Skytrax Research, una consultora de estudios de mercado especializada en temas aeroportuarios con sede en Londres, que todos los años realiza una encuesta vía Internet a más de 8.6 millones de pasajeros de 95 nacionalidades y usuarios de por lo menos 190 terminales aéreos alrededor del mundo, a fin de escoger a los ganadores de los World Airport Awards, nos eligió como el Mejor Aeropuerto de Sudamérica 2009 y como aquel que cuenta con el Mejor Personal de Aeropuerto 2009. A su vez, los más de 167,000 agentes de viajes de 160 países que anualmente votan para elegir a los ganadores de los World Travel Awards, premios que fueron calificados por The Wall Street Journal como los “Oscar” de la industria del turismo y viajes, por ser los más completos y prestigiosos, nos escogieron como el Aeropuerto Líder en Sudamérica 2009. 6 En el 2009, el hotel que está ubicado al interior del Aeropuerto Jorge Chávez, el Costa del Sol Ramada, también fue elegido como Hotel de Aeropuerto Líder en Sudamérica 2009 por los World Travel Awards y el Salón VIP Sumaq fue elegido, por segundo año consecutivo, como el Mejor Salón Vip del Mundo entre los salones VIP que conforman la cadena Priority Pass. Durante el año 2009, un total de 8.8 millones de pasajeros transitaron por el Aeropuerto Internacional Jorge Chávez, entre llegadas, salidas y transferencias, lo que representó un incremento de 6.0% con respecto al año anterior. Skytrax Research, a London-based market research consulting firm which specializes in airport-related issues and conducts an annual internet survey among more than 8.6 million passengers from 95 countries and the users of at least 190 airport terminals around the world, with the aim of selecting the winners of the World Airport Awards, chose us as the recipient of the Best Airport in South America 2009 and Best Airport Staff 2009 awards. In 2009, the hotel located within Jorge Chávez International Airport, the Costa del Sol Ramada, was named Leading Airport Hotel in South America 2009 by the World Travel Awards and the Sumaq VIP Lounge was selected, for the second consecutive year, as the Best VIP Lounge in the World among the VIP lounges which make up the Priority Pass chain. During the year 2009, a total of 8.8 million passengers passed through Jorge Chávez International Airport, including arrivals, departures and in-transit passengers, representing an increase of 6.0% on the previous year. Por otro lado, en el mes de mayo la neblina provocó la cancelación de vuelos nacionales e internacionales, al no disponerse de un sistema de aterrizaje instrumental (ILS por sus siglas en inglés). En este sentido, la Corporación Peruana de Aeropuertos y Aviación Comercial, Córpac S.A., anunció, a raíz de las complicaciones generadas por la neblina, que adquirirá el equipo necesario para que las aeronaves puedan aterrizar y despegar con cero por ciento de visibilidad. En paralelo, en enero de 2009 fueron inauguradas las obras correspondientes a la segunda etapa de ampliación del aeropuerto, que comenzaron en setiembre del año 2007 y demandaron una inversión superior a los 61 millones de dólares. 8 Uno de los retos más importantes para 2010 -y para los años siguientes- es encontrar los mecanismos adecuados que nos permitan compensar los efectos negativos de la decisión tomada en diciembre de 2009 por el organismo regulador, OSITRAN, relacionada con el factor de productividad de la empresa. La posición adoptada por el Estado Peruano, a través de OSITRAN, difiere sustantivamente -en más de siete puntos porcentuales- de la propuesta de LAP, no reflejando los niveles de capital invertido, más de 266 millones de dólares, ni los costos operativos incurridos hasta el momento, en la que hoy constituye la concesión más exitosa en el Perú y uno de los modelos de privatización aeroportuaria más importantes a nivel internacional. Aun así, mantendremos como objetivo lograr que, para el año 2010, el flujo de pasajeros en el Jorge Chávez continúe creciendo. One of our greatest challenges for 2010 -and for the next few years- is to find the right mechanisms to enable us to counter the negative effects of the decision adopted in December 2009 by Organismo Supervisor de la Inversión en Infraestructura de Transporte de Uso Público (OSITRAN), the supervisory body for investment in public transport infrastructure, regarding the productivity factor of the company. The position adopted by the Peruvian State, through OSITRAN, differs markedly -by more than seven percentage points- from LAP’s proposal, and fails to reflect the levels of capital invested, more than 266 million dollars, or the operating costs incurred to date in what is currently the most successful concession in Peru and one of the most significant airport privatization models on an international level. Nevertheless, we will keep the target of ensuring that, for the year 2010, the flow of passengers through Jorge Chávez will keep on growing. To achieve this purpose, we will continue to work with airlines in the identification of new destinations, encouraging them to increase the frequency of their flights. (LAP) es la empresa formada por el consorcio ganador de la licitación pública internacional que se adjudicó la concesión del Aeropuerto Internacional Jorge Chávez (AIJCh), en cumplimiento de los requisitos establecidos en el Contrato firmado con el Estado Peruano. Lima Airport Partners S.R.L. (LAP) is the company formed by the consortium that won the international public tender for the concession to operate Jorge Chávez International Airport (JCIA), in accordance with the requirements established in the contract executed with the Peruvian State. El mencionado consorcio estaba formado por el operador alemán de aeropuertos Fraport AG Frankfurt Airport Services Worldwide (en ese entonces denominado Flughafen Frankfurt/ Main AG) con una participación de 42.75%; por Bechtel Enterprises Services Ltd. (en ese entonces Bechtel Enterprises International, Ltd.), parte del conglomerado Bechtel, un grupo empresarial norteamericano originalmente dedicado a la construcción, con la misma participación; y por Cosapi S.A., una compañía constructora peruana, con una participación de 14.50%. El Contrato de Concesión establece que LAP debe encargarse de la construcción, mejora y explotación del aeropuerto. On February 14 2001, Lima Airport Partners (LAP) took over the concession to run Jorge Chávez International Airport for a period of 30 years. The Concession Contract establishes that LAP is responsible for the construction, improvement and exploitation of the airport. En el 2001, el estado en que se encontraba nuestro Jorge Chávez reflejaba 40 años de falta de inversión en su mantenimiento y modernización. Por ello, el Estado Peruano estableció que en un período reducido de tiempo, 8 años, se hiciera una fuerte inversión en infraestructura y en equipos, independientemente del volumen de pasajeros que llegara al aeropuerto. A éste se le conoce como el Período Inicial. In 2001, the state in which our Jorge Chávez International Airport found itself reflected 40 years of lack of investment in its maintenance and modernization. For that reason, the Peruvian State decided that, during a short period of just 8 years, considerable investment should be made in infrastructure and equipment, regardless of the volume of passengers arriving at the airport. This period became known as the Initial Phase. De esta manera, LAP empezó por renovar las estructuras más profundas: las instalaciones eléctricas, sanitarias y de comunicaciones, así como los equipos mecánicos (fajas para equipaje, ascensores, escaleras mecánicas). Necesitábamos preparar el aeropuerto existente para soportar la gran transformación que vendría más adelante. En paralelo, debíamos corregir todos aquellos riesgos para la seguridad operacional: garantizar la seguridad de las instalaciones reforzando y/o construyendo el cerco perimétrico del aeropuerto en un área de aproximadamente 4,100 m2, limpiando de escombros y basura la plataforma para minimizar el riesgo del peligro aviario o de fauna en general, y retirar todos los acabados de asbesto utilizando para ello las más avanzadas tecnologías ambientales, entre otras medidas. In this context, LAP began by renovating the deepest structures: electrical, sanitation and communications installations, as well as mechanical equipment (baggage belts, elevators, escalators). We needed to prepare the existing airport to handle the great transformation that would come later. After six years of effort, today we can present many benefits as a result of that program: not only are there more than twenty airlines operating from and to Jorge Chávez, we also serve 29 direct international destinations and 16 domestic destinations. In addition, we have transformed ourselves into the regional interconnection point for two foreign airlines, LAN and TACA, which from 2006 to 2008 experienced average annual growth of 22.3% and 35.4%, respectively. In 2009, compared to the previous year, these companies grew by 19.8% and 0.7%, respectively. A lo largo de los años tuvimos descuentos de hasta 100% en las tarifas de aterrizaje y despegue para aquellas aerolíneas que atendían nuevas rutas o que incrementaban el número de sus frecuencias a destinos ya atendidos. Igualmente, para aquellas compañías aéreas que aumentaban su capacidad de asientos, volando con aeronaves más grandes, se mantenían congeladas por seis meses las tarifas de aterrizaje y despegue que pagaban cuando volaban con un avión más pequeño. El Programa de Desarrollo de Rutas de LAP incluye la realización de un exhaustivo seguimiento de los factores de ocupación de las aeronaves, que no es más que el ratio entre los asientos ofrecidos y los ocupados, también conocido como load factor. El factor de ocupación óptimo está alrededor del 80%, ya que si es mayor, es probable que no haya disponibilidad de asientos en todas las fechas, generando restricciones e incomodidades en los planes de viaje de los pasajeros. Por ello, cuando se detecta que el factor de ocupación de determinada ruta supera el 80%, se recomienda a las aerolíneas incrementar sus frecuencias a dicho destino o atenderla con aeronaves de mayor capacidad para que ofrezcan una mayor disponibilidad de asientos. A diciembre del 2009, el load factor promedio de los vuelos a Europa fue de 85% y a América del Norte de 81%, lo que evidencia que todavía hay espacio para que las aerolíneas sigan creciendo en esos mercados. Por su parte, América Central con 75% y América del Sur con 71%, son regiones que están todavía por debajo del límite recomendable. Asimismo, se estudian las conexiones que suelen hacer los pasajeros para identificar mercados Over the years we offered discounts of up to 100% on the take-off and landing tariffs for those airlines which covered new routes or increased the number of their frequencies to destinations they already serviced. Furthermore, for those airlines which increased their seating capacity, flying with larger aircraft, the take-off and landing tariffs they paid when flying smaller aircraft were frozen for six months. The LAP Route Development Program includes the exhaustive monitoring of aircraft passenger load factors, which is the ratio of seats offered to seats occupied. Optimum load factor is around 80%, given that, if it is greater, it is likely that there will not be availability of seats on all dates, thereby generating restrictions and inconveniences for the travel plans of passengers. For this reason, when it is detected that the load factor for a given route is greater than 80%, the airlines are recommended to increase their frequencies to that destination or serve it with aircraft having more capacity in order to be able to offer greater availability of seating. As of December 2009, the average load factor of flights to Europe was 85% and to North America 81%, which shows that there is still room for the continued growth of airlines in these markets. For its part, Central America, with 75%, and South America with 71%, are the regions which still remain below the recommended limit. Según el Programa de Seguridad del Aeropuerto, el cual ha sido aprobado por la Dirección General de Aeronáutica Civil, DGAC, organismo que depende del Ministerio de Transportes y Comunicaciones, nuestra responsabilidad en temas de seguridad debe centrarse en la prevención de actos de interferencia ilícita y todos aquellos que puedan poner en riesgo a los usuarios y pasajeros del Jorge Chávez. Es por eso que, en nuestro día a día, continuamente realizamos actividades coordinadas con la Policía Nacional del Perú y con las diversas entidades del Estado Peruano, a fin de brindarles todas las facilidades necesarias para que puedan cumplir con su labor de prevención del delito. 84 En el año 2009, se implementó una nueva señalética relacionada con la Norma Técnica Complementaria NTC-005-2007-DSA, emitida por la DGAC, la cual restringe el transporte de líquidos, aerosoles y geles en el equipaje de mano de aquellos pasajeros que se embarcan en vuelos internacionales en este terminal, a fin de reducir el riesgo de incidentes de interferencia ilícita en vuelos internacionales que se inician en el Perú. La nueva señalética informativa es bastante simple y gráfica, y ha logrado que la incautación de elementos no permitidos se reduzca en un 50% aproximadamente. Con respecto a la prevención de accidentes aéreos, en diciembre de 2009 se realizó el According to the Airport Safety Program, which has been approved by the Civil Aeronautical Authority (DGAC), an institution which reports to the Ministry of Transportation and Communications, our responsibility in safety issues should be focused upon the prevention of acts of unlawful interference and any other acts which might put the users and passengers of Jorge Chávez at risk. That is why, on a daily basis, we continuously carry out activities in coordination with the Peruvian National Police and with several Peruvian State institutions, with the aim of providing them with all the facilities they need to comply with their work to prevent crime. In 2009, a new signposting system associated with Complementary Technical Standard NTC005-2007-DSA, issued by the DGAC, was introduced which restricts the transport of liquids, aerosols and gels in the hand baggage of those passengers who board international flights at this terminal, in order to reduce the risk of incidents of unlawful interference on international flights which begin in Peru. The new informational signposting is very simple and graphic, and it has made it possible to reduce the seizure of prohibited items by approximately 50%. With regard to the prevention of aviation accidents, in December 2009, an aircraft accident simulation was performed which, in compliance with the recommendations of the International Nuestra responsabilidad en temas de seguridad debe centrarse en la prevención de actos que puedan poner en riesgo a los usuarios del aeropuerto. Por otra parte, con la finalidad de aligerar los trámites que realizan los pasajeros en el Jorge Chávez, Lima Airport Partners está liderando, en coordinación con el Estado Peruano y las líneas aéreas, un proyecto que busca la habilitación de mecanismos adicionales de pago de la Tarifa Unificada de Uso de Aeropuerto (TUUA). El objetivo es que los pasajeros puedan cancelar el monto de esta tarifa, de distintas maneras e, incluso, al momento de comprar su pasaje aéreo. Sin perjuicio de que hay una serie de pasos previos que debe seguirse, como adecuar la normativa existente para permitir modalidades diferentes para el pago de la TUUA, ya se están dando avances importantes que permitirán mejorar la facilitación en todos los aeropuertos del país. Civil Aviation Organization (ICAO), is carried out every two years in order to implement the procedures of the Airport Emergency Plan and assess the performance of all those who would be involved in the event of an emergency of this type. Since LAP took over the concession to run Jorge Chávez International Airport in February 2001, this is the fifth simulation it has carried out, reproducing the details of all the actions which should be taken, first to save as many lives as possible, and then so that airport operations can be returned to normal. In addition, with the aim of simplifying the procedures undergone by the passengers at Jorge Chávez, Lima Airport Partners, in coordination with the Peruvian State and airlines, is heading a project which seeks to introduce additional mechanisms for the payment of the Single Fee for Airport Use (TUUA). The purpose is to enable passengers to pay this fee in different ways and, also, when purchasing their plane ticket. A series of steps must be followed first, such as adapting the existing regulations to permit different methods for the payment of the TUUA, as important advances are being made which will make it possible to improve procedures in all of peruvian airports. 85 Memoria Anual Annual Report 2009 86 SOMOS LOS MEJORES WE ARE THE BEST Durante el año 2009, nuestro Jorge Chávez recibió tres importantes premios internacionales como un reconocimiento a su indiscutible posición de liderazgo entre los demás aeropuertos de América del Sur. In June, Skytrax Research, a London-based market research consulting firm specializing in airport-related issues which every year carries out an internet survey among more than 8.6 million passengers from 95 countries and users from at least 190 air terminals around the world, with the aim of selecting the winners of the World Airport Awards, awarded Jorge Chávez the prize for the Best Airport in South America 2009. In addition, our airport won the category Best Airport Staff in South America 2009.
