. from page 11 Algunos comentaron sobre la de los Estados Unidos. ausencia de un cementerio de Salazar ha estado designado a las veteranos en esta ciudad, una de comisiones de energía, agricultura las más grandes ciudades militares y asuntos de veteranos en Washington D.C., poniéndole en una posición influyente respecto a las temas que conciernen el sur de Colorado. Open top Mini Cont. from page 10 Additionally the windshield is at an upright angle, providing more open space overhead. These design elements lend a feeling of spaciousness when the top is open. Like all Coopers, its most recognizable aspect is the face. The convertible has a re-designed front bumper, headlights and grille. The bumper has been enhanced with fewer crease lines and comes with chrome accents, which, along with newly integrated fog lamps, add a look of elegance. The headlights are redesigned with a new reflector and bezel under the crystal, and the grille is a three slat design that complements the overall changes to the recognizable face. The stiff body of the convertible offers occupants a high level of protection when combined with the standard safety features. These features include front airbags, seatbelt latch tensioners, belt force limiters, head side airbags, reinforced A-pillars, door beams and roll bars. This technology in combination with a design engineered to manage the absorption of impact energy offers integrated crash protection and occupant safety. The convertible comes standard with four airbags. In addition to the two front-mounted airbags, the convertible’s two side airbags protect occupants in the event of side impact. These head airbags are concealed within the seat upholstery and are deployed to protect the occupant’s head and upper body in the event of a side impact. The 1.6 liter four cylinder engines that power the Mini Cooper and Mini Cooper S hardtops are shared with their new convertible counterparts. The engine block in both models is constructed of sturdy cast iron, which reduces engine noise and vibration. The cylinder head is aluminum and features four hydraulically compensated valves per cylinder. Proven in the Cooper hardtop, the convertible’s engine provides responsive power and motoring fun. The 1.6-liter unit can generate 115 horsepower at 6,000 rpm and develops maximum torque of 111 lb.-ft. at 4,500 rpm German automotive manufacturer BMW produces the Mini convertibles in Oxford, England on the same assembly line as the hardtops. A workforce of 4,500 produces 3,500 units per week. In 2003, 170,000 Minis came off the assembly line. All Minis come with a four-year/ 50,000 mile new vehicle warranty, with a 12-year/unlimited-mileage corrosion rust-through warranty. Also part of the warranty package is a free maintenance program for a period of 3 years, 36,000 miles. financial savings, which can then be passed on to customers. What causes prices to change? The volatile natural gas market causes most of the price fluctuation. Like most utilities, we don’t own any natural gas fields. We are subject to market natural gas prices. By law, we cannot make a profit on the sale of natural gas. We are a nonprofit organization owned by the community. Rates are based on cost associated with serving customers. When energy costs change, we pass the decrease or increase directly on to customers. How will the monthly adjustment affect my utility bill? You should be aware that with monthly adjustments, you might see slightly more variation in your energy bills from month-to-month. However, your natural gas and electric use will remain the biggest factor affecting your energy bill. The weather, your conservation measures and the efficiency of your home and appliances cause your bill to fluctuate from monthto-month and, to a greater extent, from season-to-season. How will I be informed of each month’s cost adjustments? We will publish the rate information on the first day of each month in the Colorado Springs Gazette. Changes to the cost adjustments will also be available on our Web site (www.csu.org) or by calling customer service at4484800. Does this mean my prices are increasing or decreasing? Depending on market energy costs and other factors, the price could go up or down. This gives you a chance to react to price trends, primarily if prices rise, by conserving energy or making other changes. Is this a new charge item? No. The costs are the same as those previously reflected in annual price changes. They are simply being adjusted monthly. Does this mean that annual rate changes are a thing of the past? Customers may still see annual base rate adjustments to cover our costs to deliver energy and maintain our service levels. The monthly adjustments only cover our wholesale energy costs. With wholesale natural gas costs fluctuating so dramatically, how does Springs Utilities keep rates relatively stable for customers? We havedeveloped a hedging program and negotiate long-term contracts. Through these measures, about 80 percent of our natural gas supply is insulated from short-term market fluctuations. What can I do to level out my energy bills? Qualified customers may sign up forBudget Billing, which allows you to average your yearly utility bill into equal payments each month. Can my bill be paid automatically? Yes, sign up forElectronic Funds Transfer (EFT)and you will never have to write a check for your utilities bill again. With EFT,your payments are automatically withdrawn each month from your bank account. There is no charge for this service. You will still receive a statement detailing your utility use, the payment amount and the date the amount will be withdrawn from your account. When combined with Budget Billing, EFT allows customers to plan for expenses and better manage finances. Page 14 24 de febrero 2005 - 3 de marzo 2005 HELP WANTED LIKE TO WALK??
