As the calendar turns to June the city prepares for the summer social season. It’s a terrific time of year to be outdoors with family, friends, and neighbors. And fathers throughout the city will be honored Sunday, June 21st on Father’s Day – a time to recognize the importance father figures have played in our own lives, and on a larger scale the value of fatherhood in terms of providing guidance and role models for young people. ción a una rica diversidad cultural. As the summer heat approaches, please remember to avoid heat related illnesses. Please follow the listed suggestions: 1. eat a well balanced meal; 2. remain hydrated and cool by eating lots of fruits and vegetables and by drinking plenty of water; and 3. exercise moderately and in temperatures below 80 degrees Fahrenheit. If you experience any heat related illnesses such as: heat stroke (symptoms: confusion, fainting, increased body temperature, cramps, nausea, vomiting, dizziness, clammy skin, and a headache), heat exhaustion (symptoms: increased body temperature, cramps, nausea, vomiting, dizziness, clammy skin, and a headache), or heat cramps (symptoms: muscle cramps––such as leg cramps) seek medical attention immediately, get out of the heat, and drink lots of water. I would like to thank everyone who attended the 2015 Senior Citizen Volunteer of the Year Award Luncheon to celebrate the awardees’ selfless commitment to serve New Haven’s senior centers. Senior Day was hosted on Friday, May 22nd, by the Sages Gateway Community College’s Senior Citizen Organization. During Senior Day, the seniors were greeted by Gateway’s President, Dr. Dorsey L. Kendrick. Students and professional artists shared musical and artistic talents to display love and appreciation to all of our seniors in the City of New Haven. I would like to recognize Dr. Kerin lee, Advisor to the Sages; the City of New Haven Department of Elderly Services; Laura Carlson, Sages President; Roberta Ryan, Sages Treasurer; Donald Dimenstein, Program Advisor for working diligently to bring us this event. (HANK) PARKER—–A REMARKABLE TREASURER AND STATESMAN By: Arlene Davis-Rudd, Contributing Writer Photo Source: http:// www.newhavenindependent.org/index.php/ archives/entry/hank_parker_backs_harp/ Just in case our readers hadn't heard, it was statesman Henry E. Parker, former State Treasurer, who led the way as the remarkable watchdog over our state's monies. A colleague and friend for many decades, Hank Parker first ran for the seat of State Treasurer in 1974 and won by a plurality of some 200,000 votes. However, it wasn't an easy task, as Convention delegates, that summer, who gathered in Hartford were not willing to give him the number of delegate votes first time around in order for his name to be on the ballot. After some strong arming on the floor of the Convention, delegates from across the state began changing their vote to Mr. Parker, Finally on the third go 'round, he was able to get the necessary delegate votes that would allow his name to be placed on the ballot. Supporters came from all over the state. Multi-media were there in full bloom with sleeves rolled up awaiting the numbers. We were there witnessing history in the making. It's hard to believe that it was forty-one years ago, when this writer was a much younger newswoman, on assignment, representing WKND Radio in Hartford and Black Enterprise Magazine in New York City. The applause was astounding once it was clear that the number of delegate votes were enough for Mr. Parker's name to be on the first ballot. Tons of media that had showed up from all over Connecticut and elsewhere, rushed to Mr. Parker's side vying to be the first to get the sort after historic interview. Remember now, at that time, Blacks in the State of Connecticut comprised only 7% of the population. "The victory made Mr. Parker the highest ranking Black politician in Connecticut and one of only six Blacks elected statewide in the country." Following the November 1974 Election, came the Inauguration, the Inaugural Ball, and all the festivities. It was exciting, and we were exuberant and glowing viewing this historic moment, as the esteemed Governor, Ella T. Grasso, had been elected the first woman Governor in the United States, elected in her own right. This writer was there, on assignment, with Editor in Chief, Pat Patterson of Black Enterprise Magazine. Somehow, as I went seeking interviews, Mr. Patterson and I caught up to Hank and his lovely wife Jan who were smiling widely and pleased to see us. After the Ball was over, and the elected officials began their work, a photo came to me in the mail, of the State Treasurer and Mrs. Parker along with Mr. Patterson and yours truly. I treasurer that gorgeous photo even today, 44 years later. Mr. Parker, now a young 87 years of age, had been honored by Ebony Magazine in May of 1978 in an amazing article titled "Money Man." Brilliantly written, here are excerpts. "Connecticut's State Treasurer, Henry E. Parker, strides across the lawn separating his Department Headquarters from Hartford's golden-doomed State Capitol. (Story Continued on the Next Page) Readying for his kick-off speech for the State's U.S. Savings Bond Drive, the husky, six foot four Mr. Parker o moves briskly up the Capitol steps. Inside, the 49 year old Democrat stops to chat briefly with a few friends, then joins Governor Ella T. Grasso, who's headed for the same meeting. It is basically a pep rally-style speech which Parker delivers within the dark, wood-paneled hall of the State Senate, but his words are incisive, and his deep baritone voice lends a special moment to an otherwise ordinary occasion. Parker's day, which will include meetings with his staff and with bankers and consultants concerning millions of dollars in state monies, is off to a great start." He is pleased. Continuing, "As State Treasurer, making good speeches has been the least of Henry Parker's problems. One of the biggest difficulties has been overcoming a $159 million loss in the State's Pension Investment Fund, a loss which resulted from the investment policy of the previous administration and a general market down turn. When Parker took office in 1974, he set about reorganizing the State's investment portfolio. "We made a conscious decision to reduce stocks as a percentage of our investments, and to increase our bonds," he says. "That decision reduced the volatility of our holdings. From September 1975, when I made the decision, through 1976, our bonds out-performed the stocks by 35 percent." Mr. Parker was great at his job. "Sitting behind his large, bright office in the Connecticut State Treasury Department, Parker, in checkered vest and shirt sleeves, speaks about his initial approach to his position. "The job of State Treasurer had traditionally been a kind of political plum," he says. "My thoughts were that I had to be a full-time treasurer because we were living in different times, in periods of austerity." "Parker's assessment was correct, and the financial woes of nearby New York City brought the lesson home." "Before New York's crisis, we used to approach the municipal bond market with a two page document of sale," he says. Now our document is 60 pages long and it has become a national model." Born in Baltimore, Maryland, Mr. Parker moved to Connecticut launching his political career as a member of the New Haven Board of Aldermen. The politically astute Mr. Parker was honored and selected by Ebony Magazine as one o the 100 Most Influential persons in the United States of America. He had also run for mayor in 1969 prior to running for State Treasurer, but lost in the Democratic Primary. New Haven Register reporter/writer Pamela McLaughlin, in a 2010 interview with the prominent Mr. Parker, had this to say, "Henry (Hank) Parker, 82, promised his mom as a teen ager that he'd make her proud. And he did. Despite growing up in abject poverty, during the Great Depression, at a time when African Americans were deprived of many basic rights, Parker went to college, became Connecticut's second Black Treasurer the first person to serve in the job full-time-and was an extraordinary leader in the civil rights movement on the city, state, and national levels. "Mr. Parker has long had enough awards and honors to fill a room, however he was about to receive just one more from the Greater New Haven NAACP for its first time Life Achievement Award for decades of dedication and commitment toward improving the quality of life for those less fortunate throughout the State of Connecticut. The Award was presented at the Annual NAACP Freedom Fund Dinner. We salute the Honorable Henry E. Parker and thank him for his many years of untiring and unwavering community service.
