policy initiatives focused on empowering
young women and girls.
Members of the Young Women’s Initiative
and City Council Speaker Melissa MarkViverito stood on the steps of City Hall on
May 16 to mark the release of a report on
policy actions benefiting young women.
Among the recommendations the group
outlined were: appointing a gender equity
liaison at every city agency, improving
transgender health services, creating a
police liaison for women’s health centers,
strengthening sexual harassment and
workplace protection laws and expanding
the Nurse-Family Partnership.

Miembros de la Iniciativa de Mujeres Jóvenes
y la portavoz del Concejo Municipal, Melissa
Mark-Viverito, se pararon en las escalinatas del

Tenants seek court
assistance for needed
repairs
I
t’s been no Fiesta for these
tenants.
A group of residents from a Grand
Concourse apartment building with hundreds
of city violations has asked a judge to appoint
a designated receiver to oversee needed
repairs at the long-neglected property.
Tenants from 888 Grand Concourse,
a building that has appeared on Public
Advocate Letitia James’ watchlist, said they
have battled their landlord, Louis Bombart of
Tiny Fiesta Realty Associates, for years over
conditions in their building.
They said they frequently go without heat
or hot water, have no working elevator, and
are forced to deal with rodent infestations.
“The landlord has never maintained the
building,” said resident Carmen Vega-Rivera.
“He’s been lining his pockets with rent for
years, and I’m the one who has to suffer.”

began in December 2013, explained attorney
John Montoute of Bronx Legal Services, part
of Legal Services NYC, which is assisting
residents in court.
“For some reason, a receiver was never
appointed in this foreclosure case,” Montoute
said. “If a receiver is named, they can
coordinate essential repairs for these residents
while the case is tied up in court. It can take
years for foreclosure cases to get resolved.”
On Mon., May 16, a group of tenants went
to Bronx Housing Court to plead their case
for a court-appointed receiver, as it would
help ensure their rent money would go toward
repairs.
However, residents were disappointed
when Bronx Supreme Court Judge Mary
Ann Brigantti-Hughes declined to hear oral

submission, requesting paperwork to render a
decision at a later date.
Montoute said it could delay progress on
building improvements indefinitely.
“It means we’ll have to wait even longer for
something to get accomplished,” commented

very frustrating.”

ast month, the United States
Supreme Court heard oral
arguments in U.S. v. Texas.
The case, based on a lawsuit filed against
the federal government by the State of Texas,
will weigh in on the legality of President
Obama’s executive actions creating the
Deferred Action for Parents of Americans
(DAPA) and expanding the Deferred Action
for Child Arrivals (DACA). It is the view
of a large number of constitutional scholars
and immigration experts - and one we
strongly share at the Hispanic Federation
- that there are ample and well-established
historical precedents for the President’s
actions concerning the setting of our nation’s
immigration removal priorities.
But it’s easy to get wrapped up in the legal
arguments of the case, especially since the
issues at stake include issues of states’ rights
and the limits of presidential power.
But as I read the transcripts of the
arguments made at the Court, I was less
interested in the legal arguments and more
concerned about the ramifications of the
justices’ decision on undocumented moms

their visas, and became like so many others
before and after them, undocumented.

our home. They knew that despite working,
being active in their communities, paying
taxes, and contributing to the greatness of
their new nation, they were one deportation

Looking back, now as a parent myself,
I can’t tell you how much I admire their
strength, courage, and ability to build as
normal a family life as their status allowed
them.

regularize their status in the United States.

and grandchildren. They love and are
eternally grateful to our nation. We are the
lucky ones.
In the years since my parents were
able to become citizens, our national
outlook on immigrants has hardened. We
have betrayed the values of openness and
opportunity for the world’s dreamers that
have made this country great. Congress
has done little in more than twenty years
to address the very real failures and
shortcomings in our immigration
system. They have opted
for punitive laws and harsh
enforcement over sensible
and humane policies that
would bring undocumented
immigrants out of the shadows
and into full participation in
our society.
President Obama’s executive actions
in 2014 were designed to use the limited
powers of the presidency to do what
Congress had refused to do; namely,
provide a temporary opportunity for a
number of hardworking immigrants to stay
in the country and work legally.
The lawsuit brought by the State of
Texas is a cruel rejoinder to the President’s
attempt to address a problem that not
many people in Texas, or Washington
for that matter, seem interested in fixing.
Confronted with action, they have yet again
chosen obstruction.
By all accounts, the Supreme Court,
caught in its own internal crisis after the
death of Associate Justice Antonin Scalia,
should decide on U.S. v. Texas by late
spring.
I’ll be watching and waiting; thinking of
my parents and the men and women who,
like them, have risked everything to make
a better life in America and, in turn, have
made America better.

421-a tax abatement still in limbo

early six months after the
expiration of the 421-a
tax abatement, no progress has
yet been made on reviving the
program, even though real estate
experts and city officials have
expressed concerns that developers
will shy away from building
affordable housing units without
the substantial tax break.
The abatement, which gives developers a
10-year tax exemption for building residential
projects on vacant or mostly vacant land,
lapsed in January despite efforts to extend it.
Among the issues that derailed the
renewal of 421-a were the potential inclusion
of condominiums in the abatement, and
prevailing wages paid to construction
workers.
The tax abatement has fueled a large
percentage of affordable housing development
in the city.
According to a report by the Real Estate
Board of New York (REBNY) that was
published by Crain’s, 42 percent of the 13,755
affordable units built in 2014 and 2015 were

In addition to LaBarbera and Banks,
the panel also featured Vicki Been,
Commissioner of the city’s Department of
Housing Preservation and Development,
Ron Moelis of L&M Development Partners
and Hugh Kelly, a Clinical Professor of Real
Estate Economics at New York University.
Banks stressed that revival of a tax
abatement was essential to the creation of
sorely-needed rental units.
“You cannot build rental housing in the city
of New York without a tax subsidy,” stated
Banks. “And if you could, you’d see it being
done, and it’s not being done.”
“You’d almost have to get the land for free
to make rental work with 421-a and prevailing
wage,” Moelis remarked. “I don’t believe
you’d have a market for land for affordable
housing.”

hosted his annual Educational Leadership
Breakfast, to honor the contributions of
parent teacher associations, home school
associations, and Community Education
Councils (CECs).
Parent leaders from over 50 Bronx schools
in Klein’s district were given recognition
during last week’s ceremony at F&J Pine
Tavern.
Klein commented that the honorees had
demonstrated an unwavering commitment to
improving the educational success of local
children.

be,” said Klein. “It’s their children who are
involved, so they take ownership. We can
spend all the money in the world on our
schools, but without parent involvement, it’s

network Healthfirst.
“Those who are in education, we find,
are unsung heroes,” said George Hulse,
Vice President of External Affairs for
Healthfirst. “They do a job that can often be
characterized as thankless. But if we asked the
most influential people in America to name
someone who inspired them to move forward,
each and every one of them would name
someone associated with academia. We think
it’s important to celebrate them today.”
Paula Fiore, a Parent Coordinator at the
High School of American Studies at Lehman
College, said it was an honor to receive
acknowledgment along with PTA CoPresidents Unjoo Trebach and Alice Lee.
“This is a wonderful opportunity for these
parents to get recognition,” Fiore said. “There
are a lot of highs and lows in public education,
but parent leaders play a big role in helping
students succeed.”

organizó su desayuno anual de liderazgo
educativo en honor a las contribuciones de

During what was billed a “Weekend
of Faith,” First Lady Chirlane McCray
led a contingent of leaders from the De
Blasio administration to houses of worship
throughout the city to encourage a more open
and understanding dialogue on the issues of
mental health.
McCray, who also serves as Chair of The
Mayor’s Fund to Advance New York City,
called on members of communities of faith to
lead the way in offering support services and in
helping to dispel stigma.
It was estimated that 1,000 houses of worship
touched on the subject during the weekend,
reaching a quarter of a million New Yorkers.
During an early morning stop at the St. John
Chrysostom Roman Catholic Church on Sun.,
May 22nd, McCray led by example, speaking
frankly about challenges she and her family had
faced.
Both her parents, she explained, suffered
from depression and anxiety, but had gone
without the resources needed for treatment.
More recently, her daughter Chiara has
battled with addiction and depression.
And while McCray has revealed that
Chiara is now “kicking butt at recovery,”
the experiences affirmed the need to more
aggressively address mental illness in all
communities. Developed with integrated
health experts, providers, community leaders
and residents, ThriveNYC was unveiled by
the administration in November 2015 as a
plan of action that aimed at creating “a more
effective and holistic system to support the

Schumer said that as a young man, Badillo
faced many barriers, as did many Puerto
Ricans who immigrated to the United States
during that era.
“You needed a man of strength, of intellect
and of character to break through those
barriers,” stated Schumer. “With his fierceness
of spirit and compassion, Herman inspired
generations to believe ‘Si se puede.’ Yes, we
can.’”
Born in Puerto Rico, Badillo came to the
New York City at age 11 to live with his aunt,
after both of his parents died of tuberculosis.
Badillo attended the City College of
New York, and finished first in his class at
Brooklyn Law School. He also became a
certified public accountant.
“He was a real citywide figure for many
years, but he was also a national figure,” said
Gail Badillo. “He was first to do many things.
To have this happen today is a wonderful
honor, and I’m thrilled.”

Parishioners Sanaly and her sister Ana said
they appreciated the First Lady’s remarks.
“I have several friends that suffer from
severe anxiety and depression,” said Sanaly.
“It’s the same for me. It keeps going
untalked about,” added Ana.
The two said they are planning to take the
classes if the church should accept the First
Lady’s invitation.

Hutchinson campus hosted a Health Day fair
on May 13.
During the daylong event, which was part
of the official 2016 Bronx Week calendar,
local residents were able to obtain free health
information and blood pressure screenings,
and learn about the medical services offered
at the relatively new Waters Place facility,
which opened in November 2014.
The campus served more than 123,000
patients last year, said Lissen Simonsen,
Senior Director of Ambulatory Services at
Montefiore Hutchinson. The complex’s 12
operating rooms have been used for about
9,000 surgical procedures, she added.‎
Simonsen said that prior to the opening of
the Hutchinson campus, no Montefiore health
center in that section of the Bronx that offered
services for pediatrics, ophthalmology or
pain management.
“We’ve
developed
a
bunch
of
multidisciplinary teams here, so patients
don’t need to move around as much to get
services,” said Simonsen.
For pediatric specialties, Montefiore
patients previously had to make appointments
at the network’s Children’s Hospital on
Bainbridge Avenue.
“There were often long wait times there
and it sometimes took a long time to get

an appointment,” said Denise Bannister, a
Community Relations Manager at Montefiore.
“The Hutchinson campus offered new
services in this part of the borough, and also
decreased a burden on Children’s Hospital.”
The Hutchinson campus sponsors a 10hour class for patients with diabetes, which
assists locals with eating better and learning
the importance of exercise, said Montefiore
Nurse Helena Duffy.
“People often know what they should do to
stay healthy, but putting it into practice can
be hard,” Duffy said. “The program works
in tandem with the doctor’s efforts, and
addresses how to change health behaviors.”
The Health Day event also featured a program
hosted by Mercy College, located next to the
Hutchinson campus, which brought students
from Bronx Career Preparatory High School and
P.S. 89 to learn more about careers in health care.
Bronx Borough President Rubén Díaz Jr.
paid a visit to the students and told them of the
need for young Bronx residents to seek out
medical careers, in a borough that has ranked
as New York State’s least healthy county for
several years running.
“The best way to get us healthier in the
Bronx is to have young people thinking about

This February, 16 tenants from the building
went on a rent strike. Montoute said that Legal
Services NYC has been putting rent money
from those tenants into escrow, hoping it can
be earmarked for repairs once a designated
receiver is named.
“They want that money toward repairing
the building,” said Montoute. “The money is
there, and ready to go. We just need the judge
to appoint a receiver.”
Residents say they are exasperated by the
conditions in the building.
“Imagine going an entire day without heat
or hot water, especially in the winter,” said
Lee-Katz. “It happens all the time there, and
it’s unacceptable.”
The tenants also complained about
crumbling ceilings and leaking pipes.
According to Department of Housing and
Preservation (HPD) records, the building has
more than 240 open violations. The building
is also part of HPD’s Alternative Enforcement
Program, which includes problematic
properties.

consequences for longtime renters, VegaRivera said.
“On the flip side, we could get a gentrifier
who comes in, and then rents would go up,”
she remarked. “I’m not going to be pushed out
— I’m going to fight tooth and nail.”
For tenants, the judge’s refusal to hear from
them in person marked the latest in a long
history of frustrations living in the building.
“It’s terrible, but we’ll battle as long as it
takes,” said Lee-Katz.

“We are committed to reducing the cost
of doing business in New York State and
this action builds upon the progress we’ve
made,” said Gov. Cuomo. “I look forward to
receiving the recommendations and I thank
the committee members for their work to help
us build a stronger New York for all.”
Charged with conducting a comprehensive
review of the state’s business climate, the
council will make recommendations to
the Governor, Senate Majority Leader and
Assembly Speaker by June 3 on ways to
decrease the cost of doing business in New
York State without compromising protections
for workers.
Since its formation last month, the sevenmember Council has met weekly to discuss
a range of issues, including unemployment
insurance, workers’ compensation, temporary
disability insurance, energy and taxes, among
other costs to businesses. The Council has
solicited input over the past several weeks
from business associations and labor groups
and is reaching out to businesses and all
stakeholders to ensure their voices are heard.

able to solve the problem,” said Banks. “But
that framework didn’t work in the broader
political context. We got to the point where we
had a framework, and we took that framework
up to Albany and it didn’t get support, so we
couldn’t do a deal.”
Banks explained that the outlined
agreement would have extended both
the tax break and prevailing wages
to condominium development,
a point he said soured Albany
lawmakers.
“What we had proposed
was a framework that
would have required a
condo option,” he said.
“There’s a lot of opposition
to the condominiums being
included in the proposal.”
Been
commented
that
the exorbitant sale prices of
condominiums have skewed the city’s
rental market.
“The reason rental prices are so high
is condos can outcompete any rental price,
because they are subsidized by the mortgage
tax deduction, they are subsidized by an
unfair and inequitable property tax scheme,”
said Been. “So that distorts the market. We
need more housing, period.”
LaBarbera and Banks indicated that
negotiations between REBNY and the
building trades have stalled.
“We can go round on the numbers all we
want,” LaBarbera said. “They can do their
math and we can do our math, but 421-a right
now does not exist. There is a legislative
session ending in six weeks and there’s going
to be a deal or there’s not.”

should be a price for the exemption, and the
price for the 421-a exemption should be 25
percent to 30 percent affordable housing,” she
said.
Banks revealed that his group did actually
reach a deal with LaBarbera last year to
salvage 421-a, but told the audience that
Albany lawmakers shot it down.

Gender Equity and Danielle Moss Lee, Chief
Executive Officer of the YWCA of the City
of New York, the effort brought together
stakeholders from across the city, including
policy and gender-equality experts and
community-based organizations.
Amanda Matos, Co-Chair of the Young
Women’s Advisory Council, said that the
group began meeting in September 2015 to
craft substantive recommendations, and then
analyzed data to help determine needs for
policy and programming.
But just a few years ago, said Matos, she
was unable to envision the existence of such
a program.
“In my experience growing up as a young
Puerto Rican woman from the Bronx, I did
not see myself or my experiences reflected
in leadership,” said Matos, a native of
Kingsbridge. “Now this is shifting and I’m
thrilled to be part of this.”
[This underscores] the importance of
moving away from a deficit model into a
strengths-based approach where girls of color
are crafting solutions for themselves and their
communities,” she argued.
Modeled after My Brother’s Keeper,
a program launched by President Barack
Obama to address opportunity gaps for young
men of color, the Young Women’s Initiative
is getting national attention, as Los Angeles,
Washington D.C., New Orleans and Oakland
officials have engaged New York City’s
model to see how they might implement
similar programs in their cities, said Oliveira.
“This is just the beginning,”
said Cherno Biko.
The initiative was launched a year ago.
Smith lauded the work of female
Councilmembers and the more inclusionary
tone of the de Blasio administration helping
to push women’s issues to the forefront.
“Now there’s an understanding that there’s
a change in the tide,” remarked Smith.
“Women shouldn’t feel that their voices
aren’t heard.”
Those in attendance underscored the need
for coalition-building and support systems
among peers.
As Councilmember Julissa FerrarasCopeland, the first woman and the first Latina
to serve as Chair of the Council’s Finance
Committee, noted, her historic appointment
came only after Mark-Viverito assumed the
Speakership.
“Whenever [we think] that it really doesn’t
make a difference that a woman is in power,
Melissa [reminds] us that it does make a
difference,” said Ferraras-Copeland. “I’m
honored to be able to be the Finance Chair,
but the reality is, it took a woman to make
that decision.”
Mark-Viverito said that she is open to
partnering with colleges and universities
in order to advance the goals of the Young
Women’s Initiative. She said the release of
the report is the first step in the process of
implementing change.
“This is a blueprint,” she stated, adding
that the prioritizing of budget items would
now begin as the City Council holds hearings
on this year’s budget. “Determining which
items are the priorities is part of the process.”
For Cherno Biko, who serves as an
Advisory Council Co-Chair, the work has
reaffirmed the need to focus on the specific
needs of all girls and women.
“Like many young black trans girls, I
came to New York City seeking safety and
sisterhood,” recalled Biko. “Instead, I began
to fall through the cracks of nonprofits and city
agencies, until I joined the Young Women’s
Advisory Council. As leaders, we must
be centered as the experts who oversee the
implementation of these recommendations
and resources.”
“This is just the beginning,” she added.
“We’re going to make sure that $20 million
is going where it’s to the people who need
it most.”
The advocates repeatedly stressed the need
for engagement and input primarily from
young women and girls across the city as the
driving force behind the initiative.
“We have the answers,” asserted Co-Chair
Matos. “We just need to be seen, heard, and
taken seriously as experts.”

Bronx Postmaster Lilliam Rodríguez said
that the rededication is meaningful to the
borough that Badillo served as a Congressman
for four terms.
“As a Puerto Rican myself, it fills me with
a lot of pride,” she stated. “I know there are
a lot of people here who remember Herman,
and whom he helped, and I know that people
are happy for him.”
Mrs. Badillo remembered her husband’s
demeanor in Congress as a “man who
reached across the aisle to get things done,”
something she said is lacking in today’s
federal government. “Now, there seems to
be so much animosity in Washington,” she
commented.
“Herman was a crossover guy,” agreed
Serrano. “He was able to go to other groups
to gain support.”
Díaz first proposed renaming the post
office for Badillo during his 2015 State
of the Borough address. A measure was
pushed by Serrano in Congress and approved
unanimously, then received Senate approval
and was signed by President Barack Obama
in July.
To Díaz, who recalled writing a book report
about Badillo as a young student, Badillo is
deserving of other honors across New York
City.
“Perhaps Herman deserves a CUNY
building named after him, or maybe a bridge
named after him,” Diaz said.
“He was around when it wasn’t fashionable
to be a Puerto Rican, let along Latino,”
Serrano remarked. “He taught the world that
we could speak English too, and be a lawyer
or politician. After him, they started to hire

Puerto Ricans for city government. He was a
trailblazer in that sense.”
Mrs. Badillo explained that her late husband
faced hardships from the time he was a child,
as he was left an orphan prior to coming
to America, but was used to overcoming
setbacks throughout his life.
“He felt that Latinos, when challenged,
would rise to the occasion,” she said. “It is
my fervent hope that all who pass through
the doors of this post office, especially young
people, will be inspired by Herman’s story.”
