Welcome Remarks from the Minister of Culture /
Palabras de bienvenida de la Ministra de Cultura
It is my great pleasure and honor to present the Sixth International
Conference of the Humanities, Arts, Science and Technology Alliance
and Collaboratory (HASTAC 2014), through which we seek to promote the
mobilization of knowledge in the digital age and how rapid technological
changes bring innovation in the ways we learn and teach.
The identification of the impact that new technologies bring to
society, especially when they intersect with art and culture, makes
this event of great interest for the Ministry of Culture, given our efforts
to promote the development of new media as contemporary tools to
support cultural production.
When we think about the changes brought by the digital age, often times we tend to think
about the new technological tools that constantly surround us. However, the challenge we
face should focus more on how to articulate these new media and technologies, as well as
the digital and interactive world, with the development of different sectors that are of great
interest to our country, such as arts and culture, education, social identity, gender equity
and other areas whose results can be strengthened and expanded.
‘’Hemispheric Pathways: Critical Makers in International Networks’’ is the axle that articulates
this great conference, and that gives it an interdisciplinary lens which, I am convinced, will
help us rethink the concepts of development and technology, and will help to further support
new opportunities for innovation and learning to make the digital age a driver of cultural
production.
Con grata satisfacción tengo el honor de presentar la Sexta Conferencia Internacional del
Colaboratorio y Alianza para las Humanidades, las Artes, la Ciencia y la Tecnología (HASTAC
2014), a través de la cual se busca dar a conocer la movilización del conocimiento en la era
digital y cómo los acelerados cambios tecnológicos conllevan innovaciones en las formas en
que aprendemos y enseñamos.
El descubrimiento del impacto que las nuevas tecnologías tienen sobre la sociedad cuando
confluyen con el arte y la cultura, hace que este evento sea de gran interés para el Ministerio de
Cultura dados los esfuerzos realizados por promover el desarrollo de los nuevos medios como
soportes contemporáneos en la producción cultural.
Cuando hablamos de los cambios provocados por la era digital, quizá lo más sencillo sea pensar
en los nuevos instrumentos tecnológicos que aparecen constantemente a nuestro alrededor.
Sin embargo, el reto que tenemos por delante debe concentrarse en cómo articular estos nuevos
medios y tecnologías, el mundo digital e interactivo, con el desarrollo de los diferentes sectores
que son de gran interés para nuestro país como sucede con el arte y la cultura, la educación, la
identidad social, la equidad de género y demás áreas cuyos resultados pueden fortalecerse y
ampliarse.
‘‘Senderos Hemisféricos: pensadores críticos en redes internacionales’’ es el eje que articula a
esta gran conferencia y que plantea una mirada interdisciplinaria que, estoy segura, nos ayudará
a repensar los conceptos sobre desarrollo y tecnologías, y nos servirá para dar mayor apoyo a
las nuevas posibilidades de innovación y aprendizaje que ofrece la era digital como propulsor
de la producción cultural.

About HASTAC 2014
Acerca de HASTAC 2014
HASTAC 2014 has been referred to by many observers as “Historical”. Historical not just because
of its location – and the fact that this, our sixth annual conference, is the first to be held in
Latin America is certainly noteworthy – but also in terms of its size, its outreach, and its
scope. As such, the theme of this year’s conference: Hemispheric Pathways: Critical Makers
in International Networks, was selected to reflect the importance of regional collaboration
in the economic and social development of the Americas.
In today’s world, the challenges we face – including climate change, food security, economic
development, public health and migration – are increasingly global in nature. Finding solutions
to these problems requires that researchers, educators, and policy makers from across
the world develop better ways of collaborating across institutional and regional boundaries.
HASTAC 2014 understands this and, as the first conference of its kind to be hosted at a national
ministry, brings together the political sphere – represented by the Ministry of Culture of Peru,
in collaboration with the Ministry of Education of Peru, and the Organization of American
States – and the powerful network of 15,000 educators, researchers, and artists that collectively make
up the Humanities, Arts, Science and Technology Alliance and Collaboratory (HASTAC).
This year’s conference brings together over 200 speakers from 15 countries around the world
and is the first HASTAC conference to be held in two languages – English and Spanish – thus
promoting cultural exchange and inclusiveness like never before. In that spirit, we encourage
you to take advantage of what HASTAC 2014 – and Peru – has to offer: inspiring people, innovative
ideas, and a rich and diverse culture, and to reflect on the myriad ways that we can, together,
face the challenges that affect us all in the Western Hemisphere.
Muchos han clasificado a la Conferencia HASTAC 2014 como “histórica”. Histórica no sólo
por su país anfitrión en esta ocasión, sino también por su tamaño, alcance y enfoque.
HASTAC 2014 marca la sexta edición de la Conferencia y la primera en celebrarse en América
Latina. Por ello, el tema de la Conferencia de este año es: Senderos Hemisféricos: Pensadores
Críticos en Redes Internacionales, para reflejar la importancia de la colaboración regional para el
empoderamiento económico y social.
En el mundo actual, los desafíos con los que se enfrentan los países son cada vez más
globales por naturaleza, tales como el cambio climático, la seguridad alimentaria, el desarrollo
económico, la salud pública y la migración, entre otros. La búsqueda de soluciones a estos
retos requiere que los investigadores, educadores y legisladores de todo el mundo encuentren
mejores formas de colaborar más allá de los límites institucionales y regionales. HASTAC 2014
da cuenta esto, siendo la primera conferencia de su naturaleza a realizarse en un Ministerio,
y reuniendo a la política – representada por el Ministerio de Cultura del Perú, en colaboración
con el Ministerio de Educación del Perú y la Organización de los Estados Americanos y a los
15,000 educadores, investigadores y artistas que conforman el Colaboratorio y Alianza para las
Humanidades, las Artes, la Ciencia y la Tecnología (HASTAC).
La Conferencia de este año junta a más de 200 ponentes de 15 países de todo el mundo. Por
ende también, es la primera vez en realizarse en dos idiomas, inglés y español, promoviendo
así el intercambio cultural y la colaboración como nunca antes. Con este espíritu, le invitamos
a disfrutar lo que la Conferencia - y el Perú - tienen que ofrecer: personas inspiradoras, ideas
innovadoras y una cultura rica y diversa, para reflexionar sobre cómo podemos, juntos, hacer
frente a los retos que nos afectan a todos en el Hemisferio.

V. Sherry Tross
Ms. Tross is Executive Secretary for Integral Development of the
Organization of American States in Washington D.C., managing a
portfolio of technical assistance and cooperation programs designed
to build human and institutional capacity, strengthen competitiveness
and spur innovation for sustainable development. Prior to this role,
Ms. Tross directed the Summits of the Americas Secretariat, facilitating
negotiations and bringing together Heads of State and Government
of 34 countries to discuss common policy challenges, set achievement
targets and develop plans of action to address development, governance
and security concerns in the region. Long a promoter of Inter-American
relations, Ms. Tross was honored in 2012 by the Government of Chile
with the Order of Bernardo O’Higgins for her work in bridging the gap
between the Caribbean and the Americas.
La Señora V. Sherry Tross es la Secretaria Ejecutiva para el Desarrollo Integral de la
Organización de los Estados Americanos, en Washington D.C., donde dirige el portafolio
de asistencia técnica y de programas de cooperación, el cual está diseñado para contribuir
con el desarrollo de capacidades humanas e institucionales, fortalecer la competitividad y
estimular la innovación para el desarrollo sostenible. Previo a esta función, la Sra. Tross dirigió la
Secretaría de la Cumbre de las Américas, acercando a los jefes de estado y de gobierno de 34
países para discutir los retos políticos, identificar los alcances y desarrollar planes de acción
para hacer frente a los asuntos relacionados al desarrollo, la gobernalidad y la seguridad en la
región. Con una gran trayectoria promoviendo las relaciones interamericanas, la Señora Tross
fue galardonada en 2012 por el Gobierno de Chile con la Orden de Bernardo O’Higgins por su
trabajo en la reducción de la brecha entre el Caribe y las Américas.

Luis Jaime Castillo Butters
Archaeologist by profession, Luis Jaime Castillo is the current Vice-Minister
of Cultural Heritage and Cultural Industries of the Ministry of Culture
of Peru. He holds a Masters degree and a Ph.D. from the University of
California, Los Angeles. In addition to his current responsibilities, he
also serves since 1991, as scientific director for the San José de Moro
Archaeological Program in Peru, and as Senior Lecturer in the Pontificia
Universidad Católica del Perú. Vice-Minister Castillo has also been
co-director of the Pampa Grande Archaeological Project (2004-2006),
co-director of the Archaeological Project of Charcape Portachuelo
(2003) and scientific advisor in the Huaca 20 Archaeological Project
(2005-2008). Additionally, he collaborated as Co-Editor of the Journal
Latin American Antiquity and was a visiting professor at l’Université Pablo
de Olavide in Seville and l’Université Bordeaux III, in France. Finally,
Vice-Minister Castillo has written numerous articles about the Moche
civilization burial and ceremonial practices, the Priestesses of San José
de Moro, the role of women in pre-Hispanic societies of the North
Coast and on the representations of warriors in Moche art.
Arqueólogo de profesión, Luis Jaime Castillo es el actual Viceministro de Patrimonio Cultural
e Industrias Culturales del Ministerio de Cultura del Perú. Cuenta con una Maestría y un Ph.D.
en la Universidad de California, Los Ángeles. Se ha desempeñado como director científico del
Programa Arqueológico San José de Moro desde 1991 y como profesor principal de la Pontificia
Universidad Católica del Perú. También ha sido codirector del Proyecto Arqueológico de Pampa
Grande (2004-2006), codirector del Proyecto Arqueológico Portachuelo de Charcape (2003) y
asesor científico del Proyecto Arqueológico Huaca 20 (2005-2008). Colaboró como Co-Editor
de la Revista “Latin American Antiquity” y fue profesor invitado en las universidades Pablo de
Olavide de Sevilla y Université Bordeaux III en Francia. Ha escrito numerosos artículos acerca
de las prácticas funerarias y ceremoniales Mochicas, las Sacerdotisas de San José de Moro, el
rol de la mujer en las sociedades prehispánicas de la costa norte y sobre las representaciones
de guerreros en el arte Mochica.

Mitchell Baker
As the leader of the Mozilla Project, Mitchell Baker is responsible
for organizing and motivating a massive, worldwide, collective
of employees and volunteers who are breathing new life into the
Internet with the Firefox Web browser, Firefox OS and other Mozilla
products. She has been the general manager of the Mozilla project since
1999, guides the overall scope and direction of Mozilla’s mission. Ms.
Baker was listed among the Top 100 Scientists and Thinkers by the TIME
Magazine in 2005, and was inducted into the Internet Hall of Fame by
the Internet Society in 2012.
Como líder del proyecto Mozilla, la Señora Baker se encarga de organizar y motivar a un grupo
de empleados y voluntarios a nivel mundial, con la finalidad de darle vida a Internet mediante
el navegador web Firefox, Firefox OS y otros productos de Mozilla. Ha fungido como Directora
General del Proyecto desde 1999, donde dirige el alcance general y la misión de Mozilla. La
Señora Baker pertenece a la lista de los 100 mejores científicos y pensadores de la revista Time,
publicada en el 2005 y fue incluida también en el Salón de la Fama de Internet por la Internet
Society en el 2012.

Connie Yowell
Dr. Constance Yowell is Education Director of the John D. and
Catherine T. MacArthur Foundation where she currently oversees an
$85 million program on Digital Media and Learning, which is exploring
the impact of digital media on young people and the future of learning.
Previously, she served as Associate Professor at the University of Illinois
where she examined the complex interplay among young people’s
emerging identity, their social context and achievement. Dr. Yowell also
served as a policy analyst in the U.S. Department of Education, where
she received the Distinguished Fellows Award from the William T. Grant
Foundation for her work on making the Web 2.0 more compatible teachers’
practices.
La Doctora Yowell es actual Directora de Educación, de la Fundación John D. and Catherine T.
MacArthur, donde supervisa un programa de $85 millones de dólares en Medios Digitales y
Aprendizaje, con lo que se explorara el impacto de los medios digitales en los jóvenes y el futuro
del aprendizaje. Anteriormente, se ha desempeñado como Profesora Asociada en la Universidad
de Illinois, donde se encargaba de examinar la compleja interacción entre la identidad emergente
de los jóvenes, su contexto social y sus logros. La Doctora Yowell también se ha desempeñado
como Analista Política en el Departamento de Educación de Estados Unidos de América, donde

José-Carlos Mariátegui
José-Carlos Mariátegui is a scientist, writer, curator and scholar on
culture, new media and technology. He received his Doctoral degree
in Information Systems and Innovation from the London School of
Economics – LSE (London). Dr. Mariátegui conducted research on the
implementation of BBC’s Digital Media Initiative (DMI) by studying
digital video as an image-based artefact in both news and long-form
productions. He also participated in The Information Habitat Research
Network, a team producing original research on information, media
and the Internet. Dr. Mariátegui is the founder of Alta Tecnología Andina
– ATA, dedicated to the development of projects in art, science and
technology and co-founder of Escuelab, an antidisciplinary research
and education space for creativity, technology and innovation in Latin
America. His most recent curatorial projects included: “In(visible)
Videographies”, “Emerging” and “VideoXXI – Lemaitre Collection”.
Dr. Mariátegui is also the Founding Director of the José Carlos Mariategui
Memorial Museum (1995-2005) and the Acervo Leistenschneider,
which holds the main collection of pre-Columbian arts and sciences.
Previously, he served as a Member of the National Commission on
Culture of thePeruvian Government (2001-2002) as well as the Advisory
Board of the Ministry of Culture (2010/2012-2013). He is also a Network
Committee Member of Prince Claus Fund (The Netherlands); Editorial
Board member for Leonardo Books at MIT Press and Managing Editor
at Tercer Texto.
José-Carlos Mariátegui es científico, escritor, curador y educador en cultura, nuevos medios y
tecnología. Tiene un Doctorado en Sistemas de Información e Innovación por la London School
of Economics – LSE (Londres). El Dr. Mariátegui investigó la implementación del Digital Media
Initiative (DMI) en la BBC, mediante el estudio del impacto del video digital en las producciones
audiovisuales y de noticias. También ha participado en The Information Habitat Research Network,
un equipo que produce investigación original sobre información, medios y el Internet. El Dr.
Mariátegui es Fundador de Alta Tecnología Andina – ATA, dedicada al desarrollo de proyectos en
arte, ciencia y tecnología en América Latina y de Escuelab, un proyecto antidisciplinario avanzado
de formación, innovación e investigación. Curador de exhibiciones de arte y tecnología a nivel
internacional, sus colaboraciones mas recientes incluyen: “Videografias In(visibles)”, “Emergentes” y
“VideoXXI – Lemaitre Collection”. Es también Fundador y Director de la Casa Museo José Carlos

Maryse Robert
Maryse Robert is director of the Department of Economic and Social
Development (DESD) in the Executive Secretariat for Integral Development
(SEDI) at the General Secretariat for the Organization of American States
(OAS). DESD promotes inclusive economic growth, competitiveness
and innovation in OAS member states through policy dialogue, institutional
strengthening and capacity building to facilitate the exchange of experiences
and successful practices particularly through horizontal and triangular
cooperation. DESD is the technical secretariat to a number of Ministerial
and high-level meetings, including culture, science and technology, tourism
as well as competitiveness and small and medium-sized entreprises.
Dr. Robert, a Canadian national, is currently adjunct professor on
international trade policy at the University of the West Indies (Cave Hill
Campus, Barbados). She has authored numerous studies on trade and
development-related issues. She is the co-editor with José M. SalazarXirinachs of Toward Free Trade in the Americas/Hacia el libre comercio
en las Américas (Brookings Institution Press/OAS, 2001) and the author
of Negotiating NAFTA: Explaining the Outcome in Culture, Textiles,
Autos, and Pharmaceuticals (Toronto: University of Toronto Press,
2000). She is an economist with training in international trade law.
She holds a Ph.D. from The Fletcher School of Law and Diplomacy
(Tufts University) and a Master’s degree in applied economics from the
Ecole des Hautes Etudes Commerciales (HEC) (Montreal, Canada). Before
joining the OAS, she worked on trade and development at the World
Bank and the United Nations, and in the private sector on telecom issues.
Maryse Robert es directora del Departamento de Desarrollo Económico y Social (DDES) de la
Secretaría Ejecutiva para el Desarrollo Integral (SEDI) de la Secretaría General de la Organización
de los Estados Americanos (OEA). Su Departamento promueve el crecimiento económico, la
competitividad y la innovación en los Estados miembros de la OEA para facilitar el intercambio
de experiencias y prácticas exitosas mediante la cooperación horizontal y triangular, a
través del diálogo político, la creación de capacidades y el fortalecimiento institucional. El DDES
funge como la secretaría técnica de varias reuniones ministeriales hemisféricas y de alto nivel,
tales como la de Cultura, la de Ciencia y Tecnología, la de Turismo, la de Competitividad y la de
Pequeñas y Medianas Empresas.
La Dra. Robert, de nacionalidad canadiense, es profesora adjunta de Política Comercial
Internacional en la Universidad de West Indies (Campus Cave Hill, Barbados). Es autora de numerosos
estudios sobre asuntos de comercio y desarrollo. También, es co-editora con José M. SalazarXirinachs de Hacia el libre comercio en las Américas (Toward Free Trade in the Americas, en
inglés, por Brookings Institution Press/OAS, 2001). Asimismo, es autora de Negociando NAFTA:
Explicando el Resultado de la Cultura, los Textiles, los Automóviles y los Productos Farmacéuticos
(Toronto, por University of Toronto Press, 2000). Es Economista con formación en Derecho Mercantil
Internacional. Tiene un doctorado de la Escuela Fletcher de Derecho y Diplomacia por la Universidad
de Tufts y una Maestría en Economía Aplicada de l’École des Hautes Études Commerciales (HEC)
en Montreal, Canadá. Antes de unirse a la OEA, trabajó en comercio y desarrollo en el Banco
Mundial y en Naciones Unidas, así como en el sector privado en temas de telecomunicaciones.

Breakfast is included in most of the Conference Hotels. Cookies and sandwiches will also be
served at the Ministry of Culture during the morning coffee breaks on April 24, 25 and 26 from
11:30 am to 12:00 pm.

Visit Peru
Peru is the third largest country in South America (after Brazil and Argentina), and one of the
world’s fastest-growing economies, with a GDP growth rate of 6.5% in 2013.
Geographically, Peru is blessed with a variety of landscapes, from mountains and beaches
to deserts and rain forests. In fact, the Amazon, the world’s largest rainforest, covers nearly
half of Peru and is home to plants and animals that do not live anywhere else on Earth. The
Andes, the second highest mountain range in the World, also runs through Peru.
Aside from those outstanding geographical characteristics, Peru is also very well-know for
its rich and diverse culture, colorful costumes, typical rituals and outstanding gastronomy.
In fact, Peru was named the World’s Best Culinary Travel Destination by the World Travel
Awards two years in a row, in 2012 and 2013. Typical foods include Ceviche (fish), cuy (guinea
pig), lomo saltado (beef) and anticuchos (beef heart).
Historically, Peru is referred to as the “Land of the Incas” since it is here, more specifically in
the city of Cusco, that the Inca Empire established its Capital, more than 600 years ago. The
Inca Empire was the largest empire in pre-Columbian America until it was conquered by the
Spanish in 1572. To this day, many ruins, temples, mansions and pre-Colombian art are still
present all over Peru, giving the country a mystical atmosphere.

There are eleven locations in Peru
designated as World Heritage Sites by the
UNESCO including the city of Cusco, the
Historic Santuary of Macchu Picchu, the
Nazca Lines and the Historic Center of
Lima.
Those unique features, and much more, have
attracted no less then 3.16 millions tourists to
Peru in 2013. In fact, tourism makes up for the
nation’s third largest industry, behind fishing and
mining – gold, silver, copper, zinc, lead, and iron are
present across the country. Tourism is also the most
rapidly growing industry in Peru – in fact, it is the
fastest growing industry in all South America, with a
yearly increase of 25% over the past five years.
In terms of research and development, Peru has deployed massive efforts in the past 5 years.
In 2013, the governement of Peru launched an initiative of 300 million soles (about $114
million USD) to encourage science and innovation in the country, with a focus on research
training. The government also plans to increase science funding to 0.7% of the GDP by 2016,
since the investment in this field currently accounts for less than 0.15%.

Perú es el tercer país más grande de América del Sur (después de Brasil y Argentina), y uno de

Geográficamente, el Perú cuenta con una gran variedad de paisajes, incluyendo montañas y
playas, desiertos y selvas tropicales. De hecho, el Amazonas, la selva tropical más grande del
mundo, cubre casi la mitad del Perú y es el hogar de plantas y animales que no viven en ningún
otro lugar en la Tierra. Los Andes, la segunda cordillera más alta del mundo, también atraviesa
el Perú.
Además de esas características geográficas excepcionales, Perú también es muy conocido por
su cultura rica y diversa, sus trajes coloridos, sus rituales típicos y su gastronomía. De hecho, el
