Introduction
I
n 1999, UNETE undertook the ambitious goal of improving the quality and equity of education in Mexico. Those who were part of this project from the very
beginning and those who joined later on, have realized that despite the long
road ahead of us, we have seen great achievements for our country’s youth.
Mr. Max Shein Heisler (R.I.P) was a passionate visionary. He passed his spirit
on to UNETE’s founders and collaborators, and constantly remining them that
“the sky is the limit”. Everyone in UNETE understood his words. It is thanks to
that conviction, that today we are celebrating UNETE’s 15th anniversary.

Throughout these years, we have achieved important results impacting not just millions of Mexican students but also their teachers and parents, who support the
children in their development. There is no doubt that the enormous potential of the
Mexican people and the public and private sectors joint effort have led to the success of our organization.
What you hold in your hands is much more than a report; it is a tribute and a journey that takes us back to the small and ambitius project initiated 15 years ago,
which now serves over 2.3 million mexican youth and counting.. Furthermore, it is
an acknowledgement to all those people, institutions, government agencies and
companies that share Mr. Max’s ideal, which continue to serve as the main drive and
steering wheel.
Evolution has played a fundamental role in our organization’s activities. As years go
by, we adapt to the new needs of the school community. Time changes and so does
UNETE. However, we are always focused on creating a better nation, offering fair
and equitable opportunities to our youth.

W
e are celebrating our
15th anniversary… although it seems like
it was yesterday when
my dear grandfather
Mr. Max Shein (RIP) invited us to create this
organization. He was
convinced that education is the most valuable tool you can provide children with in order for them to develop
their potential.
During these three lustrums, we have become
stronger and come to understand that teachers are the change agents in the teachinglearning processes. Apart from computers and
connectivity, we have focused on making better education contents available for the school
community, providing a robust training program for teachers, creating Comunidad UNETE and developing an innovative on-site and
remote mentoring program.
One of our greatest challenges has been connectivity. Many remote communities do not
own telephone and Internet services, so we
have installed more than two thousand satellite antennas throughout the country. That
makes us the second largest and most active network for basic education. Additionally,
many of these schools have been equipped
with a preloaded server with more than 100GB
of educational contents.
All this has been possible thanks to the more
than 500 donors who have backed us up during
this time. To all of them I want to express my
deep gratitude, as together we have been able
to equip 7,202 schools that support more than
2 million 300 thousand students and 95 thousand teachers in Mexico. For that I am truly
grateful.

NETE has been successful from its very
beginning. It always
focused its efforts on
providing better development opportunities for
Mexican students and
teachers and fostering
quality education. Since
our model was introduced into the classrooms, we have come to understand
the school community’s true needs,
empowering our beneficiaries to use
technology to improve their competences.
Since UNETE´s founding the mission
of taking technology to schools required that we be innovative. Throughout
the years, we learned that in order to
have a positive impact on education
quality it is necessary to have adequate and comprehensive Information and Communication Technologies (ICT).
A fundamental factor for the success
of our model is the teachers’ work, it
is they who create change. Hence, it is
important to provide timely training,
information, tools and mentoring
to help make the most of technology in their classrooms. Likewise, we
provide students with attractive and
accurate pedagogical subject-matter
aligned with the official curriculum.
Our model has evolved to a more so-
phisticated and integral attention, as
we aim to provide tailor-made solutions for every school we work with
to increase the number of beneficiaries and the educational impact.
In order to refine our interventions,
we take 21st century education
theories into consideration and observe the Learning Innovative Environments promoted by the Organization for Economic Co-operation and
Development (OECD). That way, we
can keep our project updated and set
new goals, always placing the students at the core of learning. What
is more, we have engaged in the task
of assessing the actual conditions,
different equipping models and digital contents than can impact the
teaching-learning processes through
the use of ICT.
We know that the learning environment needs to be very clear on what it
expects from students, otherwise the
motivation dissipates and students
become less capable of adapting to
simple activities within the knowledge framework. We intend to boost
students’ motivation, ensuring the
acquisition of significant knowledge
and abilities that will lead them to
commit to deep learning.
What is more, have foster collaborative projects designed for developing cognitive activities such as critical thinking, problem solving, and
decision-making processes. Students
learn how to learn and strengthen
their creativity. At the same time they
improve their non-cognitive abilities
through the interrelation and communication with their peers.
Motivated and happy students are
more likely to develop digital abilities
such as technological literacy and
creation of learning projects; in other
words, students become capable of
obtaining information and assessing
it critically, at the same time they use
devices to process, organize, and interpret said information. Students
learn how to communicate more efficiently.
We are very proud to see our model
evolve year after year and adapt to
offer opportunities to those that need
them the most. Out of the population we currently benefit, 79% do not
have any other choice in accessing
technology . This, together with other
factors, motivates us to double our
efforts to continue learning and developing better tools and educational
contents that can prepare Mexican
boys and girls better for the future.
Fifteen years went by quickly, but we
still have a lot to do.

ax Shein’s philanthropic
work started in the 1940’s
when the “Albert Einstein”
Secondary School was built
in the Mexico-Tacuba avenue in Mexico City. In 1963,
he created a scholarship
fund for his workers’ children, and in 1965 he started
giving away Christmas and
Three Kings Day gifts to the
poor, supported by the National System for Integral Family Development (DIF) and the State
governments. In 1982 he donated the funds for
a rural school in Panzacola, Tlaxcala. In 1995 he
provided funds for the Technological Recovery
Organization in Mexico.

When he travelled to Israel, Mr. Max Shein, for
the first time, saw children using computers, so
in 1995 he adopted the equipping of media classrooms in elementary and secondary schools as
one of his favorite projects.

González, Liébano Sáenz, Roberto Sánchez Mejorada, Guillermo Kelley, Alejandro Hernández,
Antonio Prida and Víctor Guerra, founding the
Unión de Empresarios para la Tecnología en la
Educación, A.C. (UNETE). They all shared a common dream and goal: to provide equal opportunities to all Mexican children and youths through
the use of technology.

Mr. Max Shein found great pleasure in learning
that so many Mexicans felt committed to their
country. His main aspiration was to have the
support of the Education Ministry, State governments, ILCE, parents, and donors to see all
schools equipped in the short term.
Max Shein passed away on November 29, 2000,
at 93 years old.
Thanks to his vision, our organization has evolved throughout the years. Currently, the benefited schools not only are equipped with technological devices and Internet connections, but they
also receive training for teachers, educational
content, digital resources, on site and remote
mentoring, and access to the education portal
UNETE Community (Comunidad UNETE).
Agreements are entered into with Microsoft
Mexico and the Latin American Institute of
Educational Communication (ILCE) to foster their
participation in UNETE’s multi-sectorial model.
2001

OLPC. This support shas allowed us
to take the best assets of each one of
them to find new and better ways of
supporting the use of technology in
education. Likewise, we have introduced contents such as Brain POP,
Conabio, Educare, Eduspark, Galileo,
INITE, Khan Academy, Lexium, Multimedia Escolar, Reading Companion,
Edulab, TryScience, Ncomputing, Villa
Aprendizaje, Vitamin, among others,
to the participating schools.
Currently we manage different equipping models, adapted to the needs and
education levels (desktops, laptops,
tablets, etc.); however, the media
classrooms continue to be a useful
multifunctional space for research,
workshops, virtual classrooms, language labs, and digital libraries.
It is also worth mentioning that our
model has become more comprehensive thanks to the support of technology companies like Microsoft, which
has provided licenses for each one
of the schools. CA offered the greatest antivirus donation for supported
schools. INTEL has donated contents,
digital microscopes and training for
teachers. IBM has helped in the implementation of English Labs in the
digital media classrooms. AMD supported us with a large number of monitors and processors.
The impact and results for each of the areas covered is presented below:
Equipping
We started implementing UNETE’s Multi-sector
Model together with ILCE and SEP in 1999. With
the active support of the private sector, federal government, state governments and school
community we were able to equip media classrooms in public schools.
Throughout these years we have equipped
schools in different parts of the country, in the
big capital cities, suburbs, and remote areas
such as the Lacandon Jungle and the Tarahumara Mountains. We have also reached highrisk areas such as Tamaulipas, Michoacán y
Oaxaca to name a few.
During these 15 years, UNETE has been open to
different types of technology. Different solutions
have been tested and analyzed: for instance, robust, thin, wireless, mobile, touch, virtual, opencode, and cloud technologies. However, we are

convinced that testing and sustainable impact
only comes when the use model is clearly defined and the intervention strategies and implementation logistics can consequently be applied
in schools.
Although technology preference trends are important, UNETE is committed to implementing
not the most robust, costly or trendy technology
but the most effective, the best technology for
students. Determining what the means for each
school involves research, technical tests, assessments, and so on.
We have implemented pilot projects in different
areas of the country thanks to the help of our
partners and technology experts such as Toshiba, Enlaces Integra, IBM, Apple, HP, DELL, CISCO, INTEL, AMD, Microsoft, PROEDUCACION,

as it was proving to be the window of
opportunity for many of the students
attending the schools we supported.

useful for schools located in urban
areas with telephone service available; however, rural and remote areas
were left out.

During the 2013-2014 school year
we launched the “Renew your
Classroom” program to restore
the equipment in schools that
made the most of it. 374 digital
media classrooms were restored,
benefiting 156,974 students
and 6,776 teachers around the
country. The resources came
from Nacional Monte de Piedad,
SEP, and our organization.
Likewise, ANTAD decided to
re-equip 50 schools under the
“Renew your ANTAD classroom”
program, which benefited 22,548
students y 841 teachers.

Because one of our principles is to
offer equal opportunities for all students, in 2002 new alternatives were
found to provide satellite connectivity.
Satélites Mexicanos, S.A de C.V. (SATMEX) and e-México, supported UNETE by subsidizing a large part of this
connectivity. This was the first time
that remote regions in some of the
poorest areas of the country, including
Costa Chica in Guerrero and Oaxaca,
wee connected to the Internet.
By 2010 connectivity was not a luxury,
but a integral component in impact
education quality. Hence, UNETE became stronger on this area as well.
We started using ADSL broadband
connectivity, which offers higher
speed rates than modems. Likewise,
we searched for the best satellite options and decided to work with
last-mile suppliers who offered favorable solutions for the states they
cover. Despite the huge challenge
this meant, that same year we managed to connect 92% of the more
than 5,700 schools with digital media
classrooms installed.
Currently, UNETE provides Internet
access for three years. In those areas
where ADSL cannot be utilized, satellite connectivity is applied instead.
But because satellite connectivity
is more expensive and has shorter
bandwidth, since 2013 schools also
receive servers preloaded with educational software and digital resources. This measure has allowed for
improvement of technology use in
rural schools with satellite connectivity.

from 2007 to 2012 and benefited states such as

Mexican teachers Commitment
Training
From the very beginning, Intel started training
UNETE-supported teachers through its program
Intel Educar, taught by Microsoft. Said training
allowed teachers who had not been in touch with
technology, to become familiar with it so that they
could apply it during their classes.
By our tenth anniversary, the teachers’ need for
developing digital abilities had grown, so the Training Path was created. It included on site and remote courses divided into three levels: Approach
to basic computing, ICT competence and ability
development, and Tools and topics specialization,
also called Training Trainers. Furthermore, teachers with the best results in the last level are
granted a scholarship to go to the Madrid National University for three weeks. The scholarship is
funded by Televisa Foundation, through the Becalos program and with the support of the Asociación de Bancos de México (ABM).
In 2007 UNETE introduced the Train the Trainers certification course developed by Excelencia Educativa, A.C. and operated by the Instituto
Tecnológico de Estudios Superiores de Monterrey
(ITESM), state governments and ministries. The
course is financed through the Bécalos program
by Televisa Foundation.
The Training Path has become stronger and
stronger. To date, 25,600 teachers have received
training. Currently, it is imparted on site, remotely, and partially on site. It is supported by Bécalos, ITESM, ILCE, INTEL, Valor Agregado de
Tecnología (VALATEC), Laboratorio Nacional de
Informática Avanzada (LANIA), among others.
Teachers are fundamental for UNETE Model’s
success, that is why it is very important to support them and provide them with the information
and tools that will allow them to adapt to the presence of technology in their classrooms.

Over the years, Comunidad UNETE has
become an interactive site, as more
sections, meeting spaces and specific activities have been included for the

underwent an important modification,
as we developed UNETECA, a compilation of more than 1,200 educational contents classified into levels and subjects.

One of the recent achievements has
been the participation of youths from
the Universidad Autónoma del Estado
de México and the Universidad Autónoma de Yucatan, as community work
providers or trainees offering mentoring services in their regions. This is
a Peraj-Mexico Foundation contribution.
From 2009 to date, the Mentoring Program has assisted 1,587 schools in 24
different entities around the country.
This translates into 587,343 students
benefited, mainly in elementary education.

directly and fast. The more empowered the teachers to use ICT, the better
classes the students will have with digital resources.

After an impact assessment carried out in 2008,
the need to strengthen the technology adoption
process became evident. So in 2009, the School
Mentoring Program was created. This initiative
provides support for one school year to the teachers while they familiarize with the use of technology. When created, the pilot was launched
in 10 schools in Puebla City. This was possible
thanks to the support of Canadian organization
Digital Opportunity Trust (DOT) and Cisco Systems.

One year later, due to the program’s success, the

applied and the coordinators taught teachers

In 2012, UNETE created the Remote Mentoring
Center (RMC) to supplement the Mentoring program. This center is managed by ENOVA and it
allows teachers to solve their pedagogical doubts. Likewise, in July 2013, a chat and telephone
helpdesk was installed to provide further support.

the Board of Trustees attended the School of the Future
World Summit in Helsinki, Finland in order to learn

UNETE made it to the Top 15 in Televisa-hosted competition
“Iniciativa México” (Initiative Mexico), to which 70,000 projects
were initially submitted. UNETE also made it to the Top 15 in the
Premios Compartir category for best institution, thus obtaining
an economic grant from Compartir Fundación Social, I.A.P.
School mentoring acts as an activator for the
whole UNETE Model, as it allows us to be present in the digital media classrooms and make
sure that the model’s elements are used appropriately.
During the 2013-2014 intervention we confirmed
that teachers are interested in observing how
the resources are prepared, how these are introduced to students, how difficulties are solved
and how should the assessments be carried out.
During this school year, we established an intervention model in indigenous communities interested in maintaining their cosmovision.
Providing teachers and students with tools and
guides for creating their own learning environment is fundamental.
It is important to highlight that most participating teachers are material and content consumers.
Efficient technical support is a crucial factor for
solving the different situations that happen regularly in the education experience.

Max Shein UNETE Award
This award was created in 2001 to honor our
founder. Every year, the beneficiary schools participate by developing a creative project using ICT.
So far, 50 teachers and 170 students have been
recognized. This year the contest theme was
“Reading, thinking and writing: A tribute to Octavio Paz” and was divided into the following categories: a) First-third grades, b) Fourth to sixth
grades, c) Secondary students (11th to 13th grades), and d) Digital media supervisors.

Mi Educación con Empeño (My Education with Determination)
In 2013, UNETE and Nacional Monte
de Piedad, carried out a contest for
social care. The categories were the
following: “Dedicate a song to me” for
students in first to third grades; “The
Monte Story” for students in fourth to
sixth grades “Pedro y el Monte” for
secondary school students. The winning students belonged to schools
equipped by UNETE in the states of
Morelos, Tamaulipas, Sinaloa, and
State of Mexico. By participating in
this contest, the students delved into
this pawnshop’s story and received
their prizes directly from the representatives of this noble institution.

FUNDRAISING
Apart from direct donations (cash or in-kind), we
have come up with innovative fund procurement
programs and ways of diversifying the sectors
with wich we work. UNETE carries out its mission
with the resources we receive from more than
500 donors that have believed in us throughout
these years.
Some of our donors started contributing since
UNETE was founded; for instance, the Ford Civic Committee and its distributors supported the
equipping of schools near their work centers.
Some other donors have joined the cause later
on, allowing us to expand our coverage. Some of

Impact Assessments
UNETE uses periodic evaluations to assess the
impact of its work. This allows us to make decisions with regards to the equipping strategies
or the added value services that are part of the
model.
The first assessment was performed in 2002: Progress Dimensions, led by Dr. Pilar Baptista, who
is a collaborator in The Anahuac University Center in the IDEARSE Center Research and Analysis
Coordination in the Economy and Business Faculty. She is also a member of UNETE’s Board. The
objective was to measure whether UNETE was on
the right track. The results laid the foundations
for making important decisions around the attention provided to students and teachers.

UNETE’s work has also been assessed by external
organisms. For instance, the 2012 and 2014 evaluations carried out by the Instituto de Fomento
de Investigación Evaluativa (IFIE), and the 2014
assessment on marginalized zones by W.K. Kellogg. This year, the Academic Performance with
Mobile Technology Assessment was also carry
out by Alicia Bañuelos, ICT consultant. The results
can be found in page 62 of this report.
New strategies aimed at supplying schools with
more equipment allowed the delivery of one
computer per student, one projector per 30 students, and servers with pre-installed content.
The quality control program UNETE 2.0 gave all
UNETE members access to a new portal containing material classified by level and subject.
Outstanding UNETE teachers from across the
country were acknowledged at the First Excellency in Teaching Meeting TIC UNETE and the
Outstanding Heads of Media Rooms Meeting.
Two remarkable allies joined the

1. Televisa Foundation – Becalos Program
Its participation during these 15 years has been fundamental. Televisa Foundation has supported UNETE
in the direct equipping of schools through campaigns
like Gol por Mexico (Score for Mexico), Touchdown con
causa (Touchdown for a Cause) and Gran Redondeo
por la Educación (Rounding up for Education). Thanks
to the Becalos program, more than 25,600 teachers
have been trained.
2. Nacional Monte de Piedad
It has been 11 years since we started receiving Nacional Monte de Piedad’s support. This noble institution has participated with us as a doubling partner in
the Gran Redondeo por la Educación (Rounding Up
for Education), and is currently an ally in the UNETE
model. The donation we receive from this institution
helps us equip the benefited schools with additional
computers that supplement other donors’ contributions. Thanks to their generosity, we have equipped
more than 2,500 schools.

4. Latin American Institute of Educational
Communication (ILCE)
This international organization, through its initial
project Red Escolar (School Network), made UNETE
part of its pedagogical model and, later on, assisted in
the creation of UNETE’s own model. Currently, ILCE’s
participation is fundamental for promoting and developing joint collaborative projects, courses, research
and academic support through the ILCE Network.
5. Microsoft
UNETE has worked with Microsoft since the first of
the license donations. Microsoft has also contributed
with productivity tools, software development (like
Encarta), etc. All equipment installed by UNETE contents the Windows 8.1 Professional version.
This program started in 2006. It counts with the
participation of the Hidalgo State government,
the Entrepreneurial Coordinator Council in Hidalgo, the Mexican Chamber of the Construction, and state companies. The program consists in the voluntary donation of the 0.3% (three
per thousand) of the total sum specified in the
acquisition contracts and state public works.
This is carried out throughout the year. 82 digital
media classrooms have been installed to date,
benefiting 13,453 students and 654 teachers.
State and Municipal Governments
Governments consider UNETE as an ally that
allows assisting more schools. Through different collaboration agreements with the state
and municipal governments, we have been able
to increase the support we provide, as the donations are destined to equip more and more
schools.

Nicolas de los Ranchos (Puebla), Tuxpan (Veracruz), Culiacan (Sinaloa), San Pedro Garza Garcia (Nuevo León), Cozumel (Quintana Roo), Ramos Arizpe (State of Mexico).
Puebla, an outstanding case
Our relationship with the City of Puebla has been
very fortunate since its beginning in 2005, when
we signed the first agreement with the Puebla
de Zaragoza Municipality. In six years it was pos-
sible to raise a white flag, as all elementary and
secondary schools were equipped. Due to this
success, in 2011 we started installing digital secondary schools. Together with the Puebla City
Council the project was scaled up to national
level and the equipping of preschools and high
schools was also introduced in a special model.
Other agreements have also been signed with
other municipalities, like San Nicolás de los
Ranchos in the skirts of the Popocatépetl volcano. In 2014, we extended the agreement with the
State and City Council and signed a new agreement with the San Pedro Cholula municipality.

Aiming to diversify our fundraising
strategies, we have implemented
other local campaigns such as the
“Vamos juntos por la educación de
nuestros jóvenes” campaign (Together
in favor of our youths’ education). This
campaign was created in 2011 to invite
Cablemás customers to donate when
paying their cable TVservices. The
company then doubles the sum raised
to equip secondary schools in the regions where Cablemás operates.
We are also proud to share that last
year, the “Viaje por la Educación” campaign (Travelling for Education) was
launched. Through this campaign, the
Aguila-Ecobajatours and Baja Ferries
users make voluntary donations when
buying their tickets.

Toshiba-UNETE Golf Tournament in favor of
Education
Toshiba has been inviting its customers,
suppliers and friends to participate in this tournament for the last ten years. The participants
donate their registration fee to UNETE’s cause.
What is more, Toshiba organizes an auction so
that bidders can donate resources for equipping
digital media classrooms. To date, 38 schools
have been equipped, benefiting more than
10,000 students in different states.
Pepsico Foundation
One of our first donors, Pepsico Foundation shares our philosophy with regards to the strengthening of education. We have received their
support through employee payroll donations
and their plants and foundation’s contributions.
These resources have allowed us eto equip 174

Entrepreneurial Programs
2013
The first stage of the UNETE Obsolescence Program
fixed and substituted outdated equipment, reconfigured
networks and provided new servers in 390 classrooms.
Remarkable academic institutions collaborated with
UNETE in the development of new teaching courses
focused on three specific areas: Mathematics, adoption
of new technology, and ISTE/CONOCER certification.
IBM developed two programs granting access to
UNETE community members to virtual science
lab TryScience and the Teachers TryScience
portal. Both programs are still in use.

DELL
Since 2011 we have tried an innovative equipping
model in 24 schools, which includes the use of
netbooks. It has been introduced in State of Mexico, Hidalgo, Jalisco, Nuevo Leon and Sinaloa. In
2013, thanks to the provision of servers, projectors and multifunctional equipment we improved
the service in schools already equipped.
FECHAC / Moverse-Vector
In 2000, we started a project in collaboration
with the Fundación del Empresariado Chihuahuense, A.C. (FECHAC) to equip 124 schools.
Ten years after the project’s completion, we are
happy to work together again through the Moverse-Vector Foundation. Now, we are focusing
in the equipping of schools in the southern area
of Chihuahua City. We look forward to strengthening this partnership to benefit more students
and teachers.
UNETECA, the digital library of the UNETE community, was launched, fostering information and content
exchange via the teacher website Comunidad UNETE.

Exitus Capital
Mr. Carlos Rahmane Sacal, who is part of our
Board in Mexico City and State of Mexico, is
the head of financial institution Exitus Capital.
Apart from having contributed with direct donations, he implemented a program with his employees to donate a percentage of their wages
to equip more digital media classrooms in the
State of Mexico.
Natural Gas
We receive the support of Natural Gas company
through the donations made by Natural Gas Fenosa Foundation (Spain) and Gas Natural Mexico. We have equipped 16 schools thanks to their
contributions. Furthermore, this year they donated additional resources to equip two schools in
Celaya and San Luis Potosi and we started working with their wind power subsidiary Bii Hioxo.

IBM: Strengthening English Language
IBM has worked with us in improving the
English level taught in elementary and secondary schools equipped by UNETE. It currently
has donated Reading Companion licenses so
that 80 schools in Puebla, Tlaxcala and Quintana Roo can access this program. Apart from
the licenses, IBM donates headsets, trains teachers and provides manuals, so the digital media classroom can also be used as a language
lab.
Ford Civic Committee and Distributors
Ford Civic Committee and Distributors supported UNETE from the very beginning, joining us
in the adventure of equipping schools near their
car dealerships. Aware that education is the
main drive of a country, their contribution benefited 42,223 students and 1,676 teachers.

Transparency and accountability are two of
UNETE’s core values, so we comply in due time
and manner with all fiscal, legal and social security provisions. As every year, UNETE received
positive certification from the Board for Private Assistance of the State of Mexico (JAPEM, in
Spanish) for its compliance with its social objectives in strict adherence with its social bylaws.
Furthermore, we undergo monthly audits and
our financial statement reports have been clean.
We ensure that administration costs are under
5% of our income, as observed in the Income Tax
Regulation, guaranteeing donors that their contributions are destined almost entirely to education.

Three-dimensional work environment survey:
It was conducted by Celéritas S.C during UNETE Day. Collaborators were asked questions to
measure the organizational, interpersonal and
individual dimensions. The survey’s results were
shared with all the collaborators to highlight
strengths and identify opportunity areas. Both
the survey and the integration event were carried out thanks to Celéritas Consultancy, S.C
donations.
UNETE is “A Great Place to Work”, as stated by

first assessment under their methodology, we
were certified in the 50 to 500 workers category.

UNETE Model,

nowing how to use ICT is
more important than the
type of technology available
in classrooms. This premise, as minor as it may seem,
makes the difference between success and failure
when introducing technology, as international experience has proved.
In order to teach “how” to
use it, the teacher receives
training and then plans, designs educational
sequences, applies different device use models, takes advantage of the learning environment, and helps students develop certain
abilities. In contrast, in order to determine the
type of technology to be used in classrooms,
a technology specialist focuses on the operative system, memory capacity, processor type,
broadband and other variables. The connection
between both perspectives does not happen
naturally.
To solve this dichotomy, UNETE has built bridges between the two elements and implemented solutions to impact the development of
abilities required in the XXI century. Our efforts
are focused on making sure that teachers and
students know how to use Information and
Communication Technologies (ICT) and channel them to Learning and Knowledge Technologies (LKT). Additionally, we are interested in
their developing cognitive abilities (problem
solving and critical thinking) and non-cognitive
abilities (teamwork, communication and interaction with others), as we also aim to improve
their life quality.
It takes much more than installing technological devices in classrooms to accomplish said
challenge. It is fundamental to take a comprehensive approach, where computers and connectivity are only the starting point to make the
most of a series of educational elements that
will strengthen the teachers’ teaching capacity
and the students’ learning.

This is how UNETE consolidated its intervention model to be able to deliver what we offer:
an environment designed to impact. Under
this premise, UNETE equipped 192 schools in
the 2013-2014 school year, benefitting more
than 39,000 students and 1,900 teachers. This
achievement is inspiring to measure the benefit generated in supported schools.
Retrospectively, the work that UNETE has carried out throughout these 15 years, has been
possible thanks to the trust and commitment
of our donors and partners. Together, we have
contributed to the comprehensive development
of millions of children and youths in our country.
Mr. Max Shein (RIP) used to say “the sky is the
limit”; without a doubt, our 15 years honor his
idea and make us feel full of energy to continue
working with talent and resources to favor education quality.

COMPONENTS IN THE UNETE MODEL
Training
Year after year we provide teacher training aimed at the development of digital abilities. Training is offered both face-to-face and online. Our training path model is
divided into three different levels. We have a varied and flexible offer and work with
prestigious public and private institutions. Thanks to the Bécalos program we support not only elementary and secondary school teachers, but also principals, digital
media classroom supervisors, and preschool and high school teachers. Teacher
training imparted this year (2014-2015) will be focused on promoting learning and
knowledge technologies (LKT) and using mobile devices in education.
Digital Contents
and Resources
The contents UNETE offers for free are a compilation of resources developed by
several institutions. They are classified into grades, subjects and lessons according
to the SEP’s curriculum and study plans. This information collection is also delivered through servers, e-books, and e-newsletters; we cover the different needs in
the schools we equip. The compilation can also be accessed through Comunidad
UNETE.
UNETE Community
UNETE Community is an education platform where teachers get access to one
of the largest digital content collections. The contents are grouped by levels and
subjects. Here teachers use training programs, interact with other teachers, make
enquiries, propose class plans, recommend contents, and participate in contests.
UNETE Community offers teachers a technical and pedagogical support helpdesk
and chat.

This is an intervention program to strengthen teachers’ abilities by helping them
to identify the benefits technology offers and introduce its use to their teaching

Digital media classrooms are equipped with 10, 15, or 20 computers (depending
on the amount of students enrolled), printer, scanner, network, regulators, and

UNETE provides Internet access for three years. Where there is no land connection, we provide satellite Internet. Because satellite Internet is slower, we also

Assessments
T
he impact that UNETE has in schools communities does not only refer to the benefits per se; we
carried out three relevant studies that guide us on the right path and revealing positive results
thus motivating us to continue offering our support: 1) Schools in marginalized municipalities,
benefited by the W. K. Kellogg Foundation, 2) Cognitive abilities for children with access to
multi-technological equipment in Hidalgo state, 3) Assessment of all equipped schools based on the
Enlace Tests.
1. Assessment in marginalized areas
Thanks to the synergy between UNETE, W. K.
Kellogg Foundation, and some various governments, it has been possible to conduct digital
inclusion projects to elevate the quality of education in schools in four different states: Chiapas,
Campeche, Quintana Roo and Yucatan. These
schools are mainly located in highly marginalized
regions with a large indigenous population.

Aiming to assess the project’s results, we carried out an assessment in 2014 with the support of Valora Consultoría S.C. This assessments
to measure the impact and development of XXI
century abilities. We used a sample of 131 elementary schools and a control group made up by
47 schools that are not part of the project. The
results were statistically significant.

Learning Motivation
Digital Abilities
The assessment focused on the tools that are more widely use in elementary education. The study revealed that students
that go to UNETE schools have a better command of these tools than students in similar schools.
Digital Abilities for Elementary School Students
Literature on ICT suggests and defends a hypothesis that says that ICT contributes to increasing a student´s interest in
going to school and doing their homework. ICT also allows for a deeper understanding of some topics because they enable
students in the use of different resources and cover different styles and capacities. All students going to schools supported
by UNETE get scores 100% higher than students in other schools.

Critical Thinking
Problem-solving
UNETE aims to helps students process and re-elaborating information so as challenge or to strengthen their own beliefs. In this critical-thinking process, students in schools supported by UNETE get higher scores, in comparison to those.
UNETE seeks the decision-making and metacognitive “learning to learn” processes by using technology for both teaching
and learning. Students in schools supported by UNETE develop better problem-solving skills in contrast to students not
otherwise supported. The following chart shows meaningful differences in this regard.

Communication
Communication is the ability to express clear ideas and concepts, both orally and written in a wide variety of formats and
with different audiences. Schools supported by UNETE obtain better scores than those which are not supported.
UNETE focuses on the development of the students’ interpersonal skills as to boost team-working practices aimed at
achieving common goals through collaboration. The following chart shows that students in supported schools have better
cooperation skills than those unsupported.

Teaching-oriented IT management skills
Teachers receive specialized training from UNETE concerning how to design ICT-based educational projects. In this regard, teachers from supported schools manage these tasks most skillfully.

Critical and analytical thinking, as well as problem-solving skills can be strongly encouraged by properly teaching the
student how to do offline and online research. The following chart shows the guidelines to completing challenging assignments. The results show that teachers from schools supported by UNETE make more frequent use of these strategies

Conclusions
Having received UNETE’s training, teachers now make effective use of basic software, operative systems, design tools, and
digital content creation software. Secondary school teachers show the best improvements in performance.

The most outstanding finding of this study is that students
who receive UNETE’s suport feel more motivated about
learning and acquiring new digital, cognitive and noncognitive skills than students not enrolled in our program.
These results can be best put into context by describing
the socio-demographic background of these groups.
Schools supported by UNETE
These groups are marginalized in a variety of ways such as
access to technology. Several students only have computer
or Internet access at school inasmuch as they do not have
these tools at home. Technology triggers a strong motivation among students, who rapidly integrate these new
skills into a whole range of activities.

2. THE IMPACT OF MOBILE TECHNOLOGY ON ACADEMIC PERFORMANCE
A pilot project using mobile technology and digital content was run by UNETE with the support of CISCO and INTEL during the school year
2013-2014. Other participants included DOT
flanking measures, PROEDUCACIÓN, which
provided software and tablets used in class, and
Cuatro Networks, which was in charge of the
implementation and day-to-day operations of
the integrated model.
The objective of the pilot project was to assess
different intervention models and to identify the
best practices improving academic performance
through the use of technology.
The project was run at two schools in the state
of Hidalgo: one urban and one semi-rural. 6th
graders were given partners on October 2013,
and 5th graders received three types of tablets
on February 2014. Students at the urban school
could only use these devices at school, whereas
semi-rural students were able to take their gadget home for the whole school year. There were
excellent results, including the involvement of
parents and other relatives in the digital alphabetization process.
Flanking measures were more intensive in the
semi-rural school. Pedagogic flanking strategies drew upon interactive content to foster the
use of technology as both a teaching and learning tool.
Students were evaluated on their performance at the beginning and end of the school year
2013-2014 as to measure the cognitive impact
of the integrated model. The PISA test methodology was followed during the assessments with
the support of long-time expert ICT consultant
Alicia Bañuelos.
Plus, students were first evaluated on a series
of competences inherent to their age group.
Shortly after the implementation of the project, the results of a second evaluation already
showed increased performance in Math, Science, Spanish, and reading fluency. The following

in financial resource management and organizational
structure. Hence, we rise to
the task of not disappointing

UNETE’s organizational structure and accounting practices have been assessed on multiple
occasions to meet national and international
standards, to identify operational opportunities, and to improve resource management as
to take firm steps into the future.
The “A” grade awarded in 2012 by Filantrofilia for our institutional strength and efficiency bears witness to these attained objectives.
Recommendations from the first assessment
were addressed during the following year, and
in 2013, UNETE was evaluated once again with
more stringent parameters. This time, UNETE
received an “A+”, the highest possible grade
awarded by Filantrofilia to a civil society organization.
UNETE is classified by the Mexican Center for
Philanthropy (CEMEFI, for its acronym in Spanish) as an organization with optimum institutional and transparency mechanisms. Additionally, the attainment of our social objectives
gained us yet again the positive certification of
the Board of Private Assistance of Estado de
México (JAPEM, for its acronym in Spanish.)
Plus, I am glad to share with you that we were
recently classified as one of the “Best Medium
Workplaces” by the Great Place to Work Institute Mexico, the model and methodology of
which are certified by the Instituto Mexicano
de Normalización y Certificación, A.C. (Mexican
Standardization and Certification Institute.) We
scored 81/100 on a scale assessing credibility,
teamwork, respect, impartiality and pride.
This success story is possible thanks to the
support of remarkable donors and allies, such
as the Mexican Ministry of Public Education,
Nacional Monte de Piedad, Instituto Latinoamericano de la Comunicación Educativa (Latin
American Institute of Educational Communication, ILCE for its acronym in Spanish), Televisa
Foundation and its “Bécalos” program, as well
as Microsoft. Their grants help multiply the
social return on investment, namely, for every
peso invested in UNETE, $25.63 MXN are generated during a 5-year period and allocated to
foster social development.

Besides, UNETE allocates its economic resources efficiently, for only 5 cents from every peso
granted is spent on the internal management
of our organization.
Finally, we are strongly committed to keeping
these efficient financial management practices
running in order to make the best possible use
of the resources kindly granted by our donors.

2013. Contributions, income, costs and expenses modified the non-restricted and restricted equities are includedin
such statement.
• A statement of cash flow for the year ended December 31, 2013, showing the flows generated by the equity, classified in operating activities, and activities of financial and invesments, if any.
During tax year 2013, some MFRS upgrades came into force, which had no effect on the information presented by the

Presentation basis
The Financial Reporting Standards came into force on January 1, 2006, (MFRS), issued by the Mexican Financial Reporting Standards Research and Development Boards (CIMFRS).
The MFRS are the standards and interpretations produced by the Consejo Mexicano de Normas de Información Financiera, A.C. -(CINIF) and the International Financial Reporting Standards (IFRS) that may apply on a supplementary basis.

NOTE 7.- EQUITY
The equity of the Organization should be and is exclusively used for the fulfillment of its corporate purpose, and no benefit
on the distributable remainder may be granted ti any entity or the members thereof.
The equityis made up of:
Basing on an actuarial analysis, the Organization deemed necessary to hold liabilities to cover the employees´ and workers´ severance packages (indemnifications, compesations and benefits).
a. Upon moving from an inflationary to a non-inflationary economic environment, as form January 1, 2008, the organization does not recognize the effects on inflation.
The equity is strictly applied to the purpose of the Organization, given that the Organization does not and may not have a
predomminantly financial purpose or any lucrative purpose.
b. Cash is represented mainly by bank deposits and fixed investments, and they are expressed at their historic cost plus
earned interest.
In case os dissolution of the Organization, the distributable balance should be donated to organizations with similar purposes, or to welfare organizations authorized to receive donations.
c. The contributios are recognized as equity increases when they are received in cash, or as unconditional promises to
receive cash or goods.
NOTE 8.- FISCAL ENVIROMENT
d. Cash contributions with instructions from the donor are recorded in the temporal or permanent restricted equity.
Whwn temporal restrictions are satisfied according to their term time restrictions, or purposes, they will be transferred
to the non-restricted equity. Donations in kind will be quantified to follow the sufficient discloure principle.
e. Income ir recognized as it is loaned, issuing the corresponding receipt.

f. Income Tax (ISR) is recorded as it must be paid according to the fiscal regulations in effect. As indicated in Note 8, the
organization is an entity that is not subject to Income Tax (ISR) payments, so according to the applicable fiscal provisions,
the organization pays Incole Tax only on the distributable balance or items that may be considered as such; therefore,
there is no deferred Income Tax (MFRS D-4 “Taxes on Profits”).
g. The equity is constituded by:
I. The restricted equity is made up of asset contributions and flows, wich use, on the part of the Organization, is limited by
disposition of the donors, which expire due to not having fulfilled the established corresponding purposes.
II. No-restricted equity, wich is made up of the net equity of the organization that do not hold permanent or temporal
restrictions limited by dispositions stated by the donors.
NOTE 3.- CASH AND INVESTMENTS IN SECURITIES
Investments represent immediately convertible securities, valuated at the market value thereof and which support the
obligations assumed by the Organizationin order to continue equipping media classrooms.
NOTE 4. – INVENTORIES AND COSTS
Made up of computer equipment, accessories, satellite dishes and software licenses, pending installation at selected
public schools and found to be evaluated at cost. while not exceeding the market value.
NOTE 5.- LIABILITIES
Liabilities are registered at the face value, at the moment of taking possession of the goods or upon reception of the
services.
NOTE 6.- LABOR OBLIGATIONS
The Organization has no employees, and consequently, it has no labor obligations.
a) Income Tax
The Organization is autorized to receive income tax-deductible donations, by means of the publication dated June 17,
2013. Consequently, and in accordance with fiscal provisions contained under Heading III of th Income Tax Law (nontaxpaying corporate entities). It is established that tax shall only be paid on the distributble balance or entries that are
considered as such.
b) Sole Rate Business Tax (IETU, abbreviation in Spanish)
In accordance with section III of article 4 of the IETU (Sole Rate Business Tax) Law, the Organizations shall not pay such
tax on received income, povided that such income is used for the corporate purpose there of and that not benefits from
the distributable balance are granted to any entity.
NOTE 9.- AUTHORIZATION TO PRODUCE FINANCIAL STATEMENTS
Financial statements were authorized to be issued on May 27, 2014, by Professor Alejandro Almazán Zimerman, Legal

c. The contributios are recognized as equity increases when they are received in cash, or as unconditional promises to
receive cash or goods.
In case os dissolution of the Association, the distributable balance should be donated to Associations with similar purposes, or to welfare Associations authorized to receive donations.
d. Cash contributions with instructions from the donor are recorded in the temporal or permanent restricted equity.
Whwn temporal restrictions are satisfied according to their term time restrictions, or purposes, they will be transferred
to the non-restricted equity. Donations in kind will be quantified to follow the sufficient discloure principle.
NOTE 8.- FISCAL ENVIROMENT
e. Income ir recognized as it is loaned, issuing the corresponding receipt.
f. Income Tax (ISR) is recorded as it must be paid according to the fiscal regulations in effect. As indicated in Note 8, the
Association is an entity that is not subject to Income Tax (ISR) payments, so according to the applicable fiscal provisions,
the organitazion pays Incole Tax only on the distributable balance or items that may be considered as such; therefore,
there is no deferred Income Tax (MFRS D-4 “Taxes on Profits”).

g. The equity is constituded by:
I. The restricted equity is made up of asset contributions and flows, wich use, on the part of the Association, is limited by
disposition of the donors, which expire due to not having fulfilled the established corresponding purposes.
II. No-restricted equity, wich is made up of the net equity of the Association that do not hold permanent or temporal restrictions limited by dispositions stated by the donors.
NOTE 3.- CASH AND INVESTMENTS IN SECURITIES
Investments represent immediately convertible securities, valuated at the market value thereof and which support the
obligations assumed by the Associationin order to continue equipping media classrooms.
NOTE 4. – INVENTORIES
Made up of computer equipment, accessories, satellite dishes and software licenses, pending installation at selected
public schools and found to be evaluated at cost. while not exceeding the market value.
NOTE 5.- LIABILITIES
Liabilities are registered at the face value, at the moment of taking possession of the goods or upon reception of the
services.
NOTE 6.- LABOR OBLIGATIONS
Basig on actuarial analysis the association deemed necessary to hold liabilities to cover employees´and workers´severance
packages (indemnifications, compesations and benefits)
a) Income Tax
The Association is autorized to receive income tax-deductible donations, by means of the publication dated June 17, 2013.
Consequently, and in accordance with fiscal provisions contained under Heading III of th Income Tax Law (non-taxpaying
corporate entities). It is established that tax shall only be paid on the distributble balance or entries that are considered
as such.
b) Sole Rate Business Tax (IETU, abbreviation in Spanish)
In accordance with section III of article 4 of the IETU (Sole Rate Business Tax) Law, the Associations shall not pay such
tax on received income, povided that such income is used for the corporate purpose there of and that not benefits from
the distributable balance are granted to any entity.
NOTE 9.- AUTHORIZATION TO PRODUCE FINANCIAL STATEMENTS
Financial statements were authorized to be issued on May 27, 2014, by Marcela Maria Cataño Cataño , Legal Representative, and they are subjetc to the authorization of the Association´s Board of Trustees.
