NEW FILIPINO MARTIAL ARTS CLASS BEING
TAUGHT IN BAY POINT
Arnis is now being taught at Bay Point by
Master Jose Isidro, this new martial art is now the
Philippines national sport; and it’s being popularized
like Tae Kwon Do around the world. Black Belt Hall
of Fame Remy Presas is the founder of the system.
Arnis is a combination of several armed and
unarmed Martial Arts techniques. Arnis can be
taught to children and into the late seventies; as
long as you can move your hands and feet, you can
learn the art and still defend yourself.
Master Jose Isidro is also the instructor of Cane
Do and Tae Kwon Do/Hapkido. Classes are in
Ambrose Recreation Center Big Gym every
Wednesday and Friday from 4:45- 7:00 pm. The
Senior Cane Do Class is being taught every Thursday
10:45- 11:45 am and FREE OF CHARGE for ages 60
and over.

NUEVA CLASE DE ARTE MARCIAL FILIPINO EN AMBROSE
El Maestro Jose Isidro esta enseñando Arnis en el
Centro Ambrose, estas nuevas artes marciales es el deporte
nacional de los Filipinos, y lo están popularizando como el
Tae Kwon Do en el mundo entero. El famoso cinturón
negro Fame Remy Presas fue el creador de este sistema.
Arnis es una combinación de técnicas con armas y sin
armas. Arnis puede se enseñado a niños pequeños y a
personas de 70 años, solamente necesitan poder mover sus
manos y pies. Usted puede aprender el arte y también a
defenderse. El Maestro Isidro también enseña Cane Do
and Tae Kwon Do/Hapkido. Las clases son en el Centro

SMILE J FLASH CAMERA TO BE INSTALLED ON
POINSETTIA AVENUE
Contra Costa County Public Works Department
Watershed Program announced plans to install 1
motion detection camera, called "Flash Cams" at
problem dumping hot spots in Bay Point. The
installation of Flash Cams has come from a growing
need to stop and prosecute individuals that dump
garbage and debris onto county maintained roads
and property.
In coordination with Supervisor Glover's Office
and the Contra Costa County Sherriff's Office, the
County Watershed Program will install flash Cams to
deter illegal dumping and prosecute offenders. Flash
Cams are expected to be installed in 3 working days,
with an estimated start on October 13, 2011 and
completed by November 10, 2011.
“Supervisor
Glover's office has been working on the installation
of these cameras for a year. More cameras will be
installed in the near future, according to Ed Diokno
of Glover's staff."
SONRIA J FLASH CAMERA VA SER INSTALADA EN LA
AVENIDA POINSETTIA
El Departamento de Trabajos Públicos del Condado de
Contra Costa, con el

Hidrográficas anuncio planes de instalar una cámara de
detección de movimiento, llamado “Flash Cams” en partes
problemáticas en Bay Point. La instalación de la cámara ha
venido por la creciente necesidad para detener y enjuiciar a
individuos que tiran su basura en las calles y propiedades
del Condado de Contra Costa.
En coordinación con la Oficina del Supervisor Glover y
la Oficina del Sheriff del Condado de Contra Costa y el
Programa de Cuencas del Condado van a instalar una flash
cámara para disuadir a los que tiran basura y multar a los
delincuentes. Se estima que el trabajo va a empezar el 13
de octubre de 2011 y finalizar el 10 de noviembre de 2011.
De acuerdo con El Señor Ed Diokno “La oficina de
Supervisor Glover ha estado trabajando en la instalación de
estas cámaras desde un año.” Más cámaras se instalarán
en el futuro.

The Bay Point Garden Club’s mission is to share
the enjoyment of gardening and organize projects
that will further enhance the natural beauty of Bay
Point. For the past 4 years, the Garden Club
spearheaded the annual Bay Point Spring Derby that
is celebrated on Memorial Day. The Spring Derby
includes a memorial ceremony, parade, arts and
food festival. It showcases the rich culture and
diversity of the Bay Point community.
It Club also offers workshops, organizes garden
tours, and partners with other civic organizations in
promoting healthy living, sustainability and
community pride.

La misión del Club de Jardineros de Bay Point es de

Los últimos 4 años, el Club ha sido responsable por la
celebración “Spring Derby” en Memorial Day. El Spring

OCTOBER 29, 2011 PEACE IN THE STREETS FORUM
What does CAL really stand for? What are the
names of local gangs? What does the graffiti mean?
Contra Costa Supervisor Federal Glover is
sponsoring an anti-gang and anti-violence forum
called Peace In The Streets this Oct. 29 at Pittsburg
High
School,
9

p.m.
"None of us can afford to be bystanders," said
Glover. "We can reclaim the streets if we act as a
community; The good thing to know is we are not
alone. There are resources and help available." Find
out what local law enforcement and the schools are
doing to reduce gang activity and street youth.
Learn what resources are available to help keep
young people from yielding to the lure of the gang
lifestyle. The forum is free and open to parents,
teachers, youth workers and anyone interested in
countering the growing violence perpetuated by
gangs.

BAY POINT RESIDENTS AGAINST GSWC WATER
RATES (BPRAGWR PRONOUNCED BRAGGER)
We are organizing! We need people to fight
current and pending water rate increases by Golden
Gate Water Company. In less than 2 years the GSWC
water rates have increased per tier 70.85%,
91.64% and 115.56%. The new proposed GSWC
rate increases will mean rate increases since
September 2009 of 93.75%, 116.95%, and
144.59%. The Public Utility Commission has
become a rubber stamp for GSWC. It is time we
took action. We need your involvement now.

AGUA GSWC (BPRAGWR PRONOUNCED BRAGGER)
Estamos organizándonos para pelear contra los
aumentos que han subido y que todavía planean subirnos
en tarifas de agua por la Compaña Golden Gate Water. En
menos de 2 años GSWC han subir en tarifas por nivel de
70.85%, 91.64% y 115.56%. Desde Septiembre del 2009;
los nuevos aumentos de tarifa propuestos por la Compaña
Golden Gate Water van a ser de 93.75%, 116.95%, y
144.59%. La Comisión de Servicios Públicos sigue
aprobando estos aumentos y se han convertido en un sello

ADOPT A ROAD PROGRAM
The Bay Point Community has received
permission from Contra Costa County to participate
in the “Adopt-a-Road” Program, and we would like
you to become a part of this contribution to our
community. According to Contra Costa County: The
Adopt
–
A
–
Road
Program
encourages
organizations, corporations, groups, and individuals
to participate by providing volunteers to maintain
and enhance Contra Costa County roadsides on
roads serviceable by volunteers. The Program Goals
are:
• Designed
to
promote
civic
responsibility, community spirit and pride,
and to provide and opportunity to
accomplish something worthwhile.
• Designed to save taxpayer dollars
and to operate with a minimum of red tape
and with minimum supervision by County
Public Works.
• Designed to allow participants to
work responsibly at their own convenience.
• Designed for volunteers 13 years and
older with appropriate supervision under age
18.
• Recognize
participants
with
appropriate sponsorship signs installed at
the adopted section,
press releases, and
certificates of appreciation. County Public
Works Department provides and installs the
signs. Participants may provide a customized
panel with logo and color (maximum size
15” tall x 30” wide) at their expense.

within our community that fit the criteria the county

HOW EARLY WAS SPANISH SPOKEN IN BAY POINT?
WOULD YOU BELIEVE 1772?
On September 17th, the Bay Point Historical
Society held its 9th Annual Membership Luncheon.
Bay Point Historian and Historical Society Board
Member Dean McLeod spoke about the very first
encounter of Europeans with the natives of our area.
This was the Spanish Expedition of Captain Pedro
Fages and Fray Juan Crespi of 1772, which passed
through Bay Point in April of that year with the
intention of discovering the origins of the “great
river” that was San Francisco.
What was most revealing in McLeod’s
presentation was his suggestion that the actual
turn-around camp may actually have been in Bay
Point, at the stream near Willow Pass Road, just
south of Highway 4, or at a stream near today’s
Bailey Road. “Turn-around” signifies the point at
which the expedition camped and then turned
around, and returned to Monterey. This expedition
was crucial in forging the continued Spanish
colonization of the Bay Area, and the eventual
establishment of Mission San Jose de. Guadalupe in
Fremont and Mission San Francisco de Asis (Mission
Dolores) in San Francisco.
What soon followed was a second expedition,
the de Anza Expedition of 1776, which used the
route and diaries of the 1772 explorers to map its
subsequent exploration of Alameda and Contra
Costa Counties (You can still see a remnant of a
monument to the 1776 Expedition next to the water
tower off Evora Road between Driftwood Drive and
Mota Ranch Drive.).
The Bay Point Historical Society believes the
1772 Expedition also deserves a monument in Bay
Point, and will be working to find a site and fund a
monument to this most important event in Bay
Point’s history.
On September 20th, newly elected President Eva
Garcia, Presenter and Board Member Dean McLeod,
and immediate Past President Ray O’Brien met with
the Spanish Consul General in San Francisco. Consul
General D. Jorge Montealegre Buire expressed his
deep interest in our project, and offered the support
of the Spanish Government for wider awareness of
the importance of the Fages-Crespi Expedition of
1772.

QUE TAN PRONTO FUE HABLADO EL ESPAÑOL EN BAY
POINT? USTED CREERIA DESDE 1772?
El 17 de Septiembre, La Sociedad Histórica de Bay

BAY POINT CAP ENHANCES DIALOG WITH
COMPANIES
The Bay Point Community Advisory Panel (CAP)
provides an opportunity for residents to talk to the
management of the three major industries here.
Established in 1998, the CAP is comprised of
volunteers who meet monthly with management
representatives of the three companies – Criterion
Catalysts and Technologies, General Chemical Bay
Point Works, and Henkel Aerospace. The companies
seek the advice of the CAP on matters that might
affect the community. CAP members relay questions
or matters of community interest to the companies,
and are among the first to learn of plans for site
modifications and what the companies are doing to
ensure safe and reliable operations. Guest speakers
from regional, state, and federal agencies and
various organizations are invited to discuss topics of
a timely nature and related to the Cap’s interests.
CAP members have participated in various
community activities and events in Bay Point. The
CAP also prepared a flyer – in English and Spanish –
that provided information about the Community
Warning System and what to do when the siren
sounds. The CAP and companies share a mutual
dedication to the community and interest in the
safety of the people who live and work in Bay Point.
New members are welcome. Persons interested in
joining the Bay Point CAP should live or own a
business in Bay Point, and be willing to attend and
participate in monthly meetings. The Bay Point CAP
meets the fourth Monday of the month from 6:00
p.m. to 8:00 p.m. at one of the plants on a rotating

In the past year the Ambrose Recreation and
Park District has been building partnerships with

non-profits,

and
community
organizations in order to offer new and exciting
programs for the Bay Point community. We are
pleased to recognize these community organizations
that helped us present the Breakfast with Santa,
Holiday Tree Lighting, two senior exercise
programs, Cane Do and Easy Exercise Programs for
Seniors, Teen Exercise Classes and much more.

District and Friends of the Park District are in the
planning stages of our successful holiday events
Breakfast with Santa” and the “Bay Point Tree
lighting” “Breakfast with Santa” will be held on
Saturday December 10th , from 8-11 AM. Come by
to enjoy a pancake breakfast with all the trimmings
for $3.00 for adults and children 13 and older, and
$1.00 for children 12 & younger. Santa will be on
hand for pictures and to give out Candy Canes to the
good little boys & girls. Music will be provided by
the Riverview Junior High School band. This event is
sponsored by Henkel Corporation and their
employees.

Bay Point Tree Lighting, December 8th
for the past two years, the holiday tree has been
generously donated by the Home Depot in Pittsburg
and the event sponsored by Allied Waste, and
Henkel Corporation. On December 8th, from 5:307:30 PM, once again, there will be singing, seasonal
greetings from our elected officials, and plenty of
refreshments for everyone to enjoy. We are hoping
that Santa will stop by to meet the kids and be
available for you to take pictures. This program is
free and here’s your chance to enjoy the spirit of the
holidays. Music will be provided by the Riverview
Junior High School band.

fotos con todos. Pero nada mas les dará caramelos a los
que se han portado bien. Desayune deliciosos panqueques

años y solamente un $1.00 para menores de 12 anos.

AMBROSE INSTRUCTOR GOES WORLDWIDE
We want to congratulate Sensei Makoto Hagata
and the Mt. Diablo Branch of Shorinji Kempo for
hosting the first international Training Camp this
past September 3 and 4, 2011. Sensei has been
teaching Shorinji Kempo in Bay Point for 22 years at
the Ambrose Community Center, teaching children
and adults. The event is recognized by the World
Shorinji Kempo Organization (WSKO) as an official
study session, and was attended by people from all
over the United States and members from Africa,
Asia and Europe. The members that attended were
from Kenya, Tanzania, Canada, Brazil, Chile, India,
Indonesia, Israel, Malaysia, Qatar, Singapore, Sri
Lanka, Timor Leste, Vietnam, Korea, Japan, Finland,
France, Holland, Italy, Monaco, Portugal Spain,
Sweden, Switzerland, United Kingdom, Germany,
Ukraine, Russia, Norway, Australia and New
Zealand.
Sensei Hagata is a 6th degree black belt with
more than 30 years teaching experience. Before
opening the Mt. Diablo Branch Hagata Sensei taught
in Japan. He also studied at Shorinji Kempo
headquarter in Japan. Sensei Hagata was the USA
representative of Shorinji Kempo for the term of
2002 to 2006. He has had many students -- who
achieved the rank of black belt and has guided two
on opening their own branches; in Berkeley
California USA and the other in Osorno Chile.
Shorinji Kempo, now more than ever, is a
martial art to represent Japan. However, among
Japan's many martial arts, the history of Shorinji
Kempo is very young - only 60 years have passed
since its creation. In this time, over 1,500,000
people have joined. The number of branches within
Japan is about 2,950, and it has also spread to 33
countries
worldwide.

was
established by Doshin so as a system for selfimprovement and training or discipline in Japan in

Queremos felicitar al Sr. Sensei Makoto Hagata y la

WELCOME TO BAY POINT SIGN INSTALLED
The new “Welcome to Bay Point” sign has been
installed at the Bay Point exit off Highway 4! If you
haven’t seen it yet, you should drive by it, and take
a look. Logos from community groups in progress,
so the logos from the Ambrose Recreation and Park
District and the Bay Point Chamber of Commerce
will soon be accompanied by many more. Many
thanks go out to Tesoro, who sponsored the sign,
and to Tim Stone and Greg Konley from Ready Print
and Sterling Stevenson from the Bay Point Municipal
Advisory Council for completing the entire
construction!
The current “weed issue” around the sign is
being addressed by the “Adopt-a-Road” Program,
sponsored by Sterling Stevenson (see “Adopt-aRoad Program” elsewhere in this Newsletter.) We
hope to have volunteers out there soon, knocking
down the weeds, and generally beautifying the area.
The sign is a great addition to Bay Point, and we’re
grateful to all who participated in the planning,
funding and installation of the sign.

COMMUNITY ACTION SUMMIT
Over 40 community members from Bay Point
came together October 7-9 at the Ambrose
Community Center for the “Creating our Future
Together” Community Action Summit. Members
from all facets of the community worked together
over the three days to develop a shared vision for a
prosperous Bay Point. The event culminated with
the development of multiple action groups that have
committed to work together to make Bay Point a
better place to live, grow and work. Stay tuned for
opportunities to work alongside fellow residents to
shape a brighter future.

LIONS CLUB 2011 SCHOLARSHIP RECIPIENTS
Anna Ramos, Bay Point. 2011 Graduate of Mt.
Diablo High School. Enrolled at CSU, Stanislaus with
a major in Child and Adolescent Development.
We’re pleased to present a $2,000 scholarship
to Anna Ramos of Bay Point. She has achieved
excellence, not just in academics – she graduated
with a total Grade Point Average of 3.14, ranking
her at 80th amongst her senior class of 360. She
also presents a solid record of community service by
mentoring other students in the Collaborative for
Academic, Recreation and Enrichment for Students
program.
Through our international motto, “We serve,”
the Ambrose-Pittsburg Lions Club emphasizes
efforts in community service. In making this award,
we salute Anna’s role in planning and participating
in many Bay Point events, such as Unity in the
Community, the Youth Development and Leadership
Corps’ college and job fair, A Night to Remember
honorary dinner saluting community leaders, and
several Teen Center activities. For college, she
plans to major in Child Development because, as she
tells us, “children are the most important thing in
the world” and “children have always been my
passion, along with helping others.” We are proud
to say that she is among the best, and we want to
encourage her future success in higher education
with this award.

Enrolled at Stanford
University with a major in Economics.
In keeping with our emphasis on community
service, we presented a $1,000 scholarship to a
young man whose dedication to community and to
helping others is outstanding - only to be matched
by his remarkable achievements in academics.
Kevin Sunga’s resume of community service is
perhaps unprecedented in our history of presenting
this scholarship.
He has volunteered through the Key Club,
including helping with Kirker Creek clean-up’s and
the Relay for Life; helped to organize the Winter
Children’s Talent Show and the Dance for Special
Needs Children; worked as a hospital volunteer
through the Sutter Delta; hosted two exchange
students from Japan and interned with Supervisor
Federal Glover’s office. In fact, the Chief of Staff for
Supervisor Glover said he “made an indelible
impression upon his colleagues” and was given
critical assignments usually reserved for experience
staff.
He produced a report on how county
departments appropriate American Recovery and
Reinvestment Act funds; completed a much-needed
redesign of the Advisory Body Handbook and
compiled a collection of cost-saving suggestions for
Contra Costa County. One teacher recommended
him to us because he was, in the teacher’s words,
“one of the very best students I have ever had the
pleasure of teaching.”
As to his academic success, Kevins’s transcript
showed A’s and A-pluses for nearly every class he
took at Pittsburg High School, including precalculus, chemistry and student leadership, serving
as Student Body Vice President this past year. In
fact, he is the Senior Class Valedictorian, rating
Number One amongst his class of 463.
One more thing; He competed in our Student
Speaker Contest at the Club Level earlier in 2011
and won our club’s award for his speech on State’s
vs. Federal Rights on our nation’s borders. We are
proud to say that he is among the best, and we want
to encourage his future success in higher education
with this award.
Joshua A. Tabimina, Antioch. 2011 Graduate of
Pittsburg High School. Enrolled at University of
California, Merced with a major in Engineering.
We presented a $1,000 scholarship to a student
is be the first grand-child in his family to attend
college. Joshua Tabimina achieved excellence in
academics – he graduated with a total Grade Point
Average of 3.62, ranking him at 32nd amongst his
senior class of 453. He also presented a record of
community service by tutoring his fellow athletes
through the Student Athlete Academic Success
Program, volunteering at the Pittsburg Seafood
Festival and participating in events at the Good
Shepherd Church.
In making this award, we salute Joshua’s
dedication to pushing himself to excel. He took
advantage of the resources offered by Pittsburg
High School and in the community, including
attending the Math Academy in his Freshman year,
enrolling in the Puente Program, the Pre-College
Academy at UC Berkeley and the Biotechnology
Camp at Cal State East Bay. He is also accomplished
as an athlete in Pittsburg High’s football program,
and received the Tough Man Award for 2010 for
being the most dedicated and athletic all-around
player. His coach has called him a renaissance man,
showing intelligence, indomitable will, drive,
dedication and selflessness. He plans to major in
Engineering in college and enroll in the UC system.
We are proud to say that he is among the best, and
we want to encourage his future success in higher
education.

RESPECT FOR LIFE NOT JUST BY WORD BUT WITH
ACTION
On September 10, 2011, Ahmadiyya Muslim
Community in partnership with Bay Point Chamber
of Commerce held a blood drive at Ambrose
Recreation Center. Ambrose Recreation and Park
District graciously sponsored this event.
The American Red Cross provided staff and
resources to hold this blood drive. Goal for this day
was to collect 25 units of blood. With overwhelming
response from the community, 30 units of blood
were collected on this day. Blood donors included
Chamber of Commerce directors Khurram Shah, Tim
Stone, Daniel Bin Zwikel ben Avram and Secretary
Julie Nelson. Director Eva Garcia of the Ambrose
Recreation and Park District provided her support by
donating blood along with Members from Bay Point
Chapter of Ahmadiyya Muslim Community.
This blood drive is a part of the nationwide
“Muslims for Life” campaign. Similar drives were
held throughout the nation that included the blood
drive on Capitol Hill in Washington, DC lead by
Democratic
Congresswoman
Jackie
Spears.
Ahmadiyya Muslim Community announced this
campaign to commemorate the victims of 9/11
attacks. This campaign was targeted to collect
10,000 units of blood in the month of September to
help save 30,000 lives.
Ahmadiyya Muslim Community is the oldest
Islamic community in the United States with more
than 70 chapters throughout the nation. This
community represents the true Islamic teachings of
peace and harmony. Founder of Ahmadiyya Muslim
Community, Mirza Ghulam Ahmad of Qadian,
denounced all religious wars and condemned
bloodshed. Following these teachings, followers of
this community have taken an initiative to condemn
all violence in the name of religion and uphold the
sanctity of life.
To this day, over 11,000 units of blood have
been collected in the month of September by
Ahmadiyya Muslim community in collaboration with
various community organizations, churches and
universities. Ahmadiyya Muslim Community will
continue to serve humanity with localized and
nationwide efforts with the spirit of unity. To get

RESPETO POR LA VIDA NO SOLO POR PALABRA
PERO CON ACCIÓN
El 10 de Septiembre del 2011, la comunidad
Musulmán de Ahmadiyya en sociedad con la Cámara de
Comercio llevo a cabo una colección de sangre, en el
Centro de Recreación de Ambrose. El distrito de Parques y
Recreación de Ambrose abundantemente patrocino este
acontecimiento.
La Cruz Roja Americana proporcionó los empleados y
recursos para llevar a cabo esta colección de sangre. La
meta para este día era recoger 25 unidades de sangre. Fue
un gran éxito para nuestra comunidad, 30 unidades de
sangre fueron donadas en este día. Los donantes de
sangre incluyeron Los directores de La Cámara De
Comercio Khurram Shah, Tim Stone, Daniel Bin Zwikel,
Ben Avram, Julie Nelson y también la Señora Eva Garcia,
directora del El Distrito de Parques y Recreación de

9/11. Esta campaña fue creada para recoger 10.000
unidades de sangre en el mes de septiembre para ayudar a
salvar 30.000 vidas.
La comunidad musulmán de Ahmadiyya es la
comunidad Islámica más vieja de los Estados Unidos con
más de 70 divisiones en la nación. Esta comunidad
representa las enseñanzas islámicas verdaderas de la paz
y de la armonía. La fundador de la comunidad musulmán
de Ahmadiyya, Mirza Ghulam Ahmad of Qadian, critico

energy for the third straight year and coming to Bay
Point for the first time this past September. On
behalf of Opportunity Junction, Thank You Chevron!
Rossana Peniche and Paola Lara are located
inside the Bay Point Career Center. They are here as
extra help for individuals wanting to find
work. Services include Career Counseling, job search
assistance, resume and cover letter review,
interview techniques and possible job leads.

PG&E SHELL POND WETLAND RESTORATION
UPDATE
This fall, PG&E began an exciting project to
clean up and restore one of the largest areas of
wetlands in the San Francisco Bay area. The Shell
Pond property is owned by PG&E and located along
the waterfront next to Suisun and Honker Bays in
Bay Point. PG&E has selected ARCADIS US, a design,
engineering and management company, to be the
contractor on this job. Under a cleanup plan
approved by the California Department of Toxic
Substances Control, 240,000 cubic yards of material
will be removed via excavation and dredging from
the Shell Pond. After dredging is complete, the
levees surrounding Shell Pond will be breeched and
the area will be allowed to revert to a natural
wetland and the access road constructed as part of
this project will become part of the Great California
Delta Trail. Construction of the access road from the
PG&E Shell Pond to McAvoy Road began in
September and will continue through October.
Dredging and excavation work will begin in
December and continue through summer 2013. Six
individuals that live in the 94565 zip code are
working on construction of the access road and
other PG&E projects. From mid-August to October
2, 2011, local individuals have worked a total of
1,172.8 hours. For more information about the

Este otoño, PG& E comenzó un proyecto para limpiar y para
