PEOPLE WHO LOvE NORTH BERGEN
Wainstein, and local volunteers hosted a Thanksgiving celebration at
Schutzen Park that over 1400 residents attended. This event brought
friends, family, and neighbors together to celebrate the holidays and their
love of North Bergen. To help each and every child in North Bergen enjoy
Christmas, the NBCC sponsored a Santa photo day, so children and their
parents could have a lasting memory of the holiday.
The North Bergen Concerned Citizens (NBCC) is now slightly more than
two years old and we are celebrating the remarkable success we have
made in helping members of our community. NBCC President, Larry
Wainstein, has dedicated his time to ensure that residents of North
Bergen have a voice where they previously had none and continuously
offers various social services to those in need. Throughout the years, Mr.
Wainstein has been at the forefront of helping North Bergen residents
whenever necessary.
We now offer free English classes, free computer classes, free legal advice,
free citizenship classes, free advocacy for parents of special needs
children, and a host of other social services, in an effort to fulfill our
commitment of providing assistance and resources to residents.
Last year, the NBCC raised money for fire victims and collected goods
and clothing for the victims impacted by Hurricane Sandy. During an
incredible July heat wave, when elderly residents of the North Bergen
Housing Authority complex in Cullum Tower were without air
conditioning due to an Authority management failure, the NBCC
stepped in to help people get relief and expose the Authority’s
mismanagement to the media. It was only AFTER the NBCC stepped in
that the Housing Authority took appropriate action.
We have become a voice for the people to be heard by our local
government. We continuously advocate for much needed changes in
North Bergen. Over the past year, the NBCC has fought to make our town
government transparent,has forced the town commissioners to upgrade
the town’s website to better serve the public, and has become a financial
watchdog – exposing corruption in the town’s spending.
During the last holiday season, the NBCC, distributed more than 1,000
turkeys to families in need throughout town. Also, NBCC President, Larry

permitió que amigos, familiares y vecinos tuvieran la oportunidad de compartir y celebrar
los días festivos y demonstrar su amor por North Bergen. Para ayudar a cada niño en
North Bergen poder disfrutar de las Navidades, la NBCC patrocinó un día de fotografías
con Santa Claus, para que los niños y sus padres pudieran obtener un recuerdo imborrable
de sus días festivos.
La organización de Los Ciudadanos por el Bienestar de North Bergen ( NBCC ) han
cumplido un poco más de dos años de edad y están celebrando su éxito notable que han
logrado para ayudar a los miembros de nuestra comunidad.
El presidente de la NBCC, Larry Wainstein, ha dedicado de su tiempo y energía para darle
voz al pueblo de North Bergen para poder enfrentarse a la administración de Sacco.
Durante los últimos años, el Sr. Wainstein ha estado en la vanguardia para ayudar a los
residentes de North Bergen cuando alguna tragedia los ha golpeado. El año pasado, la
NBCC recaudó dinero para las víctimas de los incendios y, además , recaudó artículos
necesarios y ropa para las víctimas afectadas por el Huracán Sandy.

asesoría legal gratuita, clases de ciudadanía gratuitas, actividades de promoción gratuita
para los padres de niños con necesidades especiales, y una serie de servicios sociales,
como parte de su esfuerzo por cumplir con nuestro compromiso de proporcionarle
asistencia y recursos a todos los residentes de North Bergen.
Durante una insufrible ola de calor durante el mes de julio pasado, cuando los residentes
de la tercera edad del complejo de la Autoridad de Vivienda de North Bergen, llamada

Mayor Sacco is continuing to dig deeper into the pockets of
North Bergen residents with another new tax. This tax
comes disguised in the form of a $15.00 parking permit
that every car owner MUST purchase.
El Alcalde sacco continúa profundizando su alcance dentro de los bolsillos
de los residentes de North Bergen con otro nuevo impuesto. Este impuesto
viene disfrazado en forma de un permiso de estacionamiento que requiere

Residents are also forced to pay additionally for their
visiting family members and friends. Mayor Sacco has
ordered parking enforcement officers to search the
streets every two hours giving out tickets in an effort
to raise over $1 million dollars. This is just another
example of bleeding the residents of North Bergen
for Sacco and his friends to collect unconscionable
salaries at our expense.

Since 1985, when Sacco took office, our taxes have
quadrupled to date. According to numbers provided by
the State of New Jersey, the taxpayers of North Bergen
pay Sacco’s administration over $150 million annually.
Sacco and his selected few continue to pad their salaries
at a cost of millions and millions of dollars to the
taxpayers. This rampant spending has put North Bergen
on a direct course to bankruptcy.
Since Mayor Sacco has taken office, North Bergen has
spiraled into debt – having borrowed over $500 MILLION
DOLLARS! This leaves our children and future generations
to foot the bill for Sacco’s corrupt spending.

Tonnelle Avenue is a never ending nightmare. During the past
15 years, construction crew after construction crew have been
tearing up Tonnelle Avenue. There is major traffic congestion,
numerous motor vehicle accidents, and even fatalities along
this dangerous strip of road. When this project was first started,
Mayor Sacco commented in the Hudson Reporter that it would be
completed within four years and that we would just have to deal
with the temporary traffic problems. It has been over 14 years,
and we are still nowhere near the end. During public
questioning at a recent Board of Commissioners’ meeting in North
Bergen, Mayor Sacco claimed that Tonnelle Ave. is a state road and
he has no control over the construction or completion of this
project. Senator Sacco, however, is the chairman of the Senate
Transportation committee, which oversees every single
project in the State of New Jersey! He is personally responsible
for every job and every payment given to the contractors. In
addition to his position as chairman of the Senate Transportation
committee, Mayor Sacco is responsible for issuing all the
permits for construction in North Bergen.
La Avenida de Tonnelle se ha convertido en una verdadera pesadilla. Durante los últimos 15
años, equipo de construcción tras equipo de construcción han estado rompiendo la Avenida

On a regular basis stories are reported in the Jersey Journal and
the Hudson Reporter, about accidents, deaths, and traffic issues
on Tonnelle Ave. yet, Mayor Sacco continues to blame this matter on
everyone except himself. As long as Mayor Sacco is more
concerned with lining his pockets from contributions from
contractors and developers, there will be no end to the traffic
jams, pollution, and accidents on Tonnelle Ave. Mayor Sacco and
his administration have over $2,874,610 reasons to make sure that
the Tonnelle nightmare never ends. As long as construction
continues and the state continues paying for these projects, Mayor
Sacco and his family continue to collect their bloated salaries
totaling $2,874,610.* figures are according to State of NJ Active
public employee payroll system.

Since taking office 29 years ago, Sacco has not done a single
traffic study for Tonnelle Avenue. In addition, the increasing traffic
on Tonnelle Ave. forces more cars and trucks onto our side streets
and onto Kennedy Blvd., which has become a virtual parking lot.
How can a Mayor and his rich friends put their greed over the
public safety? After reviewing public records on the Tonnelle
Avenue construction project, there is no sign of relief now or in the
near future. Not until we hold Senator Sacco accountable for his
blatant disregard for the health, welfare, and safety of the
people of North Bergen, will this situation be remedied.

Wainstein and the North Bergen Concerned Citizens Group growing daily
the North Bergen political machine of Mayor/State Senator, Director of
Elementary and Secondary Education of Schools Nick Sacco may be facing
political trouble come the municipal election in 2015. Nick Sacco has
been seriously considering making a change in the present
administration in hopes that he can survive.

Informed sources say the move is being advanced by Sacco’s trusted
advisors, public relations person Paul Swibinski and township attorney
Herbert Klitzner who, claim these sources, have urged the change be
made as soon as possible to avoid what they see as a loss in 2015. They
are advising Sacco there is a need to replace these two older
commissioners with two younger Hispanics so as to somehow improve
what some town hall sources believe has been the negative image of
Sacco among Latinos.

When asked about this pending move by Sacco Wainstein said, “that
North Bergen is one community of all its citizens working together to
improve the quality of life of all residents. This objective cannot be
obtained by changing a few faces on the Board of Commissioners. There
must be a qualitative change. One of integrity and an ideology that
creates an atmosphere of respect for all citizens of North Bergen”.
According to Wainstein this can only be achieved by a change in the
administration.

NORTH BERGEN POLiTiCs AT PLAY
This past year the people of
North Bergen have
witnessed a wide range of
actions by Mayor Sacco and
his political workers
including criminal
convictions, indictments,
cover-ups and secret
campaign donations.
First, came the criminal conviction of the
Superintendent of Public Works. With this
criminal conviction came a series of
investigations in the Public Works
Department. In an attempt at a cover up and
to prevent additional criminal indictments,
Sacco authorized the spending of over one
hundred thousand of taxpayer dollars
[$100,000.00] to hire criminal defense
attorneys to represent his political workers.
It seems the right position would have been
to fire the criminals rather than spend
taxpayer dollars to protect them. However,
this wrongful spending of taxpayer dollars
didn’t work since Tim Grossi, Sacco’s
number one enforcer, was criminally
indicted.
Then, it was revealed in a report in the
Newark Star Ledger that secret campaign
contributions were made to Hudson County
politicians from the engineering firm, Birdsall
Engineering Group. Mayor Sacco received
some of these illegal contributions.
According to the Star Ledger, North Bergen
Mayor and State Senator Nick Sacco and his
North Bergen Democratic Municipal
Committee received $6,000 in secret
donations from this deal. Criminal activity
and governmental wrong doing continues.
Only recently, an employee in the North
Bergen Housing Authority was sentenced to
four years in prison for corrupt activity.
Then, a blockbuster report was released by
the Office of the New Jersey State
Comptroller exposing that Mayor Sacco paid
an attorney $18,800 a year plus health
benefits (worth $20,000) although the
attorney did no work for the township. In a
statement issued by Comptroller, Matthew
Boxer, he said, “What we found were repeated
failures to review legal bills and manage legal
contracts in a way that looks out for
taxpayers”. According to the report the
attorney told the investigators that he did not
get any work but his salary and health
benefits continued. The attorney told the
investigators that during this entire period,
while collecting salary and benefits without
working, he was routinely solicited to “make
political contributions”. The report has been
turned over to the office of the Attorney
General for criminal prosecution.
This same report also revealed that in the year
2011 the municipal attorney, Herb Klitzner
was paid $207,870 plus an additional
$16,469 for unused vacation time. This
payment is more than any other municipal
attorney in the entire country and more than
the state Attorney General! In addition, Herb
Klitzner has given over one million dollars
of work to the law firm he is affiliated with.
These are just a few examples of corrupt
North Bergen politics at play.

The desire to see our children succeed unites us all. Because
education is the primary component to success, we cannot
accept North Bergen’s failing education system. North Bergen
has one of the highest pay rolls in the state, yet somehow there
is not enough money for books or to build new schools. Our hard
earned tax dollars are used to pay inflated political salaries.
We are losing highly competitive educators to
other school systems, due to these injustices.
Before the Sacco administration, North Bergen had one of
the top school systems in the State. We now have one of the
lowest ranked!
While Mayor Sacco puts North Bergen children last, other
towns, like Union City, provide modern, up to date facilities
for their children.
Should a school administrator’s salary surpass that of the
Governor of NJ or the President of the United States? Mayor
Sacco’s salary as the Director of Primary and Secondary
Education and several other education administrators’
salaries have surpassed both.
The State of New Jersey has advised the North Bergen Board
of Education that they can no longer keep teaching in the
dilapidated trailers in Hudson County Park. They are a fire
hazard and unfit for learning. Our preschoolers deserve
better! To date, our school system has refused to remedy this
violation.
Throughout the years, our teachers have been asked to give
concessions in their contracts while watching a selected few
administrators get rich from the money that should be used to
improve our children’s education. Every year, our educators are
forced to teach our children without the proper books or learning
materials.
As parents we work hard every day to make sure that our children
have every tool they will need to succeed. We owe it to our
children to demand a better education for them. It is up to us
to demand that the administration be held accountable
for stealing from the education system and to demand better for
our children.
When teachers’ futures are predicated on how
much they donate to the Mayor and not their
credentials, our children pay the price.

El gran deseo de ver a nuestros hijos ser exitosos es una meta que nos une a todos
los padres. Dado que la educación es el componente principal para ellos poder
lograr el éxito, no podemos aceptar el sistema educativo difunto que nos ofrece
la ciudad de North Bergen.
A lo largo de los años, se le ha pedido a nuestros maestros que acepten numerosas
concesiones en sus contratos mientras que un grupo selecto de administradores
privilegiados se siguen enriqueciendo con el dinero que se debe estar utilizando
para mejorar la educación de nuestros hijos. Cada año, nuestros educadores se ven
obligados a enseñar a nuestros hijos sin los libros o materiales adecuados para el

sACCO CREATEs NEW JOB POsiTiON FOR HimsELF
In order to protect the integrity of the NJ Schools system and
to protect against exorbitant paying jobs in New Jersey
schools, Governor Christie initiated an executive order in
2010, and implementation occurring in 2012 to limit the salary
of NJ school Superintendents and Asst. Superintendents to a
maximum of $165,000. This $165,000 cap, while very
generous by most standards, proved to be insufficient for
Mayor Sacco.
State's goal of keeping the focus of our tax dollars on providing
our children with the quality education that they deserve and that
we pay for with our hard earned tax dollars. Then, as if the $220,000
salary that he had been taking for a mere part-time job wasn't
enough, Mayor/Senator Sacco increased his salary under his newly
invented position to $250,000 per year. Just to be clear –
Mayor/Senator Sacco found a way to evade the State mandated
maximum salary cap by changing his title and then actually
increased his salary to $85,000 more than the maximum that a
school employee that works full-time should receive despite the
fact that, at most, he would be considered only part-time. Imagine
if all the energy Sacco spends evading the law and maneuvering
ways to steal money from the North Bergen taxpayers was
invested in finding ways to improve our failing education system
to serve our children. Perhaps if Mayor/Senator Sacco wasn't
so focused on getting rich from North Bergen tax dollars, we
wouldn't have one of the lowest ranked school systems in the
State and government in North Bergen would work for our
children instead of cheating them out of the education they
deserve.
Mayor Sacco held the title of Assistant to the Superintendent
of Schools for which he was getting paid $220,000 a year, a
salary significantly higher than the maximum amount set by
State law. (It is important to note here that as a State Senator,
Sacco spends 2 days of every week in Trenton, and as Mayor,
he is in town hall at least one day a week, making him a parttime Asst to the Superintendent who gets paid an extra
$220,000 per year.)
In response to the State mandated cap on his salary, Sacco neither
reduced his salary down to $165,000 nor filled the position with
someone willing to accept a more reasonable salary and perhaps
willing to work full-time to justify such a salary. Instead, Sacco
simply changed his title in an attempt to avoid the law, allowing
him to continue to raking in unjust money from the North Bergen
School System out of the money that should be going towards our
children's educations. Sacco changed his title to Director of
Secondary and Primary Education, thereby circumventing the

salario de $220,000.00 que él había estado cobrando por un trabajo de tiempo parcial
simplemente no fuera suficiente, el Alcalde/Senador Sacco unilateralmente aumentó su
salario bajo su recién inventada posición a $250,000.00 dólares por año. Para ser claro,
el Alcalde y Senador Sacco maniobró la forma de no sólo esquivar el mandato de un
salarial máximo de $165,000.00 por su puesto solamente cambiando su título, sino luego
creo la forma de realmente aumentarse su salario por más de $100,000.00 del máximo
que sería permitido por la ley para un empleado escolar que trabaja una jornada completa
– a pesar de trabajar sólo lo que se consideraría un tiempo parcial en esta posición.
Imagínese si toda la energía que gasta Sacco evadiendo la ley y maniobrando modos de
robar el dinero de los contribuyentes de North Bergen fuese gastada en encontrar maneras
de mejorar nuestro débil sistema educativo y servir a nuestros hijos.
El Gobernador Christie implementó una orden ejecutiva en el 2010, y la
aplicación de dicha ley entro en vigor en el 2012 para limitar el sueldo
de los superintendentes y los Asistentes en todas las escuelas del Estado
de Nueva Jersey. Dicha ley ha limitado el salario máximo que puede ser
pagado a un Asistente superintendente a no más de $165,000 anuales.
Esta cantidad de $165,000.00 al año, lo cual es lo suficiente generoso
por las normas generales, resultó ser insuficiente para el Alcalde sacco.
El Alcalde sacco sostuvo el título de Asistente superintendente de las
Escuelas y recibía un salario de $220,000.00 al año, un sueldo
significativamente más alto que la cantidad máxima marcada por la ley
Estatal. (Es importante señalar aquí que como senador, sacco está en
Trenton 2 días de la semana y como Alcalde, está en el Ayuntamiento
por lo menos un día a la semana, dejándole sólo un tiempo parcial como
Asistente al superintendente de las Escuelas por el cual recibía un sueldo
adicional de $220,000.00 por año.)
Tal vez si el Alcalde y Senador Sacco no tuviese como enfoco el enriquecerse con el dinero
de los impuestos de los residentes de North Bergen, no tendríamos un sistemas escolar
clasificado entre los más bajos en todo el Estado de Nueva Jersey, y el gobierno de North
Bergen sólo luchara por mejorar la educación de nuestros hijos en vez de engañarles y
robándoles la educación que se merecen.
En respuesta a los mandatos del estado sobre su escala salarial, Sacco ni redujo su
sueldo a $165,000.00, ni le ofreció su posición a alguien dispuesto a aceptar un salario
razonable y tal vez dispuestos a trabajar el tiempo completo para justificar dicho

The maximum amount of income that a taxpayer can earn and still
get the Earned Income Tax Credit has increased. The taxpayer may
be able to take the credit if:
• They have three or more qualifying children and earn less
than $45,060 ($50,270 if married filing jointly).
• They have two qualifying children and earn less than
$41.952 ($47,162 if married filing jointly).
• They have one qualifying child and earn less than $36,920
($42,130 if married filing jointly).
• They have no qualifying children and earn less than $13,980
($19,190 if married filing jointly).
• EARNED INCOME CREDIT (EITC)
The maximum credit amounts for this year are:
• $5,891 with three or more qualifying children
• $5,236 with two qualifying children
• $3,169 with one qualifying child
• $75 with no qualifying children
Investment income must be $3,200 or less for the year.

More people may be eligible to claim the child tax credit.
The additional child tax credit on Schedule 8812 is
refundable to the extent of 15% of the taxpayer’s earned
income in excess of $3,000. A qualifying child must be
under 17, a son, daughter, stepchild, eligible foster child
who is a dependent, brother, sister, stepbrother, stepsister,
or descendent of one of them (including grandchild, niece
and nephew). This credit is nonrefundable, and can only
reduce the taxpayer's income tax.
