When we are united, we win.
After many months of difficult contract negotiations with the state, we recently finished negotiating updates to our 20152017 union contract with higher rates, bonuses for Early Achievers, more training funds, grants, and a substitute pool.
Our collective, powerful actions made a difference.
The power of our union is strong. THOUSANDS of family child care providers and fellow members of our union made
phone calls, sent emails, and visited legislators’ offices to improve Family Child Care resources!
Providers won subsidy rates that will support high quality care and
won higher base rates that will support licensed providers through the
Early Achievers process. We also won tiered reimbursement that will
allow providers to continue to grow and invest in their childcare.
Hard working families and parents won access to more quality
child care options. Our higher subsidy rates mean that qualifying
working families will be able to access child care in more homes.
We made sure our state elected officials knew the financial challenges
of our members and the value of family child care as a vital choice for
Washington families.
Family Child Care Providers push legislators in Olympia to
pass a state budget in June. Their action was among the
tipping points that led to a final budget deal that funded our
contracts.

What we won.
1 Latest Base Rate Increases
FFN Rates will increase by 2% on July 1, 2016. Our FFN rates have increased nearly 20% since we formed our union in 2006.
Licensed providers’ rates will increase between 2% and 19.8% depending on the region and age of the child. Our rates have
increased a median of 35% since we formed our union in 2006. See the rate chart on page 8.
2 Enhanced Rates and Awards for FFN and Licensed Providers
Family, Friend, and Neighbor (FFN):
Additional 2% subsidy rate increase upon completion of the 30 Hour Child Care Basics Trainings and other safety trainings,
effective July 1, 2015.
Our FFN Exempt Bonus Training for 10 hours of approved training is $500 per contract year—up from $300 in our last contract year.

3 Establish a family child care and state workgroup to look at the structure of regional child care subsidy rates and parent copayments. We will continue to fight for high quality, affordable child care that are easily accessible by all families.
4 Effective July 1, 2016, our Professional Development Funding will increase by $478,000. We will start a Child Care Training
and Quality Improvement Fund. Family child care providers will be more directly involved in their own professional development
needs and implementation. Effective July 1, 2016, the new development fund will carry out the 30 Hour Child Care Basics Training,
Early Childhood Certificate outreach for providers without a high school equivalency, conduct state-approved trainings in subjects
such as STEM (Science, Technology, Engineering, and Mathematics), and administer the FFN Exempt Bonus Training funds.
5 Needs Based Grants of $500 for Level 2 licensed providers to help them get to Level 3. The overall grant fund has been doubled
to $1 million—with $500,000 available each year of the contract.
6 Any providers who have gone through the rating process and are rated at a Level 2 will receive an award of $1,000 –
up from $750 in our last contract – to help them achieve a Level 3 or higher.
7 Need to attend a training, take some vacation time, or do some work with our union? Now, it’ll be easier. We will establish a SEIU
925 administered Substitute Pool with MERIT approved substitutes. First substitutes will be available in Spring 2016.
8 Our union will work collaboratively with Whatcom Community College to provide in-person subsidy
billing training for both licensed and FFN providers.

Cuando Nos Unimos, Ganamos.
Después de muchos meses de negociaciones difíciles con el Estado, acabamos de negociar actualizaciones en nuestro contrato
2015-2017 con tasas más altas, bonificaciones por “Early Achievers” (Triunfadores Precoces), mas fondos de capacitación,
subvenciones y un grupo de suplentes. Nuestras Acciones Colectivas y Poderosas Marcaron La Diferencia.
¡El poder de nuestro unión es grandioso. Miles de proveedores de cuidado infantil familiar y
compañeros de nuestro unión hicieron llamadas telefónicas, enviaron correos electrónicos y
visitaron las oficinas de los legisladores para mejorar los recursos de cuidado infantil familiar!
Los proveedores consiguieron tasas de subsidio que respaldarán el cuidado de alta
calidad y ganaron tasas básicas más altas que darán el apoyo a los proveedores con
