2007 La Asociación Española de la Industria Eléctrica (UNESA) es una organización profesional de carácter sectorial y empresarial para la coordinación, representación, gestión, fomento y defensa de los intereses empresariales y profesionales de sus miembros. UNESA está dotada de personalidad jurídica y plena capacidad de actuación. Actualmente son socios de UNESA las 5 empresas eléctricas más importantes de España. Estas, en conjunto, poseen el 70% de la potencia eléctrica instalada en España y han producido el 67% de la generación de energía eléctrica en 2007. UNESA lleva a cabo las actividades que le son encomendadas por sus miembros, realiza estudios e informes sobre todos los aspectos de la actividad eléctrica (generación, transporte, distribución, prospectiva, temas económicos y financieros, regulación, cuestiones legales y jurídicas, combustibles fósiles, energía nuclear, medio ambiente, investigación, normalización, comunicación social, etc.) y representa a sus miembros ante los organismos energéticos nacionales e internacionales. En el campo nuclear, UNESA coordina aspectos relacionados con la seguridad nuclear y la protección radiológica, la regulación, la operación de las centrales nucleares, la investigación y desarrollo relacionados con la seguridad y la operación de dichas instalaciones, así como con el combustible y los residuos radiactivos. UNESA, en representación de las empresas eléctricas españolas, es miembro de EURELECTRIC, NEI, INPO, WANO y EPRI, entre otras organizaciones internacionales de las empresas eléctricas, y participa en actividades de organismos internacionales nucleares como el OIEA, la AEN/OCDE, etc. The Spanish Electricity Industry Association (UNESA) is a sector-specific professional organisation that carries out coordination, representation, management and promotion tasks for its members and the defence of their business and professional interests. UNESA has its own legal standing and full capacity to act. Currently Spain’s five most important electrical utilities are partners of UNESA. As a whole, they own 72% of the electric capacity installed in Spain and have produced 78% of the total electricity generation in 2007. UNESA undertakes the activities commissioned to its by its members, draws up reports on all aspects of the electricity business (generation, transmission, distribution, prospecting, economic and financial issues, regulation, legal matters, fossil fuels, nuclear power, the environment, research, standardisation, social communication, etc.) and represents its members before the national and international energy organisations. In the nuclear field, UNESA coordinates aspects relating to nuclear safety and radiological protection, regulation, nuclear power plant operation and research and development on the safety and operation of these facilities, as well as to and fuel and radioactive wastes. D urante el pasado año 2007 hemos sido testigos de decisiones en diversos países orientadas a: 1) la operación a largo plazo de las actuales centrales nucleares, en adecuadas condiciones de seguridad, hasta los 60 años de operación comercial, 2) la solicitud de puesta en marcha de nuevos proyectos nucleares, algunos de ellos con participación de empresas eléctricas de varios países y 3) al establecimiento de planes de construcción de centrales nucleares en países sin centrales nucleares en operación, algunos de ellos pertenecientes a la cuenca del Mediterráneo. A nivel supranacional y situándonos en el ámbito de la Unión Europea, merecen destacarse varias actuaciones como las que se indican a continuación: • Progresos en coordinación de la Comisión de la UE con la Asociación de Reguladores Europeos (WENRA) para la armonización de la normativa de seguridad nuclear vigente. • Aprobación por el Consejo Europeo de la propuesta de “Política Energética de la UE para el siglo XXI” que, aunque indica que corresponde a cada Estado miembro el decidir sobre la existencia de centrales nucleares en su territorio, reconoce la contribución de la energía nuclear a la hora de atender las preocupaciones crecientes relativas a la seguridad del abastecimiento energético y a la reducción de las emisiones de CO2. • Publicación del Programa Ilustrativo sobre Energía Nuclear de la Comisión Europea (PINC, 2007). • Creación de un Grupo de Alto Nivel sobre seguridad nuclear y residuos radiactivos. • Creación del European Nuclear Energy Forum (ENEF) para la discusión entre los involucrados en temas energéticos de las oportunidades y riesgos en la utilización de la energía nuclear. D uring 2007, we have been witness to decisions in several countries aimed at: 1) the long-term operation of the current nuclear power plants, under the appropriate safety conditions, up to 60 years of commercial operation, 2) the application for the commissioning of new nuclear projects, some of them with the participation of utilities from several countries, and 3) the establishment of plans for building nuclear power plants in countries without nuclear power plants in operation, some of them from the Mediterranean basin. At the supranational level and within the European Union, several actions are worth highlighting: • Progress in the coordination of the UE’s Commission with the Western European Nuclear Regulator’s Association (WENRA) to harmonise current nuclear safety regulations. • The approval by the European Council of the “Energy Policy of the EU for the 21st Century”, which, even though it indicates that it is up to each Member State to decide on the existence of nuclear power plants on its territory, acknowledges the contribution of nuclear power when it comes to dealing with growing concerns relating to the security of the energy supply and the reduction of CO2 emissions. • The publication of the European Commission’s Illustrative Nuclear Programme (PINC, 2007). • The setting up of a High-Level Group on nuclear safety and radioactive waste. • The creation of the European Nuclear Energy Forum (ENEF) for the discussion among those involved in energy subjects of the opportunities and risks in the use of nuclear energy. A nivel nacional hay que señalar en especial lo siguiente: At the Spanish national level, the following, in particular, must be mentioned: • Una vez superada la fase de rodaje, los resultados del nuevo Sistema Integrado de Supervisión de Centrales (SISC) están disponibles en la página web del Consejo de Seguridad Nuclear. • The trial phase being completed, the results of the new Integrated Plant Supervision System (SISC) are available on the website of the Nuclear Safety Council (CSN). • El resultado de la implantación, desde noviembre de 2006, de la Instrucción de Seguridad del CSN, IS-10, que modifica los anteriores criterios de notificación de sucesos de las centrales nucleares, ha sido el que a lo largo del año 2007 se hayan enviado al CSN alrededor del doble de Informes de Suceso Notificable (ISNs) de lo que era habitual anteriormente. El citado incremento no ha tenido relevancia alguna por lo que a la seguridad de la instalaciones se refiere. • The result of the implementation since November 2006 of the CSN’s Safety Instruction IS-10 – which modifies the previous criteria for reporting events at nuclear power plants – has been that approximately twice as many Reportable Event Reports (ISNs) have been sent to the CSN throughout 2007 as what was common before. Said increase has not had any relevance as far as the safety of the facilities is concerned. • La aprobación de la Reforma de la Ley 15/1980, de 22 de abril, de creación del Consejo de Seguridad Nuclear. Las modificaciones más importantes están relacionadas con la clarificación de la capacidad normativa del CSN, la transparencia de sus actuaciones, la regulación de la puesta en conocimiento del CSN de iniciativas de los trabajadores de una instalación sobre el estado de la seguridad de la misma así como la participación del publico en general en el funcionamiento del Consejo, con la creación de un Comité Asesor. La Reforma de Ley contiene además una Disposición adicional primera que modifica diversas Disposiciones Adicionales de la Ley 54/1977, de 27 de noviembre, del Sector Eléctrico que afectan a ENRESA. • The approval of the Reform of the Nuclear Safety Council Creation Act 15/1980, of 22 April. The most significant modifications are related to the clarification of the regulatory capacity of the CSN, the transparency of its actions, the regulation of the notification to the CSN of the initiatives of the workers of a facility about the state of safety thereof, as well as of the participation of the public at large in the operation of the Council with the creation of an Advisory Committee. The Reform of the Act also includes a First Additional Provision that modifies several Additional Provisions of the Law 54/1977, of 27 November, on the Electricity Sector affecting ENRESA. • La aprobación de la Ley 17/2007, que modifica la Ley 54/1997, de 27 de noviembre, del Sector Eléctrico y la Ley de Energía Nuclear de 1964 y que afecta principalmente al régimen sancionador. • The approval of Law 17/2007, which modifies Law 54/1997, of 27 November, on the Energy Sector and the Law on Nuclear Energy of 1964 and which primarily affects the disciplinary system. • UNESA presentó públicamente el día 28 de diciembre de 2007 un estudio, avalado por EPRI, titulado “Prospectiva de Generación Eléctrica 2030”. Este documento, en el que se postulan diversos escenarios de potencia instalada en España en el año 2030, apuesta por el llamado “Caso mixto” que recoge un mix equilibrado de nuclear (la potencia actual más unos 3.000 MW), carbón, renovables y gas natural. • On 28 December 2007, UNESA publicly presented a study endorsed by EPRI entitled “2030 Electricity Generation Forecast”. This document, in which several scenarios for the installed capacity in Spain in the year 2030 are postulated, supports the so-called “Mixed Case”, which includes a balanced mix of nuclear energy (the current capacity plus about 3,000 MW), coal, renewables and natural gas. 1 LA ENERGÍA ELÉCTRICA EN ESPAÑA / EVOLUCIÓN DE LA PRODUCCIÓN DE ELECTRICIDAD EVOLUTION OF ELECTRICITY PRODUCTION E l funcionamiento del sistema eléctrico español durante 2007 ha permitido cubrir satisfactoriamente la demanda generada durante este periodo con las necesarias cotas de calidad. El consumo neto de electricidad alcanzó, en 2007, los 267.608 millones de kWh. El incremento respecto de 2006 es muy similar al del año anterior, incluso ha aumentado ligeramente llegando al 2,7%, muy por debajo en todo caso de la inflación experimentada en 2007 (4,2%) y del PIB (3,8). Se confirma así una tendencia hacia unas tasas de crecimiento moderadas. El incremento medio anual durante los últimos 10 años ha sido del 4,3%. La producción anual bruta se ha incrementado en un 3% hasta alcanzar los 312.663 kWh. Sigue aumentando la contribución del Régimen Especial, que en 2007 se ha incrementado casi un 10% respecto de 2006. Unidas (nuclear e hidráulica), junto con la producción con renovables y residuos, han aportado al sistema casi el 40% de la producción, en consonancia con las cifras del año anterior. La producción termoeléctrica del Régimen Ordinario ha experimentado un incremento del 5% contribuyendo, en 2007, en un 50% aproximadamente, a la producción total, también en línea con la cifra del pasado año. 1974 1979 1984 1989 T he operation of the Spanish electricity system throughout 2007 has allowed to satisfactorily meet the demand generated in this period with the required quality levels. In 2007, the net consumption of electricity amounted to 267,608 million kWh. The increase with regard to 2006 is very similar to that of the previous year; moreover, it has raised slightly, reaching 2.7%, in any case being greatly lower than the inflation seen in 2007 (4.2%) and the GDP (3.8%). A trend toward moderated growth rates is thereby confirmed. The annual average increase during the last 10 years has been 4.3%. Gross annual production has increased by 3%, amounting to 312,663 kWh. De esta potencia, el 46% corresponde a centrales térmicas convencionales, el 38% a renovables y residuos y algo más del 7% a la cogeneración. La potencia nuclear, operando en Régimen Ordinario y sin haber incrementado su capacidad, ha visto disminuida su contribución al total, hasta menos del 9%. Así, las tres Comunidades Autónomas de mayor consumo eléctrico siguen siendo Cataluña (con el 17,7%), Andalucía (con el 14,4%) y Madrid (con el 11,3% de ese total), seguida muy de cerca por la Comunidad Valenciana (10,2%). Por sectores económicos, los principales consumidores han sido la industria y la construcción (con el 36,9%), el comercio y los servicios (con el 32%) y el sector residencial (con el 26,2%). In 2007, and compared to 2006 data, the structure of electricity consumption has not changed by Autonomous Communities or by economic sectors with regard to that of the previous year. Thus, Catalonia (with 17.7% of the total), Andalusia (with 14.4%) and Madrid (with 11.3%) are still the three Autonomous Communities with the greatest electricity consumption, followed very closely by the Valencian Community (10.3%). The main consumers by economic sector have been Industry and Construction (36.9%), Trade and Services (32%) and the Residential Sector (26.2%). Consequently, both planned and unplanned energy capability loss factors have risen to 10.88% and 6.79%, clearly greater than those of the preceding year. With all this, the unit capability factor was 82.33% as against 89.06% of the previous year. En el conjunto de las centrales nucleares españolas se han registrado 13 paradas no programadas, frente a las 23 de 2006, apreciándose por tanto una mejora sustancial en este aspecto. De estas 13 paradas, 8 se han producido de manera automática y 5 fueron realizadas por los operadores siguiendo los procedimientos normales de parada. Ninguna de estas paradas ha tenido incidencia en la seguridad de las instalaciones ni en la protección radiológica del personal de operación, del público o del medio ambiente. De esta manera, los ratios de paradas por reactor y año han mejorado alcanzado valores muy bajos (0,62 paradas manuales no programadas/reactor.año y 1,00 paradas automáticas/reactor.año). There have been 13 unplanned shutdowns in Spanish nuclear power plants as a whole compared to the 23 of 2006; thus a substantial improvement is appreciated in this sense. Of these 13 shutdowns, 8 have been unplanned scrams and 5 have been carried out by operators following normal shutdown procedures. None of these shutdowns has had any impact on the safety of the facilities or on the radiological protection of the operating personnel, the public or the environment. Por consiguiente, los factores de indisponibilidad, tanto la programada como la no programada, han ascendido hasta el 10,88% y el 6,79%, claramente superiores a los del pasado año. These figures are essentially shaped by two refuelling outages which were excessively drawn out due to the complications that arose in two far-reaching activities that were expected to be carried out in Cofrentes and Vandellós II. JOSÉ CABRERA NPP D esde el día 1 de mayo de 2006 la central permanece parada de forma definitiva, manteniendo sus actividades dentro del marco regulador definido en la orden ministerial ITC/1652/2006, de 20 de abril, de declaración del cese de explotación, donde se autoriza a realizar actividades preparatorias para el desmantelamiento de acuerdo con los documentos oficiales aprobados. Los resultados de las actividades realizadas durante el año 2007 no han supuesto riesgo alguno para personas o medio ambiente. Esta afirmación se sostiene mediante la comprobación del cumplimiento del 100% de los objetivos del programa de indicadores que permite un seguimiento de todas las actividades que se desarrollan en la planta. Dichos indicadores utilizados para medir y evaluar las actividades de la instalación son: dosis al personal y dosis al público; gestión de residuos y envíos a ENRESA; accidentabilidad laboral; sistema integrado de seguridad; cumplimiento con las normas de funcionamiento; sistema integrado de gestión de acciones; auditorias internas y externas; calidad y medio ambiente; programa de formación; programa de actividades previas al desmantelamiento. Las principales actividades llevadas a cabo durante el año 2007, han sido: • Mantenimiento de modo seguro de los 377 elementos de combustible almacenados en la piscina (FCG). • Descontaminación del primario en julio. • Finalización de la construcción del Almacén Temporal Individualizado (ATI), en agosto. • Caracterización de la instalación, fases 3 y 4, en octubre. • Cualificación y licenciamiento de la grúa pórtico para cargas pesadas, aprobándose el 19 de noviembre. • Realización de movimientos de combustible para liberar 2 bastidores, en noviembre. • Extracción de 2 bastidores del Foso de Combustible Gastado (FCG), en diciembre. • Instalación de una plancha niveladora en el fondo del Foso de Combustible Gastado (FCG), también en diciembre. Asimismo, se ha mantenido una estrecha relación informativa con el Consejo de Seguridad Nuclear durante el proceso de evaluación de la solicitud de puesta en servicio del Almacén Temporal Individualizado que se presentó al Ministerio de Industria, Turismo y Comercio en abril de 2007. 6 La dosis colectiva en el año 2007 fue de 292,85 mSv.p. T he plant was effectively shutdown on 1 May 2006, while it maintains its activities within the regulatory framework defined in Ministerial Order ITC/1652- /2006, of 20 April, on the declaration of cessation of operations, where it is authorised to carry out preparatory dismantling activities in accordance with the approved official documents. The results of the activities performed in 2007 have not entailed risks for people or the environment. S TA MARÍA DE GAROÑA NPP E n el mes de enero se continuó con la reducción paulatina de potencia iniciada en diciembre de 2006, debido a la finalización del ciclo de combustible, hasta que el día 18 de febrero el generador de la central fue desconectado de la red eléctrica para iniciar la parada de recarga y mantenimiento correspondiente al ciclo XXIV de operación que culminó el 24 de marzo. En el transcurso de la misma se realizaron más de 6.000 trabajos diferentes con el objeto de asegurar un funcionamiento óptimo de la instalación en el siguiente ciclo. Para desarrollar todo el conjunto de trabajos programados fue necesario contar, además del personal de Nuclenor, con más de 1.600 personas pertenecientes a 70 empresas colaboradoras, en su mayoría del entorno de la central. El día 15 de abril se redujo la potencia de la central hasta el 88% al detectarse problemas en dos ventiladores que enfrían la atmósfera de la contención primaria, lo que llevó a una parada programada de la planta durante los días 21 y 22 de abril. Asimismo, entre los días 26 y 27 de julio se bajó carga para la realización de trabajos de mantenimiento previstos en el edificio de turbina. Por otro lado, el 4 de octubre se realizó el simulacro anual de emergencia interior. Cabe destacar el normal desarrollo del mismo y el cumplimiento de los objetivos previstos. Entre los días 19 y 29 de noviembre se recibió en la central una Misión SCART (Safety Culture Assessment Review Team) cuyo objetivo es identificar fortalezas y áreas de mejora que ayuden a avanzar y profundizar en los aspectos relacionados con la cultura de seguridad, así como conocer las prácticas internacionales más avanzadas en este campo de la cultura de seguridad. Nuclenor decidió someterse voluntariamente a este programa, convirtiendo a la central de Santa María de Garoña en la primera planta en funcionamiento del mundo que acoge esta misión dirigida por el Organismo Internacional de la Energía Atómica (OIEA), dependiente de Naciones Unidas. Los resultados de la Misión se consideran muy positivos, ya que significan un reconocimiento al esfuerzo que está realizando toda la organización para operar la central de forma segura. Además, en la evaluación realizada por la Misión, se reconoce el esfuerzo realizado para mantener la planta eléctrica y los equipos en las mejores condiciones posibles para la operación a largo plazo. Con la Misión SCART, Nuclenor se ha sometido por quinta vez en diez años a una revisión internacional independiente. Los resultados obtenidos en revisiones anteriores avalan tanto las actuaciones realizadas hasta el momento, como los planes y proyectos establecidos para el futuro de la instalación. Durante 2007 Nuclenor ha continuado con las actividades encaminadas a la renovación del Permiso de Funcionamiento de la central que finaliza en 2009, así como a dar a conocer los aspectos más significativos relacionados con su actividad. Fruto de este esfuerzo fue la concesión del premio “EPRI Technology Transfer Award” por su aportación a la investigación de los fenómenos de degradación de materiales y las soluciones propuestas por técnicos de Nuclenor, concedido en enero de 2007 por el Instituto de Investigación de la Energía Eléctrica de Estados Unidos (EPRI). Por otro lado, la Asociación Española de Normalización y Certificación (AENOR) auditó el Sistema de Gestión Ambiental (SGA) de Nuclenor el pasado mes de diciembre con resultado satisfactorio, concediendo la renovación de la certificación ambiental ISO-14001 por tres años más. 8 La producción de la central ha sido de 3.842,3 millones de kWh, con un Factor de Disponibilidad del 85,28%. Plant production amounted to 3,842.3 million kWh, with a Unit Capability Factor of 85.25% T he gradual power reduction started in December 2006 due to the end of the fuel cycle continued during the month of January until the 18th of February, when the plant generator was disconnected from the power grid to begin the refuelling and maintenance outage corresponding to the 24th operation cycle, which ended on the 24th of March. In the course thereof, more than 6,000 different activities took place in order to ensure an optimum operation of the facility during the following cycle. To carry out all the planned work it was necessary to rely, in addition to Nuclenor’s personnel, on more than 1,600 people from 70 collaborating companies, most of them from the area around the plant. On the 15th of April, the plant’s power was decreased to 88% upon the detection of problems in two fans that cool the atmosphere of the primary containment, which resulted in a planned shutdown of the plant during the 21st and 22nd of April. Likewise, between the 26th and 27th of July, power was dropped to carry out planned maintenance work in the turbine building. On the other hand, the annual drill of the Internal Emergency Plan was carried out on the 4th of October. The drill took place without incidents and in compliance with the planned objectives. A SCART (Safety Culture Assessment Review Team) Mission was welcomed to the plant between the 19th and 29th of November, the purpose of which was to identify strengths and areas for improvement that help to progress and go into the aspects related to safety culture in depth as well as to get to know the most advanced international practices in this field of safety culture. Nuclenor decided to voluntarily submit to this programme, turning Santa María de Garoña NPP into the first operating plant in the world that hosts this mission headed by the International Atomic Energy Agency (IAEA), dependent on the United Nations. The results of the Mission are rated as very positive since they mean an acknowledgement of the effort the whole organisation is making to operate the plant in a safe manner. Moreover, the effort made to keep the power station and equipment in the best possible condition for longterm operation is recognised in the assessment made by the Mission. With the SCART Mission, Nuclear has subjected itself to an independent international review for the fifth time in ten years. The results obtained in previous reviews endorse both the actions carried out to date and the plans and projects laid down for the future of the facility. During 2007 Nuclenor has continued with the activities directed at renewing the Operating Permit of the plant, which expires in 2009, as well as publicising the most significant aspects related to its activity. A result of this effort was the awarding of the EPRI Technology Transfer Award for its contribution to the research of material degradation phenomena and the solutions proposed by Nuclenor engineers, given in January 2007 by the American Electric Power Research Institute (EPRI). On the other hand, last December the Spanish Association for Standardisation and Certification (AENOR) audited Nuclenor’s Environmental Management System (SGA) with satisfactory results, granting the renewal of the environmental certification ISO-14001 for three more years. ALMARAZ I NPP C abe destacar que durante el año no se ha registrado ninguna parada no programada en ninguna de las dos unidades de la central nuclear de Almaraz. Durante este año, AENOR realizó la segunda Auditoria de Revisión del Certificado ISO-14001 del Sistema de Gestión Ambiental de Centrales Nucleares Almaraz-Trillo, y el año próximo tendrá lugar la correspondiente renovación trienal. En la mañana del jueves 24 de mayo, un grupo de activistas antinucleares se concentró en la puerta de la central, impidiéndoseles en todo momento el acceso a las instalaciones de la misma. Se declaró la situación de prealerta de acuerdo con el Plan de Emergencia Interior y se informó de la situación a la Subdelegación de Gobierno y al Consejo de Seguridad Nuclear. La central permaneció operando con total normalidad sin ningún tipo de incidencia. La producción de la unidad ha sido de 8.510,1 millones de kWh, con un Factor de Disponibilidad del 99,95%. Durante su desarrollo se activaron todas las organizaciones implicadas, comprobándose la coordinación de las mismas, así como las vías de comunicación establecidas, calificándose los resultados como satisfactorios. I t is worth highlighting that no unplanned shutdowns have taken place in any of the two units of Almaraz NPP during the year. During this year, AENOR conducted the second Audit for the Review of the ISO-14001 Certification of the Environmental Management System of Almaraz-Trillo NPPs, and the corresponding triennial renewal will take place next year. On the morning of the 24th of May, a group of antinuclear activists gathered at the entrance of the plant, but they were not allowed to gain access to the installations thereof. The prealert situation was declared in accordance with the Internal Emergency Plan, and the Government Subdelegation and the Nuclear Safety Council were informed of the situation. The Plant remained in operation with absolute normality without any type of incident. The annual emergency drill was carried out the 21st of November. All involved organisations were activated during the event, the coordination thereof and the established communication channels being verified. The results were rated as satisfactory. ALMARAZ II NPP C abe destacar que durante el año no se ha registrado ninguna parada no programada en ninguna de las dos unidades de la central nuclear de Almaraz. Del 14 de octubre al 29 de noviembre se llevó a cabo la decimoséptima recarga de combustible y mantenimiento general de la unidad II. Las actividades más destacables ejecutadas durante esta recarga, corresponden a importantes modificaciones de diseño y grandes proyectos de mejora que se han implantado, tales como el cambio del sistema de control del carro de transferencia de combustible, la sustitución a plataforma digital de los controles del reactor y del agua de alimentación principal, la sustitución de los separadores/recalentadores de vapor (MSR), y la finalización de la conexión del 5o generador diesel a esta unidad II. La producción de la unidad ha sido de 7.437,3 millones de kWh, con un Factor de Disponibilidad del 87,12%. Unit production amounted to 7,437.3 million kWh, with a Unit Capability Factor of 87.12% El día 7 de noviembre el CSN clasificó de forma definitiva como de nivel 0 en la Escala Internacional de Sucesos Nucleares (INES) la incidencia ocurrida el 4 de noviembre en la unidad II, al constatar que la central disponía de medios de refrigeración redundantes e independientes del agua de la piscina de combustible. El incidente consistió en un fallo del sistema de agua de refrigeración de componentes. Los medios de refrigeración redundantes garantizaron en todo momento que la temperatura del agua de la piscina se mantuviera por debajo de los valores fijados en las Especificaciones Técnicas de Funcionamiento. I t is worth highlighting that no unplanned shutdowns have taken place in any of the two units of Almaraz NPP during the year. The 17th refuelling and general maintenance outage of Unit II took place from the 14th of October to the 29th of November. The most significant activities carried out during this outage correspond to important design modifications and large improvement projects that have been implemented, such as the replacement of the fuel transfer carriage control system, the change to a digital platform of the main feedwater and reactor controls, the replacement of the steam separators/reheaters (MSR) and the completion of the connection of the 5th diesel generator to this Unit II. On the 7th of November, the CSN finally classified the incident that occurred on the 4th of November in Unit II as being of level 0 in the International Nuclear Event Scale (INES), upon verifying that the plant had redundant and independent cooling means of the water in the fuel pool. The incident consisted of a failure in the component cooling water system. ASCÓ I NPP D esde el 27 de octubre al 1 de diciembre tuvo lugar la decimonovena recarga de combustible y actividades de mantenimiento asociadas, con una duración de 35 días. En el último ciclo se ha batido el record de permanencia en la red, con 476 días; de los 534 días del ciclo, únicamente la unidad I ha estado fuera de la red 21 horas. La producción de la unidad ha sido de 7.915,9 millones de kWh, con un Factor de Disponibilidad del 88,94%. Las actividades más representativas de la recarga de la unidad I han sido la limpieza e inspección de las torres de salvaguardias, la inspección y revisión de las barras de corriente eléctrica, la inspección completa de dos de los tres generadores de vapor, la revisión general de las turbinas de las bombas de agua de alimentación principal, la revisión quinquenal de un motor de generación de corriente eléctrica autónoma, la inspección visual automatizada del reactor y de la cabeza del reactor, el cambio de las bancadas de los transformadores principales de salida de corriente eléctrica y la revisión de las torres de refrigeración de tiro forzado. Unit production amounted to 7,915.9 million kWh, with a Unit Capability Factor of 88.94% Durante la recarga de la unidad I se han llevado a cabo 29 modificaciones de diseño para la mejora de la instalación que contribuyen a la operación a largo plazo de las centrales. De estas modificaciones, cabe destacar el recubrimiento de protección de las soldaduras de un componente del primario, el presionador (Weld Overlay). Esta operación se ha realizado de forma anticipada siguiendo las pautas de centrales americanas. Ascó I ha sido la primera central europea en realizar dicho recubrimiento. Otras intervenciones destacadas durante la recarga de la unidad I han sido: la modificación del sistema de detección de gases tóxicos de la sala de control, el aumento de la superficie filtrante del sistema de recirculación de agua de la contención, las mejoras en el control de las turbobombas de agua de alimentación principal y las modificaciones en el sistema de rociado del sistema contraincendios. En lo que respecta a las actividades llevadas a cabo tanto para la unidad I como para la II, destacan las modificaciones realizadas durante las recargas y que forman parte del programa de inversión (47 millones de euros entre los dos grupos en 2007). Esta inversión continuada sitúa la instalación en una posición clave para la operación a largo plazo. Se ha seguido con el tratamiento térmico que periódicamente se realiza en la zona de captación de agua del río Ebro, sin que tenga ninguna afectación térmica al caudal del mismo. Este tratamiento evita la proliferación del mejillón “Zebra”. El 24 de mayo de 2007 se realizó el simulacro anual del Plan de Emergencia Interior activando a todas las organizaciones implicadas para llevar a cabo la comprobación del óptimo funcionamiento de todos los involucrados. Durante el 2007 se ha continuado con la implantación de programas de mejora como la Exclusión de Materiales Extraños, metodología para evitar que queden objetos dentro de los circuitos en los que se trabaja, y Toma de Decisiones Operacionales ODM, sistemática para la toma de decisiones en situaciones no regladas, entre otros. Igualmente se ha mantenido una relación directa con el entorno a través de la Comisión Local de Información que potencia la comunicación entre la central y los ciudadanos de las localidades cercanas a la misma. En estas reuniones participan la central y asisten alcaldes, concejales, representantes de las principales instituciones locales, del Consejo de Seguridad Nuclear y de la Generalitat. En el ámbito de las certificaciones, se destaca el mantenimiento de las certificaciones de las Normas ISO 9001 (calidad), ISO 14001(medioambiental) y OHSAS 18001(Prevención de Riesgos Laborales). Durante el año 2008 no está prevista ninguna recarga. 14 T he 19th refuelling outage and associated maintenance activities took place from the 27th of October to the 1st of December, with a length of 35 days. The most representative activities of the outage of Unit I have been the cleaning and inspection of the safeguard towers; the inspection and checking of the electrical buses; the complete inspection of two of the three steam generators; the general inspection of the turbines of the main feedwater pumps; the quinquennial inspection of an emergency diesel engine; the automated visual inspection of the reactor and reactor vessel head; the replacement of the bedplates of the main transformers; and the inspection of the forced-draft cooling towers. During the outage of Unit I, 29 design modifications have been made to improve the facility, contributing to the long-term operation of the plant. Of these modifications, the protective overlay of the welds a component of the primary, the pressuriser, is worth highlighting. This operation has been carried out in advance following the guidelines of American stations. Ascó I has been the first European plant to perform said overlay. Other outstanding operations during the outage of Unit I have been: the modification of the toxic gas detection system of the control room; the increase of the filtering surface of the containment water recircula- tion system; the improvements in the control of the main feedwater turbine driven pumps; and the modifications in the spray system of the fire protection system. As far as the activities carried out for both Unit I and Unit II are concerned, the modifications made during the outages and which are part of the investment programme (47 million Euro between both units in 2007) stand out. This continued investment places the facility in a key position for long-term operation. The thermal treatment that is periodically performed in the water collecting area of the Ebro River has continued, without having any thermal effect on the flow rate thereof. This treatment prevents the proliferation of the Zebra mussel. The annual drill of the Internal Emergency Plan was carried out on 24 May 2007, all the concerned organisations being activated to verify the optimum performance of all those involved. The implementation of improvement programmes such as Foreign Material Exclusion, a methodology to prevent objects from being left in the circuits on which work is done, or Operational Decision-Making (ODM), a systematic for decision-making in unregulated situations, among others, has continued in 2007. A direct relationship with the surroundings through the Local Information Commission, which fosters the communication between the plant and the citizens of the towns close thereto, has been maintained. The plant, mayors, councilmen, and representatives of the main local institutions, of the Nuclear Safety Council and of the Generalitat take part in these meetings. In the field of certifications, the keeping of the certifications of Standards ISO 9001 (quality), ISO 14000 (environment) and OHSAS 18001 (occupational risk prevention) stands out. No refuelling outages are planned for 2008. ASCÓ II NPP D el 23 de marzo al 2 de mayo tuvo lugar la decimoséptima recarga de combustible y actividades de mantenimiento correspondientes a la unidad II, con una duración de 39 días. Las actividades más representativas de esta recarga del grupo II han sido la sustitución de cuatro detectores de flujo neutrónico, la sustitución del rotor del alternador principal, el cambio de separadores de humedad de la torre de tiro natural, la limpieza e inspección de las torres de salvaguardias y la revisión quinquenal de un motor del generador diesel. Asimismo, se llevó a cabo la inspección de elementos combustibles mediante “sipping”, la inspección del generador de vapor C con corrientes inducidas y la inspección interior de la brida y carcasa de una bomba del sistema de refrigeración del reactor. Además de lo señalado anteriormente (en el texto explicativo de la unidad I) como actividades comunes tanto para la unidad I como para la unidad II, cabe destacar en el caso de la unidad II que, en el programa de inversiones y modernización de la instalación establecido en esta recarga, se han implantado 38 modificaciones para la mejora de las instalaciones entre las que destacan: la sustitución de los tornillos de fijación de los tubos guía (“split pins”), el aumento de la superficie filtrante de recogida de agua en el fondo de la contención, la sustitución de la batería GOB1B y reubicación de sus unidades de ventilación, la actualización de válvulas de la central como parte del programa continuado de mejora, la mejora en el control y monitores de vibración de las bombas de agua de alimentación principal y el nuevo cableado de las cabinas eléctricas de control de reactor. Durante el año 2007, la central ha tenido cuatro paradas automáticas, tres de ellas por la misma causa y una parada no programada, todas ellas fueron clasificadas como de nivel 0 por el CSN en la escala INES. La producción de la unidad ha sido de 7.420,9 millones de kWh, con un Factor de Disponibilidad del 84,13%. The most representative activities of this outage of Group II were the replacement of four neutron flux detectors, the replacement of the main generator rotor, the replacement of humidity separators of the natural draft tower, the cleaning and inspection of the safeguard towers and the quinquennial inspection of a diesel generator motor. Furthermore, the inspection of fuel assemblies was carried out by sipping, the inspection of steam generator C was performed with Eddy Currents, and the internal inspection of the flange and casing of a reactor cooling system pump took place. In addition to those previously indicated (in the explanatory text of Unit I) as common activities for both Unit I and Unit II, it is worth highlighting in the case of Unit II that, within the facility modernising and investment programme set up in this outage, 38 modifications have been implemented to improve the installations, among which the following stand out: the replacement of the split pins of the guide tubes; the increase of the water collection filtering surface at the bottom of the containment; the replacement of battery GOB1B and relocation of its ventilation units; the updating of the valves of the plant as part of the continued improvement programme; the improvement in the vibration monitors and control of the main feedwater pumps; and the new wiring of the electrical reactor control cabinets. In 2007, the plant has had four scrams, three of them due to the same cause, and one unplanned shutdown; all of them were classified as being of level 0 in the INES scale by the CSN. COFRENTES NPP L a operación y funcionamiento de Cofrentes durante el año 2007 ha estado condicionado por la realización de la décimosexta recarga de combustible, llevada a cabo entre los meses de mayo y julio con una duración mayor de lo habitual, lo que ha sido determinante en la producción final de electricidad, generándose al cierre del ejercicio 6.240,1 millones de kWh, con un factor de disponibilidad del 66,12%. Entre las actividades más importantes realizadas durante la citada recarga, se destaca la sustitución de 256 elementos de combustible gastado y la realización de 41 cambios de diseño, orientados a mantener la planta actualizada con los últimos avances tecnológicos en el campo nuclear, introduciendo importantes mejoras sobre los actuales niveles de seguridad operacional. Dentro de estos cambios de diseño propios de una recarga, que podrían considerarse como convencionales, se llevó a cabo la sustitución de una fase del transformador principal, de dos de los seis calentadores existentes y el cambio de 41 barras de control y de 38 de sus actuadores. Pero sin duda la modificación de mayor envergadura, que ha constituido un hito excepcional dentro del sector nuclear mundial, fue la sustitución de las tuberías del Sistema de Accionamiento Hidráulico de las Barras de Control (CRDH), actividad que requirió una planificación y entrenamiento previos y que inicialmente se desarrolló dentro de los plazos previstos. Tras la finalización de los trabajos, en la fase de pruebas finales, se detectaron anomalías en la soldadura de sellado inferior (entre el tubo y la brida), por lo que se decidió acometer nuevamente la mecanización del orificio de la brida, eliminando toda soldadura anterior. Esta circunstancia, no esperada, dio lugar a una prolongación de la parada por recarga. Cofrentes ha sido la primera central nuclear que ha realizado esta sustitución. La central entró de nuevo en funcionamiento el 30 de julio, interrumpiéndose su actividad en el mes de agosto como consecuencia del incendio en un transformador principal, extinguido a los pocos minutos sin consecuencias personales ni medioambientales. Para la recuperación de la planta fueron necesarios 25 días. Esta incidencia afectó igualmente a la producción final de electricidad. Los sucesos mencionados han sido clasificados como nivel 0 en la Escala Internacional de Sucesos Nucleares (INES), es decir, no han revestido ningún impacto sobre la seguridad de la planta, los trabajadores o el medio ambiente. En el capítulo de la seguridad laboral, cabe señalar que a pesar de la gran cantidad de trabajos realizados durante la recarga (11.473), los índices de frecuencia y gravedad de accidentes han mejorado respecto a años anteriores. Se destaca asímismo que un grupo de expertos de la Comisión Europea estuvo inspeccionando la central los días 12 al 15 de noviembre para verificar el cumplimiento por parte de la instalación de los requisitos del artículo 35 del Tratado de Euratom. El principal objetivo de la inspección ha sido realizar una evaluación independiente de la idoneidad de las instalaciones de la central para el control y vigilancia de las liberaciones de radiactividad en los efluentes líquidos y gaseosos y para medir los niveles de radiactividad ambiental del medio terrestre y acuático dentro del emplazamiento y en los alrededores del mismo Como resultado final, el equipo de expertos de la Comisión Europea concluyó que la central nuclear de Cofrentes cumple de forma totalmente satisfactoria los requisitos del artículo 35 del Tratado de Euratom sobre el control y protección del medio ambiente en sus aspectos radiológicos. La producción de la central ha sido de 6.240 millones de kWh, con un Factor de Disponibilidad del 66,12%. Plant production amounted to 6,240 million kWh, with a Unit Capability Factor of 66.12% T he operation of Cofrentes NPP in 2007 has been conditioned by the execution of the 17th refuelling outage, which took place between the months of May and July and had a duration greater than usual, a deciding factor in the final generation of electricity, 6,240.1 million kWh at the end of the financial year, with a capability factor of 66.12%. The replacement of 256 spent fuel assemblies and the execution of 41 design changes aimed at keeping the plant updated with the latest technological developments in the nuclear field, which introduced important improvements over the current operational safety levels, stand out among the most significant activities carried out during said outage. Within these design changes typical of an outage –which could be considered as conventional– the replacement of one phase of the main transformer, of two of the six existing heaters and of 41 control rods and 38 of their actuators was performed. But undoubtedly the modification of greatest magnitude –which has represented an exceptional milestone in the world nuclear sector– was the replacement of the piping of the Hydraulic Control Rod Drive System (CRDH), an activity that required preliminary planning and training and which was initially executed within the expected dates. After the completion of the work, anomalies were detected in the lower seal weld (between the pipe and the flange) during the final testing phase, so it was decided that the machining of the bride orifice should be carried out again, removing any previous welding. This unexpected circumstance caused the refuelling outage to be extended. Cofrentes has been the first nuclear power plant to make this replacement. POTENCIA MEDIA DIARIA DE OPERACIÓN DAILY AVERAGE OPERATING CAPACITY (%) 100 90 80 70 60 50 40 30 20 10 0 18 The plant went into operation again the 30th of July, its activity being interrupted during the month of August as a result of a fire in a main transformer, which was put out in a few minutes without personal or environmental consequences. 25 days were necessary to get the plant back in service. This incident also affected the final generation of electricity. The aforementioned events have been classified as being of level 0 in the INES scale, that is, they have not had any impacts on the safety of the plant, the workers or the environment. As regards occupational safety, it is worth highlighting that in spite of the great number of activities carried out during the outage (11,473), the accident frequency and severity rates have improved with regard to previous years. It also must be mentioned that a group of experts from the European Commission inspected Cofrentes NPP between the 12th and 15th of November to verify the compliance with the requirements of Article 35 of the Euratom Treaty by the facility. The main objective of the inspection was to conduct an independent evaluation of the suitability of the installations of the plant for controlling and monitoring the releases of radioactivity in gas and liquid effluents and for measuring the environmental radioactivity levels in the terrestrial and aquatic environments at the site and in the surroundings thereof. As the final result, the team of experts from the European Commission came to the conclusion that Cofrentes NPP meets in a fully satisfactory manner the requirements of Article 35 of the Euratom Treaty on the control and protection of the environment in its radiological aspects. VANDELLÓS II NPP C abe destacar que este año se ha realizado la decimoquinta recarga de combustible de la central nuclear Vandellós II, desde el 27 de abril hasta el 9 de septiembre con una duración de 136 días. La decimoquinta recarga de Vandellós II estuvo marcada por los trabajos del nuevo sistema de refrigeración autónoma de los generadores diesel y del sistema de agua enfriada esencial. Los nuevos sistemas independizan el funcionamiento de los generadores diesel de energía eléctrica autónoma y de agua enfriada para la ventilación de seguridad del resto de sistemas de refrigeración de la central. El sistema está formado por 14 aerorefrigeradores atmosféricos, hecho que permite independizar la refrigeración de los sistemas de seguridad del agua de mar. Otras actividades relevantes durante la recarga fueron el aumento de la superficie filtrante del sistema de recirculación de agua de la contención, la mejor visualización en sala de control del estado de los componentes de salvaguardias siguiendo criterios de factores humanos, el aumento de la potencia del generador diesel esencial, la revisión detallada de los motores de los generadores diesel de corriente eléctrica autónomos y la sustitución del alternador de un grupo diesel, la sustitución de cables de indicación de la posición de las barras de control y la revisión exhaustiva de los transformadores principales, de los auxiliares y de otros. Otras intervenciones de mantenimiento e inspección destacadas han sido la apertura, limpieza e inspección del secundario y del primario de dos generadores de vapor y la inspección decenal mecanizada de la vasija del reactor. La inspección y prueba hidráulica de la tubería de 80 cm. de los dos trenes de seguridad del sistema de refrigeración de equipos esenciales, la extracción e inspección del interno inferior y la extracción e inspección de la muestra irradiada para comprobar las propiedades metalográficas de los materiales sometidos a radiación. La inversión durante el año 2007 en Vandellós II ha sido de 56 millones de euros, de los cuales el nuevo sistema de refrigeración de los diesel y de agua enfriada representa 30 millones de euros. Durante la recarga del año 2007 se han realizado también 44 modificaciones de diseño que sitúan la instalación en las mejores condiciones de diseño para la operación a largo plazo. En relación con el Plan de Acción de Mejora de la Gestión de la Seguridad (PAMGS), comprometido en el año 2005 con el Consejo de Seguridad Nuclear (CSN) y que constaba de cinco programas, cabe señalar que los programas de “Management” y Liderazgo, Organización y Sistemas de Gestión y Comunicación, están totalmente finalizados. En relación con el programa de Mejora de Diseño, Inspección y Vigilancia, quedan pendientes un 17% de los trabajos físicos en los sistemas de refrigeración y contraincendios, que representa el 17% de todas las acciones comprometidas. El día 22 de noviembre, la central realizó el simulacro anual del Plan de Emergencia Interior, activando a todas las organizaciones implicadas en dicho Plan y comprobando su correcto funcionamiento y perfecta coordinación de las mismas. Como se ha indicado en lo relativo a la central de Ascó, durante este año se ha mantenido informados a los ciudadanos de las localidades cercanas a la central a través de la Comisión Local de Información. La producción de la central ha sido de 5.531 millones de kWh, con un Factor de Disponibilidad del 59,24%. Plant production amounted to 5,531 million kWh, with a Unit Capability Factor of 59.24% I t is worth mentioning that the 15th refuelling outage of Vandellós II NPP was conducted that year, from the 27th of April to the 9th of September, with a length of 136 days. The 15th outage of Vandellós II was marked by the work on the new autonomous cooling system of the diesel generators and the essential chilled water system. The new systems make the operation of the emergency diesel generators and chilled water for safety ventilation independent from the rest of the cooling systems of the plant. The system is comprised of 14 atmospheric air coolers, a fact that allows making the cooling of the safety systems independent of the seawater. Other outstanding maintenance and inspection operations have been the opening, closing and inspection of the primary and secondary of two steam generators and the decennial mechanised inspection of the reactor vessel. The inspection and hydraulic The investment during 2007 in Vandellós II has been 56 million Euro, of which the new chilled water and diesel generator cooling system represents 30 million Euro. During the 2007 outage, 44 design modifications have also been made, which put the facility in the best design conditions for long-term operation. In relation to the Safety Management Improvement Action Plan (PAMGS) –pledged in 2005 with the Nuclear Safety Council (CSN) and consisting of five programmes– it is worth indicating that the Management and Leadership, Organisation, and Management and Communication System programmes are totally finished. With regard to the Design, Inspection and Monitoring Improvement programme, 17% of the physical work on the cooling and fire systems is still pending, representing 17% of all the committed actions. On the 22nd of November the plant conducted the annual drill of the Internal Emergency Plan, activating all the organisations involved in said Plan and verifying the correct operation and perfect coordination thereof. As indicated in the Ascó NPP activities, throughout this year the citizens of the towns near the plant have been kept informed by means of the Local Information Commission. TRILLO NPP E l día 26 de abril se efectuó el Simulacro de Emergencia Interior. Este fue iniciado con un incendio simulado en uno de los depósitos de gas-oil de suministro a los generadores diesel de salvaguardia, seguido de una fuga de refrigerante primario dentro de la contención. La situación creada exigió la activación del Plan de Emergencia Interior de la Central hasta la Categoría III o Emergencia en el Emplazamiento. Del 25 de mayo al 25 de junio tuvo lugar la decimonovena parada de recarga de combustible y actividades de mantenimiento. Las actividades más relevantes de esta recarga han sido: el cambio de motor y revisión del cojinete de la bomba de refrigeración del reactor del lazo 10, la revisión de válvulas piloto del lazo 20 de vapor principal, la revisión de válvulas de turbina, la revisión de los cierres de hidrógeno del alternador y la revisión de la soplante y la limpieza del lado secundario de los generadores de vapor. Asimismo, entre las modificaciones de diseño, destacan el refuerzo estructural de las rejillas de los sumideros de contención e instalación de nuevas rejillas y la sustitución del aislamiento MINILEIT en la contención (Fase 3). Durante el arranque de la planta tras la recarga, se contabilizó una parada automática de reactor. El acoplamiento a la red eléctrica se produjo a las 05:05h del día 25 de junio de 2007. Entre el 17 de septiembre y el 5 de octubre se realizó la evaluación externa (Peer Review) por homólogos de otras centrales, con la metodología WANO. Los resultados en general han sido satisfactorios aunque se han encontrado algunas áreas en las que es posible realizar mejoras comparando prácticas de la central contra las mejores expectativas y criterios de WANO. Se ha preparado la implantación de un plan de acciones de mejora orientado a cumplir con todos los criterios de WANO. Durante este año, AENOR realizó la segunda Auditoria de Revisión del Certificado ISO-14001 del Sistema de Gestión Ambiental de Centrales Nucleares Almaraz-Trillo, y el año próximo tendrá lugar la correspondiente renovación trienal. 22 La producción de la central ha sido de 8.501 millones de kWh, con un Factor de Disponibilidad del 91,53%. Plant production amounted to 8,501 million kWh, with a Unit Capability Factor of 91.53% T he Internal Emergency Drill took place on the 26th of April. It began with a simulated fire in one of the gas oil tanks for supplying the safeguard diesel generators, followed by a primary coolant leak inside the containment. The situation created required the activation of the Plant’s Internal Emergency Plan up to Category III, or Emergency at the Site. The 19th refuelling and maintenance activities outage took place from the 25th of May to the 25th of June. The most significant activities in this outage were: the replacement of the motor and the checking of the bearing of the reactor cooling pump of loop 10; the inspection of pilot valves of main steam loop 20; the checking of turbine valves; the checking of hydrogen seals of the main generator; the inspection of the blower; and the cleaning of the secondary side of the diesel generators. Likewise, the structural reinforcement of the screens of the containment sumps and installation of new screens, and the replacement of the MINILEIT insulation of the containment (Phase 3) stand out among the design modifications. One reactor scram took place during the start-up of the plant after the outage. The connection to the power grid took place at 05:05 a.m. of 25 June 2007. The external evaluation of the plant by peers from other plants (Peer Review) using the WANO methodology took place between the 17th of September and the 5th of October. In general, the results have been satisfactory, although some areas in which it is possible to make improvements when comparing plant practices with WANO’s best criteria and expectations have been found. The implementation of a plan of improvement actions directed at complying with all WANO criteria has been prepared. During this year, AENOR conducted the second Audit for the Review of the ISO-14001 Certification of the Environmental Management System of Almaraz-Trillo NPPs, and the corresponding triennial renewal will take place next year. UNESA lleva a cabo las actividades que le son encomendadas por sus miembros, realiza estudios e informes sobre todos los aspectos de la actividad eléctrica (generación, transporte, distribución, prospectiva, temas económicos y financieros, regulación, cuestiones legales y jurídicas, combustibles fósiles, energía nuclear, medio ambiente, investigación, normalización, comunicación social, etc.) y representa a sus miembros ante los organismos energéticos nacionales e internacionales. En el campo nuclear, UNESA coordina aspectos relacionados con la seguridad nuclear y la protección radiológica, la regulación, la operación de las centrales nucleares, la investigación y desarrollo relacionados con la seguridad y la operación de dichas instalaciones, así como con el combustible y los residuos radiactivos. UNESA, en representación de las empresas eléctricas españolas, es miembro de EURELECTRIC, NEI, INPO, WANO y EPRI, entre otras organizaciones internacionales de las empresas eléctricas, y participa en actividades de organismos internacionales nucleares como el OIEA, la AEN/OCDE, etc. The Spanish Electricity Industry Association (UNESA) is a sector-specific professional organisation that carries out coordination, representation, management and promotion tasks for its members and the defence of their business and professional interests. UNESA has its own legal standing and full capacity to act. Currently Spain’s five most important electrical utilities are partners of UNESA. As a whole, they own 72% of the electric capacity installed in Spain and have produced 78% of the total electricity generation in 2007.
