graduations, Flag Day, and the summer solstice
– the longest day of the year. June also includes
Fathers’ Day – on the 19th this year – to honor
fathers and fatherhood for providing guidance
for families and role models for young men.

The City of New Haven will begin the Rent Rebate application process on Monday, May 16, 2016.
Please note: As of December 23, 2013, to qualify for the Renters Rebate Program you must be 65
years or older, 100% totally disabled through Social Security, or be 50 years of age or older and the surviving spouse of a renter, who at the time of his/her death, had qualified and was entitled to tax relief un- Migdalia Castro, Director

der this chapter, provide that the spouse was living with the renter at the time of his/her death. A renter,
or his/her spouse, if they are living together, must have been 65 years of age, or older, at the close of the calendar year for which a
grant is claimed. Renters filing for a grant, based on rental and utility expenses incurred in 2015, must have been at least 65 years
of age as of December 31, 2015. Qualified totally disabled persons (veteran’s disabilities included) are between the ages of 18 and
64 years of age only. In addition, the applicant must have resided in Connecticut for any one-year period prior to filing an application for a partial rebate.
Applicant’s income must have been less than or equal to $42,900 for a married couple or $35,200 for a single person. Persons who
qualify may begin calling any one of the three senior centers or our participating partners (listed below) to schedule an appointment
for filing an application. Residents of the New Haven Housing Authority or clients of a social services agency should contact the
Office of Resident Services. If you do not have a service coordinator in your building who is a participating partner, call one of our senior
centers or visit one of our public libraries.
For the 2015 Rent Rebate Program Calendar Year, please provide: rent receipt ledger, a notarized letter from the landlord stating
what you paid for the year 2015. Income: Social Security SSA-1099 statement or print-out from the Social Security Office, bank
account interest, pensions, VA benefits or any other sources of income. If you file a federal income tax return, a copy of your return
is required. If you are filing as 100% disabled, proof of disability is required every year by the State of Connecticut. A statement
from social security stating that you were totally disabled the previous year. If you rent from a relative, OPM requires the applicant
to present a copy of the landlord’s tax return declaring rental income. Heating assistance is counted as part of applicants expenses
if the heating assistance is federally funded. For more information, call the Renters Rebate Hotline at 860-418-6377 or call the Toll
Free Hotline at 800-617-8889.
Bring copies of all documents related to any and all income for 2015. A letter notarized from the landlord if you do not have your
rent receipts computer print-outs, utility print-outs, and gas and electric bills must all be presented during the time of your appointment. NOTE: Have copies made of all paperwork. Submitted information will not be returned. Applications will not completed nor
will they be submitted if all of the required documents are not presented during the time of appointment.
They are encouraging seniors to go on the internet and create their MySocialSecurity accounts at www.socialsecurity.gov/
myaccount. You will receive your statement of benefits in 5-7 business days. They can easily request and receive verification
through this process. If you are not able to go online, call the toll-free number 1-800-772-1213 from Monday—Friday from 7AM—
7PM to receive a verification letter or call your local office at 1-866-331-5281 from Monday-Friday from 9AM to 4PM. If you decide
to receive verification letter in person, the waiting period can be from two to three hours.

To meet the increasing demands for our service, we need to make changes to how we provide some services to
our customers. To protect the integrity of the Social Security number and prevent fraud, we will discontinue providing
Social Security number printouts effective August 1, 2014. If you need proof of your Social Security number and you do
not have your Social Security card, you will need to request a replacement Social Security card by completing the Application for a Social Security Card (Form SS-5) and providing the required documentation. CAROLYN KINDER, PhD: AN OUTSTANDING SCHOLAR
Author: Arlene Davis Rudd, COMMISSION ON AGING
Spending her formative years in Florence, South Carolina, where she was born, raised and attended
public schools, Dr. Carolyn Kinder later on found her way to Denmark, South Carolina where she attended and graduated from Voorhees College.
While at Voorhees College, Dr. Kinder majored in Chemistry and Mathematics. While in the south, she
was involved in the Civil Rights Movement. Following, she later worked in Washington, DC at the Library of Congress. She married and moved to New Haven, Connecticut. However, a lot went on in this
amazing woman's life, in the meantime.
Once receiving her B.S. Degree, Dr. Kinder worked in the pharmaceutical field, working at Blue Cross.
After earning her Master's Degree and 6th year Certificate from Southern CT State University, Dr.
Kinder became interested in the field of education and administration. Beginning in 1976 Dr. Kinder
spent 20 years as a teacher in the New Haven Public School System. She also spent 20 years in a
Girl Scout Program.
The highly self-motivated teacher, Dr. Kinder, became an assistant principal. Following, she played a
major role in the Early Childhood Education Project, participant in in the Primary Learning Academy,
She worked tirelessly as an administrator and educator for 35 years.
In 1998 Dr. Kinder received her PhD at the University of Connecticut in Education and Administration.
Dr. Kinder shared with this writer that she hasn't as yet served as Superintendent of schools. However,
this incredible and amazing scholar keeps her license on hand, just in case.
It was in 2013 that the esteemed Dr. Kinder completed an internship as a PhD fellow.

According to The Yale University News, "Dr. Kinder excelled in her participation in the Yale National
Initiative where Public school teachers from 10 cities in nine states in 2006 completed National Seminars and an Intensive Session as part of the Yale National Initiative whose purpose is to strengthen
teaching in public schools throughout the country. More than half of the 51 teachers designated Yale
National Fellows were from 7 cities, including New Haven. They are planning or exploring establishment of a new teachers Institute. Dr. Kinder played a major role in this endeavor."
"Dr. Kinder was awarded "The Seton Elm/Ivy Awards, given out by Yale University honoring outstanding contributors toward Yale-New Haven relations." Former Yale University President, Richard Levin,
and former New Haven Mayor John DeStefano, Jr., at a special luncheon in the President's room,
gave out the awards. At that time, Dr. Kinder received the award as the Outstanding Assistant Principal of Sheridan Academy, for Excellence in a Middle School."
"Since 1980 Dr. Kinder had been a leader in the Yale-NH Teachers Institute. For the 19th time she was
an International Fellow developing curriculum for New Haven public school students while taking part
in a collegial seminar comprising of teachers from across New Haven and University faculty. Dr. Kinder has not only been a fellow, herself, one of the 560 NH Public School teachers who have participated in the program-she has been a key member of the Institute's district-wide steering committee of the
National Implementation Team and she played a key part in orchestrating the Initiative's 25th Anniversary Celebration as well.”
Before the heavily committed and involved scholar became dedicated on a full-time scale, with her
chosen studies and community participation, she married Mr. Alfred Kinder in 1969. Dr. and Mr. Kinder
have been blessed with an outstanding well-accomplished daughter. The couple recently celebrated
their 46th Wedding Anniversary.
Currently, Dr. Kinder continues to be actively involved in the work of her church, Bethel AME, where
she serves as the Director of the young people's Division. She also is the Superintendent of church
schools in the Springfield Regional Area. She is an active member of the local New Haven Club of the
National Association of Business & Professional Women where she serves as the membership Chair.
Dr. Kinder is a member of Alpha Kappa Alpha Sorority, Inc., Theta Epsilon Omega Chapter. Dr. Carolyn Kinder is an extraordinary and phenomenal scholar who has achieved and accomplished so
much throughout her adult life. We wish Dr. Carolyn Kinder many more success stories in each of her
future endeavors. May God continue to bless her and her family in a very special way!

IRRITA OSBORN AND SENIOR VOLUNTEERS HONORED

Earlier this month, Irrita Osborn and local Senior Citizens who were named outstanding volunteers for the year, were recently honored at an Annual Awards Luncheon held at Anthony's Ocean
View. The highlight of the day was the special award given to Irrita Osborn, former head of the Dixwell/
Newhallville Seniors for decades. Irrita Osborn was lauded and applauded for her many years of excellent work with the senior group and the planning of out-of-city events that interested most of the
senior group and encouraged their participation.
Many went on the frequent trips that they still speak about and how much they enjoyed them.
Irrita recently retired, however, from what I'm hearing, her phone continues to ring daily and she's always ready to lend a helping hand.
She will be missed. The new director, Gwen Grady, has some large shoes to fill, however, I'm
told that she's prepared to fill them by hitting the ground running.
Sponsored by the City of New Haven's Department of Elderly Services, and the Commission on
Aging, this year's Awards to outstanding senior volunteers went to the following: Eleanor Douglas,
Frances Rogers, Judith Seamour, Robin Smith, Karen Zawnerko, Freddie Mae Amaker, Charlene
Baroncini, Martha Gallagher, James Bryant, Dolores Galiette, Bertha Kahn, Laura Rodriquez, and
Bianca Sangurima.
Seniors who attended this wagerly awaited yearly event held at Anthony's enjoyed the food,
had fun, and did the electric slide with music by an amazing DJ who, also, danced to his own tunes.
Howard Saroff, Chairman of the Commission on Aging, served as Master of Ceremonies, and hardworking Maya Welfare from the Office of the Mayor awarded each reciepient with a Certificate. Always
on the go, Elderly Services Director, Migdalia Castro participated to the fullest in the planning of this
Annual special event. A great time was had by all.
