l 22 de Feb., el narcotraficante Joaquín
Guzmán Loera – conocido como “El Chapo”
– fue arrestado en Mazatlán, Sinaloa, México, en un
operativo realizado en un edificio de apartamentos.
La operación, apodada “Gárgola”, fue organizada
por la Marina Mexicana. La Agencia de Control
de Drogas de EE.UU. (DEA) cooperó con
información. El director de la Procuraduría General
de la República (PGR), Jesús Murillo Karam,
señaló durante una conferencia de prensa que la
Marina Mexicana había arrestado a Guzmán Loera
a las 6:40 a.m. del 22 de febrero y nadie resultó
herido.
“Preferimos no poner en riesgo a las personas y
simplemente esperamos el momento adecuado”,
dijo.

Univisión reportó que, para localizar a Guzmán
Loera, la PGR intervino sus teléfonos, siguió sus
vehículos y planes e interceptó sus comunicaciones
de radio. También informó que “El Chapo” estaba
en el apartamento 401 y que la Marina había
rodeado el edificio. Cuando el personal naval llegó
al apartamento, le informaron a Guzmán Loera que
tenían acordonado el edificio y que debía rendirse.
Los miembros de la Marina supuestamente
entraron a la habitación y encontraron al Chapo,
quien declaró: “Está bien, está bien”. Luego, se
rindió.
El operativo dio como resultado 13 arrestos,
el decomiso de 133 armas, 2 lanzagranadas, 43
vehículos, 16 casas y 4 ranchos.
El presidente mexicano Enrique Peña Nieto
confirmó el arresto a través de su cuenta de
Twitter. Además, dio una conferencia de prensa y
declaró: “La aprehensión reconoce la eficiencia del
estado mexicano”; y agregó que el arresto estaba
motivando al gobierno mexicano “a seguir adelante,
trabajando con pasión y entrega para mostrar que es
posible que México (pueda) lograr la paz”.
Sin embargo, muchos analistas han afirmado
que el arresto de Guzmán Loera no va a resolver el
problema que México enfrenta en la lucha contra
los cárteles de la droga allí. Aunque la detención es
considerada un gran logro, se espera que alguien
tome el lugar del Chapo.
En noticias relacionadas, Estados Unidos está
buscando la extradición de Guzmán Loera. Sin
embargo, el secretario de Gobernación, Miguel
Ángel Osorio Chong anunció que el gobierno
mexicano no ha recibido una petición oficial del
gobierno estadounidense. Además, indicó durante
un entrevista de radio que a Guzmán no se le ha
ofrecido ningún tipo de protección de “testigos” del
gobierno mexicano. Al mismo tiempo, los abogados
del Chapo presentaron un amparo pidiendo al juez
que bloqueara cualquier solicitud de extradición del
capo de la droga a Estados Unidos.
Los cargos criminales que enfrenta Guzmán
Loera incluyen actividades relacionadas con la
droga y conspiración criminal. Se espera que se

Guzman Loera at 6:40 a.m. on Feb. 22. No one
was injured.
“We preferred to not put people at risk and
we just waited for the right moment,” the director said.
Univision reported that, to locate Guzman
Loera, the PGR tapped his phones, followed his
vehicles and planes, and intercepted his radio
communications. Univision also reported that
“El Chapo” was in apartment number 401 and
the Mexican navy sealed off the building. When
the naval personnel got to the apartment, they
informed Guzman Loera they had cordoned off
the building and that he must surrender.
The naval personnel reportedly entered the
room and found Guzman Loera, who stated, “It
is fine, it is fine.” Then, he surrendered.
The operation resulted in 13 arrests. In addition, Mexican authorities seized 133 weapons,
two grenade launchers, 43 vehicles, 16 houses
and four ranches.
Mexican President Enrique Peña Nieto confirmed the arrest via his Twitter account. In
addition, he gave a press conference, stating:
“The apprehension recognizes the Mexican state’s
efficiency.” The president also said the arrest was
motivating the Mexican government “to move
forward, working with passion and dedication to
show that it is possible that Mexico (can) achieve
peace.”
But many analysts have stated that Guzman
Loera’s arrest won’t solve the problem Mexico
faces in fighting the drug cartels there. Although
the arrest is considered a big achievement, someone is expected to take Guzman Loera’s place.
In related news, the United States is seeking
to extradite Guzman Loera. However, Mexican
Secretary of State Miguel Angel Osorio Chong
announced that the Mexican government hasn’t
received an official request from the U.S. government. In addition, Osorio Chong stated during a
radio interview that Guzman hasn’t been offered
any kind of “whiteness” protection from the
Mexican government. At the same time, Guzman’s attorney filed a petition asking the judge
to block any request to extradite the drug lord to
the United States.
The criminal charges that Guzman Loera
faces include drug related activities and criminal
conspiracy. It is expected that charges will be
added up.

raciela Olivas was buried on Feb. 21
from Maple Hill Funeral Home near
34th Street and Shawnee Drive in Kansas City,
Kan. On Feb. 17, the 62-year-old grandmother
had died after her car was rammed at that
intersection.
The driver of the car that struck Olivas was
Christopher Stewart, a man fleeing Kansas
City, Kan., police. They were chasing Stewart
because they’d seen him commit multiple traffic
violations after engaging in suspicious activity.
Thirty-Fourth Street and Shawnee Drive
are narrow, two-lane streets that intersect at
a four-way stop. Stewart ran the stop at about
6:45 p.m. on Feb. 17 and plowed into Olivas’
car with enough force to drive it into a ditch.
A single streetlight on the northeast corner
illuminated the intersection.
Was the nighttime pursuit through a poorlylit neighborhood in the public’s best interest?
Was the capture of Stewart worth it? Was
chasing him the only means of apprehending
Stewart?
In January, a high-speed police chase in
Kansas City, Mo., ended with a crash that killed
Jason Lewis, the father of five children, and
seriously injured two women. A man trying to
elude police sped through a red light and collided with the victims’ car. He wasn’t injured.
The Independence police officer had been chasing the man for speeding in Independence and
continued the chase into Kansas City.
Who bears responsibility for the Olivas and
Lewis deaths? Stewart and the driver who hit
Lewis have been charged, respectively, with
first-degree murder and second-degree felony
murder. Do the pursuing police share culpability? Do their actions attest to increasingly poor
judgment, lack of self-restraint and abuse of
power by law enforcement officers?
On Feb. 18 near San Diego, a U.S. Border
Patrol agent fatally shot a Mexican man crossing the border because, the agent alleged, the
man had hit him with a rock. At least nine rock
throwers have been killed by U.S. Border Patrol
agents in the past four years.
Did officers involved in all of these violent
confrontations betray the public trust? Did
they jeopardize their relationship with the
public they serve?
Law enforcement officers are responsible for
protecting lives and property through enforcing
the laws. We expect them to respect life and
laws; exercise courage and the highest ethical
standards; and consistently employ sound
judgment and the principles of justice, fairness,
honesty and compassion. We’re responsible for
holding them accountable to our expectations.
