State is a deadbeat to most
needy schools
T
en years ago state courts ruled
that New York had violated the
state Constitution by failing to
provide the money that high-need
school districts required to provide
their students with an equal and adequate education. The courts ordered
the state to come up with $5.5 billion
for these schools in addition to regular
state aid and imposed a schedule for
the payments.
While the governor and legislators
have been celebrating what they like to
call an unprecedented increase in
state aid to education in the latest
budget, those who
have been keeping
track of that court
order have a different story to tell.
Only one in five of
the schools owed
money by the state
has received the
amount that was supposed to be paid
so far. And if you look at the schools
with high concentrations of Black and
Latino students, the numbers are even
worse. There are 33 in that category
only three are on track to receive the
money they were promised.
All this comes from a report that
week from the Alliance for Quality
Education, the Education Law Center
and the Public Policy and Education
Fund of New York. The money, called
foundation aid, is part of a very complex mix of funding and formulas that
is hard to track.
It helps if you can put some names
to the numbers. And around here,
those names are very familiar.
The Middletown school district,
winner of national recognition for its
achievements in the face of adversity,
is the farthest behind having received
only 13 percent of the money the
courts ordered the state to supply.
Newburgh schools, which have shown
great improvement over the past few
years, are not far ahead having
received only 14 percent of the promised aid. Four schools in Sullivan
County also are on the list with
Monticello and Fallsburg receiving 19
percent of the aid, Ellenville receiving
20 percent and Liberty, the lone local
school at the pace that the courts
mandated at 26
percent.
The shortfall is
easy to explain,
impossible to justify.
The state paid the
mandated amounts
for two years, then
froze the payments
because of other
budget challenges.
Four years ago, the
payments started
again but for much
smaller amounts.
As of now, the state
still owes these
schools $2.8 billion
and it is providing that money at a
much slower pace than it did in the
first two years.
The schools on all the list all have
high levels of poverty and all have
struggled to maintain basic programs
and staffing levels as the state cut back
on aid and limited local contributions
through the property tax cap.
The foundation aid was supposed to
help make these schools whole eventually. By falling so far behind on the
payments, the state has reversed that
trend, leaving students to suffer.
When legislators campaign for reelection this summer and fall with
happy talk about school funding,
remind them that the Legislature is
still a deadbeat when it comes to
many schools. And because the
schools owed foundation aid educate
about two-thirds of the student population, this is a serious concern everywhere.

throughout the district.
The Carter and Maple Hill sessions will
run from 9 a.m.-11 a.m., and then 12:45
p.m.-2:45 p.m. Presidential Park and
Truman Moon sessions will run from
9:45 a.m.-11:45 a.m., and then 1 p.m.-3
p.m. At Truman Moon, parents and
guardians of new students in grades 1-5
can also attend the first session – and
then leave as the students’ full day will
continue as what will be normal.
These “Join” days, which began in
2011, have been well-attended and considered a huge success. We wanted to
find a way to reduce the anxiety and
tears traditionally associated with that
first day. Especially when our children
are taught not to talk to strangers, and
then on this day are basically handed off
to people they don’t know.
This is also part of a great opportunity
given to parents and guardians, so they
can become comfortable with the student’s school. Middletown presents three
early scheduled opportunities. Aside
from this day, each school had a summer
orientation – and there is an open house
scheduled for September.

elementary schools. For two hours, parents and guardians will join their children as together they meet their teachers, learn classroom rules, get to know
their building and even have a snack in
the cafeteria.
There is no bus transportation for
kindergarten students until the next day
(Sept. 7), when their first full day begins.
Bus transportation begins on Sept. 6 for
all other students at these schools, and
and Truman Moon elementary schools.
Carter sessions:
9 a.m.-11 a.m.; 12:45 p.m.-2:45 p.m. : If you are
unable to make the assigned session, call 3261711. You are allowed to switch.
Maple Hill sessions:

he Middie Music Camp culminated a wonderful twoweek program with a July 22
concert in the Maple Hill Elementary School gymnasium.
Roughly 175 Middletown students, who just completed grades
3-8, participated in a variety of
music-based activities. Band and
orchestra musicians received
instruction, and then later performed. There was a chorus and a
show choir group. Students who
didn’t regularly play an instrument still had a chance to play
instrumental music.

he Middletown school district’s
top all-around students will be
serving in national honor societies during the 2016-17 school year.
These students were inducted this
spring, and looking forward to
upholding the tradition of setting
a good example in their building –
and make an impact in their community. It is considered one of the
high honors our students can receive
during their school years.
The National Elementary Honor
Society is comprised of fifthgraders from Presidential Park

Middletown High School grads
Middletown High School held its
summer graduation ceremony on
August 19 in the Twin Towers auditorium, where 34 members of the Class
of 2016 received their diplomas.
This brings the total number of
graduates to 468. June graduation
was held at the Faller Field stadium
complex. To see the names of those
students, please visit www.middletowncityschools.org. The August ceremony was moved due to construction at Middletown High School.

Meet Middletown High
School’s 20 honor graduates
T
he Middletown High School graduation
ceremony in June recognized 20 seniors
with honors. Here is your chance to
learn about these inspirational young ladies
and gentlemen, with information provided
by their guidance counselors:
Patrick Angerame: Patrick will attend RPI
and major in Biochemistry. He was a National
Honor Society member who also participated in marching band, Scholastic Bowl, math
team, science club, varsity golf, Key Club and
the Boy Scouts of America. Patrick was an RPI
Medal recipient in 2015, and received several
awards, including the MHS science and MHS
math awards.
Martin Aguilar: Martin will attend SUNY
Orange, where he’ll major in Engineering. He
participated in wrestling, tennis, Key Club,
Interact Club and the math team. Martin was
in National Honor Society, the Senior
Enrichment program and received the
University of Rochester scholarship for
Engineering. He also won a Sojourner Truth
Award.
Rose Alicea Oliveras: Rose will attend
SUNY Albany and major in Psychology. She
was a National Honor Society member who
also belonged to the Key Club, Pipers, her
church choir, an A Capella group, her church
worship team, marching band, scholastic
bowl and Senior Enrichment. She volunteered at Habitat for Humanity, tutored and
also sang at a soup kitchen.
Joseph Brunning: Joseph will attend
Western New England University, where he’ll
major in Engineering. He played varsity golf
and junior varsity baseball, and participated
in marching band, jazz band, pit band and
the percussion ensemble. He was a National
Honor Society member and with Senior
Enrichment. Joe attended Honors Band at
Susquehanna University, and was an allcounty musician.
Madison Bruning: Madison will attend
SUNY New Paltz and major in Computer
Science. She participated with the National
Honor Society, Key Club, math team and
chamber orchestra. Madison won the RIT
Computing Medals award, a Sojourner Truth
award and was a delegate for the Congress of
Future Science and Technology Leaders.
Amy Gonzalez: Amy plans to major in
Music Education at SUNY Potsdam. She participated in school music programs like
marching band, Pipers and percussion
ensemble, and was a member of the SUNY
Orange band. Amy was in National Honor
Society, and involved in community service
projects with the Habitat for Humanity.
Ashley Gonzalez: Ashley will attend SUNY
Fredonia, where she’ll major in Liberal Arts
and Music. She was involved in chamber
singers, women’s chorale, concert choir,
marching band and color guard, Pipers and
an A Capella group. A National Honor Society
member, she did well academically with a
challenging course load of college and honors classes.
Ali Hasan: Ali will attend New York
University and major in Chemical
Engineering. He was the valedictorian of the
Class of 2016. He was a National Honor
Society member who also competed in
Scholastic Bowl and with the math team. Ali
played tennis and ran track, and was involved
with his community through the Middletown
Islamic Center.
Spencer Hogan: Spencer will attend

Marist College and major in Business
Administration. He was a National Honor
Society member who was student council
Vice President. Spencer also participated in
Youth in Government, and with the
Scholastic Bowl team – and played varsity
golf.
Tyler Jetjomlong: Tyler will major in
Public Health at SUNY Albany. He participated in various extra-curricular activities, such
as varsity baseball and swimming, as well as
the NJROTC air rifle team. Tyler was the
Commanding Officer for the NJROTC and
responsible for more than 200 cadets.
Melissa Jones: Melissa will attend SUNY
Orange, where she’ll major in Computer
Science. She has been an active member of
her church’s youth group, the College
Ambassador program and National Honor
Society. Melissa was enrolled in the Academy
of Information Technology and the Project
Lead the Way-Engineering program.
Noah Levin: Noah will pursue an
Aerospace Engineering degree at EmbryRiddle Aeronautical University. He took honors and college level courses throughout
high school, and was a member of the
National Honor Society and Project Lead the
Way-Engineering program.
Alexis Newman: Alexis will major in
Business Administration at SUNY Orange.
She was a member of the National Honor
Society, College Ambassadors, math team,
the Science and Technology Entry program
and was Key Club President as a senior. She
also played varsity tennis as a sophomore
and junior. Alexis was in the National
Academy of Finance, and won many awards.
Emma Paradies: Emma will attend SUNY
Orange and major in English. She was a
member of the Literary Magazine Club.
Emma achieved high honor roll through
high school, taking honors and Syracuse
University classes.
Mariela Pichardo: Mariela will attend
Brown and major in English. She graduated
with an advanced Regents diploma with
math and science masteries. Mariela was
National Honor Society President as a senior,
and a member of the Key Club, Scholastic
Bowl team, Senior Enrichment and math
team. She had perfect attendance throughout high school, and received many honors
and awards.
Karen Santamaria: Karen will major in
Data Science at Smith College. She was an
exceptional student who during her junior
year undertook the exciting and difficult
challenge of becoming a foreign exchange
student in Taiwan. Her work there was not
credit-bearing, so she took advanced level
junior and senior classes as an MHS senior.
Samantha Sanders: Samantha will attend
St. John’s, and has been accepted into highly
selective Pharmaceutical Science program.
She graduated from MHS with 24 college
credits, having never settled for anything less
than the best from herself.
Catherina Vargas: Catherina will attend
University of Vermont and major in English.
She took honors classes every year, and also
managed to leave MHS with 29 college credits from Syracuse University. She won several
all-state and all-area awards for singing and
band.
Sarina Wallace: Sarina will attend
Syracuse,
where
she’ll
major
in
Neuroscience. She took honors classes every
year, and also managed to leave MHS with 29
college credits from Syracuse University.
Sarina received the National Academy of
Future Physicians and Medical Science
awards for outstanding academic performance.
Keyana Zollner: Keyana will attend
Rochester Institute of Technology and major
in Computer Science. She was an outstanding track and field athlete and a long-time
captain. Working 25-30 hours weekly as a
Team 2 trainer at Chuck-E Cheese, she still
was able to maintain a high level of academic performance.

the NYS Summer School of the Arts this summer.
During the month-long camp, they worked with Philadelphia
Philharmonic members. The girls, along with senior Nicolas
Haines, also spent two weeks at the Crane Youth Music camp
at SUNY Postdam.
All three agreed it was a terrific musical summer, and we
asked them to tell us about their experiences:

Tapply Mann’s take:
When I first started playing the violin, I thought I was just
doing it for fun. The years leading up to this summer have
showed me that I stayed with the violin because of the selffulfillment it gave me. The experiences I had at Crane Youth
Music, and New York State School of Orchestral Studies, has
shown me why I want to keep playing the violin for the rest
of my life.
The previous summer Angela (Fiedler) and I had went to
Crane together, was my first year at any music camp. I hadn't
really played a lot of orchestral music at that time, and was
really struggling to keep up with everyone else. Long story
short, I sucked it up and came out a whole different musician
with an understanding of professional music, personal practice, violin skills and social skills. My music and academic
teachers even saw the change in my playing and personality
when I would show them first-hand my accomplishments.
When I went back this summer, I was more comfortable
knowing that I already knew the instructors, counselors and
returning campers. Angela and I were roommates again and
made our room the talk of the dorms with posters, lights and
an ice maker! Crane was like being amongst family, very different than our experience at NYSSSA, because we didn't
really know what to expect.
I had two week to collect myself and head to NYSSSA for
the SOS, (School of Orchestral studies) program. If Crane Youth
Music was an amusement park, SOS was Disney World. Our
schedules were jammed packed day to day with a three hour
rehearsal in the morning followed by lunch, then one hour
coaching for our "440 ensembles," (trio, quartet, quintet, etc.)
and one to two-hour rehearsals for our separate smaller
ensembles, (chamber symphonic orchestra, string orchestra).
Mixed in with rehearsals, we would also have a schedule
change to compensate for our Philadelphia Orchestra coaching's where a member of the orchestra would have a sectional
with us or a coaching on our 440 groups. My personal experience was nothing but great! The members of the orchestra
were very easy to talk to and were very open about their experiences with school and college! Talking and working with
them for sectionals and coaching.
While being here we went to a good number of concerts at
the Saratoga Spring Arts Center! Angela and I got to meet
Sarah Chang, a world renowned violinist, and got to see the
Philly orchestra play the soundtrack to 'Ratatouille" while the
movie played behind them! My own concerts at the LAD concert hall, in the Zankel music center, at Skidmore were also
very memorable. I was surprised at my small ensemble concert
to see that Mrs. Gugliotta came to see Angela and I play!
Seeing here gave me extra reassurance that even though I
might not be the best here, I've still made tremendous
progress! The hard work I've been spending practicing orchestra and quintet parts led Angela and I to become the
"POWER STAND"! They even kept us together for our second
seating audition because we're such a great pair!
My summer at SOS with Angela has been the BEST summer of my life! There are no simpler ways to put it.
Middletown's music program made me into the well-rounded musician I needed to be to get into SOS, and SOS has
made me a person who I've aspired to be when I was just a
kid playing “Hot Cross Buns” in Maple Hill's big gym! After
all of the struggles I've gone through and future trials and
tribulations, I will always credit Middletown's fabulous
music teachers, and program for my success.
Angela Fiedler’s take:
Trying out for NYSSSA was one of the best and smartest
things I've done for myself. This camp allowed me to be
inspired by other artists, challenge myself, become a better
technical player and become a better musician. I have
played pieces that are challenging, worked personally with
Philadelphia orchestra members, and worked with other
musicians my age.
Some of the things we worked on with Philadelphia
orchestra members were our orchestra pieces in sectionals
and small ensembles. We have been put into small ensembles of different sizes (some examples are trios, quartets,
quintets, etc.), and Philadelphia orchestra members occasionally worked with our groups individually. In addition,
we attended all of their concerts at the Saratoga
Performing Arts Center (or SPAC), and I got to watch Sarah
Chang perform the Sibelius Concerto in D Minor - and even
meet her.
NYSSSA also provided an opportunity to spread music
in the community. Project 440 is designated to spreading
music in the community, and we performed our small
ensembles at a nearby nursing home. It felt good to make
others happy by playing music, and it helps me remember
why I want to become a musician.
I am so glad I tried out for NYSSSA, and I am very lucky
to have made it in. I will definitely try out again next year,
and I know that when audition

During the first two weeks of July, I went to Potsdam
CYM (Crane Youth Music). CYM is an awesome summer
experience for middle- and high-school musicians. It is a
two-week intensive music camp, featuring classes, master
classes, rehearsals and private lessons, taught mostly by faculty from the Crane School of Music. On the first day of
camp, students audition for the ensembles they will play
with for the duration of the camp. At Potsdam, there is an
all-camp choir, and everyone sings in that choir, no matter
what their main instrument is. There is an exception if you
are accepted into either one of the two jazz bands.
One of the great benefits of this program is that you get
to attend a variety of different concerts every night, and
also get to play in concerts with your ensembles at the end
of each week. This year, I made it into the Wind Ensemble,
Full Orchestra and Jazz Ensemble for percussion. We played
music from many different composers, and most of the
songs I had never heard before. My favorite song was the
incredibly moving “Star Wars: The Force Awakens medley,”
which we played in the wind ensemble.
I would highly recommend this program for any middle or
high school musicians who are passionate about their
instruments and want to really focus on improving their
skills and technique as they prepare for college.

State boys’ soccer championships return Nov. 11-13
iddletown will host its 10th state
championship event this fall as
the boys’ soccer finals return Nov.
11-13, for what will be the seventh straight
year that tournament has been held at the
Faller Field complex.
Middletown is the ideal setting for not
just state championship events – but local
and regional, as well. These events are
huge money makers for the local economy,
with an estimated $6 million brought in
from goods and services since the stadium
opened in 2008.
The Town of Wallkill and City of Middletown should be another nice boost in
November, when more than 15,000 people
traditionally come in for the soccer. The
state soccer tournament will remain here
through 2017.
Middletown hosted the state boys’
lacrosse championships in June, and athletic director David Coates remains committed to producing the best events possible because of the economic impact.

SCHOOL SCENE
A LOOK AT ACTIVITIES IN THE MIDDLETOWN SCHOOL DISTRICT
The Middletown High School third-floor construction continued over the summer. This is part
of a capital improvement referendum that was passed in December of 2014 and will add more
classrooms and lab space to accommodate its growing population. It is scheduled to be completed next September.
That same resolution also covered masonry restoration at Twin Towers Middle School, shown
here in the right photo taking place over the summer. Roofing replacement, as well as boiler
and hot heater replacement, is also part of this project.
La construcción del tercer piso de la Escuela Superior Middletown continuó durante el
verano. Esto es parte de un referéndum de capital de mejora que fue aprobado en diciembre
del 2014 y agregará más aulas y espacio de laboratorio para dar cabida a su creciente
