lection day rapidly approaches. Much attention
is given to the major races – President, Senator,
Congressional representatives and statewide
measures. But further down on the ballot, Lynwood
residents have an opportunity to speak on one issue
that will have a significant impact on the quality
of life for all residents. Measure PS (and Measure
RD), if approved, open up many possibilities for the
preservation and protection of our quality of life.
Lynwood has a total of 93 miles of streets in
the city,and at least 62 miles are in need of repairs.
Some of the needed repairs are critical to prevent
further deterioration that in some cases can impede
mobility through the city. In addition to the miles of
streets in need of repair, we have miles of sidewalks
also in need of repairs. The most recent estimates
put the cost of needed repairs at $135 million. Some
of this need will be met by Measure PS.
Budget limitations make it difficult for the city
to address or fix all streets and sidewalks. Should the
voters approve Measure PS, Council members will
direct a substantial portion of the dollars raised to
infrastructure development and maintenance. Other
areas that will benefit from adoption of Measure
PS include: Streets. Sidewalks. Water wells. Water
delivery system. Tree trimming. ADA compliance.
Public parks. Recreation facilities and programs
for all ages. Public safety and fire protection. The
inability to protect its infrastructure and public safety
services can impact Lynwood residents in many
expected and unexpected ways.
Voting by mail is now underway. Registered
voters have no reason to wait until November 8th to
make their wishes known on what the city’s future
may hold. Voters who oppose the measure will need
to vote NO. Lynwood voters may adopt Measure PS
by casting a YES vote in favor of the measure.

home sturdier, such as bolting bookcases to wall
studs, installing strong latches on cupboards, and

aid kit, 3 gallons (11.4 liters) of water per person,
dust masks and goggles, and a working batteryoperated radio and flashlights.

l día de las elecciones se acerca rápidamente. Se está
prestando mucha atención a las votaciones principales:
Presidente, Senador, representantes del Congreso
y las medidas estatales. Pero más allá de las votaciones,
los residentes de Lynwood tendrán la oportunidad de
ser escuchados en un tema que puede tener un impacto
significativo en la calidad de vida de todos los residentes. Si

Lynwood tiene un total of 93 millas de calles en

it’s safe to exit.
Stay away from bookcases or furniture that can fall on
you.
Stay away from windows. In a high-rise building,
expect the fire alarms and sprinklers to go off during
a quake.
If you are in bed, hold on and stay there, protecting
your head and neck with a pillow.
If you are outdoors, find a clear spot away from
buildings, trees, and power lines. Drop to the ground.
If you are in a car, slow down and drive to a clear
place. Stay in the car until the shaking stops.

up at the polls) and marking your ballot (once
you receive it in the mail) and mailing it out or
depositing it at any voting location on Election
Day.

participate in the Vote-by-Mail Drop-Off Location
until November 7, 2016 for the November 8, 2016
Presidential General Election. This agreement
and authorization has been approved by the Los
Angeles County Registrar-Recorder/County Clerk
(RR/CC).
This initiative will allow voters to utilize
City Hall as a Vote by Mail Ballot Drop-Off
Location. Voters will be able to drop off their
completed marked Vote by Mail ballot, during
the specified time and date(s) at our facility.
Location will be available to the public
during your normal business hours.

Tandhehonoring
and recognizing the brave men
women who bravely served in our conutry’s
military and call Lynwood home. As part of
this tradition, members of the City Council
have requested that a permanent memorial be
dedicated and installed in the front lawn area of
the City’s Bateman Hall Facility. The memorial
will honor all branches of the military and our
American flag.
The veterans memorial will be installed in time
for the City’s Annual Veterans Day ceremony
on November 10, 2016 at the newly dedicated
veterans memorial park on the front lawn of
Bateman Hall. The flags and the flag poles have
been ordered and the contractors; Southern
California Flagpole Co. is scheduled to install the
poles and flags starting November 1 through
November 4.

Whooo is Block Watch?
he City of Lynwood’s Neighborhood
Block Watch Organization is a strong
group of Lynwood residents who work under
the philosophy of creating better, safer
neighborhoods throughout the City. While the
organization has been around for more than
30 years, and is driven by an active group of
Lynwood residents, the group of more than 50
Block Watch Captains still isn’t enough to cover
the entire City of Lynwood.
Block Watch Captains are captains for their
block only and while most Captains will advise
other neighborhoods that need their help, the
Neighborhood Block Watch Organization is in
need of more Block Watch Captains.
The City of Lynwood’s Neighborhood
Block Watch Organization works toward creating
safer living conditions for the community as a
whole. Based on a partnership between the City
of Lynwood and the Los Angeles County Sheriff’s
Department’s Century Station, the City’s active
Neighborhood Block Watch Organization embraces
the philosophy of community policing, identifying,
reducing, eliminating and preventing behaviors/
crimes that impact community safety and order.
At a time when community organizations
have been credited all across the country for
helping to lower crime rates, it is safe to say that
crime prevention starts in one’s home, in our
neighborhood and in our cities. Zeroing in on crime
takes involvement. Whether it’s more involvement
from law enforcement agencies or local
municipalities putting their foot down on crime
or groups of residents who have just had enough
with crime, it is community policing that makes a
difference.

up to the plate and starting one, call the City of

Tree Lighting Ceremony - Thursday, December 1, 2016
The City of Lynwood is ringing in the holiday season with its annual Tree Lighting Ceremony
at 5 p.m. on Thursday, December 1st in front of Lynwood City Hall, located at 11301 Bullis
Road in Lynwood. Stop by to enjoy festive holiday carols performed by our local Girl Scout
Troop #4813, sip on a cup of hot chocolate and nibble on cookies as you watch the tree
light up!
95th Annual Candy Cane Lane Christmas Parade – Friday, December 2, 2016
The City of Lynwood Recreation and Community Services Department is pleased to
announce that the lovely and talented Puerto Rican celebrity, Maria Celeste will join us as
our Candy Cane Lane Christmas Parade Grand Marshal this year! Maria Celeste has gained
much success as a broadcast journalist; she is also a best-selling author and television
personality. We look forward to seeing you at 7 p.m. at the Parade starting line located at
the intersection of Martin Luther King Jr. Blvd. and Atlantic Avenue. It’s sure to be chilly
outdoors, so make sure you dress appropriately for the weather and join us for this festive
holiday event!
Christmas for the Community – Thursday, December 15, 2016
Every year, for two weeks in October, approximately 200 Lynwood residents visit the
Lynwood Natatorium to sign up for assistance with food and toys for the holidays. The
Recreation and Community Services Department provides this program to low-income
families that are residents of the City of Lynwood. All applicants must meet certain criteria
and provide requested documentation in order to qualify for assistance. The distribution
date for this event takes place in December right before the holiday season begins. Stop
by or contact the Lynwood Natatorium for more information on this program; we’re located
at 3770 Martin Luther King Jr. Blvd. in Lynwood or call (310) 886-0414.
Santa’s Home Visits – Wednesday, December 21, 2016
Santa’s Home Visits are a very special event for a handful of pre-selected families in Lynwood.
Everyone gets involved in making the holiday season a bit brighter for several Lynwood
families needing a little extra help with food and toys for their children during the holiday
season; including the Lynwood City Council, Recreation Department staff, the Los Angeles
County Sheriff ’s Department, the Los Angeles County Fire Department as well as Santa
himself! Families are selected from our pool of Christmas for the Community applicants.
Applications are accepted during the month of October at the Lynwood Natatorium, 3770

| Your passport is ready
The Lynwood Public Library is now a
passport acceptance facility for U.S. citizens on
behalf of the U.S. Department of State. Passport
applications will be accepted by appointment
only. Call 310-635-7127 or visit colapublib.org/
passport. Monday through Thursdays from 10am
- 8 pm, Friday 10am - 6pm and Saturday 10am 5pm are the only days during the week to make an
appointment.
The County of Los Angeles Public Library
does not take photographs. You need one, 2” x
2” passport photograph. The background must
be light colored. You may not submit school
photographs. Completed, unsigned application form
DS-11 (PDF or complete online & print). The Library will
have copies of the DS-11 available to complete too.
Proof of United States citizenship (original documents
- no copies) Original documents must be submitted,
and will be returned to you by the U.S. Department
of State. Acceptable evidence includes: Certified U.S.
Birth Certificate, Naturalization Certificate, previous
U.S. Passport (may be expired, must be undamaged).
Acceptable identification include valid
Driver’s License, California I.D. card, previously issued
U.S. Passport or current Military ID card. Government
issued I.D. as well as a photocopy of the front and
back of the I.D. Two Checks or Money Orders for fees
For passport for minors, both parents and the
child must appear and there are special additional

Mayor’s Business Roundtable
The City of Lynwood’s Mayor is spearheading the
return of early morning meetings for business owners
called the Mayor’s Business Roundtables, on the first
Tuesday of every month from 7:30 a.m. to 9 a.m. at
Bateman Hall, 11331 Ernestine Ave., Lynwood, CA
90262. The Mayor’s Business Roundtable, which
will encompass the City’s Greater Lynwood Chamber
of Commerce’s efforts to promote businesses, will
feature a light breakfast and guest speakers that
will focus on a different business topic every month.
This Roundtable is open and free to the public to
attend, network and meet members of the business
community.

Bridging the Gap

Penny at a time.
It’s time to vote! Lynwood residents will have an
opportunity to be heard on one issue that can
have a significant impact on the quality of life for
all residents. Measure PS (and the accompanying
Measure RD), will open up many possibilities for
the preservation and protection of our residents’
quality of life.
Budget limitations make it difficult for the city to
address or fix streets and sidewalks. Should the
voters approve Measure PS, Council members
intend to direct a substantial portion of the dollars
raised through Measure PS to infrastructure
development and maintenance and a number of
other areas.

MEASURE RD
Areas that would benefit from adoption of
Measure PS include:
Streets
Sidewalks
Water wells
Water delivery system
Tree trimming
ADA compliance
Public parks
Recreation facilities and programs
Public safety and fire protection
The inability to protect its infrastructure and
public safety services can impact Lynwood
residents in many expected and unexpected
ways.
Registered voters have until November 8th to make their wishes known on what the city’s
future may hold. Voters who oppose the measure will need to vote NO. Lynwood voters may
adopt Measure PS by casting a YES vote in favor of the measure.
