As PARCC Testing Begins, A Growing Call For Opt-Out Rights
As Chicago Public Schools
begins administration of
the new Partnership for
Assessment of Readiness
for College and Careers
(PARCC) test Monday,
parents and lawmakers
are coming together to
demand a clear statewide
policy allowing parents to
opt their students out of
state standardized testing.
“Today, we’re going to see
frustration and confusion
at schools across this
city,” said State Rep. Will
Guzzardi (D-Chicago),
who filed HB 306 allowing
parental opt-out. “Teachers
and principals are making
up policy as they go, and
students and families are
going to be the worse for it.”
Under the current policy
of the Illinois State Board
of Education, students who
refuse to engage with the
test are not to be tested,
and their refusal to test is
not counted against their
school’s overall score. But
parents are not currently
allowed to send a letter
expressing this refusal
on their child’s behalf.
“Many of us around the
state believe our students
are over-tested and undertaught,” said Karen Lee,
a parent at Audubon
Elementary. “We don’t
want to participate in
this new and expanded
regime of standardized
tests, and we believe it’s
a decision we should be
able to make on behalf
of our young children.”
One of the bill’s cosponsors is Rep. Jaime
Andrade (D-Chicago), who
questions the sheer volume
of tests CPS students are
faced with. “In Chicago, the
average student will take
more than 40 standardized
tests before completing
second grade,” Andrade
said.

Suarez Announces Biliteracy Seal for Chicago
Alderman Ray Suarez
(31st) announced the
Illinois Seal of Biliteracy
for city high school
students to certify those
eligible as proficient in
two or more languages.
Alderman Suarez has
been a major proponent
of this new certification
to give Chicago high
school students an edge
in attending college and
securing employment.
Suarez made the joint
announcement at Kelvyn
Park High School with
Chicago Public Schools
CEO Barbara ByrdBennett. “It’s important
for our students who
demonstrate additional
language skills to have
an edge when they’re
making plans for higher
education and looking for
jobs,” said Suarez. “That’s
why I worked closely with
State Sen. Iris Martinez
and State Rep. Cynthia
Soto, who sponsored
the legislation, to make
this acknowledgment for
talented youth a reality.”
The Seal of Biliteracy
was
developed
by
Californians Together in
2008 to recognize English
speaking students who
have attained a high level
of proficiency in other
languages by their high
school graduation. The
Seal is law in California,
New York and Texas as
well as being considered
by several other states. It
was passed by the Illinois
General Assembly in 2013
and became Public Act 980560. Its intent according
to the Act is “to encourage
excellence for all pupils”
and “to publicly recognize
pupils for exemplary
achievements in academic
studies.”

CPS Integrates Latino, Latin American Studies Curriculum
Members of the Chicago Board of Education and Chicago Public
Schools CEO Barbara
Byrd-Bennett introduced
the Interdisciplinary Latino and Latin American
Studies Curriculum, which
focuses on the history, arts
and culture, and contributions of Latinos and Latin
Americans, along with the
cultural diversity of the
Americas, including Central and South America and
the Caribbean.
Interdisciplinary Latino
and Latin American Studies Curriculum (ILLASC)
is based on the universal
themes of culture, dignity
and identity and it’s the
district’s second crossdisciplinary curriculum
that engages ethnic American studies. Each unit of
study and its accompanying launch lesson include
specific
instructional
guidelines for English
learners, developed by a
team from Office of Language and Culture, Office
of Diverse Learner Supports and Services and the
Office of Early Childhood
Education.
Some of the cultural topics
include Literature of the
Chicago Bulls College Prep
Experiences ‘Court of Dreams’
Liberators, such as Bolívar,
San Martín, Martí; Mayan
mathematics; Agriculture
and El Niño/La Niña; Percussive rhythms of AfroLatin American cultures
and much more. The ILLASC curriculum was released on the CPS Knowledge Center in February
and this gave teachers and
principals the opportunity
to teach units from Kin-
dergarten to 10th grade
from the curriculum now.
However this soft launch
will be accompanied by
professional development
and allow for a deeper engagement with teachers
this summer.

Early Signs of Alzheimer’s Found in Young Folks
Think you’re too young
to worry about memory
decline? Don’t let this slip
your mind: New findings
show
accumulations
of amyloid protein, a
substance that is believed to
be a major warning sign of
Alzheimer’s, in the brains
of young adults, according
to a recent study from
Northwestern University. For the study, researchers
at the university’s Feinberg
School of Medicine studied
the brains of 13 “normal”
young people, ages 20
to 66; 16 older people
without dementia, ages
70 to 99; and 21 people
with Alzheimer’s, ages
60 to 95. Scientists found
amyloid and clumps of
the substance, which are
linked to an increased risk
of cognitive decline, in the
brain nerve cells of younger
people as well as among
both groups of the older
participants. But clumping
occurred more among the
older study participants. “We have known for
a while that if we want
effective therapy for
Alzheimer’s, we have to
start early. What these
findings suggest is the
earlier the better,” said lead
researcher Changiz Guela,
PhD, at Northwestern’s
Cognitive
Neurology
and Alzheimer’s Disease
Center. Scientists noted
this is the first time that
Alzheimer’s–related brain
changes have been found
in human brains so young.
