Introducción
D
esde su fundación, Cartagena de Indias ha marcado la historia colombiana.
Fue el principal punto de encuentro de la colonia y continúa siendo
la puerta de las Américas para la
navegación mundial. Además de
la Industria portuaria y la logística, hoy tiene una fuerte y diversificada economía, basada en la
Industria petroquímica y sus derivados, el Comercio internacional y
el Turismo.
Para movilizar el mayor porcentaje de la carga contenerizada colombiana, la ciudad cuenta con
dos terminales especializados en
el manejo de contenedores, con la
más alta conectividad y productividad: el de la Sociedad Portuaria
Regional de Cartagena, ubicado
en Manga, que ha sido designado
como Mejor Puerto del Caribe; y
el de Contecar, que se encuentra
en la zona industrial de Mamonal
y está en proceso de expansión
para consolidar el principal terminal de transbordo de la región.
Por tal razón, con el objeto de generar una capacidad anual combinada de 4.5 millones de TEUs,
el Puerto está invirtiendo $600
millones de dólares en equipos de
vanguardia y mejores instalacio-

nes para ambas terminales, que
consolidarán el más eficiente centro de conexiones del Caribe.
Asimismo, por su ubicación e incomparable atractivo, Cartagena
constituye un destino ideal para
la próspera industria de cruceros,
donde los muelles de la SPRC y la
terminal de Manga resultan fundamentales. Además de ser una
histórica ciudad amurallada, por
su capacidad logística y diversidad hotelera, Cartagena de Indias
es la plaza ideal para efectuar
convenciones y otros eventos de
carácter internacional.

Introduction

In order to handle the highest percentage of
containerized cargo in Colombia, the city has
two terminals specialized in container handling
with the highest connectivity and productivity:
the Sociedad Portuaria Regional de Cartagena,
located on Manga Island and which has been
recognized as Best Port in the Caribbean, and
the Contecar Terminal, located in the industrial
zone of Mamonal and which is currently be-
ing expanded to consolidate its position as the
region’s main transshipment terminal.

S
ince its founding, Cartagena de Indias has
marked Colombia’s history. It used to be
the most important meeting and gathering
point of the Spanish colonies and it continues to
be the door of the Americas associated to global maritime navigation. In addition to both the
port and logistics industry, today the city has a
strong and diversified economy focused mainly
on petrochemicals (and their byproducts), international trade and tourism activities.
Therefore, in order to guarantee a combined
annual capacity of 4.5 million TEUs, the Port of
Cartagena is investing USD $ 600 million in state-of-the-art equipment and improved facilities
for both terminals, strengthening it as the most
efficient hub in the Caribbean.
Also, due to its location and unique charm, the
city of Cartagena is considered an ideal destination for the booming cruise industry, where the
modern wharf infrastructure of the SPRC and
the Manga terminal are essential. Besides being
a historic walled city, and thanks to its logistics
infrastructure and hotel diversity, Cartagena de
Indias is the ideal place to hold conventions and
other widely known international events.

iez años han transcurrido tras la publicación de nuestra primera guía portuaria y desde entonces los cambios han
sido múltiples: durante este periodo ha evolucionado la flota marítima mundial; se han multiplicado los acuerdos de libre comercio; Cartagena ha progresado y su puerto, crecido.
Con la continua evolución de las naves y el aumento en los volúmenes de carga han surgido
los puertos de transbordo (hub), que estimulan
el crecimiento económico, generan más opciones de trabajo y aumentan el ingreso per cápita.
Lo cual significa más oportunidades y mayor
calidad de vida para las comunidades donde se
establecen. Por eso forjarlos constituye un gran
desafío.
En medio de esta intensa dinámica mundial, el
Puerto de Cartagena ha fortalecido su capacidad de servicio: cuenta con grúas de alta productividad y una infraestructura más amplia
que, sumadas a sus sistemas de información y
a un equipo humano altamente eficaz, le permiten atender naves de mayor calado con total
eficiencia. Además, forma parte de un pujante
cluster industrial, cuyo crecimiento e impacto
han generado en Cartagena la mayor aduana
de exportación colombiana y le han convertido
en una ciudad con múltiples oportunidades de
inversión inmobiliaria y comercial.
Así, aprovechando su estratégica ubicación geográfica y ventajas diferenciales, con el objetivo
de consolidarse como hub de clase mundial, el
Puerto de Cartagena se viene preparando para
el reto de servir los portacontenedores más modernos del mundo. Entre tanto, hoy dispone de
una sólida infraestructura en sus terminales de
Manga y Contecar, donde ofrece importantes
eficiencias para el transbordo de carga en el Caribe, cuyo volumen aumentará cuando concluya la ampliación del Canal de Panamá.
De esta manera, con Cartagena convertida en
un centro de conexiones fundamental para el
Caribe y el mundo, esperamos que esta nueva
edición del Port Handbook resulte interesante
y útil para los miembros de la comunidad marítima. Una comunidad que aporta múltiples

en years have gone by since the edition of our first Port Handbook,
and since then there have been many changes: the world’s maritime fleet has evolved; free trade agreements have multiplied,
Cartagena has progressed and its port has grown.rowth, generates employment opportunities and thrusts nations to a global economy.
With the progressive evolution of ships and the increase of cargo volumes, transshipment ports (hubs) have come up stimulating economic
growth, generating more job opportunities and increasing per capita income. The before mentioned means there are more options and an improved life quality for the communities in which the ports are established.
For this reason, developing hubs constitutes a great challenge and a huge
social responsibility.
Within this intense world dynamics, the Port of Cartagena has strengthened its service capacity: it relies on high productivity cranes and a wide
infrastructure which, along with its IT (Information Technology) systems
and an extremely efficient team, allows it to receive vessels of great draft
with total efficiency. Furthermore, the Port is part of a powerful industrial
cluster; its growth and impact have generated in Cartagena the greatest
Colombian exports zone and has transformed Cartagena into a city of
multiple opportunities for investment in real-estate and commerce.
Thus, taking advantage of its strategic geographic location and differential advantages, with the objective of consolidating itself as a world class
hub, the Port of Cartagena has been preparing itself for the challenge of
serving the world’s most modern container vessels. Meanwhile, currently
it holds a solid infrastructure at its both terminals (Manga and Contecar),
which offer an efficient option for container transshipment in the area.
This is highlighted by the fact that container flows will increase in the
Caribbean Basin as soon as the expansion of the Panama Canal is fulfilled.
Since Cartagena has become a relevant hub for the Caribbean and the
world, we hope this new edition of the Port Handbook will be interesting
as well as useful for all the members of the maritime community, a significant community that offers multiple benefits for the development of our
region and which is taking part in the adventure of the competitiveness
associated to the XXI century.

artagena es el sitio perfecto para el comercio internacional, pues está ubicada en la confluencia de las
principales rutas marítimas del mundo, constituye
uno de los puertos mejor ubicados del Caribe, e históricamente ha sido un centro de trasbordo fundamental para la
carga regional y continental.
Su amplia, profunda y resguardada bahía garantiza la seguridad de las naves durante todo el año y, además, se encuentra a sólo 276 millas náuticas del Canal de Panamá, por
lo que su actual ampliación le confiere una oportunidad
especial en la logística del comercio global, máxime cuando
el intercambio de la industria asiática continúa creciendo
hacia los grandes centros de consumo mundial; y el crecimiento sostenido del mercado de trasbordo permite vislumbrar las mejores perspectivas para la región.

Desde su fundación y por estar estratégicamente ubicada en la cuenca del Caribe, Cartagena fue elegida por los
conquistadores españoles para ser el principal puerto del
Nuevo Mundo.
Por ello, con el paso del tiempo y hasta la actualidad, su ventaja geográfica ha sido fundamental pues el Puerto continúa
siendo la principal entrada marítima de Colombia y, a través
suyo, se moviliza cerca del 40% de las importaciones y el 50%
de las exportaciones de carga contenerizada nacional.

artagena is the perfect site for international trade, because of its
location at the maritime crossroads for the major shipping routes
in the world. As a matter of fact, it is considered one of the best
ports located in the Caribbean Basin, and has historically been a major
transshipment center for both regional and continental bound cargo.
Cartagena’s broad, deep and sheltered bay ensures the ships’ safety all
year round and, furthermore, it is only 276 nautical miles away from the
Panama Canal. With the current expansion program in order to allow the
transit of bigger ships, the Panama Canal offers a unique opportunity for
global trade logistics, especially when international commerce activities
originated in Southeast Asia keeps growing towards the world’s main
consumption centers; and the continuous growth of the transshipment
market allows us to foresee the best perspectives for the region.
The Main Gate of Colombian Foreign Trade
Since the day it was founded and due to the fact that it is strategically
located in the Caribbean Basin, Cartagena was chosen by the Spanish
colonists as the main port of the so-called New World. Thus, over time
and even today, the city’s geographical advantage has been crucial as the
Port of Cartagena continues to stand as Colombia’s main sea gate, handling approximately 40% of the imports and 50% of the national exports

olombia’s economic stability has a long tradition, which has increased international interest in Cartagena, offering great opportunities for investors. In the midst of an accelerated production
transformation process and increasing competitiveness as a port city, it
has forged an industrial cluster with worldwide connections. Cartagena
moves forward constantly with its continuous growth strategy and takes
into consideration the dynamic global situation regarding investments,
allowing it to consolidate its position from both a national and international perspective.
In fact, its industrial potential is currently growing, with a significant
financial investment of more than USD $12,000 million, distributed
among various projects that will leverage the city’s economy.
In summary, Cartagena’s strategic geographic location, its accelerated
industrial and commercial growth, its excellent port and its world-class
condition as tourist destination, have resulted in an ideal combination to

l Puerto de Cartagena cuenta con dos de las más
grandes y eficientes terminales de contenedores del
Caribe que, al combinar ubicación estratégica, eficacia
y productividad, se han convertido en las instalaciones de
preferencia para los líderes del sector.
De hecho, en la actualidad, el Puerto funciona como Centro
de Distribución Logística y de Trasbordo (hub) para cinco
de las navieras más importantes del mundo, que lo utilizan
en el transbordo intercontinental de sus mercancías. Con lo
cual se reducen los costos y tiempos de transporte, ganan
los generadores de carga y el usuario final.
Para llegar a este nivel, tras casi dos décadas de asumir la
dirección, la administración ha venido realizando significativos cambios y mejoras que le permitieron:
• Actualizar las instalaciones para ubicarse
en la vanguardia portuaria mundial.
• Invertir en equipos especializados en el
manejo de contenedores y en la más avanzada tecnología de la información y las
telecomunicaciones (TICs).
• Adecuar las instalaciones de cruceros,
para garantizar la óptima atención de turistas y naves.
• Incrementar las competencias de los involucrados en las operaciones portuarias,
incluyendo los trabajadores de las compañías que proveen servicios en las terminales de Manga y Contecar, para garantizar
servicios de la más alta calidad e impulsar
la economía nacional.
• Capacitar a los trabajadores del sector turístico que prestan sus servicios en el proceso de atención a los cruceros, incluidos
conductores de taxi y guías.

T
he Port of Cartagena holds two of the
largest and most efficient container terminals in the Caribbean. By combining
strategic location, efficiency and productivity, it
has become the preferred facility for industry
leaders.
As a matter of fact, nowadays the Port operates
as the Logistics and Transshipment Distribution Center (hub) for five of the world’s largest
shipping companies, which use the port for an
intercontinental transfer of the cargo handled

the most advanced information and telecommunications technology (ICT).
• Adjust cruise facilities to ensure optimal service for

and Manga, in order to ensure the highest service quality and boost the national economy.

La compañía estadounidense Frederick Snare Corporation construye y opera la terminal marítima de Cartagena en la isla de Manga.
La terminal pasa a manos de la Secretaría de Obras Públicas.
El control de la terminal es asumido por la empresa estatal Puertos de Colombia (Colpuertos).
Colpuertos entra en liquidación y la Superintendencia General de Puertos privatiza los puertos nacionales.
La Sociedad Portuaria de Cartagena (SPRC) obtiene una concesión gubernamental para operar la terminal durante 40 años, moviliza 94.394 TEUs y comienza un ambicioso proyecto de innovación tecnológica para consolidar el Centro Logístico Integrado del Caribe.
SPRC ya cuenta con cuatro Grúas Pórtico (dos postpanamax y dos super post-panamax).
En respuesta a la creciente demanda, SPRC adquiere el Terminal de contenedores de Cartagena, Contecar.
La Caribbean Shipping Association designa por primera vez a SPRC como Mejor Puerto del Caribe.
Contecar comienza su expansión, se prepara para recibir portacontenedores de hasta 12.000 TEUs y adquiere tres Grúas Pórtico super-postpanamax.
Por cuarta oportunidad, la Caribbean Shipping Association designa a SPRC como Mejor Puerto del Caribe.
La bahía de Cartagena movilizó 1.237.873 TEUs.
De acuerdo con los indicadores, el creciente volumen de carga permitirá movilizar más de 1.450.000 TEUs.

An American company, Frederick Snare Corporation, builds and operates the Maritime Terminal of Cartagena on the island of Manga.
The terminal is handed over to Colombia’s Department of Public Affairs.
The state - owned company Puertos de Colombia (Colpuertos) assumes control of the terminal.
Colpuertos is liquidated and the Superintendencia General de Puertos (General Port Superintendence) declares the privatization of the national maritime terminals.
The Sociedad Portuaria Regional de Cartagena (SPRC) obtains a government concession contract to
operate the terminal for the next 40 years, handles that year 94.394 TEUs and starts an ambitious project to innovate the technology in order to consolidate the future Integrated Logistics Center of the Caribbean.
SPRC now has four Gantry Cranes (two Post Panamax and two Super Post - Panamax).
As a result of the high demand and future cargo forecasts, the SPRC acquires the Cartagena Container Terminal, also known as Contecar. The Caribbean Shipping Association (CSA) names the SPRC as the Best Container Port of the Caribbean for the first time.
Contecar starts its expansion program and prepares itself to receive container carriers of up to 12.000 TEUs and acquires three Super – Post Panamax Gantry Cranes. The Caribbean Shipping Association names the SPRC as the Best Port of the Caribbean for the fourth time.
The container terminals located in the Bay of Cartagena had a total throughput of 1.237.873 TEUs.
According to performance indicators, the increasing cargo volumes will allow the port to handle an annual throughput of 1.450.000 TEUs. The Caribbean Shipping Association names the SPRC as the Best Port of the Caribbean for the fifth time.

terminals, the Port of Cartagena receives approximately 166 container ships and handles close to
130,000 TEUs each month. As a matter of fact, the volume of
containers handled is increasing continuously. It is important
to highlight that the port handled 1,064,105 TEUs in 2008,
while in 2009 it reached a high peak of 1,237,873 TEUs. It

basa en su vigoroso programa de sistemas internacionales de seguridad, capacitación
de personal responsable y acuerdos de seguridad en todo el mundo. Además, el Puerto emplea moderna tecnología para evitar el contrabando de armas y explosivos, así como el tráfico
de drogas.
Dispone de 200 cámaras conectadas al circuito
cerrado de televisión en sus terminales; todo
el personal utiliza credenciales inteligentes de
identificación y es constantemente capacitado
para elevar la conciencia general y emplear
medidas efectivas contra el tráfico ilegal y el
terrorismo. Gracias a ello, los embarcadores y
trasbordadores pueden tener plena confianza
en las operaciones del Puerto.
Una de las principales ventajas del Puerto de
Cartagena es su sistema de información en
tiempo real –el primero de su clase en Colombia– el cual les proporciona a las aduanas y a
los servicios de seguridad acceso instantáneo
a la información sobre los movimientos de la

C
artagena is one of the safest ports in the Caribbean, and its reputation rests on the city’s strong international security systems
program, training of responsible personnel and safety arrangements around the world. In addition, the Port uses modern technology to
prevent the smuggling of weapons and explosives as well as illegal drug
trafficking.
Both SPRC and Contecar terminals have at its disposition 200 cameras connected to a closed circuit television system within its premises, the staff
members use smart ID credentials, and they are constantly trained to detect
smuggling and terrorist activities, being instructed to use effective measures
against any possible threat. As a result, the entire port community, including
shipping lines, can fully rely on the port’s security and safety procedures.
One of the main advantages of the Port of Cartagena resides in its information system based in real time - the first of its kind in Colombia - which

Cartagena tiene estrechos vínculos con las autoridades de
seguridad estadounidense: está certificado en la Container
Security Initiative (CSI); forma parte de la iniciativa Megaports para detectar radiación nuclear; oficiales del servicio
de Aduanas y Protección Fronteriza de los Estados Unidos (CBP) trabajan de tiempo completo en asocio con el

Cartagena has a close link with U.S. Security
Authorities: it has been certified by the Container Security Initiative (CSI); it is also part of the
Megaports Initiative to detect nuclear radiation,
plus there are Customs and Border Protection
(CBP) officers working permanently in association with the Colombian Customs Service;
while the Port Authority automatically transmits detailed information to CBP offices, using
its Advanced Data Trade Information System
(ATDI).
Furthermore, in order to ensure the highest possible standards, the Port’s Security Department
works closely with organizations such as the
Anti-Narcotics National Police (constantly present inside port premises). Police officers permanently supervise and control the handling of
cargo, performing on-site physical inspections
and using trained canines to detect illicit drugs
and explosive material.

PRC´s Manga Container Terminal is located on an island and neighborhood called
Manga, and it is operated under a concession contract that expires in 2033. In recent
years, the SPRC has achieved high levels of efficiency and productivity in its container patio,
(39 hectares) thanks to investments in modern

With this modern infrastructure, the port is
able to minimize turnaround times for trucks
and optimize vessel loading / unloading operations, also reducing the average permanence of

hips that arrive at the Manga terminal are attended by
four gantry cranes (two Super Post - Panamax with a
70-ton capacity and two Post - Panamax with a capacity of 50 tons), plus two multipurpose mobile cranes with a
capacity of 100 tons each.
The terminal has nine docking points with a total quay length of 1,700 meters. It can also receive vessels of up to 5,000
TEUs, with a maximum of 13.1 meters (43 feet) of draft.
The port currently has a fleet of 21 modern patio gantry cranes (RTGs), designed to lift 40 tons and stack a height of up
to six containers, 7 reach stackers, 14 stackers and 63 trucks,
among other equipment.
The SPRC is getting ready for its third development phase: the
marginal wharf will be extended to 700 meters, there will be
two additional Super Post - Panamax gantry cranes, the complete fleet of RTGs (Rubber Tired Gantries), will add to a total
of 31 units and the storage yard will have 22,000 slots, plus
5,000 slots for empty containers and a 5 - acre depot.

Colombia due to the fact that the SPRC has provided a modern warehouse with storage racks

(Contecar). Various types of cargo are
handled in this facility, including: containers,
heavy machinery, automobiles, over dimensioned project cargo as well as steel and wood
products and other types of break bulk cargo.
However, its Master Development Plan aims for
Contecar to become the leading container terminal in Colombia and the Caribbean Region.
Contecar is located at the entrance of the industrial zone of Mamonal (the most important one in
the country), thereby considered an ideal gateway
for industrial companies - including petrochemical and chemical plants - that need to import raw
materials and export finished products.
A significant portion of the export traffic passing
through Contecar is generated by companies located in the Mamonal industrial complex basically because a considerable portion of the finished

on 87 hectáreas dispuestas para prestar
servicios portuarios y logísticos, Contecar aún tiene suficiente espacio para
su crecimiento. En la Fase I de su Plan Maestro,
durante 2008-2009, la Compañía invirtió 150
millones de dólares: comenzó el dragado de la
zona de operaciones, pavimentó 12 hectáreas
de patio y renovó múltiples equipos portuarios,
que permitieron incrementar la capacidad de la
terminal a 500.000 contenedores anuales.
En la actualidad Contecar dispone de un muelle marginal de 430 metros, con una dársena
de 13.5 metros de profundidad, donde pueden
atracar embarcaciones de 4.200 TEUs. Para su
atención cuenta con tres Grúas Pórtico super
post-panamax de 70 toneladas de capacidad,
además de tres Grúas Móviles multipropósito

ith 87 hectars ready to offer port and logistics services, Contecar still has enough room to grow. In Phase I of the Master
Plan for 2008-2009, the Company invested U$150 million: it
began dredging the operations zone, paved 12 acres of patio and acquired new port equipment, allowing the terminal to increase its capacity to
500,000 containers annually.

In 2010, the construction of the first Contecar Distribution
Center began: a complete roofed area with modern infrastructure and state-of-the-art design that meets all requirements needed to generate added value to the cargo. With an
area of 10.000 square meters and no interior columns, the
steel structure offers a storage height of 12 meters and 32
loading docks with electric gates.
Additionally, Contecar completed the construction of the
dam on which the marginal wharf will be extended (in order to reach 700 meters) in 2012, upon completion of Phase II and reach a capacity of 900,000 TEUs. Simultaneously,
port equipment will be upgraded, reaching a total of 22 RTG

l objetivo de la Organización es transformar a Contecar en el principal Centro de
Distribución Logística y de Trasbordo
del Caribe. Generar en él una capacidad de 2.3
millones de contenedores anuales y prepararlo
para recibir los barcos NPX (New Panamax), de
386m de eslora, 49m de manga, 50 pies de calado y con capacidad de 12.000 contenedores,
que cruzarán el renovado Canal de Panamá.

should be able to cope with a volume of 3 million TEUs annually and receive the NPX ships (New Panamax), which are

a capacity of 12,000 TEUs. These huge ships will cross the
new Panama Canal locks. This mega project requires an expansion program divided into stages and demands an investment close to USD $ 525 million.

Contecar’s plans include extending the marginal dock to
1,000 meters, installing 12 Super Post - Panamax gantry cranes, 48 RTGs, 12 reach stackers and 90 yard trucks. With this
type of equipment, the terminal will have at its disposition
40,000 slots of full containers (30 hectars), 10,000 slots for
empty containers and a 10-hectars Depot, plus 576 plugs for
reefer containers.

Por todo ello, el Puerto ha invertido en la más
avanzada tecnología de la información y las telecomunicaciones (TICs), con la cual ha unificado los estándares de control y productividad de
ambas Terminales, para conseguir una capacidad anual combinada de 4.5 millones de TEUs.

los contenedores. Y, finalmente, también maneja granel seco, como importaciones de yeso,
mineral ferroso y chatarra, y exportaciones de
carbón metalúrgico. Para lo cual sus grúas móviles operan cucharas electro-hidráulicas de 11,
16 y 22 metros cúbicos para cargar y descargar.
In order to ensure the vehicles’ technical condition, Contecar built an
Integral Diagnostic Center (CDI), which has four services: technical and
mechanical check-up, battery charging, storage and final inspection and
carwash. It is designed to serve 14 vehicles simultaneously. Among its
users, the center has the companies Sofasa (vehicle assembler for Renault)
and Ford.
The terminal has a yard that can store up to 6,000 TEUs of empty containers, where they also offer container maintenance and repair. And finally,
it also handles dry bulk, such as imports of gypsum, iron ore and scrap
metal, plus metallurgical coal exports. In order to handle these products,
the terminal’s mobile cranes are able to operate electro-hydraulic spoons
of 11, 16 and 22 cubic meters for loading and unloading purposes.

for destinations that combine more than
the traditional elements (beach, crystal
clear waters and coral reefs) and provide alternatives to entice tourists, one of the advantages
of Cartagena. Therefore, more than 24 different
cruise lines regularly come to the Port during
each season.
Cartagena has a terminal with the capacity of
handling up to 8,000 passengers per day. It has
an area designed with a friendly environment for
the visitors with an “oasis” far from other port
activities. It also has a duty free sales point and
a full-scale store of high quality Colombian handicrafts. To satisfy the different interests of the
tourists, the terminal forged a cave tattooed with
emerald veins and the aroma of Colombian soil.
There, visitors can appreciate the finest emeralds
in the world.
Due to all these efforts, two cruise lines (Royal
Caribbean and Pullmantur) chose Cartagena as
a home port for passengers, which presented

PRC has focused its efforts and resources to ensure the
visitors’ security and safety parameters, and this has
played a key role in the growth of the cruise industry
in Cartagena. As a result, the terminal has developed monitoring and reporting facilities at the Home Port, just like the
modern airports in the world.
In the future there are plans to expand the cruise facilities,
which include a larger building for the terminal, inspired by
the architectural style of the old city.
Meanwhile, the city also attracts cruises focused particularly on
a special tourist profile, including those for younger crowds,
like the German cruiser Aida, which brings on board passengers that usually explore the city while riding on bicycles.
Cartagena’s good reputation as a safe and enjoyable port for

of Colombia in the international tourism market, the profit obtained as a result of the arrival
of cruises to Cartagena, links other areas of the

In 2001, the main stakeholders of the different “Terpels” integrated
the seven regional companies and created Terpel Organization, which
