Background:
The new theater at Dos Pueblos High School opened in 2007. The theater
has been underutilized by the public as a theater manager has not been
available to operate the complex sound and light systems. Hope Community
Church will train their own persons to operate the equipment and have
demonstrated to site personnel that they are capable of operating the
systems. Under this agreement Hope Community Church will pay 1.5 times
the direct fee rate for a half day use (excluding set up and cleaning time)
instead of the direct fee rate for a full day use (including set up and cleaning
time).
The Board authorized an environmental review of renting the Elings
Performing Arts Center (EPAC) as this use was not included in the 2004
Mitigated Negative Declaration (MND). Dudek conducted the review and
advises that the lease could meet the Categorical Exemption definition under
California Environmental Quality Act (CEQA) Section 15323. In order to meet
the requirements for this exemption, week day events should not be
scheduled earlier than 6:30 PM to avoid additional event-related trips during
evening periods of congestion (4:00 PM to 6:00 PM). In addition, the original
MND does not allow for the theater to have a scheduled event during a
varsity football game. A copy of the Dudek report is available in my office.
It is anticipated that the revenue from this agreement will provide a funding
source for a part-time theater manager for school use and that person would
also be available for Civic Center rentals.
