What is the Economic and Industrial Development Plan for As Pontes?
En 1997 ENDESA, Xunta de Galicia y las Centrales Sindicales firman el Plan de
Desarrollo Económico-Industrial para As Pontes.
In 1997 ENDESA, the regional government of Galicia, and the trade-union organisations signed the Economic and Industrial development plan for As Pontes.
El Plan se concibió para apoyar la implantación de nuevas empresas, la diversificación industrial de la zona y la creación de puestos de trabajo alternativos tras
el cierre de la mina de lignito que abastecía el complejo minero-energético de
ENDESA.
The plan was conceived to support the creation of new companies, the industrial
diversification of the area and the creation of alternative employment after the
closing of the lignite mine which supplied the Endesa energy and mine complex.
Objetivos
Los objetivos del Plan son:
● Apoyo en la concesión de incentivos a la inversión y a la creación de puestos de trabajo.
● Captación de proyectos externos de inversión.
● Creación y sostenimiento desde las distintas instituciones (Xunta de Galicia,
Administración Central, Administración Local y Centrales Sindicales), de un
clima de apoyo a las iniciativas y proyectos que se generen.
● Mejora de las infraestructuras de la zona.
● Dotación para el equipamiento social, cultural y empresarial.
● Fomento de iniciativas locales.
● Formación de recursos humanos.
● Restauración medioambiental.
Instrumentos
El Plan incluye 5 instrumentos de diversificación económica:
● Mejora de las infraestructuras viarias.
● Creación de nuevo Suelo Industrial.
● Subvenciones a fondo perdido dotadas por ENDESA.
● Creación de la Oficina de Promoción y Desarrollo Económico (OPYDE).
Objectives
The main objectives of the plan are:
● To support investment incentives and the creation of employment.
● To attract new external investment projects.
● To create and maintain an atmosphere of support for the incentives and
projects (from the regional government of Galicia, from central administration
institutions, local and central federations of trade unions).
● To improve the infrastructure and connections of roads.
● To improve social, cultural and entrepreneurial infrastructures.
● To encourage local initiatives.
● To train the work force.
● To take environmental issues into consideration.
Tools
The Plan includes 5 economic diversification tools:
● Improvement of the road infrastructures
● Creation of new industrial space.
● Non refundable grants offered by ENDESA.
● Creation of the “Oficina de Promoción y Desarrollo Económico (OPYDE)”.
● Training.
● Formación.

Hitos conseguidos
Goals achieved
Los logros más importantes alcanzados por el Plan (1997-2007) han sido:
● 1.276 nuevos puestos de trabajo creados, 576 más de los establecidos
inicialmente como objetivo.
● 40,5 hectáreas de nuevo suelo industrial construidas.
● 50 nuevas empresas implantadas con la ayuda del Plan convirtiendo en
realidad el objetivo de diversificación del tejido económico de la comarca.
● 244,8 millones de euros de inversión generada.
Los hitos alcanzados hasta el momento han sentado las bases para un desarrollo
socioeconómico sostenible de la comarca minera de As Pontes más allá de la
dependencia inicial de la explotación minera.
The most important achievements of the Plan (1997-2007) are:

● 1.276 new employments, 576 more than the initial objective.
● 20 hectares of newly constructed industrial ground, executing 14,4 new
hectares.
● 50 new companies thanks to the support of the plan, thus making diversification of the region’s economic structure a reality.
● Generation of 244,8 million euros of investment.
The goals achieved so far have created a foundation for steady social and economic development of As Pontes.

de García Rodríguez (A Coruña). El Parque Empresarial ha sido promovido por
Xestur A Coruña, S.A. y su ejecución cofinanciada por la Xunta de Galicia, el Instituto para la Reestructuración de la Minería del Carbón y ENDESA.
The business park of Penapurreira is located in the “Concello de As Pontes de
García Rodríguez (A Coruña)” and has been promoted by Xestur Coruña, S .A ..
Its implementation has been financed by the regional government of Galicia, the
institution working towards the reorganisation of the coal mining and of ENDESA.

Disponibilidad de ventanilla única
El instrumento de gestión del Plan es la OPYDE (Oficina de Promoción y Desarrollo Económico de As Pontes) gestionada por un equipo de profesionales que ofrece
un asesoramiento personalizado para cada proyecto de inversión.
La OPYDE funciona como ventanilla única del Plan de Desarrollo para As Pontes
para la solicitud de suelo industrial y asesoramiento en el diseño de estrategias
de acceso a la financiación pública para proyectos de inversión generadores de
empleo.
Asistencia en materia de subvenciones
El equipo técnico de la OPYDE está a su entera disposición para asesorarle respecto de las posibilidades de acceso a la financiación pública para cofinanciar su
proyecto de inversión.
El servicio de asistencia en materia de subvenciones le permitirá:
1. Identificar todas las posibles ayudas existentes para la financiación del presupuesto de inversión y/o gasto que quiere acometer una empresa o entidad.

2. Establecer el calendario y la estrategia a seguir para optimizar las ayudas y
subvenciones identificadas.
Diseño de soluciones financieras
El equipo técnico de la OPYDE ofrece además un servicio de orientación financiera.
Este servicio está destinado a evaluar la necesidad de recursos financieros en las
empresas y a orientar planes de negocio que soporten la solicitud de créditos frente
a las entidades bancarias y la búsqueda de aportes con nuevos inversionistas.
Interlocución entre Administraciones Públicas
La OPYDE, como instrumento de gestión del Plan, actúa cómo interlocutor de los
promotores de proyectos de inversión generadores de empleo ante los Organismos Públicos otorgantes de Ayudas Públicas a Proyectos de Inversión.
Esta función se basa en uno de los principales objetivos del Plan, consistente en
“la creación y sostenimiento desde las distintas instituciones (Xunta de Galicia,
Administración Central, Administración Local y Centrales Sindicales), de un clima
de apoyo a las iniciativas y proyectos que se generen en As Pontes”.

Availability of an open office
The managing instrument of the plan is the OPYDE (Oficina de Promoción y Desarrollo Económico de As Pontes – office for the promotion and economic development
of As Pontes). This office is conducted by a group of professionals that offer personalised advise for each investment project.
The OPYDE works as an open office for the development plan of As Pontes guiding
the request of industrial ground and supervising the design of strategies for receiving public financing.
Assistance with grant issues
OPYDE’s technical team will always be available in order to advise you on the different public financial funds that exist to co-finance your particular investment project.
This service will help you:
1. To identify all the existing funding possibilities for the investment budget and/or
the expenses that a company or entity is prepared to undertake.

2. To develop a calendar and strategy in order to achieve the highest possible
grants.
Financial solutions
OPYDE’s technical team also offers a financial orientation service.
This service is created to evaluate the financial needs of the company and to
supervise business plans that support credit solutions.
The service aims to evaluate the financial needs of the enterprises and to advise
them, in the preparation of credit eligible business plans with the aim of requesting
credits in financial institutions and also helping the enterprises find new investors
for the projects.
Dialogue amongst public administrations
The OPYDE also acts as a negotiator between the public administrations and the
promoters of the different investment projects.
This service is based on the main objective followed by the economic development
Plan of As Pontes that consists on “creating and maintaining an atmosphere of support
for the incentives and projects (from the regional government of Galicia, from central
administration institutions, local and central federations of trade unions), , creating a
proper environment for the implementation of business plans in As Pontes”.

de cada proyecto.
Thanks to the special circumstances created by the town council of As Pontes, the
projects are eligible for general public financing, which may reach, in general terms,
up to 30% of the total cost of the project.
● As Pontes es uno de los municipios españoles incluidos en el Programa Operativo de la Iniciativa Comunitaria RECHAR.
● As Pontes está considerado municipio elegible para las Ayudas de Reindustrialización promovidas por el Ministerio Industria, Turismo y Comercio.
● As Pontes es beneficiario del Plan Galicia para el conjunto de la Comunidad
Gallega, en las Ayudas de Incentivos Económicos Regionales del Ministerio
de Economía.

● As Pontes está considerado territorio elegible en las Ayudas a Proyectos
Empresariales de Inversión promovidas por el Instituto Gallego de Promoción Económica.
● As Pontes is one of the councils included in the program: Community
Initiative RECHAR.
● As Pontes is considered as a municipality eligible for Reindustrialisation
Funds promoted by the Ministry of Sciene and Technology.
● As every area in Galicia, As Pontes is beneficiary of the Galicia Plan with the
grant denominated “Incentivos Economicos Regionales” from the Ministry of
Economy.

La región de As Pontes cuenta con una población eminentemente joven. La tradición industrial del municipio lo ha dotado de recursos humanos altamente cualificados siendo constante el esfuerzo de actualización en este sentido.

Desde un punto de vista energético, As Pontes cuenta con una posición estratégica inmejorable, la presencia del complejo eléctrico de ENDESA con 2.500
megavatios instalados en la zona y la proximidad de la planta regasificadora de
REGANOSA.
Complementariamente, es destacable la existencia de un tejido empresarial diversificado en el municipio, compuesto por un buen número de empresas auxiliares del sector industrial.
Atendiendo a su distribución sectorial, alrededor del 50% de las empresas pertenecen al sector servicios, en tanto que un +/- 40% pertenece al sector industrial y un
+/- 3% al sector primario e industrial relacionado con el mismo. El restante +/- 7%
corresponde al sector de la construcción.

Availability of natural resources and supplies
From an energy point of view, As Pontes has a strategic position which is impossible to improve, thanks to the energy and mine complex of ENDESA with 2,500
megawatts installed in the area and the closeness of REGANOSA`s gas plant.
In addition the region also has a diversity of enterprises of which most of them are
from the industrial sector.
Nearly 50% of the enterprises are from the service sector, of which more or less
40% are part of the industrial sector and 3% of the primary sector. The remaining
7% come from the construction sector
Infraestructuras de comunicaciones
Communications infrastructure
Las excelentes infraestructuras en comunicaciones hacen de As Pontes el punto
justo para la implantación de nuevas empresas. A través de la autovía Ferrol-Villalba se conecta con el puerto de Ferrol* y la meseta, y a través de la autopista AP-9
con el aeropuerto de A Coruña y con Portugal.
The excellent communications infrastructure in As Pontes makes it the perfect place for setting up business. The Ferrol-Villalba highway is well connected to the
Ferrol port* and the centre of Spain and the AP-9 highway gives easy access to the
airport and to A Coruña and Portugal.
(*) El Puerto Interior es una instalación enfocada a tráficos intermodales con potencial para el establecimiento de nuevas líneas marítimas de tráfico RoRo (rodado)
entre la Península Ibérica y otras partes de Europa (Benelux, Irlanda-Reino Unido,
etc.). El puerto exterior es una nueva instalación portuaria con grandes calados y
superficies.
(*) The inner port is a facility focused on intermodal traffic with the potential for new
roll-on roll-off shipping routes between the Iberian peninsula and the rest of Europe
