This document contains the main actions of promotion and support for
entrepreneurship and business promotion carried out by the Agency of
development of the City Council of Santander during 2015.
The activities, whose contents and results are detailed below, are
articulated on the basis of the following programs:

1- Programmes to promote self-employment
The self-employment program is the first step in the route of promoting selfemployment developed by
Ayuntamiento de Santander, which also includes
activities of information and dissemination of the culture of entrepreneurship,
entrepreneurial talent competitions, promoted by the City Council or other entities.
Promotion of entrepreneurship in Secondary Education
a) Dissemination, information and training to stimulate the entrepreneurial spirit
among young people of the municipality, raise awareness of the importance of preplanning to the start of any business activity and disseminate the wide range of
measures of support for the creation of enterprises promoted by institutions.
About 15 different activities have been carried out with 250 students involved.
b) Awards Premio “¿Tienes Plan?” for Secondary Education students that
elaborate a Business Plan.

Promotion of entrepreneurship in University
The university entrepreneur Award “ Premio UCem “
The City Council participates as a sponsor at the UCem University Entrepreneur
Awards, organized by the University of Cantabria and which aims to promote
among students and newly graduates of the University of Cantabria the planning,
development and implementation of business projects, thus stimulating an
entrepreneurial spirit among young people. The award, granted by the City
Council, is two years of free rental in the Incubator and a computer.
67 projects were presented in 2015.

2. Orientation and support to entrepreneurs
The Entrepreneurs office gives support and other services like information and
advice for all kinds of issues relating to self-employment and business creation:
legal aspects, finance, aid and grants, formalities of Constitution and start-up
support services provided by the Town Hall of Santander or other agencies , etc.
The attention of face-to-face, individually and adapted to the needs of each
entrepreneur.
Almost all of them authorize to be part of a database that allows to keep them
timely and permanently informed about any issues that could affect theirs projects.
The database has approximately 800 users. Every year we get in touch with them
to ask about the status of their project and see if they want to continue in the
database, unsubscribe or switch to the database of SMEs in case they have already
started the activity.

Tutoring business plans
The Department offers the possibility of developing the business plan under the
supervision of a tutor who guides him/her
and accompanies, in search of
information as well as in the drafting and subsequent analysis of the viability of the
business plan.
Different tools are used to facilitate and systematize the process of reflection which
involves the drafting of a business plan. The choice of one or another tool depends

on profile of entrepreneur as the level of complexity and
the degree of maturation of each project.
We work with three main documents to support entreprenuers regarding their
needs and the business plan. We work with them face to face and on-line

We are not considering at this point the Business Plans registered on the Erasmus
Young Entrepreneurs tool as most of them are done by themselves and we only
ask them for changes when needed.
2-Viability plan. It is a less extended document required for some public aids. Since
2013 We are a local point to elaborate it and we prepare about 200 every year.
3-Business plan focused to ask for a microcredit. We tutorice aproximately 4 per
year.

ADMINISTRATIVE PROCEDURES
The City Council has been working on a network with other public institutions (
National Goverment, Social Security, National taxes Agency and Chamber of
Commerce ) for processing on line all the administrative procedures the
entrepreneur needs when starting a business .

3-BUSINESS INCUBATOR
Offices rental at reduced prices to new entrepreneurs and certain kind of activities.
They also have free access to meeting and training rooms.
CO-WORKING “ENCLAVE EMPRENDEDOR” offers entreprenuers a free room
with free wifi access where they can work their projects and meet others
entrepreneurs and share experiences.

4 MICROCREDITS AGREEMENTS
We have two agreements for microcredits for entrepreneurs with “La Caixa Bank”
and “Laboral kutxa”
5- CITY COUNCIL FINANCIAL AIDS
In 2015 we worked with 2 different programs:

6- SMEs Profile
The SMEs service groups together the activities specifically designed for companies that have
already started their activity and whose needs differ significantly from the detected among
entrepreneurs.
We have more than 5300 SMEs in our database with the following profile:

7-Information
The Entrepreneurs office gives support and other services like information and

There is also a Data base of 5300 SMEs that are in touch with the Department and
receive information on regular basis. Filters are made to send only useful
information depending on the activity, number of employers, etc

In 2015 a Local Magazine was published each quarter and where there was at least
a page dedicated to an interview with a new entrepreneur that had started the
activity recently.

Newsletters of the Development Agency:
Santander Informa: bi-monthly newsletter with general information of training,
projects of the city, collaborations with other agencies like the Chamber of
Commerce and includes an interview to an entrepreneur in every issue. More than
7000 recipients receive it by email.

In 2015 we have organized every month an “Enterprising breakfast” which
addresses topics of interest to entrepreneurs and companies such as responsibility in
the sale, new technologies, corporate social responsability, marketing,
responsibilities of administrators, 3D printing , etc
