That step is important for the President and the Nation in attempting to regain credibility and confidence in the leadership of FEMA. This resignation is a rare instance of personal accountability in Washington, but it does not solve the problems that Hurricane victims still face, and it will not make us better prepared for the next catastrophe. The federal presence on the ground has improved over the last week. The influx of thousands of National Guard troops has greatly improved security. The levee breaches are being fixed, and the water is being pumped out of New Orleans. Victims are starting to get emergency cash infusions to help bring their lives somewhat back to normal. Enrollment will remain open to new students over the next few weeks. The GED classes and testing are offered free of charge. Classes are held 3 days a week for four hours each day. All classes will begin on Sep 13; however enrollment will remain open for a few weeks past the start date. In La Junta, classes will be held at Otero Junior College in the Humanities Center, room 128 on Tue, Wed, and Thu, from 1 pm to 4:15 pm. Classes will be held in Ordway at the Crowley County Learning Center on Tue, Wed, and Thu from 8 am to 11:15 am. The rate increase effects all GI Bill benefit programs including Active Duty GI Bill Chapter 30, Reserve GI Bill chapters 1606 and 1607, the GI Bill OJT and Apprenticeship program and the Survivors and Dependents Education Assistance (DEA) program. The Payment Rate Increases The basic payment rates will increase on October 1st for each program as follows: • Active Duty GI Bill will increase from $1004 a month for a full-time student to $1034 a month. • Selective Reserve (S.R.) GI BIll will go from $288 a month to $297. • Activated Reserve GI Bill is will be up to $827 depending on the length of activation. • GI Bill OJT and Apprenticeship program jumps from $753 ($216 for S.R.) to $878.90 ( $252.45 for S.R.) • The DEA rate increases to $827 a month. Note: these numbers are based on the 2006 Full-time student rate. Art Committee applications being accepted by library The Pikes Peak Library District Board of Trustees is accepting applications through October 7 to fill two vacancies on its Art Evaluation Committee. Art Committee members review works submitted by local artists for exhibit at eight PPLD locations. The number of committee meetings vary, but average two per year; meetings last approximately 2 1/2 hours. Membership terms are two years, with a possible renewal of one year. GSA Warns Of Scams In The Wake Of Hurricane Katrina The public is being warned to watch out for dangers posed by scam artists who would prey off the generosity of Americans wanting to donate money to the disaster relief efforts. To make sure donations get to hurricane victims, the General Services Administration (GSA) and the Federal Trade Commission (FTC) have put together these tips to protect the public: *Beware of phony e-mails soliciting money on behalf of well-known charities. There are many web sites claiming to collect donations for Hurricane Katrina victims that may not be legitimate. FTC advises you to never click on any link in an e-mail solicitation because you may end up at a site that looks real but is set up by identity thieves to get confidential information. For example, if you get an e-mail from the Red-Cross, close the e-mail and instead go to the Red Cross Web site, or phone them. *Donate to established charities or nationally known organizations. For a list of reputable organizations, visit http:// www.FirstGov.gov and click on “How You Can Help.” *Donate to charities you have given to before. *Watch out for charities that have sprung up overnight. They may be well-meaning, but may lack the infrastructure to provide assistance. *Do not give out personal or financial information -including your Social Security number or credit card and bank account numbers - to anyone who solicits a contribution from you. Visit http://www.FirstGov.gov, the official web portal of the U.S. 15 de septiembre 2005 - 22 de septiembre 2005 Page 3 COMMUNITY NEWS The Colorado Trust Grant funds new nursing faculty positions at Adams State Adams State College and Trinidad State Junior College have increased the number of nursing faculty thanks to the Health Professions Initiative Grant by The Colorado Trust received this summer. The grant will provide, in part, two nurse educators hired by Adams State College in a collaborative role to: • Increase the number of nursing students admitted to and graduating from the Adam State and TSJC nursing programs. • Enhance the teaching competence of the Adams State and TSJC nursing instructors. • Enhance the quality of nursing care provided to persons in the Adams State and TSJC service communities. Lasca Beck and JoAnn Crownover joined Amanda Jojola and Vicki Brownrigg as faculty in Bachelor of Science in Nursing program at Adams State College. According to Dr. Frank Novotny, associate provost, the grant award total is $330,048 to be disbursed over a three-year period. “These are nurse educator positions and the faculty will be teaching classes at Adams State and Trinidad State Junior College Valley campus,” said Novotny. “These joint appointments will allow for mentoring and collaboration between the faculty of both institutions, will enhance the educational experience for the students, and improve the matriculation of students from the RN program into the BSN.” Brownrigg, RN, FNP, PhD, and director of nursing education, said she is excited about the possibilities for nursing students on both campuses. “I am very excited to have and all the years of nursing experience brought to Adams State. We benefit, and so does TSJC. Lasca, JoAnn and Amanda will be excellent mentors to their current faculty,” said Brownrigg. The Better Business Bureau of Southern Colorado has received calls from the public explaining that they have responded to advertisements for jobs in newspapers that turned out to be a scam to gather personal information. The BBB has also received complaints about organizations that invite the public to attend a free seminar. Although the job seeker attends hoping for employment opportunities, the sponsoring company is there to sell various products and services. These companies are vague about their purpose and use misleading tactics to secure attendance. Here are some recommendations when looking for a job: • Be suspicious of any employment service that promises to get you a job. • Don’t give out personal information unless you are familiar with the company. • Never fax copies of your ID or Social Security Number to someone you’ve never met. Provide these documents to your employer once you are physically at the job. • Avoid responding to blind ads; those that don’t identify themselves. Some red flags: • Potential employers request your bank account or social security number. • Request to scan the ID of the jobseeker. • Misspellings and grammatical mistakes in the job ad. • Request for a voided check. I feel that this is an important piece of the collaboration efforts which will benefit many within the community.” Beck brings a wealth of experience to her position. “My clinical experience includes having worked as staff nurse, supervisor, director of operating and recovery rooms, and director of nursing for a 100 bed hospital,” said Beck. “I was responsible for the establishment of the first intensive care unit at that community hospital. My career in nursing education began in the early days of associate degree nursing programs when qualified nurses to teach were scarce. I did much of my own in-service education as a director in the hospital and found that I enjoyed teaching. Therefore, I focused the rest of my career in that direction.” Beck received her baccalaureate in nursing degree at Texas Women’s University, which was a counterpart of Texas A&M University. Her master’s degree is from Texas A&M and she did post-graduate work at the University of Texas at Arlington and at Arizona State University. Her interest in patient care also led her to study thanatology, the study that focuses on dying, death, and grief. “Early in my career as a director of nursing, a five-yearold patient was dying of leukemia. The unemployment rate among Hispanics increased from 5.0 percent in July, further increasing the gap with the overall US unemployment rate of 4.9 percent, which dropped from 5.0 percent in July. Hispanics gained 63,000 new jobs in August, absorbing 120,000 Hispanics who joined the labor force. These new workers came from an increase in the US Hispanic population of 96,000, as well as 24,000 Hispanics that rejoined the labor force. On an annual basis, employment of Hispanics has increased by 633,000 jobs, bringing the Hispanic unemployment rate down from 6.9 percent in August 2004 to the current 5.8 percent. The seasonally unadjusted overall Hispanic unemployment rate for August was slightly lower at 5.7 percent, an increase from 5.5 percent in July. Hispanic men 20 years and over tend to have the lowest unemployment rates among the Hispanic population, though their unemployment rate also increased to 4.1 percent from 3.6 percent in July. This was driven by an increase in the labor force of 78,000 Hispanic men; only 16,000 were able to find jobs, adding 62,000 to the ranks of the unemployed. At 6.5 percent, the unemployment rate in August for Hispanic women 20 years and over was higher than that of Hispanic men, but actually decreased from 6.9 percent in July. In this case, the change can be attributed to 29,000 new jobs as well as 3,000 Hispanic women leaving the labor force, which decreased the unemployed by 32,000 women. Young Hispanics (16 to 19 years) of both sexes typically have the highest unemployment rate among the Hispanic population. This is true among all racial and ethnic groups, as younger workers tend to have less education and experience, as well as being less attached to the labor force due to geographical relocations and school enrollment. The unemployment rate for Hispanic youths rose to 17.2 percent in August, up from 16.0 percent in July. This resulted from 21,000 fewer jobs, with 9,000 youths exiting the labor force (possibly to return to school in the fall) and 12,000 being considered unemployed. An opening reception will be held on Sunday, September 18, 2005 from 2:00 4:00pm, featuring live music from New Mexico group Mucho Corazón, and hosted by the Women’s Board of the Museum of New Mexico. The exhibition runs through September of 2006. “It’s usually not even on the map,” remarked co-curator and award-winning Spanish Market artist José Floyd Lucero, referring to Córdova, the quiet town on the High Road to Taos. Running east from Española, the High Road winds through Chimayo, Córdova, Truchas, and Las Trampas before reaching Taos. It is there in the Sangre de Cristo Mountains where generations of Lucero’s family have lived and created their unique art. Lucero, a woodcarver and Santero (carver of saints), is the great-grandson of José Dolores López and the godson and great nephew of George T. and Silvianita López. It is generally believed that José Dolores López, known affectionately by family members and other artists as “Dolores”, was the creator of the Córdova style that features intricate chip carving and delicate design work on unpainted wood. When he began his artistic career in the late nineteenth and early twentieth centuries, López was known for his painted screen doors, frames, nichos, shelves, chairs, tables, and even mailboxes. Over time he developed the unpainted style, which defines his legacy today. “Co-curating an exhibition with an artist who has deep connections to the highlighted works is a dream come true,” says Tey Marianna Nunn, Curator of Contemporary Hispano and Latino collections. “The relationship between artist, curator, and community is extremely rewarding and can only serve to infuse any exhibition with spirit and beauty.” Common themes for the family of artists include crucifixes, santos, and various versions of “Our Lady of Light.” One such masterpiece made by López will be featured in the exhibition. He made his version of “Our Lady” for the Public Works of Art Project (PWAP) part of Franklin Delano Roosevelt’s New Deal Programs. On loan to MOIFA specifically for the exhibit from the Taylor Museum of the Colorado Springs Fine Arts Center, the piece has not been back to New Mexico since the New Deal. Among the pieces featured in Taking the High Road are carved, unpainted works made from aspen and cedar. Many of the Córdova artists feel that revealing details in natural wood is more difficult to do compared to other traditional techniques such as painted bultos in New Mexico. As Gloria López Córdova, granddaughter of José Dolores López, states: “If I make a mistake on a face I’m carving, it can’t be covered up. I have to throw it away and start over.” Lucero gathered objects from family members and private collectors, while Nunn selected works from the permanent collections of the museum and othe institutions. Together, they compiled Taking the High Road, giving recognition to the extraordinary family of artists who have through generations, perpetuated, mastered and innovated upon the unique and acclaimed New Mexican artistic tradition. “In doing so, it is our hope that we can put Córdova, New Mexico, its artists and its legacy, back on the map,” said Nunn. Quick Facts about Medicare’s new coverage for prescription drugs Starting January 1, 2006, Medicare will offer prescription drug, coverage for all people with Medicare. If you have Medicare and have limited income and resources, you may qualify for extra help paying for prescription drugs. If your annual income is below $14,355 for a single person ( or $19,245 if you are married and living with your spouse), you may qualify for extra help. Slightly higher income levels may apply if you provide 1/2 support to other family members living with you, or if you work or reside in Alaska and Hawaii. And if your resources (including your savings and stocks, but not counting your home or car) are under $11,500 (for a single person) or under $23,000 (for a married couple) you may qualify for extra help paying for your Medicare prescription drug costs. The Latino Chamber Foundation Award is presented annually to deserving individuals who have exhibited continuous, selfless contributions to the Hispanic Community of Pueblo in any one or more of the following areas: business, politics, social, education, humanitarian or other philanthropic activates. The wall, to be located on the east wall of the Great Hall of the Occhiato University Center, will serve as an historical recording for future generations of the contributions of groups and individuals who operate outside the realm of those in power. The wall recognizes the contributions and sacrifices that Hispanics/Chicanos have made in improving the quality of life for Hispanics/Chicanos in the social, political, and economic areas in the Pueblo community. A Pueblo native, Ulibarri attended Bessemer Elementary, Keating Junior High, and Central High School. He was among the first graduating class of Southern Colorado State College (now CSU-Pueblo), earning a bachelor’s degree in social studies and English with an emphasis in public school teaching. Judge Joe T. Ulibarri After teaching for a few years, he entered law school at the University of Denver, where he earned his law degree in 1971. He began his legal career with the Pueblo County Legal Service Program, serving indigent families on civil matters and community legal issues, then spent a few years working for Mexican-American Legal Defense and Educational Fund in Denver. He returned to Pueblo in 1973 and soon was tabbed a Regional Assistant Attorney General. He served as a Municipal Judge from 1979-89, when he was promoted to Presiding Municipal Judge. He served in that capacity until his retirement in 2002. Throughout his career, he has belonged to numerous community and civic organizations, The Pueblo Regional Planning Commission, the Bessemer Historical Society, Parkview Medical Center Board of Directors, Pueblo Hispanic Educational Foundation, Pueblo Community College Foundation, and Pueblo Rotary 43. Over his 40-year career as an educator, attorney, and judge, Ulibarri has spoken to many students and community groups on the importance of education asna on-going career path and as a fulfillment of life’s goals. He has mentoed young Hispanics and participated in workshops and training programs for future Hispanic community leaders because of his commitment life-long education. Latinos are represented in a wide variety of occupations. For instance, there are about 50,400 Hispanic postsecondary teachers; 53,400 chief executives of businesses; 38,100 lawyers; and 5,000 news analysts, reporters and correspondents. 7.6 million The number of Hispanic citizens who reported voting in the 2004 presidential election, up from 5.9 million four years earlier. The percentage of Hispanic citizens voting — about 47 percent — did not change.
